Playing around with genetics
A new breed of video game lets you experiment with virtual evolution — and
sociology as well By Steven Johnson FEED MAGAZINE

April 14 — Breeding software used to be the stuff of science fiction and
esoteric artificial intelligence research. Now it´s coming to a video game
store near you. What happens when Darwin meets Mario?

WILL ANDROIDS DREAM of sorting numbers? The annals of artificial
intelligence are littered with references to chess-playing automatons and
Turing Tests, but the seemingly elementary task of arranging digits in
numerical order has played a seminal role in AI´s history as well.
Consider the program for number-sorting devised several years ago by
supercomputing legend Danny Hillis, a program that undermines all of our
conventional assumptions about how software should be produced. Hillis´s
creation was a recipe for learning, a program for creating another
program. In other words, Hillis didn´t teach the computer how to sort
numbers. He taught the computer to figure out how to sort numbers on its
own.

Hillis pulled off this sleight of hand by connecting the formidable powers
of natural selection to a massively parallel supercomputer. Instead of
designing a number-sorting program himself — writing out lines of code and
debugging — Hillis instructed the computer to generate thousands of
mini-programs, each composed of random combinations of instructions,
creating a kind of digital gene pool. Each program was confronted with a
disorderly sequence of numbers and each tried its hand at putting them in
the correct order. The first batch of programs were, as you might imagine,
utterly inept at number- sorting. (In fact, the overwhelming majority of
the programs were good for nothing at all.) But some programs were better
than others, and because Hillis had established a quantifiable goal for
the experiment — numbers arranged in the correct order — the computer
could select the few programs that were in the ballpark. Those programs
became the basis for the next iteration: only Hillis would also mutate
their code slightly, and cross-breed it with the other promising programs.
And then the whole process would repeat itself: The most successful
programs of the new generation would be chosen, then subjected to the same
transformations. Mix, mutate, evaluate, repeat.

At the end of thousands of cycles, the computer had evolved a batch of
programs that could sort any assemblage of random numbers — and indeed,
could sort numbers faster than any programs that Hillis himself had
written using traditional programming techniques. Hillis´s system
functioned, in biological terms, more like an environment than a organism:
It created a space where intelligent programs could grow, and in some
cases exceed the capacities of flesh-and-blood programmers.

"One of the interesting things about the sorting programs that evolved in
my experiment is that I do not understand how they work,” Hillis writes in
his recent book, “The Pattern in the Stone.” “I have carefully examined
their instruction sequences, but I do not understand them: I have no
simpler explanation of how the programs work than the instruction
sequences themselves. It may be that the programs are not understandable.”

Proponents of evolutionary software have long made ambitious claims for
their field. The most grandiose of those involve scenarios where digital
Darwinism leads to a simulated intelligence, capable of open-ended
learning and complex interaction with the outside world. (Most advocates
don´t think that such a intelligence will necessarily resemble human
smarts, but that´s another matter.) In the short term, though,
evolutionary software promises to transform the way that we think about
creating code: in the next decade, we may well see a shift from top-down,
designed programs, to bottom-up evolved versions, like Hillis´
number-sorting applet — “less like engineering a machine,” Hillis says,
“than baking a cake, or growing a garden.”

That transformation may be revolutionary for the programmers, but if it
does its job, it won´t necessarily make much of a difference for the end
users. We might notice our spreadsheets recalculating a little faster and
our grammar checker finally working, but we´ll be dealing with the end
results of evolutionary software then, not the process itself (the
organisms, in other words, and not the environment that nurtured them).
But there is one domain where we´ll be able to experiment directly with
evolutionary software, growing our digital gardens of code. In fact, we
can get our hands dirty already. And we can do it just by playing a game.

China Sets Up Office to Regulate Internet News

  BEIJING (Reuters) - China has created an office to regulate
  news on the Internet and to help state media spice up their Web
  sites so they may compete in the booming market, officials and
  newspapers said Friday.

  Executives at privately owned Web sites said they were worried
  by the ambiguous mandate of the Internet Information
  Management Bureau, which includes countering the "infiltration
  of harmful information on the Internet."

  But many said the bureau, controlled by China's cabinet, has
  demonstrated a progressive understanding of the Internet, and
  appeared focused on making sleepy state-owned news sites
  more interesting, rather than reining in popular commercial sites.

  In a speech carried by official newspapers Friday, bureau head
  Wang Qingcun said the office would promote development of
  the industry by establishing copyright standards and stamping out
  "harmful" information.

  "The dissemination of news is still not standardized," Wang was
  quoted as saying. "For example, there is false news, copyright
  violations, and neglect of the legal rights and interests of
  information providers.

  "There is also unhealthy and even harmful information which has
  to varying degrees misled Web visitors," he said.

  "HARMFUL" CONTENT TARGETED

  How the bureau chooses to define "harmful" could have a
  profound impact on Web portals' ability to draw surfers.

  Beijing already struck a heavy blow to portals such as
  Sina.com.cn, Sohu.com and Netease.com earlier this year when
  it barred them from running foreign news on their sites.

  To compensate, the sites have largely relied on giving splashy
  treatment to sensational stories about crime and official
  corruption that appear in state newspapers.

  If the bureau forced portals to downplay such news, Chinese
  Web surfers may flee to Chinese-language sites overseas. Many
  such sites are blocked by authorities, but Chinese surfers are
  adept at using proxy servers to get around firewalls.

  An official at the State Council Information Office which controls
  the new bureau was seeking to limit content related to
  pornography and gambling.

  "I think many people overseas might misunderstand what this is
  for -- we're trying to promote the development of all Web sites,
  state or private owned," he said.

  Sensational news stories on portals would not be targeted -- "If
  it's true, it's okay to report it," he said.

