UNITED STATES IN THROES OF RAPID CHANGE
The United States, the world's richest nation, is home to 275 million
people but one in 10 of them was born elsewhere. Immigration is
rapidly changing the face of the society founded 224 years ago, with
its Declaration of Independence from Britain. Seventy-one percent of
its people are white, according to the Census Bureau. But that will
change within 50 years, if current demographic and immigration trends
continue. African-Americans, Hispanics and Asian-Americans will then
outnumber whites.

CHICAGO COUNCIL VOTES TO SAY PLEDGE OF ALLEGIANCE
The Chicago City Council has approved a plan to say the Pledge of
Allegiance before its meetings, ending a day of delays imposed by
four aldermen who said the phrase "liberty and justice for all"
doesn't apply to some Americans. Other aldermen had expected to the
ordinance to sail to approval, but four African-American council
members said they wanted to debate the matter. They said the pledge's
messages don't ring true to them in light of the nation's history of
slavery and racial discrimination.

TAIWAN TYPHOON DEATH TOLL RISES
At least 53 people have been killed in Taiwan and 10 are missing
after Typhoon Xangsane swept across the island. Reports say 23
sailors are also feared dead after their freighter broke up off the
northern coast. Prime Minister Chang Chun-hsiung said the winds and
rains were probably the strongest for 30 years. The storms are also
thought to have been a possible factor in the crash of a Singapore
airline on Tuesday that killed at least 81 people.

FEARS AS EBOLA FEVER SPREADS IN UGANDA
Fears are growing that the Ebola fever epidemic which has killed 80
people in northern Uganda may spread to the south of the country
after a soldier died from the virus in a hospital there. Health
experts had hoped they had contained last month's outbreak to the
northern Gulu region. But the soldier died from the virus in the
southern town of Mbarara after being redeployed there from Gulu.
Kenyan health experts have tightened border and airport controls,
anxious to prevent the disease, which causes victims to die from
internal bleeding in days, spreading over the border.

'KEY DISCOVERY' IN NERVE REPAIR
Scientists have made a discovery they say might one day allow the
re-growth of damaged nerve cells such as those severed in spinal cord
injuries. Researchers at Boston's Children's Hospital, US, believe
they have found the molecular mechanism that controls nerve cell
regeneration. "For the first time we have a handle on the central
program that controls the fundamental mechanism for nerve cell
growth," Dr Larry Benowitz told BBC News Online.

WICCANS SUE FOR TAX-EXEMPT STATUS IN FLA.
Wiccans are associated with witchcraft and white magic, but there's
one organization they can't cast a spell against: the Florida
Department of Revenue. The problem, according to the state, is that
whether or not it considers Wicca a religion, the group does not meet
all of Florida's standards to get a tax break. Among those
requirements is having a permanent address and a building where
worshippers gather regularly.

U.S. JEWS ACCEPT INTERMARRIAGE IN GROWING NUMBERS
In September, vice presidential candidate Joseph Lieberman came under
fire from many Jewish organizations for telling a radio talk show
host that there is no Jewish prohibition against intermarriage. But
according to a survey released this week, Lieberman's comments
reflect the beliefs of the majority of American Jews. In short,
according to the survey, "the Jewish taboo on mixed marriage has
clearly collapsed." More than half of American Jews disagree with
the statement, "It would pain me if my child married a gentile," and
50 percent agree that "it is racist to oppose Jewish-gentile

3 Faiths Worship Under 1 Roof at Irvine Church

IRVINE--Twelve years ago, the Irvine United Church of Christ opened its doors--and its arms--to a small Jewish congregation in search of a home. On Sunday, the church embraced followers of another faith--Islam.

During the morning service, the Rev. Fred C. Plumer introduced his congregants to the church's newest tenants in a quest for greater understanding of what it means to be "children of one God."

The Christians greeted the Muslims with a ripple of applause that grew stronger as it swelled throughout the stark sanctuary under a geodesic dome.

"I just think it's fabulous. It's like extending the hand of Christ in love," said Lois Johnson, a member of the Irvine church who drives from San Clemente to attend services. "And that's what we are all about."

On Friday, a few Muslims who have formed the Unified Mosque of Irvine will pray to Allah in the church's multipurpose room. Four hours later, members of the University Synagogue will fill the sanctuary for Sabbath services on Friday evening and Saturday. On Sunday, the Christians install the removable cross for services.

The move will perhaps mark the first time in the United States that Christians, Jews and Muslims have worshiped under one roof.

"I think there are some isolated incidents of two different faiths sharing one facility," said the Rev. C. Welton Gaddy, president of the national Interfaith Alliance in Washington, D.C. "But I haven't heard of three religions sharing facilities. I think it's a wonderful symbol of what ought to be the unifying force of religion in a community."

"We're making history," said Mir-Javid Jalali, president of Islam World Unified Mosques, a new organization that Jalali hopes will become an umbrella group for other mosques. "There is some unwritten hatred between our faiths which is not religious. We all believe in one God."

The three-faith, one-roof experiment will continue for at least a year until the fast-growing University Synagogue, with its 450 families, moves into its own building nearby.

"We're really grieving that they'll be eventually leaving," Plumer said. "Living with a synagogue and with modern-day Jews is unbelievably eye-opening. I suspect it will be the same thing with the mosque."

Since 1988, the church and synagogue have shared an unusual closeness that has far surpassed the original landlord-tenant relationship. Together the congregations volunteered in the community, studied the Old Testament, and even shared two Rosh Hashana services when the Jewish holiday fell on a Sunday. A unified Thanksgiving service has become a tradition.

The relationship is strong enough that when Plumer took a sabbatical a few years ago, he asked the temple's rabbi, Arnold Rachlis, to fill in as a guest preacher.

Plumer said he and his congregation have benefited from the 12-year relationship with University Synagogue, gaining a greater understanding of Judaism--the foundation of Christianity.

"Jesus was born a Jew, and he died a Jew," Plumer said.

And Rachlis has said that the Reconstructionist synagogue couldn't have grown from 11 families to 450 without the support of the church. Plumer also gave Rachlis and his synagogue board veto power, which he declined, on the mosque's move to the church.

"I think it's typical of the attitude of that wonderful church to open its door," said Gloria Bohrer, a longtime member of University Synagogue. "I think we will also feel very comfortable about having a mosque here. I'm proud that the church would try to encourage that."

Plumer said he views the new relationship with the Muslims as another learning experience.

"Islam wasn't new to me; I've studied it quite a bit. But I'm already learning that I didn't know it well," Plumer said. "It's another blessing, another opportunity to grow."

Discussions about allowing the mosque to use the church facilities started several weeks ago. Plumer said although there were "fairly intense conversations about space," there was no opposition to the concept of opening the facilities to the Muslims.

The mosque needed the room at midday Friday, which had been one of the few lulls at the facility that often bustles up to 18 hours a day.

"That is their time," Plumer said of the Friday midday. "Call it fate, providence or whatever. But that is one of the few times that the facility is available."

Jalali praised Plumer during Sunday's service, saying, "I wish that we had government bureaucrats working like him."

Jalali said he decided to start the mosque because the Friday prayer services held in meeting rooms at a bowling alley in Irvine have gotten so crowded that they had to pray in shifts.

The Irvine resident and former physics professor said he also believes there's a need for a different kind of mosque, one whose tenets rely solely on the Koran and the traditions of the prophets based on Islam's holy book, rather than on the Hadith, a collection of the prophet Muhammad's teachings, words and deeds. His mosque will follow the tenets of the Koran, Jalali said.

He said he approached Irvine United Church of Christ because of its inclusive tenets, and because he had--for some unknown reason--held onto a yellowing newspaper clipping and church bulletin from an earlier visit to the church, in September 1994.

"You dare to have courage to say what you believe and stand for," Jalali told the congregation. "You express different messages, harmoniously."

Michael Spindle, the church administrator, is hopeful.

"We're really excited," he said

Allies unsure whether conflict will spread or lead to negotiations

JERUSALEM - Despite four decades of watching him and seven years of sitting
across from him in negotiations, American and Israeli officials remain
baffled by Yasser Arafat.

Their inability to divine the Palestinian leader's intentions leaves the two
close allies trapped between fears of an escalating conflict in the West
Bank and Gaza Strip that could spread through the Middle East and hopes for
a resumption of the peace process.

A U.S. official who has studied Arafat's moves for years summarizes two
conflicting theories of what drives the Palestinian leader, at the beginning
of a second month of violence that has inflamed the Arab world and weakened
American influence.

"One theory is that he wants to go back to the negotiating table in a
stronger position, and the second is that he wants to create a state in
blood and fire," this official said. "We don't get the sense that we know
what's going on. He makes commitments, and he doesn't keep them. So we don't
know what exactly his intentions are."

This stems partly from Arafat's close-to-the-chest negotiating style, which
sometimes leaves even his advisers guessing. But Palestinians say the
Americans' uncertainty also betrays a deafness to Arafat's own words, a lack
of understanding of Palestinian political forces and a tendency by Americans
and Israelis to rely too much on each other for information.

Ever since President Clinton tried to broker a cease-fire, which collapsed
in gunfire just as it was to take effect, Palestinian leaders have sent
mixed signals about their desire and ability to control the violence.

Clinton said leaders on both sides would issue calls for an end to the
violence, but Arafat's was a vaguely worded phrase attributed to an unnamed
"official source."

It merely promised a Palestinian commitment to "calming the situation."

At the same time, leaders of Arafat's Fatah movement have said the uprising
will last until the Israeli occupation ends and Palestinians achieve
independence. Orders to stop firing seem to have a shelf life of just hours.

