Last night (March 20, 1999) A&E showed a program called "All About
Money." Here are a few excerpts:

Narrator:
[After WWII and a period of hyper-inflation] a change in Germany's
fortunes was secretly in the works. It is called "Operation Bird
Dog." To get Germany moving again, new German money is designed,
engraved and printed in the US. The new currency, 500 tons of it, is
delivered in wooden crates to the western zones of Germany. What
really arrived, though, was a world monetary system. Currencies like
Germany's were now pegged to the value of the dollar and the dollar
was backed by gold.

Amity Shlaes, Wall Street Journal:
"We think Word War II ended in 1945, but Germans have a different
date."

Narrator:
The Germans called it "Day X." On Sunday, June 20, 1948 a momentous
radio broadcast asks all Germans to bring in what reichsmarks they
have...to exchange for a new money--the deutsche mark...

     [Israel and German mark both reborn in 1948.]

To Germans, "Day X" was a miracle. It layed the groundwork of
Germany's climb to the top of Europe's economy. And the prized symbol
of this tranformation is their beloved German mark.

Fifty years after the deutsche mark's auspicious appearance, its
replacement, the Euro, is being tested...

E-money entrepeneurs are hoping to solve the problem of safe-guards
with even more electronics.

Salesman at trade show:
"The golden rule in banking is know thy customer."

Narrator:
Know thy customer and then scan their eye-balls into a computer. Your
eyes are like fingerprints and by recording them a company can
confirm your identity...and your bank balance. But how far will it
go? Pretty far actually.

"You'll simply have the chip embedded, you'll do a retina scan or
some other kind of bio-scan, you'll validate who you are, you'll have
your information, it'll transmit and you can conduct all your
business literally against an electronic ledger somewhere."

Narrator:
Did you say embedded?

Neil Marcous:
"Well, it could be embedded in a number of places. For the sake of
artistic license, let's say it was embedded under your skin above
your left eyebrow."

Narrator:
As money continues to evolve, it'll need to be just as useful as
ever, whether we carry it in our wallet, or in our forehead.

To some, money is an extravagant evil; most consider it an absolute
necessity. All this paper seems to keep the world functioning even if
it isn't worth its weight in gold. Heck, it may not even be legit.

But after 3,000 years nothing, not even a catastrophe, could get us
to give it up.

The following are a few sky signs to watch for at the end of this
year/beginning of next:

Aug 11, 1999 Elul 1, New Moon. The month of Elul is considered a time
of preparation. This month added to the Ten Days of Awe that begin
Tishri and culminate on Yom Kippur, is a 40 day period when it is
decided whether names are inscribed in the Book of Life for a good
year. The shofar is blown every day of the month except for the last.

Aug 11, 1999 solar eclipse. This file has been updated to
include info on "times and seasons" of this particular sky sign.

Aug 11-14, 1999 Approach of a comet-planet. This is one
of those instances where I cannot build on a foundation because the
point where everyone starts off in their explanations relies solely
on Nostradamus. The skinny is that one of his quatrains speaks of a
"King of Terror" who "will come from the sky" around this time. This
comet-planet is supposedly on a 3,600 year circuit which will pass
very close to earth, which in turn will disturb debris from the
asteroid belt, etc. The theory of a comet-planet somewhere out there
doesn't seem that far-fetched when you look at the asteroid belt and
try to figure out what used to belong there, but the timing seems to
be questionable because no one is tracking this thing. If it's that
close it would seem that someone NASAish would be speaking of it. I
am a catastrophist, but I don't see any evidence right now for this

Aug 12-14, 1999 Perseid meteor shower peak. This is noteworthy for
its close proximity to the eclipse (darkness combined with stars
falling, etc.)

Aug 18, 1999 Grand cross in the sky where the earth is supposed to
be physically situated in the middle of four planets located in leo
(lion), scorpio (eagle), taurus (bull), aquarius (man) (like the 4
beasts and the Israelites camped out in the wilderness). I have not
been able to verify this and wonder if it's just astrological
gobbledy-gook. Either way, it is being discussed. For more info on

Dec 22, 1999 Winter Solstice

Dec 30, 1999 Pluto/Chiron conjunction. Chiron is a "centaur,"
half-comet/half-planet or asteroid. The last conjunction on July 18,
1941 was right around the time Nazi Germany was instituting it's
"final solution" to the "Jewish problem." Some people say this will
be an interesting way for the old millennium to end and another to
start, but then, of course, some say the new millennium doesn't start
until Jan, 2001.

