US wants to increase economic ties with Egypt and Palestine

Wed Jun 9,1999 -- The US ambassador to Egypt, Daniel Kurtzer,
underlined the importance of tripartite economic relations between
Egypt, the USA and Palestine in developing the region, pushing forward
peace process and developing a stable and strong peace. He said the
USA encourages growth in commercial and investment relations between
it, Egypt and Palestine on the basis of the importance of regional
cooperation as a first step toward external cooperation, due to
decreasing transportation fees among countries of the region and the
existence of common language elements and other factors that
facilitate regional cooperation. He added that in field of export and
investment cooperation with neighbors must be regarded first. This
came in his meeting with the American Chamber of Commerce in Egypt
which included Palestinian businessmen to discuss three-way economic
cooperation among the US, Palestine and Egypt. Kurtzer added that
Egyptian producers could be exported to the United States without
restrictions through dealing with the Palestinians

Masonic activities banned in Jordan

Wed Jun 9,1999 -- Jordanian Minister of the Interior Nayef al-Qadi has
asserted that his ministry will not permit any activity to be carried
out by Masonic circles in the Jordanian territories. The Jordanian
minister added that these "Masonic activities" are within the
activities that are banned in Jordan. The assertions of the Jordanian
minister came following news rumored on the intention of the Masons'
headquarters in Jordan to hold a celebration tomorrow, during which
the investiture ceremony of the chairman of the Mason headquarters
will be held in the presence of the representatives of Masons'
headquarters in certain Arab states and the chairman of the Masons of
the world, Lord Burton. The Jordanian minister asserted that the
security forces will prevent such a meeting.

Turkey fears Israel having peace with Syria

Wed Jun 9,1999 -- Israeli army radio on Tuesday reported that the
Turkish leaders fear the possibility that Israel Prime Minister-elect
Ehud Barak will reduce the level of strategic cooperation between
Israel and Turkey. Israel Radio quoted the US paper Defense News as
saying that the Turks are fearful of persistent Israeli attempts aimed
at reaching a peace agreement with Syria, the traditional enemy of
Turkey. An Israeli official told Defense News that efforts by Israeli
Prime Minister-elect Ehud Barak to resume negotiations with Syria will
not negatively affect Israel's relations with Turkey.

No solution to Jerusalem without consulting PA diplomat to Morocco

Wed Jun 9,1999 -- There will be no solution to the issue of Al-Quds
(Jerusalem) without consultation with King Hassan II, Palestinian
ambassador to Morocco, Wajih Hassan Al-Kacem said. There will be no
solution to the issue of Al-Quds without consultation between
President Arafat and King Hassan II, Abu Marwane told a Moroccan
daily. The diplomat lauded the ceaseless efforts exerted by King
Hassan II for the establishment of peace in the Middle-East. The
Moroccan King is chairman of the Al-Quds Committee, an off-shoot of
the Organization of Islamic Conference, in charge of safeguarding the
holy city. The diplomat announced that the governing board of "Bait
Mal Al-Quds" (Jerusalem Fund) will meet next week to examine projects
that can be carried out in the holy city and ways to finance them. The
Casablanca-based Bait Mal Al-Quds seeks to preserve the Arab and
Islamic identity of the city and protect it against Judaization
attempts. Regarding the proclamation of a Palestinian independent
state, Abu Marwane said consultations are underway to set a date for
this event, taking into account the interests of Palestine far from
any external pressure

Impact on Israel of Syria - Jordan ties

Wed Jun 9,1999 -- Since Syria's decision to embrace the Hashemite
Kingdom of Jordan and its new King Abdullah in particular, barely a
day goes by without a report on new developments in this relationship.
The agreements will have an immediate effect on both countries'
economies, especially on Jordan's depressed trucking sector. But they
also have implications for the two nations' relations with Israel. If
Syria's ports - and, in the future, perhaps those of Lebanon too -
replace the Haifa and Ashdod ports as Jordan's preferred outlet to the
sea, and if Syrian airspace replaces Israeli airspace as Jordan's
preferred air corridor to the West, it will result not only in
financial losses to Israel but also to a weakening, if not collapse,
of the special economic relationship that Israel and Jordan had in
mind when they signed the peace treaty. Syria is quite wisely
exploiting the diplomatic vacuum created by the freeze in the peace
process with the Palestinians, thereby improving its own economic
position and weakening Jordan's dependence on Israel. The
Jordanian-Syrian economic cooperation is sure to affect the economic
alternatives of the Palestinian Authority, which can follow in
Jordan's footsteps to Syrian ports, if Israel places obstacles in the
way of the Gaza port's establishment.

Syria, Jordan grow closer faster

Wed Jun 9,1999 -- Jordan and Syria agreed on Monday to work together
on various air, sea and land transportation projects. The two
countries will also establish a joint body to promote these aims. The
agreement is part of a trend of increasing cooperation between the two
states. One project involves the renewed operation of the Hejaz
Railway, whose tracks run from Syria to Jordan and on to Saudi Arabia.
On Saturday a Syrian delegation led by Transportation Minister Mufid
Abdul al-Karim arrived in Amman. Following three days of meetings with
his Jordanian counterpart, Jamal Saraireh, the two signed a memorandum
in which they agreed to explore the possibility of allowing Syria to
import goods from Asia using Jordan's Aqaba port. In exchange, Jordan
could use Syria's Mediterranean ports to import goods from northern
Europe and the Black Sea region. Representatives of the two countries'
airlines will meet next month to discuss preparations for the Y2K bug,
among other issues. Earlier this week, al-Karim met with Jordan's King
Abdullah. In the four months since Abdullah ascended the throne,
relations between Syria and Jordan have greatly improved after several
years of tension. Abdullah told the Syrian minister that he wants to
continue to promote warm relations and cooperation between the two
countries.

Tunnel used to smuggle arms in Gaza discovered

Wed Jun 9,1999 -- The IDF discovered and blocked up a modern
subterranean tunnel under Rafiach in Gaza today. The tunnel, used for
weapons smuggling between Egypt and the autonomous areas, is eight
meters deep, and contains train tracks, a phone line, lighting, and a
ventilation system. The IDF has submitted a complaint to the
Palestinian Authority.

