Hey Shophar,
I can't confirm whether any of the items mentioned in the interview are tru e or not. Although, I wouldn't be surprised if it was true. The interview ee mentioned something about Indigo Children in the U.S. There's a book ou t that deals with this topic (an excerpt from the book appears below). I f ind this topic somewhat interesting in that it reminds of Genesis 6 (which you and I have discussed before I believe Shophar <g>). There's one school of thought that says the Nephilim were the "unnatural offspring" of the in termingling of angels and women before the flood. The gene pool therefore became corrupted, except for Noah's family (being "perfect in his generatio ns") and thus the reason for the flood. Reading the interview that was pos ted a few days ago where it mentioned children are supposedly being born wi th altered DNA of some sort thus giving them psychic, as well as other, abi lities made me go.. hmm... interesting. (As it was in the days of Noah?)
Nevertheless, talk of "Indigo Children" or "Super Psychic Children" is very New Age. Every article I came across on this topic -- just doing a quick search of the internet -- seemed to be linked to a "new age" site and thus the comments were quite positive. One site I ran across mentioned that the se children may be "walk-ins" which I just became familiar with after readi ng Hannah Newman's book "The Rainbow Swastika." Walk-ins is a New Age phen omena where a person "steps out" of his body to allow a "master" to have fu ll control. The "master" is a spirit being that the host has been channell ing. From Newman's book:
"This last stage transforms the outwardly normal-looking person into a body hosting an alien resident; the human owner is known in NA parlance as a 'w alk-out', and the spirit-tenant is a benevolent 'walk-in'.
Sounds like demonic possession doesn't it? Newman goes on to say:
"But walk-ins can be identified by their unusual powers, including mind-rea ding, the power to 'forestall' human activity ... and the ability to insert thoughts into a human mind which he thinks are his own."
This "walk-in" phenomenon does seem to be similar to what was described in
the interview article about the psychic children of China.

I have a seven-year-old Indigo son. I've been working as a teacher's aide i n his classrooms through preschool, kindergarten, and now first grade, and I've observed his interactions with Indigos and non-Indigos of all ages. It 's been interesting! In fact, trying to put it all down in writing has been a challenge because the children do so many subtle things.
Indigos process their emotions differently than non Indigos because they ha ve high self-esteem and strong integrity. They can read you like an open bo ok and quickly notice and neutralize any hidden agendas or attempts to mani pulate them, however subtly. In fact, they can see your hidden agendas even if you can't! They have inherently strong determination to work things thr ough for themselves and only want outside guidance if it's presented to the m with respect and within a format of true choice. They prefer to work situ ations out for themselves.
They come in with their intentions and gifts easily identifiable from birth . They can suck up knowledge like a sponge, especially if they like or are drawn to a subject, which makes them very advanced in their areas of intere st. Experiencing life helps them learn best, so they create the experiences they need to help them with their current problem or area where they need to grow. They respond best when treated like a respected adult.
Not only are they masters at intuitively picking up on hidden agendas or mo tives, but they are equally masterful at turning those agendas back onto th e people using them, especially their parents. Psychological "button pushin g" often causes them to be labeled as nonconformists. If they notice that t here is a hidden motive behind your attempt to get them to do something, th ey will resist strongly and feel perfectly justified in doing so. From thei r point of view, if you're not doing your work in the relationship, they ca n challenge you on it.
When I called them good "button pushers" what I really meant is that they'r e working with us adults to help us recognize where we are holding and usin g old, subtle patterns to manipulate them, which used to work but will no l onger. So if you are constantly getting resistance from an Indigo, check yo urself first. They may be holding up a mirror for you, or be asking you, in a nonconformist way, for help in finding new boundaries, fine-tuning their own skills or talents, or going to the next level of growth.
Indigos have innate healing abilities that are usually already active; howe ver, they may not know that they are using them! The most spectacular thing I observed was how they formed groups, adjusting and spacing themselves, e specially around another child who might have been sick or upset =97 sittin g and blending their energy field with that child's. Most often, they paire d up one on one, but sometimes they formed groups and sat in either a trian gular or diamond-shaped pattern. It wasn't done in an obvious way, but very subtly. When finished, they were off to something else.
It was amazing. They just did it, but they didn't want to discuss it; in so me cases, they weren't even consciously aware of what they were doing or wh y! It was so natural to them that if a child needed something from the Indi gos, they just went and sat next to them for a while, not even necessarily talking, and then they separated.
Another interesting thing was that, off and on throughout the year, the Ind igos went through periods of attracting and repelling each other, or period s of really needing each other's company and then of not needing it. I'm no t totally clear on this, but it seems to coincide with individual personal development. The closeness and concern they had for each other was never lo st during those periods of separation, but they wouldn't go back together, either, until all was right for them.
I'll give you one little story regarding my Indigo son. Let me give you the background: My husband and his family are Chinese Americans, and I am of G erman/Finnish heritage. My husband's family places great emphasis on educat ion, and the siblings were brought up with a strong need to succeed. This s till sometimes spills over onto their children, in the form of whose are be tter, smarter, and faster. My husband and I agree about not participating i n all this competitiveness, but that doesn't stop it from happening around us. To top it off, consider that out of the five grandchildren, my son is t he only boy =97 that is, the only male heir =97 and I think you'll get a pr etty clear picture of the undercurrents.
We were at my in-laws' house on Christmas day, and my son, who was almost f our years old at the time, was showing off his Millennium Falcon=99 (a Star Wars=99 toy that was meant for a six-year-old) that he had received from u s that morning. It was the giant one that opens up, and inside were all kin ds of little compartments, similarly but not identically shaped. He wasn't interested in that portion of the toy at that time. He was only interested in pretending to fly it and shoot the rockets =97 living out his fantasies. One of his uncles asked to play with it and proceeded to take all the litt le doors off of all the compartments. He handed them to my son in a pile an d asked, "Can you put this back together?"
It was a setup! All the doors were the same color, and the differences in s hape and size were very subtle. Oh, and the tone of voice he used =97 like butter wouldn't melt in his mouth. This uncle has three daughters and a who le lot of personal agendas, so his actions were not a total surprise, but . . . I absolutely love what happened next.
I started to intervene, and my son turned and looked me, dead in the eye, w ith a look on his face I'll never forget. He looked at me to see what I was going to do, and in the instant that it took for him to read my intentions , which were of Mommy Lioness =97 I'm not going to let this happen to my so n =97 he responded just as quickly. He gave me a look that said, Back off, Mom, I'm taking this one on myself, and I felt the energy shift as he took command of the entire room. Everyone stopped talking and turned to look ove r at him. He calmly said to his uncle, "I don't know. I've never done that before; let me see." Then he proceeded to put that thing back together quic kly and accurately!
When he was done, the energy shifted again, and he looked over at me as if to ask, "Was that okay?" I just smiled and said, "Good job." Everyone there caught the double meaning, including his uncle, who has never since done a nything like that to my son or to anyone else's child in our presence.
No direct comments were made that night about the situation. We all just kn ew that we were each going to process it individually and privately, each g etting our own lesson =97 all because this little one decided to learn for himself.
Indigos are born masters =97 each and every one! We have to understand that they fully expect every one of us to do what they are doing naturally, and if we don't, they keep pushing our buttons until we get it right =97 that is, until we become the masters of our own lives. So when my son did his th ing, he taught everyone there a quiet lesson, including himself.
For me, the lesson was, let him go; despite his age, he is capable. Stay aw are and watch the process. The process in this case was very interesting. H e quickly and accurately sized up the situation, and determined his respons e based on what he wanted to experience. After making sure he had backup, h e chose to confront the person directly, and at that point, he immediately called up all the energies necessary to complete the task. Afterward, he re leased it all back just as quickly and went back to his own business.
I've witnessed many similar situations that he or other Indigos handled in the same way. They will size up a situation and then choose their actions b ased on what they want to experience at the time. The only adjustments to t his pattern that I've seen were based on what type of backup they had. In a safe environment, they have consistently used this pattern.

SAN FRANCISCO (AP) -- For Frank Primus, going home for the holidays can be
stressful, with family religious traditions often conflicting with his
beliefs.
Primus, who grew up Baptist but converted to Islam just before leaving for
college, was forced to balance the family tradition of Christmas morning
services with his observance of the end of the Islamic holy month of Ramadan a
day later.
"It's a little daunting, explaining things to your parents that you're not
like them anymore," said Primus, a 23-year-old biology researcher at Stanford
University.
Primus is part of what experts say is a growing phenomenon of religious life
on the nation's campuses, as students come home with different beliefs and
sometimes feel alienated from their families.
Some students are turning toward a more lasting commitment to religion, while
others are looking for a different type of spirituality than their parents,
religious experts say.
"Students are accessing some kind of deep personal dimension of meaning in
their life," said Scotty McLennan, university chaplain at Tufts University.
"We've just about doubled our traditional religious movement over the last 15
years at Tufts. The Catholic Mass packs the chapel on Sunday nights."
Primus decided to compromise this year, giving his family Christmas presents
and in return asking for gifts to celebrate Eid al-Fitr, which marks the end
of Ramadan.
"I'm at a new stage," he said. "I don't think there's a problem with
respecting other people's religions, especially my family's."
The problem is more difficult for Rachel Suzuki, a senior at the University of
California, Davis. Suzuki says she found God the summer before starting
college, and she's thinking of working as a missionary after graduation.
Her decision has bewildered her nonreligious family, and her father is trying
to discourage her career plans.
"I know that I'm going to be making decisions that are totally not going to
make them happy, and in a way dishonor them. That's the hardest thing, is not
having the blessing," Suzuki said. "I feel like I'm choosing between God and
my family.
"It's like, why on earth would you go and be an evangelical weirdo?"
Janice McWilliams, a staff member at UC Davis InterVarsity, a nationwide
evangelical campus organization, said dealing with parents who are upset with
their children's fervent interest in religion is a large part of her job.
Nationally, InterVarsity has 32,000 student members, according to figures for
the 1999-2000 academic year. More than 1,500 were new converts to
Christianity.
The initial stages of conversion are a trying time for all involved, and both
sides must learn to accept their differences, said Makin McDaid Abdulkhaliq, a
Stanford graduate student who converted to Islam.
"I think when people first convert, they take things very rigidly, and then as
they get older, they learn to take all aspects of their life into what they're
doing," he said. "I think some people don't do it very diplomatically. I've
kind of learned from my mistakes."
Xav Serrato, 19, was raised Roman Catholic and converted to Judaism during the
summer. At the University of California, Berkeley, many of his friends are
Jewish and volunteer as counselors at a Jewish camp. He decided to join them.
Serrato said it is important to make sure his family understands that he no
longer follows their religion.
"It's their holiday, but I respect my family as long as they know it's not my
holiday that I'm celebrating with them," Serrato said.

