Ecuador: Mild earthquake hits Quito as volcano stirs

Thu Sep 30,1999 -- A mild earthquake with magnitude 3.7 hit Ecuador's
capital Quito Thursday in what authorities said was a clear sign of
intense activity inside the nearby Guagua Pichincha volcano, which
they said could blow within days or weeks, Reuters reported. Ecuador
has 31 active volcanoes, of which nine surround Quito. A dense rain of
ash fell on the southern and central parts of Quito Wednesday. City
emergency services officials put the finishing touches Thursday on
contingency plans for a possible eruption. Guagua Pichincha last
exploded in 1660, raining ash and rock on Quito but not spilling any
lava.


80% of Arab states under water poverty line

Thu Sep 30,1999 -- The international Arab conference for water,
currently being held in Beirut, stated that the Arab area accounts for
most of the area in the world water poverty, as 80% of its countries
live under the water poverty line. The ESCWA (Economic and Social
Commission for Western Asia) organization affiliated to United Nations
warned of this severe shortage, which threatens Arab states with a
lack of water, as the annual quantity per individual is less than 50
cubic meters in some countries. The conference resumed its works
yesterday as it discussed issues and technical research concerning
groundwater as well as reuse without any negative and harmful effects
to the environment.

Syrian-Jordanian electricity grid talks

Thu Sep 30,1999 -- Talks started in Amman on Wednesday between Syrian
Minister of Electricity Mineer Saem al-Daher and Jordanian Minister of
Energy and Mineral Resources Suleiman Abu Aleem on the project of
electricity grid link between the two countries. The project is
expected to be completed at the end of this year at a cost of US $200
million. Jordanian official sources were quoted by the Jordanian
official news agency, Petra, as saying that works pertaining to the
grid project were completed and those on the Syrian side are expected
to be completed before the end of this year. The electricity grid
between Syria and Turkey is also expected to be completed before the
end of this year. Jordan and Egypt have officially linked their two
electricity grids, and the project was officially inaugurated by King
Abdullah II and Egyptian President Hosni Mubarak in March this year.
These projects, however, come in the course of an electricity grid
project between the countries of the Arab Maghreb and Mashreq states
and Turkey. Work is expected to be completed on this project before
the year 2000.


Syrians jacking up terms to pave the way for 'concessions' later

Thu Sep 30,1999 -- The Syrians are now insisting that the question of
the "demilitarized zones" - some parts of which lie to the west of the
June 4, 1967 lines - be reopened. Patently, this is an opening
position in the negotiations. It has no chance of getting further than
that, but Damascus apparently believes that this will ultimately make
it easier to bring about an Israeli pullback to the lines that existed
until the Six Day War. The ploy is that the Syrians will give the
impression that they have backtracked on their broader demand in
connection with the demilitarized zones. The Syrian position should
not be construed as an attempt to gain control of some kibbutzim. It
is, rather, an effort to challenge Israel's sovereignty over the
entire eastern shore of the Sea of Galilee. During Israel's 1948 War
of Independence, the Syrians seized a number of areas west of the
international boundary line. Under the terms of the Israeli-Syrian
armistice agreement, which was signed on July 20, 1949, the Syrians
pulled back from these locales to the border, and part of the areas
they had held were declared demilitarized zones. The southern zone was
the largest, extending from the Al Hama enclave near the Yarmuk River
and continuing along the southeastern shore of the Sea of Galilee
until a point north of Kibbutz Ein Gev. It is important to point out
that farther to the north, along the northeastern shore of the Sea of
Galilee, there was no demilitarized zone. The international boundary
line extended until 10 meters from the lake, but the Syrians seized
the 10-meter strip, which they now are demanding within the framework
of an Israeli withdrawal to the June 4, 1967 lines. The demilitarized
zones immediately became the subject of a dispute between the sides,
which Syria is now apparently trying to place on the negotiating
agenda. Damascus claims that its withdrawal from the zones did not
make them sovereign Israeli territory; their political status remained
open until a diplomatic agreement could be reached.
 From the Syrians' point of view, not only is Israel barred from stationing
troops in those zones, it is also prohibited from carrying out
development work in them. Syria claims to represent the Arabs who
owned the land and fled into Syrian territory. Israel maintained that
under the terms of what was a military agreement, the only bar was on
stationing troops in the demilitarized zones. They did not have a
"no-man's-land" status, and therefore Israel was permitted to carry
out development work in them. If there are Arabs who own part of the
territory, they are not entitled to transfer their ownership rights to
another Arab state - in this case, Syria.

