*** Teens arrested in Ark. girl slaying

MAGNOLIA, Ark. (AP) - A 15-year-old girl was found beaten to death
near a freshly dug grave, and two of her high school classmates were
arrested and charged with murder. Sheriff Wayne Tompkins said the
boys had planned the slaying for days or even weeks and had dug the
3-foot-deep grave hours beforehand. The sheriff gave no motive. The
body of Brittni Jone Pater was found early Saturday near a logging
road. Prosecutor Jamie Pratt said an autopsy showed that the girl was
pregnant. Matthew Ryan Elliott, 16, and William E. Davis, 17, were
charged Monday as adults with capital murder. Columbia County Circuit
Judge Larry Chandler denied bond and entered innocent pleas on their

*** W.Va. candidate admits 150 arrests

CHARLESTON, W.Va. (AP) - Gubernatorial candidate Joseph Oliverio beat
his detractors to the punch Monday and announced he's been arrested
150 times for fighting. He's also received 60 speeding tickets, has
"inhaled," at times abused alcohol and lost his driver's license for
a while but got it back in 1998, he said. "I just feel it's made me a
stronger person. These guys want to make it out like I'm some real
bad individual," the 43-year-old said. Oliverio, one of four
Republicans challenging Gov. Cecil Underwood in the state's GOP
primary May 9, said he decided to make the announcement after
receiving anonymous phone calls from someone threatening to reveal
his past. He said the caller claimed to be from a rival campaign.

*** U.S., Russia OK nuke protection plan

WASHINGTON (AP) - The Clinton administration has agreed to give
Russia an additional $100 million to safeguard nuclear materials and
conduct research in return for Russia's promise to stop making
plutonium from civilian reactor fuel. Arms control advocates praised
the agreement as a significant step toward reducing the threat of
nuclear proliferation and the first attempt to deal with the huge
volume of used fuel, and tons of weapons-grade plutonium, from
Russia's civilian reactors. Some details of the agreement in
principle remain to be worked out, and some of the money for nuclear
research is linked to Russia's ending its transfers of nuclear
technology to Iran, U.S. officials said. See

*** Chief rabbi: Pope must come to us

JERUSALEM (AP) - One of Israel's chief rabbis said Monday if the pope
wants to meet him during a March visit to the Holy Land, it must be
on the rabbi's turf. Chief Rabbi Israel Meir Lau rejected a draft
itinerary in which he and Israel's chief Sephardic Rabbi are to meet
Pope John Paul II while he visits the Western Wall, Judaism's holiest
site. He said going to meet the pontiff on the wall's outdoor plaza
would be demeaning, and that the pope should come to one of their
offices in Jerusalem. "He will come to meet us in a place convenient
for him for reasons of health and for reasons of security," Lau told
Israel's Channel Two TV. The TV said that Chief Rabbi Eliahu
Bakshi-Doron, who represents Sephardic Jews of Middle Eastern
descent, brought the issue to the attention of Lau, who represents
Ashkenazi Jews of European descent. See

*** Genetic discrimination ban sought

WASHINGTON (AP) - President Clinton plans to sign an executive order
barring federal agencies from discriminating against workers on the
basis of genetic tests, a step prompted by fears about rapid advances
in scientific research. The order, which congressional aides said
Clinton would sign Tuesday, echoes a bill sponsored by Sens. Tom
Daschle, D-S.D., and Edward M. Kennedy, D-Mass., barring employers
from refusing to hire people at risk for health problems and insurers
from refusing to sell them coverage. Congressional officials,
speaking on condition of anonymity, said Monday that Clinton would
announce his decision during a speech at the American Association for

*** Riot gear brought to Microsoft rally

REDMOND, Wash. (AP) - With fresh memories of violent world trade
protests, police took no chances when about 60 demonstrators marched
outside the Microsoft campus Monday. Dressed in full riot gear, some
two dozen police officers were on hand to monitor the march. One man
who police said ignored warnings to stay out of the street was
arrested and cited with disorderly conduct. The marchers said they
were protesting "the globalization of corporate power" and what they
called Microsoft's monopolistic practices. The marchers said they
represented Direct Action Network, which succeeded in blocking
Seattle streets and disrupting a World Trade Organization meeting
Nov. 29-Dec. 3. During the protests, gangs of anarchists and
opportunists smashed storefront windows, trashed police cars and did

ISRAEL BOMBS LEBANON

Quiet reigns in Israel's northern communities - "the quietest it's been
here in the past three months," according to Northern Command sources -
following last night's limited Israel Air Force attack on Lebanese
infrastructures. Electric plants in Baalbek, Dir Nabuch near Tripoli, and
Jambour, south-east of Beirut, were bombed, and electricity has been cut
off to these cities. Hizbullah broadcasting stations were also bombed.
Arutz-7's Kobi Finkler reports on heavy damage and large fires at the
bombed installations. Six people were lightly injured, according to
Lebanese television.