British archaeologists uncover 'the Sistine Chapel of predynastic Egypt' at 30
sites in the desert east of the Nile

Discoveries that open a new window on the prehistory of ancient Egypt have
been made by British archaeologists who have found 30 sites rich in art
chiselled into rocks up to 6,000 years ago in the desert east of the Nile.
The rock drawings show cattle, boats, ostriches, giraffes, hippos and the men
and women who lived in the area in 4,000BC, long before the first pharaohs, or
the first pyramids.
"It's the Sistine Chapel of predynastic Egypt. It's amazing," said Toby
Wilkinson, of Christ's College, Cambridge, who led the Eastern Desert Survey
this month. "What this does is open up a completely new chapter in the study
of Egyptian civilisation and its origins."
Ancient Egypt was always a puzzle. The civilisation appeared to archaeologists
to have sprung up as a succession of dynasties of master-builders along a
ribbon of fertile land on either side of the river Nile.
Even to the ancient Greeks, the Sphinx and the pyramids seemed to have always
been there. The challenge has been to identify the origins of settlement on
the Nile.
Egyptologists now think that the forefathers of the pyramid builders could be
the same people who left their signatures on stones in the desert 6,000 years
ago.
"Some of it is quite breathtaking," Dr Wilkinson said. "It is very difficult
to date precisely, but looking at the stylistic parallels, a lot of this art
has got to be from around 4,000BC. That is pretty old - and some of it is even
older.
"Looking at the striking similarities between the rock art pictures and the
painted pottery from the same period in the Nile valley, it is pretty clear
that the same people were producing both."
In the 1930s, a German scientist began examining evidence of ancient human
activity in the desert between the Nile and the Red sea, but the second world
war interrupted the work. The origins of Egyptian civilisation began to emerge
as a hot academic topic in the 1970s. More recently, British teams began to
look systematically at the eastern desert.
"Until the last two or three years, people had been looking entirely in the
Nile valley, and people had never really considered that there might be a vast
treasurehouse of information out there in what is now desert, because it is so
inhospitable and inaccessible today," Dr Wilkinson said.
"People hadn't stopped to think that it might have been rather different
thousands of years ago."
Egypt began to turn to desert in about 3,500BC. Until then, the landscape
would have been much like the present east African savannah, with waterholes
and seasonal rivers, and with much the same fauna.
Dr Wilkinson and his colleagues - some of them amateurs who joined the team as
part of an adventure holiday to finance the research - began exploring a
section of desert between two major roads, the Wadi Hammamat and the Wadi
Barramiya.
"Pretty much everywhere we have looked we found a plethora of rock art sites,"
he said. "A couple of weeks ago, we found more than 30 new sites that had
never been recorded or mentioned before.
"Sites can vary in size from a boulder with a few animals or boats pecked on
it to a vast area of cliff face dotted with pictures of people and animals,
hunting scenes, flotillas of boats and giraffes, ostriches and elephants."
Wadis are ancient riverbeds that now serve as channels for periodic flash
floods, and ancient travellers would have stayed close to them. About 20 of
the new rock sites are at a wadi called Umm Salam. Some bear the graffiti of
generations.
The team found evidence of Bedouin, Roman and Greek markings, and of
travellers who went that way in the era of the pharaohs. But the most dramatic
were pictures that told a story of an unknown pastoral people, driving their
cattle from one watering place to another, between the Nile valley and the Red
sea.
Some of the boats chiselled into the rocks are fairly simple. Some seem to
have religious significance. They show figures with large plumes in their
hair, like the later gods of Egypt. Some of the boats are being dragged - an
image that recurs in the tombs in the Valley of the Kings. Some of the figures
depicted are clearly chiefs, wearing what might be ostrich feathers.
There has always been evidence of prehistoric commercial traffic in the
region. Coral, sea shells and obsidian - a black volcanic glass - came to the
Nile from the Red sea. But the picture that emerges is of an indigenous
nomadic people, moving from place to place according to season with their
cattle, who may have been forced to settle as the land around them began to
parch.
"There is a lovely little scene of seven women dancing, holding hands," Dr
Wilkinson said. "They seem to have skirts on, but in general the figures are
quite rudimentary. We think of Egypt today as just a narrow strip on either
side of the Nile valley. We are going to have to rethink our idea of the
extent of Egypt, 7,000 or 6,000 years ago. It wasn't just the Nile valley, it
was this vast area on either side which was able to support life.
"These people moved out of the savannahs into the Nile valley and settled
there, and this is what kickstarted Egyptian civilisation."

OLMERT MOVE ELICITS ARAB THREATS
Jerusalem Mayor Ehud Olmert will move his offices and aides to a building -
known as the Idra - opposite the Western Wall tonight. The move was to
have been carried out tomorrow morning, but will be moved up in light of the
sharp reactions heard by senior Palestinian leaders. Palestinian negotiator
Saeb Erekat actually warned Prime Minister Barak today that if Olmert
transfers his offices, it could lead to bloodshed. Olmert is adamant,
however: "Jerusalem - the Temple Mount, the Wall, everything - is ours," he
said. "If the Temple Mount is transferred to the Palestinians, Jews will not
even be able to come to the Western Wall."
An editorial in Ma'ariv today noted that Article VIII of the 1949 cease-fire
agreement between Israel and Jordan ("http://www.israel-
mfa.gov.il/mfa/go.asp?MFAH018s0") promised Israel free access to the holy
places, "an article that Jordan never honored." The editorial adds that the
Mount of Olives, which is also scheduled to be given to the Palestinian
Authority according to the Clinton proposals, had its latrines paved by the
Arab Legion with headstones from the Jewish cemetery. The editorial
continued, "Only yesterday, the Foreign Ministry distributed a 'White
Paper' in which it described Arafat as a 'serial violator of agreements...'"
CABINET DELIBERATES, ADJOURNS
The Cabinet spent several hours this morning deliberating on the
government's response to outgoing U.S. President Clinton's proposals for
Israel to give away the Temple Mount and 95% of Judea and Samaria. The
opinions of several ministers are known: Ministers Roni Milo and Matan
Vilna'i have expressed some opposition; Milo said this morning, "The Temple
Mount is the source. We came here [to the Land of Israel] not for Rechavia
[a posh Jerusalem suburb], but because of the Temple Mount. Giving away
the Temple Mount is a denial of our past, and I feel that a nation that has no
past also has no future." Milo switched from the Likud to the Center party
before the 1999 elections.
On the other hand, Minister Chaim Ramon, after expressing earlier doubts
about the wisdom of making such far-reaching concessions, has changed
his mind. He now feels that Israel cannot ask for revisions in Clinton's
proposals, and must therefore accept them as they are. "This is the true
price of peace," Ramon said, "and we must explain this to the Israeli public."
Housing Minister Binyamin Ben-Eliezer, who said at the beginning of the
current wave of war three months ago that the Oslo process had died and
that Arafat could not be Israel's peace-partner, also now supports the Clinton
proposals.
The Cabinet meeting adjourned shortly after 1 PM, and will resume at 11 PM
tonight. The Americans had originally set today as the deadline for answers
from both Israel and the Palestinians regarding the proposals, but have now
pushed off the deadline until "later in the week." The Barak transition-
government is expected to respond favorably to the proposals, but with
certain reservations; Arafat is not expected to give a definitive answer, but
will merely ask for some clarifications. Barak, Arafat, and Egyptian
President Hosni Mubarak are scheduled to meet tomorrow in Sharm a-
Sheikh.
Some 80% of the Palestinian public objects to an agreement with Israel that
voids the Arab "right of return" and does not full include Palestinian
sovereignty over the Temple Mount. In addition, 52% of the respondents in a
poll of Palestinians object to the negotiations with Israel altogether.
PRO-JERUSALEM CAMP AROUSES
Wide-scale protests against the Barak transition government's concessions
continue to be sounded and carried out. Some thirty trucks and buses with
large signs reading, "The Temple Mount is Ours," surrounded the Prime
Minister's Office this morning while the Cabinet meeting was being held
inside... Several marches are planned to the Temple Mount area over the
next few days, including two today: One group set off to the Orient House
(the PA's Jerusalem headquarters), and from there to the Old City, while
another group departed from the Central Bus Station. Yehuda Etzion, a long-
time leader on behalf of Jewish rights to the Temple Mount, said that his
contingent would attempt to enter the Mount, and called on police not to
carry out "the illegal order to prevent Jews from entering the Temple Mount."
Tomorrow morning, rabbis from all over the country will gather in the Old
City's Yeshivat HaKotel, and will hear lectures on the current situation by
former Chief Rabbis Mordechai Eliyahu and Avraham Shapira. Afterwards,
the rabbis and many of their students will walk around the Temple Mount.
Rabbi Eliyahu will take part later in the afternoon at a Chanukah candle
lighting ceremony at Rachel's Tomb; the public is called upon to join him.
Next week, a large sit-in strike is planned in the Jerusalem government
complex... Grass-roots groups such as Women in Green and Zo Artzeinu
(This is Our Land) will announce plans for a unique protest movement next
Tuesday night in Tel Aviv... A massive large Yesha Council demonstration is
planned for Wednesday night in Jerusalem...
In the Jordan Valley - also slated for transfer to the Palestinian Authority by
Ehud Barak - several angry residents broke into the Tovlan outpost on the
Jordanian border this morning. They tore down the border fence and held a
stormy demonstration at the site at which Barak promised last year that the
Jordan Valley would forever remain Israeli.
AN ENCOURAGING WORD
Yaakov (Ketzaleh) Katz, one of the leaders of the Yesha settlement
enterprise and Executive Director of Arutz-7, helped lift the spirits of
Arutz-7 listeners today:
"It is important that we all know: We are not only a little minority. Most of
the Jewish public in Israel - 70, 80% - does not want to give away Jerusalem,
Judea and Samaria, and uproot Jews from their homes. We must know that
the media has enlisted totally in the effort against us - for instance, today
they are full of reports about Finance Ministry plans for uprooting settlers and
paying compensation... First of all, we must know that we are the pioneers,
and the world's eyes are turned towards us to see if we are strong. These
attempts to weaken us are totally meaningless and empty. We are the true
pioneers, we will remain here forever. It is exactly because of our strength of
spirit that they are trying to fight us with this type of psychological warfare.
But it will not work. Many of us have been here twenty and thirty years, for
three generations already, and we have lived through all these attempts to
weaken us... There are almost half a million people in Yesha, including the
neighborhoods of Jerusalem, and we must know and remind ourselves: We
are headed only forward! We must not be alarmed by the reports of
weakness on Voice of Israel and Galei Tzahal (Army Radio)..."
"We have arranged that Mayor Olmert will bring his offices and aides to the
Idra building opposite the Western Wall, to show the world that Jerusalem,
like all of Eretz Yisrael, is ours. This is an important message and response
to the weakness that has unfortunately overtaken many parts of the Israeli
public. We feel that what is needed now are healthy and positive actions
that will arouse the genuine feelings of most of the public - not those of the
small, vocal minority. Most of the public does not want to give away
Jerusalem... The fact our idea [regarding Olmert's offices] has succeeded is
proven by the sharp reactions it has evoked among the Palestinians, and we
call upon tens and hundreds of thousands of Jews to come visit the new
Mayoral offices over the next few days..."
"A word about the protests of the 'right wing:' First of all, I don't like to talk
about the 'right-wing,' as if it's some sort of minority - we're talking about
close to half-a-million people in Yesha, all of whom are candidates for
expulsion from their homes either in the short term or the long term, who
represent the healthy majority of the country who don't identify with the plan
to give away the Temple Mount and uproot Jews from Jerusalem and divide
the city and cause a great disgrace... All the protest activities have police
approval, such as the march around the Temple Mount tomorrow by
hundreds and thousands of rabbis and their students. All these activities
over the coming weeks will lead, with G-d's help, to national spiritual
health..."
Katz then spoke about Ariel Sharon: "[Another important element is the]
victory of Ariel Sharon in the coming election, with G-d's help - but we have
to know that we can't only rely on Ariel Sharon. Sharon is a politician who
represents a particular political direction, a war hero, a man with strong
national intuition who did great things for Israel - but we rely not on Sharon
but on G-d and on our own actions. If we are strong, then Ariel Sharon will
also be strong; but if we broadcast despair and weakness, then Sharon too
will reflect this and will broadcast the same. We represent the majority of
the Jewish nation, and therefore we will win, and we need not relate to the
weakness that the other media give over - we must ignore them and march
forward."
WAR FORESEEN
Dr. Lev Greenberg, of the Humphrey Institute in Be'er Sheva University,
writes in today's Yediot Acharonot that Ehud Barak's strategy will lead to
war. He explained to Arutz-7 today that although he feels that Israel should
make major concessions to the Palestinians, this is not the way to do it:
"From whichever way one looks at it, it appears that war will be the result of
Barak's 'election campaign trick.' For one thing, my most basic evaluation
is that there will not be an agreement. This is because Arafat also realizes
that his signature on an agreement now is worthless, because it will not be
honored by Ariel Sharon or by Binyamin Netanyahu (who will become Prime
Minister later in what I call the 'second round of elections') - so why should
he sign on what he sees as concessions? I therefore think that there will be
no agreement, Sharon will form a national-unity government with Labor,
Barak will blame Arafat for the failure to achieve an agreement - and the
result will be a military escalation."
"However, this would be a minor form of escalation. A worse scenario is if
there really *is* an agreement - because Sharon has promised that he will
not honor the agreement, and this will cause the world to say that the Israeli
public that voted him into office is against peace. For this reason, Barak will
try to scare the public into voting for the agreement, saying that the
alternative is international de-legitimization and war. If he succeeds [in
scaring the public and winning the election], this will lead to a major de-
legitimization of the agreement by the right-wing; the Knesset will then not
ratify it, there will be new elections, Netanyahu will win, and the situation
[with the Palestinians] will worsen..."
"The main fault with the entire conception," continued Dr. Greenberg, "is that
the negotiators are trying to make peace only between the leaders. They are
ignoring the fact that the dispute between the peoples is genuine. It's not
over trivial matters - there are real issues, such as sacred things to both
sides, and land rights that both sides want. It is not something that can be
solved in forty days... The way that Barak is going about this is simply not
leading to the desired results of real peace between the peoples, but rather
the opposite..."