The Israeli military suggests that Arafat not only allowed the riots to
start but wants the violence to continue. "This was something we expected to
come from Arafat in a premeditated way, [but] we did not predict the
timing," a defense official said, calling the provocative visit of Ariel
Sharon to the Temple Mount in Jerusalem's Old City a "manufactured excuse"
for violence.

Analysts Yigal Carmon and Yotam Feldner of the Middle East Media and
Research Institute, both of whom have backgrounds in Israeli military
intelligence, conclude that the Palestinians want to "create a new reality
on the ground that will change the political-diplomatic situation." That is,
that Palestinians believe they could more readily declare existence of a
Palestinian state after winning world sympathy for a rising death toll.

Israeli officials have repeatedly voiced alarm over the Palestinians'
release of Hamas and Islamic Jihad terrorists from prison and Arafat's
willingness to involve the two opposition groups in planning sessions. After
Thursday's suicide bombing in Gaza, officials warned Israelis that more
terror attacks could be in store.

Yet there are hints that Arafat is keeping a lid on some of the worst
excesses even if he is unwilling or unable to put an end to the violence.

After a fierce battle outside Nablus involving Fatah gunmen, Israeli
soldiers and Jewish settlers, Arafat bowed to a request from Central
Intelligence Agency Director George Tenet to allow Israelis to rescue the
wounded, along with trapped settlers and their children.

Thursday's suicide bombing was aimed not at Israeli civilians but at a
military target, and occurred not in Israel itself but in Gaza, an area many
Israelis are prepared to give up.

Faced with these mixed signals, Israeli Prime Minister Ehud Barak has
wavered in his drive to team up with Likud Party leader Ariel Sharon. Barak
was quoted Friday as saying he would not lead a "war-mongering" government.

"Like most of us, Prime Minister Ehud Barak hasn't a clue what is going to
happen," columnist Hemi Shalev wrote Friday in the tabloid Ma'ariv.

"For a week he has been fixated on a national emergency government with
Ariel Sharon, but for the time being nothing has come of that. He was sure
that we had gotten on a track of certain clashes and confrontations with the
Palestinians, but even this, as of press time, has not happened. He is
waiting, like everyone, to see what each day will bring."

If Israeli and American officials can't gauge the Palestinians' attitude
now, it's not the first time. The Camp David summit in July failed because
of misjudgments between Americans and Israelis, on one side, and Americans
and Palestinians on the other.

U.S. officials came away stunned by the concessions Barak was prepared to
make for peace and mystified by Arafat's rejection of them.

Barak was not only prepared to share East Jerusalem and the Old City and
allow Arafat to be custodian of its Muslim shrines, but the Israeli leader
would inevitably have traded some territory as part of a final settlement.

Americans call the current Palestinian uprising the "5 percent intifada" and
wonder why so many have to die for so little territory. And they are
perplexed by Palestinians' refusal to accept that the Temple Mount, or Noble
Sanctuary, is of immense importance to the Jewish people.

But Palestinians left Camp David with the bitter conclusion that Israelis
and Americans just didn't get it.

Arafat made a historic concession in 1988 by giving up claims to all of what
had been Palestine before 1948, and agreed to accept just 22 percent, his
supporters say. In Palestinian eyes, Israel has striven to tighten its hold
on Palestinian territory by expanding Jewish settlements and building new
roads, rather than accept Arafat's compromise.

As for Jerusalem, Palestinians viewed Barak's plan to divide East Jerusalem
as unworkable and fraught with danger.

They say Israel's demand for ultimate sovereignty over the Temple Mount -
and the apparent U.S. acceptance of it - actually represented a step
backward, for the United States had not previously recognized Israeli
sovereignty over the area.

If violence erupted, it's not as though Americans weren't warned, they add.

Akram Hanieh, editor of the Al-Ayyam newspaper in Ramallah and a Camp David
participant, recounts that in one of the meetings, Arafat said the Israeli
position on Jerusalem "will set off massive fires in the region."

"Do you want me to throw the region into an age of new religious conflict?"
Arafat asked.

Before Sharon's fateful visit to the Temple Mount on Sept. 28, Arafat urged
Barak to prevent it, a close Arafat adviser says. Palestinian negotiators in
Washington made the same case to U.S. officials and acting Israeli Foreign
Minister Shlomo Ben Ami.

Arafat now risks being engulfed in the flames himself.

Carmi Gillon, former head of Israel's domestic secret police and now
director of Peres Peace Center, said, "There is still no doubt that Arafat
is number one. But it's a legend that he just says a word and everyone will
obey."

Robert Pelletreau, who as U.S. ambassador to Tunisia was the first American
diplomat to hold publicly acknowledged meetings with Arafat, says the
violence is much greater than the provocation seems to warrant.

The reason, he says, is that the "whole package" presented at Camp David
fell so short of the Palestinian vision. That it would be a final
settlement, with no more land to be gained, was an outcome Arafat had not
prepared his public to expect.

The Arafat move most feared by Americans is a unilateral declaration of
independence, which could prompt Israel to annex and fight for territory it
wants to keep.

This "is not his preference," Pelletreau said, but Arafat may be driven into
it. The Palestinian leader knows that a negotiated solution would place a
Palestinian state on a firmer foundation, "but his priority is to maintain
his own leadership and control."

One step has been his bringing Hamas and Islamic Jihad into consultations
with Fatah, Pelletreau said. The alternative is grim: Hezbollah banners -
promoting the Iran-backed Lebanese guerrilla group - are in the West Bank
city of Nablus. And Hezbollah's television station, exhorting Palestinians
to armed struggle, draws a growing audience in Gaza.

"It's not only in the hands of Arafat," said Ziad Abu Zayyad, a Palestinian
legislator and Cabinet minister. "I believe Arafat is totally committed to
peace through negotiations, but our people are not Jesus Christ. They can't
continue suffering indefinitely."

As the fires rage, Arafat himself may be a bit baffled, Pelletreau said.

"Arafat usually is very astute at reading his own public, but he may have
underestimated the degree of dissatisfaction with the whole negotiating
process he was leading."

MASSIVE CAR BOMB ROCKS JERUSALEM

(Thursday, Nov. 2, 2000) JERUSALEM - After a night of heavy fighting that targeted the Jerusalem neighborhood of Gilo, citizens of Jerusalem were ready for a cease-fire that was to take place at 2. p.m. Israel time, today.

However, as I was on the phone to my wife at 3 pm, I heard and felt a massive explosion that obviously was only a few blocks away. Having lived in Jerusalem for as long as I have, you get to know the difference between a sonic boom and a bomb.

This time, the bomb exploded in the busy Mahane Yehuda open market, which is usually packed with Jewish shoppers stocking up for Shabbat (Saturday) and the weekend, just as some Bridges for Peace staff, including myself, did this morning. It is the perfect place to score heavy casualties on a Thursday afternoon. Because this market is three blocks from the Anglican International School where almost all of our Bridges for Peace children go to school, those of us with kids rushed from the BFP Headquarters, up Street of the Prophets, to the school to be sure everyone was OK.

As we hurried to the school, the constant screaming of police and ambulance sirens pierced the air. Everyone with a cell phone was calling someone. Walking past the Bikur Holim Hospital, we could see the doctors and staff anxiously standing outside the emergency entrance. The street in front was cordoned off by police barricades, and gurneys were lined up as they prepared for the worse. You could feel the dread in the air, with panicked looks on faces. One elderly lady was sitting in front of a store, and a young girl was consoling her while the shopkeeper was trying to give her a drink to calm her down.

When we arrived at the school, we found out that, fortunately, the school was just letting out when the bomb went off, so none of the students had left the premises nor were any injured. I saw my kids, who were fine, and they sent me off the three blocks to the bomb site to find out what had happened. With press pass in hand, I walked over to the market to survey the damage and talk with shopkeepers and others who had witnessed the explosion. This was déjà vu, in that I have done this twice before, to the same market, for the same reason.

As I arrived on the scene, smoke was still in the air, which was still heavy with the smell of explosives. Glass was in the street from windows of cars and buildings shattered by the blast. It was a powerful bomb, which rocketed over 40 meters (43 yards) into the air. The entire area was packed with police on horseback, police vehicles, and ambulances. Despite the call to stay away from the scene, unless you were press, the area was nevertheless filled with anxious Israelis.

The facts that we know at this time (5:30 pm) is that the car bomb exploded on Shomron Street, a small side street next to the main market street, called Agrippas St. It is a narrow alley that is an unlikely place to park a car bomb, because there are very few pedestrians here. Since this alley winds around and behind the shops that front Agrippas Street, it is more likely that the car was being driven this way in order to come back onto Agrippas St. at a point where the Thursday afternoon crowd would have been the thickest. Another report said that the car was spotted acting suspiciously and was being chased by a police car and it turned up the alley where the driver escaped, detonating the bomb, albeit not at his intended location.

One shopkeeper I know, whose shop is within eyesight of the explosion said, "This is another miracle from God. Because they went up the alley and the bomb exploded early, many more people were spared death and injury."

It has been announced that a man and a woman have been killed, with nine people lightly injured. Both of the dead, at one time thought to be the terrorists, are Jewish pedestrians. Therefore, the terrorist or terrorists are at-large in the city, and Israeli Prime Minister Barak has called upon Jerusalemites to stay clear of the center of the city as these attackers may strike again.

The Prime Minister blames the Palestinian Authority for the attack, because, in the past month, they have emptied their jails of all the terrorists from Hamas and Islamic Jihad and gave them the green light to start attacking Israelis once again. Everyone expected such a bombing. It was not a question of "if," but "when."