May 5, 2000 Venus, Mercury, Sun, Jupiter, Saturn, Mars, and Moon will
be in a straight line. Josephus says these 7 represent the menorah
(candlestick) in the Temple. Supposedly this is the date when Solomon
started to build the first Temple and Ezra started building the
second. I haven't really been able to get a grasp on this either
(I've seen some graphics that don't show them in a straight line,
etc.), so I'll just leave it at what is mentioned in the file below.
Possibly of interest is that it is 9 months after the eclipse and
with the many references to childbirth in the Bible, maybe there is
some correlation here.

Vatican Holds Olive Branch To China

                            VATICAN CITY, Mar. 22, 1999 -- (Reuters) A
                            top Vatican diplomat, speaking as
                            President Jiang Zemin made an official
                            visit to Italy, said on Monday the Holy
                            See was willing to re-think its relations
                            with Taiwan in order to forge ties with
                            Beijing.

                            Vatican Foreign Minister Archbishop
                            Jean-Louis Tauran, holding out the
                            Vatican's latest olive branch to Beijing,
                            also said the Vatican would not interfere
                            in China's internal relations if ties were
                            forged.

                            "We are aware that in order to normalize
                            our relations with Beijing we will have to
                            modify the form (of relations) with
                            Taipei," he told Milan's Corriere della
                            Sera newspaper.

                            "We are willing to negotiate," Tauran said
                            when asked about Beijing's insistence that
                            the Vatican sever ties with Taiwan before
                            talks on links with China can begin.

                            With the Vatican and Vietnam inching
                            towards diplomatic ties, China and North
                            Korea are virtually the only major
                            communist countries with no links to the
                            Holy See.

                            Unlike most heads of state or government
                            who visit Italy, Jiang is not expected to
                            have any contacts with the Vatican.

                            Italian officials, including Prime
                            Minister Massimo D'Alema, have promised to
                            try to persuade Jiang that it would be in
                            China's interests to forge links with the
                            Vatican.

                            Beijing does not allow its Catholics to
                            recognize the Pope's authority. Catholic
                            officials say there are some four million
                            members of the state-controlled church in
                            China but as many as eight million others
                            worship underground and recognize the
                            Pope.

                            Beijing sees the Vatican's desire to have
                            a free hand in appointing bishops as
                            interference in its internal affairs, but
                            Tauran said this was a matter of religion
                            and not politics.

                            Tauran said the Vatican's Embassy to China
                            had been forced to shut down in Beijing in
                            1951 and had not done so of its own
                            accord. It eventually re-opened in Taiwan.
                            

                            In 1972, the Vatican reduced the status of
                            its diplomatic ties in Taiwan by not
                            replacing a departing ambassador and
                            leaving only a secretary as charge
                            d'affaires.

                            Last month, Vatican Secretary of State
                            Cardinal Angelo Sodano said the Holy See
                            was willing to "move its embassy back to
                            Beijing, not tomorrow, but tonight," if
                            Beijing allowed it.

                            The Vatican is one of 28 countries which
                            recognize Taiwan's Nationalist-ruled
                            Republic of China instead of the communist
                            People's Republic of China.

                            The Nationalist government has clung to
                            sovereignty of Taiwan since losing the
                            mainland to communist forces in 1949 and
                            has long counted the Catholic Church among
                            its closest friends.

                            Pope John Paul wrote a heartfelt personal
                            letter to late Chinese leader Deng
                            Xiaoping (pictured) in 1983 asking to
                            establish direct contacts to improve
                            relations with the Vatican but Deng never
                            responded, according to a new book.

                            The letter is contained in a new biography
                            of the Pope by U.S. historian George
                            Weigel, due to be published later this
                            year. The biography, which Vatican
                            officials call "authoritative" although
                            not formally authorized, is called
                            "Witness to Hope: The Life of Pope John
                            Paul."

                            According to the book the Pope referred to
                            Taiwan in his letter as "a long and
                            complicated situation in which the Holy
                            See has found itself, through a series of
                            events, not always dependent on its own
                            will."

