50th Anniversary NATO summit to be held in Washington

Sat Apr 3 , 1999 -- The 50th Anniversary NATO Summit, to be held
in Washington April 23-35, will disrupt daily business around the
Federal Triangle area. A number of streets will be closed, and the
approximately 90,000 federal workers will be excused from duty on
Friday, April 23. Thousands of D.C. government workers are also likely
to be given a day off, while countless other federal workers in the
District will be encouraged to take a vacation day and steer clear of
the city, summit organizers said. The three-day meeting of 19 NATO
presidents and prime ministers, along with the NATO secretary-general
and the heads of 23 other governments, will be Washington's largest
gathering ever of such high-ranking foreign dignitaries.

Scheduled for the city where the original NATO treaty was signed April
4, 1949, the summit was initially intended to celebrate the 50 years
of NATO's existence and herald the arrival of the alliance's three
newest members -- each a former member of the Soviet-controlled Warsaw
Pact. Organizers predict 1,700 delegates will be in Washington for the
summit, along with at least 3,000 media workers and the traditional
complement of tourists in town for the city's busiest tourist month.

ACLU to challange federal judge

TAMPA, Fla., April 1 (UPI) -- The American Civil Liberties Union will
appeal a ruling by a federal judge that permits the City of Boca Raton
to take down or destroy religious symbols and monuments erected at
grave sites of hundreds of families at the municipal cemetery.

U.S. District Judge Kenneth Ryskamp ruled ground covering and vertical
memorials were not essential to or required by Christian, Catholic and
Jewish faiths.

ACLU attorney James Green said, ``The courts are not in business to
determine what is or is not orthodox religious practice.''

                 DAMASCUS (AFP) -- An official Syrian newspaper
                 accused Israel on Saturday of carrying out ethnic
                 cleansing against the Palestinians and said the
                 Jewish state's aid for Kosovo refugees was mere
                 "crocodile tears."

                 "It's time the international community calls things
                 by their proper names and puts an end to the ethnic
                 cleansing Israel practices against millions of
                 Palestinians, threatening the security and prosperity
                 of the region," the Tishrin paper said.

                 "In expressing its compassion for the inhabitants of
                 Kosovo and sending aid to the refugees ... Israel has
                 stunned the world because it is one of the world's
                 leaders in ethnic purification," Tishrin charged.

                 "While Prime Minister Benjamin Netanyahu and his
                 foreign minister, Ariel Sharon, were crying crocodile
                 tears over the Kosovo refugees, the Israel police
                 closed down the last Palestinian institutions in
                 Jerusalem and the Israeli air forces was bombing
                 southern Lebanon," it said.

                 "Israel has made refugees out of three million
                 Palestinians, more than a hundred thousand Syrians in
                 the Golan Heights and more than a hundred thousand
                 Lebanese in Lebanon," it said.

                 "Israel applies Nazi methods in Palestine ... by
                 pursuing the systematic destruction of Arab houses
                 and villages, the confiscation of land and the
                 cutting off of water supplies," it said.

The Pesach Sacrifice

On Wednesday 31st March, the day before Pesach, The Temple Mount and
Land of Israel Faithful Movement performed a symbolic Pesach sacrifice
on a hill overlooking the Temple Mount. This is the third Pesach that
the Faithful Movement have performed this sacrifice.

Weeks beforehand we prepared everything that is connected with this
unique event so that it would be done exactly according to the godly
Biblical law. According to the Torah, the Pesach can only be performed
on the Temple Mount. In the biblical times, the pilgrims brought the
sacrifice with them to Jerusalem from all the parts of Israel. From
noon of the day before Pesach, the sacrifice was brought to the priest
and sacrificed on the altar and then taken and roasted by the families
in a special way on a spit which is explained in the Scriptures. For
details of our sacrifice, please see our previous article on this
subject.

In our negotiations with the Israeli authorities, we realised that the
Arabs on the Temple Mount would not agree to our sacrifice and the
authorities preferred not to give us permission to sacrifice on the
Temple Mount because they were afraid of possible Arab riots in
reaction to this. We decided to still perform the sacrifice even
though we had to do it outside the Temple Mount in a place which is
close to the Holy of Holies and easily overlooks the Temple Mount. We
felt and knew that this is the will of G-d and the right timing in
history to perform it and at the same time in this way to encourage
the Israeli leadership and the people of Israel to create the
circumstances which will allow us to perform this sacrifice on the
right place on the Temple Mount. We very clearly declared that this
sacrifice was purely a symbolic Pesach sacrifice which is only an
opening for the very real sacrifice which we will do everything
possible to hold on the Temple Mount next year, G-d willing, in the
rebuilt Temple.

We did not performed this sacrifice on an altar because only on the
Temple Mount can it be performed on an altar. The sacrifice was
performed by a priest on the ground of this hill called the Hill of
Hannania, the name of the high priest who lived there in Biblical
times. Everything else was done according to the Law. The sacrifice
was brought from one of the settlements in Samaria to symbolise the
eternal link between Samaria, Judea, Gaza and Jerusalem and the Temple
Mount as an undivided part of the promised land of Israel. During this
special event the priest prayed the prayers and commandments from the
Torah which are connected to the Pesach sacrifice. A special oven
which was built according to the godly Law was used to roast the
sacrifice and while that was happening all the members who took part
in this unique event sang songs and thanked the G-d of Israel Who gave
all of us the privilege to perform the exciting Pesach sacrifice after
2000 years of destruction and exile, after so many generation of Jews
dreamed and prayed to be a part of such a prophetic end-time event.
During the history of the exile, many Jews have tried to come to
Jerusalem and secretly perform the sacrifice on the Temple Mount which
was controlled by their enemies but they could not do it, but here, in
1999, in the free State of Israel, the continuance of the Biblical
Israel, a Pesach sacrifice was performed which was the biggest
prophetic redemptional dream of the Jewish people.

