Hi everyone,

Well, it's been a bit longer than usual wait since our last
newsletter. It seems we are running into some technical trouble
that is making it a bit difficult to keep things running.
Moza's computer has been dying a slow death for some time (it
may actually be dead by now). Using a neighbor's computer in
the evening though gets our news items out a bit late. To add
to that, the mail server we use has slowed down drastically to
the point where it makes it most aggravating to send out the
list mail. It really shouldn't take 1/2 hour to send out four
messages. As to our book reviews -- well, I may have to start
writing about the bad ones, because the good ones have been few
and far between lately.

So, am I making excuses for the lateness and brevity of this
current newsletter? Yes, I am. <g>

Beirut hosts international conference on Jerusalem

Mon Nov 8,1999 -- An international conference on the
geopolitical and human dimensions of the holy city of Al-Quds
(Jerusalem) opened this Monday in Beirut. The four-day
encounter, cosponsored by the Arab Engineers Federation and the
Organization of Arab Architects, is a purely scientific meeting
that will debate the holy city's place in the Middle East peace
process, the city's architectural stamp and means to counter the
Israeli Judaization schemes. The conference will be attended by
experts from the Middle East, France and Britain.

cultivated by Albright Regional, Politics, 11/8/99 The Paris-
based al-Muharrir news said that US Secretary of State Madeleine
Albright has quickly cultivated the fruits of her tiring and
persistent efforts since Ehud Barak assumed power in Israel to
open Arab normalization doors in his face. The report said that
during October, Albright received initial approval from five
Arab states to establish trade and economic relations on an
intermediate level with Israel, but with a "low voice." The
report said Arab Gulf diplomatic sources in Washington said that
what had been reported by Israeli papers last week that Israeli
delegations made secret visits to three capitals, two of which
are from the Arab Gulf region --namely Kuwait and Manama -- and
the third visit was held to Sanaa, during which the Israeli
delegations reached of a series of agreements were but part of
the "bitter reality" imposed by the Clinton administration
against some Arab states. The report indicated that two Israeli
delegations made secret visits to Algeria and Tunisia and that
talks during the five visits were expanded in searching for
trade and consulative relations and discussed in-depth matters
relating to security and military cooperation, the exchange of
expertise in the two areas and close cooperation on the question
of fighting terrorism. The Gulf diplomatic sources quoted an
official at the US State Department as saying that the
agreements between the Israeli delegations and the officials in
the five countries were held on the ground of keeping them "very
secret" until the resumption of negotiations on the Syrian
track. The US official added, "Just when the Syrian and Israeli
negotiators will sit at the negotiating table, the secrecy of
these agreements will be disclosed immediately," adding, "This
is a basic US-Israeli request in order to encourage the other
hesitating Arab states to proceed on the same road."

Russia and India agree to major new arms deal

Mon Nov 8,1999 -- India and Russia have agreed to several large
arms deals. The deals include the Russian sale and coproduction
of aircraft, submarines and anti-aircraft defense systems. A
senior Russian minister said New Dehli and Moscow have also
agreed to develop a missile defense system. One major deal
announced over the weekend in New Dehli was a Russian agreement
to lease 50 early-warning aircraft and T-22 strategic bombers to
India. Visiting Russian Deputy Prime Minister Ilya Klebanov, who
announced the deal, did not say how much India would pay for the
arrangement. The minister said Russia and India have completed
an agreement for the transfer of the 40,000-ton aircraft
carrier, Admiral Gorshkov. The contract is expected to be signed
early next year and will include up to 40 MiG-29K fighter-jet.
Klebanov said the two countries also agreed to cooperate to
manufacture the Russian Kilo class and Amur class submarines in
India. In the early 1990s, Russia sold three Kilo-class subs to
Iran. The two countries are also negotiating agreements for
joint production of ground-to-air missiles, including the S-300,
which Russia says can down enemy ballistic missiles. Klebanov
said India and Russia are jointly developing a new generation
anti-missile system. The deals were announced as Russian Prime
Minister Vladimir Putin expressed his intention to revive his
nation's arms industry. "The government must ensure the growth
of revenues from the sale of weapons," he said. "Russian arms
and their creators are the resource, that key link with which we
can begin to pull up the whole of the Russian economy." Putin
said the revival of the arms industry would help Russia stake a
position in the global economy. "We must stop the process of our
being left behind by the economically developed nations of the
world, and find the path which will allow us to take up a
suitable place in the ranks of leading nations in the 21st
Century," he said.


Solar storm impact predicted by computer

Sat Nov 6,1999 -- A powerful computer has come to the aid of
astrophysicists on a quest to predict the impact solar storms
will have on communications satellites and power supplies,
British scientists reported Wednesday. Explosions on the surface
of the sun cause solar storms that stream out into space,
sometimes in the direction of Earth. The storms affect the
magnetic composition of the ionosphere, which in turn disrupts
radio signals, causes electrical power blackouts and surges in
oil pipelines. As well, the heat from solar storms causes the
Earth's atmosphere to expand. On occasion, low orbiting
satellites "re-enter" the expanded atmosphere and burn up.
"Using this new computer we are able to develop models that can
be used to warn telecom network operators, power suppliers and
radio operators about the effects of solar storms - they can
then take action to minimize damage," said Alan Aylward, a
researcher at the United Kingdom's Particle Physics and
Astronomy Research Council. The computer, named MIRACLE (Multi-
Institutional Research Astrophysics Computing), can perform 15
billion calculations a second and was developed by scientists at
the research council. When the Solar and Heliospheric
Observatory, a research satellite jointly operated by the
European Space Agency and the U.S. National Aeronautics and
Space Administration, observes an Earth-bound solar storm, the
computer models take over to predict its impact. The computer
also makes it possible to investigate how stars and planetary
systems form and predict the fate of giant stars several times
hotter than the sun, the scientists report. It also enables to
the astrophysicists to model other planets.