More support for Yesha: Yeshivat Sha'alvim and the town of Nof Ayalon are
hosting Yesha residents, free of charge, for the Chanukah holiday. Some
200 residents from Kfar Darom and Morag were treated by the Nachal Sorek
Regional Council to a holiday stay in the Kibbutz Chafetz Chaim guest
house yesterday; residents of other Yesha towns have been guests of
Chafetz Chaim over the past weeks... Iraq has paid $30 million to Israel in
compensation for damages it caused Israel during the Gulf War in 1991. The
United Nations' Claims Committee transferred $5 million each to El Al Israel
Airlines - for being forced to park its planes in Europe so that they would not
be hit by Iraqi Scud missiles - and the Flower Growers' Association. Private
individuals were awarded a total of $300,000, including $135,000 to one
person. Another $15 million was also awarded to Israel, but it will be paid
out in the future in accordance with Iraqi oil sales... Brig.-Gen. Effie Fein will
retire from the army this afternoon. He decided to step down early because
of the storm caused by his recent remarks in which he called Arafat a
"miserable murderer."..

Yet another borderland between physics and chemistry is found in the realm of
carbon nanotubes. These are strong and elastic cylinders of carbon atoms,
beloved of those who believe in nanotechnology-the idea that machines the size
of molecules can one day be harnessed to the service of man. But carbon
nanotubes are also highly conductive. When electrons are fed into one end of a
nanotube, they are faithfully spat out at the other end. Moreover, as Bruce
Alphenaar of Cambridge University recently demonstrated, the magnetic "spin"
of the electrons passing down such a tube remains constant-something that does
not usually happen when an electron is conducted. Because they can transmit
spin in this fashion, carbon nanotubes may form the backbone of future
quantum-computing devices. Such devices could increase computing power
dramatically, because the zeroes and ones of traditional computing would be
replaced by an array of "in-between" spin values.
Such gizmos may sound outlandish, and there are plenty of sceptics who scoff
at them. But in quantum theory, pure speculation is precisely the point. If a
quantum physicist today could predict the future impact of his work, he would
stand in violation of the long and honourable tradition of his discipline.
Planck, indeed, never came to terms with the ideas whose birth he presided
over. The progression of quantum theory beyond physics, into chemistry, and
possibly thence into biology, will probably astonish the people who are
investigating it now, and who may have thought they knew what they were up to
all along.

(IMRA: Ran Lior explained to IMRA tonight that the location was chosen
because the youth will be at a program at a nearby youth hostel. Lior did
not know if there would be a Peace Now activity to mark the Green Line
within the heart of Jerusalem, for example in front of the Yaffo Gate and
David's Tower.)
Over 100 activists from the Peace Now Youth Movement will physically mark
the ("Green Line") 1967 border near Jenin, in the northern West Bank, on
Friday morning. The activity is the first in a series aimed at highlighting
public support for a peace agreement based on the June '67 border.
The activists, aged 14-18, will spread green nylon along about 300m of
border between the villages of Zububa and Rumana , in Palestine, and Kibbutz
Givat Oz, in Israel. They will then stand behind the line holding Israeli
flags, creating an impressive visual effect.
Roni Carmel, aged 18, a central Peace Now Youth activist: "This is one of
the most dramatic moments in Israel's history. Finally, there is a real
chance for an end to the bloody conflict between Israel and the
Palestinians. Many of us will soon be drafted into the IDF, and now we can
hope that we will not have to be part of the continued occupation.We
wholeheartedly support a two state solution based on the 1967 borders. We
cannot accept anything more than a symbolic implementation of the right of
return for the Palestinian refugees, because that will effectively deny us
our right to self determination as Israelis. That's why we've decided to
make a stand on the 'Green Line' as the place where Palestine ends and
Israel begins."
The activity will take place on Friday, December 29th, 2000, at 10:30am, on
the road leading from Megiddo Junction to Jenin, about 200m before (east of)
the IDF checkpoint (the site is about 1hr from Tel-Aviv).

About two weeks ago, near Hizme in northern Jerusalem, another Israeli
motorist was killed and several injured when an Arab-driven truck ran

Arafat's advisor and chief editor of the Palestinian daily Al-Ayyam, Akram
Haniyya, who participated in the Camp David negotiations, published an
editorial titled "American Fast Food," in which he effectively rejects

"The phone lines in the headquarters of the [Palestinian] presidency are
likely to be subjected to massive pressure in the coming days. Dozens of
phone calls from many capitals in the world are expected. Although the
Muslim and Christian holidays occur simultaneously this year, the White
House has declared high alert and delivered a message to dozens of capitals
in all continents to contact [the PA] immediately."
"The content of this message may be summarized in one single sentence:
Significant progress has been achieved, allowing for a historic opportunity
to reach an agreement on a final settlement between the Israeli and
Palestinian parties. The initiative demanded [of world leaders] may also be
summarized in one single sentence: Call the Palestinian leadership in order
to persuade it to accept the proposed [American] ideas."
"The scale of American-Israeli media activity and diplomatic urgency in the
last couple of weeks almost succeeded in creating the impression that there
is a genuine opportunity (the anticipation for which has lasted for a
century) to establish a just and lasting peace settlement for the conflict.
The impression created is that the issues of the negotiations have
completely ripened and that nothing remained but some final touches, to be
accomplished prior to the signing ceremony, that should take place before
the final curtain of Bill Clinton's presidential term on January 20, 2001."
"We know very well that in the coming two weeks we are likely to hear the
same old tune:
'don't miss the train;' 'take the opportunity before January 20 and before
February 6' (the date for the Israeli premiership elections)."
"Therefore, the following three points should be made right from the
beginning:
A) There is a Palestinian will to reach a peace agreement that will fulfill
the Palestinian rights today rather than tomorrow. The Palestinian
leadership understands very well the various aspects of the constitutional
considerations in both the US and Israel. Therefore, no serious opportunity
should be missed and no spark of hope should be left unexamined.
However, it must be stressed at this point that the Palestinian decision is
guided only by the compass of the supreme national interests of the
Palestinian people. The Palestinian timeline is determined, first and
foremost, by this compass.
B) The continuous Palestinian declarations that any possible agreement must
conform to the resolutions of international legitimacy are a fundamental and
essential matter, not a product for media consumption. Therefore, it is
unacceptable that [these] resolutions, which are the source of authority for
the peace process, become mere slogans or preambles to agreements whose
articles and detailed appendices negate the goal and essence [of the
resolutions of international legitimacy themselves], distort their wording,
and rob them of their spirit.
C) From the Palestinian perspective, what is needed is a final settlement
that will truly have the 'quality of finality. ' In other words, only an
agreement that determines all the minute details [and includes] full maps -
an agreement that does not require dozens of additional future agreements
for its implementation and does not conceal breaches or mines - may be
signed.
The bitter experience of the last seven years of the negotiating process
necessitates that any final agreement indeed be final."
"In view of these three criteria, [it is worth asking] whether the ideas
read by President Clinton - who these days is packing up to leave - to the
Palestinian and Israeli delegations last Saturday in the Oval Office, truly
present new windows to a solution."
"Do the media turmoil and diplomatic urgency actually reflect a good
opportunity? Or do they perhaps reflect a Democratic President's ambition to
reach an agreement that will become part of his legacy a legacy that is now
threatened by a Republican president-elect and by the first signs of a
slowdown [in the American economy] that may hurt his main source of pride:
the greatest period of economic prosperity since WWII?"
"Is this the marketing of an historic settlement to peoples who yearn for
peace and for salvation from wars and destruction, or is it merely a
recruitment for a campaign to reelect Barak as Prime Minister?"
"An objective reading of the American ideas uncovers some significant facts:
A) The [American] ideas ignore the most important lesson of both the Camp
David summit and the Intifada, because they include a recognition of Israeli
sovereignty over what is underneath the Al-Haram Al-Sharif. Thus, these
ideas feed the fire and threaten to encourage religious wars. All this
despite the fact that any objective observer should have realized, following
the events of recent months, what Al-Aqsa and Jerusalem mean to the Arabs -
Muslims and Christians alike.
B) Clinton's ideas contradict the resolutions of international legitimacy in
several points. They violate Resolutions 242 and 338 by legitimating the
Israeli settlements. Thus, they approve the annexation of Palestinian lands
to Israel without offering a substitute, equal in both value and size, of
Israeli lands [that will be transferred to Palestinian sovereignty]. In
addition, they propose mechanisms for solving the Refugee Problem - the
heart of the Palestinian problem - that negate the wording of Resolution 194
regarding their return to their homes. They propose instead the options of
re-settlement of refugees, return to the Palestinian state, immigration to
other countries, or compensation.
C) The American ideas as a whole constitute more than a declaration of
principles and less than a framework agreement for a final accord. They
[cover the issues] like a broad cloak, but create more questions than
answers. They include ideas and principles that will require dozens of
additional agreements to be implemented. Anyone who recalls that it took ten
months of hard negotiations to reach an agreement about Al-Shuhadaa Street
in Hebron (an agreement that has not yet been implemented), can imagine how
many months or even years it will take to agree on the maps that result
from Clinton's ideas regarding places that are in between Arab and Jewish
neighborhoods in Jerusalem, or areas that are in between settlements that
are proposed to remain [under Israeli sovereignty] and the adjacent cities
and villages.
D) While the American ideas clearly and decisively include all that is vital
for Israel - they lack all that is vital for the Palestinians. While the
[American] ideas demand taking the precious card of 'ending the conflict'
from the Palestinian hand, they do not give [the Palestinians] final answers
regarding the final borders of the Palestinian state, because this question
is [delayed] for discussion in the map-drawing negotiations. In other
words, Israel wins the 'final' with regards to the solution [of its
problems], while the Palestinian side is expected to be satisfied with the
'temporary,' the 'delayed,' and the 'pending further negotiations,' after
having given up its precious cards and having signed [the agreement] with
its golden seal. "
"In addition, if we try to find out the philosophy underlying these ideas,
we can easily see that the American administration is asfaithful as ever
before to Israeli priorities and demands. At the same time, it disregards
the Palestinian priorities. Furthermore, the security articles included in
the [American] ideas negate the sovereignty of the Palestinian state and are
detrimental to its relations with its Arab neighbors. Also, the ideas
entail a naive attempt to deny the centrality of the Refugee Problem which
is the most visible manifestation of the Nakbah and the Palestinian Problem."
"In addition, it turns out that the American ideas lack the vital lessons of
the Intifada, especially in all that concerns the existence of the
settlements as a substantial danger for the peace."
"The American President-elect, George Bush, justifiably warned in his
campaign [warn] of subordinating the peace process to the domestic American
timetable. Therefore, the American peace team should have learned the lesson
of recent years and given the President advice that can meet the
requirements of a just peace and can be in line with the source of authority
that was set by Washington [itself] for the peace process. However, it seems
that "the final shot" of this team, just like its previous shots, is not
capable of hitting the desired target, due to structural problems [in the
American peace team]."
"The Palestinian problem is too big for a solution to be 'cooked up' in a
few days without taking into consideration what is necessary in order to
acheive success and durability of a solution. The solution [that President
Clinton proposes] is in the style of American fast food. Despite its
attractive wrapping, it is not 'healthy food,' and is, in fact,
'indigestible' in the Middle East.'