EU declines to be involved in release of 13 Iranian Jews

Wed Jun 9,1999 -- Despite efforts to obtain the release of 13
imprisoned Iranian Jews by France and Germany, with the later holding
the rotating presidency of the European Union, the EU has decided not
to become officially involved at this time. The French foreign
minister reportedly sent a message to his Iranian counterpart, calling
for the immediate release of the thirteen while Britain, although
expressing "concern," was unwilling to put its new relationship with
Iran on hold. The head of France's Jewish community, Haim Eisenberg,
has held a meeting with Red Cross officials in Geneva, calling for
action on behalf of the thirteen - calling upon the international
organization to ensure the humane treatment of the detainees. Israel's
Sephardic Chief Rabbi Eliyahu Bakshi-Doron has sent telegrams to King
Hassan of Morocco as well as to the Pope, calling upon them to
intervene.

US demands release of 13 Iranian Jews

Wed Jun 9,1999 -- The United States on Tuesday joined Israel in
demanding the release of 13 Iranian Jews being held on charges of
spying for both countries. The detainees are members of the local
rabbinical and educational community and have been in detention for
over two months, presumably under harsh conditions, which may have
included physical torture. According to Iran's state radio, the Jews,
from the southern province of Fars, have been in detention since
April. According to a statement issued by Foreign Minister Ariel
Sharon, the persons being detained have no involvement in the Israeli
intelligence network and the charges being leveled against them are
baseless. US State Department deputy spokesman James Foley called the
arrests very disturbing. "We call on the government of Iran to ensure
no harm comes to these individuals and to release them," Foley said.
According to Israel Radio, the US administration has been aware of the
arrests for two months, but in compliance with requests by persons
close to the case, the efforts of the Clinton administration remained
behind the scenes. Foreign Minister Sharon, who is in the US, met with
UN Secretary-General Kofi Annan, calling on the international body to
become involved to secure the release of the thirteen. According to
Fred Eckhard, the spokesman for the UN, Annan "took careful notice" of
Sharon's request.

China On High Alert For Locust Plague

 BEIJING, Jun 10, 1999 -- (Agence France Presse) China's Agriculture
 Ministry is bracing the country
  for a possible plague of locusts which threatens to blight crops
  this summer, state media reported
                                  Thursday.

  The prolonged drought since the winter has raised locust numbers and
  increased swarm densities,
                   said agriculture official Zhu Enlin in the China
                   Daily.

   "The migratory locusts have been detected in more than 866,000
   hectares (2.13 million acres) of
 uncultivated land and beaches in the middle and lower reaches of the
 Yellow River and the Bohai Rim,"
                                   he said.

  Cui Shi'an, a ministry division chief, said initial surveys in
  Tianjin Municipality and Hebei, Shandong,
 Henan, Anhui and Shaanxi provinces indicated locusts had infested one
 and a half times their normal
                                    area.

       In Tianjin's Beidagang area, locusts numbered hundreds per
       square metre, he added.

    The government has allocated 23 million yuan ($2.77 million) so
    far to protect against locusts.

 Zhu said seven airplanes have also been used to spray tons of
 insecticide in Shandong, Hebei, Henan
                                 and Tianjin.

 He added that combined with efforts on the ground, locusts on more
 than 133,300 hectares (329,251
                             acres) had been killed.

  China's earliest locust disasters date back more than 2,700 years.
  Attempts to control them have
included training of an army of chickens to eat them on grasslands in
the Xinjiang Autonomous Region.

have devised a way of hiding a coded message in a dot of human DNA. In
Thursday's issue of the journal Nature, researchers describe how they
made and mailed a microdot that contained a secret message hidden amid
millions of strands of DNA. The technique wouldn't be of much use to
secret agents because it is a cumbersome way of sending a message. It
is little more than a neat trick that exploits the enormous capacity

STANDISH, Mich. (AP) - A man who let loose with a stream of
profanities after falling out of a canoe goes on trial Thursday in a
case that pits the right of free speech against the struggle to
preserve decency in an increasingly coarse society. Timothy Joseph
Boomer, a 25-year-old factory worker, is charged with violating an
1897 state law against cursing in front of women and children. The
offense is punishable by 90 days in jail or a $100 fine. Boomer's
lawyers have said the law is rarely enforced because prosecutors know
it's unconstitutional. Many residents of rural Arenac County hope the
case will help make common courtesy fashionable once more. See

*** Mayor wants end to drinking on porch

FORREST CITY, Ark. (AP) - The mayor says he is tired of driving down
the street and seeing folks sitting on their front porch drinking
beer. So Mayor Larry Bryant wants the city's police department to
issue citations for public drinking. "If I can drive down the street
in my vehicle with my child and see people drinking, they should be
stopped," Bryant said. "To me, if I can see them, it is public. Where
are my rights as a parent and citizen to not have to subject my child
to this?" City Attorney Knox Kinney said he doubts the charge
citations would hold up in court. "I just can't see officers arresting
people on their front porches with a beer in their hands, if they
aren't causing some other sort of problem as well," he said. ###

Cognitive Dissonance

People don't know what they like -- they like what they know. Someone
once insisted on playing a song to me. He thought it was the best
record he'd ever heard. After the first two seconds, I recognized it
as a re-make of an old sixties hit. A pretty good re-make, but a
re-make never the less. "Not bad," I said, "but you should hear the
original!" After a little research, I came up with the first version
of the song and proudly played it to him. He could hardly contain his
apathy. "S'okay..." he said "But it's not as good as the real
one."

 Psychology recognizes a syndrome called "cognitive dissonance". CD
is a kind of armor that we build up to ward off information that we
don't want to hear. According to cognitive dissonance theory, we seek
consistency among our beliefs. When there is dissonance between
belief and behavior, we change something to eliminate the dissonance.
We could change our behavior to accord with our beliefs, but usually,
we change our attitude to accommodate our behavior. It's much less
work.