Russia plans to improve ties with Iraq

Thu Sep 30,1999 -- Russia wants to improve its relations with Iraq and
is ready to help in getting trade sanctions on Baghdad lifted,
according to the official Iraqi News Agency (INA) Thursday. INA said
President Saddam Hussein received a message from Russian President
Boris Yeltsin on his country's "desire to develop relations in all
fields." INA said the message, conveyed to Saddam by visiting Fuel and
Energy Minister Viktor Kalyuzhuy, confirmed "Russia's readiness now
and in the future to work in order to lift the unjust sanctions on
Iraq." INA quoted Saddam as telling Kalyuzhuy that "such relations
promote the independence of both parties and their position in the
face of the international parties which endeavour to look down to the
role of Iraq and the Arab nation." The agency said this would promote
Russia's role on the international level. Iraq and Russia are expected
to sign a deal Friday but nothing has been revealed on the contents.
The two countries started talks Wednesday to bolster their economic
cooperation. The talks were headed by Iraq's Oil Minister Amir
Muhammad Rasheed and Kalyuzhuy. Kalyuzhny, heading a high-level energy
delegation, arrived in Baghdad by road Tuesday from Amman, Jordan.
Officials said the talks would concentrate on increasing the two
countries' cooperation in oil and gas fields.

7.5 strong earthquake hit Mexico; Quake felt in Mexico City

Thu Sep 30,1999 -- A strong earthquake with magnitude 7.5 rocked
southern Mexico on Thursday at about 11:30 a.m. (12:30 p.m. EDT),
causing buildings to sway in the capital for several minutes, AP
reported. The epicenter of the earthquake was 275 miles southeast of
Mexico City, 35 miles north-northwest of Puerto Angel, a Pacific coast
city in Oaxaca. The state capital, Oaxaca City, is a popular tourist
destination. Many old homes had collapsed there and there were
injuries. Hundreds of people gathered along Reforma Avenue and other
major thoroughfares in the capital, staring at skyscrapers that were
visibly moving. Shattered glass was seen falling from some buildings.
The quake was felt as far south as Chiapas state, 500 miles southeast
of Mexico City. It bounced some cars onto sidewalks along Mexico City
roads.

Israeli FM Levy lashes out at Arab worlds 'hypocrisy'

Thu Sep 30,1999 -- Foreign Minister David Levy lashed out at the Arab
world explaining that it was proclaiming interest in the peace process
but used every opportunity to condemn Israel. Levy made his comments
in his address to the United Nations General Assembly. Levy spoke
harshly to the representatives of the Arab states, explaining the
continued attacks against Israel made Israel wonder regarding the
motives of Arab leaders and the sincerity of their statements of
desires to achieve peace and normalized relations with Israel.

Israel still occupies Egyptian land

Thu Sep 30,1999 -- Egypt is preparing for a fresh diplomatic battle
with Israel to "restore the last bit of land the Jewish state has
continued to occupy since 1949," the Egyptian Gazette newspaper
reported on Tuesday. Contrary to the prevalent conclusion, Taba, a
town close to the border with Israel, "was not the last piece of land"
Egypt has recovered from Israel, "as Israel is still occupying Om
i-Rashrash area west of (Israel's) Eilat Port," the newspaper said.
Israel gave away Taba to Egypt in 1988 after the countries solved
their disputes through international arbitration. Egypt has formed a
special negotiation team to pursue the uphill task of claiming this
piece of land after a special expert committee had found historical
evidences supporting Egypt's right to the claim, the English-language
paper added.


Hundreds of Beirutis moving to mountains to avoid 'catastrophes', to
witness arrival of the messiah Jesus ???

appeal of their Sufi Moslem mystical leader, are moving to the
mountains to avoid "catastrophes" as the millennium approaches, AFP
reported. Their leader, Sheikh Nazem Rabbani Haqani, known as
al-Kobrossi (the Cypriot), has predicted that the "worst catastrophes"
will strike the world by 2000. "The world stands on a time bomb. The
great explosion can occur at any time by 2000 ... save yourself with
prayers, good actions and good intentions ... to witness the arrival
of the messiah Jesus and the establishment of the kingdom of justice,"
reads page 609 of Kobrossi's book. Sect member Fatima Kabbani asserts
that "we are preparing ourselves to spend the winter here. We are
afraid of Israeli attacks and natural catastrophes like in Taiwan,
Florida, Turkey and Greece." "There are natural catastrophes
everywhere, like the end of the world is getting near. Look, Sheikh
Nazem talks about it in his book," said one housewife, holding a copy.
The sect has members in Turkey, Syria, Lebanon, Brunei and northern
Cyprus.