                            Last week, China's Foreign Ministry
                            brushed aside speculation that Jiang would

ARAFAT: "WE'RE READY TO FIGHT"

The Israel Government Press Office reports that threats of violence
against Israel continue to be expressed by top Palestinian Authority
figures. "We carried out the longest intifada in history," said
Arafat this past Thursday, speaking to 3,000 Fatah members at a
Ramallah ceremony marking 31 years since Israeli forces clashed with
Jordanian soldiers defending the PLO terrorist base in Karameh,
Jordan. Arafat continued, "[The Israelis] should know that we can
start it again if they try to prevent us from exercising our rights...
The state will be established with Jerusalem as its capital whether
they like it or not. If they don't like it, they can drink from the
waters of the Dead Sea... We, the Fatah and the PLO, are ready to
fight a new battle of Karameh every single day if anyone tries to stop
us from exercising our rights, particularly that of proclaiming an
independent state."

Only a few days earlier, PA "Minister" for Jerusalem Affairs Feisal
Husseini said, "The battle for Jerusalem is near. It requires
determination and it carries a heavy responsibility, for it is the key
to war and peace." He was speaking at a conference of the Fatah Youth
Organization in Al-Bireh, north of Jerusalem. The Israel Government
Press Office contrasts these and other statements to the Wye River
memorandum, according to which the PA is required to "take all
measures necessary in order to prevent acts of terrorism, crime and
hostilities directed against the Israeli side... and to prevent
incitement."

MEMRI [Middle East Media and Research Institute] reports that the
Commissioner of the PA's Political Guidance Directorate, Othman Abu
Gharbiyya, told "mothers of martyrs" in Gaza last week, "Peace is a
higher humane value and a noble goal, but freedom and honor precede
peace. There cannot be peace without independence, without freedom,
and without honor. There can also be no peace without Jerusalem
becoming the capital of our state..." Rasha Fatuh, Head of the
Directorate's Youth Department stated: "We promise our heroes and all
the faithful warriors that we will continue to march with a loyal word
and a brave gunshot until the liberation of Palestine, all of
Palestine. For the sake of the Palestinian homeland we wave the flags
of victory and chant in a loud voice: 'the soul and the blood we will
give to thee, oh martyr, the soul and the blood we will give for thee,
oh Palestine.'" Both quotes are from the March 20 edition of the PA
newspaper Al-Hayat Al-Jadeeda.

Mon Mar 22 , 1999 -- Editor's note: Notice this is from an ARAB
source. Are we seeing the true intent of the PA in the upcoming
weeks?? When the fourth of May arrives, the day will carry with it the
heavy burden of all the violated rights of the Palestinian people: the
land confiscated to build settlements, our prisoners suffering in
Israeli cells, and Israels refusal to allow four generations of our
people to return to their lands. Above all, the fourth of May will
carry the burden of establishing Jerusalem as the capital of the
Palestinian state. On May 4, we will raise Palestinian flags on the
walls of Jerusalem, and atop her churches and mosques, to renew our
vow to establish no state without Jerusalem, including the city's
Palestinian residents, as an integral part. Palestinians in Jerusalem
have so far been fighting annexation, deportation, imprisonment and
torture, and the full range of Israeli violations of their basic
rights. As the bride of all cities and the symbol of civilization and
renaissance, Jerusalem plays a central role in our battle for freedom
and independence. Jerusalem represents the renaissance of our dream, a
dream which will be realized in the land which God blessed above all
others. Meanwhile, Zionists use references to Jerusalem as slogans in
their election campaigns. Meanwhile, the Israeli terrorist Sharon,
bored with routine home demolition and land confiscation, and tiring
of his daily practice of banning Palestinian Jerusalemites from their
homes in the city by revoking their Jerusalem identification cards,
seeks to make Jerusalem the Israeli capital once and for all. On
February 15, Sharon called on ambassadors of all countries to Israel
to refuse to meet with Palestinians in the Orient House, located in
East Jerusalem. Equally in character, and only somewhat more
surprising, was Sharon's call to the foreign ambassadors to meet with
Palestinians only in areas not currently under PNA control -- as if no
territory were safe from Israeli annexation, no land to be considered
truly Palestinian. The European Union, to its credit, not only refused
to go along with this demand, but in addition drew the world's
attention once more to United Nations Resolution 181. Issued 51 years
ago, this resolution calls for the internationalization of Jerusalem,
and it terms illegal the Israeli occupation of the citys western part.
While firm, Europe's position is not new. In August, 1995, the EU
boycotted Israeli celebrations held to commemorate the 3000th
anniversary of the founding of Jerusalem. On August 11 of that year,
the EU issued a statement announcing that they were boycotting the
celebrations because they ignored Muslim and Christian interests in
the city and because the celebrations could prejudice the outcome of
the negotiations to be held between the Palestinian and Israeli
delegations on the final status of the city. In addition, the Union of
Israeli Archeologists, which met in August of that same year, issued a
statement questioning the assumption that Jerusalem was in fact first
built by King David and denying the claim that Israel had the sole
right to Jerusalem. In fact, the city was built by Arab Canaanites in
3000 BC. It was called Yebus after the Canaanite tribe of that name.
Nor were these two campaigns to make it appear as if Jerusalem were a
wholly Jewish affair the only ones of their kind. On March 2-5 of last
year, Olmert's municipality invited 400 mayors to attend an
international conference for municipal organizations, during which
they were to visit the eastern part of the city as if to legalize the
continuing Israeli military occupation of East Jerusalem. Happily,
Olmert was foiled in his attempt by the efforts of Palestinians from
different factions who united to deal a blow to Olmert's effort, while
re-asserting the Arab nature of the city. Not willing to give up, the
municipality is making another effort this month to strengthen its
hold on Jerusalem, sponsoring its so-called 5th conference of the
union of cultural cities, through March 17. The idea is to convince
the visiting delegations that Jerusalem is the Israeli capital, rather
than the beleaguered city under military occupation that its
Palestinian residents experience. Arab culture, to the extent that it
is recognized at all, is seen by these Israelis as no more than an

