To avoid upsetting some people with the language that I would like to
use I will settle for the words "HOG-WASH"!

This came from London eh? Hmmmmmm it is funny how someone sees the end
of The United States because of the rulings of the courts. How is it
that people already forget that Bush won the first count, second count,
and then the re-recount of "select counties".

I have seen a lot of other countries try to pick up there self image by
blasting away at The U.S. election. But listen to this. NO ONE DIED!
The people in London can't say that about a soccer game. The people
around the world should look at us with admiration. The world got to
see power struggle between to political parties get mean spirited and no
one got hurt, no one got beat, no group of people violently attacked.
This election is not a sign of a crumbling "AMERICA" but the beginning
of a new stronger "AMERICA". People will be able to see a conservative
leader that can be just. Already he has appointed 2 African Americans
to very high positions. Colon Powell will be a great Secretary of
State. Well so much for the "racist" side of the story.

The only problem I see is the grumbling of the very conservative
republicans. I think that it is time for them to quit the holier that
thou act and start to pay attention to the teachings of CHRIST.
Sometimes I wonder if they read the same bible I do.

*** NYC police sorry for taking Qurans

NEW YORK (AP) - Police apologized to Muslim community leaders for
confiscating copies of the Quran from street vendors and stuffing
the holy books into plastic bags. "We made a mistake, and it was our
intention to fix it," Deputy Inspector Christopher Jamison said
Tuesday. Relations between police and some members of the Muslim
community have been strained since Dec. 4, when officers cracked
down on the unlicensed book sellers. A civilian complaint report
said police "stomped the holy books to press (them) down in a bag"
and treated them "like trash." The police switchboard lit up with
angry callers, Jamison said. Jamison said the officers were trying
to ease sidewalk and traffic congestion. "The community, however,
felt that placing the items in the bags was akin to throwing the
sacred book in the trash," said Jamison, who formally apologized to
10 Muslim leaders on Monday.

*** Ukraine set for Chernobyl closure

KIEV, Ukraine (AP) - The site of the world's worst nuclear accident,
it came to symbolize the potential dangers of atomic energy. Now,
after years of limping along in defiance of international criticism,
the Chernobyl atomic power plant is about to be shut down for good.
Ukraine restarted Chernobyl's only working reactor one last time on
Thursday, planning to let it run for a day before Friday's shutdown.
Technically the final shutdown will be a very small step - three of
the four reactors have been closed for years and the fourth was only
operating at 1% capacity Thursday morning, the state-run Energoatom
company said. But for many here it carries great import. "It is very
symbolic that the world will enter the next millennium without the
Chernobyl plant," presidential spokesman Oleksandr Martynenko said.

*** Mexicans keep watch on volcano

MEXICO CITY (AP) - Soldiers reviewed evacuation procedures with
residents after a volcano outside Mexico City erupted a record
number of times in a single day. The Popocatepetl Volcano registered
200 eruptions on Tuesday, breaking a 1996 record of 180 in a single
day. Officials issued an intermediate state of alert Wednesday after
the volcano spewed ash in the pre-dawn hours and authorities
detected internal vibrations and a tremor that lasted an hour and 10
minutes. The national disaster prevention agency warned residents to
stay at least six miles away. When the volcano is more stable, the
distance is 4.35 miles.

(BNI-DEC.14) An Israeli was lightly injured in a stone-throwing attack
near the community of Alei Zahav in Samaria. No additional information
available.

2. IDF forces come under fire in Samaria
(BNI-DEC.14) IDF forces in Samaria were attacked by PA gunfire near Tul
Qarem and from Tel Aras, near Nablus. No injuries. Soldiers returned fire.

3. Hoteliers to receive tax break
(BNI-DEC.14) In light of the current situation which has left hotels
throughout Israel empty, Finance Minister Avraham Shohat on Thursday
announced hoteliers will receive a two-thirds reduction in municipal taxes
in the first quarter of 2001.

Many hotels have closed their doors while others remain almost empty as a
result of the Al Aqsa Intifada. Tourism from North America is down over 75
percent.

4. More shooting in Gaza near Morag
(BNI-DEC.14) IDF forces in Gaza are at this time engaged in a gunfight
with PA troops near Morag. There were no immediate reports of injuries
among Israeli forces.

PA troops are also firing into the community of Morag. Residents have been
ordered into shelters.

5. Gazan agriculture industry hit hard by PA Intifada
(BNI-DEC.14) The agricultural industry has been impacted the hardest in
Gaza by the ongoing Al Aqsa Intifada but other industries such as tourism
and manufactures have also been hit.

According to Dudi Reich of the Gaza Coast Development Company,
damages to
the industries combined have exceeded NIS 25 million since September 29.

Mas Rechush tax officials visited Gazan Jewish businesses on Thursday to
obtain a first-hand look at the situation and damages. Inspectors are
evaluating how the government may be of assistance.

6. British Airways to add three weekly flights
(BNI-DEC.14) British Airways will be increasing the number of weekly
flights from Tel Aviv to London from 18 to 21, Israel Radio reported.

The announcement was made during a meeting on Thursday morning
between an
airline official and Tourism Minister Amnon Lipkin Shahak. The official
explained there is a demand among business travelers and the airline will
be responding by adding three weekly flights.

1. Shooting victim being transported to Hadassah trauma center
(BNI-DEC.14.) The Israeli wounded in a terrorist attack near Neve Tzuf a
short while ago is being transported to the trauma unit of Jerusalem=92s
Hadassah Hospital in Ein Kerem. The victim is described in serious
condition at this time.

Ynet News is reporting the victim is a resident of Neve Tzuf.

On November 13, 2000, Sarah Leisha, 42, of Neve Tzuf, was killed in a
shooting attack in the Wadi Charamiya area of the Benjamin Regional
Council of Samaria, between the communities of Ofra and Shilo.

Neve Tzuf is located in the southwestern sector of the Benjamin Regional
Council area of Samaria.

1. Neve Tzuf shooting attack was perpetrated from olive grove
(BNI-DEC.14) Security authorities report that the shooting attack near
Neve Tzuf earlier in the evening was perpetrated from an olive grove which
provided the terrorists with cover when they opened fire at an Israeli
vehicle.