  An executive at a Chinese Web site that runs news articles said
  he believed the bureau would be less stringent than other
  government bodies which have sought control over the Internet.

  "The people are open-minded, they're less rigid than telecom
  people," he said, referring to conservative officials at the Ministry
  of Information Industry.

  "Is it good news or bad news? It's hard to say, but at least there
  is some distributed power," he said.

  Asked whether government help for state media Web sites might
  pose a competitive challenge, Chen Tong, who runs the content
  division at Sina.com said: "It could mean more competition, yes.

  "But the number of state media we have established cooperation
  with has been increasing, not decreasing."

  "I think this will be a good thing. After all, if traditional media
  news sites fail, it could hurt the whole industry," Chen said.

I just finished reading the post submitted and I too find myself
disagreeing with the editor and agreeing more with them. I have done some
research on the resurrection and to my surprise my findings show that the
resurrection took place on Saturday. The phrase "one of the Sabbaths", is
incorrectly translated "the first day of the week" which would give the
impression that He rose on Sunday morning.

The word "sabbaton", which is Strong's # 4521 is found 68 times in the NT.

AV - sabbath day 37, sabbath 22, week 9; 68
1) the seventh day of each week which was a sacred festival on
   which the Israelites were required to abstain from all work

       every seventh day of the week
   1b) a single sabbath, sabbath day
2) seven days, a week

Only 8 times it is translated "first day of the week". The phrase "one of
the sabbaths" refers to any one of the sabbaths that fall between Passover
and Shavuot (Pentecost). The Jews counted 7 sabbaths to determine when
Shavout would be.

Donald Grey Barnhouse, editor of Eternity Magazine (June 1958 edition)
cites evidence from the Dead Sea Scrolls which would place the Last Supper
on Tuesday. He quotes from a Roman Catholic journal published in France
that "an ancient Christian tradition, attested to by the Didascalia
Apostolorum as well as by Epiphanius and Victorinus of Pettau (died 304)
gives Tuesday evening as the date of the Last Supper and prescribes a fast
for Wednesday to commemorate the capture of Christ." That would put the
Crucifixion on Wednesday afternoon. Remember that the Jews counted a day
being from sunset to sunset. From sunset Wednesday to sunset Thursday
would be one night and one day, Thursday to Friday would be 2 nights and 2
days, Friday to Saturday would be 3 nights and on the third day he arose.

After considering the support for a Saturday resurrection can one justify
celebrating Easter?

HOW "THIS BLESSED PLOT" WAS LEFT OFF THE E.U. MAP A map
issued by the European Commission depicts every country in the European
Union. Except one. England is missing. Scotland, Northern Ireland and
Wales are there as constituent parts of the United Kingdom, which is the
member state of the EU. Germany is there, broken into its various Lände.
So is France, with all its départements; and Spain with its regions.
Belgium is there twice, once in French and once in Flemish. Even
Switzerland, which is not in the EU, is named in French, German and
Italian. But where is "This blessed plot, this earth, this realm, this
England"? Nowhere to be seen. Where a great nation used to be there is
nothing other than a collection of artificially constructed regions. To
add insult to an injury particularly acute on the eve of England's
patron saint's day, St George's Channel between Ireland and Britain has
been omitted and pride of place given to the Celtic Sea. Only in the
English Channel does the EU's most ancient nation get a mention. The
removal of England is not merely some dastardly European plot. Two
successive governments, the bureaucrats of Whitehall and local council
leaders have all been complicit in its disappearance. Under the Tories,
10 Government Offices for the Regions were set up and on to this
template was nailed a network of unelected assemblies whose boundaries
are based on regional development agencies set up last April. Made up of
councillors and businessmen, they are already establishing offices in
Brussels to make sure they are represented in the councils of the EU.
Ostensibly administrative units designed to bring together central
departmental responsibilities for local government, these regions have
now, evidently, taken England's place on the map of Europe. Like it or
not, this, now, is England: the North-East, based in Newcastle;
Yorkshire and Humberside (Leeds); North-West (Manchester); Merseyside
(Liverpool); East Midlands (Nottingham); West Midlands (Birmingham);
South-West (Bristol/Plymouth); Eastern (Cambridge/Bedford);
South-Eastern (Guildford) and London. (The London Telegraph)

THE HOLY ROMAN . . . ROME ON ALERT AFTER FIREBOMB ATTACK
ON SHRINE Police yesterday issued a warning that an attempt to blow up
one of Italy's most popular and revered shrines to the Virgin Mary could
signal a campaign by "anti-clerical militants" to disrupt Easter
celebrations being attended by millions of pilgrims this weekend. The
Renaissance shrine at Loreto, near Ancona on the Adriatic coast, is
built over what is said to be the house of Jesus, Joseph and Mary from
Nazareth. According to legend, the stone house was flown by angels to
Italy by way of Dalmatia in the 13th century after the expulsion of the
Crusaders from the Holy Land by Muslim forces. The Vatican has suggested
that a more likely explanation is that the house was transported on a
Crusader ship. The supernatural version has, however, retained its hold,
and the fortified Basilica at Loreto is visited by four million pilgrims
a year, including the sick and terminally ill. Police said they had
found plastic sacks containing petrol linked to a crude detonator placed
against a side door of the basilica, a masterpiece built by Bramante.
The fuse was partially burnt, suggesting that the device had been lit
but had not exploded. Security has been stepped up in Rome for the
Easter weekend, when half a million pilgrims are expected to take part
in ceremonies presided over by the Pope. (The London Times)