Palestinian response to the conference came in the form of a statement
calling on possible participants to boycott the conference. Having
already destroyed virtually all Palestinian cultural and intellectual
institutions in the city, Israel is now involved in the attempt to
replace these with Zionist institutions which do not tell the truth
about past or present, the statement said. The Palestinian leadership
in the Jerusalem Governate has a fine opportunity now to draw on all
the city's Palestinian dimensions -- be they cultural, historic,
geographic, or demographic -- to involve them in our battle for
independence as we declare our statehood on May 4. Any decisions
regarding the declaration of a Palestinian state are meaningless if
they do not take into account the importance of Jerusalem. Jerusalem
is essential to our Palestinian state. The fact that we are under
military occupation will not make us shy from naming it as an integral
part of our struggle, and doing so will only help to demonstrate our
disregard for Netenyahus threat to annex all lands now under
Palestinian control. Engaging in a concerted battle for Jerusalem
requires that Muslim, Christian and all other Palestinian forces unify
and act immediately to emphasize the Arab character and history of the
city and the city's importance as the capital of Palestine. The battle
for Jerusalem is the battle of Arabs and Muslims everywhere. It is the
battle, too, of all honest people who see in Jerusalem the capital of
mankind, not to be entrusted to those who carry out in the city
campaigns of ethnic and religious cleansing. In the eyes of Islam,
Christians, Jews, and Muslims, alike, all have rights in Jerusalem.
Throughout history, basing their conviction on religious values,
rather than political motivation, the holy city's Muslim hosts proved
they could protect the city's holy places for members of all religions
and that they could ensure religious freedom without discrimination.
The elected board of the Palestinian Popular Conference in Support of
Jerusalem should continue to bring together all concerned parties,
including those who proved their success in their struggles against
the actions of Olmert's municipality. The issue of Jerusalem is a
sacred one. It is an issue, therefore, which cannot be monopolized by
any one person or party. Throughout history, Jerusalem has been a key
to peace. To us, the Palestinians, today, it is, as well, a symbol of
unification, solidarity, and steadfastness. Prejudice against its
people and desecration of its holiness mean the absence of peace; it
will mean bloodshed and chaos. These will not serve the future of
humankind.

