Libya's Moammar Khaddafi Allegedly Shot by Rebels
(Global Intelligence 6/12/98)

A scheduled visit to Egypt by Libyan leader Moammar Khaddafi was suddenly
and unexpectedly postponed by the Libyan side on June 2, the day Khaddafi
was supposed to arrive in the Egyptian border town of Marsa Matruh. After
a string of different explanations and additional postponements by the
Libyans during the first week in June, Egyptian President Hosni Mubarak
announced that Khaddafi's visit would be postponed for 10 to 15 days, since
the Libyan leader was suffering from tonsilitis. However a strange story
surfaced on Thursday, June 11, claiming that Khaddafi was suffering, not
from tonsilitis, but from a gunshot wound, the result of an attack by
Muslim insurgents.

The facts surrounding the alleged attack vary by reporter, but all make the
same basic claim citing the same source. According to Libyan travelers
arriving in the Egyptian border town of Salum, Khaddafi was attacked during
his journey to Egypt on either June 1 or 2, when he stopped his car near
the town of Dirnah on a coastal road in eastern Libya. The Libyan
travelers, some of whom claim to have witnessed the attack, said Muslim
militants opened fire on Khaddafi and his guards from the surrounding
mountains. Casualty claims vary, with most reports stating that Khaddafi
was shot in the elbow; his top bodyguard Aisha was killed when she shielded
the Libyan leader; and seven other bodyguards were seriously wounded.
Italian television on June 11 reported that 16 of Khaddafi's bodyguards
were killed in the attack, in addition to the seven who were injured.

Dirnah, in eastern Libya's mountainous al-Jabal al-Akhdar region, is home
to numerous hideouts of Libya's Muslim insurgency, and has seen frequent
clashes between the rebels and government security forces. According to
the Libyan travelers, police have set up checkpoints along the road from
Benghazi to the Egyptian border and have arrested up to 100 men in the
towns of Dirnah, Ras al-Helal, and al-Qubbah. We note that somehow the
alleged witnesses managed to avoid these checkpoints.

The alleged incident could not be independently confirmed, and diplomats in
Libya reportedly said they had heard nothing of the attack, although one
European diplomat did confirm that Khaddafi was in eastern Libya last week.
Libyan opposition members in Egypt denied the report, however the London-
based human rights group Liberty for the Muslim World reported that
Khaddafi had been attacked "in the past few days."

Libyan travelers are a frequent source of unconfirmed reports of unrest,
coup plots, and assassination attempts in Libya, and this report could be
fiction. Also, Libyan opposition forces charge that Khaddafi has made
extensive use of disinformation in an attempt to manipulate the situation
in eastern Libya. Nevertheless, the timing, details, and location of the
alleged attack sound plausible, and suspicion is raised by the sudden
cancellation of Khaddafi's trip and the confused and contradictory
explanations offered for the delay. Khaddafi also chose not to attend a
meeting of the Organization of African Unity in Burkina Faso this week,
claiming not to want to "embarrass" the country by violating the U.N. ban
on air travel in flying to the meeting.

We would not be surprised if this report was true, except for the fact that
only a lunatic would stop his car at the foot of mountains which are
riddled with caves occupied by rebels fighting to topple his regime.
Whether true or merely disinformation sown by Tripoli, we can expect
Khaddafi to use the alleged incident as justification for sweeping attacks
against the insurgents.

USDA Patents Terminator Technology Seed

On March 3, 1998, the U. S. Department of Agriculture (USDA) and the
Delta and Pine Land Company, a Mississippi firm and the largest
cotton seed company in the world, announced that they had jointly
developed and received a patent (US patent number 5,723,765) on a new,
agricultural biotechnology. Benignly titled, "Control of Plant Gene
Expression", the new patent will permit its owners and licensees to
create sterile seed by cleverly and selectively programming a plant's
DNA to kill its own embryos. The patent applies to plants and seeds
of all species. The result? If saved at harvest for future crops, the
seed produced by these plants will not grow. Pea pods, tomatoes,
peppers, heads of wheat and ears of corn will essentially become seed
morgues. In one broad, brazen stroke of his hand, man will have
irretrievably broken the plant - to - seed - to - plant - to - seed -
cycle, THE cycle that supports most life on the planet. No seed, no
food_unless_unless you buy more seed. This is obviously good for seed
companies. As it turns out, it is also good for the US Department of
Agriculture.

In a recent interview with RAFI, the Canada-based Rural Advancement
Foundation International, US Department of Agriculture (USDA)
spokesman, Willard Phelps, explained that the USDA wants this
technology to be "widely licensed and made expeditiously available to
many seed companies." The goal, he said, is "to increase the value of
proprietary seed owned by US seed companies and to open up new markets
in Second and Third World countries." The USDA and Delta & Pine Land
Co. have applied for patents on the terminator technology in at least
78 countries! Once the technology is commercialized, the USDA will
earn royalties of about 5% of net sales. "I think it will be
profitable for USDA," Phelps said. (Royalties? Profits? For a
Department of the US Federal Government? What's wrong with this
picture?)

The Terminator Technology was created to prevent farmers from saving
non-hybrid, open-pollinated or genetically altered seed sold by seed
companies. Open-pollinated varieties of crops like wheat and
rice_staples for most of the world's population_are typical examples.
The stated logic for Terminator Technology is simple, really. A seed
company invests money to develop and produce new varieties of seed.
It hopes to sell a lot of that seed to recoup monies spent on crop
research and seed development, and then to realize a profit on their
investment. Fair enough, it would seem, but there are BIG concerns
around the world about how much profit, how much control many of these
multinational seed companies actually seek. Many of their
proprietary seeds are no more than genetically altered versions of
older, reliable, conventionally bred strains that have been in the
public domain for many, many years. Change a gene to give a seed
resistance to some new strain of disease, the logic goes, and the
seed no longer belongs to the people to grow and save as they like,
but to the seed company. In the past several years the world
community has been outraged as some multinational seed companies have
brazenly tried to claim ownership of whole species of food plants
based on the logic that they had altered a gene in a member of that
species and, hence, now owned its whole genome!