We could feel the significance of this godly, prophetic, exciting
moment. It moved our hearts and the hearts of many Israelis who heard
of this event through the media. One day soon, when the Pesach
sacrifice will be performed in the Third Temple, G-d and history will
not forget those who opened the door to an event which is one of the
most significant events in the life of the people of Israel. Everyone
of those who participated in the event received a part of the
sacrifice and used it at their own Seder tables that every family held
that evening and ate it before midnight and did not break any of the
bones exactly as G-d commanded. For the first time everyone of them
ate a real Pesach sacrifice, exactly as it has to be done in the
Seder. In this way we renewed a deep and significant link between us
and all the generations before us since the generation of Mosees and
the Exodus when the first Pesach sacrifice was held. We shall do our
best to ensure that next Pesach the sacrifice will be performed in the
rebuilt Temple on Mt.Moriah and that all of you will be with us in
this exciting moment.

Pesach Pilgrimage

We have just returned from the most exciting place in the world - the
Temple Mount and the Old City of Jerusalem, the city of King David. We
still carry with us the special and exciting experiences from this
morning when the members and friends of The Temple Mount Faithful,
together with other Israelis, marched to the most holy place in all
the earth, the hill of G-d, to Mt.Moriah, through the streets of the
Old City and to all the gates of the Temple Mount which still exist
from the Biblical times.

The purpose of this march was firstly to fulfill G-d's commandment and
to make the pilgrimage of this festival of Pesach as G-d commanded us
to do to the Temple Mount, the holy hill of G-d which over the last
4000 years became the focus, the heart and soul of the Jewish people.
Secondly the purpose was to carry a very clear message and to share it
with everyone in Israel and the world that the long foreign Arab
occupation of the Temple Mount is soon to be finished and that no one
in the world can stop G-d's prophetic end-time plans to rebuild His
house and to open the door for the coming of Mashiach ben David. We
carried this message with us to the Temple Mount and Biblical
Jerusalem at a time when the Islamic Arab enemies of Israel, together
with other powers in the world like the UN, the EU, the Pope and
President Clinton want to take the Temple Mount and Jerusalem away
from Israel and make it either an Islamic city or an international
city. They are doing evil in the eyes of G-d and are acting against
His plans and activities in Israel today to redeem His holy hill,
Jerusalem, the land of Israel and the people of Israel. This morning
we came to say to all that they must stop their evil activities
against Jerusalem and against the G-d and people of Israel. We brought
the word of the prophets with us which warns of the judgement of G-d
at this critical time.

Despite the critical events and pressures on Israel by the Islamic
enemies of Israel and their allies all over the world, despite the
fact that Israel is now undertaking a critical struggle for its
existence in the land which G-d gave them and in Jerusalem, the
feeling of everyone when we marched to the Temple Mount was that we
are very close to the climax of these end-time events and that soon we
shall march to the Temple itself after the foreign buildings of
worship are removed by a brave Israeli government of G-d. Not only
the major redemptional events that G-d is doing with Israel at this
time are signs that we are very close to this fulfilment but even the
troubles and attacks against Israel and Jerusalem are further signs
that we are living in the time that all the prophets of Israel warned
us would preceed them. The Temple Mount Faithful Movement , is ready
to face all of them, to challenge them and to overvome them together
with the G-d of Israel. This was the feeling which follwed us this
morning on the hill of G-d and in the streets of Biblical Jerusalem.

Last Friday, the members of The Temple Mount and Land of Israel
Faithful Movement drove to the fields of Israel and cut the Omer, the
first wheat that was reaped from the fields of Israel to be brought to
the Temple Mount as an offering to the G-d of Israel, exactly as our
forefathers did in the First and Second Temple eras. It was so special
to do this because, in one moment, it brought to our hearts the
experience of our forefathers when they did it, when they fulfilled
one of the most exciting commandments of G-d when He commanded the
people of Israel to bring the first wheat to the Temple before any
Israeli used it and to offer it to G-d on the altar. We carried the
Omer with us to the Temple Mount despite the fact that the Temple
still does not exist. Years ago we decided to renew all the traditions
and fulfill the commandments which are connected with the worship, the
pilgrimage and which have a deep linkage to the Temple and the Temple
Mount. The carrying of the Omer this morning was one of these
important traditions and it was really an exciting event and view to
see now, in modern Israel, Israeli girls and boys who look exactly
like their forefathers from the Biblical time, carrying the sheaves
of the Omer still with the fresh green colour of the wheat. It was a
privilege for all of us to do so. We felt the presence of G-d at this
unique event and we did it in the name of all the people of Israel
with the prayer that next Pesach, the Omer will be brought to the
rebuilt Temple and altar. We prayed the Pesach prayers, sang the
Hallel Psalms which the Levites used to sing in the Temple and the
priests who came with us annointed the Om er to be an offering to the
G-d of Israel . We also brought twelve sacks of earth to the Temple
Mount which were taken from the areas of the twelve tribes in Israel.
This earth was carried to the Temple Mount to symbolise the deep
eternal linkage between the twelve tribes of Israel, the land of
Israel and Jerusalem, with the focus of our lives, the Temple Mount,
which can never be broken.

Together with us were friends from other countries who were so excited
to participate in this unique godly event, to be a part of it and to
open the new age which all the prophets of Israel, mainly Isaiah
prophesied about when all the nations will flow up to Jerusalem, to
the house of G-d, to worship and thank Him for the rebuilding of
Israel, Zion. Jerusalem and the house of G-d. Together they prayed and
read the Scripture form Isaiah 2:2-5: "And it shall come to pass in
the last days, that the mountain of the Lord's house shall be
established on the top of the mountains, and shall be exalted above
the hills; and all nations shall flow to it. And many people shall go
and say, Come, and let us go up to the mountain of the Lord, to the
house of the God of Jacob; and he will teach us of his ways, and we
will walk in his paths; for from Zion shall go forth Torah, and the
word of the Lord from Jerusalem. And he shall judge among the nations,
and shall decide for many people; and they shall beat their swords
into plowshares, and their spears into pruning hooks; nation shall not
lift up sword against nation, nor shall they learn war any more. O
house of Jacob, come, and let us walk in the light of the Lord."