We call on the international community to reaffirm the legality of, as
well as their support for, all the United Nations resolutions
vis-=E0-vis Jerusalem, Israeli settlements, and the Palestinian right of
return -- resolutions that Israel continues flagrantly to disregard.
We value the stand the European Union has taken, and we urge the EU
not to stop there. The mention of these international resolutions is
not enough. They and others must translate their position of support
for Palestinians into actual means by which they pressure Israel to
comply with international law. As of now, the European Union has
allowed Israel, the only non-European country, to participate in the
European project for research and development. Unless Europe
introduces measures to force Israeli obedience to international
resolutions, the Israeli right-wing will continue to see European and
US assertions about Palestinian rights as mere lip service and nothing
more. The US makes the same kinds of statements, without backing them
up. Dennis Ross, for instance, repeated what both Bush and Baker said
concerning Israeli settlement building in the West Bank and Gaza, but
only after 98% of the US Senate had voted against supporting a
Palestinian declaration of statehood on May 4. Though we ask for
support, these developments emphasize the fact that the protection of
Jerusalem must be undertaken, first, by Palestinians ourselves, and
second, by Arab and Islamic governments throughout the world. We call
on the international community to support the Palestinian position in
ways both material and moral. We call on the governments of the world
to act against the racist and arrogant policies of Netenyahus
government. On May 4, Jerusalem will be the battlefield on which we
will win over reluctance, fear, compliance, and all arrogant efforts
to Israelize Jerusalem. Already the twin symbol of peace and of the
power of love, Jerusalem will also stand for our independence, which
will be achieved by those who believe in the peace of the brave.

Pope Reported to Plan Visit to Jerusalem Next March

JERUSALEM -- Israel's tourism minister announced Monday that Pope John Paul
II intended to visit Jerusalem in March next year to celebrate the
millennium. It would be the first papal trip to the Holy Land since
Paul VI visited Jerusalem in 1964.

But the Vatican spokesman, Joaquin Navarro-Valls, said the trip "for now has
not been set," adding that neither the date nor the itinerary has been
worked out, The Associated Press reported.

The tourism minister, Moshe Katsav, said: "The pope's office will publish
statements at a time and place they choose. The pope has the intention
and desire to visit."

A senior Vatican official, Cardinal Roger Etchegaray, stood by Katsav's
side, but did not confirm the announcement directly. "The year 2000 is
a celebration of Christ and his life in this land," the cardinal said.
"Therefore it is only natural that the pope would come here."

Israeli television's Channel One, which is state-owned, reported that the
pope was also expected to visit Bethlehem and Nazareth in the
Palestinian territories in a three-day visit to the area from March 24
to 26 next year. The Palestinian leader, Yasser Arafat, has invited
the pope to visit Bethlehem, birthplace of Jesus.

Although the pope long ago indicated a desire to include Jerusalem in the
Roman Catholic Church's jubilee celebration of the millennium,
political tensions between the Israelis and the Palestinians --
particularly the dispute over the fate of Jerusalem -- have stalled
plans for a trip.

Israel and the Vatican established diplomatic relations in 1994, but the
Vatican has never recognized Israel's 1980 annexation of East
Jerusalem.

Israel has been slowly and somewhat ambivalently gearing up for what could
be an onslaught of Christian pilgrims next year. The millions expected
-- estimates have ranged from 2.5 million to 6 million -- will present
a logistical challenge for the tourism industry and local churches.

Speaking at a forum in Jerusalem last month, Archbishop Pietro Sambi, the
Vatican's ambassador to Israel and the Palestinian territories, said
he expected many of the millions of Catholic who will travel to Rome
next year to continue on to Jerusalem.

Pilgrims begin rituals before start of hajj on Friday

circling of the sacred Kaaba stone structure Monday in the holy city
of Mecca. The Kaaba, an ancient cubic structure in Mecca's Grand
Mosque, is Islam's holiest site. Believed to date to the time of the
prophet Abraham, the Kaaba has been covered with a new black cloth
that is richly embroidered. As Muslims from around the world converged
for the start of the pilgrimage, or hajj, on Friday, Saudi Arabia said
it was ready to help and protect the estimated 2 million people
expected to arrive. About 35,000 police, national guardsmen and
volunteers were dispersed to keep watch over the pilgrims during the
rituals, which last about two weeks. Muslims are required to make the
hajj at least once in a lifetime, if they can afford it. Meanwhile,
ambulances and medical centers have been readied to deal with
emergencies. Stampedes or fires at past pilgrimages have killed
hundreds and sent hundreds of others to clinics and hospitals. Also,
some pilgrims are overcome with emotion and need medical help. Others
succumb to temperatures that can exceed 97 degrees during the day.
Last year, about 180 pilgrims died when a stampede broke out as
pilgrims were performing the ``stoning the devil'' ritual. A similar
stampede in 1994 left 270 dead. During the 1997 pilgrimage, fires
driven by high winds tore through a sprawling, overcrowded tent city
at Mina outside Mecca, trapping and killing more than 340 pilgrims and
injuring 1,500. Saudi Arabia has since installed fireproof tents,
increased the numbers of rescue vehicles and provided safer stoves.