RELIGION
X-MASS IS GOOD BUT EASTER IS EVEN BETTER Today is Holy
Saturday, or in the old English usage, Easter Eve. It is emphatically
not Easter Saturday, which is next week. It is not yet in fact Easter at
all: that begins - obviously enough - tomorrow, on Easter Sunday (then
it will be Easter Monday, Easter Tuesday and so on). To make things
complicated, for Roman Catholics (and many Anglicans) the celebration of
Sunday begins on Saturday evening. But until then the Church is waiting
at Christ's tomb, living through a period of suspended animation in
which all liturgical life is suspended: Christ has died, but not yet
risen. The altars have been stripped, the statues are covered, no
sacramental celebrations take place. It ought to be a period of great
desolation, this commemoration of the time when Christ's followers lost
all hope. Of course, we know how the story ends, The Church itself,
though as it were officially desolate, is bustling. For Catholics, this
is the greatest of all the year's liturgical celebrations: the Mass of
the Easter Vigil. This is the Mass from which all other Masses derive,
the Mass of Christ's rising again. It sometimes surprises non-believers
that Easter, not Christmas, is our big day, but it is. Christmas,
indeed, was not celebrated at all until the 4th century, when December
25 emerged as the official birthday of Christ. The main purpose of the
feast, though, was to underline Church teaching on the century's great
theological controversy, the doctrine of the Incarnation of Christ (the
Nicene Creed, remember, emerged from the Council of Nicaea in AD325).
[This IS the "antichrist" doctrine as defined by John! How many of y'all
have been accepting it? "Come out of her" YAH's people!] Christmas is
the feast of the birth of God as Man, and therefore of the divinity of
Christ: the heresiarch Arius denied that Jesus was any more than a
supremely good man. But Christianity was from the very beginning the
religion of the Resurrection. "If Christ is not risen," wrote St Paul,
"I have nothing to teach and you have nothing to believe." It was during
the Mass of the Resurrection, at dawn on Easter morning, that
catechumens, new believers, were baptised and became full members of the
Church. It must have been an unforgettable experience. It is a magical
time; and wonderful though Christmas is, Easter will always be the day
of days. (The London Times)

CAREY DISBANDS ELITE ADVISERS ON SPIRITUAL ISSUES The
Archbishop of Canterbury, Dr George Carey, has dismissed the squad of
"theological advisers" who used to meet regularly to advise him on
issues such as homosexuality and marriage. The "group of four" has been
formally disbanded as a group, and its members are no longer sent papers
or books to read and discuss with Dr Carey. Insiders insisted that the
move had nothing to do with recent controversy over marriage and
homosexuality but there will be speculation that Dr Carey wants a fresh
theological approach from his advisers. The group was inherited by Dr
Carey from his predecessor, Dr Robert Runcie, now Lord Runcie, although
some of the figures involved had changed. Although they are still seen
occasionally in the corridors of Lambeth Palace, on their way to
meetings with Dr Carey or members of his staff, Dr Carey has decided to
change the way he receives his information and advice on contentious
issues of theology. The team of four were involved in assisting the
Archbishop to make up his mind about contentious issues such as women
priests, homosexuality, the authority of the Church and the existence of
Heaven and Hell. (The London Times)

WATCH THE DOLLAR The sudden vanishing of some $2.3 trillion in paper
values on the US stock market over the past four weeks, however
dramatic, is but the beginning of a process of global reverse-leveraging
of financial and monetary aggregates. The next crisis phase will likely
extend into the foreign exchange markets. In 1999, the US ran a record
current account deficit of some $338 billion. Yet, the dollar exchange
rate has steadily risen since January 1999, especially against the weak
euro. The reason the dollar has remained "strong" so far is quite
simple: The trade and other deficits have been more than offset by
record inflows of foreign, mainly European investment into the US stock
bubble. In 1999, according to data from the Securities' Industry
Association, foreign purchases of US stocks, and of corporate and
government agency bonds, reached $365 billion, a rise of 58% over 1998.
Under conditions of contracting American stock markets, foreign
investors will be increasingly under pressure to liquidate US stock
holdings. That trend will likely extend into bond investments. At that
point, the financial market crisis in the US will be transformed into a
simultaneous currency crisis with global ramifications - a real "dollar
crisis." Then, the Federal Reserve's "gradualist" measures of moderate
interest hikes will probably be seen as useless by international
investors, and radical measures will be demanded. (Strategic Alert)

EURO HOVERS NEAR LOW AS TRADERS PREDICT FALL The euro was
unchanged in thin trading Friday, hovering near its record low against
the dollar, but traders said they expected the euro to fall further next
week. At noon, the euro was at 93.85 cents, even with its level of late
Thursday. Trading was light as most dealers stayed home for the Good
Friday holiday. ''People are simply not buying the euro,'' said Paul
Podolsky, currency strategist at FleetBoston in Boston. ''Investors have
given up for the time being and are just eager to stop the pain they
have been feeling for so long.'' ''Trading is quiet today. But next
week, when the market is running back at normal speed and the U.S.
releases new, strong growth data, the euro will likely drop further,
perhaps testing the 93 cents and then 92.50 cents levels,'' a dealer
said. On Thursday, the U.S. government will release its first assessment
of how much the economy grew in the first quarter. Economists estimate
that GDP grew at a robust annual rate of 5.9%. The euro came under fresh
pressure this week after the G-7 failed to mention it, suggesting
official indifference to the currency's decline. (Int'l Herald Tribune)