John the Baptist's cave believed found on east bank of Jordan River
AMMAN, Dec 27 (AFP) -
A cave unearthed last year under the remains of a fourth century
Byzantine church on the east bank of the Jordan River was the winter
home of the Christian New Testament prophet John the Baptist, project
director Mohammad Waheeb said Wednesday.
But experts are still investigating the identity of a human skull
found near the cave to determine if it could also belong to John, who
the Bible says was the cousin of Jesus Christ, Waheeb told AFP.
He was commenting on a report published Wednesday by Al-Dustour
newspaper, which said the skull found near the cave in Jordan's Wadi
Kharrar "could be that of St. John the Baptist".
"The cave and the skull were unearthed last year," Waheeb
said. "Reseach has determined that the cave belonged to St. John the
Baptist, but experts led by Dr. Abdullah al-Nabulsi are still
examining the skull," Waheeb told AFP.
"Until now, testing on the skull has not been completed, so we can
only say it belonged to a hermit, because the region of Wadi Kharrar
was inhabited by many hermit," he said.
The cave carved into the rock was dated to the 1st century A.D.,
Waheeb said.
The skull was found "directly next to the cave, buried on its own,"
he said.
Remains of three other ancient churches were found around the cave,
demonstrating the "sacredness" of the site, where Waheeb and the
Jordanian ministry of tourism say Jesus Christ was baptised.
Over the past few years, Jordanian archeologists led by Waheeb have
uneartherd ancient churches and huge baptismal pools in Wadi Kharrar,
known in antiquity as Bethany Beyond the Jordan.
It is located just east of the Jordan River and opposite Jericho. The
gospel of Saint John the Evangelist says Jesus crossed to the east
bank of the river to be baptised by John the Baptist.
Further east is located the biblical site known as Machaerus, where
John the Baptist is said to have been beheaded on the orders of Herod
Antipas, the ruler of Galilee.
Fearful of John's great influence over the people, Herod had him
arrested and imprisoned at Machaerus on the Dead Sea when John
denounced his adultrous and incestuous marriage with Herodias, wife
of Herod's half brother, Philip.
John was beheaded at the request of Salome, daughter of Herodias, who
asked for his head on a plate at the instigation of her mother after
dancing for the king and being promised a reward.
Israel and the Palestinians claim that Jesus was baptised in a spot
on the western bank of the river known as Qasr el-Yahud.

Meteors, not space junk, in sky: Americans

Fireballs seen over NSW and the ACT on Tuesday night were almost
certainly meteors and not falling space junk, the US military said
yesterday.
Australian astronomers and space experts agreed the spectacular
fireworks show, observed from Batemans Bay to Sydney, was probably
the work of a football-sized meteor, but doubted it could be blamed
for a mysterious grassfire that erupted south of Canberra.
Canberra seismologists confirmed detecting unusual vibrations which
could have come from sonic booms heard by witnesses, but said they
were far too weak to be traced.
Major Jamie Robertson, a spokesman for North American Aerospace
Defence Command (NORAD), said none of almost 9,000 man-made objects
being monitored in space had plunged to Earth over Australia on
Tuesday. "It was probably a meteor," he said. "We need to know the
difference between falling space junk and an incoming ICBM
[intercontinental ballistic missile]."
He said NORAD, based in a nuclear-proof bunker inside Cheyenne
Mountain, Colorado, tracked orbiting objects as small as four square
centimetres.
Dr Cvetan Sinadinovski, a seismologist with the Australian Geological
Survey, said that between 6.30 and 9.30 on Tuesday night, Canberra
seismographs recorded "increased vibrations", possibly linked to the
sightings.
"However, no single impact can be positively identified."
The vibrations were 1,000 times too small to be traced and were
within the limits of "background noise" caused by passing traffic and
distant thunderstorms.
The ACT Bushfire Service's operations manager, Mr Tony Graham, said
firefighters spent three hours fighting a blaze that burnt half a
hectare of grass by the Monaro Highway, 20 kilometres south of
Canberra, on Tuesday night.
"The cause of the fire can't be determined, but there was no evidence
of space junk or meteors. It was right beside the road," he said,
adding that it could have been triggered by something as earthly as a
hot exhaust pipe.
Dr Brian Boyle, director of the Anglo-Australian Observatory, near
Coonabarabran, agreed the fireballs in the sky were probably "a
largish meteor that fragmented".
"I'd be slightly sceptical about the reported fire. I would think of
many other origins before I'd attribute the fire to a meteor," he
said.
A meteorite big enough to start fires and trigger sonic booms "should
have left some sign of the impact. People should be looking around."
The editor of Sky and Space magazine, Mr Jonathan Nally,
agreed. "Meteorites tend to be cold, not hot. These things trundle
through space at minus 150 degrees Celsius for billions of years.
"When they fall through the atmosphere they get hot on the outside,
but only for a couple of seconds. Inside they are still bone cold."
After being slowed by the atmosphere, some 80 kilometres up, the tell-
tale glow vanished.
"It is called dark flight. It takes many minutes more to fall to the
ground, by which time the crust has cooled. People have been burnt
picking up meteorites, not because they are hot, but because they are
so cold."

The Al Aqsa Intifada, and Israel's response to it, have caused untold damage
to Abed al-Razak Abed. The 30-year-old Silwan resident has five children,
and his wife is pregnant. The Palestinian-Israeli conflict has stopped him
from going to work: He's been unemployed for months as the drop in tourism
led to cut-backs in the West Jerusalem hotel where he had worked. He also
has no way of claiming unemployment.
East Jerusalem's Employment Service bureau shut down when the violent
clashes started, and one of two local National Insurance Institute branches
(a site where two Israeli security personnel were murdered) has also been
closed for weeks.
But the worst is probably still ahead. If there's anything that might
further aggravate Abed's personal woes, it could be a hasty, head-long
consummation of the PA-Israel peace deal now being discussed. "They don't
care about people," Abed says, referring to his own people's leader, along
with the prime minister of the country in which he lives. "They're only
interested in land, and their own power."
Though most Arab residents in Jerusalem aren't Israeli citizens, their
status as Jerusalemites entitles them to the social benefits Israelis
receive. Much criticism has been leveled against the shabby, bureaucratic
treatment meted-out by National Insurance Institute branches in East
Jerusalem, and by the Jerusalem Municipality's welfare bureau. Nonetheless,
social services are provided to East Jerusalemites. "Who can promise me that
such services will be provided under the Palestinian Authority?" Abed asks.
"Look at what's happening in Ramallah, Hebron and the Gaza Strip. Are
residents well off there?"
"People are in a panic," says Husam Watad, director of the Beit Hanina
community council. "Statistics show that more than 50 percent of [East]
Jerusalem residents live below the poverty line, and you can imagine how the
situation would look if residents did not receive National Insurance
Institute payments."
Many social service professionals, Arabs and Jews, believe that if authority
over East Jerusalem neighborhoods is transferred to the Palestinian
Authority in a manner that pays little heed to social realities, thousands
of local residents could literally go hungry. In contrast to residents in
the territories, who lacked rights and were subordinate to army rule,
Jerusalem residents experienced the "luxury" of social entitlements,
reflects Husam Watad. True, he says, East Jerusalemites suffered from
discrimination. Their neighborhoods were inadequately developed, and sewage
in their communities was allowed to flow through the streets. On the other
hand, he notes, local residents had the small consolation of knowing that
they wouldn't go hungry, because of social service entitlements. "It's no
wonder," Watam adds, "that many [East Jerusalemites] are afraid of the
Palestinian Authority."
Trust in Israeli medical services
East Jerusalem residents tend to dismiss sentiments expressed by Zohar
Hamdan, a Mukhtar in the Tsur Baher village. Unlike other East Jerusalem
public figures, Hamdan warns openly that putting local neighborhoods under
PA control will cause misery to Palestinian residents. In Arab communities,
he is a pariah figure, both because of his political opinions and because of
his reputed lack of moral fiber. Off the record, however, many in East
Jerusalem concede that Hamdan has it right this time.
"Were someone to conduct a secret poll, it would clearly show that most
residents prefer the continuation of Israeli power," says "A," an academic
and social activist who lives in Umm Tova. And "T," a physician who works
for the Kupat Holim Clalit health maintenance organization, says that "most
of my patients still want me to send them to Hadassah [University Hospital]
Ein Karem, rather than... Augusta Victoria. Residents here have more trust
in medical services provided by Israelis."
Hamdan isn't the only one who is willing to cite for the record the East
Jerusalemite preference for continued Israeli control. "This is a paramount
subject today," says Hisham Gol, a member of Ras al Amud's neighborhood
council. "As the situation stands now, I prefer Israeli control." Though he
is furious with Israel's government, claiming that it has discriminated
against Arabs, Gol is no less livid about the Palestinian Authority. "They
should stop showing contempt for our intelligence," he says, referring to
the PA leadership, "by saying that they're engaged in a peace process,
while, on the other hand, they do everything they can to destroy the process
and decimate the lives of Palestinians."
Aspirations for sovereignty have stirred anxieties among white-collar
professionals. "I met a teacher this morning," Watad relates, "and he asked
me: 'What's going to happen to me? Today I earn NIS 4,500. Should power be
transferred to the Palestinians, my salary could drop to NIS 1,000."
If their worries applied only to the inevitable growth pains endured by a
state-in-the-making, East Jerusalemites say, that would be bearable. But
their fears concern more substantive irregularities and abuses: corruption,
lack of justice, the over-turning of fundamental democratic rights. "There
[in the PA], money goes exclusively to those who have power," says Abed.
"Here [under Israeli control] I at least know that I'll receive what other
unemployed persons get. Here I can at least articulate complaints. Over
there, if I were simply to open my mouth, they'd put me in prison."
Abed doesn't think that Arab Jerusalemites will oppose plans to transfer
control of local neighborhoods to the Palestinians. But some East
Jerusalemites say wistfully that it would be best were the transfer of
control to be symbolic, not substantive. Striking this chord, Maum Tova
hopes that "symbols of the Palestinian people fly over every house and
institution in East Jerusalem neighborhoods, while Israelis continue as the
ones who administer them." At any event, he adds, the only thing that
matters to leaders is symbols - caring about people is, for them, an
irrelevant nuisance.
Hisham Gol expects East Jerusalemites who have nothing to lose to adopt a
hard-line nationalist position. As happens in the territories, these
indigent residents are the first to join every Palestinian struggle, he
notes. For instance, residents of the Shuafat refugee camp, the only such
camp located entirely within Jerusalem's municipal boundaries, think that
stone-throwing is a viable pastime, he says. In contrast, residents of the
Shuafat neighborhood, where living standards are higher, prefer to stay
inside their homes, and watch the violent clashes on television.
Requests for citizenship papers
"It's no accident that one of the most recent terror strikes in Jerusalem
occurred at a National Insurance Institute branch," says "I," an Arab social
worker who lives in East Jerusalem. "The fundamentalists know that [NII
services] are the most powerful source of Israeli power." He thinks that
Hamas and Islamic Jihad, two groups which boast about the social welfare
networks they operate, know that they can't provide low-income residents the
same gamut of services which the Israeli establishment offers.
"There was a Saudi proposal," Watad says, "whereby they [the Saudis] would
attend to the social welfare needs of Palestinians, after power is
transferred. But I find it hard to believe that this will happen." Since
local residents began to grasp that an agreement could be in the offing, he
says, they've descended upon Israel's Interior Ministry, asking for
citizenship papers. Many such requests have been turned down.
Residents suffer in a period of limbo. Apart from the closure of NII and
Employment Service branches, residency investigations have stopped during
the last three months. These inquiries are designed to confirm that persons
who seek social service entitlements aren't actually residents of the
territories. Such investigations last eight months, and until they are
completed, local residents aren't eligible for unemployment payments and
other social services.
"I don't harbor any hopes about a new future," says Abed. "Instead, I have
despair. I know that the situation is bad now, and I know that it will get
worse when the Palestinians take power." Everything might have been better,
he adds, had the state of Israel and the Jerusalem Municipality attended to
the dignity and needs of East Jerusalem residents. "Nobody would have joined
the uprising" against Israel, Abed says, "and nobody would want a change of
rule," had Israel been more forthcoming and mindful toward East
Jerusalemites.