Netanyahu visits Moscow to develop bilateral cooperation

Moscow on Sunday for a two-day working visit. The visit program
provides for talks with Russian cabinet head Yevgeni Primakov and a
meeting with Foreign Minister Igor Ivanov. Speaking on the eve of the
visit, Netanyahu said that development of cooperation between the two
states in the economic and political spheres will be the main topic of
talks. "The main task of the visit is to consolidate already close
relations between Israel and Russia," he noted. "The sides will also
discuss the leakage of Russian technologies to Iran, which is very
disquieting for us," he added. The main potential for bilateral
economic cooperation lies in a "symbiosis" of huge Russian production
facilities and advanced Israeli technologies, Netanyahu claimed.
According to the premier, many Russian factories stand idle, while
Israel has no opportunity to use its high technologies due to absence
of developed industrial infrastructure. There is already experience of
such cooperation with Russia in "the sphere of security". It is high
time to spread it to other spheres, he emphasized. The premier favored
strengthening of relations between the two nations in the political
and diplomatic spheres, expressing confidence that the coming visit
would promote this. He noted that Russia can play an important role in
the Mid-East peace process, above all in its "influence on the
opposite side". The prime minister stopped short of delving into
details, stressing that he will "personally talk with Yevgeni
Primakov" on this topic. Replying to the problem of anti-Semitism in
Russia, Netanyahu said that he is sure of the responsible position of
the Russian government which "understands that anti-Semitism
represents the threat not so much to Jews, as to Russian people
themselves". The Israeli premier also rejected an opinion, circulating
among some politicians, that Russian criminal structures represent the
greatest danger for Israel. "The Mafia has no nationality. Its
representatives may come from any countries... I demanded that police
prevent circulation of rumors about the so- called Russian Mafia," he
continued. Netanyahu praised immigrants from Russia and other CIS
countries, underlining that over one million members of the "Russian"
community raised to the highest possible level the Israeli economy,
science, culture and education. "I regard myself to be a friend of
Russian people, deeply revere their culture, especially literature of
the 19th century," he added. Netanyahu will arrive in Moscow from Kiev
this evening and will make a stop over in Tbilisi on his way home.

'Dolly The Sheep' To Multiply In New Zealand

LONDON (Reuters) - New Zealanders, already vastly outnumbered by
sheep, will soon share their islands with flocks of cloned animals
after the British firm which created ``Dolly the Sheep'' won
government approval to expand its flock.

PPL Therapeutics, the Edinburgh company that caused a worldwide stir
two years ago by creating the first transgenic sheep, said it had won
permission to breed up to 10,000 animals on two farms in New Zealand.

It currently has 147 transgenic sheep in the country.

The green light clears the way for large-scale breeding of cloned
sheep capable of producing milk containing human proteins, for use as
medicines.

Managing Director Ron James said the New Zealand decision was a vote
of confidence in the company's technology.

``What this (approval in New Zealand) is doing is saying that the use
of genetically modified sheep doesn't cause any type of environment
hazard or hazard to human health,'' James told Reuters.

PPL is currently testing the use of alpha-1-antitrypsin (AAT) from
transgenic sheep as a treatment for cystic fibrosis, a serious lung
disease.

It also working on a treatment for vocal congenital deficiency, which
affects people who do not produce enough AAT of their own. The
combined market for treatment of the two diseases is estimated to be
around $1.0 billion a year.

James said PPL was looking to breed more sheep almost immediately. The
initial flock size would be around 2,000 and should be ready by 2001
when the firm aims to start commercial usage of AAT.

AAT is currently going through Phase II clinical trials and James said
PPL was aiming to commence final Phase III trials by the end of the
year.

PPL is using around 130 sheep for its Phase II trials but this number
will increase to more than 500 when it enters the third phase. The
sheep for the trials will be cloned at its laboratories in Scotland.