 For example: You buy an expensive car and take it for a drive up the
 
coast. Even though the car looked great in the showroom and handled
well in town, you discover that on long drives, it's about as
comfortable as a wooden bench. Dissonance exists between your beliefs
that you have a) bought a good car, and b) that a good car should be
comfortable. Dissonance could be eliminated by deciding that it
doesn't matter since the car is mainly used for short trips (reducing
the importance of the dissonant belief) or focusing on the car's
strengths such as safety, appearance, handling (thereby adding more
consonant beliefs). The dissonance could also be eliminated by
getting rid of the car, but that's a lot harder than changing beliefs.
Eye Spy

 In the second year after the Jewish People left Egypt, Moshe sent out
 
spies on a reconnaissance mission to the Land of Canaan. The Spies
left on the 27th of Sivan and returned on the 9th of Av. When they
returned, they brought with them a frightening and distorted picture
of the Land. This led to a national catastrophe: The Jewish People
rejected the Land of Israel. G-d punished them severely, barring them
from the Land for forty years until that generation had passed away.
Most of the journey of the spies was during the month of Tammuz. What
is the link between Tammuz and the spies?

Tell Me What You See

  Another question. How could the spies have made such a mistake?
  The
question is compounded by the fact that these were no ordinary spies,
but leaders of the tribes. How could they have made such a mistake?

 In the desert, the Jewish People lived a miraculous existence. Their
 
food descended from Heaven. Supernatural clouds flattened the terrain
and shielded them from the elements. All this would cease with the
crossing of the Jordan river.

 When the spies looked at the Land of Israel, they didn't just see
valleys and mountains, they didn't just see a Land flowing with milk
and honey. They saw a way of life coming to an end. Maybe this new
world would need new kinds of leaders? They started to see themselves
as the ancien regime. Yesterday's Men. They looked at the Land and
they saw in it much more than trees and shrubs and sky and lakes...

 The beginning of cognitive dissonance stirred within them: On the
one hand, this was the Land that G-d had promised to their
forefathers. And yet the promise of the Land spelled an end to
everything that was familiar and comfortable to them. Faced with such
a dilemma, they had two alternatives: Either to accept a change in
their behavior that the new Land might mandate or to remove the
dissonance between their fears and the virtues of the Land by
minimizing the Land's virtues and fabricating its failings.

 In the event, the power of habit proved too strong. They preferred
to cling to their ingrained behavior patterns and change instead their
opinions about the Land.

Seeing And Being

 The month of Tammuz is connected to the power of sight. Each of the
twelve months of the year correspond to one of the twelve tribes of
Israel. Tammuz corresponds to the tribe of Reuven. Reuven comes from
the same word in Hebrew as sight.

 What is the connection between seeing and Tammuz?

 Nothing can exist in this world unless G-d gives it enduring
substance. He does this by "seeing": "And G-d saw the light, that it
was good." Seeing is the way G-d creates reality. Man is created in
the image of G-d. Thus, in a sense, our eyes are "like" G-d's, for we
too can give enduring substance to that which we see. We can lift our
eyes and recognize Who it is that creates reality -- we can see
reality as it is -- or we can invent "reality." We can "film" our own
disaster movie using our eyes as camera to create a fantasy world.
This is what the spies did. They projected their own fears onto
reality and made their nightmare world into reality.

 They misused the power of sight.

Crabbed Vision

 The month of Tammuz is symbolized by the Crab -- Cancer. Crabs have
compound eyes consisting of several thousand optical units. The crab
perceives reality through thousands of different channels. Reality is
fragmented into thousands of individual pictures. The eye of the crab
is a symbol of the eye's ability to interpret reality according to the
bias of the viewer -- where reality can be seen a thousand different
ways.

 The crab's eyes are on stalks which can be lowered for protection
into sockets on the carapace. In other words, the crab can retract
its power of sight. It can withdraw from the world of what exists and
confine its sight to a dark interior world. A world where it sees
only itself locked in blackness.

Going With The Flow

 Each of the months are connected to a planet or a star. The heavenly
 
body that relates to Tammuz is the Moon. The Moon has a great
influence on the waters of the earth. Water has no shape, flowing
wherever it wants. It is the ultimate symbol of matter seeking form.
Man's purpose is to take matter -- the raw substance of nature -- and
give to it its correct shape. That is why the Jewish People are the
People of the Moon. Our job is to take the great formless passion of
nature -- the mighty tides of the earth and all its yearning to
overflow the land -- and to make those waters dance with the Moon.
The Moon is the great reflector of the sun's light. And the Jewish
People are the great reflector of the light of G-d in this world.

 Left to themselves, the waters will flow wherever they want. Desire
without direction. Emotion devoid of intellect. The raw power of
nature. This is the world we now live in. The nations of the world
are likened to the sea. They have vast physical power. Theirs is the
power of raw matter which awaits its correct form. The job of the
Jewish People is to give the shape to that raw matter. We live in a
world, however, where matter perceives itself to be form. It isn't
looking, and it isn't prepared, to accept that there exists a reality
outside itself, a reality that requires matter to submit to form.
Instead, raw energy masquerades as intellect -- for it perceives
itself to be the form.

 The power of vision can lead us to lift our eyes and realize Who it
is that creates this world; to connect to the source of all matter and
form. But our eyes can also be used to fabricate a world in which
matter trumpets its dominion over form, calling itself the New Order.
Like the sea rising from its bed to overwhelm the land. For it is
only the land which can give the sea its shape.

WATER WOES
More drought damage news: 98% of Israel's wheat crop was ruined this
year because of the lack of rain. At an emergency meeting of
agriculturalists and water experts last night in Tel Aviv, it was
announced that 150,000 extra tons of flour will have to be imported
from the U.S. Tzvi Ortenberg, chief of the Kineret [Sea of Galilee]
Administration, warns of "public apathy" regarding the water shortage.
 "Some 50 million cubic meters of water - 30 centimeters of Kineret
height - could have been saved this year if every home would have
carried out water conservation measures," he said.

 IRAN TO TRY THE 13 JEWS
Iran has announced that it is determined to try the 13 Jews from
Shiraz who have been accused of spying for Israel and the U.S. Radio
Teheran broadcast today that the 13 will be tried according to Islamic
law. Amnesty International has issued an appeal on behalf of the
arrested Jews, expressing concern that they "may be at risk of unfair
trial and could face the death penalty if convicted." The Amnesty
announcement continues, "Lawyers and observers are excluded from
[such] trials, which often fall short of minimum international fair
trial standards."
 
FEARS FOR THE GOLAN
The coalition may be beginning to take shape. An agreement between
One Israel and United Torah Judaism is reportedly close. Rabbi
Yitzchak Levy of the National Religious Party said yesterday that
Prime Minister-elect Ehud Barak will present a narrow 66-seat
coalition next week; Shas will reportedly join it later. After
meeting Golan Heights leaders yesterday, Rabbi Levy said that he would
not remain in a government that decides to uproot Golan communities.