In a world of burgeoning population growth and, hence, demand for
food, giant, multi-national seed companies hope to sell a lot of
proprietary, genetically engineered seed. Food is a BIG business that
will only get bigger, and they want farmers around the world to need
to come back to them, year after year, to buy the seed and, in some
cases, even the chemicals, to grow it. Plant patents, gene licensing
agreements, intellectual property laws, investigations and lawsuits
brought against farm families for infringing on a seed company's
monopoly on seed varieties are some of the means now used to protect
their interests.

The new Terminator Technology could render even these modern, legal
measures of control obsolete, as it is potentially so powerful, so
effective and so flawless in its applicability that its corporate
owners and licensees will literally have complete biological control
over the food crops in which it is applied. Seed companies have been
working hard to prevent farmers around the world from saving their own
seed from plants originally grown with seed purchased from these
companies. They are also trying to find ways to encourage farmers
around the world_in the U.S., Europe and especially the huge market
represented by farmers in South America, Mexico and Asia, to switch to
genetically engineered, proprietary seed instead of relying on the
eons-old practice of saving their own locally produced and
conventionally bred seed. If they can produce and offer their
"improved" seed cheaply enough to convince even poorer, Second and
Third World farmers to switch, they will have captured much of the
global market. The Terminator will ensure that this market_these
farmers and the communities and countries they feed_will be
completely dependent on the company in order to continue to eat.

There is another potential dark side to the Terminator. Molecular
biologists reviewing the technology are divided on whether or not
there is a risk of the Terminator function escaping the genome of the
crops into which it has been intentionally incorporated and moving
into surrounding open-pollinated crops or wild, related plants in
fields nearby. The means of this "infection" would be via pollen
from Terminator-altered plants. Given Nature's incredible
adaptability, and the fact that the technology has never been tested
on a large scale, the possibility that the Terminator may spread to
surrounding food crops or to the natural environment MUST be taken
seriously. The gradual spread of sterility in seeding plants would
result in a global catastrophe that could eventually wipe out higher
life forms, including humans, from the planet...

Drug dealers, addicts, prostitutes, transvestites, and the homeless
make up the congregation of Providence Church of God in the
Tenderloin District of San Francisco. The city has an estimated
30,000 homeless people, whose spiritual needs are largely ignored
by social programs, and the church was opened in 1994 to serve
their spiritual and physical needs. About 300 people attend the
Sunday service and stay for a hot dog lunch afterward, Christian
Daily News said. Volunteers serve the meals and build a
relationship with the people. The ministry has opened Providence
House, a halfway house for recently released prison inmates. It
offers clothes, Bibles, and counseling.

"You can send demons to go and do things. I've seen them," Luke
Woodham, 17, testified in a Mississippi courtroom. Woodham is on
trial for killing two students and wounding seven others at his
high school in Pearl, Miss., in October. He was convicted last week
of killing his mother on the same day. Woodham testified that he
got the idea for the killings after joining a satanic cult. He said
leader Grant Boyette, 19, encouraged him to join the group, telling
him "you have the potential to do something great." Woodham said
his home life was poor after his parents divorced, and that he felt
like an outcast at school. He joined the cult shortly after a
girlfriend broke up with him. "One second I was some kind of
broken-hearted idiot and the next second I had power over many
things," he said. "I didn't know how to take it." A psychiatrist
for the defense testified that Woodham was insane at the time of
the shootings.

Florida Gov. Lawton &#67;hiles vetoed a bill requiring minors to
notify their parents before having an abortion, saying it would
violate women's rights. "The explicit privacy right in the state
constitution encompasses [abortion], and that right applies to
minors as well as adults," he said. Representatives of the American
Civil Liberties Union and a coalition of abortion providers praised
the veto.

...Pro-life groups said the law did not violate the constitution
because it did not require parents to give permission for their
minor child to have an abortion. Under the law, girls under 18
would have been required only to inform their parents that they
were having an abortion 48 hours before the procedure.

Pagans will be allowed to worship at Stonehenge during the summer
solstice June 21. The location is believed to be an ancient Druid
worship site from at least 1,500 B.C., news reports said. About 100
pagans can watch the sunrise from inside the double circle of
stones on the Salisbury Plain in England. Arch Druid of Britain
Rollo Maughfling will perform a fertility ceremony at the site. An
oak tree at the monument is the religion's most important fertility
symbol and "our most reverend, holiest of holy sites," he said.
Worship has been forbidden at Stonehenge since 1988, when 4,000
people tried to break through police lines and participate in the
ceremony. Nine were injured and 70 arrested in the melee.

House churches are growing in popularity in the United States.
People are tired of spending an hour in church, then going back to
their routine lives, organizers say. "Many people are finding that
there aren't enough relationships being formed in established
churches," said Les Buford, a former pastor who helped organize a
conference on house churches at Clemson University recently. In a
typical house church, 30 to 50 members meet in a home. One person
presents a prepared message and others talk about what they have
learned in their study of the Bible, he said. A nationwide
directory of house churches can be found on the Internet.

The disintegration of the former Soviet Union into regional
republics dominated by ethnic groups makes it logistically harder
to spread the gospel, Christians say. "One program in a single
language over a single super channel was enough to reach this
nation," said International Russian TV and Radio, a Christian
broadcasting company. Since the breakup, "programming in 10
languages over 100 regional TV channels is not enough." To address
the problem, the ministry is hosting a media missions conference
this year for 200 national radio and TV stations in Moscow.
Workshops include how to write Christian scripts and direct
televised church services.

A Swedish missionary couple is still being held hostage in the
Republic of Dagestan in southern Russia. Negotiations are
continuing for the release of Daniel and Paulina Brolina, who were
kidnapped by bandits five months ago. The kidnappers have supplied
three videos of the couple, who said they are suffering but coping
with the situation. Russian and Swedish media have aired
allegations that a Dagestan government official participated in the
kidnap.

The UN Conference for the establishment of an International Criminal Court
begins today (Monday, June 15) in Rome. This is a month long series of meetings designed to
finalize a project that has been in the works for at least two years now. For

The World Court as operating now serves only to settle disputes between
states. The intent of the ICC is to establish a court where *individuals*
would be tried for crimes "against humanity."