James said the company was still continuing talks to choose a
potential commercial partner for its treatments.

PPL shares gained 2.4 percent to 108-1/2 pence by 1315 GMT.

Russian premier cancels U.S. visit over Kosovo crisis

WASHINGTON (CNN) -- Russian Foreign Minister Yevgeny Primakov called
off a visit to the United States on Tuesday, his plane literally
turning around over the Atlantic Ocean after he was briefed by Vice
President Al Gore on unsuccessful diplomatic efforts to resolve the
Kosovo crisis.

Russia has steadfastly opposed threatened NATO airstrikes against Serb
targets in the province.

"After discussing the worsening situation in Kosovo, Prime Minister
Primakov decided to return to Moscow," Gore said in a written
statement.

During a refueling stop in Shannon, Ireland, before the trip was
postponed, Primakov made clear his country's opposition to a NATO
attack: "It is against good sense. We are firmly against this."

Gore and Primakov were planning to discuss increased economic and
technical cooperation between the two nations. Primakov also was
scheduled to meet with President Clinton.

An administration official said Gore had spoken twice with Primakov on
Tuesday, and described the tone of the conversations as businesslike.

"The vice president was very firm," said the official, who spoke on
condition of anonymity. "The vice president could not assure Primakov
that bombing would not take place while he was here."

In his statement, Gore said he told Primakov "that Milosevic had
rejected our efforts to reach a peaceful outcome in Kosovo and that
Milosevic was launching escalated offensive actions against the men,
women and children of Kosovo."

"We agreed that we would postpone this week's meeting of the
U.S.-Russian Joint Commission," Gore said. "We will take up the
important work of the commission at a time when both sides can better
focus their attentions on the issues before us."

EU drafting Palestinian state declaration

BERLIN, March 23 (Reuters) - The European Union is working on a
landmark declaration that would support the right of Palestinians to
their own state and tell Israel it should not veto its creation,
diplomatic sources said on Tuesday.

The move forms part of coordinated efforts by the United States and
the EU to discourage Palestinian President Yasser Arafat from
proceeding with the unilateral proclamation of a state on May 4, two
weeks before Israel's general election.

The sources said EU foreign ministers had discussed a draft text at a
meeting in Brussels on Monday but had failed to finalise it, casting
doubt over whether the declaration would be ready for adoption at this
week's EU summit in Berlin.

EU diplomats arriving for the two-day summit that begins on Wednesday
said Germany and the Netherlands, the two traditionally most
pro-Israeli states in the union, still had reservations about some of
the wording.

``There will be an attempt to get a declaration on the Middle East
peace process in Berlin, but there are so many other pressing problems
on the summit agenda that it's not certain they'll have time to work
it out,'' a British official said.

If it was adopted, there was a chance that Arafat might come to Berlin
on Thursday to meet EU leaders, another official said.

A senior diplomatic source said the proposed declaration would express
the EU's ``readiness to consider the recognition of a Palestinian
state in due course.''

Such a consideration would be made ``in light of negotiations''
between Israel and the Palestinians rather than ``through,'' or as a
result of, negotiations, thus signalling to Israel that it could not
veto Palestinian aspirations.

``The EU insists that the declaration (of statehood) should be a
negotiated process,'' the source said.

Diplomats said member states differed over how closely recognition of
a Palestinian right to statehood should be linked to negotiations with
Israel and whether a time limit, possibly six to 12 months, should be
put on that process.

There were also concerns that the declaration might alienate Israelis
in the run-up to an election which Prime Minister Benjamin Netanyahu
is fighting on a platform of opposition to Palestinian statehood.

``There's no point in simply coming out with a statement that has the
Israelis saying 'There they go again,''' one senior European diplomat
told Reuters, referring to Israel's long-standing view that the EU is
biased towards the Palestinians.

However, member states believed that the Palestinians should have the
right to declare a state if the process broke down because of Israeli
actions.

Diplomatic sources said the declaration was likely to be discussed by
EU foreign ministers in Berlin on Wednesday.

``There is such consensus that it should be put on the agenda that the
Germans probably will put it on the agenda tomorrow and it probably
will pass. It seems very, very likely,'' one source said.

The source said the next available opportunity, an EU foreign
ministers' meeting scheduled for late April, fell too close to
Israel's May 17 general election and the May 4 date for the end of the
five-year interim peace agreement.