AS THE MARKETS CRASH, THE FAKE "ANTI-I.M.F." MOVEMENT
APPEARS IN WASHINGTON The so-called anti-IMF demonstrations in
Washington during the April 15/16 weekend, while not very significant as
such, are one aspect of a broader operation which aims at deflecting and
channelling growing political ferment, triggered by the qualitative
deepening of the systemic financial crisis - as demonstrated by the
April 14 Wall Street crash. This operation aims at creating a
Jacobin-style upsurge to sabotage the real alternative to the IMF and
World Bank policies, namely Lyndon LaRouche's New Bretton Woods -
exactly at the time when the global financial crisis is sliding into its
terminal phase. In the Washington "anti-IMF" demonstrations, a key role
was played by an organization called "Jubilee- 2000" (J-2), founded in
Britain. It has nothing to do with the initiative of Pope John Paul II,
for debt cancellation in this Jubilee year. J-2 has promoted a campaign
ostensibly calling for cancellation of Third World debt, but in reality,
proposing to cancel only that portion of debt which is definitely
unpayable. In addition, J-2 demands stringent conditions, worse than the
IMF's, attached to the debt write-off. For example, new credits given
after a debt cancellation deal, should be managed by private agencies,
and allocated only for "useful purposes," not for projects which are
judged "wasteful," like airports, roads and other infrastructure which
might be used to enrich "corrupt" local politicians. J-2's model country
in Africa is Yoweri Museveni's Uganda. A leading figure of J-2 is Will
Kareba, an advisor to Museveni. Most revealingly, Jeffrey Sachs, the
Harvard-trained "shock therapist" in Russia and other former Comecon
countries, plays a leading role in J-2! J-2 was founded by a former
British colonial officer, Martin Dent, and is headed by a British
Blairite, Ann Pettifor. It is financially supported by the British
government, which was the first to endorse J-2's "drop the debt"
campaign. * Parallel to the fake anti-IMF mobilization in Washington, a
monstrous media spectacle has been mounted in Miami, Florida, around the
case of 6-year-old Cuban boy Elian Gonzales. The "Elian case" has been
made the "lead issue" of American "politics," in a transparent attempt
to divert attention from the ongoing financial market crash. (Washington

BRITAIN BY GEORGE, THIS SAINT WAS NEVER IN ENGLAND St George,
England's patron saint, may never have set foot in the country, a report
by the Encyclopaedia Britannica claims today. As people across England
prepare to honour tomorrow's anniversary of the death of the valiant
dragon- slaying martyr, research by Britannica claims that the
soldier-saint never left the Orient. Every schoolchild learns the myth
of the chivalrous knight, but Britannica says that his adoption as
patron saint of England was based purely on King Edward III's obsession
with St George's valour. It adds that, over 600 years, the English have
reinvented his life so that he now has a birthplace in Coventry and an
English lord for a father. The cross of St George became the standard
uniform for English soldiers and sailors in the 14th century. Today the
flag is more commonly seen draped over the shoulders of England soccer
fans. In 1940 King George VI introduced the George Cross for acts of
great heroism. Scholars have tried to separate the man from the myth.
Some say that he was a Greek in the Roman Army, others that he was born
in Palestine and some deny that he existed. The Oxford Dictionary of
Saints says it is "likely but not certain" that he was a soldier who
lived in the 3rd century. It is believed that he died in Lydda,
Palestine, in AD303 after protesting about the Emperor Diocletian's
persecution of the Christians. The cult of George developed further
during the Crusades. A vision of the saint at the siege of Antioch
preceded the defeat of the Saracens and the fall of the town on the
first Crusade. St George is, however, very popular in Greece and is also
the patron saint of both Ethiopia and Russia. (The London Times) * A
Society of St George was founded in London in the early 19th century and
formally established in 1894. It became the Royal Society of St George
in 1902 with the blessing of Edward VII. There are now 76 branches
around the world. Lady Thatcher is a vice- president. Sir Colin Cole,
another vice-president, said of Britannica's claim: "I think it is a
theory which could be propagated, but I don't think one will ever be
able to be quite certain because we are in the realms of legend and
speculation. It is the ideal which really appeals to members."
Meanwhile, the BBC and the Government have been accused of stifling the
English identity by nationalists planning a St George's Day
demonstration at Television Centre. Cyning Meadowcroft, president of the
English Parliament Movement, believes that British institutions have for
too long tried to "hide" Englishness while promoting Celtic culture. He
said: "While there is a BBC Scotland and a BBC Wales, there isn't a BBC
England. The English are not appreciated and looked after. We are
usually quite mellow but English identity is slowly re-emerging as we
find a need to display it." The English Parliament Movement expects the
demonstration to become the focal point in London for nationalist,
anti-Europe and Euro-sceptic elements. (The London Telegraph)

ASIA/AUSTRALIA TAIWAN WEIGHS FEDERAL SOLUTION Chen Shui-bian,
the newly-elected Taiwan President, has moved a step closer to calming
the waters in the Taiwan Strait by considering a formal federation with
China. Beijing has insisted on complete reunification with Taiwan under
the "one country, two systems" umbrella also applied in Hong Kong and
Macau. Mr Chen has rejected such a formula but appeased Beijing by
dropping support for an independent Taiwan. The reunification issue came
up during a televised chat with a former political adversary. Sun
Yun-suan, a senior adviser to retiring President Lee suggested that one
possible way for Taiwan and China to reunify would be to form a
federation. Mr Chen said Mr Sun's suggestion was worth considering and
perhaps there would be a public consensus about forming a federation.
But he also reminded viewers that he did not have the power
singlehandedly to determine the future of Taiwan. He will be inaugurated
on May 20 and would like to open a dialogue with Beijing in the
following weeks. Mr Chen is a former vocal supporter of Taiwanese
independence and has rarely expressed enthusiasm for Beijing's goal of
repairing a 51-year split between the island and the mainland. Mr Chen
said: "I think the best way to break down the wall would be to rely on
the warmth of the sun to melt it." Since his election last month Mr Chen
has tried to be flexible on the China issue and has made several
goodwill gestures. Beijing has refused talks unless he agrees that
Taiwan is an inseparable part of China. Taiwan has declined to accept