Avi Ze'ira, the head of the Golan Communities Council, discussed with
Arutz-7 today his meeting with Rabbi Levy: "We want the NRP to insist
that the guiding principles of the government-in-formation ensure the
preservation of Golan settlements, and guarantee that negotiations
with Syria begin without any preconditions of a withdrawal." Ze'ira
added that his representatives also met with Yisrael B'Aliyah leader
Natan Sharansky, who is similarly engaged in serious coalition
negotiations. "Sharansky's party has take a more adamant stance on
the Golan than even the NRP," Ze'ira said. "The Yisrael B'Aliyah
platform clearly states that no Golan communities will be harmed, and
that territorial concessions will only be considered upon the
democratization of Israel's neighbors [Syria, in this case]. And we
all know that this will happen only with the coming of the Messiah."

At present, the Golan Communities Council is meeting only with
political parties that are expressly supportive of the Golan, though
once the government is formed, "we plan to arrange Golan tours for all
MKs to show them how crucial for Israel's security is our sovereignty
over the area." Ze'ira explained that his group's activity of late
reflects a refusal to let things take their own course, or to allow
Barak's promised national Golan referendum determine the future of the
region. "The national camp leadership must set the tone for public
opinion, as opposed to relying on a national referendum as a 'fig
leaf' for permitting concessions in the Golan," he said. A Channel
Two television survey reported last night that only 49% of Israelis
oppose a withdrawal from the Golan in exchange for a peace deal with
Syria. The Steinmetz Center recently found that the number was 56%.

IN DEFIANCE OF SCIENCE

THE international scientific community has long been widely regarded
as a body that is beyond falsehood, an establishment setting new
benchmarks of truth in its admirable quest to discover how the
universe actually is, rather than wasting valuable time postulating
upon how it ought to be.

The reality, it would seem, could not be more different. A growing
welter of discontent is beginning to emerge from the halls of academe,
a rising movement that claims to expose the men who hold science in
their iron grip as a narrow-minded, self-serving, commercially
motivated oligarchy placing reputation, secrecy and profit above the
eternal quest for knowledge, veracity and human empowerment.

 "Most people would not believe that the scientific authorities could
 be
so irresponsible, that they are not telling the truth," says Gordon
Stewart, emeritus professor of public health at Glasgow University.
"Yet the truth is that they will not brook any question of what is
accepted wisdom, that they are capable of perpetrating the most
disgraceful fraud to protect commercial interests while the public
gets a raw deal."

HIV and AIDS: unproven fact or accepted fiction?

A renowned consultant in epidemiology and preventative medicine,
Stewart claims to have first-hand experience of what happens to
researchers whose work takes them beyond the boundaries of accepted
thinking and challenges the scientific status quo. Once a leading
expert on global health issues, the professor has for much of the past
decade seen his work on AIDS heavily censored and his reputation
demonised on an international scale. His crime? Failing to agree with
the powers that be.

The trouble began in 1984, when United States government officials
announced they had isolated a new retrovirus, HIV, which was, in all
certainty, the sole cause of AIDS, a pronouncement that sparked
worldwide panic in expectation of a 20th century plague sweeping
across the globe. Despite the small detail that, to this very day,
no-one has actually isolated and proved the existence of such a virus,
the hypothesis has become accepted fact, spawning a multi-billion
dollar industry churned from patents and combative drugs.

Prof Stewart had been working as a consultant to the World Health
Organisation at the time, advising on the social and behavioural
aspects of disease. Although accepting of HIV as a potential
participant in the AIDS conundrum, he was struck by the overriding
fact that in countries with "reliable" registration procedures,
full-blown AIDS cases remained confined to the originally predicted
risk groups: homosexual men, intravenous drug users and women involved
in relationships with bisexual males.

As the headlines raged on about a global pandemic, by 1987 Stewart had
concluded, along with several noted international academics, that
there was little evidence that AIDS was being transmitted beyond the
predicted segments of the population. HIV yes, but full-blown AIDS no.
This he followed up by making statistical estimates of the disease's
spread - based upon formulae applied to the risk groups - that
accurately predicted the year on year growth of reported cases.

Essentially, Stewart and researchers such as Berkeley's Professor
Peter Duesburg were saying that, whatever the role of HIV in the
process, AIDS appeared to be a disease that still, predominantly, only
affected homosexual men. Such a statement both threatened the
researchers earning high honours and big funding by focusing on HIV
and attracted the attention of moral and political lobbies delighted
to label the epidemic a "gay plague", a challenge to the consensus of
commercial interest and cosy political correctness that could not be
tolerated.

Pillars of the scientific community: blocking out the light?

Stewart claims that since then, he has witnessed a closing of the
ranks, a near-watertight conspiracy to marginalise researchers
championing his arguments and to censor all work on the subject. He
laughs off accusations of homophobia, asserting that he has worked
closely with several groups representing the gay community. If his
suspicions are correct, he says, then the entire resources of the
international AIDS effort are being thrown down a blind alley while
the people truly at risk suffer the consequences of ignorance and the
unavailability of appropriate care.

Despite a long, previously respected career working in the field, he
has only ever succeeded in having a few short letters on the subject
printed, while his requests that the relevant journals open the debate
and allow widespread scrutiny of his theories have been turned down
flat by the British Medical Journal, Lancet, Science, Nature and the
New England Journal of Medicine.

"I was at first surprised that such pillars of the scientific
community could behave like this," he says, having been denied
participation in debates produced by the BBC, Channel 4 and the Royal
Statistical Society.

"But there has been an enormous cover-up - an absolute blockade of the
issue across the major publications, a refusal to consider the paper
evidence and not a single meeting to discuss the facts. Together with
academics from around the world, I send in papers knowing that they
will be rejected out of hand, but I continue to do so because
thousands of people are either scared stiff or not receiving the
specialist care they require, and the truth must come out eventually."

China to Maintain Non-Allied Foreign Policy: JIANG Zemin

[CND, 06/10/99] China will not play international power politics by
forming a strategic alliance with Russia and India, despite growing
calls nationally and internationally to do so, said President JIANG
Zemin, the Hong Kong Standard reported on Thursday.