The largest Protestant denomination in Canada told its members to
stop evangelizing Jews. The 700,000-member United Church of Canada
will debate and vote on the recommendation by a church board, which
issued a report asking the church to acknowledge that Christianity
is "neither superior to nor a replacement for Judaism," the
International Christian Embassy in Jerusalem said. The report
"acknowledges the close links between the two religions and calls
upon churches to stop interpreting Scripture in ways that might
lead to anti-Semitism."

 Mon Jun 15 , 1998 -- The rare rust-colored heifer named Red made its
 appearance at Beth Tephilah's Kosher Fair Sunday [in Troy, New York].
 Jewish officials hailed the animal as a "curiosity'' of ancient historical
 interest, but soon concluded the animal bore no practical present-day
 significance. About 30 people strained to get a glimpse of the spunky
 2-year-old as it was unloaded from a trailer and ushered into a side yard
 adjoining the synagogue. Its proud owner, Clarence Treleaven, had
 brought the animal in from his farm in Fultonville for Jewish authorities to
 examine more closely.

 It wasn't until several months ago that Treleaven learned that his red
 heifer, born of a black-and-white Holstein, was anything unusual. "We
 were in Florida when we heard a missionary speaker,'' said Treleaven, a
 born-again Christian. "He was talking about a red cow...I said, 'Hey I
 have one down at the barn, and he said 'You better look her over and call
 a rabbi.' " Rabbi Avraham Laber of Troy was the only rabbi of several
 that Treleaven called to respond.

 "It could portend the Second Coming,'' said Kai Henderson, who
 captured the event with a home video camera. "A red heifer is talked
 about in the Old and New Testament. It has extreme religious importance.
 Just to have touched the red heifer is incredible.'' But Tom Lupsa, taking a
 break from snapping photos, remained skeptical. "He doesn't seem that
 red, though,'' he said.

 [Dick Guay, who lives in Glens Falls, NY, told Weekend News Today
 that he saw the story broadcast yesterday on WRGB channel 6, a CBS
 affiliate out of Schenectady, NY.]

A Word Study of Rev 12:5
Man-Child vs Child

(Rev 12:5 KJV) "And she brought forth a man child, who was to rule
all nations with a rod of iron: and her child was caught up unto God,
and to his throne."

The translation "man-child" in Rev 12:5 is from the Greek "arsen
huios" while the word "child" in the same verse has been translated
from "teknon." Thus we have two different Greek words that have both
been translated as "child."

man-child = arsen huois
child = teknon

Why did John use two different words for "child" in this verse? A
look at how the bible differentiated between the two words and John's
past usage of them gives us the answer, I believe.

According to the Hebrew-Greek Key Study Bible, "huios" is reserved
for the Son of God (huios Theou). It "signifies the relation of
offspring to parent and not simply the birth as indicated by
'teknon.'" (p 1882)

'Teknon' is "used both in the natural and figurative senses giving
prominence to the fact of birth, whereas 'huios'... stresses the
dignity and character of the relationship. In the narrative of His
human birth, Jesus Christ is NEVER [emphasis added] designated as
'teknon' (Matt 1:21,23,25; Lk 1:31; 2:7). He was not born 'tikto', of
God, in which case He would have be inferior and posterior to the
Father, nor of man only. Only His mother called Him 'teknon' (Lk
2:48) as she viewed Him in His humanity. Jesus never presents Himself
in His God-Man consciousness as a teknon of man or of God. He was
only 'huios,' denoting relationship of character with the Father God,
not giving the idea He was a mere child of the Father." (ibid, p 1880)

To further understand the meaning behind the word 'teknon,' we should
examine its root. 'Teknon' is derived from 'tikto,' and it means to
"produce (from seed, as a mother, a plant, the earth, etc.)" It is
translated and used in the bible, either literally or figuratively as
"bear, be born, bring forth, be delivered, be in travail." (Strong's
5088).

This difference between the two words 'teknon' and 'huios' is carried
out even further when we examine their usage in Romans 8:14-21. In
these verses, 'tekna' "refers to those who were born of God and
'huioi' refers to those who show maturity acting as sons. When just
the basic relationship as a born-again child of God is referred to,
it is expressed 'tekna' (Rom 8:16)... The Lord Jesus is never called
'teknon Theou,' a child of God, as believers are." (ibid, p 1882).

Again, let me emphasize that John never uses the word 'teknon' to
refer to Jesus Christ. Instead, his usage of the word is usually in
association with the Church or believers of Christ:

(John 1:12 KJV) "But as many as received him, to them gave he power
to become the sons [teknon] of God, even to them that believe on his
name."

(John 8:39 KJV) "They answered and said unto him, Abraham is our
father. Jesus saith unto them, If ye were Abraham's children
[teknon], ye would do the works of Abraham."

(John 11:52 KJV) "And not for that nation only, but that also he
should gather together in one the children [teknon] of God that were
scattered abroad."

(1 John 3:2 KJV) "Beloved, now are we the sons [teknon] of God, and
it doth not yet appear what we shall be: but we know that, when he
shall appear, we shall be like him; for we shall see him as he is."

"Of the 99 times that 'tekna' is used in 91 verses in New Testament,
only once is it used for Jesus, and that as a child (Lk. 2:28). [Even
this usage was quoting Mary's words. As per the comments above, she
naturally would have referred to Him as her 'teknon']. Eighteen times
it refers directly or indirectly to Israel's children; 31 times to
sons, daughters, and children in general; 30 times to the sons of
God, children of God, light or believers or the Church in general;
and 11 times by Paul to refer to his spiritual sons in Christ." (John
A. Abent, "Signs in the Heavens" p 270).

John clearly is referring to Jesus Christ as the man-child in verse
5, but if he never called or even referred to Jesus as 'teknon,'
then who is 'her child' referring to in the same verse?

(Rev 12:5 KJV) "... and her child was caught up unto God, and to his
throne."

This is beautiful. The english word "caught" has been translated from
the Greek word 'harpazo' (Strong's 726), which means "to seize."
We'll see it translated as "catch (away, up), pluck, pull, take (by
force)."

The Hebrew-Greek Key Study Bible has this to say about the word:
"Literally, to seize upon with force, to rob... Though generally
harpazo denotes robbery of another's property, it not exclusively
used thus, but sometimes generally meaning forcibly to seize upon, to
snatch away, or take to oneself. Especially used of the rapture." (p
1811)

'Harpazo' is the same word that is used in the following scripture:

(1 Th 4:17 KJV) "Then we which are alive and remain shall be caught
up [harpazo] together with them in the clouds, to meet the Lord in
the air: and so shall we ever be with the Lord."