According to the security officer of the Benjamin Regional Council,
Avigdor Shatz, the attack occurred at Chalamish Junction, between Route 60
and the community of Ateret. At least seven bullets were fired from an
AK-47 Kalashnikov assault rifle.

The Office of the IDF Spokesman is reporting that the driver was struck in
the area of his pelvic region.

The single victim of the terror attack, a Neve Tzuf resident, managed to
continue driving and summon assistance. Hadassah Hospital spokeswoman
Yael
Bosem-Levy reports the 46-year-old victim arrived in the trauma unit and
is listed in serious condition.

Just minutes prior to the attack, Shilo resident Rafi Fisher explained
that he passed by, making his way home from the neighboring community of
Ateret, where he is employed as a teacher.

Rafi=92s sister and Neve Tzuf resident Sara Leisha was killed in a terror
attack in the area last month.

2. Firebomb attack near Ariel in Samaria
(BNI-DEC.14) A firebomb was hurled at an Israeli vehicle near the city of
Ariel in Samaria a short time ago. The incendiary device entered the
vehicle, causing damage. There were no injuries.

3. DDM Sneh permits more PA residents to enter =93Israel proper=94 to work
(BNI-DEC.14) Deputy Minister of Defense Ephraim Sneh acknowledged that
he
has approved a permit permitting 16,000 Arab laborers, residents of PA
autonomous areas in Judea, Samaria & Gaza, to enter into =93Israel proper =94
to work. Mr. Sneh told Israel Radio that the government did not believe in
collective punishment and would do its utmost to permit PA residents to
earn a livelihood while ensuring the safety of Israel=92s residents.

Government officials added that there are restrictions governing the
permits, and no male under the age of 35 would be permitted to enter
=93Israel proper=94. In addition, laborers must be married and have at leas t
one child. Officials explain that it has been statistically proven that
such persons are less likely to engage in terrorist attacks.

10,000 of the laborers will come from Judea and Samaria and 6,000 from
Gazan autonomous areas.

4. Foreign Ministry opens website in memory of terror victims
(BNI-DEC.14) Israel=92s Ministry of Foreign Affairs has launched a website
in memory of the victims of Islamic terror over the past weeks. The site,
in English, features a photo of each victim and a short biography as well
as information pertaining to each attack.

5. Remand of Kiryat Arba resident extended by the court
(BNI-DEC.14) The Jerusalem Magistrates Court on Thursday accepted a
request by police to extend the remand of Kiryat Arba resident Yehoshua
Shani, who allegedly shot and seriously wounded 13-year-old Mansur Jaber
during clashes last Saturday in Kiryat Arba.

The court on Thursday extended his remand for four days and a criminal
indictment is expected.

Mansur remains in Hadassah Hospital where his condition continues to
improve.

6. More on shooting of police jeep in Gush Shilo on Wednesday night
(BNI-DEC.14) BNI has learned that unlike other shooting attacks, the
attack against the jeep fired upon on Wednesday night from the Arab
village of Tourmous Aiya in Samaria was carried out from both sides of the
road.

The jeep that was traveling on Route 60, was approaching the community of
Shilo when it was caught in a crossfire, being hit by bullets from both
sides.

Fortunately, the vehicle was bulletproof, saving the lives of the
occupants.

Iraq warns U.N. panel over oil surcharge

Thu Dec 14,2000 -- Iraq threatened on Thursday unspecified measures if a
United Nations committee went ahead with a proposed order to buyers of
Iraqi crude not to pay a surcharge on oil sales. "What was proposed at the
(U.N.) Sanctions Committee 661 yesterday represents an intervention in the
economic ties with companies buying Iraqi oil," Oil Minister Amir Muhammad
Rasheed was quoted by the Iraqi News Agency (INA) as saying.

Rasheed, commenting on the committee's meeting on Wednesday, said
"this interference is outside the adopted context and regulations." "He who
stands behind any attempt to place additional burdens on Iraq outside this
context would bear the responsibility and should have no illusion about the
measures that would be taken," Rasheed said. He gave no further details.

Albright can't shift Turks' stand against EU force

Thu Dec 14,2000 -- U.S. Secretary of State Madeleine Albright on Thursday
tried but failed to shift Turkish objections to a deal in NATO on Europe's
planned Rapid Reaction Force but vowed to carry on pushing. Turkish
sources said Albright asked Foreign Minister Ismail Cem to be more flexible
at talks ahead of a two-day annual meeting of 19 foreign ministers of the
Western alliance. The ministers are trying to agree terms with the European
Union on the new security deal. Turkey, which has the second biggest army
in NATO but is still knocking on the door of the EU, is reluctant to give the
EU assured access to NATO assets.

U of Nebraska receives award for promoting aborted baby parts

Thu Dec 14,2000 -- The University of Nebraska, which set off a firestorm last
year when it was one of the first US institutions exposed for using aborted
baby parts in research, is receiving an award. News reports state "The
University of Nebraska Board of Regents has been honored with the 2000
Academic Freedom Award for its opposition to legislation banning research
on tissue from aborted fetuses." The Academic Freedom Coalition of
Nebraska presented the award to the board Saturday during a regents
meeting.

LifeSite reported last year that the University was doing research on
Alzheimer's disease by using brain cells from aborted babies. The baby
brains came to the university courtesy of abortionist LeRoy H. Carhart, who
was later responsible for the Supreme Court decision favouring partial-birth
abortions.

More medical schools are training doctors to perform abortions

Thu Dec 14,2000 -- A study published today in the November/December
issue of Family Planning Perspectives by the National Abortion Federation
(NAF) notes that there has been an enormous increase in the last six years
in the number of US medical schools training students to abort babies. While
a 1992 study found 12% of OB-GYN residency programs offering such
training, the NAF study reports that 46% per cent (nearly a four-fold
increase) routinely offer training in first-trimester abortions, and 34% offer it
as an elective. Routine second trimester abortion training increased even
more dramatically, from 7% in 1992 to 44% in 1998.