All Israelis have been warned to be on high alert for further attacks. This is the fear of all Israelis when the terror strikes in the center of Jerusalem. More than ever we ask that you pray for the peace of Jerusalem.

The Beginning of the End-Time Gog and Magog War Against Israel
and the Battle Against Jerusalem

This is being written two hours after a car-bomb was detonated in the
middle of Jerusalem. The bomb was carried by Arab terrorists sent by
Arafat and other terror organisations to be set off in the middle of the
main market against the civilian population of Israel. According to the
information which we now have, 2 Israelis were killed, a man and a
woman, and 10 were wounded. These victims are now added to a long list
of victims of Arab terror over the last years since the evil, false Oslo
“Peace” agreement was signed. It is a miracle that no more were killed
or wounded because the terrorists were not able to drive the vehicle
into the crowd so they detonated the bomb close to the market in a place
where children, women and men live and walk.

More Israelis were killed in the last month since the violence, terror
and war was started by the murderer, Arafat, and his band from the
so-called “Palestinian Authority”. Only 10 days ago a terrible cruel
lynching was perpetrated on 2 Israelis by thousands of Arabs in Ramallah
(the city which, in the Bible, is called the Hill of G–d, and was
settled by the Israelites until the occupation by the Arabs). They were
killed in such a terribly cruel way that cannot be imagined could be
done by human beings but only by monsters. Yesterday 3 Israeli soldiers
were killed in other attacks not far from Jerusalem. A few days ago,
another Israeli was killed in a lynching in Ramallah and his body was
burned. Every day there are attacks all over Judea, Samaria, Gaza and
Jerusalem. The terrorist, Arafat, has stated that this war will not stop
until he comes to Jerusalem. All of this is with the backing of all the
Arab countries who held a conference about 10 days ago who decided to
stand behind Arafat against Israel.

This is not the only place of violence and attacks against Jews at this
time. Also on the boundary with Lebanon the cruel Hisballah terror
organisation has launched attacks and other so-called "Palestinian"
terror organisations all over the Arab world are holding violent
demonstrations, burning Israeli flags and figurines representing Israeli
figures. They state that they intend to destroy and burn the State of
Israel and occupy Jerusalem. More than this, all over the world many
violent anti-Semitic attacks and demonstrations have again starting to
appear. Jews are attacked in the streets and even in London a Jew was
attacked and stabbed on a bus. Synagogues have been burned and
anti-Semitic graffiti written on the walls. In Israel the tomb of Joseph
in Shechem was destroyed and the ancient synagogue in Jericho from the
3rd Century was burned. Many other holy Israeli places from Biblical
times wee desecrated after the same had been done on the Temple Mount
with the remains of the first and second temples. All the friends of
satan, the enemies of the G–d and people of Israel, whose head now
appears in the form of the devil, Arafat, have again woken up and are
supporting and standing behind the goal of Arafat and the Arab countries
to destroy Israel and Jerusalem.

An organisation of the United Nations made very anti-Israeli resolutions
two weeks ago after the General Assembly had passed so many anti-Israeli
resolutions over the past year like those that said that Israel should
not be a Jewish state or that Jerusalem is not the capital of Israel and
the Biblical areas of Judea, Samaria, Gaza and the Golan Heights do not
belong to Israel. Yesterday, Arabs from the so-called "Palestinian
Authority" asked the UN to send troops to Judea, Samaria and Gaza
against Israel.

What is the meaning of all this and other violent events which are
taking place even now. No doubt, as we feel in Israel, that this is the
first steps and the start of what the G–d of Israel called the end-time
Gog and Magog war and the gathering of all the nations against Israel
and Jerusalem as prophesied by Ezekiel in chapters 38 and 39: Therefore,
son of man, prophesy and say to Gog, Thus says the Lord God; In that day
when my people of Israel dwells securely, shall you not know it? And you
shall come from your place from the farthest north, you, and many people
with you, all of them riding upon horses, a great company, and a mighty
army; And you shall come up against my people of Israel, like a cloud to
cover the land; it shall be in the latter days, and I will bring you
against my land, that the nations may know me, when I shall be
sanctified in you, O Gog, before their eyes. Thus says the Lord God: Are
you he of whom I have spoken in old times by my servants the prophets of
Israel, who prophesied in those days for many years that I would bring
you against them? And it shall come to pass on that day, when Gog shall
come against the land of Israel, says the Lord God, that my fury shall
be roused. For in my jealousy and in the fire of my wrath have I spoken,
Surely in that day there shall be a great shaking in the land of Israel;
And the fishes of the sea, and the birds of the sky, and the beasts of
the field, and all creeping things that creep upon the earth, and all
the men who are upon the face of the earth, shall tremble at my
presence, and the mountains shall be thrown down, and the steep places
shall fall, and every wall shall fall to the ground. And I will call for
a sword against him throughout all my mountains, says the Lord God;
every man's sword shall be against his brother. And I will contend with
him by pestilence and by blood; and I will rain down upon him, and upon
his bands, and upon the many people that are with him, a torrential
rain, and great hailstones, fire, and brimstone. Thus will I magnify
myself, and sanctify myself; and I will make myself known in the eyes of
many nations, and they shall know that I am the Lord. (Ezekiel 38:14-23)
And you, son of man, prophesy against Gog, and say, Thus said the Lord
God; Behold, I am against you, O Gog, the chief prince of Meshech and
Tubal; And I will turn you around, and entice you on, and will cause you
to come up from the farthest north, and will bring you against the
mountains of Israel; And I will strike your bow from your left hand, and
will cause your arrows to fall from your right hand. You shall fall upon
the mountains of Israel, you, and all your bands, and the peoples that
are with you; I will give you to the ravenous birds of every sort, and
to the beasts of the field to be devoured. You shall fall upon the open
field; for I have spoken it, says the Lord God. And I will send a fire
on Magog, and among those who dwell securely in the islands; and they
shall know that I am the Lord. And I will make my holy name known in the
midst of my people Israel; and I will not let them profane my holy name
any more; and the nations shall know that I am the Lord, the Holy One in
Israel. Behold, it has come, and it is done, says the Lord God; this is
the day of which I have spoken. And those who dwell in the cities of
Israel shall go forth, and shall set on fire and burn the weapons, both
the shields and the bucklers, the bows and the arrows, and the staves,
and the spears, and they shall burn them with fire for seven years; And
they shall take no wood from the field, nor cut down any from the
forests; for they shall burn the weapons with fire; and they shall
destroy those who destroyed them, and rob those who robbed them, says
the Lord God. (Ezekiel 39:1-10) And I will set my glory among the
nations, and all the nations shall see my judgment that I have executed,
and my hand that I have laid upon them. And the house of Israel shall
know that I am the Lord their God from that day forward. (Ezekiel
39:21,22) Therefore thus says the Lord God: Now will I bring back the
exile of Jacob, and have mercy upon the whole house of Israel, and will
be zealous for my holy name; They shall forget their shame, and all
their faithlessness in which they have been faithless to me, when they
dwelt securely in their land, and none made them afraid. When I have
brought them back from the peoples, and gathered them out of their
enemies' lands, and am sanctified in them in the sight of many nations;
Then shall they know that I am the Lord their God, who caused them to be
led into exile among the nations; but I have gathered them to their own
land, and have left there none of them any more. And I will not hide my
face any more from them; for I have poured out my spirit upon the house
of Israel, says the Lord God. (Ezekiel 39:25-29)

There is also no doubt that this end-time battle against Jerusalem, the
eternal capital of Israel, has already started exactly as G–d said in
His Word through the prophet Zechariah: The burden of the word of the
Lord concerning Israel, says the Lord, who stretches out the heavens,
and lays the foundation of the earth, and forms the spirit of man inside
him. Behold, I will make Jerusalem a cup of reeling to all the people
around, and it shall also be against Judah in the siege against
Jerusalem. And on that day I will make Jerusalem a burdensome stone for
all the peoples; all who burden themselves with it shall be grievously
hurt. And all the peoples of the earth shall be gathered together
against it. On that day, says the Lord, I will strike every horse with
panic, and its rider with madness; and I will open my eyes upon the
house of Judah, and will strike every horse of the nations with
blindness. And the governors of Judah shall say in their heart, The
inhabitants of Jerusalem are my strength through the Lord of hosts their
God. On that day I will make the governors of Judah like a hearth of
fire among trees, and like a torch of fire in a sheaf; and they shall
devour all the peoples around, on the right hand and on the left; and
Jerusalem shall be inhabited again in her own place, in Jerusalem. And
the Lord shall save the tents of Judah first, that the glory of the
house of David and the glory of the inhabitants of Jerusalem do not
magnify themselves against Judah. On that day shall the Lord defend the
inhabitants of Jerusalem; and he who is feeble among them shall be as
David on that day; and the house of David shall be like a divine being,
like the angel of the Lord before them. And it shall come to pass on
that day, that I will seek to destroy all the nations that come against
Jerusalem. And I will pour upon the house of David, and upon the
inhabitants of Jerusalem, the spirit of grace and of supplication; and
they shall look towards me, regarding those whom the nations have
pierced; and they shall mourn for him, as one mourns for an only son,
and shall be in bitterness over him, as one who is in bitterness for his
firstborn. ... Then shall the Lord go forth, and fight against those
nations, as when he fought in the day of battle. And his feet shall
stand on that day upon the Mount of Olives, which is before Jerusalem on
the east, and the Mount of Olives shall be split in its midst toward the
east and toward the west, and there shall be a very great valley; and
half of the mountain shall be moved toward the north, and half of it
toward the south. (Zechariah 12:1-10;14:3,4)