Hizbullah called it "an attack by cowards, that will only lead us to
intensify our attacks on Israel." The terrorists renewed their offensives
on IDF and SLA outposts in the security zone of southern Lebanon at about
3:30 PM this afternoon.

Gen. Giora Ayland, Operations Commander in the General Staff, appeared
before the Knesset Foreign Affairs and Defense Committee today, and
warned that if Hizbullah responds with katyusha fire on Israel, "the IDF will
respond even more strongly than it did in last night's bombardment." He said
that a new situation has arisen in Lebanon over the past few weeks, involving
Syrian-Iranian cooperation in support of the terrorists, and detailed Syrian
guidance for every Hizbullah move. "Hizbullah shoots on our forces and
those of the SLA from within villages and from near UN buildings, in clear
violation of the Grapes of Wrath understandings," Ayland said.

The decision to strike Lebanon was voted on by the security cabinet after a
five-hour meeting last night. Only Ministers Yossi Beilin and Yossi Sarid
objected to the strike, and Shimon Peres abstained. Prime Minister Barak
briefed opposition leader Ariel Sharon following the vote, and the Likud gave
the decision its blessing. The Foreign Ministers of Syria and Jordan, as well
as Egyptian Ambassador to Israel Muhammad Bassiouny, have condemned
Israel's raid on Lebanon.

IN THE NORTH

Residents of northern Israel have been instructed not go to work or school,
but to remain in their bomb shelters until further notice. Many citizens have
left their homes and gone to relatives, out of reach of the katyushas. About
100 patients were discharged from the hospital in Nahariya, in case of a
Hizbullah assault. Psychologists, social workers, National Service
volunteers, and soldier-teachers have begun making the rounds of the
shelters to offer guidance to children and others in need. Bezeq will grant a
50% reduction on phone calls to the northern residents until the end of the
week. Prime Minister Barak said that a "hard few days await them."

Gabi Ne'eman, the mayor of the northern town of Ma'alot, told Arutz-7 this
morning, "We are still in the shelters, and there is no sign that the situation
will soon change. It's not pleasant to be stuck here, but as residents of the
northern confrontation line, and after the full briefing given us last night by
Prime Minister Barak, we strongly support the government's moves."
Ne'eman then qualified his words: "I feel that the government should have
smashed them even harder - we do not want to have to enter the shelters
every couple of months."

Chaim Bumash of Kiryat Shmonah said that the residents take very
seriously the army's orders to remain in the shelters: "We know the dangers
first-hand - two of our neighbors were killed in a recent katyusha attack, and
we see their orphan sons here every day. On the other hand, it's almost
impossible for families to remain in apartment-building shelters for more than
ten hours at a time, given the problems of privacy, bathroom use, and the
like. It's hard to explain the difficulties, but over the years, we have learned
how to deal with them."

TOO STRONG, OR TOO WEAK?

U.S. Ambassador to Israel Martin Indyk praised the way in which Israel
attacked Lebanon, noting that Barak is making great efforts not to react too
strongly. Indyk feels that Barak wants to leave open the possibility of
continued talks with Syria. The Lebanese government convened this
morning for an emergency session, while Radio Damascus said today that
the Israeli air raids "have effectively torpedoed the Middle East peace
process." Minister Chaim Ramon said today that the Grapes of Wrath
understandings - reached in 1996 between Israel and Hizbullah - no longer
exist.

Likud MK Uzi Landau, speaking with Arutz-7 today, said, "This was a correct
step in the right direction, but what's behind it? If it means the total
cancellation of the Grapes of Wrath understandings [which "leave the
northern residents vulnerable to katyusha attacks," Landau said last June],
then good - and I'm glad that Minister Ramon seems to have understood this,
even if a bit late. But if the understandings still exist, and Hizbullah
continues to attack us and we react only when we get hit particularly hard,
then the situation remains bad. If [last night's attack] ends with a clear
victory for us, then good, but if the last shot fired is a Hizbullah katyusha,
then it's bad." Under the Grapes of Wrath understandings, Hizbullah is not
forbidden to attack Israeli forces.