PA looks for polite way to say 'no'
Barak still plans to meet Mubarak in Sharm today - and maybe Arafat

The deadline for Israeli and Palestinian responses to American bridging
proposals passed yesterday without either side sending an unequivocal reply
to President Bill Clinton, but Israel was clearly leaning toward a "yes"
answer, while the Palestinians were looking for a polite way to say "no
thanks." The Palestinians last night delivered a list of queries and
reservations about the proposals to the American consul in Jerusalem, and a
State Department spokesman said they were being studied.
Reports yesterday afternoon that the Palestinians would reject the Clinton
proposals caught Israeli officials by surprise. According to one diplomatic
source, "the signals and messages we received during the morning were
completely different and positive."
The negative reports later in the day called into question whether the three-
way summit scheduled for today between Palestinian Authority Chairman
Yasser Arafat, Prime Minister Ehud Barak and Egyptian President Hosni
Mubarak would take place. According to Israeli sources, Barak will go to
Sharm al-Sheikh in any case to meet with Mubarak today.
The Americans indicated last night that Clinton would be willing to wait for
the results of the Sharm meeting before deciding whether to continue with
U.S. mediation efforts.
American officials say that the issue of refugees ("right of return") remains
the major obstacle to a peace agreement. But following a meeting of the
PLO executive committee last night, the Palestinians submitted reservations
and requests for clarification that touched upon nearly all aspects of the
proposed deal.
Palestinian officials emphasized that their letter of reservations and
questions should be considered non-binding and did not constitute an
affirmative or negative reply. If an issue was not mentioned in the letter, this
did not necessarily indicate that they agreed with the proposed solution for it,
they added. A final decision would be made only after receiving clarifications
from the Americans, the Palestinians said.
The Palestinian letter encourages Clinton to continue with his peace efforts,
though various statements from PA officials made it clear that there was little
enthusiasm for the U.S. proposal. Yasser Abed Rabbo was the only
Palestinian minister to publicly and vehemently reject the U.S. plan, saying
that it would have a negative impact "on the future of every Palestinian child."
Arafat is under heavy pressure to respond positively to the U.S. initiative. At
least 50 foreign ministers from around the world called him to urge that he
accept the proposal, one senior PLO source reported. The summit in Sharm
al-Sheikh today - if indeed it is held - will exert additional pressure on the
Palestinian leader. As the PLO source explained: "It is even harder for Arafat
to say 'no' to Mubarak than to Clinton. He's already said 'no' to Clinton and,
in any case, Clinton is about to leave."
The PLO source told Ha'aretz that the Palestinians were vexed to learn that
the American proposal was actually a joint U.S.-Israeli effort and that it was
just a "show" to hand the proposals simultaneously to both sides.
In general, the Palestinians view the American proposals as little different
than what was offered at Camp David in July, and fear that they are again
being positioned as the recalcitrant party, while Israel is portrayed as the
side ready to make far-ranging concessions for peace.
Israel's cabinet was expected to meet through the night after resuming its
discussion of the bridging proposals at 11 P.M. This followed a five-hour
meeting yesterday morning. From the remarks made during the morning
meeting, as well as subsequent statements by the ministers, it was clear
that a majority was in favor of responding affirmatively to Clinton's ideas, with
some reservations.
Barak said that while the proposal is "painful," it preserves Israel's "red lines.

Clinton's peace deal as indigestible fast food

The Palestinian public pressure on Yasser Arafat to reject the American
peace proposal reached such a pitch yesterday that the chairman seems to
be left without any room to maneuver. Not only have spokesmen for the
opposition such as Hamas's Ismail Abu Shanab warned Yasser Arafat that
he will not be able to cope with an all-out, mass Intifada which vehemently
rejects the proposals, but so too have those in circles close to Arafat been
speaking ill of the suggested deal.
Following a comment by Abu Ala, who is considered one of the most senior
officials in the Palestinian leadership, that the American proposals do not
meet the minimum demands of the Palestinian people, these same
proposals were yesterday compared to indigestible fast food by the editor of
Al Ayyam.
Arafat's coalition partners are also adamantly opposed to the peace deal.
The Fadda party, lead by Yasser Abed Rabbo who headed the Palestinian
contingent that received the proposals from President Clinton during talks in
Washington last week, yesterday published a statement calling on Arafat
and his men to reject the deal and not to travel to the Washington summit.
Spokesmen for the People's Party (formally the Communist Party) said that
to accept the deal would mean stepping over the red lines. These sentiments
were reiterated by a group of independent Palestinian legislators, many of
whom wield much influence and call themselves "the Democratic Alliance."
To these, one must add the many Fatah leaders, as well as those from the
youth and student movements, the Tanzim and the leaders of the groups
based in the refugee camps, all of whom oppose the agreement. The Mufti of
the Palestinian Authority and Jerusalem Sheikh Ekrima Sabri has rejected
the very idea of a Palestinian concession over the Temple Mount and the
areas surrounding it.
Some of Arafat's spokesmen and the Palestinian media tried to defend
themselves against the acrid criticism by suggesting that the deal be taken
to a Palestinian referendum and by describing the intense international
pressure (mainly European) on Arafat and the leadership to take President
Clinton up on his offer. But it is doubtful if such suggestions will make even
the slightest dent on opinion in the territories.
One is left with the clear impression that the deeply hostile front toward
Israel which currently prevails in Gaza and the West Bank is the main
source of the widespread Palestinian opposition to the American initiative.
And indeed this hostility is understandable given the number of dead and
wounded. For the first time in many years, Palestinian newspapers refused
to carry advertisements for Israeli products in the run-up to the festival of Id al
Fitr, after it was announced that an embargo should be placed on all Israeli
goods.
The editorial in yesterday's Al Quds asked "Wherefore the festival?" while
one veteran East Jerusalem journalist pointed out that what now interests the
Palestinian public is not reaching an agreement with Israel, but rather
causing as much pain as possible to the Israelis.

'Syria urging Palestinian groups to foil peace deal'

Senior officials in Damascus have informed the heads of opposition groups in
the Syrian capital of the dire need to thwart a peace agreement between
Israel and the Palestinian Authority.
Arab sources claimed yesterday that the Syrian defense minister, Mustafa
Tlass, recently met with a number of organizations which adamantly oppose
a peace deal between Israel and the Palestinians. Similar meetings are also
said to have taken place between the heads of some of the Palestinian
opposition organizations and senior Syrian intelligence officials. The officials
are said to have stressed that "every effort must be made ... to thwart an
agreement."
The sources claim that the officials have also spoken to the heads of Islamic
Jihad and Hamas about the need to foil a peace deal.
News of the Syrian directive has apparently reached the Palestinian
Authority. Israeli security sources said yesterday that the Syrians have also
given their permission to increase operations in Lebanon.
The Syrian media, meanwhile, continue to urge the PA to reject the U.S.-
sponsored deal with Israel. An editorial in yesterday's Al-Baath, the
mouthpiece of the ruling Baath party, stated that the agreement is destined
to fail since it does not order Israel out of all the land it seized from the
Arabs. "The American proposals carry with them the seeds of failure and will
not bring about any results, even if Ehud Barak's Israeli government and
Yasser Arafat's Palestinian Authority accept them," stated the article.
Another Syrian daily, Teshreen, attacked the U.S. government for not forcing
Israel to accept UN decisions. "The U.S. government has no right to stand in
the way of international decisions, especially UN Resolution 194 which
promises the right of return and compensation to 3 million Palestinian
refugees.

Although the demonstration organized yesterday by the Temple Mount
Faithful was not large, only several hundred people, the change in these
walks of society must not be dismissed. Most of those who did join the
march between the Jaffa Gate and the Western Wall, and participated in the
attempted storming of the Temple Mount via the Mugrabi Gate, were
behaving like people who have nothing to lose.
They were not fazed by the policemen's heavy hand or by the police video
cameras that recorded the face of every individual on site. Instead,
demonstrators shouted into the camera: "Barak is a traitor", and "Let the
mosque fall, let the Temple be built", as if daring the police to apprehend
them. The teenagers in this march, the second-generation of Gershon
Solomon's Temple Liberators' Movement and Yehuda Etzion's Hai Vekayam,
don't even try to hide their wish that someone would blow up the mosques.
They were shouting it at the demonstration yesterday, and even very
specific, personal questions did not deter them from repeating what they said
- off the record, of course.
The forecast printed by Ha'aretz yesterday that Temple Mount movements
would escalate their activities and risk clashes with the security forces did
not take too long to materialize. The second part of the forecast, addressed
by outgoing Police Commissioner Yehuda Wilk is the scarier one: a Jewish
attempt to bomb the mosques, modeling itself on the plans that the Jewish
Underground, the Lifta Gang, or Yoel Lerner tried to put into action in the 70s
and 80s.
The security forces labor under the assumption that they can curb any head-
on attempts to storm the site. The most immanent threat, therefore, is of a
missile or medium-range weapon being fired from one of the hills around
Temple Mount. But yesterday's demonstration was just the opening shot. In
the last six months, tens of thousands have joined the Temple Mount
movements. Most recruits are from the Zionist religious sector, which in the
last three decades shied away from this issue, primarily because under
Jewish law Jews are not allowed to enter the compound on which the Temple
used to stand.
But the greater the fears of impending concessions on Israeli sovereignty,
the more religious Zionists will take to the Mount. Naturally, this creates a
public echo.
The first sign was a 4,000-strong demonstration organized by Zu Artzeinu
about a year ago. Then, on the last 9th of Av, 50,000 people led by Mayor of
Jerusalem Ehud Olmert made the traditional march between Herod's Gate
and Lions' Gate. Olmert's speech revolved around Temple Mount.
Next Thursday, the eve of the 10th of Av fast, Olmert plans to lead an event
which is planned to bring in hundreds of thousands.
The more mainstream movements endeavoring to keep the Temple Mount in
Jewish hands make sure to operate separately from those movements
perceived as extremist. But their legitimate activities invigorate the fringe,
whose willingness to take action, sometimes radical, is increasing
exponentially these days.

Seven held as right-wingers try to storm the Temple Mount

Jerusalem Mayor Ehud Olmert yesterday moved his office for a one-week
period to a building in the square in front of the Western Wall. Olmert said
that he intends to host community leaders from Israel and abroad over the
next week and to explain to them the importance of the area to the Jewish
people.
While no official Palestinian body had responded to Olmert's move by last
night, a senior member of the Fatah who lives in the Old City warned
yesterday that Olmert's move was "a provocative step that could lead to a
popular response," such as that which broke out following Likud Chairman
Ariel Sharon's visit to the Temple Mount in September. As long as Olmert
stayed within his temporary office, no one would notice him, the man said,
"but if he approaches the Old City, anything could re-ignite the inferno."
Meanwhile, police yesterday repulsed dozens of right-wing protesters who
attempted to break into the Temple Mount during a march through the Old
City of Jerusalem. Seven people were arrested when police prevented
protesters from climbing over the ramparts of the Mugrabi Gate, close to the
Western Wall concourse.
During the march, which was organized by various right-wing groups in
protest against the proposal to cede sovereignty over the Mount to the
Palestinians, demonstrators carried signs reading "Barak is a traitor," and
called for the Mount to be "cleansed" by tearing down Al Aqsa Mosque so
that the Temple could be built.
"Barak is not permitted to sell the soul of the Jewish people," said the leader
of the Temple Mount Faithful group, Gershon Salomon, during the march.
Salomon promised to wage a struggle "on the Masada model" for the Temple
Mount, and said that "only over our dead bodies will Barak transfer the the
Mount to the Palestinians and divide Jerusalem."
The attempt to break into the Temple Mount complex was apparently a
response to yesterday's decision by the Supreme Court to reject an
application by right-wing activists to enter the Temple Mount. Among those
arrested were Itamar Ben-Gvir and Noam Federman of the outlawed Kach
movement, and Yehuda Etzion of Hai Vekayam, who gave the go-ahead to
attempt entry into the Temple Mount.
Following the arrests, right-wing activists held a protest vigil by the Mugrabi
gate.