We should remember another element which brought us to the current
situation. Since the false anti-godly Oslo agreement was signed between
the Israeli government and the terrorist, Arafat, 7 years ago and later
the other agreements at Wye Plantation, Sharm el Sheikh and Camp David
we have repeatedly warned that these are not peace agreements but
sinful, evil agreements which will bring the opposite of what the
Israeli Government intended - war, violence, division of the land which
G–d gave to Israel alone in an eternal covenant and warned them not to
give the land to anyone and not to make covenants with the enemies of
G–d and Israel like the terrorist Arafat and the Arab nations. This is
exactly as the G–d of Israel repeatedly warned His people, Israel, in
His Word as in Exodus 34:12 - Take heed to yourself, lest you make a
covenant with the inhabitants of the land where you go, lest it be for a
snare in the midst of you; Because the Israel Government did not listen
to what G–d warned them about, the terrorist, Arafat, and the so-called
"Palestinian Authority" has become a snare in the midst of Israel
explodes again and again with many Israeli victims. Isaiah prophesied
about the Oslo agreement in chapter 28:14-22 and called it a covenant
which death which will not bring peace but terror and G–d will not
allow it to work because it is against His word to the people of Israel
and His commandment to them not to divide the land or give it to anyone,
especially when it is done with cruel enemies of the G–d and people of
Israel. He is saying to His people, Israel, that only the cornerstone of
G–d of G–d's covenant with Israel and the foundation stone for His
rebuilt house in Jerusalem will work and be fulfilled. Therefore hear
the word of the Lord, you scornful men, who rule this people who is in
Jerusalem. Because you have said, We have made a covenant with death,
and with Sheol are we at agreement; when the overflowing scourge shall
pass through, it shall not come to us; for we have made lies our refuge,
and under falsehood have we hidden ourselves; Therefore thus said the
Lord God, Behold, I lay in Zion for a foundation a stone, a tried stone,
a precious corner stone, a sure foundation; he who believes shall not
make haste. Judgment also will I lay by a line, and righteousness by a
plummet; and the hail shall sweep away the refuge of lies, and the
waters shall overflow the hiding place. And your covenant with death
shall be annulled, and your agreement with Sheol shall not stand; when
the overflowing scourge shall pass through, then you shall be trampled
down by it. As often as it goes forth it shall take you; for morning by
morning shall it pass over, by day and by night; and it shall be a
terror just to understand the report. For the bed is too short for a man
to stretch himself on it; and the covering is too narrow for him to wrap
himself in it. For the Lord shall rise up as in Mount Perazim, he shall
be angry as in the valley of Gibeon, that he may do his work, his
strange work; and bring to do his act, his strange act. Now therefore do
not be mockers, lest your bands be made strong; for I have heard from
the Lord God of hosts that a destruction is decreed upon the whole land.

In the Camp David Summit, Prime Minister Barak, under the pressure of
President Clint, was even prepared to give the so-called "Palestinian
Authority" 95% of the Biblical areas of Judea, Samaria and Gaza, and
what is even more terrible, parts of Jerusalem and even to compromise on
the Temple Mount, when he suggested to give up what is on the ground and
to keep what is under the ground for Israel. This was a terrible, sinful
idea which did not work because the terrorist Arafat did not agree with
this suggestion which meant that the sovereignty over the Temple Mount
would remain in the hands of Israel. Pay attention to the fact that even
Barak could not give up Israeli sovereignty over the Temple Mount. He
knew that he could not return to Israel with such a terrible decision
which would never be accepted by the G–d and people of Israel. There is
no doubt that it was a result of the campaign and struggle of The Temple
Mount and Land of Israel Faithful Movement which fo 33 years has daily
brought the Word of G–d to the people of Israel and educated them about
the major godly significance of the Temple Mount, the temple and
Jerusalem. This campaign brought the people of Israel to say no to such
a sinful suggestion and Barak could not ignore this. When he returned
to Israel after the summit collapsed he stated, "I protected the holy
place of Israel." For 33 years we have said that the Temple Mount will
save the people and land of Israel from all their enemies and the
destiny of Israel will be decided on the Temple Mount because this is
the place of the house of the G–d of Israel and His eternal dwelling
place. This was proved so clearly in the Camp David Summit when the
Temple Mount saved the 95% that Barak was ready to give away. As a
result of this campaign the leader of the opposition in Israel, Ariel
Sharon, went up on the Temple Mount, not only to visit the G–d of Israel
at a critical time, but also to declare the eternal sovereignty and
ownership of the G–d and people of Israel over the holy Temple Mount.
The Arabs, Arafat and the "Palestinian Authority" used this to open the
violence and attacks against Israel.

It is not a surprise or an accident that the Temple Mount, mainly, and
Jerusalem are at the focus of this war. The G–d of Israel exploded the
Camp David summit and stopped these evil negotiations because, as we
have repeatedly stated for years, He will never accept any foreign and
pagan presence of the enemies of Israel on the Temple Mount, Jerusalem
and the land of Israel. All of this was given to Israel in an eternal
covenant for an eternal godly purpose which Israel should carry
faithfully with no fear of any of the enemies of Israel and even of all
the nations. Thousands of years ago the Temple Mount, Jerusalem and the
land of Israel were dedicated by the G–d of Israel for this purpose:
And it shall come to pass in the last days, that the mountain of the
Lord's house shall be established on the top of the mountains, and shall
be exalted above the hills; and all nations shall flow to it. And many
people shall go and say, Come, and let us go up to the mountain of the
Lord, to the house of the God of Jacob; and he will teach us of his
ways, and we will walk in his paths; for from Zion shall go forth Torah,
and the word of the Lord from Jerusalem. And he shall judge among the
nations, and shall decide for many people; and they shall beat their
swords into plowshares, and their spears into pruning hooks; nation
shall not lift up sword against nation, nor shall they learn war any
more. O house of Jacob, come, and let us walk in the light of the Lord.
(Isaiah 2;2-5) In this vision of G–d there is no place for the cruel
enemies of the G–d and people of Israel like the terrorist, Arafat, his
band and the "Palestinian Authority". They will not succeed with their
war, violence and attacks. The G–d of Israel, as He promised and
repeatedly declared in the Bible will judge them and remove them from
the Temple Mount, Jerusalem and the holy land of Israel. All of this is
going to happen very soon. Only G–d's agenda with Israel will come to
pass and very soon. We do not fear them nor their violence and the
anti-Israeli policy of all their friends all over the world even if it
includes all the nations. As G–d taught us, we know that together with
Him we are the majority and they are the minority and their judgement in
the city which they want to take from Israel and destroy is soon to
come. The great event of the redemption of Israel the accomplishment and
establishment of which on the Temple Mount, Jerusalem and all over the
land of Israel cannot be stopped. Who can stop the G–d of Israel? We
advise all of them not only to read Ezekiel, Zechariah, Isaiah and all
the other Scriptures but to study the historical experience of all the
enemies the G–d and people of Israel including the great powers which
were judged by G–d and passed from history like dust in the wind. The
same will be as G–d promised in His Word with the current enemies
including the great powers.

Everyone in the world is now in a time of great testing: will they be
with the G–d and people of Israel and help and support to Israel at
this critical time or join with her enemies? The G–d of Israel is going
to show His glory, His love and His protection for Israel before all the
nations and the temple, the house of G–d, is going to be rebuilt and
Mashiach ben David is soon to come. Everyone in the world should know
that only through Israel and after that this major godly end-time event
will come to pass on the Temple Mount, Jerusalem and the land of Israel.
It will spread all over the world and the Kingdom of G–d will be
established over all mankind. Then a real peace, not the false peace
with the devil, Arafat, and his bands, will be established in Israel,
the Middle East and all over the world exactly as Isaiah prophesied in
the name of the G–d of Israel: And there shall come forth a rod from the
stem of Jesse, and a branch shall grow from his roots; And the spirit of
the Lord shall rest upon him, the spirit of wisdom and understanding,
the spirit of counsel and might, the spirit of knowledge and of the fear
of the Lord; And his delight shall be in the fear of the Lord; and he
shall not judge by what his eyes see, nor decide by what his ears hear.
But with righteousness shall he judge the poor, and decide with equity
for the humble of the earth; and he shall strike the earth with the rod
of his mouth, and with the breath of his lips shall he slay the wicked.
And righteousness shall be the girdle of his loins, and faithfulness the
girdle of his reins. The wolf also shall live with the lamb, and the
leopard shall lie down with the kid; and the calf and the young lion and
the fatling together; and a little child shall lead them. And the cow
and the bear shall feed; their young ones shall lie down together; and
the lion shall eat straw like the ox. And the sucking child shall play
on the hole of the asp, and the weaned child shall put his hand in the
viper's den. They shall not hurt nor destroy in all my holy mountain;
for the earth shall be full of the knowledge of the Lord, as the waters
cover the sea. And in that day there shall be a root of Jesse, who shall
stand for a banner of the people; to it shall the nations seek; and his
resting place shall be glorious. And it shall come to pass in that day,
that the Lord shall set his hand again the second time to recover the
remnant of his people, who shall be left, from Assyria, and from Egypt,
and from Pathros, and from Kush, and from Elam, and from Shinar, and
from Hamath, and from the islands of the sea. And he shall set up a
banner for the nations, and shall assemble the outcasts of Israel, and
gather together the dispersed of Judah from the four corners of the
earth. The envy also of Ephraim shall depart, and the adversaries of
Judah shall be cut off; Ephraim shall not envy Judah, and Judah shall
not harass Ephraim. But they shall fly upon the shoulders of the
Philistines toward the west; they shall plunder together those of the
east; they shall lay their hand upon Edom and Moab; and the Ammonites
shall obey them. And the Lord shall completely destroy the tongue of the
Egyptian sea; and with his scorching wind shall shake his hand over the
river, and shall strike it in the seven streams, and make men go over
dry. And there shall be a highway for the remnant of his people, who
shall be left, from Assyria; like it was for Israel in the day when he
came up out of the land of Egypt. (Isaiah 16)

I want to express my sincere thanks to the wonderful friends and members
of The Temple Mount and Land of Israel Faithful Movement and all the
lovers of Israel who during the last month during the time of the
current attacks against Israel did not stop calling us, sending us
emails and letters of encouragement, love and support that moved our
hearts and the heart of everyone in Israel and, I am sure, the heart of
the G–d of Israel, Himself. The G–d and people of Israel will never
ever forget your love and support for Israel at this critical and major
time when it is so needed. You are a major part of the family of Israel.

hearts, prayers and thoughts. You are an important part of the godly
end-time in which we are now living and as the prophets of Israel
promised us you have an important part in G–d's end-time events and He
will redeem you together with His people Israel. Again, thank you so

sure that the G–d of Israel is in control of His people, Israel, and
their land and He will continue to save Israel as He has always done. In
G–d we trust.