Final status talks between Israel and the Palestinians have barely
started.

Arafat has said he might declare a state on May 4. Israel's right-wing
government has threatened to retaliate by annexing those parts of the
West Bank it still controls.

Aides have said Arafat is considering a delay in the declaration of a
state but wants something tangible in return from the international
community to strengthen his hand in talks with whatever government
emerges from Israel's May election.

The Palestinian leader was due to meet U.S. President Bill Clinton in
Washington on Tuesday to discuss the May 4 issue and has held
consultations in several European capitals.

Diplomatic sources in Europe say senior U.S. and European officials
held talks in London early this month on measures each side could take
to dissuade Arafat from a May 4 declaration.

One source said the officials had reached agreement on a ``division of
labour'' under which Washington would commit itself to making a
declared drive for accelerated final status negotiations following the
Israeli elections.

The EU, in turn, would strive to issue a declaration that recognised
that Palestinians were entitled to a state.

                             Canada Mulls Taking Russian Plutonium

                             OTTAWA, Mar. 24, 1999 -- (Reuters)
                             Canadian Prime Minister Jean Chretien,
                             wading into a sensitive environmental
                             debate, said on Tuesday he had told U.S.
                             President Bill Clinton Canada would
                             consider importing plutonium from Russian
                             nuclear warheads.

                             The debate turns on whether Canada should
                             take the risk of importing radioactive
                             material to help Russia dismantle its
                             huge stock of nuclear weaponry.

                             "I wrote a letter, and I said that if it
                             was safe and if it was financially
                             possible, that we would consider (it),"
                             Chretien told reporters after meeting his
                             cabinet.

                             Chretien sent the letter on March 3 in
                             response to a letter Clinton sent on Jan.
                             21 calling for an international
                             partnership with former Soviet states to
                             address high-priority arms control and
                             nonproliferation issues.

                             "One particular area in which Canada is
                             considering participation is plutonium
                             disposition. As you know, we are prepared
                             to consider any safe and financially
                             viable proposal based on an agreement
                             between the United States and Russia in
                             this regard," Chretien wrote the
                             President.

                             "I can assure you that we share your
                             concerns about the need to dispose of the
                             material resulting from warhead
                             dismantlement."

                             The CTV television network broke the
                             story and provided a copy of the letter.

                             In Parliament, the leftist New Democratic
                             Party's Svend Robinson demanded: "Doesn't
                             this prime minister understand that
                             Canadians don't want our country to
                             become a dumping ground for the world's
                             Cold War plutonium?"

                             Foreign Minister Lloyd Axworthy responded
                             that Canada has made no commitment except
                             to test a small amount of plutonium --
                             about the size of a double-A battery, he
                             said -- to determine the feasibility of
                             burning it in nuclear reactors.

                             "But one of the most serious problems we
                             face in the world is nuclear
                             proliferation, and one way we can help it
                             is to burn up the warheads that Russia
                             wants to destroy," he added.

                             "We live in a dangerous nuclear world. We
                             have some responsibility to help in the
                             denuclearizing of that world."

                             The plutonium would be blended with
                             uranium in a concoction called Mixed
                             Oxide Fuel. A research report by Canada's
                             Library of Parliament said Canada's CANDU
                             reactors would be able to consume MOX
                             without any physical modifications.

                             The United States and Russia each has
                             about 50 tonnes of weapons-grade
                             plutonium from dismantled nuclear
                             warheads.

                             In a report in December, the Foreign
                             Affairs Committee of the House of
                             Commons, the Canadian Parliament's
                             elected chamber, opposed the idea of
                             importing the plutonium as "totally
                             unfeasible."

                             Axworthy told the House on Tuesday that
                             by May 10 the committee would receive a
                             formal response that would show how the
                             government proposed to proceed.

                             David Martin, research director for the
                             Nuclear Awareness Project, declared
                             Canada would end up with highly
                             radioactive nuclear waste it would have
                             to store at taxpayer expense.

                             "At the back end of the whole thing is
                             the waste issue," he told Reuters. "That
                             is not only a problem in itself, but also
                             the precedent is that Canada would be for
                             the first time, in effect, accepting
                             (nuclear) waste from international
                             military nuclear programs here in Canada.
                             And part of the deal here is it stays