The first few weeks of the Oslo War were hard not only on the citizens of
Israel. In addition to their concern for Israel, Jews in many places around
the world felt that the ground was burning in the diaspora as well. So many
communities organized solidarity delegations that braved the trip to the
Holy Land despite across-the-board warnings from all foreign offices.
Two weeks ago an Israeli spokesperson met with one such delegation. We came
here to encourage you and get your support, they said, but instead what we
got was (Palestinian leader) Ziad Abu Ziad. This would maybe make some sense
in ordinary times, but at a time like this? That Israel should give him
center stage to deliver his anti-Israeli propaganda? And with us as the
audience? Jews who come to express their solidarity with Israel?
This week the same Israeli was asked to meet another delegation. When he
inquired who the other speakers would be, he found that Ziad Abu Ziad was
once again on the list. The organizers had nothing to say in their defense
against the claim that only total derangement, if not worse, was the only
explanation for what was supposed to be Israeli PR. Giving a podium to the
enemy's best propagandists, from which to shatter the confidence of diaspora
Jews in the righteousness of their people and of Israeli soldiers, is
nothing short of deliberately sabotaging Israeli and Jewish fortitude, and
all the more so when this is being done at a time of war.
One such delegation, from a European country in which Arabs have been
terrorizing Jews, was taken to Nazareth. Mayor Ramez Jerayssi, they
reported, told them all about how Israeli policemen had deliberately
massacred the Arabs. They were shown video clips shot by Arabs and cut to
show only dead bodies, blood and funerals. When they tried to ask why they
are shown nothing of the Arab vandalism, no shootings at the Israeli police
and no footage of how the northern part of the country was cut off, they
were told that this was Zionist propaganda.
Having successfully fostered such close bonds between the Jews of the
diaspora and Israeli Arabs, the Foreign Ministry, which planned these
visits, had but one more minute detail to complete as promised: to get the
delegation together with the Jews of the Galilee, who had experienced
first-hand the pelting, siege and road raids. But instead of this promised
meeting, they were brought together with MKs Yael Dayan, Naomi Hazan, and
Collette Avital. How foolish to think that Galilee residents would be the
best to convey their own feelings. Professor Galia Golan, a Peace Now leader
(and one of the people behind the ad published in the Arab press, blaming
settlers for Arab terrorism) was also squeezed into this busy schedule.
On the third and final day of the visit, still in shock, the visitors were
taken to Jerusalem. Now, they thought, they will finally have those
long-awaited meetings for which they came here in the first place. But
instead of following the plan and going to Yad Vashem, they were driven to
the American Colony Hotel, a stronghold of Palestinian diplomacy and PR. The
main item on the Jerusalem agenda, it turned out, was none other than Ziad
Abu Ziad. With remarkable eloquence he explained that Israel and especially
the settlers are the ones that waged the war. It is they who created
provocation that the oppressed Palestinian people could no longer contain,
and it is they who generated such desperation as that which led to the
Ramallah lynching.
After lunch - at the American Colony, of course- there was no time left to
express solidarity with Gilo. The organizers didn't think a meeting with
soldiers (a photo with Israeli troops is a highly emotional and well
appreciated momento for diaspora Jews) important enough. Although the
delegates explicitly asked to meet Ethiopian immigrants, this was stricken
from the agenda because of the long bonding meeting with Abu Ziad. Thus,
directly from Mount Herzl, where they paid their respects at the grave of
Yitzhak Rabin, the delegation was hauled directly to the airport.
The response of the Foreign Ministry: Our embassy in that country forwarded
us the plan, at the delegation's request, and we simply scheduled the
meetings they asked for.

The Palestinians argue that recognition of a right of return would not
entail flooding Israel with four million refugees: Facing a choice between a
return or compromises stipulated by UN Resolution 194, few refugees will opt
to go back to a country in which they haven't lived for 52 years, or have
never known at all, these Palestinian spokesmen contend.
How many refugees are they talking about? A senior Palestinian Authority
minister was quoted in Ha'aretz as saying that a majority of the Palestinian
public supports a solution based on the return of 22 percent of (the land
of) historic Palestine. "This same minimum," the minister said, "should
apply to the refugees question." Did he mean 22 percent of four million
refugees?
Do Israelis grasp the intensity of the Palestinian desire to carry out a
right of return? The strength of their desire can be understood after
considering a series of statements made on the issue by Palestinians, by
both high-ranking PA officials and ordinary members of the Palestinian
public.
Speaking in interviews conducted during 1998 and 1999, Abu Mazen, a senior
figure in the PA, stated his view in crystal clear national and personal
terms: "A right of return to their homeland and all places they left is
reserved for 1948 and 1967 refugees," he declared. "We demand their return
to Jaffa, Haifa and other places they left.
"Anyone expelled in 1948, including myself, a refugee from Safed, has a
right to return and to receive compensations... I personally want to return
to Safed," he added (taken from Dan Shiftan's study, "The Imperative to
Separate"). Furthermore, children in PA schools are systematically educated
about their right to Acre, Hafia, Jaffa, Ramle and Lod.
Since the start of the 1950s, Israel had rejected the refugee clause in
Resolution 194, but under the Oslo accords it agreed that refugees should
constitute one of the issues to be negotiated in final status talks.
Palestinians could view this as an achievement: for them, the very fact that
the refugees were recognized as a problem about whose resolution Israel must
negotiate constituted a toehold in a door which had previously been locked.
The Palestinians have seen, and continue to see, that Israel has grown soft
and retreated from once intractable positions: Israelis negotiate with the
PLO, assent to the establishment of a Palestinian state and partition areas
in Jerusalem. Why, then, the Palestinians reason, shouldn't Israel become
pliant and compromising about refugees?
This assumption is strengthened by the fact that the first cracks in
Israel's position on refugees have already appeared. The Beilin-Abu Mazen
document (which the Palestinian politician consistently denounces, for
reasons that are not hard to deduce) holds that most refugees will be
settled in the Palestinian state, apart from a small number which will
return to Israel in accord with humanitarian criteria. A proposal akin to
this formulation has apparently resurfaced in U.S. President Bill Clinton's
current plan - according to the outgoing president's proposal, only a small
number of refugees will be entitled to return to the State of Israel.
Since the brunt of negotiations on the refugee question is still ahead of
us, the Palestinians can be expected to do their utmost (on this and other
issues as well) to expand the cracks that have appeared in Israel's once
uncompromising position. Possibly their effort will come as a proposal
pertaining to "family reunification." This is a term that appears in the
Beilin-Abu Mazen document and has been mentioned several times as an Israeli
proposal.
An official policy of "family reunification" was carried out after Israel's
founding, and up to the end of the 1960s this policy permitted the return of
40,000 persons. How many more families can be "reunited" after 50 years?
When one takes into account the clan network structure of Palestinian
society, the potential apparently is unlimited.
How many more are to return under this reunification formula, or some other
framework? In 1949, David Ben-Gurion agreed to accept 100,000 refugees. The
proposal was rejected and removed from the national agenda; yet recently it
has been mentioned anew. In actual fact, since 1967, Israel has "absorbed"
close to this number. According to data compiled by Professor Arnon Sofer,
about 50,000 Palestinians returned illegally to Galilee and Triangle areas
and mixed in with local population groups there. Another 20,000
Palestinians, he says, settled in Jerusalem (not counting those who came
under the reunification policy), and about 1,000 Palestinian women married
Israeli Bedouin men. Israel doesn't enforce immigration laws (and other
laws) in Arab communities.
The natural growth rate for Muslims in Israel is 3.5 percent (not counting
Bedouin) and the Jewish rate is 1 percent; 2 percent when the growth figure
includes Jewish immigration. Israel's demographic future is, in its own
right, enveloped by dark clouds. Any addition of a Palestinian population
moves this demographic balance toward the breaking point. There can be no
doubt about the conclusion: Israel should not agree to any return, not of
any number or in any form.

Western Wall desecrated in early morning attack (BNI-DEC.28) At about
4:00am Thursday morning, a lone vandal was apprehended after he splashed
red paint on a portion of the Western Wall, also damaging religious books
and furniture in the area. The attacker upon his apprehension shouted that
just at the paint was splashed on the wall; the blood of the Jews would be
on
the all as well. The nationality of the vandal is unknown.
One person who witnessed the attack told BNI that one of the Wall security
persons witnessed the attacked chased the vandal and apprehended him.
A note was also found near the scene on a chair stating that a person
urinated on the wall to further desecrate the area and the Jewish people. I
t
remains unknown of the note was written by the man in custody or another
person. Police are investigating.

Explosion on Tel Aviv Bus (BNI-DEC.28) Between 5 and 9 persons were
injured a short time ago from an explosion that occurred on a Dan public bu
s
in front of 154 Dereh Petah Tikvah in Tel Aviv. The blast occurred on a
number 60 bus, apparently heading towards Ramat Gan. The blast took
place in direct proximity of the Reseital catering hall.
A large number of emergency response vehicles have arrived on the scene.
Some of the injured have already been transported to Tel HaShomer and
Ichilov Hospitals. Officials in Ichilov, located near the blast scene, repo
rt that
five blast victims have arrived, with two listed in moderate-to-serious
condition.
Unconfirmed reports from the scene indicate that a second very large
explosive device was discovered and is being neutralized.
The emergency information number in Ichilov Hospital is 12-55-133
BNI will continue providing details from the scene of the terror attack as

(BNI-DEC.28) Emergency medical service spokesperson Ron Kotler reported
at 1:30pm that 11 victims of the terrorist attack aboard the Dan 51 bus wer
e
transported to Beilinson, Ichilov and Tel HaShomer Hospitals. Five victims
have arrived in Ichilov Hospital with one being in serious condition. Anoth
er
person who sustained serious injuries was transported to Tel HaShomer
Hospital. The remainder of the injured are listed in light and light-to-mod
erate
injuries.
Police are now reporting with certainty that the bus attacked was the Dan
51, not the number 60 as reported earlier. The bus was traveling from Tel A
viv
to Petah Tikvah when the attack occurred at about 12:40pm, in proximity of
the Reseital Hall, near 154 Derech Petah Tikvah.
A large number of emergency responders are still operating on the scene of
the blast. The victims have all been transported to areas hospitals.
Police bomb demolition teams are operating on the scene, still involved in
searching for additional explosive devices. The reports that there is a sec
ond
larger explosive device have still not been confirmed by the police command
operating on the scene. It is believed that bomb demolition teams are
engaged in neutralizing a second device found on the bus or perhaps just
engaged in inspecting a suspicious package on the bus. Preliminary police
comments on the blast indicate authorities believe a relatively small pipe
bomb was used in the blast and perhaps a larger device was to have
detonated with a secondary more powerful explosion to take its toll on the
emergency responders working at the scene.
The Hamas terrorist organization has already applauded the attack but did
not claim responsibility for carrying it out. Earlier in the week, the Isla
mic
Jihad organization circulated leaflets promising that =93Israeli blood will
flow in
the streets of Israel.=94 The terror organization promised to carryout bomb
ing
attacks on buses inside =93Israel proper=94 on the Moslem holiday of Eid el
-Fitr,
which was observed on Wednesday.
The Ichilov Hospital emergency information number is 12-55-133. Physicians
in all three receiving hospitals stated that it would appear that the victi
ms of
the attack were relatively fortunate as compared to similar attacks in the
past.
A spokesman for the Dan bus company reports that about thirty passengers
were aboard the bus at the time of the blast which took place in the rear o
f
the vehicle.