USA Today reports that in the new study, about a quarter of programs said
all of their residents receive abortion training; 40% said that fewer than half
are trained. Of those reporting, 14% said they train no residents. The study
questioned all 261 accredited US OB-GYN residency programs 179
responded.

executives, Catholic politicians, lawyers, and scholars Nov. 27-29 discussing
family issues. Dobson, president of Focus on the Family, and Colson,
president of Prison Fellowship, also had a brief meeting with the pope,
according to The Gazette of Colorado Springs. "Part of the thing is to get
over the hump of knowing each other," said Robert Sirico, a Catholic priest
who is president of the Acton Institute, a conservative think-tank based in
Grand Rapids, Michigan.

Dobson said that he has theological differences with the Catholic Church, but
"when it comes to the family, there is far more agreement than
disagreement, and with regard to moral issues from abortion to premarital
sex, safe-sex ideology, and homosexuality, I find more in common with
Catholics than with some of my evangelical brothers and sisters."

Decline in attendance at religious services troubling

Thu Dec 14,2000 -- Statistics have consistently shown that regular church
attendance is strongly associated with a belief in the sanctity of life.
Therefore current Canadian statistics which show a substantial decline in
overall religious attendance is troubling to life and family organization
leaders.

Statistics Canada today released the 1998 statistics for religious services
attendance. The figures note that while attendance rates over the 10-year
period 1988 to 1998 declined for adults in all age groups, the drop was most
notable among those who were young adults in 1988. In 1988, 34% of youths
aged 15 to 24 went to a religious service at least once a month; by 1998,
when this group was aged 25 to 34, their attendance had dropped to 24%.

The study also noted that married couples with children and senior citizens
were the most likely Canadians to be regular worshippers. Not surprisingly,
attendance at services was lowest among adults living in common-law
relationships. Individuals who were divorced or separated also had lower
attendance rates than did married adults and childless couples attended less
than those with children. Those born in Canada were less likely to attend
religious services than were immigrants. The survey also found that people
who live in rural areas and small towns attend services more frequently than
do city-dwellers.

EU offers Palestinians e90 million to beat blockades

BRUSSELS - The European Commission said Wednesday it was ready to
loan up to 90 million euros to tide the Palestinian Authority over if Israel cut
off its budget revenues. "We just want to be prepared for future occasions,"
Gunnar Wiegand, spokesman for External Relations Commissioner Chris
Patten, told a regular news briefing. "This is in case of future blockages of
financial transfers to the Palestinians by Israel," he later told reporters.

Last month, citing security reasons, Israel suspended transfers of customs
and value-added taxes which it collects on behalf of the Palestinians,
delivering a heavy blow to the rickety Palestinian economy. The Israeli move
prompted the European Union, by far the biggest aid donor in the Middle
East, to release 27.6 million euros to help tide the Palestinians over. Israel
recently resumed the transfers.

The new EU loans will be made available under its aid program for the
southern and eastern Mediterranean. Patten was quizzed Wednesday by
members of the European Parliament in Strasbourg about the efficacy of EU
aid to the Palestinians. Some deputies claimed the money was helping to
fund anti-Semitic propaganda in Palestinian schools.

"We intend to take up the issue [of misuse of funds] with the Palestinian
authorities," Patten told the parliament.

Gene Mutation Doubles Life Span

WASHINGTON (AP) - Mutation of a gene whimsically named ``I'm not dead
yet'' can double the life span of fruit flies, a laboratory discovery that
researchers said may lead to drugs to help people live longer and,
perhaps, even lose weight.

Researchers at the University of Connecticut Health Center have found that
the life span of fruit flies was extended from an average of 37 days to 70
days when a gene was modified on a single chromosome. Some flies in the
study lived 110 days.

The same long-life gene exists in humans, said Dr. Stephen L. Helfand,
senior author of the study, and ``offers a target for future drug
therapies aimed at extending life.''

In human terms, a doubled life span would be about 150 years.

Helfand said the gene mutation appears to work by restricting calorie
absorption on a cellular level - in effect, putting the cells on a diet.
This raises the possibility, he said, of one day developing a pill that
would both extend life and control weight.

``From what we know about this gene, that makes perfect sense,'' he said.

Helfand said a key finding of the study, which was appearing Friday in the
journal Science, is that not only did the fruit flies live longer, but
they also seemed to maintain a high quality of life.

``It is not an empty or hollow increase in life span. It prolongs active
adult life, and I think, delays the onset of aging,'' he said.

Some life-extension studies showed that animals tended to trade vigor and
energy for a longer life, he said.

But the mutant flies ``do well throughout their longer life,'' Helfand
said. ``By the time that 80 to 90 percent of normal flies are dead, these
mutants are still doing just fine.''

Blanka Rogina, a co-author of the study, said female flies with the
mutated genes were able to reproduce throughout life. They had the energy
for the fruit flies complex courtship ritual and could lay up to 2,000
eggs in their lifetime, compared with about 1,300 eggs normally, she said.

The long-life gene was named for a comical line - ``I'm not dead yet'' -
from a Monty Python movie, Helfand said. The gene's name was suggested
by
co-author Robert A. Reenan and has been shortened to ``Indy.''

``In academic circles,'' explained Helfand, ``sophomoric humor, such as in

There have been other studies that found long-life genes in fruit flies
and nematodes. There also have been experiments in mice that show calorie
restriction - a severe diet - can extend life by up to 50 percent.

But Huber Warner, associate director for research into the biology of
aging at the National Institute of Aging, said the Indy gene discovery is
more significant because ``it may be a different way to get the same
effect that caloric restriction achieved in mice and other organisms.''

He said it may be possible to develop a drug that inhibits metabolism in
the same way as the mutated Indy gene. Such a drug would have to be
tested
extensively in animals to assure that it is safe, Warner said.

``If you wanted to slow metabolism in people, this research suggests that
this could be a way to do it,'' he said. ``It is strictly theoretical
right now, but it is a possibility.''

Helfand and his colleagues discovered the livelong gene by chance. He said
they were screening a strain of fruit flies in another study and found
that flies were living much longer than normal.

They isolated the Indy gene and then tested it in a number of different
laboratory fruit fly strains. In all cases, it extended life.