WEST BLAMED FOR CHINA CORRUPTION The Chinese Communist Party
blamed the corruption of a top official sacked for taking bribes worth
£2.75 million on "hostile Western forces" seeking to split the nation,
and the growth of "bourgeois values and lifestyle". The outburst
yesterday was carried as an editorial in all leading national
newspapers, a day after the corrupt former central committee member,
Cheng Kejie, was expelled from the party in preparation for a show
trial. It could result in his execution. "Hostile Western forces . . .
have a strategic plot to Westernise and split our nation and use
thousands of methods to push forwards their political views, ideology
and lifestyle," said the editorial. Senior officials had been led astray
by drink, sex and "individualism" and had "sought the decadent life of
the exploiting classes". Hardliners are waging a sustained campaign
against "bourgeois liberal values", by which they mean calls for
democracy, a free press, independent courts and an end to the one-party
system. The campaign has led to reformist academic being sacked.
Newspapers warned that they should stick rigidly to the "Marxist"
conception of news, under which their main duty is to support the
Communist Party, and "correctly guide public opinion" with approved
propaganda. [Isn't that what happens here also?!] Communist rulers are
aware that the public is sickened by the corruption of modern China.

BARAK AND THE 'PALESTINIAN STATE': Prime Minister Ehud Barak
outlined for the Israeli Cabinet on Sunday his terms for recognizing a
Palestinian state in about three-fourths of Yesha (Judea, Samaria, and
Gaza), which he discussed last week with US President Bill Clinton.
Barak was careful to avoid using the word "state." He set forth his "red
lines" for granting recognition to such an "entity": the Palestinians must
agree that it will be demilitarized; an absolute majority of Israelis in
Yesha must be allowed to remain in several large settlement blocs;
Jerusalem must remain united in its present boundaries under Israeli
sovereignty; and Arab refugees will not be permitted to return to Israel.
None of these demands are new, and all have been previously rejected
by the Palestinian Authority (PA/PLO). A number of Cabinet ministers
welcomed Barak's apparent readiness to break the "taboo" against
speaking of Palestinian statehood. This included Labor party members
Shimon Peres, Haim Ramon, and Meretz party member Education
Minister Yossi Sarid.

Meanwhile, a top Palestinian official said Friday a state envisioned by
PLO Chairman Yasser Arafat must include all of Yesha and East
Jerusalem, areas captured by Israel in the 1967 war. "There is going to
be a Palestinian state along the June 4, 1967, boundaries, with East
Jerusalem as its capital next to Israel," said Saeb Erekat, a Palestinian
negotiator who accompanied Arafat to Washington to meet with
President Clinton.

TALKS TO RESUME NEXT SUNDAY: Peace talks with the
Palestinians will resume next Sunday in Eilat under close American
supervision for two weeks, officials in Washington said Saturday.
Meanwhile, the talks steering committee, led by Oded Eran for Israel
and Saeb Erekat for the Palestinian Authority, is to meet on Tuesday,
most likely in Jerusalem, to discuss outstanding interim issues. Barak
told the Cabinet on Sunday that he is willing to expedite the next
withdrawal planned for June as a confidence-building measure to the
Palestinians. It is important to keep in mind that as part of the Wye
deal, the US reiterated, in writing, an irrevocable commitment that Israel
and Israel alone set the size of the third redeployment.

Meanwhile, on the Syrian Track: The door to peace with Israel is still
open and time has not run out for Syria and Israel to reach a settlement,
the son of Syrian President Hafez Assad was quoted Monday as
saying. However, Bashar Assad, who reportedly is being groomed to
succeed his father, said Damascus will not give up its demand that
Israel return all of the Golan Heights, including a small patch of land
along the Sea of Galilee, according to AL WASAT, a London-based
weekly. In response, Barak said Wednesday Syrian President Hafez al-
Assad should apply to Clinton if he is serious about resuming his peace
talks with Israel.

ON THE NORTHERN FRONT: Israeli forces carried out air attacks in
southern Lebanon on Friday against suspected terrorist hideouts, killing
a Hizb'Allah terrorist. Hizb'Allah detonated a roadside bomb in southern
Lebanon Thursday, killing one South Lebanon Army (SLA) soldier and
injuring another. A second roadside bomb later injured two Israeli
soldiers. A rocket and mortar fire exchange that later ensued along the
central sector of the Security Zone left another SLA soldier injured An
Israel Defense Force (IDF) statement in Jerusalem confirmed the
Hizb'Allah attack. A separate Israeli statement said two terrorists were
killed Wednesday in a surprise attack by an army unit in the central
sector of the Security Zone. It gave no further details.

In other news, Israel officially withdrew from the five-nation Monitoring
Group on Sunday, effectively terminating the international body which
has overseen the April Understanding since August 1996. The IDF said
the delegates to the group would only return after a two-week cease-fire
by Hizb'Allah. Israel said Hizb'Allah and other terrorist groups flout the
April Understanding by staging attacks from populated areas. The IDF
argues that the Understanding hampers its ability to respond to the
source of terrorist fire. If Lebanese civilians are killed or wounded,
Hizb'Allah feels it is justified to respond with a cross-border attack into
northern Israel.

Israeli security sources stated that a notable increase has been seen
during the recent week in the activities of the Hizb'Allah organization in
south Lebanon. ISRAELI RADIO quoted these sources as saying on
Wednesday that exchanges of gunfire increased by 20% and that the
operations carried out by Hizb'Allah terrorists aimed at striking positions
of the IDF near the international borders. The radio report viewed
Hizb'Allah's action as intended to test the response of the IDF toward its
operations in light of the deadlock which governs the peace negotiations
with Syria and Israel's suspension of meetings of the April
Understanding committee.