Cuba, China sign military cooperation protocol

Thu Dec 28,2000 -- Cuba and China have signed an agreement to strengthen
cooperation between their armed forces, Cuban state media said Thursday.
The protocol was signed Wednesday by General Fu Quanyou, chief of the
General Staff of the Chinese People's Liberation Army and by his Cuban
counterpart, General Alvaro Lopez. Fu Quanyou was on a five-day goodwill
visit to the communist-ruled Caribbean island.
Cuba's Armed Forces Minister, General Raul Castro, brother of president
Fidel Castro, attended the signing ceremony. Cuban media gave no details of
the contents of the accord, saying only that it was aimed at strengthening
the "friendship" between the armed forces of the two one-party communist
states.
China approves historic direct links with Taiwan

Thu Dec 28,2000 -- Beijing opened the door to historic direct links with
Taiwan Thursday by grudgingly accepting Taipei's plan for limited exchanges
between its offshore islands and the mainland. Taipei welcomed the news,
which represents a rare sign of progress in ties across the Taiwan Strait that
have been mired in acrimony and suspicion since the election this year of
Taiwan President Chen Shui-bian.
Beijing has been pressing for full trade, transport and postal exchanges -- the
so-called "three links." China's state news agency quoted an official in the
mainland's coastal Fujian province as saying the Taiwan plan did not go far
enough and "indicates that the Taiwan authorities lack sincerity and goodwill
in realizing direct services." Nevertheless, the official with the Fujian Taiwan
Affairs Office said "the mainland is willing to help."
EU urges leaders to seize Middle East peace chance

Thu Dec 28,2000 -- European Commission President Romano Prodi urged
Israeli and Palestinian leaders Thursday to seize the chance for peace in a
call that coincided with a Tel Aviv bombing that hurt at least 14 people. "I call
on Israeli and Palestinian leaders to show resolve and leadership in grasping
the chance of peace. There is no other way forward," Prodi said in a
statement. "2001 could be the year which finally sees peace and cooperation
replace violence and hatred in the Middle East. The thoughts of all
Europeans are with the peacemakers," the head of the European Union's
executive body added. A spokesman said Prodi was closely following
developments in the Middle East, where President Bill Clinton is hoping to
secure a peace deal before he leaves office next month.
Russian navy to return to Atlantic, Indian oceans, Mediterranean

Thu Dec 28,2000 -- The Russian Navy will return to the world stage next
year, sailing to the Atlantic and Indian oceans and the Mediterranean for the
first time in years, a top naval official said Thursday. "It is time for our ships
to move away from the pier," Russia's Navy commander Adm. Vladimir
Kuroyedov was quoted as saying by the Interfax news agency. The two-
month mission will mostly involve surface ships, he said, without providing
other details.
President Vladimir Putin planned to revive the Navy, and Russian ships were
to sail to the Mediterranean following this summer's exercises. But the
exercises ended in a disaster when one of Russia's newest and best nuclear
submarines, the Kursk, sunk on Aug. 12.
PA rejects Clinton proposals

Thu Dec 28,2000 -- The Palestinian Authority has rejected the bridging
proposals submitted by U.S. President Bill Clinton. PA officials said the U.S.
peace plan does not fulfill Palestinian demands and largely echo the Clinton
proposals submitted at the Camp David summit in July. The officials said
they cannot accept the Clinton plan that rejects the Palestinian demand for
refugee return. "This is a worse agreement than Camp David, so how can we
sign this," PA Information Minister Yasser Abed Rabbo said. "There are wide
gaps in the American proposals. They are very far from the principle of
negotiation and we cannot accept them because accepting these ideas will
endanger the future of the Palestinian children, the future of many coming
generations and endanger our national goals."
Officials stressed that PA Chairman Yasser Arafat did not reject the U.S.
plan outright. Instead, Arafat relayed to the United States a list of questions
regarding the peace plan. In Washington, U.S. officials said the Palestinian
response was insufficient.
Israel accepts US proposals - with reservations

Thu Dec 28,2000 -- The government early this morning voted to accept the
US bridging proposals as a basis for further negotiations, with reservations -
and if the Palestinians agree. The chief of staff reportedly expressed a
number of reservations about the proposals, particularly with regard to the
length of time the IDF would be permitted to remain in the Jordan Valley,
according to the proposals. But he said he favored the peace process. The
heads of the Mossad and General Security Service also briefed the cabinet.
Despite the Palestinians' reported intentions to reject the proposals,
Palestinian sources said there is still a small window of opportunity open.
They said they would require further concessions to agree. In Washington,
officials said they had not given up hope. They said they had received
clarificiations from the Palestinians but not an official response.

ATTACKS
Two Israelis were killed and another fifteen were wounded in two Arab
terrorist attacks today. The first attack occurred in the heart of Tel
Aviv at 12:40 PM when two bombs exploded inside Dan bus #51. Two people
were seriously hurt, one was moderately wounded, and another ten were
treated for lighter injuries. The second attack came in the early
evening. Border police detected a bomb along the fence between Gaza and
the rest of Israel, near the Sufa checkpoint north of Egypt. Two officers
were trying to defuse it when the bomb exploded, killing them and wounding
two others--who are now in moderate condition at Soroka hospital in Beer
Sheva.
In the Tel Aviv attack, Shaul Smilansky suffered first-degree burns on his
face, head, and hands. After the first explosion, he says he ran out of
the bus--and then heard the second explosion. Police think the first
explosion was a decoy to lure emergency workers to the scene and the
second
bomb was meant to hit them. The two homemade pipe bombs were placed
in an
Israeli army crate to make the blast stronger. Stolen Israeli army
ammunition in the crate also contributed to the blast. One Arab was among
those lightly hurt but police don't think he was the terrorist.
The terrorist group Hamas applauded the attack but said Hamas is not to
blame. A few days ago, the Islamic Jihad (holy war) group printed
pamphlets promising "Israeli blood will flow in the streets of
Israel." Communications Minister Binyamin Ben Eliezer said today, "I have
no doubt that if Yasser Arafat wanted to totally 'lock the door' and
prevent any attacks, he could do it." Nevertheless, Prime Minister Ehud
Barak declared: "This criminal attack will not affect our determination to
bring about genuine security via ending the conflict and bloodshed in the
region."
The Council of Jewish Communities in Judea, Samaria, and Gaza said in
response to today's wave of terrorism: "The more concessions Barak makes,
the more terrorism there will be--because the Arabs see that the more they
shoot, the more land they get."
2. BARAK SAYS YES TO LAND GIVE-AWAY
Ehud Barak's transition government is saying yes to U.S. President Bill
Clinton's plan to hand over Judaism's holiest site, the Temple Mount, to
the PLO, but PA Chairman Yasser Arafat is saying no. Clinton is asking
Israel to divide Jerusalem and give neighborhoods such as the Mount of
Olives to the Arabs. According to the Clinton proposal, there would be a
PLO state on 95% of Judea and Samaria, Arafat would get all of Gaza, and
the Jewish citizens there would be evicted from their homes, as would many
Jews in Judea and Samaria. Clinton further proposes that Arafat receive
some land in the Negev, to compensate the PLO for not getting 100% of
Judea
and Samaria. Israel would have to allow 150,000 Arabs to live in the
country, since many Arabs fled Israel when five Arab nations attacked the
fledgling state in 1948.
The government says "we consider these ideas to be a basis for discussion,
providing that they will stay, as they are, a basis for discussion
acceptable to the Palestinians." But Reuters quotes a senior PLO official
as saying that Clinton's ideas are not acceptable at all: "These ideas are
not different from proposals made at Camp David [in July] and some of them
are worse than ideas presented at Camp David." The Associated Press
quotes
another PLO official as confirming the rejection. The PLO is also asking
Clinton to clarify the proposed border of a PLO state and who exactly will
control the Western Wall tunnels. Some PLO officials are asking Arafat to
increase the pressure on Ehud Barak in their words, "to squeeze more juice
from the lemon."
Barak is telling the country today why his cabinet voted to hand over the
Temple Mount to the PLO late last night. Ten ministers were in favor, two
were against, and two abstained. Barak says if he had said no to Clinton,
there would have been a war. Barak's own Communications Minister
Binyamin
Ben Eliezer said almost three months ago that Israel is already at war with
the PLO. He made the statement shortly after the start of the Rosh
Hashanah Arab Assault. Ministers Roni Milo and Rabbi Michael Melchior
voted against giving the Temple Mount to Yasser Arafat. That's also the
reason that Ministers Matan Vilnai and Raanan Cohen abstained. Cohen is
the secretary-general of Barak's Labor party. Health Minister Milo is
thinking of resigning his cabinet post in protest of the cabinet vote.
The speaker of Israel's parliament, Avraham Burg, is known for his leftist
views, but today he said that even he is against Clinton's plan, since
Israel cannot give the PLO control over a holy site. He also objects to
giving the PLO the Chalotza sand dunes in the Negev. IDF Chief of Staff
Shaul Mofaz is concerned about Clinton's request that Israel retreat from
the Jordan Valley. Mofaz says the retreat will make it very difficult for
Israel to defend its eastern border.
3. SHARM SUMMIT CONVENES - WITHOUT BARAK
Arafat is in Cairo today meeting with Egyptian President Hosni Mubarak.
Barak was supposed to be part of that meeting, but then he was told at the
last minute to stay home. The PLO decided not to include Barak because of
concerns about Clinton's plan. The official announcement from the Israel
Government Press Office read: "Following consultations between Prime
Minister Barak and Egyptian Pres. Mubarak, it has been decided that PM
Barak will not go to Sharm e-Sheikh today."
4. POLITICAL AND RABBINIC LEADERS PROTEST JERUSALEM GIVE-
AWAY
In the Western Wall plaza of Jerusalem's Old City today, protestors
gathered to denounce Barak's approval of Clinton's plan to hand the Temple
Mount to the Arabs. Rabbis and their students marched around the Temple
Mount. Jerusalem's mayor, Ehud Olmert, has already set up a new office at
the Western Wall plaza. The PLO is threatening violence in response.
At the Western Wall protest, former Chief Rabbi of the State of Israel
Mordechai Ben Eliyahu compared the government ministers to the 12 spies
in
biblical times. He said that besides two of them who voted against the
agreement, the remaining ten are evildoers and traitors against Abraham,
Isaac, and Jacob.
*Brig-Gen (Res.) Efie Eitam who resigned from the army yesterday said that
there are "some stones which we don't overturn and some canisters which
we
do not contaminate" [for peace]. In his speech today, he said he won't go
into politics and instead hopes to start a mass educational movement to
strengthen the spirit and morale of the country's citizens.
*Bet El Rabbi Zalman Melamed meted out harsh criticism: "The government
has
crossed all red lines. We must respond accordingly, and fight with great
sacrifice, and not allow the Temple Mount, Heaven forbid, to be transferred
from our sovereignty and ownership. We must oppose the plan even with
willingness to sacrifice our lives. I see no other way. Fire will burn
from hill to hill, and from mountain to mountain in all of the Land of
Israel until it becomes clear that this small and stupid minority, - I say
stupid using the words of our Rabbis. The Prime Minister and his friends
from the left are stupid, in the simple understanding of the word; they are
dragging us into an all-out regional war... They are liars. They make
promises, and do not keep them. Every week, he reneges on his previous
promises, and makes new ones."
*Rabbi of Rehovot Simcha HaCohen Kook wept in his speech: "All of the
generations of Israel are looking upon us. How does the nation remain
quiet, when they want to take from it the Holy City and Temple? How does
the nation remain quiet when they want to place the Old City under
siege? The soul of the entire Jewish People dwells here. What is there to
negotiate?"
5. BARAK OFFERING MORE OF YESHA TO ARABS
The Council of Jewish Communities in Judea, Samaria, and Gaza (Yesha)
says
that Ehud Barak asked his ministers to support his retreat from even more
of Judea and Samaria than Clinton is requesting. Clinton wants 95%; Barak
asked his ministers to support giving away 97%. The Council says Barak is
now ready to hand over Rachel's Tomb in Bethlehem to the PLO. When
Barak
retreated from Joseph's Tomb in Shechem, Arabs burned it to the ground
despite Yasser Arafat's earlier promises to protect Jewish holy sites. The
Yesha Council says Barak is taking dangerous, desperate steps in another
attempt to placate "the terrorist Arafat."
6. SOME JERUSALEM ARABS PREFER ISRAELI RULE
Even Jerusalem Arabs are against the plan to hand over their neighborhoods
to the PLO. So reports the left-wing newspaper Ha'aretz today. Israel
provides social services even to Jerusalem Arabs who are not
citizens. "Who can promise me that such services will be provided under
the Palestinian Authority?" asks Abed al-Razak Abed of the Silwan
neighborhood, whose wife is pregnant. "Look at what's happening in
Ramallah, Hebron and the Gaza Strip. Are residents well off there?" In
northern Jerusalem, the director of the Beit Hanina community council,
Husan Watad, says, "People are in a panic. More than 50 percent of east
Jerusalem residents live below the poverty line, and you can imagine how
the situation would look if residents did not receive National Insurance
Institute payments." Jewish and Arab social service professionals are

7. ARAFAT IN JERUSALEM
PLO Chairman Yasser Arafat has taken a drive around Jerusalem's Old City,
most of which Barak is poised to hand over to him. That's what Israel's
Army Radio reports today. Arafat's convoy of cars left Bethlehem Sunday
night for the Jordan border, and on the way, he traveled Jerusalem's main
streets, driving around the walls of the Old City.