After the march to the Temple Mount, the Faithful marched in the
streets of the Old City and to all the gates of the Temple Mount, the
same places where the prophets of Israel, the kings of Israel, and our
Biblical forefathers walked over 2000 years ago. Now their descendants
are marching and fulfilling the promises of G-d and the prophets to
redeem Israel and Jerusalem and to reestablish the State and nation of
Israel in the same land that G-d promised in an eternal covenant to
Abraham, Isaac and Jacob and their descendants. It is not a simple
event to walk and to build what G-d and the prophets and the
generation of the destruction of the Temple dreamed of and desired.
Everything that we did today, as well as what we do every day in this
holy capital of Israel and the holy land of Israel, is fulfillment of
the prophetic promises and desires of the G-d and people of Israel for
so many years. We felt the deep significance of these great moments
and the major privilege to be the generation and the movement which
G-d anointed to fulfil His prophetic end-time plans. I hope and
believe that everyone who reads these feeling that I am trying to
share with everyone in the world will share, support and be with us
with their hearts and with their dreams and desires. The big event
that G-d is sharing with Israel belongs to everyone in the world and
only this will open the door to the redemption of the entire world and
mankind. Today we march in the name of all of you because G-d taught
us that He will redeem Israel in the end-times as an opening of a new
age of redemption for al the nations and that Israel will serve al the
nations by being, as G-d commanded them to be, a holy nation, a
kingdom of priests and a treasure above all the nations and to bring
the word and light of G-d to all of them. (Ex 19:5-6) This is the
right time and moment and with this we marched today in the old street
of Jerusalem which in their life of thousands of years saw many major
Israeli figures from the Biblical times and many major events. We felt
that our forefathers, the priest, the kings, and even King David
himself, were marching with us in a blessed time and generation.

We still feel the excitement of the unique moments near the gates of
the Temple Mount and the streets of Jerusalem, mainly when we stood
before the Eastern Gate from where Mashiach ben David will walk inside
the Temple to lead Israel and all the world from the hill of G-d and
Jerusalem. When I say that it is soon to come, it is not just a wish,
a dream or a part of a desire in my imagination, but a reality which
is soon to be revealed. Everyone who marched together with us in the
streets of Jerusalem, on the Temple Mount and at its gates could feel
it.

When we came to the gate in the Eastern Wall of the Temple Mount, the
gate which is in front of the Holy Of Holies, we all immediately felt
very strongly the holiness of this place and the presence of the G-d
of Israel. With the flags in our hands and the blowing of the shofars
we prayed and read one of the most exciting Psalms of Ascents, Psalm
126: "A Song of Ascents. When the Lord brought back the captivity of
Zion, we were like men who dream. Then our mouth was filled with
laughter, and our tongue with singing; then they said among the
nations, The Lord has done great things for them. The Lord has done
great things for us; we are glad. Bring back our captivity, O Lord,
like the streams in the Negev. Those who sow in tears shall reap in
joy. He who goes forth weeping, bearing the seed for sowing, shall
come back with shouts of joy, bringing his sheaves with him." Then we
swore what our forefathers in the destruction of the First and Second
Temples swore when they were taken into exile by their enemies: "If I
forget you, O Jerusalem, let my right hand forget her cunning. If I do
not remember you, let my tongue cleave to the roof of my mouth; if I
do not set Jerusalem above my highest joy." (Psalm 137:5-6).

In the ears of all the nations of the world, I want to say in the name
of all the Faithful and the people of Israel, show your love to the
G-d of Israel at this special time through His people, Israel, exactly
as He commanded all of you when He repeatedly said in the scriptures
to all the nations what He promised to Abraham; I will bless those who
bless you and I will curse those who curse you. Give al your support
to the people of Israel in these exciting and critical times, when,
more than at any time in the past, G-d is expecting you to do so
because the major event which G-d is doing with the people and land of
Israel is for you as well as for Israel, for a better time for all of
you. Never forget that the Temple, the house of G-d , will only be
built in Jerusalem on Mt.Moriah and Mashiach ben David will be a Jew
and He will redeem Israel and all of you. Do not try to stop this
end-time prophetic event which G-d is doing in Israel. And in the ears
of all the enemies of Israel and her un-loyal "friends" I want to say
what I said today in front of the gates of the Temple Mount and
Jerusalem; don't have illusions that the G-d and people of Israel will
allow you to take Jerusalem from Israel or again destroy the eternal
capital of Israel. No More! The G-d and people of Israel are
determined to make the vision of Ezekiel, Isaiah, Zechariah and
Jeremiah and al the other prophets a reality in our lifetime. Check
yourself and immediately stop the evil pressures that you are putting
on Israel today because the time of G-d's judgement is soon to come.
Better be a part of this major prophetic end-time event.

The Temple Mount and Land of Israel Faithful Movement is determined to
continue our marches to the Temple Mount and Jerusalem and to continue
our efforts, activities and preparations for the rebuilding of the
Temple. On the day commemorating the Liberation of Jerusalem, 5 weeks
from now, the Faithful and their friends will march in Jerusalem and
to the Temple Mount in a major march and event and everyone is called
on to participate. Everyone is called on to be together with us to
help and support this special godly movement which was dedicated and
anointed to fulfill the end-time plans of G-d. Please write to us,
call us, come to Israel and share your help, support and encouragement

Boosting Biometric Privacy

In the Uma Thurman vehicle Gattaca, Big Brother relies on biometric
data to practice an insidious form of eugenics. The lead character
steals human DNA to unlock the doors to career and success. We're not
there yet, and we may never be. But the potential misuse of biometric
data has long captured the public's imagination.

On Friday, the International Biometric Industry Association
recommended a standardized set of "privacy principles" aimed at
keeping tight reins on that most personal of consumer data: retina
scans, voice recognition files, fingerprint files, and DNA
information.

"We recognize the need for regulation in this industry, in both the
private and public sectors," said spokesman Richard Norton.

Biometric privacy is not an issue on the average consumer's radar,
partly because it is most widely used in sealed corporate environments
or prisons.

But information kept about consumers on the Net and elsewhere is
becoming an increasingly hot issue in Washington. So far, the
political tide is pointing to self-regulation, a scenario in which the
industry would police itself.

In setting out its privacy principles, the biometrics industry
welcomed government regulation. Norton called for laws governing the
use and storage of machine-readable human biological data.