MORE UN RESOLUTIONS AGAINST ISRAEL: The United Nations
Human Rights Commission criticized Israel Monday for "settlement
activity" and "rights abuses" in Yesha. In votes on three separate
resolutions, a majority of the 53-nation UN Commission came down
against Israel, with only the US supporting the Jewish state. Similar
resolutions are submitted annually with the same result. Israel is a
nonvoting observer of the UN panel. A European Union-backed motion
expressing "grave concern at the continuing Israeli 'settlement
activities'" in Yesha gained the widest support, with 50 countries voting
in favor. It called on Israel "to match its stated commitment to the peace
process with concrete actions to fulfill its obligations and cease
completely its policy of expanding the settlements and related activities
in the 'occupied territories', including East Jerusalem."

PA/PLO TEACHES CHILDREN TO HATE ITS 'PEACE PARTNER':
Teachers in PA/PLO schools are formally instructed to drill into the
minds of their young students the idea that "Zionism is racist and
aggressive," and to implant the value of "wrath toward the alien thief who
stole the homeland and dispersed its people." Such are the chilling
findings of a new expose' released last month by the Palestinian Media
Watch center, headed by Itamar Marcus, based on its comprehensive
review of the official teacher's guides accompanying textbooks used by
the PA/PLO in its schools. In a widely circulated report last year,
Marcus found PA/PLO textbooks were filled with inciteful descriptions of
Jews and Israelis as cunning, deceitful and treacherous, and routinely
referred to Israel as the "Zionist enemy" and "oppressors." The new 19-
page study reveals that the official PA/PLO guides -- which Palestinian
teachers are required to use -- contain much the same, instructing
educators to saturate the minds of their students with incitement
against Israel and extreme anti-Semitic views. For example, PA/PLO
teachers are required to prepare their students for a "Jihad" (holy war) to
liberate all of "Palestine" and to "cherish the Jihad fighters who quench
the earth of Jerusalem with their blood." They are to instill in their
students the idea that "Jews are dangerous enemies of Allah, Islam and
the Arab nation." Students are asked to emulate the efforts of Saladin,
who liberated Jerusalem from the Crusaders. PA teachers also are to
refer to Israel as the "Zionist occupier," and place it in the same
category as "Fascism-Nazism." Meanwhile, new history books
introduced in PA/PLO schools define Israel as a "thieving conqueror,"
while the only map of "Palestine" in new PA/PLO textbooks eliminates
the state of Israel, while labeling Haifa, Jaffa, Beersheva, and the entire
Galilee and Negev as Palestinian cities. A senior official with the
Palestinian Ministry of Education recently defended the use of the
inciteful material exposed by Marcus, saying, "We are sovereign and we
will determine what we will teach our children, without any interference."
 

The incredible fact is that, despite the damaging report, the US has
decided to increase its substantial support of Palestinian education by
an additional $10 million grant of assistance!

TERRORIST ATTACK IN GUSH KATIF: Arabs fired shots on an Israeli
convoy of cars leaving Netzarim, in Gush Katif, last night. No damage or
injuries were caused. HAKOL MEHASHETACH NEWS AGENCY
reports that IDF soldiers returned the fire and combed the area. This is
the third attempted terrorist attack in the Netzarim area in three days.
On Thursday night, IDF soldiers quickly returned fire when two roadside
bombs were detonated and shots were fired on Israeli cars
simultaneously.

DEFINITION OF "COMPROMISE": "(1) To bind by mutual ['reciprocally
receiving and giving'] agreement; 2. To adjust and settle by mutual
concessions [' The act of conceding or yielding;'].

SNEH WILL DECIDE ON HAR GILO AND EFRAT: Deputy Defense
Minister Ephraim Sneh has been authorized by Barak to decide on the
future of the new neighborhoods in Har Gilo and Efrat. The Yesha
Council began independent construction works in both sites last week.
Sneh himself told ARUTZ-7 that certain Jewish settlements will not be
territorially contiguous with the rest of Israel in the final-status
arrangement. This is the first time that a government source has made
such a statement, Huberman noted. "It would not be such a catastrophe
if a Palestinian policeman stops an Israeli citizen and asks for his
identity card," said Sneh. "170,000 Jews and 700,000 Arabs will have to
learn to live together, to use the same roads, and to pass through each
other's sovereign areas." Regarding Jerusalem, Sneh said, "There are
Palestinian villages around Jerusalem that do not have the city's
holiness or Divine presence"; similar comments were made by Barak
Sunday.

PLO TRAINING ARMY: Just days before Arafat was scheduled to meet
with Clinton in Washington, Israel's largest newspaper revealed that the
PLO police force is undergoing training that will transform it into a full-
fledged army. The Zionist Organization of America (ZOA) is urging
Clinton to demand that Arafat immediately cease the military training.
YEDIOT AHRONOT reports [April 11, 2000] that "police brigades
including thousands of policemen are operating in Gaza today, which
can be expanded to a division of some 12,000 men . . . they are armed
with, among other things, dozens of RPG anti-tank launchers in violation
of the terms of the Oslo agreements." The PLO police recently "held a
series of exercises in battalion configuration" and "carried out an
exercise which simulated movement of armored forces, using the light
armored vehicles held by the Palestinian police . . . A number of Gazan
police commanders recently completed battalion commander courses
abroad." Last year, YEDIOT AHRONOT reported [August 31, 1999] that
"the Palestinian naval commando unit purchased military equipment in
Europe, Russia, and China, which was smuggled into the Gaza Strip
through Egypt, using tunnels constructed under the Rafiah border area."
The YEDIOT report about the PLO police is the latest in a series of
indications that the PLO is preparing for war against Israel.