1. CAR-BOMB ATTACK IN JERUSALEM KILLS TWO
A man and a woman were killed, and nine or ten others were lightly wounded,
in a car-bomb terrorist attack in Jerusalem today. The explosion took
place near the Machaneh Yehuda market in downtown Jerusalem at around 3
PM. Six of the wounded were members of one family who were in their
apartment above the explosion; they are likely to be released from the
hospital today. The male victim has been identified as an Israeli, but the
identity of the woman has not yet been ascertained.

Jerusalem Police Chief Ya'ir Yitzchaki said that the car was traveling
along the narrow Shomron St. towards the crowded streets of the market,
when it encountered a truck blocking the way. The explosive was then
activated, possibly from outside the car. Yitzchaki, holding an impromptu
press briefing at the site shortly after the explosion, explained the
urgent need to distance the crowds from the area: "It is possible that
another explosion will occur... In addition, our evaluation is that the
terrorists were not killed in the explosion, and they may well still be in
the area."

Police Chief Yitzchaki said that the terrorist attack could have been much
worse. "As it is, any attack in the heart of Jerusalem is very
grave... [But] if the car had succeeded in making its way into the market,
there could have been many dozens of casualties." He noted that the police
have been prepared for several weeks for a terrorist attempt in the
capital, and were deployed in large numbers throughout the area - which may
have diverted the terrorists to a side street. Some attribute the
fortuitous presence of the truck - which apparently blocked the car's way
into the market - to a special prayer service that was held earlier this
afternoon in Yeshivat HaShalom, only 500 meters from the car-bomb
explosion. Simultaneously broadcast over two local radio stations, the
unique service led Yeshiva head Rabbi David Batzri began 90 minutes before
the blast. It included the emotional recitation of Psalms, penitential
prayers, and other passages, and was accompanied by the carrying of Torah
scrolls, crying, and blowing of the Shofar [ram's horn].

2. WAITING FOR THE ANNOUNCEMENTS
The world is still awaiting the simultaneous announcements by Barak and
Arafat about a cessation of hostilities. Originally scheduled for 2 PM,
the announcements have been pushed off several times, and it is not known
when and if they will be made. Minister Dalia Itzik said that Israel is
still waiting for Arafat to fulfill several promises he made to Shimon
Peres last night, and "until this happens, Barak will not make any
announcement." She said, however, that there is no choice but to continue
talking to Arafat. "The solution [to the Israeli-Palestinian conflict]
must be diplomatic, not military," she said.

The cessation-of-hostilities announcements were agreed upon at a meeting
between Shimon Peres and Yasser Arafat in Gaza late last night. The
meeting cut short preparations made only minutes beforehand by the security
cabinet for helicopter attacks on Palestinians targets, in retaliation for
yesterday's killing of three IDF soldiers. According to the understandings
of last night, Arafat is scheduled to announce in his own voice, over Voice
of Palestine Radio, a call for his fighters to lay down their arms. At the
same time, Prime Minister Barak is to make a similar announcement of a
ceasefire. Gilad Sher, Barak's aide who attended the Peres-Arafat meeting,
made sure to announce afterwards, "This is not a ceasefire, but just a
cessation of hostilities."

Israel hurried this morning to carry out several pre-ceasefire
gestures. It removed its forces from many of the flashpoints, as disbanded
its encirclement of PA cities. In addition, the two-day-old IDF position
at the Karni Junction in Gaza was handed over to PA policemen early this
morning - and within a short time, was full of rioting Palestinians who
closed off the road to Netzarim. The PA police supplied them with drinks
of water. After two convoys of Israeli cars made their way safely out of
the town, at 7 AM and 8 AM, the Palestinian police did nothing to ensure
that the road remained open. Three military helicopter flights were
scheduled for those who wished to enter or leave Netzarim today. In
addition, the Knesset Members of the National Religious Party who arrived
in Gush Katif for a pre-arranged meeting to Netzarim arrived and left via
military helicopter.

3. REACTIONS TO THE PERES-ARAFAT UNDERSTANDINGS
Likud MK Gideon Ezra told Israel Radio today, "The best thing Peres can do
now is to announce publicly before the world that he regrets having
received the Nobel Peace Prize together with that man [Arafat], and then
maybe the world will realize the situation in which we find
ourselves." Ezra, a former GSS Deputy Director, spoke earlier with
Arutz-7, and said, "Arafat realized that the economic situation in the PA
is deteriorating, and also he needed to replenish his ammunition and
gas... He also saw that the IDF was about to respond much more
strongly..." Although he said that he hopes there will be no more
hostilities, "the decision to meet last night was a wrong one... We should
not have passed quietly over the [killings of our soldiers]."

IDF Deputy Chief of Staff Maj.-Gen. Moshe Ya'alon expressed his opinion
this morning that Arafat has no intention of preserving a ceasefire for
more than a few days.

Barak- aide Maj.-Gen. (res.) Yossi Peled, a former O.C. Northern Command,
said this morning, "It seems to me that the Peres-Arafat meeting last night
was not the right thing to do. What we should have done was to react in a
way that would have Arafat running to the Americans, begging them to 'stop
those Jews, they've gone crazy.'"

MK Avigdor Lieberman (National Union-Yisrael Beiteinu) said that this
agreement, too, will be tossed into the trashcan of history.

Rabbi Yitzchak Levy, head of the NRP, said that he hopes that nothing was
promised to Arafat in exchange for his agreement, but that in any event if
it leads to Camp David-based negotiations, the government will be toppled.

Center Party MK Dan Meridor said that Israel must not agree to a situation
in which live fire is stopped but firebomb and rock attacks continue. This
morning, senior PA figures said that the extent of the gunfire will be
reduced, but that marches and rock-throwing will continue. Arafat-advisor
MK Ahmed Tibi said the same; Likud MK Yisrael Katz immediately demanded
that Attorney-General Elyakim Rubenstein order an investigation of Tibi for
incitement and encouraging the enemy.

Shas leader Eli Yeshai said that he was skeptical about any form of promise
given by Arafat.

Minister Shlomo Ben-Ami - who was officially named Foreign Minister today -
said this morning that Israel wants the negotiations to resume from the
Camp David understandings with the Americans presenting their bridge proposal.

4. PRE-CEASEFIRE VIOLENCE CONTINUES
Arabs in Abu Sneinah - where residents were instructed by the IDF to leave
their homes last night, in preparation for the retaliation which never came
- shot this morning at the Avraham Avinu neighborhood in
Hevron. Palestinian riots took place at several locations today in Gaza,
as well as near Bethlehem and Halhoul.

In Hizme, near the Jerusalem suburb of Pisgat Ze'ev, Palestinians closed
off the Jerusalem-Shomron road several times today. The road serves almost
all traffic from Jerusalem to the Binyamin and Shomron communities. A PA
policeman died this morning of wounds he suffered in yesterday's
battles. A roadside bomb was discovered and safely detonated this morning
on the Halhoul by-pass road. In a terrorist incident in Jerusalem last
night, a 400-gram pipe bomb exploded underneath a vehicle parked near the
Jerusalem Theatre; one person was hurt by the blast.

Gunfire battles raged again this afternoon in El-Hader, where two IDF
soldiers were killed yesterday, and in Beit Jala. Heavy fire was opened
against Psagot late this afternoon.

In Nazareth, an Arab resident of Gaza was arrested, after a major manhunt,
for planning a mass terrorist attack in the north. The Nazareth District
Court agreed to publicize the fact that the 25-year-old was arrested two
days ago, after large police forces were deployed at the entrances to Haifa
and in other areas. At one point, the suspect was apprehended in a bus on
his way from Kafr Kana to Nazareth.

5. TWO SOLDIERS BURIED TODAY
Two of the three soldiers killed in yesterday's battles with the
Palestinians were buried this afternoon. Maj. Amir Zohar, who was killed
at the Nachal outpost Elisha outside Jericho, was buried in Kibbutz
Gil'on. Lt. David-Chen Cohen, who fell while attempting to rescue wounded
soldiers at the Al-Hader battle near the Tunnels Highway, was interred in
Carmiel. The funeral of Shlomo Adishne, a 19-year-old new immigrant who
fell in the same battle, will be held in Kibbutz Tze'elim.

6. SAVED
A resident of the eastern-Shomron town of Migdalim escaped unhurt last
night from a drive-by shooting terrorist attack. Near the Tapuach junction,
the terrorists overtook Claude Dahan's car and shot at him; many bullets
hit the car, yet he was unhurt. The terrorists escaped into the Arab
village of Akraba.