But Helfand said the researchers discovered that if the gene is mutated
too much, it actually shortens life.

The normal gene is on two chromosomes of the fruit fly. If one of these
genes is altered, thus reducing the strength of the gene, then the flies
enjoyed a long life. If both genes were knocked out altogether, said
Helfand, the flies actually died sooner, perhaps starving to death.

``If we restrict (the gene) a little bit there is a big advantage,'' said
Helfand. ``But if we make an animal that has only the mutated gene, we
find that the animal lives a shorter than normal.''

Freedom of Religion bill passed, for now

A bill for a Basic Law guaranteeing freedom of choice of religion was
approved yesterday in a preliminary reading in the Knesset by a vote of 37
MKs to 34.

The Basic Law bill was initiated by MK Naomi Chazan (Meretz), who said
that the purpose of the law was to protect the freedom of religion and
conscience by anchoring Israel as a Jewish and democratic state.

"The freedom of religion, belief and conscience of every person is
guaranteed," states the bill. "No person can be forced to belong to a religion,
a religious community or a religious [group] of any kind. Freedom of religious
practice and the preservation of individual or public religious beliefs are
protected."

The bill also aims to settle relations in Israel between religion and the state
and is moving toward two main goals: Separating religion and state in order
to affirm Israel's identity as a democracy; to equate between the various
branches Judaism in Israel, thereby preserving Jewish pluralism in the
country.

MK Chazan said that the bill is an effort to guarantee individuals what Jews
enjoy throughout the world: the right to express their Judaism. She added
that Israel is the only democratic country in the world where the supremacy
of civil law is not guaranteed constitutionally and the relationship between
religion and state is unclear.

The bill also guarantees that no person can be discriminated against as a
result of his religion, beliefs, or lifestyle, and that these human rights are
inviolable.

Opposition to the bill came from the ultra-Orthodox MKs but also from within
the Likud and One Nation.

Unseasonal heat wave upsets Europe's balance of nature

EUROPE'S flora and fauna have been thrown off balance by one of the
warmest winters on record.

From Russia to Germany and France people have had to adjust to the
unseasonal warmth. In Britain, the high temperatures have prompted a
pair of black swans to breed five months out of season.

The native Australian birds, which in this country usually have
offspring between March and July, produced three grey-feathered
cygnets in Barnstaple, Devon, yesterday.

A spokesman for the Royal Society for Protection of Birds said: "This
is pretty exceptional and very unusual. It is very strange for any
birds to breed at the height of winter. It can only be the warm
weather that triggered breeding in this pair."

Elsewhere rhododendrons have flowered and roses have shown little
sign of losing their leaves. Gardeners have been advised to give
their lawns a light cut. In Berlin shirtsleeves have replaced fur
coats, and blossom adorns the hedgerows. Night and day the air is
balmy and the city resounds to birds chirruping. At lunchtime workers
and tourists opt for pavement seats at the capital's cafes and soak
up the sun.

In Salzburg, Austria, strawberries are prematurely turning deep red
and everywhere flowers are coming into bloom. Skiers are in despair.
In the Alpine city of Graz a 44-ton ice Nativity scene has melted
into slush. The situation is similar across much of central and
eastern Europe, where the unseasonal mildness could lead to the
hottest December on record.

In Moscow, plans to open an ice rink in Red Square over the holiday
period are under threat and chaos reigns on the streets, where piles
of slush are preventing motorists parking near the kerbs.

The German television weather man Jorg Kachelmann attributed the
temperatures not to global warming but to persistent southerly winds
which had bought warm air to Europe for far longer than usual. He
said: "Many records that have stood for 200 years have been broken as
a result. What is most extraordinary is the length of time the warm
spell has lasted."

Usually temperatures in lowland parts of Germany would be 37F (3C) at
this time of year. But on Wednesday they reached 55F (13.1C) in
Berlin -the highest since records began in the capital in 1908.
Ragnar Kuhne, a German zoologist, said: "Some ducks and cormorants
are getting ready to mate. That is most unusual. And the blackbirds
are singing."

But while birds and animals appear to be enjoying the heatwave
shopkeepers in Berlin have already started to advertise their winter
clothing stocks marked down to half-price.

France too, has experienced unseasonally high temperatures, with
Grenoble basking in 70F (21C) one day last week. Frederique Nathan of
the meterological office, France Meteo, said the weather was posing
problems in the Alpine ski stations.

U.S. government policies inadequate, says global religious
freedom panel

WASHINGTON (BP)--The United States government's policies toward
religious persecution overseas remain inadequate two years after
passage of the International Religious Freedom Act, according to
a recent report from a commission established by the law.

In an 11-page report, the U.S. Commission on International
Religious Freedom complimented the State Department's
fact-finding but expressed disappointment with its policies
involving persecution of religious adherents. Among the
criticisms of the State Department for its September report on
religious liberty overseas and the department's handling of the
issue the last two years were:

-- A failure to add to the seven countries of particular concern
designated in 1999, even though others were recommended by the
commission.

-- A refusal to take further action this year against any of the
CPCs already cited, though religious freedom has continued to
decline in countries such as China and Sudan.

-- An unwillingness to publicize sanctions it has imposed on
CPCs.

-- Reporting on a country's "improvements" in a way that can be
misleading when measured in the context of the overall situation.

"With a few exceptions, the State Department has done a highly
commendable job in its first two annual reports of telling the
tragic story of religious people around the globe. This year's
report shows a more complete understanding of religious freedom
issues and reflects extensive fact-finding verification," said
Elliott Abrams, chairman of the Commission on International
Religious Freedom, at a news conference on Capitol Hill. "The
problem is in what the State Department and the administration do
with the information they have so painstakingly cataloged."

The commission was "very disappointed" Secretary of State
Madeleine Albright did not name Laos, North Korea, Saudi Arabia
and Turkmenistan as CPCs this year, according to the report. In
July, the panel recommended Albright add the four countries to
the CPC list. She chose instead to designate as CPCs for a second
year Burma, China, Iran, Iraq and Sudan, as well as the Milosevic
regime in Serbia and the Taliban regime in Afghanistan.