PRIOR EXPERIENCE REQUIRED: Israel's Journalists Association has
appointed Israel Television cameraman Eitan Oren to its Ethics
Committee. Oren was responsible, with Avishai Raviv, for the staged
Eyal swearing-in ceremony shortly before the assassination of Yitzchak
Rabin. The Shamgar Committee, which investigated the assassination,
concluded, "Anyone who was there [at the ceremony] had to know that
it was staged." In a letter of protest to the Journalists Association,
Israel's Media Watch wrote, "We were astonished to learn of [Oren's
appointment to the Ethics Committee]. Mr. Oren, you will remember,
was suspended from his regular duties as a reporter on Israel Television
in 1988 for one year . . . Many complaints have been submitted against
him for his lack of professional ethics."

HILLARY SHUNS ISRAEL AGAIN: Five months after her hug of Suha
Arafat, Hillary Rodham Clinton is serving as the honorary chairwoman
and host of a charity event organized by the wives of the ambassadors
of Syria and Sudan, a charity that has excluded Israeli representatives
from its past activities. The May 3 event is sponsored by the Mosaic
Foundation, a charitable organization formed in 1998 by the wives of
Arab diplomats. The group has held three major events, sending out
invitations to almost the entire diplomatic corps, but snubbing the
Jewish state every time. Hillary has been an honorary chairwoman of
the organization since its inception. Two of the Mosaic Foundation's
member embassies, Syria and Sudan, are on the State Department list
of state sponsors of terrorism. Others linked to the Mosaic Foundation
include Senators Lott and Daschle. Corporate sponsors include
companies involved in the petroleum industry, including Chevron,
Texaco, ExxonMobil, Shell International EP, Phillips Petroleum, BP
Amoco and Halliburton. A number of defense contractors are also
sponsoring the event, including the Boeing Co., General Dynamics,
General Electric and Hughes Space Telecommunications. Also on the
list of corporate sponsors is The Slim Fast Food Co., which is owned by
a Jewish American, S. Daniel Abraham, who has been a frequent guest
at the White House and who is active in shuttle diplomacy between
Israel and its Arab neighbors. Also involved is an ABC News
commentator and former Clinton political aide, George Stephanopoulos.
This year the proceeds from the event will go to a British charity, Save
the Children, and specifically to its programs in Morocco, Judea,
Samaria, the Gaza Strip, Egypt, Lebanon and Jordan.

GUEST EDITORIAL: THE KOSOVO PARADIGM

The issue is of Kosovo is not dead and buried and is highly relevant to
Jews living in Israel. Nevertheless, it is being kept out of the limelight
and removed from the international agenda. Remember the bombings?
Remember the trains of Albanian deportees which N.A.T.O.'s well-oiled
propaganda machine compared to the trains transporting the Jews to
Auschwitz--no less? Getting down to the main thing, do you remember
the rumor mills about genocide, holocaust, which the Serbs were
presumably perpetrating on the Moslem Kosovars? Ethnic cleansing
and genocide--these were the key words dangled before the eyes of the
enlightened world to exonerate the bombing which killed hundreds and
perhaps thousands of innocent Serbian civilians, and to justify the
conquest of Kosovo by the Allies, headed by the Americans and the
Germans.

Let me admit here, that I too fell into the snare. Throughout the whole
episode, I supported the Serbs, out of a gut feeling that they were the
victims of the same type of disinformation and character assassination
tactics which the "enlightened West" is perpetrating upon us as well.
Nonetheless, when in the end I saw pictures displaying piles and heaps
of corpses, I too supported the NATO countries's military intervention. I
thought in my heart that if a similar readiness had existed during the
Holocaust, and more exactly on the eve of the Holocaust, who knows
how many millions could have been saved.

Kosovo presently has been for quite a number of months ruled by a
military government acting under the U.N. aegis, and the truth is slowly
surfacing. But this is a truth that is inconvenient to the western powers.
It negates their pro-Islamic and anti-Serb interests and therefore the
hostile world media, whose victims, in this case are the Serbs, is silent
and is squelching that truth.

* Fact: There was no genocide in Kosovo. The Serbs did not murder
100,000 as the Americans contended. UN investigators have uncovered
5,000 corpses -- victims of the civil war, of pogroms. There was no proof
as to pre-meditated extermination planned by the Serbian government.
On the other hand, in the course of seven months after the exodus of
Serbian rule, the Albanians have managed to murder 705 Serbs,
kidnapped 630 -- of whom 69 were murdered.

* Fact: After the Serbian rule was evicted, ethnic cleansing began in the
opposite direction. Now the Albanians are transferring Serbs and the
gypsies who have supported them. 250,000 Serbs and 100,000 gypsies
were expelled. Whole districts were emptied of their inhabitants and all
this took place under the benevolent rule of the U.N. and the NATO
countries. And why does a liberal and bleeding-heart world keep silent?
Because, while ethnic cleansing of Albanian Moslems is a crime and an
abomination, the ethnic cleansing of Serbs is a necessary evil, an
enlightened political solution. In Israel this rings a bell.

On Israeli consciousness, the liberals planted indelibly as with a white
hot iron the stigma of racism of Rabbi Kahane and his followers, for one
reason only, because they support the transfer of Arabs. But in the
mind of that very same Israeli, the transfer of Jews from the Golan or
Judea-Samaria is not considered racism, Kahanism or Fascism. On the
contrary, ethnic cleansing of Jews is "O.K." because it constitutes a
"separation of populations", necessary to facilitate "peace". Why is that
so? Because it depends, what peace we are dealing with. The Romans
who were not so hypocritical called their peace Pax Romana -- a
Roman peace. America and Europe are enforcing an Arab peace, an
Islamic peace, at the expense of the Jews and Serbs and they would do
the same at expense of the Russians in Chechnya, if they only could,
but here the Russians put an end to this game.