"China should stick to its peaceful, independent and non-allied
foreign policy formulated by late leader Deng Xiaoping," sources
quoted the president as saying during a foreign policy meeting.

In reaction to the NATO alliance in the Kosovo crisis, there have been
increasing calls from the military and government think-tanks that
China build a regional alliance to counter NATO's power. Both Moscow
and New Delhi have urged China to consider the possibility.

Jiang welcomed closer ties between China and other non-NATO countries,

Next Reform Moves Dependent on WTO Entry

[CND, 06/10/99] Premier ZHU Rongji's next moves towards more economic
reforms depend on the progress of China's entry to the World Trade
Organization (WTO) by the time the annual meeting of party leaders
begins at Beidaihe, sources close to the premier said, the South China
Morning Post reported on Wednesday.

Once dubbed the economic "Czar," the premier has reportedly sent out
signals to the United States that the conservative coalition within
the party, led by LI Peng, President of the National People's
Congress, will gain the upperhand if the WTO negotiation does not move
along.

President JIANG Zemin and a few other key leaders have adopted a less
aggressive attitude than the premier toward the pace of reforms,
including those on state enterprises, according to analysts.

The leaders will also discuss the 10th Five Year Plan (2001-2005), and

on Wednesday as part of joint efforts to coordinate steps ahead of the
final status talks between the Palestine National Authority and
Israel, official sources said. Co-chaired by Foreign Minister Abdul
Ilah Khatib and PNA chief negotiator Saeb Ureikat, the two sides
"reviewed the latest developments on the Palestinian-Israeli peace
track," added one source. "They also looked into the future of the
peace process in light of the latest developments." The source gave no
further details, other than that the "talks fell within continued
coordination between the two leaderships with regard to bilateral,
Arab and international issues." Independent sources said, however,
that Khatib and Ureikat chaired a meeting of a "joint committee," set
up recently to coordinate steps ahead of the final status talks. The
panel was formed in light of the summit held two weeks ago in Gaza
between Abdullah and Yasser Arafat. Ureikat arrived in Amman on
Wednesday leading a high-level delegation which includes PLO Executive
Committee member Asaad Abdul Rahman, in charge of the refugees
portfolio. The final status talks between the PNA and Israel,
initially scheduled to have kicked off on May 4, 1999, are to include
discussions of thorny issues like the fate of Jerusalem, water
sharing, borders and security. Jordan has vested interest in virtually
all those issues, especially Jerusalem. Under the 1994 peace treaty,
Israel acknowledged Jordan's guardianship over the holy sites in east
Jerusalem, which had been part of the Kingdom from 1950 until it fell
under Israeli occupation in 1967. Jordan, the PNA and Egypt have set
up a tripartite committee at the ministerial level to coordinate steps
on final status talks. This committee met in Amman in April.

PLO 2nd in command demands Israel withdraw from Galilee

Thu Jun 10,1999 -- Mahmud Abbas (Abu Mazen), who is second in command
to Arafat, has publicly demanded that Israel withdraw from the Galilee
region--the northern section of Israel, which has been part of the
country since 1948. In an interview, Abbas said: "Israel must withdraw
from Jerusalem...Our position on the issue of Jerusalem and all the
occupied Palestinian territories is clear and what applies to
Jerusalem also applies to Hebron, Nablus, Galilee, and Tul Karem."
Abbas's statement is the latest declaration in Arafat's
recently-launched international diplomatic initiative on behalf of the
United Nations Resolution 181 of 1947. Implementation of that 1947
plan would require Israel to give up large amounts of land even within
the pre-1967 borders. Morton A. Klein, National President of the
Zionist Organization of America, said: "When Arafat's #2 man calls for
Israel to withdraw from the Galilee, he is telling the Palestinian
Arabs that he doesn't want peace, but wants to reduce Israel to
militarily indefensible borders that will make it feasible for the
Arabs to eventually destroy Israel altogether. This statement about
the Galilee, combined with Arafat's campaign for resolution 181 and
his use of maps showing all of Israel as 'Palestine', makes a mockery
of all the Palestinian Authority's agreements with Israel, and the
Clinton administration, as the sponsor of the Israel-PA agreements,
should publicly condemn Abbas's statement." Further evidence of the
PA's refusal to sincerely accept Israel's right to exist is the fact
that the official maps in Arafat's office, in PA school textbooks, in
the atlas used in PA schools, on the PLO's letterhead, on the
shoulder-patches of PA policemen, on PA Television, and elsewhere,
show all of Israel labeled as "Palestine." In addition, Arafat and his
aides have repeatedly made speeches to Arab audiences assuring them
that the accords with Israel are just the first phase in the PLO's
traditional "Phased Plan" for gradually destroying Israel.

Dalai Lama to visit Israel

Drought taking toll on Galilee streams

Thu Jun 10,1999 -- The regional drought is taking its toll on the
springs that feed the Jordan River and the streams of the Galilee, and
if it continues, it is likely to cause severe harm to the local flora
and fauna. Water experts are also concerned that the drought could
damage Lake Kinneret's fish-breeding lagoons. According to data
recently compiled by the Hydrological Service, the Banyas stream is
getting 1.2 cubic meters a second from its spring, compared to three
cubic meters a second in a normal year. The Dan is getting seven
meters instead of eight - which experts say is particularly worrisome,
as the Dan usually does well even in times of drought because so much
of its water comes from underground aquifers. The Jordan River's
current is 40 percent weaker than normal in the mountainous region
near the Bnot Yaakov Bridge. The current in the streams that run from
the Golan down to the Kinneret lagoons has dropped precipitously.
Officials from the National Parks Authority say the dwindling water
flow will prevent fish inhabiting the region from reaching the lake.
The Western Galilee's largest streams, some of which normally flow all
year-round, are suffering a similar fate. There is almost no water in
the spring that feeds the Na'aman River, and the Nature Reserves
Authority has been forced to pump in recycled sewage water instead.
The water in the Kziv Valley is down fully a third.