The State Department's decision in September to take no
additional action on the CPCs designated in 1999 is an
"indefensible policy" in the case of China and Sudan, said
commission member Nina Shea.

The condition in Sudan "continues to deteriorate, and there is no
evidence to suggest that the identified sanctions have had any
effect on the religious freedom policies of the government of
Sudan," Shea said at the news conference. Albright said of China
there would be "no further action despite the department's own
finding of a marked deterioration" in religious liberty, Shea
said.

In announcing CPCs, the State Department has done so by a letter
to Congress, which is not an effective way to publicize its
action, Abrams said.

The militant Islamic regime in Sudan continues to carry out a
campaign of bombing, murder, enslavement and displacement against
Christians, animists and other Muslims in the southern part of
the country. There has been an increase by the communist
government in China in arrests of members of the Falun Gong sect,
some of whom have been killed, as well as intensified persecution
of Christians in unregistered churches and executions of Muslims.

There have been several areas where the International Religious
Freedom Act has had a positive influence on a "micro level," said
panel member David Saperstein, noting, however, that the trends
have not been good on a "macro level."

Abrams acknowledged the promotion of religious freedom overseas
is a "long-term process" that will require a commitment from the
new administration. The current administration's failure to do
more since legislation was adopted in late 1998 could be
attributed to the infancy of the law and effort, as well as the
many American interests and views expressed on the issue, Abrams
said. He also said, "Figuring out precisely what the United
States can do that will work is very difficult."

At a minimum, the president can use his "bully pulpit" to
advocate for religious liberty, Shea said. Only two days before
the Dec. 8 news conference, Clinton for the first time condemned
publicly Sudan's campaign, including slavery, against its
citizens.

The commission expressed regret at the recent departure of Robert
Seiple, the ambassador at large for international religious
freedom during the office's first two years. The panel urged the
next president to act quickly to fill the post.

Passage of the International Religious Freedom Act was the result
of a long and often contentious struggle that prevented earlier
versions from adoption. The movement to approve such a measure
was fueled by a growing awareness beginning in the mid-1990s of
the widespread nature of the persecution inflicted especially on
Christians overseas.

The Southern Baptist Ethics & Religious Liberty Commission was
among a broad array of organizations that worked for passage of
the bill. Others supporting the legislation included the
Christian Legal Society, Anti-defamation League, National
Association of Evangelicals, U.S. Catholic Conference, Episcopal
Church, Christian Coalition and American Jewish Committee.

The Economic Portfolio in the Final Settlement: Another Dead End in
Palestinian-Israeli Negotiations

Dr. Maher Al-Kurd, Arafat's advisor for Economic Affairs, Secretary General
of the Higher Palestinian Committee for Financing and Investments in
Arafat"s Chamber, and Undersecretary in the PA Ministry of Economy and
Trade, recently published a series of articles in the Palestinian daily
Al-Quds, in which he disclosed for the first time Palestinian-Israeli
encounters, held under Norwegian auspices in September 1999, over the
compensation issue in the final settlement negotiations.

The economic portfolio is generally perceived as the least complicated of
all the final settlement issues. However, Al-Kurd who is considered the
deputy of Muhammad Rashid (AKA Khaled Slam), the head of the PA economic
operations - reveals previously unknown Palestinian economic demands for
compensations for the Israeli occupation since 1967, which brought the talk s
to a dead end.

In a two-part article, Al-Kurd emphasizes that this demand is "completely
separate from the Palestinian rights and demands related to the [1948]
refugees and based on UN General Assembly [hereafter UNGA] Resolution 194.
While Resolution 194 dealt with the results of the 1948 defeat, the 1967 wa r
has created additional Palestinian rights and demands for economic
compensations."

In the first part of his article, Al-Kurd establishes the legal foundations
for the Palestinian compensation-demands "deriving from the consequences of
the Israeli actions and policies in the West Bank including East Jerusalem,
and the Gaza Strip, since the 1967 occupation," since Israel has exercised
"various types of plunder and economic exploitation in the occupied
Palestinian territories since 1967, in violation of the international
legitimacy=85, the relevant UNGA and Security Council resolutions=85, the H ague
Convention and the fourth Geneva Convention that deals with protecting
civilians in times of war."

Occupation and Sovereignty Over Natural Resources

Al-Kurd cites the Israeli violations: exploitation of national resources;
expropriation of lands for military purposes, establishment of settlements
and paving of by-pass roads; plundering of surface and subterranean water
sources; uprooting of trees; exploitation of the Palestinian coast of the
Dead Sea and the Palestinian Gaza coast=85; collecting of direct and indire ct
taxes; placing customs on imported merchandises used in the occupied
territories; placing taxes on tourist activities; benefiting from the
imposition of the Israeli currency; and more."

According to Al-Kurd, Israeli violations regarding taxes, water and
employee's rights between '67 and 86, were documented by the PLO's economic
bureau and the SAMED institution.

Discussing the Palestinian Compensation Demands

Although the Palestinian-Israeli discussions were held in a "joint research
workshop of academics," it seems that these definitions were set only in
order to allow the Israeli side to discuss the issues more freely without
fearing the creation of "diplomatic deposit." On the Palestinian side
Al-Kurd himself participated, as well as Nasser Tahbub, George Hizbun, Majd i
Al-Khalidi, Abd Al-Hafiz Nofel, Hail Al-Fahum, Walid Abu Ali and Zoheir
Shadid. The Israeli team was led by David Brodett, formerly Director
General of the Ministry of Treasury, and amongst its participants were Yair
Hirschfeld as well as economists representing both the Likud and the Labor
parties. After a few weeks, in mid-September 1999, Al-Kurd reports, the
discussions reached a dead end.

The Israeli Position

Al-Kurd admits that on an official level Israeli governments continue to
deny that the Geneva Convention applies to the occupied territories since
1967, and as a result, they deny Israel"s responsibility for the violations
of this convention and the ensuing compensations. However, due to
Palestinian insistence, Al Kurd claims "Israeli academic circles" have
internalized that fact that "there is no escape from dealing with the issue ."