7. PRES TO PRES ON POLLARD
President Moshe Katzav, after receiving several requests to intervene of
behalf of Jonathan Pollard, finally did so this week. In a letter to U.S.
President Clinton on Oct. 30, Katzav thanked him for his "tireless efforts
to further the peace process," and then wrote, "I know that the file of
Jonathan Pollard has been on your desk for a long time for review, and that
the past four Prime Ministers of Israel have personally requested that you
bring about his release. By virtue of my position, I wish to add my voice
to the other Israeli leaders and ask that you commute Mr. Pollard's
sentence to time served or use any other means that you consider
appropriate, so that Mr. Pollard can join his wife and his family and be a
productive member of society after serving 15 years in prison."

8. PALESTINIANS ENLIST AMBULANCES IN WAR EFFORT
The IDF strongly condemned today the phenomenon of Palestinian firing at
Israeli targets from within Red Crescent medical buildings and
ambulances. The IDF spokesman noted that the Palestinians shot from within
both the Ramallah Red Crescent building and an ambulance in last night's
attack on Psagot.
The Zionist Organization of America released a series of press reports this
week showing that Palestinian Authority ambulances are being used to carry
weapons to Arab rioters attacking Israelis. An article in USA Today on
Oct. 23, reporting on a Palestinian-initiated attack against Israeli
soldiers, noted, "Ambulances are delivering stones, and sometimes fighters,
to the front lines, despite official denials... one ambulance can be seen
dropping off two buckets of rocks and a crate of bottles to be used as
Molotov cocktails. Seconds later, another ambulance races onto a nearby
hill, its horn blaring and lights flashing... The driver gets out and
fires two shots at the tank in a vain effort to hit the Israeli soldiers
before jumping back in and driving off...." Israel Radio correspondent
Nissim Keinan reported that he had "observed a Palestinian ambulance parked
next to Netzarim Junction and unloading crates of ammunition and fire
bombs... the Palestinians are exploiting standing orders in the Israeli
Army not to shoot at ambulances."

The ZOA has also challenged President Clinton's demand that Israel
retaliate only "commensurately" to the Palestinian attacks. The New York
Times reported last week that Clinton was pressuring Prime Minister Barak
to "keep the military's reaction commensurate" to Palestinian Arab
actions. But, "No country at war limits its army's actions to the same
level of force used by the attackers," wrote ZOA National President Morton
A. Klein to President Clinton. "America's use of atomic bombs against
Japan was not 'commensurate' with Japan's actions against America. The
level of force used by the U.S. against Iraq in the Gulf War was not
'commensurate' with the violence used by Saddam Hussein. A country under
attack must use whatever level of force necessary to defeat the
attackers. America's ally, Israel, is under attack, and you should support
its right to use whatever force necessary to defeat those who are attacking
it."

9. NEW MAN
Amos Maimon is the new Director-General of the President's Residence. He
replaces Aryeh Shumer, who served there for the past seven years.

10. EITAM'S WIFE: WE ALL MUST DO OUR SHARE
Brig.-Gen. Effie Eitam (Fein), the highest-ranking religious combat officer
in the army, was informed last week by Chief of Staff Mofaz that he would
not be promoted to the rank of Maj.-Gen., and that "it is time for you to
salute the flag" - to leave the army." Eitam had not received an official
position since leaving his post as division commander over a year ago. His
wife Elite told Arutz-7 today how he found out the news:
        "As a 30-year veteran who has held very important positions in the army,
he simply wished to volunteer for a job during what is perceived as the
present state of emergency. As someone who has much to contribute, that's
what he wanted to do at this point. Mofaz took the opportunity to tell him
that not only would he not get a job, but he would not be promoted at
all." She did not deny feeling that he was passed over because of his
large, national-religious style kippah. "If you think that he was passed
over because he was religious, and if being religious means... having a
clear purpose... and with a set of absolute values that don't change
according to the wind... and if you think that this is what caused the army
to reject someone like him, well, I think the same way... [He has] a
kippah on his head, of a certain size, one that signifies a connection with
the Torah and a deeper spirituality..."

Arutz-7's Haggai Segal asked, "What can you then tell young religious
soldiers who have great motivation and who are aiming for a high rank in
the army? What should this case of Effie Eitam tell him?" Mrs. Fein
responded: "It should tell him that the Redemption process goes slowly and
in stages, and that everyone has a personal responsibility to do his
share. This is what I tell my son... He is in a special unit in Shechem,
and this story is very difficult for him, and I tell him, 'it's up to you,
you guys have to continue the mission...'"

Rabbi Yitzchak Levy, head of the NRP, was quoted recently as saying,
"Whoever doesn't want Effie Eitam as a Maj.-Gen. will get him as a
Government Minister instead." Mrs. Eitam did not deny that her husband may
now enter politics, but said that it is too early to begin talking about
the possibility of such plans.

Follow-Up Announcement

Radio Analysis and Excerpts: The Voice of Palestine-November 2, 2000

BREAKING NEWS

   The Palestinian Authority today broadcast its leadership's tentative,
halting and conditional acceptance of a ceasefire "understanding" with
Israel under the terms of the Sharm al-Sheikh summit.

    The communique, which called for Palestinians to use "peaceful means" to
achieve national aims, was broadcast one hour after a car bomb exploded in
a crowded Jerusalem market. But THERE WAS NO MENTION OF THE BOMB BLAST on
VOP radio (for several hours), nor any clear condemnation of this attack or
any earlier violence (except by Israeli forces) at any time during
broadcasting today.

"The Palestinian National Authority and the government of Israel reached an
understanding for the two sides to implement the understandings of Sharm
al-Sheikh as set forth in the statement of President Clinton and the speech
of President Mubarrak," the statement began.

   It was clear that the communique was both more and less than what many
Israeli officials wanted. The PA statement did not speak directly about the
need for Palestinian restraint, but it made many demands on Israel, thus
leaving potential "escape clauses" for itself if Israel fails to meet all
Palestinian conditions.

   The communique stressed the Palestinian view that Palestinian compliance
was contingent on a withdrawal of Israeli forces from all Palestinian
areas-especially Israeli tanks from approaches to Palestinian towns, and it
also demanded Israel "restrain settler gangs who have continuously committed
crimes against our people."

    The PA cabinet communique, which was read at 4pm on Voice of Palestine
Radio, actually came more than two hours later than originally expected, and
it followed PA President Yasser Arafat's decision to pull back from his
original agreement to read the communique himself on both Palestinian
television and radio. (According to Israeli officials, Arafat first pulled
back from the idea of a tv statement, and he subsequently refused to make
any live statement on radio as well.)

    Indeed, when the communique was released at 4pm, it followed several
hours of halting hints to the communique's content-as released by three
close advisors of Arafat: spokesman NabilAbu-Irdeineh, Information Minister
Yasser Abd-Rabbo and Parliamentary Affairs Minister Nabil 'Amr.

   Palestinian execution of the agreement, 'Amr asserted, "is subject to a
complete cessation of the aggression against our people."

        The PA's communique also included a demand for a restoration of
the borders of June 4, 1967, "safeguarding" the Palestinian right of return
and the establishment of an independent Palestinian state with Jerusalem as
its capital, but its main subject comprised four key paragraphs:

  "The Palestinian National Authority and the government of Israel reached
an understanding for the two sides to implement the understandings of Sharm
al-Sheikh as set forth in the statement of President Clinton and the speech
of President Mubarrak.

   "The Palestinian leadership always conscious of its desire to abide by
mutual obligations will closely observe what the Israeli side carries out,
regarding its commitments to withdraw its occupation and its military units
from populated areas occupied after September 28, as well as ceasing
hostilities against the innocent sons of our people along with the removal
of closures.

   "The Palestinian leadership sees the Israeli government's ability to
restrain settler gangs who have committed crimes against our people as a
fundamental element in the cessation of violence and terrorism to which our
people have been continuously exposed."

    "The Palestinian leadership which always stands by the popular and
peaceful nature of the Intifada.calls on the masses and the national forces
to adhere to its stance, to continue mass demonstrations and expressions
while clinging to peaceful means in all proceedings.."

   After the 4pm news, VOP reverted to what has been its standard fare in
the last few weeks: news programs opening with details of martyrs' deaths
and burials sandwiched between patriotic and Islamic songs with martial
melodies. The 5pm news was introduced by a song in which a father sings
about his son's death as a martyr. The song, which has been very popular at
VOP and on Palestinian state television, is about Muhammad Dura, the young
boy shot while caught in the middle of a firefight between Israeli and
Palestinian forces in Gaza.

BULLETIN-

Beginning at 12-noon, VOP changed its news tone, commencing its news shows
with word that President Arafat and the rest of the Palestinian leadership
were meeting to discuss the understandings reached with Shimon Peres and the
Israeli government this morning. Statements from Yasser Abd-Rabbo and Nabil
Abu-Irdeina (Arafat's spokesman)stressed that Israel would be withdrawing
its forces and ceasing fire, but it also mentioned-for the first time in
many days-that the Palestinians would seek to fulfill their goals "through
peaceful means."

SUMMARY AND ANALYSIS

   In its morning prime-time news round-up at 7am, the Voice of Palestine
ignored the meeting between Yasser Arafat and Shimon Peres last night.
Instead, VOP continued to emphasize military confrontation with Israel in
its headlines and interview subjects. VOP continued to extol martyrdom and
steadfastness in fighting "Israeli crimes."