In California, at least a dozen bills in development cover biometric
privacy. State Assemblywoman Liz Figueroa (D-Fremont) has introduced a
bill that would slap a US$10,000 fine on insurance companies, HMOs,
and pharmaceutical benefit processors who knowingly sell or share
medical information -- including biometric data -- for commerical use,
without an consumer consent.

Norton also called on the biometric industry to implement strong user
control and access rules.

"The IBIA believes the private sector should set forth clear policies
on how biometric data will be stored and used and collected, and that
individuals have the right to know when data is being collected, and
they should have the right to limit distribution of that data," he
said.

But the IBIA has not come up with specific recommendations on how
these goals may be accomplished, because, Norton said, "there are too
many different scenarios, and right now we just want to offer a broad
policy."

But very fact that there are so many different scenarios is the
problem, said Simon Davies, who is an instructor on privacy and data
protection at the London School of Economics.

"We've learned from experiences around the world, like, say with
closed-circuit television, that such attempts at regulation are
ineffective," he said.

"The point is that once biometric data has been collected, and used on
a public system, it is impossible to stop it completely from
spreading, being used for other purposes," said Davies, who is also
the founder of the watchdog group, Privacy International.

Alex Fowler of the Electronic Freedom Foundation said that his group
approves of creating regulations. But he cautions that situations will
inevitably arise that the biometric industry will have a hard time
anticipating.

"For example, in Silicon Valley, every week there is the merger of
these companies, or the acquisition of that company. Or a company may
go bankrupt. What happens if these collapsed companies have stored
biometric data?" Fowler said.

But Norton remains confident that the potential perils of biometric
data collection and storage are manageable.

"With proper industry transparency, and compartmentalization of data,"
principles of privacy can be maintained."

Gorbachev says NATO airstrikes will reignite arms race

Sun Apr 4 , 1999 -- NATO airstrikes against Yugoslavia are a mistake
that will lead to a new arms race, former Soviet president Mikhail
Gorbachev warned on Saturday. Gorbachev, the last president of the
Soviet Union, said on CNN's "Larry King Live" program that
Russia was being humiliated by the strikes. CNN released a transcript
of the interview in advance. Countries should step up their efforts
to find a political solution to the crisis in Yugoslavia's rebel
province of Kosovo and the airstrikes should be stopped, he said.
"I think NATO has made a mistake and now this mistake must be
corrected," Gorbachev said through an interpreter.

"Those airstrikes were done without authorization from the
United Nations ... This has placed the world in a very, very
difficult situation. The position of the U.N. Security Council has
been undermined, and now Europe has been shown who is the boss -- and
I know this because I hear it from the Europeans. Russia is being
humiliated." Russia, traditionally sympathetic to its Orthodox,
Slav brethren in Yugoslavia, has spoken out bitterly against the air
strikes and sent a reconnaissance ship to the Mediterranean. The
Russian foreign ministry said on Saturday that the NATO strikes were
"a ruthless war of extermination against the peoples of
Yugoslavia."

Gorbachev, who presided over a period of rapid political reform in
the tightly controlled Soviet Union, warned that the airstrikes were
increasing the risk of a new arms race. He said Russia and the United
States should work together with the U.N. Security Council to resolve
the Kosovo problems. "This will push an arms race in every
country in the world," he said. "There is a real threat
that in many countries there may be an effort to get ... weapons of
mass destruction. I believe this will also give impetus to
terrorism."

situation existing today in Yugoslavia could be repeated in the
future in Israel if Arabs in the Galilee demanded autonomy. "If
Israel supports the type of action that's going on in Kosovo, it
risks becoming the next victim," Sharon told a meeting of his
close aides, according to the Yediot Ahronot newspaper.
 
"Imagine that one day the Arabs of Galilee decide to demand
autonomy for their region and join up with the Palestinian National
Authority," he said, warning that any attempt to force a
solution in that case would be "very dangerous" for Israel.


Italy says Contact Group, G8 to meet on Kosovo

Contact Group would meet next week to discuss the conflict in
Yugoslavia and the meeting would be followed by a session of the Group
of Eight industrial countries. The Foreign Ministry said in a
statement that a conference call between U.S. Secretary of State
Madeleine Albright and the foreign ministers of Italy, Britain,
Germany and France, on Friday night had ``decided to give agreement
today to the Russian proposal'' for a G8 meeting. ``Thus, next week, a
meeting of the Contact Group is planned, followed by a G8 meeting at
the level of political directors,'' it said. The Contact Group
consists of Russia, the United States, Britain, France, Germany and
Italy.

Russia, which vehemently opposes NATO's air strikes
against Yugoslavia, called for the G8 meeting after the failure of
peace mission to Belgrade by Prime Minister Yevgeny Primakov on
Tuesday. The United States and Britain had said until now there would
be no benefit in a meeting of the G8 nations, which also include
Russia, Germany, Japan, Italy, France and Canada. France said earlier
that Foreign Minister Hubert Vedrine had told his Russian counterpart
Igor Ivanov that France intended to maintain a close dialogue with
Russia. Germany said it was considering the proposal for a G8 meeting
and Canada has said it might consider participating if Yugoslavia made
commitments to end its campaign in Kosovo.