In the "research workshop," Al-Kurd reports, the Israeli side agreed to
"hold an experiment" including the issue of compensation for the 1967 war
damages in the agenda of the final settlement negotiations. "But then, the
Israelis began to grasp the magnitude of Israeli responsibility, amounting
to tens of billions of dollars, and retreated to the position that the
compensation issue should be discussed separately from the final settlement
talks, even in discussions of a merely academic workshop."

"This position was delivered in a letter sent to me by David Brodett on
September 15, 1999," adds Al-Kurd, "in which he wrote that the issue of
economic compensations or as he called it in his letter, =91the Palestinia n
financial claims from Israel" can be discussed, but only, and as a matter
of principle, outside the agenda of the final settlement negotiations."

The Palestinian Position

The Palestinians rejected this Israeli stand. They insisted that even in
the framework of an academic workshop, the compensation demands should be
included in the agenda of the final settlement negotiations.

It seems that the Palestinians, too, were worried about the creation of a
"diplomatic deposit" that would make it difficult for them afterwards to
re-include the compensations issue in the agenda final settlement
negotiations. "Therefore, it was agreed to stop the research program,"
writes Al-Kurd.

Norway, however, intervened and submitted compromise proposals. The World
Bank and the International Monetary Fund also interceded and suggested
convening a symposium in Washington on October 6-9, 1999, in order to
discuss the alternatives. However, since the issue of economic compensatio n
was not included in the symposium agenda, the leading members of the
Palestinian delegation refrained from participating in it.

Characterization of the Israeli and Palestinian Positions

Al-Kurd characterizes the Israeli position as follows:
In principle, the Israelis academics believe that it is better to avoid
altogether the inclusion of the Palestinian compensation demand in the
agenda of the final-settlement talks. The Israeli insistence on discussing
them separately derives from their hope of substituting the compensation
demands with an Israeli aid plan to the Palestinian state. At most, the
Israeli team agreed to negotiate the compensation demands on the basis of
the Israeli-Egyptian Sinai compensation agreement

The Palestinian position, on the other hand, as characterized by Al-Kurd, i s
that there can be no end to the Palestinian-Israeli conflict "unless Israel
commits itself to the consequences of the 1948 Nakbah and the 1967 war."

The Holocaust and Israeli Opposition to Compensations

Al-Kurd contributes a psychological observation about Israel"s situations i n
the compensation negotiations, receiving herself compensations from Germany .
"Since WWII and the abominable actions of the Nazis and especially in
relation to what became known as 'The Holocaust' Israel has believed that
this tragic experience has given her a certain uniqueness that cannot be
shared with others. In the last six decades, the Israelis believed that
they enjoy a monopolistic franchise on the Holocaust victims, and as a
result, on the compensations related to the Nazi responsibility for it.
Therefore, obligating Israel to admit its historical and moral
responsibility for the Nakbah and the sufferings of the refugees, and for
the payment of compensations for the Nakbah and the 1967 war, in accordance
with international laws, will deprive Israel and the Jewish people of this
uniqueness vis-=E0-vis the international community and would add to the
picture of the Jew, as the world"s victim, another picture of the Israeli a s
an aggressor who violates international laws and norms."

Conclusion

The inability to reach agreement on the issues of Jerusalem and the refugee s
in the final status negotiations has belittled - in the general perception -
the difficulties in the economic portfolio.

Al-Kurd's testimony reveals a conceptual gap between Israel and the
Palestinians on the issue of compensations:

At Camp David, Israel suggested the establishment of an international fund
for the compensation of refugees, in which Israel would also take part; but
the Palestinian team rejected this idea and demanded that the compensations
be paid by Israel, specifically from its Absentee Properties Fund.

Likewise, in the discussions about the 1967 war compensations - as
delineated by Al-Kurd - the Palestinians rejected the attempt to involve th e
World Bank and the International Monetary Fund in the solution of the
problem. They also rejected the Israeli proposal to substitute the
compensations with a long-term Israeli aid plan to the Palestinian state.

The Palestinians insist that the money transferred to them be defined as
"compensations" and not as "aid," and that they be paid by Israel and not b y
international institutions.

It seems that, while Israel is searching for a practical and economic
solution, the Palestinians are interested in more than money. It is a way
for them to extract political and moral confessions from Israel regarding
the Palestinians" "victim status," as well as the enslavement of Israel's
economy for many years.

In his diplomatic contacts in recent days, foreign minister Ben-Ami sought
to examine the Palestinian willingness to advance beyond the positions the
sides reached at the end of the Camp David talks. One of the formulations is
"Jerusalem in return for the refugees," another Israeli attempt to set
Jerusalem's boundaries among Arab and Israeli neighborhoods, which would in
fact involve a declared Israeli concession of all Arab neighborhoods,
alongside Arab recognition of Israeli sovereignty over the other parts of
greater Jerusalem, in return for a Palestinian agreement not to insist on
the full and immediate implementation of the right of return of Arab
refugees from 1948.

Military Intelligence takes the view that among Arafat's list of priorities,
Jerusalem indeed takes precedence over the refugee issue, but that a
solution in Jerusalem must include Palestinian control over the Temple
Mount. From this assessment, it can be understood that attaining a
settlement in the few weeks remaining to both Barak and Clinton is mainly
dependent on an Israeli decision to make significant concessions beyond
previous positions, in addition to giving up the demand that the renewal of
negotiations must be conditional upon the cessation of Palestinian violence
and incitement.

At the close of a four-hour meeting, Foreign Minister Shlomo Ben-Ami and
Palestinian Authority Chairman Yasser Arafat agreed to restart next week
negotiations on a final status agreement between Palestinians and Israel.
Ben-Ami called the meeting "exceptional, considering the current situation."

Both sides agreed on a joint effort to both implement the Sharm al-Sheikh
understandings reached in a summit in October, and to bring a stop to the
wave of violent clashes and attacks that have continued since late
September.

Though no joint statement was made after the meeting, held at the Erez
checkpoint between Israel and the Gaza Strip, Palestinian Authority
Information Minister Yasser Abed Rabbo, a participant in the meeting, said
all issues were discussed, including the situation on the ground, where
violence continues.