As comparison, refer to Jesus' ascension to the throne:

(Acts 1:9 KJV) "And when he had spoken these things, while they
beheld, he was taken up [epairo; exalt self, poise (lift, take) up];
and a cloud received him out of their sight."

(Acts 1:2 KJV) "Until the day in which he was taken up [analambano;
receive up, take (in, unto, up)], after that he through the Holy
Ghost had given commandments unto the apostles whom he had chosen."

(Mark 16:19 KJV) "So then after the Lord had spoken unto them, he
was received up [analambano] into heaven, and sat on the right hand
of God."

The word "harpazo" is never used when referring to the ascension of
Jesus Christ.

To summarize:

John nor the bible ever refer to Jesus as 'teknon.' If Rev 12:5 is
referring to the ascension of Jesus Christ to God's throne, then it
is the only time in the scriptures that 'teknon' was used in
reference to Jesus.

'Teknon,' when not speaking in general terms, is most commonly used
to refer to the church or believers of God.

The word 'harpazo' refers to a snatching away, and is epecially used
when referring to the rapture.

"Israel did bring forth the Christ, but she also brought forth the
Church. The proper relationship then, between Israel and the Church,
in metaphor, is that of a mother and daughter, which fits nicely with
the Church being the wife and the bride of Christ, the Son of God
being married to the daughter of Israel." (John A. Abent, "Signs in
the Heavens" p 247)

(Gal 4:28 KJV) "Now we, brethren, as Isaac was, are the children of
promise."

The Christian movie Apocalypse: Caught in the Eye of the Storm is
drawing people who are fascinated with the topic of the end of the
world. The full-length action drama has sold 150,000 copies in
video in four months, and people reportedly are becoming Christians
after watching it in churches and homes. Eighteen people became
Christians when the movie was shown at a film festival in Methuen,
Mass., said Tom Sabb, who runs the Merrimack Valley Christian Film
Festival. Sixty-three young people made professions of faith in
Christ at the Henry Wade Juvenile Justice Center in Dallas after
showings of the movie, chaplain Ken Carroll said.

...The plot of Apocalypse centers on two journalists left behind
after the "rapture" of the church, as millions of Christians vanish
and are taken up into heaven while everyone else is left behind.
The journalists, a man and a woman who are romantically involved,
struggle to survive amid global war, chaos, and confusion during
the period known as the Tribulation. They discover that a European
leader who has apparently rescued the world from global nuclear war
is the Antichrist revealed in the Bible, and try to warn the world
of his deception and dictatorial intent. The film ends on an
unsettled note as those who have become Christians during the
Tribulation are arrested even as the truth about the Antichrist is
revealed.

...Producers are Bible teacher Jack Van Impe of This Week in Bible
Prophesy and screenwriters Peter and Paul Lalonde. The movie
includes music by Twila Paris, Charlie Daniels, Stephen Curtis
Chapman, and CeCe Winnans. It features appearances by Van Impe,
evangelist Luis &#80alau, and radio personality Marlin Maddoux.

...The film, based on an interpretation of the books of Revelation
and Daniel, is meant to demonstrate how quickly and relentlessly
2,000-year-old prophesies could be fulfilled, the producers said.
"It is the movie that Hollywood refuses to make," Peter Lalonde
said. "Despite their search for new and greater disasters and
earth-threatening scenarios, this is the one story that Hollywood
simply won't tell."

Rumors Circulate of Arafat Resignation

There are reports in the Israeli and Arab press that Palestinian
National
Authority (PNA) Chairman Yassir Arafat will step down for reasons of
failing health following the conclusion of an agreement on an Israeli
withdrawal from occupied territories. The report, denied by the PNA
as
"groundless" and "a lie," initially appeared in the state-owned
Egyptian
newspaper "Al-Jumhuriyah." The newspaper reported that Arafat's
position
could be filled, on an interim basis, by Palestinian Legislative
Council
Speaker Ahmad Quray or Palestinian National Council President Salim
al-
Zanun.

The story has since been picked up by the "Voice of Israel" radio
program,
the Associated Press, and the Israeli newspapers "Jerusalem Post" and
"Haaretz." The London-based Arabic newspaper "Al-Sharq al-Aswat" on
June
11 queried Arafat about reports that he had told President Clinton
that PLO
Executive Committee Secretary Mahmud Abbas would be his successor.
Arafat
only stated that the Palestinian National Council and PLO Executive
Committee would decide on his successor. However, the Jerusalem Post
noted
that Arafat has taken no operative steps toward relinquishing control
and
commented wryly that "instances across the Arab world of a leader
appointing a successor while quietly fading into retirement are quite
rare,
not to say unprecedented."

Arafat is currently facing a June 25 deadline for the reorganization
of his
Cabinet, lest he face a no-confidence vote from the Palestinian
Legislative
Council. Arafat was scheduled to meet this week with all Palestinian
factions, in an effort to bring opponents of the peace process into
his
Cabinet. However, he unexpectedly postponed a planned meeting with
the
militant group Hamas on June 16 -- in order to first meet with his own
Fatah party, said one Arafat aide. The anonymous aide told the
Associated
Press that Arafat wants to bring opponents of the peace process into
his
cabinet to match Israeli Prime Minister Netanyahu's ploy of using the
presence of hardliners in his government as an excuse for not
compromising.
The Popular Front for the Liberation of Palestine and Hamas have both
expressed unwillingness to enter the Arafat government until he
stamps out
corruption in the PNA.

Hamas is also riding it's own wave of support, following a successful
tour
of Arab states by its leader Sheikh Ahmed Yassin, and is unlikely to
submit
to a junior role in an Arafat government. However, while there is
hope
that an entry of Hamas and other radical groups into the PNA would
help
divert their activity from violence, it would complicate a post-Arafat
power struggle. There are enough contending candidates for Arafat's
job
within the PNA -- and none an heir apparent -- without throwing a
succession battle open to Hamas and the PFLP.