U.S. WATER CRISIS PROJECTED

More than 30 million people in the U.S. are likely to be without water
after January 2000, with nearly two thirds in the big cities,
according to an assessment delivered during an American-Canadian
meeting held on February 22, 1999 to discuss "Cross-Border Y2K
Issues." John Koskinen, Chair of the President's Council on Y2K
Conversion, who attended the meeting, "admitted that water is
problematic." A recent U.S. Senate report on Y2K indicates that 11
percent of the community public water systems serving populations
ranging from 100,000 to 1,000,000 people do not expect to have Y2K
compliance work completed on time. The water situation for small and
medium communities is even more grim: 23 percent of the 51,000 such
systems are not expected to achieve Y2K compliance. In response to the
above news, Y2K analyst Jim Lord's "Tip For The Week" is to store
several times as much water as you think you will need. "If the
government's numbers are correct," says Lord, "water will end up being

MILWAUKEE TO BUY GENERATORS FOR YEAR 2000

The CITY OF MILWAUKEE is preparing to spend about $1 million on 13 new
generators to guard against potential Year 2000 computer problems,
including five portable units which can be moved to trouble spots come
New Year's morning. The plan would put two permanent generators at the
POLICE ADMINISTRATION BUILDING downtown and others at communication
towers and dispatch centers. In addition, a generator would be placed
in the part of the City Hall complex where most of the city's main
computers are located. Fire stations would be equipped with special
connections that would allow the portable generators to be hooked up
easily as needed. District police stations, along with some other city
buildings, already have generators. Early on, planners thought they
might need a generator at one of the city's water plants, which could
have carried a $3.5 million price tag itself, but they became more
convinced that citywide power failures are unlikely. "If that happens,
we'll have more problems than generators will be able to solve
anyway," pointed out Ald. Don Richards, Chairman of the COMMON

to a joint hearing of the SUBCOMMITTEE ON GOVERNMENT MANAGEMENT,
INFORMATION, AND TECHNOLOGY and the TECHNOLOGY COMMITTEE ON SCIENCE:

"In 1998, the Postal Service used automation and information systems
to deliver 198 billion pieces of mail, maintain its nationwide network
of over 38,000 post offices and facilities, and pay its more than
775,000 career employees. This dependency on automated systems makes
the Postal Service highly susceptible to the Y2K problem. As a key
element in our nation's communication and commerce infrastructure, its
preparedness may be crucial to the nation's Y2K readiness."

"While the Postal Service has made progress in pursuing solutions to
its Y2K problems, it still faces significant challenges in the ten
months that remain:

 - "[In] our most recent Y2K report, we found that briefings to senior
management and Y2K reports designed for internal and external use were
not always complete, consistent, or clear. We also found that the
briefings to senior management did not include a standard report on
the overall status of Y2K progress and were not provided at regularly
scheduled intervals. As a result, senior managers did not always have
the information they needed to monitor Y2K progress. Because senior
managers did not have this information, they lost time-critical
opportunities to make important resource and budget decisions."

 - "As recently as last November, the Postal Service had no
comprehensive report that effectively conveyed to senior management
the status of the Postal Service's Y2K Initiative."

 - "The Postal Service relies extensively on external suppliers that
 are
critical to moving the mail, such as airlines, railroads, and the
trucking industry. Obviously, these suppliers are also susceptible to
the Y2K problem. Therefore, it is important that the Postal Service
become aware of the Y2K status of suppliers to plan and minimize
potential disruption in services. Postal officials started to address
the supplier issue in June 1998 and, to date, have identified almost
8,000 critical suppliers. As of January 1999, the Postal Service knew
the Y2K status of 349 of these 8,000 suppliers."

 - "For headquarters' suppliers, in January 1999, the Postal Service
 had
identified 661 critical suppliers and inquired as to their Y2K
readiness. Of these, 312 did not respond to inquiries. Of the 349 that
replied, the Postal Service determined that 254 are at high risk of
not being Y2K ready. The Postal Service has not developed contingency
plans to address how it will move the mail if these external suppliers
are not ready for the Year 2000."

 - "The Postal Service operates more than 38,000 facilities
 nationwide.
Many of these facilities are dependent on technology susceptible to
Y2K problems, such as fire suppression equipment, heating and cooling
systems, and building access controls. The Postal Service considers
700 of these facilities "high risk" because of the high volume of
mail. These facilities rely on thousands of pieces of critical
Y2K-susceptible equipment. As of January 1999, the Postal Service did
not know the Y2K status of critical equipment in its facilities
nationwide."

 - "As of January 1999, the Postal Service had identified 152 critical
information systems crucial to the core business activities of the
Postal Service. As of January 1999, Postal managers reported that 127
of the 152 systems were reviewed, corrected, and tested at the system
level. These systems still need to be certified and independently
verified as Y2K compliant. Some systems will also need to undergo
readiness testing. The Postal Service's initial target date for
reviewing and correcting systems was September 1998. The current
completion date is projected for June 1999, nine months after the
original projection, which affects other information systems target
dates."

 - "The Postal Service exchanges a significant amount of data
 internally
and with external organizations, such as financial institutions,
customers, transportation suppliers, meter manufacturers, and the U.S.
Treasury. These data exchanges need to be assessed and certified as
compliant if the Postal Service's Y2K effort is to succeed. Even if
the Postal Service's critical systems are Y2K compliant, it is
possible that exchange partners' systems may not be Y2K ready. As of
January 1999, the Postal Service has assessed about 4,300 out of
approximately 5,700 data exchanges. About 2,000 of the 4,300 data
exchanges assessed have been identified as critical. As of now, 123 of
the 2,000 have been reported as Y2K ready."

 - "The Postal Service depends on mainframe systems, midrange
 computers,
network servers, personal computers, and telecommunications equipment.
The Postal Service has been working to make this infrastructure Y2K
compliant since 1996. As of January 1999, officials estimated that the
Postal Service had more than 134,000 actual pieces of hardware,
including about 120,000 personal computers and about 14,000 servers.
To manage the inventory, the Postal Service has categorized the
hardware and software into 2,000 unique types. As of January 1999, the
Postal Service reported that solutions had been developed for 1,600 of
the 2,000 types of hardware and software. Deploying the solutions will
be a challenge because the Postal Service does not know which specific
personal computers and servers are not Y2K compliant."

"The Postal Service is faced with a formidable challenge in completing
all of these tasks. We believe the Postal Service should immediately
reevaluate the initial assessment and shift priority to issues that
are absolutely necessary to ensure that core business processes work
in the Year 2000 -- those that move the mail, pay employees and
vendors, protect revenue, and protect the safety of employees and
customers. It is [also] critical that the Postal Service develop and
test business continuity and contingency plans. Such plans will reduce
the consequences of Y2K problems that could impair the Postal

AMA ISSUES GUIDELINES FOR PROTECTING PHYSICIANS FROM Y2K

The AMERICAN MEDICAL ASSOCIATION (AMA) is putting on Y2K information
seminars around the country in an attempt to educate and prepare
physicians. Dr. David Hibbard attended one of the first of these
seminars held in Denver, on March 12. Here are some edited excerpts
from his notes:

"There is an emerging 'Standard of Care' for dealing with the Y2K
problem which the AMA is defining and passing along to physicians and
hospitals. The implication throughout this seminar was that if this
Standard of Care is not met by hospitals, physicians, and medical
practices, then not only might patients be harmed, but the hospitals
and physicians would be legally liable (civily and/or criminally) for
failure to take adequate corrective action to protect these patients."