Clinton invites Murbarak to US for official visit in July

Galilee] Administration, warns of "public apathy" regarding the water

Tunnel may have been to kidnap Israeli soldiers

Thu Jun 10,1999 -- IDF officials suspect that both Egypt and the
Palestinian Authority knew of the existence of the large tunnel
uncovered yesterday in Rafiah, Gaza. The tunnel reportedly enabled the
PA - which claims that it did not know of the tunnel - to smuggle into
the autonomous areas anti-tank missiles, terrorist suspects and people
whom Israel has forbidden to enter the PA autonomy. An IDF official
declared that Israel has discovered 23 such tunnels in the past two
years, although this one was unprecedented in its large size and
advanced features. It is suspected that the Palestinians wished to
transfer kidnapped Israeli soldiers to Egypt via the underground
passage. Palestinian violence capped yet another incident yesterday
that would have been considered routine anywhere else in the world. A
government official arrived on the scene of illegal rock-quarry works
in the Arab village of Rafat, near Atarot Airport in northern
Jerusalem, and issued a stop-order on the works. Dozens of
Palestinians were not happy with the decision, and attacked the
official and the soldiers accompanying him. The Israelis received
instructions from their superiors to leave the site, and the owner of
the quarry was summoned for police investigation today.

Barak and Abdullah expected to work well together

yesterday came only three weeks after a development which analysts on
both sides of the Jordan River say will have a profoundly positive
impact on ties between the two nations: Ehud Barak's election as prime
minister. Shimon Shamir, the former Israeli ambassador to Jordan, said
that long-standing shared interests, the new government's intention to
advance the peace process, and the prospect of personal chemistry
between the two leaders augur well for relations under Abdullah. "I
think the Jordanians can now look forward to an Israeli government
showing greater sensitivity to issues of Israeli-Jordanian relations,"
Shamir said. But he added that public opinion, much of which is
against the peace treaty, would only change slowly. The main source of
optimism in Jordanian circles is the belief that Barak will be more
willing than Netanyahu to work towards a peace deal resolving the
Palestinian issue. "For Jordan this is a matter of life and death,"
says Hasanat.The reason is clear: instability in the West Bank always
threatens to spill over into Jordan, most of whose population is
Palestinian. And without a viable Israeli-Palestinian deal,
Palestinians could be squeezed out of the West Bank into Jordan,
altering the already delicate demographic balance in the kingdom.
There is also a hope that Barak's military background will afford him
an understanding of Jordan's strategic problems and provide a common
language with the monarch. "The king counts on being able to talk to
this man," said Hasanat. Abdullah can be expected not to follow
entirely in his father's footsteps when it comes to relations with
Israel and other Arab countries, Hasanat predicts.

The Four Judgments

Ezekiel 14 records four judgments that God warns will visit an
offending land:

*Famine: "Son of man, if a country sins against me by being
unfaithful and I stretch out my hand against it to cut off its food
supply and send famine upon it and kill its men and their animals..."
(v 13 NIV).

*Ecological Devastation: "Or if I send wild beasts through that
country and they leave it childless and it becomes desolate so that
no one can pass through it because of the beasts..." (v 15).

*War: "Or if I bring a sword against that country and say, 'Let the
sword pass throught the land,' and I kill its men and their
animals..." (v 17).

*Disease: "Or if I send a plague into that land and pour out my wrath
upon it through bloodshed, killing its men and their animals, as
surely as I live, declares the Sovereign LORD, even if Noah, Daniel
and Job were in it, they could save neither son nor daughter. They
would save only themselves by their righteousness" (vv 19-20).

The Sermons of Nature

The same four judgments as in Ezekiel face the last generation of
mankind:

"I looked, and behold a pale horse: and his name that sat on him was
Death, and Hell followed with him. And power was given unto them over
the fourth part of the earth, to kill with sword, and with hunger,
and with death, and with the beasts of the earth." Revelation 6:8.

Look at the plain record of history. When men and women forget God,
tragedies multiply until we are brought face to face with either
destruction or salvation. The psalmist, in describing God's dealings
with His people, wrote that "he called down famine on the land and
destroyed all their supplies of food" (Psa 105:16, NIV).

Over the centuries God has rebuked our rebellion and immorality by
the sermons of the crops, the weather, the "dogs of war" and the
removal of His hand of protection from the ravages of disease. If you
sin against God, even nature will turn against you.

GENEVA (AP) _ The Roman Catholic and Lutheran churches have ended a nearly
5-century-old dispute over how people achieve salvation, officials
announced Friday.

The accord represents ``a decisive step forward in the process of
reconciliation,'' said Rev. Ismael Noko, general secretary of the Lutheran
World Federation.

After 30 years of consultations among theologians, the two sides announced
agreement almost a year ago on a Joint Declaration on the Doctrine of
Justification, meant to resolve a doctrinal debate at the heart of the
16th century Protestant Reformation that split Western Christianity.

But differences remained on the interpretation and wording of the accord,
and it took several more months to complete a three-page annex and
statement clarifying the churches' position.

``It's not a document of compromise,'' said Cardinal Edward Cassidy, who
heads the Vatican's office for relations with other denominations. ``It's
a document based on truth, but in a spirit of reconciliation.''

The two sides crafted compromise language on ``basic truths'' regarding
what theologians call ``justification,'' or how humankind achieves
salvation.

For the Lutherans, salvation depends on the grace of God, while Catholics
maintain that good works are also involved. The declaration states that
divine forgiveness and salvation come ``solely by God's grace'' and that
good works flow from that.

``We do not claim agreement on all issues related to the doctrine of
justification,'' Noko said. ``Nevertheless, we have reached consensus on
the principal points.''

Thursday's statement commits both sides to ``seek further common
understanding of the doctrine of justification.''

Noko said the federation's 124 member churches, which represent 57 million
Lutherans, had approved the agreement announced last year and did not need
to act on the additions. Pope John Paul II, leader of the world's 1
billion Roman Catholics, gave his final approval in late May.

The declaration and the new additions will be formally signed Oct. 31 in
Augsburg, Germany. On that day in 1517, Martin Luther is said to have
posted his 95 Theses on the door of the Castle Church in Wittenberg,
Germany _ widely regarded as the launch of the Protestant Reformation.

U.N. denies bid to sabotage Iraq with locust eggs

UNITED NATIONS, June 10 (Reuters) - The United Nations on
Thursday rejected as "completely false" an Iraqi press report that a
British U.N. employee last April buried boxes containing locust eggs
in an attempt to sabotage Iraqi agriculture.

It was referring to a June 5 report by the Iraqi News Agency that
unnamed officials of Iraq's agriculture ministry had made the
accusation against a Briton named Reed working for the U.N. agency
responsible for mine-clearance in an area near the Iraq-Iran border.