The Arafat resignation rumor and the threatened no-confidence vote
may be
just negotiating ploys at present, but Arafat will eventually be
gone. That
has always been obvious, and the substantially personality-driven
negotiating process has always had to take into account that future
day
when today's agreements will have to be upheld by unknown
politicians. But
if Arafat is actually ill, the issue becomes suddenly more real and
immediate, and the potential threat of a Hamas-led PNA in the near
future
will only further bolster a conservative Israeli approach to the peace
process.

The Presbyterian Church (U.S.A.) has voted to enter into "full
communion" with three other mainline Protestant denominations. The
denomination's General Assembly, meeting in Charlotte, N.C.,
approved the pact that was passed by most of its 173 local
presbyteries last year. The agreement allows members of the PCUSA,
the Evangelical Lutheran Church in America, the United Church of
Christ, and the Reformed Church in America to take communion
together and to exchange ministers. "As the opportunities arise for
cooperative ministries, the questions can now be: 'Who has the
skills? Who brings the gifts?' " Lutheran Bishop Guy Edminston
said. The agreement does not mean that the churches will merge, the
Associated Press said.

A special ecumenical service will be held in Bethlehem, Israel,
Dec. 4, 1999, when Orthodox, Catholic, and Protestant congregations
gather in Manger Square to celebrate the new millennium, Ecumenical
News International said. Church leaders from the three main
branches of Christianity will enter the Church of the Nativity
together after the service. It is a historic event because space
inside the church, said to be the site where Jesus was born, is
strictly allocated to keep members of various churches separate.

...The celebration will be the first in a series of ecumenical
events in the Holy Land, culminating in simultaneous Easter
services March 15, 2001. It is the first time that Western and
Eastern believers will celebrate the event on the same day in more
than 1,000 years. The churches have relied on different calendars
to calculate the dates on which religious holidays fall. Between
five and 10 million Christians are expected to make pilgrimages to
the Holy Land in 2000.

Palestinian: Accord Clock Ticking

RAMALLAH, West Bank (AP) - Ahmed Qureia, the speaker of the Palestinian
legislative council who is better known as Abu Alaa, has another nickname, as
well: ``Mr. Peace.''

He took the lead in negotiating the Olso accords, and now is deeply involved
in efforts to rescue the flagging Mideast peace process.

Qureia, who has reportedly held secret meetings recently with Israeli Prime
Minister Benjamin Netanyahu, said hopes for peace aren't dead - but the clock
is ticking.

The Oslo accords set May 4, 1999, as the deadline for concluding a final peace
agreement. Palestinians, he said, will declare an independent state in less
than 11 months if the deadlock is not resolved.

``In the early morning of the fifth of May 1999, I think we should declare our
own Palestinian state,'' Qureia said Sunday in an interview with The
Associated Press.

``We will ask the world at that time to help us put an end to the occupation
of the land.''

Such warnings, echoed by other Palestinian leaders, seem real. Declaring a
state would relieve Yasser Arafat, president of the Palestinian Authority, of
having to make unpopular compromises on sensitive issues such as the future of
Jerusalem, the fate of Jewish settlements or the return of millions of
refugees.

The move, however, could invite reprisals from Israel, which views the
creation of a Palestinian state as a threat to its security. Netanyahu has
hinted, for example, that Israel might move to annex West Bank land in
response.

The 59-year-old Qureia, who rose to power as the PLO's top money manager, is
first among equals in the 88-member Palestinian legislative council, which was
elected in 1996. He is also the man who would take over, in the interim at
least, if anything happened to Arafat.

Qureia's fame, however, stems from the months of secret negotiations with
Israeli officials in Norway that led to the famous handshake on the White
House lawn in 1993 between Arafat and the late Israeli Prime Minister Yitzhak
Rabin.

He sees Netanyahu's strategy as holding onto as much land as possible now in
order to have leverage in final status talks and to expand settlements in the
West Bank and take over houses in the area of Jerusalem that Palestinians want
for the capital of a state.

``I think we lost the spirit (of peacemaking), and I think we are in this
crisis because of the Israeli attempt to dictate the outcome. That is the
problem. The dictation,'' said Qureia.

According to Palestinian sources, Qureia's recent meeting with Netanyahu
resulted in a misunderstanding about whether Palestinians would accept
Israel's proposal to forgo a so-called third withdrawal - one beyond the 13
percent U.S. proposal now on the table.

Qureia said the Palestinians would not forgo the idea of a further pullback as
Israel wants because they need an ``ace in the hole'' in case negotiators are
unable to agree on a final settlement.

But as a compromise, the Palestinians have proposed a joint Israeli-
Palestinian committee to determine the size of a third withdrawal while
parallel talks are held on the bigger final status issues: Jerusalem, Jewish

settlements, refugees and borders, Qureia said.

If the negotiations failed, then the Palestinians would insist on
implementation of the third withdrawal.

``If we succeed on the permanent agreement, then we don't need it,'' said
Qureia.

He said Palestinians had expected 90 percent of the West Bank to be in their
hands, and final status talks to deal with the remaining 10 percent. If the
U.S. proposal is approved, Palestinians will have control over some 40 percent
of the area.

Qureia accused Israel of ``wasting time'' and said Netanyahu was using
delaying tactics, such as his proposal to hold a nationwide Israeli referendum
on whether to agree to the U.S. plan. The idea of a nationwide vote is still
undecided.

Israeli officials say Arafat has failed to uphold his side of the bargain by
cutting off security cooperation and refusing to crack down on Islamic
militants. They also complain that Palestinian leaders and official media
still advocate violence.

Qureia rejects the criticism, saying the Palestinian Authority succeeded in
persuading Palestinians to accept the peace accords.

``We made a real psychological breakthrough in the Palestinian mind set,''
said Qureia. ``If you ask a Palestinian if he will accept two states on the
land he will say `yes.' Before that, he would not.