China's latest weapon is world's smallest aircraft: Tiny helicopter

Thu Sep 30,1999 -- China this week introduced its latest minature
weapon -- a helicopter barely the size of a wasp that can be used for
spy missions. The state-run Xinhua news agency said it weighed 35
ounces and was powered by an alternating current motor. At 0.12 inches
wide, 0.2 inches tall and 0.7 inches long -- and with the ability to
take off and land in a space the size of two peanuts -- it is thought
to be the world's smallest aircraft. It was developed by researches at
Shanghai's Jiatong University using special materials, micro-machining
techniques, electronics and aerodynamics. Xinhua said only that it was
"expected to be used for reconnaissance." (Source: London Guardian)

JERUSALEM AND SUKKOT
Jerusalem and Mt. of Olives stand at the center of the haftarah
(public reading from the Prophets) that we read on Sukkot. The
passage, from the book of Zechariah, chapter 14, tells us that in the
future, woe will be to those nations of the world who do not arrive in
Jerusalem to celebrate the holiday of Sukkot, and a great plague will
befall those who fought against Jerusalem. The holiday of Sukkot, on
which are brought 70 sacrifices on behalf of the 70 nations of the
world, will be the time when all the nations and the entire world will
finally appreciate the place of the Nation of Israel and that of
Jerusalem.

A special focus in this haftarah is placed on the Mt. of Olives:
"Then shall the L-rd go out and fight against those nations_ And his
feet shall stand that day upon the Mount of Olives, which is before
Jerusalem on the east, and the Mount of Olives shall be split along
its middle by a very great valley from east to west. Half of the
mountain shall be removed towards the north, and half of it - towards
the south."

MT. OF OLIVES - EAST OF JERUSALEM
The description of the Mt. of Olives as east of Jerusalem is very
significant. East of Jerusalem was always very important - the Geonim
used to arrive from there, and the Mt. of Olives was always a place
where Jews would stand and look out onto the remnants of the Holy
Temple when they weren't allowed to enter the city itself. Here, atop
this mountain, was where David prayed while running away from King
Saul. On Hoshana Rabba (the seventh day of Sukkot) a special,
important, well-known, and holy Hoshanot ceremony was held, in which
Kohanim (priests) holding willow branches would walk around the
mountain. There are Geonic reports of this ceremony, and Kabbalistic
writings about what will happen in the Redemption process when this
ceremony - the forerunner of today's twice-yearly massive Priestly
Blessing at the Western Wall - is renewed.

A CRITICAL YEAR AHEAD
In the politics of today, too, this year may well have critical
implications for the future of Jerusalem and Mt. of Olives. This
could be the year in which the nations of the world will attempt to
determine the fate of the Jerusalem, and the Arabs will likely attempt
in various ways - including terrorism - to separate us from the
eastern half of Jerusalem and Mt. of Olives. They will make every
effort that we should not come to visit the ancient Mt. of Olives
cemetery, or Yeshivat Beit Orot, or Ir David (the City of David, just
below Dung Gate and the southern entrance to the Western Wall). They
will do their best that we should not live in this entire area, east
of the Old City of Jerusalem, the area known as the City of David.

RECLAIMING OUR CITY
This could also be the year, too, in which maps will be drawn, and we
will see whether the city is truly united - not only in declarations,
of which we hear many from our politicians: "eternal capital, united
forever, etc." - but also in practice. If you have a car, you should
try to get out and take trips in the different parts of our capital,
and you will see that great efforts are being made in truly making
this city totally Jewish. We are working on this very hard - myself,
and many others - not only in Beit Orot, and not only in the Shimon
HaTzaddik neighborhood. Many many lands in Jerusalem and environs are
owned by Jews and can be reclaimed.. These include a clear majority of
the lands surrounding Jerusalem, including the Temple Mount - from the
Kidron, from Shimon HaTzaddik, the University (known as Tzurim
Valley), the Valley of Yehoshaphat, the Valley of the King, the
ancient and holy Jewish cemetery on Mt. of Olives, the City of David,
the Ben Hinnom valley - all along the east half of Jerusalem.

Our presence must not only be under the ground, in the cemetery, but
also above ground, with Jews walking there on Shabbatot inside the
eruv, with schoolchildren on trips in their capital, walking along the
green patches - all this is not only possible, but it must be done.
This is what will determine the fate of Jerusalem, and will decide:
Will the nations despair of dividing Jerusalem, while we determine
facts on the ground to perpetuate its genuine unity? Or will we be
like those who merely parrot declarations, but don't get up and do
anything? Unfortunately, there are those who do this - sitting in the
Diaspora, every year they recite "Next Year in Jerusalem," in the full
knowledge that next year they will be exactly where they are now.