The Barak Government, through Housing Minister Ben-Eliezer, has decided to
renew Netanyahu's designation of the settlements as Areas of Highest
national priority.
Prof. Galia Golan, Peace Now: "Because we believe that Barak is intent on
achieving peace, we find it difficult to understand how a decision like this
could have been made at this critical junction. Further development of the
settlements, especially places like Netzarim and Psagot, can only lead to
more bloodshed and make the achievement of a viable peace accord more
difficult than it already is. We call upon the PM to immediately reverse the
decision and draft a new map."
The National Priorities Map is an important tool for the implementation of
government policy. The map enables channeling of substantial funds to areas
that the government wishes to develop. Designation of a locality as having
the status of National Priority A gives that locality a formidable
incentives package. Benefits include: 7% income tax break, housing grants,
subsidized mortgages, free schooling from the age of 3, free school busing,
and grants for businesses in industry, agriculture, and tourism.
The Netanyahu map designates 87% of the settlers (150 of 172 thousand) and
86% of the settlements (125 of 145), including some very wealthy ones, as
having National Priority A. Obviously, this map was aimed at continued
development of the settlements. It would seem reasonable that the Barak
government, as one of its first steps, would change the map, especially in
light of its commitment to the Peace process with the Palestinians. However,
the Netanyahu map has remained in force and nothing has been done to change
it. Now, at this critical stage, the Barak Government has decided to renew
the map for a another year.

ON APRIL 23, 1948 Jamal Husseini, acting chairman of the Palestine Arab
Higher Committee (AHC), told the UN Security Council: "The Arabs did not
want to submit to a truce ... They preferred to abandon their homes,
belongings and everything they possessed."
ON SEPTEMBER 6, 1948, the Beirut Daily Telegraph quoted Emil Ghory,
secretary of the AHC, as saying: "The fact that there are those refugees is
the direct consequence of the action of the Arab states in opposing
partition and the Jewish state. The Arab states agreed upon this policy
unanimously..."
ON JUNE 8, 1951, Habib Issa, secretary-general of the Arab
League, wrote in the New York Lebanese daily al-Hoda that in 1948,
Azzam Pasha, then League secretary, had "assured the Arab peoples that the
occupation of Palestine and of Tel Aviv would be as simple as a military
promenade ... Brotherly advice was given to the Arabs of Palestine to leave
their land, homes and property, and to stay temporarily in neighbouring
fraternal states." I
IN THE MARCH 1976 issue of Falastin a-Thaura, then the official journal of
the Beirut-based PLO, Mahmud Abbas ("Abu Mazen"), PLO spokesman, wrote: "The
Arab armies entered Palestine to protect the Palestinians from the Zionist
tyranny but, instead, they abandoned them, forced them to emigrate and to
leave their homeland, and threw them into prisons similar to the ghettos in
which the Jews used to live."
ON APRIL 9, 1953, the Jordanian daily al-Urdun quoted a refugee, Yunes Ahmed
Assad, formerly of Deir Yassin, as saying: "For the flight and fall of the
other villages, it is our leaders who are responsible, because of the
dissemination of rumours exaggerating Jewish crimes and describing them as
atrocities in order to inflame the Arabs ... they instilled fear and terror
into the hearts of the Arabs of Palestine until they fled, leaving their
homes and property to the enemy."
ANOTHER refugee told the Jordanian daily a-Difaa on September 6, 1954: "The
Arab governments told us, 'Get out so that we can get in.' So we got out,
but they did not get in."
THE JORDANIAN daily Falastin wrote on February 19, 1949: "The Arab states
... encouraged the Palestinian Arabs to leave their homes temporarily in
order to be out of the way of the Arab invasion armies."
ON OCTOBER 2, 1948, the London Economist reported, in an eyewitness account
of the flight of Haifa's Arabs: "There is little doubt that the most potent
of the factors [in the flight] were the announcements made over the air by
the Arab Higher Executive urging all Arabs in Haifa to quit ... And it was
clearly intimated that those Arabs who remained in Haifa and accepted Jewish
protection would be regarded as renegades."
THE PRIME Minister of Syria in 1948, Khaled al-Azem, in his memoirs,
published in 1973, listed what he thought were the reasons for the Arab
failure in 1948:
" ... the fifth factor was the call by the Arab governments to the
inhabitants of Palestine to evacuate it and leave for the bordering
Arab countries ... We brought destruction upon a million Arab refugees by
calling on them and pleading with them to leave their land."
"FOLLOWING a visit to refugees in Gaza, a British diplomat
reported the following: 'But while they express no bitterness against the
Jews...they speak with the utmost bitterness of the
Egyptians and other Arab states: 'We know who our enemies are,' they will
say, and they are referring to their Arab brothers who, they
declare, persuaded them unnecessarily to leave their homes." -

Israeli motorist injured by gunfire in northern Samaria
(BNI-DEC.28) An Israeli motorist was injured by gunfire earlier in the
evening in a shooting attack in northern Samaria, near the Jewish
community of Elon Moreh. The injured driver continued in his vehicle until
Elon Moreh, where medical personnel treated him.
He was shot in the shoulder and in one leg. It appears the bullet passed
through his leg and wounded his second leg. The injured man was
transported to Beilinson Hospital in Petah Tikvah. He is reported to be in
light-to-moderate condition.

More on bomb attack near Sufa Checkpoint
(BNI-DEC.28) One Israeli has died and three others were injured in the
terror attack near the Sufa Checkpoint in southern Gaza earlier in the
afternoon.
As reported earlier, IDF forces spotted an explosive device near the
=93Green Line,=94 =96 the border between Gaza and =93Israel proper.=94 Demo

experts began the task of neutralizing the device when a second device was
detonated. The two demolition experts were seriously wounded and two
Israelis present nearby sustained light-to-moderate wounds.
The injured were transported to the trauma unit of Beersheba=92s Soroka
Hospital.
The Islamic Jihad terror organization claimed responsibility for the
attack.

Some of the bus bombing victims released from hospital

The soldier remains chemically paralyzed and on a respiratory as
physicians work to stabilize her condition.
Two of the blast victims were already released from Ichilov hospital. A

responsibility for the attack.

stones hurled at her car north of Ariel in Samaria, at Yakir Junction.
The woman=92s infant was lightly wounded in the incident. No additional

underway.

Closure being imposed on all of Yesha
(BNI-DEC.28) A total closure is being imposed on all of Judea, Samaria &
Gaza (Yesha) on Thursday night. This means that Arab residents of Yesha
areas will not be permitted to cross the =93Green Line=94 into =93Israel pr

At this time, it remains unknown for how long a period the closure will
remain in effect.
Prime Minister/Defense Minister Ehud Barak has also ordered IDF forces
throughout Yesha to resume tactical activities in an ongoing effort to
apprehend terrorists.

Two fatalities in Gaza bomb attack
(BNI-DEC.28) It is now being cleared for release that two Israelis were
killed in the bomb attack near the Sufa Checkpoint in southern Gaza
earlier in the day. Two other Israelis were injured, on moderately and one
lightly. The identities of the killed and injured are not being announced
at this time.
As reported earlier, bomb demolition experts were working to dismantle an
explosive device when a second device was detonated, killing two and
injuring two.
Military commanders described the explosive device in Gaza as being
similar to those seen in the former security zone of southern Lebanon. It
was also learned that in one case in recent weeks, bomb demolition experts
in Gaza heard a ring from a cellular telephone and seconds later, an
explosive device was detonated, leading them to believe the ringing of the
cellular device might have triggered the bomb.
Bomb demolition teams have been alerted and were given instructions
regarding how one is to act if a cellular telephone is heard in the
vicinity of an explosive device.
It was also explained that in southern Lebanon, Hizbullah would leave one
explosive device to be uncovered, only detonating a second device after
soldiers were in position =96 working to dismantle the first device.

New shell disrupts electronics

LONDON, Dec 28 (UPI) -- British scientists have developed a non-explosive
artillery shell that can put out such a powerful burst of radio-frequency
energy it will destroy or disable electrical and electronic systems for
miles around without killing anyone.
The new so-called E-Bomb was developed privately by Matra BAe
Dynamics and
fits into US research efforts into matching and countering similar Russian
systems, whose advanced development startled western intelligence officials
when it was revealed two years ago.
Particularly worrying to British intelligence officials were reports that
the IRA has discussed using a version of the Russian bomb that can be
carried in a briefcase. The target, according to the London Daily Telegraph
on Wednesday, was the City of London. A meltdown of unprotected
computer
electronics in the heart of one of the world's primary financial centers is
one of Britain's worst nightmares.
But almost equally-alluring to British Ministry of Defense officials was
the prospect of using such a weapon themselves. Last summer they issued
a
summary of requirements to companies for "radio frequency munitions
delivered by 155mm shell or rocket", without saying what they would use it
for.
US cruise missiles and bombs are believed to be earmarked for similar
radio frequency devices, but this is the first time one has been designed
for close-in artillery systems that are cheaper and less easily shot down.
"It's being looked at for peacekeeping operations, perhaps for hostage
situations where you want to knock out someone's mobile phones,
computers,
electronic security devices and so on," said a BAe Systems spokesman
Thursday. The company's work on the system won the scientists a gold
award
for innovation from the BAe Systems chairman.
The E-Bomb works by being fired from a long-range 155mm artillery gun or
MLRS rocket launcher and then breaking open its outer casing over the
target. The shell or rocket then unfolds its radio transmitter aerials and
the transmitter sends a high powered radio pulse of billions of watts that
lasts just a few nanoseconds.
Just how effective it would be against a modern military force remains
uncertain, however. British, American and other Nato equipment is
significantly "ruggedized", encased in extra layers of protective materials
compared to that of off-the-shelf commercial electronics.
The result of an E-blast could be, therefore, that the enemy military has
the only functioning communication systems while the civilian
infrastructure, including power plants, manufacturing, hospitals and
transportation, stops working.
NATO's military has been hardening its electronic systems for many years,
primarily as a defense against nuclear warfare. It has long been known that
the electro-magnetic pulse (EMP) of a nuclear blast severely damages
electronic equipment. Up to now, however, EMP has only been considered a
peripheral concern of the far more devastating consequences of nuclear war,
not as a weapon on its own.
"The theory and strategy of active electronic warfare in non-nuclear
situations has still to be determined," said one senior British officer. "We
are still sorting out some of the lessons of the air campaign on Serbia last
year. But this is the first I've heard of a practicable, useable design for
the artillery. It certainly tends to open up the discussion a bit."
A Ministry of Defence spokesman said there is no contract for the Matra
BAe device, and there is no funding commitment to the futuristic project.
The Matra BAe spokesman said it could be ten years before it is deployed.

Responses to the Christmas Eve journey through the
streets of Jerusalem by Palestinian Authority Chairman
Yasser Arafat were not long in coming.
Jerusalem Mayor Ehud Olmert said the trip through the
streets of Jerusalem was a reasonable humanitarian
gesture, considering the inclement weather that
reportedly grounded Arafat's helicopter.
Olmert added that it was unnecessary to insult the honor
of the Palestinian leader and said the government's
decision allowing the trip was equitable. He said he was
informed of the decision after the fact.
A settler spokesman said Prime Minister Ehud Barak
was again giving in to Arafat amidst terror attacks.
A past Kach spokesman, Noam Federman, said, "It's a
shame our movement didn't know about the trip via
Jerusalem. We would have given Arafat a welcome
befitting a murderer."
Palestinian opposition voices were furious. "Arafat swore
to his people he would never set foot in Jerusalem as
long as the city was under full Israeli control."

WASHINGTON =97 A telephone call from President-elect George W. Bush
to Israeli opposition leader Ariel Sharon is only one of several signals
the
incoming administration is sending to the Middle East that things are
changing.
Bush's choice for secretary of state, Colin Powell, has told Israeli
representatives and American Jewish lobbyists in Washington that the
president-elect prefers that Israel and the Palestinian Authority reach
agreement with Clinton rather than wait for the succeeding administration
.
The Powell message was the latest by the incoming Bush administration
that it
will deal differently with Middle East peace efforts. This includes an en

the
promises by outgoing President Bill Clinton of multi-billion dollar packa
ges
for
Israel and the Palestinians as part of a peace accord.
Similar messages have been relayed by Bush foreign policy advisers to the
Palestinians, U.S. government sources said.
Bush telephoned Sharon, who is challenging Prime Minister Ehud Barak in
elections for the post on Feb. 6 only one day before the Middle East summ
it
meeting was called off. Sharon said his conversation with Bush was "very
friendly. As far as I am concerned the door there [at the White House] is
open."
U.S. officials said Powell and Condoleeza Rice, Bush's designate as
national
security adviser, are being briefed on the current efforts by the Clinton
administration to reach a framework agreement for an Israeli-Palestinian