    VOP chose to emphasize the fact that Israel had held up PA negotiator
Saeb Erikat's departure from Jericho to the United States where he is slated
to push for an international "protection force." Erikat,who was the featured
morning interview guest declared that he would be pressing for an
international tribunal to judge Israeli war criminals.

    In a second interview, the PA's Gaza security chief, Muhammad Dahalan,
asserted repeatedly that the last few days proved that "Israel failed" to
impose its version of the recent Camp David understandings on the
Palestinians.

   Through the first three hours of programming today, there was no call for
Palestinian restraint or for parents to watch their children.


HEADLINES AND DETAILS

   During the 8am news summary, the Arafat-Peres meeting was mentioned in
one terse sentence in a low item in the morning line-up (see below for
details) explaining briefly that the meeting was held to stop Israeli
aggression against the Palestinian people.
   In the 9am bulletins in Hebrew, English and French, the Arafat-Peres
meeting was the second item in the news line-up and was discussed more
prominently, but again in the context of a cessation of Israeli aggression
against Palestinians.


Nine AM Headlines
*--"The masses of our people will give final honors to the six martyrs who
fell before the bullets of the occupation forces.(tne list of the martyrs);
  *--In the confrontations yesterday about 170 citizens were wounded, eight
of whom are considered in dangerous condition;
   *--Israeli artillery shelling and fire continued through the late hours
of the night, including populated areas in Al-Bireh, Beit Jallah, Beit
Sahur, Aida Refugee Camp in Bethlehem, al-Khader, the neighborhoods of
AbuSneina and Tel Rumeida in Hebron, the Western approaches to Tulkarm.
   *--President Yasser Arafat met last night with the Israeli Cooperation
and Regional Development Minister Shimon Peres,and the meeting concentrated
on stopping Israeli aggression against the sons of our people;
   *--Fatah movement secretary Marwan Baghrouti clarified that the National
and Islamic forces would NOT call today for a FULL strike in the West
Bank and that the strike announced yesterday would encompass only Gaza;
   *--Israeli tanks have withdrawn in the approaches of Gaza..
    *--Settlers from Talmon which was built on Arab land near Ramallah and
al-Bireh prevented citizens from picking olives.
    *--Israeli authorities continuing closure of Gaza airport until tonight;
     *--The 83rd anniversary of the sinister Balfour Declaration under which
Britain consented to the Zionist movement building a national home in
Palestine for the Jews. And this ominous anniversary connects with the
battle campaign of popular intifada by our people in defense of their
land, their rights and their holy places and the establishment of an
independent Palestinian state with holy Jerusalem as its capital."

DEATH OF ISRAELI SOLDIERS:
  Beginning with midnight news report, VOP treated the news of the Israeli
soldiers in a very gingerly manner-certainly without gloating. The item was
first offered as an Agence France Presse story and later, in the morning
newscasts, it was attributed to Israeli sources. The death of six
Palestinans was treated as "istish-had" (martyrdom) while the death of the
Israelis was labeled "maqtal" (death or killing)

GILO, New South Lebanon -- Less than an hour after a cease-fire was
supposed to take place between the Palestinians and Israel, a car
packed
with explosives was detonated in the heart of Jerusalem -- on a street
behind and adjacent to the Mahane Yehuda market -- killing two
Israelis
and injuring nine others, including two Gilo children.

The children and their families, who had lived in the area of Gilo
most
exposed to the Tanzim militia's attacks, had been given temporary
lodging in the heart of Jerusalem near the market.

The cease fire agreement issued early this morning was supposed to
take
effect at 2 p.m. The car bomb -- activated by remote control -- was
detonated about an hour later. As of 7:30 p.m., no cease-fire
agreement
has been issued by the Palestinian side, although Israeli troops and
tanks have been withdrawn from the perimeter of many Palestinian
villages. Violent demonstrations (mostly, rocks & molotav cocktails
aimed at IDF soldiers) continue in many Judean and Shomron villages
and
Palestinian Authority police continue firing on Israeli Defense
Forces.
Israeli TV just moments ago showed renewed gunfire tonight upon the
Ha-Anafah and other side streets of Rehov Margalit in our neighborhood
of Gilo.

After the bomb was detonated, Prime Minister Barak issued a statement
demanding the re-arrest of all of the Hamas terrorists who Yasser
Arafat
has released from Palestinian Authority prisons and jails over the
past
36 days of violence and terror, although their re-arrests were not
terms
agreed upon in the "cease fire" reached by Nobel Peace Price winners,
Arafat and Shimon Peres this morning, according to Israeli Television.

However, the precise terms of that agreement are not known even at
this
hour. American President Bill Clinton issued a statement a short
while
ago stating that the "agreement" is styled after "the Sha'arm al Sheik
agreement" the parties reached two weeks ago, which Arafat has refused
to honor.

Our understanding of THAT "agreement" was that it was not an
"agreement"
at all, but rather a presidential declaration that the two parties
WOULD
agree not to agree with one another but to "agree" to the presidential
declaration to stop the violence. Israel has exercised tremendous
restraint in living up to its end of the bargain except for
retaliatory
strikes against PROPERTY after deaths of Israeli soldiers and
citizens.
Arafat has made not the first attempt to live up to his end of the
bargain.

Apparently the "agreement" reached between Peres and Arafat was an
agreement to agree to the terms (which the two parties agreed not to
agree on earlier), only now they are supposed to be agreed upon. (If
you are confused so am I). Those earlier terms DID include demands
from
the Israeli side that the Palestinian Authority re-arrest some 90
Hamas
and Islamic terrorists. So the terms of the cease fire are NOT based
on
the Sha'arm al Sheik agreement (to agree not to agree but to agree
nonetheless) as Clinton stated tonight. But we won't know what the
agreement terms are until they are officially made public.

It appears that Clinton, attempting to link the cease fire to Sha'arm
al
Sheik in that way is making a last-ditch effort not for a peace over
here, which ALL (except the doves who are imitating ostriches) are
agreed is impossible with Arafat as a partner, but rather a last ditch
effort to preserve the Clinton legacy and the Democratic White House
and
Congress.

The car bomb today was a clear terrorist attack. It was not even a
suicide bomb, which to the Islamic way of thinking would be a thing of
honor. It was ESAU-AMALEK revived, attacking defenseless women and
children going about their normal life.

According to details just beginning to surface, the car was detonated
on
SHOMRON Street immediately south of the Mahane Yehuda produce market,
but an earlier attempt was made to park the vehicle even closer to the
main entrance of the market on a Thursday afternoon -- the busiest
time
of the week, when Israelis purchase their foodstuffs for the Shabbat
weekend, since they are forbidden under Torah Law to engage in
commerce
during Shabbat.

Tonight, I have a personal drama/testimony to relate: The MAXIMUM
number
of Israelis are present at the Mahane Yehuda on Thursday afternoons,
including USUALLY my wife, who does her shopping for Shabbat and then
walks to my son's school, which is less than two blocks to the south
of
this market on Betzalel Street. The very route she would have walked
at
about 3 p.m. today would have caused her to be on Shomron street on
the
way to my son's school to pick him up and ride the bus back with him
to
our Gilo neighborhood.

But two things happened yesterday to change her schedule. First, our
son, age 9, had one of his asthma attacks set off by a cold (we
believe
due to the fact that our radiators had not been turned on yet because
the price of fuel oil to fire the boilers for the building had
increased
and the va'ad (apartment maintenance) could not afford to purchase
fuel
oil). That kept him out of school yesterday and today (since we
started
him on Albuterol). And he has not had an asthma attack before
yesterday
in about two years.

Second, we got invited to spend this Shabbat with some new friends in
the Judean settlement of Gush Etzion. So my wife did not have to do
her
ordinary shopping for Shabbat (and we had our fried chicken tonight
instead).

So my wife was NOT in that area today. It is hard for us to see these
workings of Hashem's angels sometimes until after the fact but
tonight,
(after a collection from the apartment residents, the radiators are
FINALLY on and my son is feeling much better and will back in school
tomorrow). I KNOW that some of your prayers had some influence on this
chain of events.

More later tonight as things become more clear.

While asteroid Toutatis garnered plenty of attention as it passed by Earth
on Halloween, a newly-discovered space rock named 2000 UK11 glided by
almost 10 times closer than Toutatis during the early morning hours of
Nov. 1st.

Asteroid 2000 UK11, which was briefly visible through amateur telescopes,
is rapidly fading. But if you missed it, don't worry. There's an even
brighter near-Earth object (NEO) on the way: 2000 UG11. Like Toutatis and
2000 UK11, there is no danger of a collision with 2000 UG11, which will
pass 6 times farther from Earth than the Moon. Amateur astronomers with 8
inch or larger telescopes and CCD cameras can spot the fast-moving NEO
early next week as it grows brighter than 14th magnitude.

In other news for sky watchers, SOHO coronagraphs recorded a solar coronal
mass ejection yesterday that could strike Earth's magnetosphere and
trigger geomagnetic activity this weekend.

Iran, Japan agree on huge oil deal

Thu Nov 2,2000 -- Iran and Japan have agreed on a deal to develop the
world's biggest undeveloped oil field. The agreement was reached during
the current visit by Iranian President Mohammed Khatami to Tokyo, the
highest- ranking visit by an Iranian official since the Islamic
revolution in 1979. The deal struck another blow to efforts by the
United States to isolate Teheran until it agrees to end terrorism and
nonconventional weapons programs.

Tokyo has not invested in projects in Iran since 1993 amid a U.S. law
that sanctions companies that invest more than $40 million in that
Middle East country. Japanese oil firms will now have access to
development of the Azadegan field, estimated to contain up to six
billion barrels of recoverable crude oil. The field is expected to
produce up 400,000 barrels of crude oil per day.