IT'S UP TO US!
This is the test that all of us will face this very year - there is
nothing more urgent than this. The status of Jerusalem will be
determined by us. I would be happy to meet each of you personally to
walk around the various parts of Jerusalem and show how we are
investing efforts, and how we must continue to do so. We are the
Nation of Israel, returning to its Land and returning to its City, the
Eternal City. May the words of the Prophet Zechariah - in the above
chapter - be fulfilled: "On that day, He and His Name will be one."

Chag Same'ach, and we hope to see you - walking in Jerusalem!

Victory at Ruston High!
2 students resist, 1200 benefit

Thanks to a stand taken by two Ruston High school students -- Rachel
Winchel and Jonathan Washington -- students and teachers there are no
longer be required to wear their Social Security numbers displayed on
their Ruston High ID badge. Principal Charles Scriber announced the
new policy over the school's public address system on Wednesday,
September 28, 1999. Any student or teacher who objects to having the
SSN-encrypted barcode printed along the bottom of their school badge
can simply cut it off, according to Dr. Scriber.

Rachel said that almost immediately, about seventy-five percent of her
classmates did just that, they took out scissors and removed the
offending symbology from the bottom of their IDs. "That proves, in my
opinion, that more kids would have spoken out against this if they
weren't so scared of the administration," she added.

For the entire prior school week, Rachel had not worn her ID. She and
Jonathan were the only students to do so as an expression of their
objections. The school uses the students' social security numbers for
identification, and the barcodes are scanned when students purchase
lunches and check out books. Student IDs are also required for
attendance at all outside school functions such as ball games and
dances.

Dr. Scriber's announcement was not a total surprise for Rachel.

On Tuesday, Rachel's fourteen year old younger sister, Amanda, was
disciplined for not wearing her badge to class. Following in her older
sister's footsteps, Amanda chose to not wear her school ID that second
week, having seen that her sister had done so with apparent immunity.
However, school officials were not so lenient with the younger
Winchel's act of defiance.

Amanda was first confronted by a teacher who sent her to the school's
athletic coach. She was later told that a "referral" was being put in
her file. A referral is a school record of disciplinary action.
Subsequently, Amanda told the school officials that she had her
mother's approval and support and she asked that they call in her
older sister who could better explain the family's legal basis for
their objections. Eventually Amanda was taken to the principal's
office and Rachel was subsequently called to the meeting.

Of course, little explaining was needed. Principal Scriber was already
well aware of Rachel, Jonathan, and now Amanda's reasons for not
wearing their IDs. Prior to this encounter, Dr. Scriber and other
school officials contended that the school had obtained a legal
opinion affirming that their requirement for student Social Security
numbers was completely within the law.

Notwithstanding the alluded-to-but-never-produced "legal opinion,"
Rachel had an opinion of her own and she was well prepared to share
it.

Each day Rachel carried with her a notebook full of social security
number cases and legal cites which she had obtained primarily over the
Internet. Whereas Amanda was understandably somewhat intimidated,
frightened, and scared by the unwelcomed encounter with school's
highest authority, Rachel was resolute, confident, and firm in her
presentation. She told Dr. Scriber that, it was her opinion the
school's use of students' SSNs violated several federal laws. She said
that the requirement was, at a minimum, a violation of the Family
Educational Rights and Privacy Act and the Privacy Act of 1974, and
that continued enforcement could result in prosecution under Title 42
of the United States Code, section 408.

A long discussion followed about both the legal and the philosophical
objections Rachel had with regard to the SSN-encrypted school ID
badges. According to Rachel, Dr. Scriber acknowledged to her that,
"the decision to use student SSNs was probably a mistake on the
school's part." "That's when he agreed to change the school policy. He
told me he would announce it to the entire school the following day,
Wednesday," Rachel said.

Rachel and Amanda were also told, however, that if either of them came
to school Thursday without their school ID, they would be suspended as
required by the Student Handbook.

Rachel has mixed emotions about the outcome. She said that, while
she's glad the SSN-barcodes are coming off, she's not comfortable with
the new requirement for students to wear IDs all day at school. Rachel
said she's philosophically opposed to the whole concept of ID badges
for kids, the numbering system, and the machine readable barcode in
general. She said she may continue the battle after looking into her
legal options.