Former Techiya-party MK Elyakim Haetzni came out sharply against the
limited scope of last night's IDF attack in Lebanon. He told Arutz-7
today, "I'm against it. The government said that it wanted to give a
message to Hizbullah - and it did: the message is that we have great
technological capabilities, but an equally great lack of desire. This
operation was simply to quiet Israeli public opinion. They told the
Americans, 'Don't worry, we have to put on a show, but the peace process
[with Syria] will continue afterwards.' The true test will be at the next
session of the international tracking committee of the Grapes of Wrath
understandings; despite Ramon's announcement, I can assure you that Israel
will show up. In addition, Israel threatened today that if Hizbullah
shoots on civilians, then we'll 'really' react - but what about if they
shoot on soldiers? That will be OK?! The whole thing is one big bluff!"

Arutz-7's Yosef Zalmanson notes that in June 1999, then-Defense Minister
Moshe Arens announced that the Grapes of Wrath understandings have "no
significance or value whatsoever," and withdrew the Israeli delegation from
the relevant international tracking committee. His successor in the position,
Ehud Barak, rescinded the decision.

YESHA RESIDENTS PROTEST

Residents on strike! Citizens of the Talmon communities in western
Binyamin have announced a series of measures in protest of the removal -
beginning tomorrow - of military guards from their towns. The army plans
to cut back 40% of its protection over Yesha communities tomorrow, and do
away with it totally by the end of the year. The residents plan to return
their army-issued weapons, to cease their own guard duties, and not to
cooperate with army security personnel. In addition, they will not send
their children to school as of Thursday. The residents insist that the
cutbacks are not based on budgetary concerns, as the army claims, but are
rather politically-motivated. The towns of Talmon and Neriah (formerly
North Talmon) call on the other Yesha towns to take the same measures.

MKs BLOCKED OFF IN ABU DIS AGAIN

Dozens of Arabs blocked the way of the National Religious Party Knesset
faction this afternoon, during a tour by the MKs of the Abu Dis
neighborhood, 1.5 kilometers southeast of the Temple Mount. The MKs
attempted to make their way to the building slated to be the Palestinian
Authority parliament, but were not allowed to do so by the Arabs. MK
Zevulun Orlev said that "for a shameful hour-and-a-half, a government
minister, deputy minister, and Knesset Members were detained, and the
police were powerless. If this is the situation now, how much more so if
we transfer the neighborhood to PA control!"

Two days ago, MKs of the Jerusalem Lobby were similarly prevented from
nearing the building. MK Orlev said at the time, "Very trustworthy friends of
ours have visited this building, and according to their reports, this is a
military building in every sense of the word. There are bunkers here, with very
thick walls, and I would not be surprised if the PLO headquarters will be
stationed here."

JEWISH CALENDAR

February 7, 2000 marked the beginning of the Jewish month Adar.
The zodiacal sign of Pisces and the tribe of Simeon are both
associated with this month. In some years an extra month is
added to the year which is called Adar Sheni ("Second Adar").
In such years the original month is called Adar Rishon ("First
Adar"). The month consists of 29 days in regular years while in
leap years Adar I consists of 30 days and Adar II of 29 days.
The first day of Adar never falls on Sunday, Tuesday, or
Thursday.

Adar is an interesting month whereas past events associated
with Israel, characterisitic of the theme "dispersing and
reuniting," center around the birth and death of Moses, the
building of the Temple, and the festival of Purim (Adar II this
year). One of the most interesting dates of this month is Adar
15 (Adar II 15 this year). Two things of significance occur on
this date: 1) the draught of a woman suspected of adultery was
administered, and 2) the "whitening of sepulchres" or marking of
graves occurred in preparation of Passover one month later.

Also noteworthy is the interesting timing of the deadline for
an outline of a final peace plan with the PA which is to occur on
February 13, 2000 (Adar 7). Adar 7 is traditionally the date
of the birth and death of Moses, while the number 13 appearing
during the month of Adar reminds me of Haman's attempt to exterminate
the Jews in the story of Esther (Est 3:12). Keeping in line with
this thought, the date of September 13, 2000 is the deadline for
the declaration of a Palestinian State. The use of the number 13