"There is no individual named Reed (or Reid) working for the United
Nations in Iraq; there was no United Kingdom national working for the
United Nations in Iraq in April and no vehicle with the registration
cited in the report has been used by the United Nations," a U.N.
spokesman said.

The report was "incorrect in every detail and completely false" that a
U.N. employee had behaved in any way that could damage agriculture
in Iraq.

The head of the U.N. Iraq programme, Under-Secretary-General Benon
Sevan, expressed serious concern that such allegations should be
made public without any supporting evidence and said the officials
responsible for the report should withdraw the allegations.

Biggest mummy burial grounds discovered in western Egypt

CAIRO, Egypt(AP)- Archaeologists have discovered an early Greco-
Roman burial ground in western Egypt believed to contain at least
10,000 mummies, the largest such find to date.

Researchers in Egypt's Western Desert have so far unearthed 200
mummies, including some of the wealthy and powerful of 3,000 years
ago, Egypt's Middle East News Agency reported Friday, quoting Zahi
Hawass, head of the 12-member discovery team.

The burial ground, within the city of Bawiti, 185 miles southwest of
Cairo, has been renamed "Valley of the Mummies," the news agency
said.

Fifty mummies were found in each of four rooms. They included
wealthy people and some rulers, Gaballah Ali Gaballah, head of the
Supreme Council of Antiquities, told MENA.

Some of the mummies had golden masks, others were covered with
plaster or resting in pottery coffins.

The cemetery is four miles long, and Hawass told MENA that it took
four years to uncover the first 200 mummies. Work will continue until
the rest are uncovered, he said.

Mohammed al-Saghir, head of Pharaonic antiquities in Egypt,
confirmed the discovery for The Associated Press, but said he had no
details.

TEMPLE MOUNT HOLY WATER?
           Editor's note: We have been receiving so many letters
           asking
about rumors of a "miraculous" flow of water coming from the Temple
Mount, that we decided to go and check it out for ourselves. I went
with my husband, Tom Brimmer, to the site. Following is his analysis
of the subject. - Becky Brimmer

          I love a good mystery. For weeks we've been hearing about
          water
flowing from the Temple Mount. What in the world is going on? On June
5th, 1999, I decided to visit the places I had heard about and take a
look for myself. One report told of dampness around the rock in the
Dome of the Rock. Another spoke of holy water being collected in the
tunnel next to the Western (Wailing) Wall. Yet another spoke of water
flowing from the top of the Temple Mount and that the Moslem
authorities were unable to control it. I decided to visit the El Aksa
mosque, the Dome of the Rock, the tunnel, the Eastern Gate and the
southern face of the Temple Mount retaining wall.
          Our group consisted of Becky, who was on assignment for
          Bridges
For Peace, Dennis, who was acting as escort for two young women who
were curious, and myself who just couldn't resist.
          Our first stop was the top of the Temple Mount. There was
          no
water flowing. We moved on to the El Aksa mosque and there was no
water there either. Next, we went to the Dome of the Rock where we
actually went in and under the rock. We took our shoes off and walked
in our socks. We could not possibly miss any dampness on the floor.
We did not notice any water. Then we went out to the inside side of
the Eastern Gate. Here we did see some water. There were two hoses
and we could hear a pump. There was just a small trickle of water
coming from the two hoses. We decided to leave the top of the
mountain and go down to the wall on the western side. There we did see
a trickle of water dripping into the tunnel on the men's side of the
prayer area. Someone had placed a cup under the dripping and they
were collecting water to be given away as holy water.
          Well, that's all the water there is to report about on the
          Temple
Mount. It is not a breathtaking fulfillment of Biblical prophecy as
far as we could tell. The question remains, is it anything at all?
          The Bible predicts water flowing from the Temple Mount in
Zechariah 14:4-9, "And in that day His feet will stand on the Mount of
Olives, which is in front of Jerusalem on the east; and the Mount of
Olives will be split in its middle from east to west by a very large
valley, so that half of the mountain will move toward the north and
the other half toward the south. And you will flee by the valley of My
mountains, for the valley of the mountains will reach to Azel; yes,
you will flee just as you fled before the earthquake in the days of
Uzziah king of Judah. Then the LORD, my God, will come, {and} all the
holy ones with Him! And it will come about in that day that there will
be no light; the luminaries will dwindle. For it will be a unique day
which is known to the LORD, neither day nor night, but it will come
about that at evening time there will be light. And it will come
about in that day that living waters will flow out of Jerusalem, half
of them toward the eastern sea and the other half toward the western
sea; it will be in summer as well as in winter. And the LORD will be
king over all the earth; in that day the LORD will be {the only} one,
and His name {the only} one." (NAS)
           Even a cursory look at the preceding passage will convince
almost anyone that this prophecy has not been fully fulfilled at any
time in history. If you are looking for literal fulfillment of
biblical prophecy, this is one that should be ahead of us on the time
line. It has a lot of details. The flowing of water is only one of
them. Yet, we can see that the element of water does exist.
          Ezekiel 47 speaks of water flowing from under the threshold
          of
the future Temple, on the southern side of the house, from south of
the altar. He mentions that the house faces east and that the water
flows as a trickle from the Eastern Gate on the south side of the
gate. Naturally, the fact that there is no temple standing on the
Temple Mount presents a small problem. There is no house at all on
the mount that faces east. There are several small cupolas that might
qualify but certainly nothing that could be mistaken for a temple with
an altar of sacrifice.
          On the other hand, there is a lot of illegal construction
activity. We saw no less than hundreds of men busily moving stones
and debris from a hidden building site under the El Aksa. There were
many tons of cut stone near the eastern gate that were ready to be
moved into place. We also know that there are a number of huge water
cisterns cut into the stone of the mountain. It would take very
little imagination to believe that one or more of these cisterns had
been broken or was being drained for some reason. Last year a group of
BFP staff visited Solomon's Stables on the Temple Mount. They had
been completely renovated for use as overflow for the Al Aksa Mosque.
It is likely that they are now turning cavernous cisterns into usable
space.
          OK, I'll attempt to draw a few conclusions. There are no
          streams
or rivers of water flowing from the Temple Mount. The Bible prophecy
that deals with the idea of water from the Temple requires a few
additional details to be literally fulfilled. There is no physical
Temple on the Temple mount. There is no deep valley across the Mount
of Olives for the water to flow through. On the other hand, there is
indeed a small amount of water present on both the east and western
sides of the mountaintop. To complicate matters, there is a lot of
illegal construction. Since the construction is not legal, there is
no way a reporter can find accurate information about the possibility
of a broken cistern or water being drained from other sources.
          I would be interested in knowing the chemical
          characteristics of
the water being collected in the tunnel near the Western Wall Plaza.
I have a suspicion that it is neither pure nor holy. The same is
probably true of the water that seems to be coming from the eastern