"Every conversation, every decision about Y2K should be written down
and included in a 'Due Diligence File,' showing the thought processes
you went through in preparing your hospital or medical practice for
Y2K. They want you to make a paper trail which documents the efforts
you have made to get all the information possible and then act on that
information for the protection of the patients which the hospital
serves."

"They are recommending that all elective surgery for the first two to
three weeks of 2000 be moved up to 1999, or delayed until later,
allowing the hospital staff to exert full surveillance of the hospital
functions and corrective action if such is needed."

"They are recommending to individual physicians that they NOT admit
patients to the hospital electively after the turn of the century, and
admit only when really necessary."

"The AMA is considering having patients admitted to intensive care
(ICU) sign an 'informed consent' form which would discuss the
possibility that the devices in the ICU might fail and result in harm
to the patient."

"If you are unsure of the compliance status [of a medical device], DO
NOT USE IT.

"The AMA seminar presenters stressed the need for written contingency
plans for all aspects of the hospital and clinic operations. They are
recommending that each medical office have a meeting ASAP where the
entire staff comes together and brainstorms about how to handle
patients if worse case scenarios happen, e.g., the power is off, there
is no water, sewers are not working. Then write all of this down and
keep it in a Contingency File for each office."

"Each medical office should consider giving patients handouts which
give instructions for patients who are on electricity dependent
systems at home (oxygen concentrators, respirators, etc.) for dealing
with prolonged power outages. Should the patient have their own
back-up battery, or generator system, or should they go to their
nearest hospital and hook into that hospitals' power supply, or should
they have tank oxygen supplied to them by the oxygen company?"

"Each medical office should consider giving patients handouts
suggesting that patients have a least a one-month extra supply of
critical medications on hand in case the normal distribution lines

Defector Tells of Soviet and Chinese Germ Weapons

The most senior defector from the Soviet germ-warfare program
says in a new book that Soviet officials concluded that China had
suffered a serious accident at one of its secret plants for developing
biological weapons, causing two major epidemics.

The book also reports that Soviet researchers tried to turn HIV, the
virus that causes AIDS, into a weapon and that even as the last Soviet
president, Mikhail Gorbachev, pursued peace openings with the West, he
ordered a vast expansion of the deadly effort to turn germs and
viruses into weapons of mass destruction.

The defector, Kanatjan Alibekov, now known as Ken Alibek, says in the
book that as deputy director of a top branch of the Soviet program, he
knew of the disaster in China because he saw secret Soviet
intelligence reports twice a month.

Spy satellites peering down at China found what seemed to be a large
biological-weapons laboratory and plant near a remote site for testing
nuclear warheads, he wrote. Intelligence agents then found evidence
that two epidemics of hemorrhagic fever swept the region in the late
1980s. The area had never previously known such diseases, which cause
profuse bleeding and death.

"Our analysts," Alibek said, "concluded that they were caused by an
accident in a lab where Chinese scientists were weaponizing viral
diseases." Viral scourges that cause intense bleeding include Marburg
fever and the dreaded Ebola virus. Both are endemic to Africa.

China has signed a 1972 treaty banning biological weapons. During
World War II it became one of the few modern countries to experience
their horrors when Japanese attackers sowed epidemics there, killing
thousands of Chinese.

U.S. intelligence agencies have long suspected that China harbors a
biological-weapons program. Early in 1993, shortly after Alibek fled
to the United States, the outgoing Bush administration accused Beijing
of having an active germ-warfare effort, which it has denied. The
United States unilaterally ended its own germ-weapons program in 1969.

Last week, the Chinese Embassy in Washington did not return several
telephone calls seeking comment, and an American expert who tracks
germ intelligence said he did not know of any such epidemics in China.

The allegation is one of several in Alibek's new book, "Biohazard,"
which was written with a journalist, Stephen Handelman, and is being
published by Random House this week. It was made available to The New
York Times in advance.

U.S. intelligence officials who know what Alibek said in secret
debriefings after his defection in 1992 give his new account
considerable
credence. They have called him highly believable about the subjects he
knows firsthand, like the Soviet biological-weapons program from 1975
to 1992, when he served as one of Moscow's top germ warriors. He is
less reliable, they say, on political and military issues that he
knows secondhand.

The book asserts that Gorbachev, in his "characteristic scrawl,"
signed a five-year plan for 1985 to 1990 that ordered the most
ambitious effort ever for the development of deadly germs and viruses,
including smallpox, as weapons. In 1980, world health authorities
declared the ancient scourge eradicated from all human populations.

"Gorbachev's Five-Year Plan -- and his generous funding, which would
amount to over $1 billion by the end of the decade -- allowed us to
catch up" with the American biological weapons program, which was
making great strides, Alibek writes.

In 1988, as Gorbachev's glasnost and perestroika reform campaigns were
in full swing and the Russians and Americans were negotiating new
arms-control treaties, officials "at the highest levels," Alibek said,
ordered the arming of giant SS-18 intercontinental ballistic missiles
aimed at New York, Los Angeles, Seattle and Chicago with anthrax and
other deadly germs.

The secret move came as Soviet leaders publicly waged a peace
offensive. In his book "Perestroika: New Thinking for Our Country and
the World" (Harper & Row, 1987), Gorbachev argued that for decades
Western experts had falsely accused Moscow of weapon horrors and that
the real engine of the arms race was the United States.

Contacted through his office in Moscow, Gorbachev sidestepped
Alibek's charges and questions about the germ program. His spokesman
said that Gorbachev did not know Alibek, and that there was "no sense
in getting involved in an endless process of commenting."