Lutherans approve end to 400-year row with Vatican

            GENEVA, June 16 (Reuters) - The body representing most of
the world's 61 million Lutherans approved a joint declaration on
Tuesday which aims to end a 400-year doctrinal dispute with the
Vatican over the Reformation.
            Lutheran officials said the 19-page text, intended to mend
the split between Protestants and Roman Catholics, was still
being studied by theologians at the Vatican.
            Christian Krause, president of the Geneva-based Lutheran
World Federation, told a news conference that he hoped that the
Roman Catholic Church would ``give results in the same spirit.''
            The Reformation was a religious and political movement that
challenged the power of the papacy and gave rise to
Protestantism, one of the main divisions of Christianity.
            Lutheranism, derived from the teaching of Martin Luther, is
a branch of Protestantism and the major religion of many North
European countries, including Germany, Sweden and Denmark.
            In a statement, the Federation said its ruling 48-member
Council had unanimously approved the ``Joint Declaration on the
Doctrine of Justification'' after polling its 124 member
churches in 69 countries over the past year.
            It was drawn up in 1997 by the Lutheran World Federation and
the Pontifical Council for Promoting Christian Union.
            ``The 'Joint Declaration' ends 400 years of condemnations on
the principal doctrinal dispute of the Reformation, that
salvation is a gift from God through grace, not something humans
earn through good works,'' LWF said in a statement.
            ``The 'Joint Declaration' asserts that though there still
remain some differences on the understanding of justification,
the differences are not substantial enough to warrant the
condemnations,'' it added.
            Swedish Archbishop K.G. Hammar, who chairs LWF's standing
committee for ecumenical affairs, told reporters: ``It is a big
day for the Lutheran world. The reason for the rift of the 16th
century is no longer applicable for our present moment.''
            The Federation said that 80 of the 89 members responding to
its request had been in favour of the declaration, or 95 per
cent of the 57 million Lutherans in its member churches.
            Monsignor John Radano, of the Pontifical Council for
Promoting Christian Union, attended the Lutheran World
Federation's meeting as a Vatican representative.

Amman -- Official Jordanian sources have said that the Kingdom of
Saudi Arabia has "excused itself" from providing alternative financial and
economic aid to the Jordanian Government if the US economic assistance
given to Jordan is put under threat because of Jordanian political stands
connected with freezing the process of normalizing relations with Israel.
The sources told Al-Quds al-'Arabi that the Saudi Government has
rejected a Jordanian proposal that required the provision of financial and
economic assistance to the Jordanian treasury and the national economy by
Arab parties, foremost of these being Saudi Arabia, in return for Jordan
taking important steps to freeze political relations with Israel in
response to a joint Egyptian- Syrian plan that enjoyed Riyadh's support.
This subject was discussed by all parties during the meetings held by
Crown Prince 'Abdallah Bin-'Abd-al-'Aziz in Amman and in Damascus, which
has asked Jordan to take steps to reduce the signs of economic
normalization with the Israelis.
It is known that the Saudi stand is based on the claim that there are
currently no opportunities to look for financial and economic sources of
financing for Jordan to act as an alternative to the US aid if the latter
is under threat. Moreover, recent Jordanian-Saudi contacts have not
touched on the issue of resuming Saudi oil aid to Jordan.
A few weeks ago, the Saudi Oil Ministry refused to supply Jordan with
oil at specially favorable prices and offered the Saudi oil to Amman at
international prices; this led to the stoppage of maintenance operations
that had actually begun on the Tapline, which carries oil across the
Jordanian and Saudi desert.

Court Overturns Pedophile Sentencing Because Judge Read From Bible
(The Salt Server - June 16, 1998)

On June 9th the Nebraska Supreme Court overturned the jail sentencing of a
Sarpy County man convicted of pedophilia because the judge read a Bible
passage at the man's sentencing. Aaron T. Pattno, a 25-year-old homosexual,
plead guilty in August of 1997 to sexually assaulting a 13 year old boy he
met through a 'chat' room on the Internet. During sentencing on October 31,
1997, the Sarpy County District Judge George A. Thompson read an excerpt of
Romans 1. In part, this excerpt read, "For this reason, God gave them up to
dishonorable passions. Their women exchanged natural relations for
unnatural, and the men likewise gave up natural relations with women and
were consumed with passion for one another, men committing shameless acts
with men.." Pattno was then sentenced to not less than 20 months' nor more
than 5 years' imprisonment.

Attorney General Don Stenberg stated "It is a sad day in America when a
25-year-old pedophile who repeatedly sexually molested a 13-year-old child
must be resentenced because the trial judge quoted the Bible." Stenberg
went on to say that the high court's opinion is tantamount to imposing a
requirement of nonreligion for Nebraska's judges. The Supreme Court chamber
is adorned with a permanent representation of the Ten commandments, as is
the exterior of the state capitol. Stenberg commented, "'One can only wonder
whether the day is far off when workmen will be sent to chisel these
recognitions of religious belief from the halls and walls of our state
Capitol building."

A search of Pattno's home following his arrest disclosed pornographic
material on the hard drive of his computer showing males, some teenagers, in
erotic poses. Pattno had participated in a Big Brother/Big Sister program;
worked for the Latch Key Program for the bicounty YMCA in Belleville,
Illinois; and taught seventh graders in a religious education program.

White House: Lott view on gays 'backward'

WASHINGTON (Reuters) - The White House Tuesday blasted Senate Majority
Leader Trent Lott, saying his "backward" views on homosexuality comparing
it to alcoholism showed the Republican party at its most extreme.

President Clinton's spokesman Mike McCurry told reporters Lott's statement
showed how difficult it was to do business in Washington in a variety of
areas, "when you're dealing with people who are so backward in their
thinking."

"For over 25 years, it's been quite clear that sexual orientation is not an
affliction. It's not a disease," McCurry said. Lott's views were
"consistent with some who are fairly extreme in his party," he added.

The Mississippi Republican touched off a firestorm when he compared
homosexuality to sexual addiction, alcoholism and kleptomania. Other
Republican leaders Tuesday defended him and supported his views.

Lott threw a verbal barb back to the White House, saying through his
spokeswoman Susan Irby that McCurry's experience "within this White House"
did not qualify him to comment on right and wrong. "What he considers to be
backward are the
views and values of a great majority of Americans," she said in a written
statement.

But Log Cabin Republicans, a gay Republican group, said Lott had insulted
all gay members of his party and the National Gay and Lesbian Task Force
accused Lott of feeding the intolerance that can fuel hate crimes.

The biggest gay rights lobby, the Human Rights Campaign, offered to sit
down and explain modern scientific views of the biological basis of
homosexuality to Lott. The American Psychiatric Association removed sexual
orientation from its list of
mental disorders a quarter century ago, HRC executive director Elizabeth
Birch wrote Lott in a letter asking for a meeting.