A Palestinian statement made at the end of the meeting said Arafat is ready
for U.S. involvement on the highest levels, and is interested in reaching an
agreement before the White House changes its administration in January,
though Palestinian Minister for Planning and Cooperation Nabil Sha'ath said
it would be very difficult to reach an agreement before U.S. President
Clinton's term runs out. Arafat also announced he was willing to meet with
Prime Minister Ehud Barak.

Palestinian sources claimed that during the meeting, Israel offered a new
series of proposals if negotiations restart on an interim or final status
agreement. Should negotiations restart, Palestinians said, Israel has
offered even more than it did during July's Camp David summit between Prime
Minister Ehud Barak and Arafat, and that any negotiations would concern an
interim agreement, with an understanding to delay talks on two of the most
difficult issues, Jerusalem and Palestinian refugees, for 10 to 15 years.

The prime minister's bureau chief, Gilad Sher, who also participated in the
meeting, said, "It was a good meeting... They agreed on a joint effort to
implement the Sharm al-Sheikh understandings, end the violence [and bring
the situation to a point where negotiations can resume,]" he added. [<== IMRA note: Ben Ami said nothing about requiring an end to violence for the
talks to resume. It should be noted also while Barak sent Sher to accompany
Ben Ami at the talks, Ben Ami spent considerable time alone with Arafat.

Tourism Minister Amnon Lipkin-Shahak said Friday that in contrasts to
reports, he would not be meeting with Arafat.

ISRAEL LAUNCHES CLOUD-SEEDING OPERATIONS

Cloud-seeding operations have been launched in earnest, in an effort to boost
rainfall because of the badly depleted state of Lake Kinneret and the
country's two main underground reservoirs. The work is being conducted by
the Electrical and Mechanical Services (Shaham) company, a subsidiary of
Mekorot, as part of attempts to increase the quantity of fresh water that will
be available for domestic and farming use next year.

According to hydrological assessments the cloud-seeding operations can
significantly increase rainfall in a normal winter and produce as much as an
additional 80 million cubic meters of water, said Shaham director Yitzhak
Bahar.

He said the cost of the procedure, on this basis, is around two cents per
cubic metre, far less than the estimated 65 cents per cubic meter for
desalination of sea-water.

The drawback with seeding, however, is that it can only be effective when
there are suitable rain clouds in the area and even then, there is no
guarantee that the rain will fall exactly where needed.

Shaham operates three planes for cloud-seeding and an additional aircraft for
research, in conjunction with Jerusalem's Hebrew University and Tel Aviv
University. The aircraft, with two pilots aboard for safety purposes, fly directly
into the heart of rain clouds, and release containers of silver iodine which
acts as a catalyst in forming the right conditions for additional rainfall.

The chemical takes on the same role as ice nuclei in the rain cloud
structure, drawing particles of humidity until they are sufficiently large to form
a raindrop. It can only function, however, when the cloud itself is sufficiently
well formed and the temperature inside is at least 8 degrees below freezing.

The pilots fly into the clouds even, or especially, in stormy weather when all
but commercial flights are grounded. "We are referred to as the crazy ones
who take to the skies in the middle of a storm when most people don't even
want to think about leaving their homes," said Bahar.

He noted that the cloud-seeding operations were concentrated on the Lake
Kinneret catchment area, from the Western Galilee, to Meggido junction and
places where the water would penetrate the soil and enter the Coastal and
Mountain Aquifers, from Hadera southwards.

The aircraft are based at Shaham's headquarters at Ben Gurion airport and
are ready to fly at a moment's notice, depending on the weather forecast.

The planes have flown 32 hours so far this winter, which normally runs from
November to April. They flew half that amount last year because of the poorer
cloud conditions. The overall picture is not bright and Water Commissioner
Shimon Tal is drawing up proposals for next year to drastically cut quotas of
fresh water to farmers and also markedly reduce urban consumption. (By

BRUSSELS, Belgium (AP) - Jailed Kurdish rebel leader Abdullah Ocalan
has won the right to have his case against Turkey heard at the
European Court of Human Rights, the court announced Friday. The
court in Strasbourg, France, decided Thursday that Ocalan's case
will be tried by a Grand Chamber of 17 judges. The rebel leader was
captured in Kenya by Turkish authorities in February 1999. He was
sentenced to death by hanging for treason and separatism for leading
an armed struggle for autonomy in Turkey's predominantly Kurdish
southeast. But Turkey has promised to put the review of his
execution by parliament on hold until the European court's ruling.

GENEVA (AP) - An agreement signed Thursday by five nations spells out the
details of ending round-the-clock monitoring at missile plants in Utah and
Russia. The May 31, 2001, deadline for dismantling the plants' monitoring
systems was set out in the U.S.-Soviet treaty banning intermediate-range
nuclear weapons. Thursday's agreement, signed by the United States and the
former Soviet republics of Russia, Ukraine, Kazakstan and Belarus, spelled
out the technical details of how to accomplish the dismantling. The
Intermediate Range Nuclear Forces treaty was signed by Presidents Ronald
Reagan and Mikhail Gorbachev in December 1987. It banned
intermediate-range nuclear missiles and was the first treaty to lead to
the destruction of an entire class of nuclear weapons.

partnerships but said same-sex couples should not be allowed to adopt

then join fellow Nordic countries Sweden, Norway, Denmark and Iceland in

SS killer was given new life as a Jew

Alan Hall on the death camp officer who was recruited by the CIA

THE secret life of a former Nazi war criminal, who spied for America=92s Ce ntral
Intelligence Agency after the Second World War in return for a fake Jewish
identity, was disclosed yesterday.

The story of how G=FCnter Reinemer, an S.S. lieutenant who commanded
death squads at the Treblinka concentration camp, escaped the death
penalty because of the CIA is told in a documentary to be screened in
Germany next month.

Reinemer was responsible for the deaths of hundreds of Jews at Treblinka,
the first concentration camp in Poland. More than a million Jews from the
Warsaw Ghetto were killed at Treblinka.

Given the identity Hans-Georg Wagner by the CIA, he later married a Jewish
woman, lived in Israel and was buried in a Jewish cemetery. His story might
have been buried with him had he not felt the need to confess in 1988,
shortly before he apparently committed suicide. His statements form the
basis of the documentary Wagner=92s Confession.