William C. Patrick III, a key figure in the United States' former
germ-warfare program who helped debrief Alibek after his defection in
1992, said many of the book's assertions were consistent with what
Alibek had told U.S. officials in secret sessions at the time. He
called the information Alibek had provided "critical" to Washington's
understanding of the Soviet program.

"He laid it all out for the first time," Patrick said.

Among the book's new disclosures are:

-- Moscow mastered the art of rearranging genes to make harmful
microbes even more potent and harder to counteract. Anthrax, a top
biological warfare agent that causes high fever and death, was
genetically altered, he says, to resist five kinds of antibiotics.

-- The top-secret program obtained a sample of HIV, the AIDS virus,
from the United States in 1985 and tried unsuccessfully to turn the
slow killer into a weapon.

-- A senior military official told him that the Soviet Union had waged
germ warfare in Afghanistan from planes, spraying armed rebels with
glanders in an unsuccessful bid to subdue them. Glanders is a chronic
bacterial disease of horses that can be highly lethal in humans.

-- Under a top-secret project known as Bonfire, Soviet scientists in
1989 discovered "a new class of weapons" -- now called bioregulators
-- that could "damage the nervous system, alter moods, trigger
psychological changes and even kill." The KGB secret police agency was
particularly interested in them because they "could not be traced by
pathologists." A Soviet program called Flute worked on germs and other
agents that could be used mainly for political assassinations.

-- While directing about half of the Soviet biological-warfare work
force, he says, he discovered that an abandoned factory in Kazakhstan
where he and his childhood friends had played after school had once
made noxious germs meant to kill enemy crops and livestock.

In his book, Alibek, a Kazakh by birth, says the Soviet state devoted
a considerable part of its treasury to readying deadly germs for war.
At its peak in the late 1980s, he writes, the program had 60,000
employees working at scores of sites throughout the Soviet Union.

"The Americans had just two specialists in anthrax," he wrote of his
observations during his first tour of U.S. sites as part of a
Soviet-American inspection agreement in 1991. "We had two thousand."

About a dozen of the 40 institutes that were part of Biopreparat, the
civilian cover group that Alibek helped run, were used "exclusively"
for offensive agents and weapons for the military, he wrote.

After he fled Russia and took up residence in the United States,
Alibek says, he was approached by intermediaries of emissaries of
several countries that courted him for his deadly expertise, including
South Korea, France and Israel. The work for which he was to be hired
was defensive, the intermediaries said.

At least 25 people who used to work in the Soviet germ-warfare
program now work in the United States in nonweapons work, he writes.
It is impossible to know how many have been recruited overseas. But
there is no doubt, he adds, "that their expertise has been attracting
bidders," including countries unfriendly to the United States.

The germ warriors staying behind apparently can be dangerous as well.
He said he had recently received a disconcerting flier from a
Moscow-based company, Bioeffekt Ltd. "It offered, by mail order, three
genetically engineered strains of tularemia," Alibek said.

The disease, spread by a highly infectious germ, causes chills, fever,
muscle aches, fatigue and pneumonialike symptoms, and can be fatal.
The altered bacteria, he said, reportedly have new genes that increase
the disease's virulence. The flier, Alibek said, boasted that the
germs were produced by "technology unknown outside Russia."

Alibek has said he decided to speak out publicly to fight the spread
of biological weapons and to seek absolution for having made them.

He described himself as once a "staunch patriot" who believed until
his tour of U.S. biological sites while still a Soviet official that
the United States had not unilaterally renounced offensive
germ-weapons programs in 1969 as President Nixon had asserted. He said
he had decided to write about the weapons program that was for decades
one of Moscow's deepest secrets.

                    Mon Apr 5 , 1999 -- Russia's foreign minister on
                    Monday urged visiting Palestinian leader Yasser
                    Arafat to put off declaring Palestinian
                    independence next month, and called for reviving
                    the Mideast peace process. The Palestinians should
                    ``put off the proclamation of the state so as to
                    give a new chance for talks,'' stated FM Igor
                    Ivanov. Arafat met Ivanov immediately after
                    arrival in Moscow from Turkey on Monday evening.
                    Arafat's visit was part of a tour to consult with
                    international leaders on whether to declare a
                    Palestinian state on May 4, when an interim peace
                    accord with Israel expires. Israeli Prime Minister
                    Benjamin Netanyahu has threatened to counter such
                    a unilateral move by annexing large swaths of land
                    still under Israeli control, including parts of
                    the West Bank and Gaza Strip, which the
                    Palestinians want for a future state.

                    Ivanov called for reviving talks and finding a way
                    to extend the interim agreement, ITAR-Tass said.
                    Ivanov's comments reflect Russia's drift away from
                    its earlier open support of the Palestinians.
                    Moscow has increasingly cultivated ties with
                    Israel and warmly welcomed Netanyahu on his visits
                    to Russia. Russia is officially a co-sponsor of
                    the Mideast peace process, but the United States
                    has played a far greater role. Arafat plans to
                    meet President Boris Yeltsin and Prime Minister
                    Yevgeny Primakov on Tuesday.

                    Mon Apr 5 , 1999 -- Thousands of worshipers were
                    on hand for the Passover priestly blessing, part
                    of the morning prayer services at the Western Wall
                    on Sunday. The Old City was closed to vehicular
                    traffic with the exception of local residents and
                    public transportation. The priestly blessing takes
                    place three times annually, during the Passover,
                    Shavuot and Succot holidays.

                    Mon Apr 5 , 1999 -- A group of Israeli investors
                    have purchased a land parcel about 80 dunam in
                    size, on the eastern (Jordanian) side of the Dead
                    Sea. The investors are planning to construct a
                    five star hotel on the location. The investors
                    paid $2.4 million for the land. The land parcel is
                    reported to be a 30-minute drive to Amman and is
                    located near the Amman-Aqaba Road. The Jordanian
                    government has already zoned the area as a plush
                    tourist resort area. Several hotels already exist
                    in the area. Attorney Yossi Ne'eman, who handled
                    the deal for the Israel investors, confirmed the
                    report - adding the group paid considerably more
                    than the land was worth according to the going
                    rate.