* Fact: Together with the expulsion of the Serbs, 50,000 Serb homes
were plundered and burned. Likewise, 78 churches and monasteries
were bombed, burned, and plundered. Some of these monasteries were
500 to 600 years old-- a historical loss to human civilization. All this
occurred under the vigilant gaze of the U.N. and N.A.T.O. authorities.
No protest demonstrations on the Israeli Sabra-Shatilla "400,000" rally
model occurred in London, Paris, Berlin or Washington. No one invoked
Justice Kahan's inquiry committee principle of "indirect responsibility",
which put the blame of Christian Arabs killing Muslim Arabs on territory
occupied by Israel's military squarely on the shoulders of the Jews.

It is a fact, that local rule in Kosovo has passed to the Kosovo
Liberation Army, the Moslem clandestine army. To many of the K.L.A.
fighters, the UN has awarded police authority. However, the K.L.A. has
funded itself and its arms from drug trading, especially in heroin. It
enjoys close ties to the Albanian underworld, and thus the Albanian
Mafia is taking control of the country. All this, with the full knowledge of
the American C.I.A., which acted in a similar fashion in Afghanistan and
thus sowed some of the seeds of the murderous Muslim
fundamentalism, whose poison fruit is Osama bin Laden, America's
current Public Enemy number one.

Kosovo contains one serious natural resource - mines, containing
amongst other minerals gold and silver. This huge industrial complex
comprising forty mines, foundries and plants, still supports tens of
thousands of Serbs. NATO is about to evict the Serbs from this
property, so that it can fall as a ripe fruit in the hands of western
companies. Was this one of the motives behind the bombings?

If Israel wishes to survive, it should constantly monitor America's
actions in Kosovo. After all, we base all our peace agreements, which
are invariably accompanied with serious territorial concessions, on
America's friendship and probity and her ability to serve as an honest
mediator and a secure guarantor. It is in America's hands that we
entrust our security. Sometimes, one is tempted to conclude, that
contrary to the traditional image of the "clever Jews", we are actually
one of the most naive peoples on earth.

THIS WEEK IN JEWISH HISTORY:

16 April 1916: France and Britain divided up the Middle East in the
Sykes-Picot Agreement. France was assured of Syria and the Mousl,
with English control of northern Arabia and central Mesopotamia. Pre-
state Israel was divided with France controlling the Galilee, Britain the
Haifa area and the rest of the country under international control.

18 April 1389: A priest of Prague, hit with a few grains of sand by small
Jewish boys playing in the street, became insulted and insisted that the
Jewish community purposely plotted against him. Thousands were
slaughtered, the synagogue and the cemetery were destroyed, and
homes were pillaged. King Wenceslaus insisted that the responsibility
rested with the Jews for venturing outside during 'Holy Week'.

20 April 1939: On Hitler's fiftieth birthday, all Catholic churches in
Greater Germany hoisted the swastika in celebration.

21 April 1936: The beginning of the 1936-1939 riots in pre-state Israel.
Arab headquarters called for a general strike and a rebellion against the
Mandate and in an effort to prevent Jewish immigration. Initially 80 Jews
were murdered and 308 wounded. By fall of '39, over one hundred Jews
had been killed in Arab attacks. The official Zionist policy at the time
was "Havlagah" (self-restraint).

Federal agents seized Elian Gonzalez on Holy Saturday, or the
Angelic Night, a time of sadness and joy for Christians, marking
the end of Lent and heralding Easter.

The timing is not lost on Miami's mostly Roman Catholic
demonstrators, who have been praying and holding vigils outside
Elian's Miami relatives' home for months in an attempt to prevent
the boy's return to communist Cuba.

``This is like crucifying the Messiah all over again. This is a slap in
the face to the Cuban-American community and the Christian
community,'' demonstrator Ralph Anrrich said outside the house
after Elian was removed.

``This is the second sacrifice. The same thing happened to Christ.
So Elian is the symbol of Christ,'' said another demonstrator, 76-
year-old Juan Alejandro Milian.

The demonstrators have long portrayed Elian as their angel, some
believing he has mystical powers because of a survival at sea from
a shipwreck that killed his mother and 10 other people.

The drama of Christendom's holiest week only added to their fervor.

were in makeshift shrines throughout heavily Catholic Little Havana
on Good Friday, which marks the crucifixion of Jesus. One
neighbor set up a life-sized statue of St. Lazarus, one of Cuba's
most revered religious symbols. The statue, draped in a purple
cape and propped up by crutches, had a photo of Elian at its feet,
next to a printout saying ``God can make the impossible possible.''
 

At the home of Elian's great-uncle, Lazaro Gonzalez, a painting of
a Cuban saint, the Virgin of Charity of Cobre, hung on the front
door. Cubans say she appears to refugees fleeing on rafts to the
United States.

A mural near the house depicts Elian inside an inner tube in rough
seas, protected by dolphins, long a Christian symbol of love and
tenderness and the desire to know Jesus. A woman resembling the
Virgin Mary stands over him, and a pair of giant outstretched hands
reach down from the sky.

One of the two fishermen who rescued Elian on Thanksgiving,
Donato Dalrymple, saw mahi mahi -- not porpoises -- near the boy.
Still, he believes the dolphin story.

``I would like to believe that God used the dolphins as an
instrument to keep him safe in that water,'' Dalrymple said.