On Thursday, the day after the initial announcement, a school
administrator again came over the PA system and said that all teachers
are to check for students not wearing ID's, and, according to Rachel,
the official said: "Students not wearing their ID tag are to be sent
to the office immediately." Rachel added, "they said something like
'wearing an ID tag is a very simple thing to do.'"

In addition to Rachel's personal religious beliefs about this issue,
she said there were other concerns that everyone should have about
requiring children and young adults to carry IDs. She said, "requiring
kids to wear IDs just conditions them to make them feel like they
belong to the school -- like school property. Eventually, everyone
will have to wear an ID to do just about anything, and then everyone
will become totally dependant upon the government for everything. That
is, the one's who go along will, and the others will become outcasts
from society."

School officials also have not yet agreed to remove students' Social
Security numbers from the school's database, which Rachel said she was
adamant about at the occasion of her meeting with the school
administrators.

TIMELY PRAYER FOR RAIN
The level of the Kineret (Sea of Galilee), which dropped below the
"red line" this week, is now five centimeters higher - but is expected
to drop another twenty centimeters over the course of the next month.
The "red line" - 213 meters below sea level - is the level below which
the Kineret must not be allowed to drop, according to government
regulations. Irreversible damage to Kineret water quality by
plant-growth accumulation and sediments is the fear of some water
experts. The special annual prayer for rain will be recited in
synagogues across the world tomorrow.

Public schools teaching occult religion? Lawsuit challenges tax
funding of New Age curriculum

SACRAMENTO, Calif. -- The implementation of the Waldorf
curriculum -- an educational philosophy related to the New Age
religion "Anthroposophy" -- in some California public schools,
has stirred up controversy as opponents say its use violates the
U.S. Constitution.

People for Legal and Nonsectarian Schools, an unlikely
coalition of liberals and evangelical Christians, has filed suit
against both the Sacramento City Unified School District and
Twin Ridges Elementary School District for allowing public funds
to be used to set up schools which teach the Waldorf curriculum.
In the lawsuit, PLANS contends that public Waldorf schools are
"intrinsically and inseparably" based upon Anthroposophy, a
religion that PLANS further contends is occultic in nature.

What is Anthroposophy? "The Waldorf Teacher's Survival Guide"
is designated by the Sacramento City Unified School District as
one of its resource materials for "training or instruction in
Waldorf teaching methods or Waldorf curriculum." WorldNetDaily
obtained a copy of the 67-page pamphlet, published in 1992 and
written by Eugene Schwartz, head of the Waldorf teacher training
program at Sunbridge College in Spring Valley, N.Y. The "Guide"
says, on page 54: "Most of that which contributes to our work as
teachers, preparation work, artistic work, even meditative work,
is under the guardianship of Lucifer. We can become great
teachers under his supervision, for he is responsible for much
that has blossomed in the unfolding of civilization and culture
in the past."

The charter for global democracy

In less than a year, the United Nations will convene a special
Millennium Assembly as a global summit on the future of the
world. This event will crown a decade of preparation to launch
the new millennium on a new system of global governance. The
blueprint was published by the Commission on Global Governance
in 1995. Now, a Charter to achieve global governance has been
developed for presentation at the Millennium Assembly next
September. It will be published publicly on UN day, October
24th.

It is called The Charter for Global Democracy. It has already
been signed by influential leaders in 56 nations, and has the
support of civil society non-government organizations around the
world. The document is, in reality, a Charter for the abolition
of individual freedom.

Dangers ahead for the New Media

On Monday, a reporter named Steven J. Vaughan-Nichols wrote a
piece for ZDNet called "Here's Linux for fundamentalists." It
displayed the kind of anti-Christian bigotry --and ignorance --
that many of us have come to expect from the establishment
press. But this was in the New Media.

Vaughan-Nichols wrote about a fanciful "Christian Linux
distribution" system --covering his poor reportage with the all-
too-familiar opening caveat: "Hoax or reality?"

Well, Mr. Vaughan-Nichols, it has always been my understanding
that we pay journalists to sort out the difference between hoax
and reality.

Nevertheless, ZDNet went with a story suggesting that a
satirical website promoting the "Jesux" system for "Christian
hackers, schools, families and churches" might actually be real.
All it really took was a discerning eye by someone free of anti-
Christian prejudices to see through the parody.

It took a followup story by Vaughan-Nichols a couple days later
to explain what should have been obvious to a serious, unbiased,
trained observer from the start -- "Jesux" was a joke --albeit a
not-very-funny one.