                    Mon Apr 5 , 1999 -- The Hashemite Kingdom of
                    Jordan has announced it will no longer permit
                    Israeli civilian flights from southern Israel to
                    use Jordanian air space. The agreement was made to
                    assist in alleviating congested Israeli air lanes.
                    The Civil Air Administration together with the
                    Foreign Ministry are working to reverse the new
                    decision implemented by the late king Hussein.
                    Southern Israeli airspace is congested since the
                    area is utilized by the military for air force
                    maneuvers.

 Ambassador Dore Gold to UN Secretary-General Annan

Excellency,

I refer to the letter addressed to you from the Palestinian Permanent
Observer dated 25 March 1999, A/53/879-S/1999/334, concerning General
Assembly Resolution 181 (II) of 29 November 1947.

UN General Assembly Resolution 181 was made null and void by the Arab
states and the Palestinian leadership in the aftermath of its adoption
on 29 November 1947. In statement after statement on the floor of the
General Assembly, representatives of Egypt, Syria, Iraq and Saudi
Arabia not only refused to comply with its recommendations but also
subsequently admitted to the use of armed force to overthrow its
provisions.

With the termination of the British Mandate over Palestine on 14 May
1948, the armies of seven Arab states illegally attacked the newly
born State of Israel. UN Secretary-General Trygve Lie termed this act
"the first armed aggression which the world had seen since the end of
the [Second World] War." It should be noted that the Arab League
actually included the rejection of the General Assembly Resolution of
29 November as a formal justification for its invasion.

The United Nations Palestine Commission, in its report to the Security
Council on 16 February 1948, viewed the armed Arab invasion as an act
intended to nullify Resolution 181: "Organized efforts are being made
by strong Arab elements inside and outside Palestine to prevent the
implementation of the Assembly's plan of partition and to thwart its
objectives by threats and acts of violence, including armed incursions
into Palestinian territory... This commission now finds itself
confronted with an attempt to defeat its purposes, and to nullify a
resolution of the General Assembly."

The war imposed on Israel was particularly difficult for Jerusalem. By
the end of May 1948, the Jewish Quarter of the Old City had fallen.
Its residents were expelled. Ancient synagogues had been destroyed or
desecrated. The rest of Jerusalem was put under siege and surrounded
by invading armies on three sides. Only the convoys of the newly
formed Israel Defense Forces provided food and water to Jerusalem's
residents. No UN body took any action to protect Jerusalem at this
critical time.

For these reasons, Israel's first Prime Minister David Ben-Gurion
stated before the Knesset on 3 December 1949: "Thus we can no longer
regard the UN Resolution of 29th November as having any moral force.
After the UN failed to implement is own resolution, we regard the
resolution of the 29th November concerning Jerusalem to be null and
void."

The fundamental act of international illegality was the invasion of
the nascent State of Israel and the attempt to overturn a resolution
of the General Assembly with armed force. That is why those seeking to
critique Israel's position on the status of Resolution 181 are
misdirected. For in fact, Resolution 181 was made irrelevant by the
actions of the Arab states and the Palestinian leadership in 1948,
whose refusal to accept the resolution altered the circumstances in
the Middle East on which it was originally based.

By early 1949, with their invasion thwarted, Egypt, Lebanon, Syria,
and Transjordan entered into armistice agreements with the State of
Israel. These agreements made no mention of 181. Similarly, UN
Security Council Resolution 73 of 11 August 1949, which endorsed the
armistice, made no reference to 181. In short, from the perspective of
Israel, Resolution 181 had been overtaken by the events of 1947-49.

In order to respond to the new realities that emerged in the years and
decades following the Partition Resolution, the United Nations
abandoned the proposals contained in Resolution 181. In its place, the
UN Security Council adopted Resolutions 242 and 338 which provided a
radically different formula for the settlement of the conflict.
Indeed, this is the only formula that has been accepted by all
concerned as the basis for permanent status negotiations.

In contrast, Resolution 181 has never been part of the agreed
foundation for the peace process between Israel and the Palestinians.
The letters of invitation to the Madrid Peace Conference of 1991, and
the Oslo Agreements signed between Israel and the PLO expressly
provide that permanent status negotiations are to be based on Security
Council Resolutions 242 and 338. No other United Nations resolution is
cited. The Palestinians have thus affirmed that a permanent resolution
of the Israeli-Palestinian conflict will be achieved by a negotiated
settlement in West Bank and Gaza Strip territory that is the subject
of those Security Council resolutions.

The resurrection of Resolution 181 by the PLO is a transparent effort
to belatedly derive benefit from a resolution which the Palestinian
leadership itself violently rejected 50 years ago. Repeated references
to Resolution 181 are, moreover, part of an effort to completely alter
the agreed terms of reference of the Arab-Israeli peace agreements,
and thereby put the entire peace process at risk. Finally, it seeks to
broaden the parameters of the discussion of Jerusalem far beyond what
was ever conceived in the Oslo Accords. Let it be clear that in any
future discussions over the status of Jerusalem, the position of the
Government of Israel remains firm that Jerusalem will continue to be
the undivided capital of Israel.

These attempts to revive the defunct Resolution 181 can be added to a
worrying list of recent Palestinian efforts to depart from the agreed
peace process framework. These efforts include threats to unilaterally
declare a Palestinian state, in violation of repeated Palestinian
undertakings to refrain from unilateral acts that alter the status of
the territories pending the outcome of permanent status negotiations
(Interim Agreement: Article XXXI:7). They involve also Palestinian
Authority activity in Jerusalem which is expressly prohibited by the
provisions of the Israeli-Palestinian Interim Agreement (Article I:7).

If the peace process is to have any chance of success, the Palestinian
side cannot be permitted to discard legal obligations whenever it is
politically convenient to do so. The international community must
insist that the Palestinians comply with the peace process framework
to which they are committed and adhere to the legal undertakings they
themselves have made.

I should be grateful if you would have this letter circulated as a
document of the General Assembly under Agenda item 43 in the
preliminary list of items to be included in the agenda of the
fifty-fourth regular session of the General Assembly, and of the
Security Council.