The role of the American intelligence service in the days after the war has
still to be fully explained. With the Third Reich vanquished, America sense d
that it needed every ally available to fight the coming Cold War and was no t
too particular about its recruits. The CIA recruited Nazi scientists and mu ch
smaller fry, such as Reinemer, by offering the choice: work for the US or
almost certainly forfeit your life at a war crimes tribunal.

Reinemer=92s journey from war criminal to respected Jewish businessman was
exposed only in the final days of his life because of suspicions over his
financial trustworthiness. In 1988, as Wagner, he was living in Caracas,
Venezuela, when he secured a job as consultant engineer to the Jewish-
owned Venergia submarine battery manufacturer. There were some on the
board who doubted the motives, and the fiscal propriety, of Wagner, as
money went missing. That led to the appointment of Klaus-Dieter Matschke
of the KDM company in Frankfurt, which specialises in the prevention of
industrial espionage.

Wagner was arrested by the Venezuelan secret service in August 1988 and
tortured with electrical cattle prods after the company voiced its suspicio ns
about him. Herr Matschke persuaded the authorities to let him take over. At
first Reinemer stuck to his story that he was a Jewish businessman. =93Then ,
after about a week of questioning him, I threw a thick bundle of files on t o my
desk and just shouted at him: =91Name, rank, last military assignment.=92

=93Perhaps the tone of command, perhaps the weariness from the past few
days, perhaps a need to break with the past =97 I don=92t know what it was,  but
he looked up and said: =91Reinemer, SS Death=92s-Head Division, Treblinka. =92 It
was the start of a comprehensive confession.=94

For the next week Reinemer agreed to dictate his story to Herr Matschke.
Reinemer, born in Dresden in 1918, told how he joined the Nazi party and
later the SS and was attached to Treblinka in 1942. He said that later he
commanded a squad which clubbed prisoners to death after a failed uprising
and later led more prisoners into a forest to be executed.

=93I recalled the camp commander=92s order to the SS guards,=94 he told Her r
Matschke. =93 =91Restore calm with no regard to the consequences.=92 I went  into
the forest with a detachment of 110 Jews. I lined them up and gave the orde r
to fire.=94

At the end of the war he put on the uniform of an ordinary German soldier b ut
was recruited by the CIA after being discovered in a prisoner of war camp.

He spent several months at a US military base at Frankfurt-H=F6chst, where he
learnt rudimentary intelligence techniques and was circumcised. He was
given a Jewish identity and sent as a Holocaust survivor to Calbe, East
Germany, where he was to spy on old Nazis and new communist
technologies at the local power plant. He went with his second wife, a
Frenchwoman, and stayed until 1957 when he abandoned his family and fled
West. According to intelligence files examined in German archives, the CIA
forgot about him and no further action was taken against him. He stayed in
West Germany until 1969, when he moved to Israel. In 1972 he moved to
Venezuela with a Polish-Jewish woman whom he had married.

His widow, Rosa, said: =93He fooled me for more than two decades about his
past. Imagine, me, a Jew, living with a Jew-killer. I would have killed him
myself had I known.=94

After confessing his identity he was found dead two days later. Herr
Matschke said: =93You have to ask yourself: how many other Reinemers did
America spirit to safety?=94

Ancient Egyptian Treasures in the Grand Canyon?

Discussion of "an ancient cartographic code" with info from someone who
pioneered the work that "is now called Archeocartology, and the key to the
system is using the Great Pyramid as Prime Meridian rather than
Greenwich... [This research has found] a whole code system that the
ancient's knew about and had used in determining where to place sacred
temples, and sacred sites. It is simply known as THE CODE, or Code of the
Ancients."

"From THE CODE we get factual, mathematically provable evidence that all
ancient sites, megaliths, temples, stone circles, effigies and certain natural
formations and vortexes across the entire face of the globe are very precisely
located on a global coordinate system in relation to the Great Pyramid...Not
only that, but an ancient numerology system known as Gematria... is used
in the manipulation of the numbers that relates the numbers to other key
locations, mathematical constants such as Pi and the radian, and the
positions of the sites themselves given in the geometry of their physical
construction."

I scanned it for a bit--it sounds so Masonic. I'll look at it closer after
praying. The inner court sure does represent the inner man--the inner
heart, where regeneration takes place. Most Christians remain in the outer
court where all the circus acts are..the activity, the false praise and
worship, the outward displays of religiosity. They never pass thru the
"strait gate" and enter the Holy of Holies where there is no light but Jesus
and no food but His word only, the bread of life is there.

Second Coming of Christ "announced" in Equatorial Guinea tree

MALABO, Dec 15 (AFP) - The discovery of an imprinted "human foot" in a
tree in Equatorial Guinea is the herald of the Second Coming of Christ, state
television said Friday.

Two woodcutting brothers found the supposed footprint, which measures
about a meter (three feet), in a tree they had come to chop down in a forest
at Basupu, about 19 kilometers (12 miles) from the capital Malabo, the report
said.

The television showed images of the giant footprint, which the presenter said
was "one of a number of mysterious signs announcing the coming of Christ
to Earth."

The woodcutters' discovery has stirred excitement throughout the former
Spanish colony in the Gulf of Guinea.

It is being investigated by Malabo scientists.

2,000 attend Vatican's fashion Jubilee

VATICAN CITY, Dec 16 (AFP) - More than 2,000 fashion designers and their
families attended a Catholic Jubilee celebration in Saint Peter's Square
Saturday.

Big names present included the four Fendi sisters, Gai Mattiolo and Laura
Biagiotti with her daughter Lavinia.

Pope John Paul II praised the designers' work, saying "it demands fantasy
and taste". Fashion designers were "trying to transmit to others the love for
beauty."

Participants called the celebration, coming three weeks before the official
end of the Catholic holy year, "extraordinary and unexpected."

"This is the first time that we can project a different image of ourselves," said
Mario Boselli, the president of Italy's fashion federation which groups the
industry's entrepreneurs.

France's fashion world was represented by the president of the French
fashion federation, Didier Grumbach.