Lott made the controversial remarks in an interview Monday with
conservative cable talk show host Armstrong Williams on America's Voice
television. Asked if he believed homosexuality was a sin, Lott replied, "It
is."

"In America right now there's an element that wants to make that
alternative lifestyle acceptable and normal," said Lott. "You should still
love that person ... You should show them a way to deal with that problem,"
he said, adding, "Just like my father having a problem with alcohol ...
Other people have sex addiction. Other people are kleptomaniacs."

One of the few openly gay lawmakers, Democrat Barney Frank of
Massachusetts, said the comments showed Republican leaders "pandering" to
conservatives. "It is an indication of the tight hold of the right wing on
the Republican party," Frank said.

This was a view shared by Log Cabin executive director Richard Tafel,
"Whether it is ignorance on his part or blatant pandering to James Dobson
and the radical right, it's wrong and it will cost the party."

Frank, McCurry and human rights activists attributed Lott's comments to the
increasing influence of conservative groups, the Focus on the Family and
its president James Dobson, and the Family Research Council's Gary Bauer,
on Republican political leaders in the buildup to fall elections.

They blamed this influence for the stalled nomination of James Hormel as
U.S. Ambassador to Luxembourg. Hormel, a San Francisco businessman and heir
to a meat fortune, would be the first openly gay ambassador from the United
States. His name
cleared the Foreign Relations Committee last November.

Two Republican leaders stepped in to defend Lott, who did not speak with
reporters as he often does following the party's Tuesday Senate luncheon.

His second-in-command, Oklahoma Sen. Don Nickles, told reporters that he

China optimistic about restoring ties with Japan

BEIJING, June 8 (AFP) - China's foreign ministry said on Monday it was
optimistic that the communist party would restore ties with its Japanese
counterpart that were cut 31 years ago.

"We believe it is possible for the two parties to normalise their relations,
as long as the two sides make joint efforts in a forward-looking spirit and
proceed on the principles of independence, absolute equality, mutual respect
and non-interference in each others' internal affairs," a foreign ministry
spokesman said.

Discussions on normalising ties began Monday morning between a Japanese
delegation and the International Liaison Department of the Chinese Communist
Party, a Beijing party official said. The Japanese side is being led by
Nishiguchi Hikaru, the head of the Japanese Communist Party's international
division.

Talks are expected to finish around noon. The Japanese side will meet other
leaders of the Chinese party later Monday, the official added.

It is the first time a Japanese communist party delegation has visited China
since a meeting with Mao Zedong in 1966.

Ties were cut in 1967 when China's communist party attacked its Japanese
counterpart during the Cultural Revolution over its reluctance to accept
Mao's ideology.

Meteorites Hit Homes

(NASHVILLE) -- The story of a suspected meteorite that crashed
through the roof of a Nashville woman's home keeps getting
bigger and bigger. Now it appears that two rocks, also believed
to be meteors, crashed into two homes in New Mexico around the
same time on the same day. One was a 37- pound chunk from the
sky. The other was a bit smaller. Scientists believe the shower of
rocks resulted from a meteorite splitting up as it hit the earth's
atmosphere. The rocks are being sent to a lab for testing.

FAISAL HUSSEIN ISSUES A CALL TO MOSLEMS; "COME AND LIVE IN

The PLO Authority (PA) Minister of Jerusalem Affairs, Faisal
Husseini, has issued a call to Arabs and the Moslem world, to
"come to Jerusalem and set up roots in the capital." Husseini
stated if necessary, he will enlist the masses who will turn out
in number, to protect the "Islamic and Arabic character of the
city." The PA minister was addressing a conference of
international youth dealing with Jerusalem. The event took place
in Morocco.

NATO HOLDS MILITARY DRILLS IN NORTH CAROLINA

Soldiers from 12 former Soviet bloc nations practiced riot
control, cleared simulated mine fields and battled phantom
snipers Saturday in NATO-sponsored military exercises in North
Carolina. About 2,000 foreign troops from NATO "Partnership for
Peace" nations joined American, Canadian and Dutch soldiers for
the largest NATO exercise in the United States this year,
officers said. The operation, named "Cooperative Osprey '98,"
runs through Wednesday at the Camp LeJeune U.S. Marine Corps
base in North Carolina. NATO's "Partnership for Peace" is a
military cooperation program with some two dozen states in
eastern Europe and Asia, many of whom already participate in
NATO-led missions.

ARAFAT INVITES POPE TO BET LECHEM FOR MILLENNIUM

PLO Authority Chief Yassir Arafat has extended an invitation to
Pope John Paul to visit Bet Lechem (Bethlehem) in the year 2000
and said the Pontiff had reacted positively.

According to a Reuters report, during a brief private audience,
the Pope told Arafat he would pray for the "Palestinian nation"
and that he believed good will by both Israelis and Arabs was
needed to revive the stalled Middle East peace process.
"Certainly, I will pray for you and your nation," the 78-year-old
Pope told Arafat during the public picture taking session after
their private talks. A Vatican statement issued later said
Arafat, who is on a two-day visit to Italy, told the Pope "of the
tragic situation of the Palestinian people, while the peace
process is threatened by all sides".

"When I met His Holiness this morning, we had wide-ranging talks
on (the millennium celebrations in) Bethlehem. I also invited
His Holiness to participate with us in this event. I had a
positive reaction from him," Arafat told reporters afterwards. A
PA official travelling with Arafat told reporters after the Papal
audience: "The Vatican as always gave its support to any
initiative which could unblock the currently deadlocked peace
process."

The Pope has a standing invitation from Israel, Lebanon and a
number of other countries in the area, as well as from the PA, to
visit Holy Land sites during or before the millennium year
marking the 2,000th anniversary of the birth of Christ.

A Palestinian leader said after talks with Italian officials that
Rome had decided to give $3.5 million more aid to the PA, of
which $2 million will go to Bethlehem for infrastructure and $1.5
million to refugees in camps inside Lebanon.

The cluster of young men loitering across the street from a
Moscow synagogue looked like any other bunch of teen-agers with a
spring evening stretching before them and nothing much to do.
But the 10 soon found their entertainment, chanting: "Beat it to
Israel, Jews! Heil Hitler!''