Fri Jun 11,1999 -- Rumors concerning water flowing from the Temple
Mount in Jerusalem's Old City continue to circulate from time to time,
but to date, ISRAELWIRE has not been able to confirm the accuracy of
the reports. We feel it fitting to publicize the information provided
below with kind permission of Or Somayach Institutions. In the
Messianic era, says the Talmud, a trickle of water will begin flowing
from the Holy Temple. This trickle will grow and grow until it becomes
a gushing river. The Talmud cites a verse in Zachariah: "On that day a
spring will be opened for the House of David and for the residents of
Jerusalem." See also the book of Joel that: "And it will be on that
day a fountain shall issue from the House of the L-rd." Maharasha
explains that this river symbolizes King David's dynasty: Like a river
flowing on and on, David's kingship will continue forever. Now,
according to recent reports, a "mysterious" trickle of water is
rumored to have begun from under "the rock" in the Moslem "Dome of the
Rock" mosque on the Temple Mount. Even if true, this may or may not be
significant. For one, the Talmud very specifically details how the
trickle will emerge from the Temple, yet it's doubtful that "the Dome
of the Rock" is indeed built upon the Temple site. In "Bet Hamikdash
Hashlisli," Rabbi Shalom Dov Steinberg brings strong evidence that it
is not. Rabbi Moshe Sternbuch, a leading Torah scholar of our day,
agrees. Among other indications, electro-magnetic scans under the
Temple mount reveal very deep hollows consistent with those described
as having been under the Temple --these hollows however are not under
the Dome of the Rock; rather they are under the clear, unbuilt section
opposite the Western Wall. Interestingly, this fits with our
tradition, recorded almost 2000 years ago in the Zohar, that no
building will ever be built on the site of the Sanctuary except for
the Temple!

Seemingly, we are about to begin a journey of discovery similar in
many respects to that of C/1995 01 (Hale-Bopp). During late 1996 and
early 1997, you may recall that the official NASA funded and paid for
astronomical community (our tax money) attempted to come down on us
like a ton of bricks for asking what, in retrospect, was all the
"right" questions. We were less organized in those days than we are
now so we're going to state a few things "up-front" before they get
any ideas about operating another disinformation scam on us; which
they may attempt despite our efforts.

Comet C/1999 H1 (Lee), (C/Lee), is not a periodic comet (such as
Halley) nor is it a long-period comet (Hale-Bopp). In fact it really
has no "period" at all as it is coming almost straight into our Solar
System from interstellar space. This means that C/Lee's "orbit"
(period) can only be determined with any certainty (using official
NASA approved gravity only celestial mechanics) after C/Lee has
reached perihelion (crossed over the Sun), and exited down below the
orbital path of the planets (the ecliptic). Gravity only celestial
mechanics is the only method of orbital calculation allowed by the Big
Bang cosmology priesthood of NASA. Consequently we are already
observing a wild- shift in official orbital predictions; initially
projecting C/Lee exiting beyond the orbit of Jupiter but, currently
projecting the exit near Mars. Why is this happening in the short time
span between its initial discovery in mid April 1999, and today some
six weeks later? Possibly because all of the official orbital
software, running on all of the official super-computers, by all the
king's men, is based nice behaving little periodic comets like Halley.
And to make things even worse the official dirty snowball comet theory
states that comets are heated by the Sun and shed (sublimate) their
icy dust thereby loosing mass: which in "good-old" Newtonian physics
means that their orbits should expand outward rather than tighten
inward. Guess what folks? That's not what is happening even at this
very moment as C/Lee approaches.

So what is going on? Jim McCanney's Plasma Discharge Theory of
Comets is directly opposed to NASA's dirty snowball comet theory.
McCanney's theory states that comets are highly charged
electromagnetic objects that suck-up space plasma materials in the
manner of a giant vacuum cleaner. When comets enter the plasma rich
domain of our solar system, and break the solar capacitor (not to
different than a bug flying into a bug zapper), the dinner bell rings,
and they begin to chow-down big time; becoming brighter (notice how
that's already "surprised" them), and heavier. So, if C/Lee continues
to brighten due its interaction with the solar capacitor (which
creates tail drag thereby slowing it down) and adding material, as is
entirely probable under the comet plasma discharge theory, then it is
reasonable to conclude that its orbit might substantially arc inwards
towards Earth.

The battleground of this matter rests on a simple proposition:
Official NASA funded and controlled astronomical science wants you to
believe that they know everything that there is to know about all
comets and what their behaviors will be, at all times. Furthermore,
they will tell you and me everything we need to know when, and if they
and their NSA/NSC controllers decide that we need to know. In sharp
contrast we, at The Millennium Group, are attempting to state, as
loudly as we can, that all is not known about comets, that comets are
not dirty snowballs, and consequently they can behave in manners
heretofore unseen or predicted by traditional uniformatarian
astronomical sciences. Cases in point: Shoemaker Levy 9's breakup, and
as yet unexplained gigantic explosions into Jupiter, and Hale- Bopp's
perihelion crossing electromagnetic exchange with the Sun which
sparked off the totally out of nowhere full halo coronal mass ejection
(CME) of April 7, 1997; to provide several examples.

Our motto is "Truth In Science". The truth of the matter about C/1999
H1 (Lee) is that nobody can project its path, and that the observed
rapid increase in brightness in connection with the officially
supplied orbital modifications provide a strong indication that it's
going to progressively bend inwards towards the orbital plane of
Earth. We are saying that all possibilities should be considered; now!

We, at The Millennium Group think that the strength and future of this
country of ours, as well as that of humankind, rests with a well
informed and empowered citizenry. We believe that the difficult
questions should be engaged openly, in "broad day-light," for all to