There was a time when Borukh Gorin might have brushed it off as a
rebellious teen-age outburst, not worth reporting to police. But
that same day, arsonists attempted to set fire to his synagogue,
and a Jewish cemetery in Siberia was desecrated. A few days
earlier, a bomb damaged another Moscow synagogue.

"These displays are all tests of how we'll react, how the
authorities will respond,'' said Gorin, editor of the Jewish
monthly Lechayim (To Life). "If the reaction isn't strong
enough, they'll do it again.''

The recent physical and psychological attacks have frightened
Jews, who had just begun to feel comfortable with their identity
after the 1991 collapse of the Soviet Union ended state-sponsored
anti-Semitism. For the first time in decades, being Jewish
wasn't something to hide in Russia. Jews no longer faced the
officially propagated image of Israel as a terrorist state or
newspaper caricatures of the Jew as a humiliated weakling or a
conniving thief.

But anti-Semitism didn't melt away with the Soviet state. New
voices have risen, from rabidly anti-Semitic newspapers sold
across the country to Jew-baiting orators at rallies marking
every national holiday. Some politicians are increasingly
speaking against a reputed Jewish influence, citing Jews like
powerful financier Boris Berezovsky. And more extremists are
entering politics, such as the ultranationalist Russian National
Unity paramilitary organization that plans to run in next year's
parliamentary elections.

Netanyahu unveils Jerusalem development plan

            JERUSALEM, June 18 (Reuters) - Prime Minister Benjamin
Netanyahu announced on Thursday a programme to strengthen
Israel's hold on Jerusalem, including plans to tighten ties
between the city and nearby West Bank Jewish settlements.
            The draft plan envisages widening Jerusalem's boundaries to
include land west of the city, in Israel proper, and creating an
``umbrella municipality'' with administrative powers over nearby
towns in Israel and some West Bank settlements.
            It also calls for accelerated construction of roads linking
West Bank Jewish settlements with the city.
            In addition, the draft includes plans for multi-year
investments in housing, mass transit, infrastructure,
high-technology and scientific training, aimed in part at
bolstering the Jewish population in the holy city.
            ``We said we would work to strengthen, fortify and base our
hold and sovereignty in Jerusalem,'' Netanyahu told reporters.
            ``I think this is a basic change in Jerusalem's status which
will be remembered as a turning point,'' he said.
            The plan was immediately blasted by Palestinians, who called
it a deliberate provocation and a violation of international
law.
            Israel captured East Jerusalem from Jordan in 1967 and later
annexed it as part of its ``eternal and united'' capital in a
move that has not won international recognition. Palestinians
want East Jerusalem as capital of a future state.
            An interim Israeli-Palestinian peace accord relegates the
city's fate to final status talks between the sides.
            ``Jerusalem will stand at the top of our priorities in the
budget framework,'' said Finance Minister Yaacov Ne'eman.
            Palestinian Higher Education Minister Hanan Ashrawi said the
Jerusalem plan was ``taking us to the edge of the abyss.''
            ``Once again Israel wants to demonstrate that it can defy
the world and impose its own will on the rest of the
world...Jerusalem is the most volatile issue and the most
crucial cornerstone of any peace in the region,'' she said.
            Netanyahu said the draft plan, to be funded under the 1999
state budget, would be presented to the government on Sunday.
            Many of its details must first be mapped out by various
government agencies and will in some cases require legislation.
            ``The first thing we are doing is to link Greater
Jerusalem,'' Netanyahu said, pointing to plans to drill a tunnel
road to link the city with the settlement of Ma'ale Adumim in
the West Bank.
            The plan also calls for an East Jerusalem ring road to be
built over three years.
            ``The second thing is strengthening the Jewish majority in
Jerusalem,'' Netanyahu said, saying that an exodus of skilled
and educated labour from Israel's largest but poorest city could
be halted via incentives for high-technology industry.
            Jerusalem Mayor Ehud Olmert said the plan would add 140,000
homes in the city by 2020.
            Netanyahu said an umbrella municipality would both
streamline and unify services now provided by separate smaller
localities in Israel and the West Bank and ``give expression to
the concept of Greater Jerusalem.''
            The Israeli leader said there would be no formal annexation
under the plan of West Bank land, owing to the constraints of
interim Israeli-Palestinian peace deals.
            He said the transportation and administrative links with
nearby West Bank settlements were in line with the accords.
            Netanyahu declared that homes for Jews would be built at a
controversial East Jerusalem site by the year 2000.
            ``Write it down. You will see houses at Har Homa, many
houses, by the year 2000,'' Netanyahu said.
            Israeli-Palestinian peace talks ground to a halt when
Netanyahu began work at the site at the edge of East Jerusalem
known in Arabic as Jabal Abu Ghneim, in March 1997.

PLO urges U.N. to block Israeli plan for Jerusalem

            UNITED NATIONS (Reuters) - The Palestine Liberation
Organization (PLO) urged the Security Council Thursday to block
a plan by Israeli Prime Minister Benjamin Netanyahu to
strengthen Israel's hold on Jerusalem.
            ``It is obvious that signals sent recently by the Security
Council in the form of presidential press statements on Israeli
violations in Jerusalem and the other violations have not been
sufficient enough to prevent such Israeli behavior,'' the PLO's
U.N. observer, Nasser al-Kidwa, said.
            In letters to Secretary-General Kofi Annan and the
presidents of the Security Council and the General Assembly, he
said: ``We believe that the Security Council, as the body
responsible for the maintenance of international peace and
security, is under obligation to take specific concrete measures
to prevent the above-mentioned program and any other Israeli
violations of international law and the council's own
resolutions.''
            The draft plan that Netanyahu announced Thursday in
Jerusalem envisages widening Jerusalem's boundaries to include

occupied East Jerusalem, he made the following statement: 'Write

            The PLO observer said ``this program and the outrageous
statements by the prime minister'' not only gravely violated
international law, the Fourth Geneva Convention and many council
and assembly resolutions, but also indicated ``obvious contempt
for the values that these instruments represent and for the will
of the international community.''
            ``The prime minister is also killing the Middle East peace
process with such additional blatant violations of the existing
agreements between the two sides,'' he added.