Britain responds to worst flooding in 50 years & more on the way

Thu Nov 2,2000 -- Yet more rain swept across Britain on Thursday,
swelling rivers already at bursting point, as the country's most
widespread floods in 50 years showed few signs of ending. Weather
forecasters warned that the situation would probably get worse over the
next 48 hours with more rain on its way. In Dover, England, 10,000
families were told to boil drinking water after flooding was blamed for
contaminating supplies with bacteria. Water service authorities along
the coast said rationing might be introduced in coming days.

Fourteen severe flood warnings were in place on nine rivers. At
Shrewsbury, on the Severn, the town center was inaccessible and the main
bridge dissecting the city was closed. The River Derwent at Stamford
Bridge, East Yorkshire, peaked at 32.5 feet, which is the highest ever
recorded. Driving in the south of England and Wales was treacherous,
with severe delays on highways because of flooding. "We are already
dealing with floods which, in geographical extent, are probably the most
widespread since the great floods of 1947 and in some places as severe,"
said Sir John Harman, the Environmental Agency's chairman, while
visiting some of the worst-hit areas in Yorkshire and the Midlands. And
it is not over, because "The misery is set to continue," he added. The
Environment Agency said at least 3,000 properties have been badly hit by
flooding across the country.

Thu Nov 2,2000 -- A major winter storm stranded motorists and snapped
power lines. More than two feet of snow dumped on major highways in
Wyoming and South Dakota. The National Weather Service reported 54
inches of snow at Elk Mountain in the Black Hills of South Dakota.
However snowfall amounts varied greatly, depending on elevation. A
winter storm warning is in effect today for parts of Montana and North
Dakota. Forecasters expect up to a foot of snow and winds gusting to 40
mph, which could cause poor visibility.

Now, for the flip side. Further north of those winter storms, a very
interesting record was broken. Not from winter weather, but from
tornadoes in spring-like storms. One tornado hit the North Dakota
capital city of Bismarck on Wednesday. Homes and cars were damaged and
shoppers at the city's largest shopping mall had to take cover. Another
tornado damaged two farms near Prinsburg, Minn. last night. It was one
of several twisters reported in North Dakota on Wednesday. It was the
first time on record, that any tornado had ever struck the state in the
month of November. So, to have several twisters hit was even more
unusual.

Unusual deep sea storms in Gulf of Mexico

Thu Nov 2,2000 -- ‘Strong storm surge,´ ‘powerful cross winds,´ aren´t
unusual descriptions for a storm. However, what is unique about a recent
storm in the Gulf of Mexico is that it occurred underwater, at depths of
10,000 feet. Researchers witnessed the powerful and mysterious currents
during a recent two-week underwater expedition. The discovery surprised
the scientists. The scientists´ deep-sea submersible vehicle got caught
in the strong current, which has cut deep furrows into the sea floor.
“The sediments were stirred up by it. They saw fish and shrimp being
whipped along like in a river…animal life was being swept away,” said
Ian McDonald of Texas A&M University. “These are exceptional, high
currents.”

Researchers are also working to understand the origins of the storms. At
depths of 8,000 to 10,000 feet, scientists measured masses of water
nearly 2,000 feet thick moving at 1 to 1.5 knots. According to McDonald,
normal water movement at such depths is less that one-tenth knot. A knot
is 1.15 mph. “That´s an enormous force,” he said. The underwater
phenomenon lasted the duration of a six-hour dive, McDonald said, adding
that “we don´t know if they occur elsewhere…this is the first
sighting.”The cause of the storms is still undetermined. And researchers
have determined that this enormous storm current isn´t constant.

IDF Steps Up Alertness On Northern Border; UN Warns Of Renewed Conflict
 Following fears that Hezbollah attacks may turn the northern border
 into the newest front in violent clashes currently erupting throughout the
country, the Israel Defense Force increased drastically the rate of
construction at Har Dov, on the Israel-Lebanon border, in an effort to
fortify the position. In addition, the UN made a special overture to
Lebanon asking that it move troops to the border to replace Hezbollah.

The Northern Command decided not to replace the Paratrooper and Givati
Brigades currently positioned on the border, but rather to maintain them
there because of the increasing tensions and suspicions of Hezbollah
intentions to execute an attack.

Since the capture of three IDF soldiers at Har Dov on October 7, the
atmosphere in the area – in addition to procedures and operations – has
completely changed. At Har Dov, the only travel now is in secure
convoys, with soldiers in full armor, and each convoy's trip must be
approved by a senior officer. APC's (armored personnel carriers) are
used in place of the regular jeeps that previously patrolled the border,
and the rate of construction at Har Dov – which was slowed three months
ago because of budget constraints and an IDF decision to allow more time
for organization and reevaluation – was speeded up drastically.

UN Secretary-General Kofi Annan warned that Lebanon risks renewed
conflict unless it moves troops and administrators to the border with
Israel to replace the guerrilla-group Hezbollah, which is now the
de-facto power there. Annan commended the progress the government had
made in deploying some Lebanese security forces to the border area, but
said that more needed to be done to restore the full range of government
services to a standard comparable to the rest of the country. He said it
was time to fully implement the conditions envisaged in the 1978 UN
Security Council resolution that called for Israel to withdraw its
forces from south Lebanon and for the government to take control of the
vacated area. Israel complied with that resolution in May, when it
pulled its forces out of the enclave it had occupied since 1985 to
protect its northern villages from cross-border attacks by
Iranian-backed Hezbollah guerrillas.

Since that withdrawal was verified in June, the United Nations has been
trying to pressure Lebanon to fulfill its end of the resolution. But the
government has said it doesn't want to serve as Israel's border guard in
the absence of a peace treaty among Lebanon, Israel, and Syria, the main
power broker in Lebanon. Annan said that unless Lebanon deploys to the
border, there is a danger that Lebanon may once again be an arena,
albeit not necessarily the only one, of conflict between others.

Some 17 Political Prisoners From The 'Liberation Party' Released In
Syria

Well-informed sources said that the Syrian authorities released some 17
political prisoners from the " Islamic liberation party " ( Hizb
al-Tahrir al-Islami ).

It was also said that a Presidential pardoning will be released in Syria
after President Bashar al-Assad assumed power in the country in July and
that "releases will be made for most of the persons who are still
detained from the Muslim brothers movement and the Communist Labor
league."

The late Syrian President Hafez al-Assad had pardoned by the end of 1995
1500 political prisoners including Muslim Brothers and communists who
were arrested by the beginning of the 1980 s on charges of " destroying
the country."

In 1998 some 225 detainees were released and hundreds were also released
in 1999 in a decision in parallel to that released in the previous year.

Al-Assad Confers With Lebanese Prime Minister

President Bashar al-Assad on Tuesday at the Damascus al-Shaab palace met
with the Lebanese prime minister Rafik al-Hariri. Talks dealt with the
"brotherly ties between Syria and Lebanon, the situation in the Middle
East, the continued Israeli escalation and aggression in the region as
well as the Israeli provocation and threats."

However, al-Hariri circles said that the meeting between al-Assad and
al- Hariri was good during which the regional conditions and the Israeli
practices in the Arab lands were reviewed as well as Syrian- Lebanese
relations.

The circles added that discussions dealt with the " need of developing
the economic part of the relations between the two countries," adding
that intensive meetings will be held in the coming weeks between the
Lebanese and Syrian governments to discuss means of developing trade and
economic exchange and eliminating hindering obstacles.

However, al-Hariri's visit to Damascus coincided with the circulation of
the new Lebanese government's ministerial statement on members of the
parliament in preparation for a discussion session at the parliament on
Thursday and Friday. Arabic News

Iraq To Reopen Oil Pipeline Through Syria

The Nicosia-based Middle East Economic Survey ( MEES) news bulletin said
on Tuesday that Iraq and Syria have agreed to reopen the oil pipelines
between the two states, closed since 1982, in this month ( November),
and most expectedly in the mid of this month. The news bulletin said
that Iraq will export some 200,000 barrels of crude oil per day through
this line. In March this year Iraq stressed it had completed the
rehabilitation and renovation works for this line and that it will be
ready for operation in several weeks. Arabic News

Jordan Gives Iraq Diplomatic Boost

The Jordanian Prime Minister, Ali Abu Ragheb, is in Baghdad on a
landmark visit, the first Arab head of government to go there since
international sanctions were imposed 10 years ago. Defying an air
embargo, Mr Ragheb flew into Baghdad international airport, which has
received dozens of foreign flights since it re-opened in August.

The Jordanian prime minister - along with what Iraq says are
representatives from more than 40 countries - is attending the biggest
trade fair to be held in Baghdad for a decade. A BBC correspondent says
Iraq sees the Jordanian visit, which undermines the sanctions imposed on
the country, as a significant step out of its long international and

An Israeli military source was quoted on Israel Radio this evening
explaining that sniping should be expected to continue for a long
time before Arafat can gain control. On the other hand, the source
noted that in the past Arafat's forces have been effective when they
wanted to be in forming a wedge between Palestinian mobs and Israeli
forces to prevent attacks.

Israel Radio also reported this evening that the Barak Government
decided to postpone any military action for an unknown period of time
in order to allow for Arafat to try to take control of the situation.
This evening there were firefights in many locations. A parade of
Labor Party and other Barak government members explained on various
programs that Israel would take strong action if required yet had no
alternative to a negotiated track with the Palestinians. If action is
taken, they explained, it must carefully avoid the possibility of
escalating into a regional war.

Yesterday defense sources were quoted on Israel Radio explaining that
Arafat needs the cease fire so that he can have the time to restock
on ammunition before another round of battle against Israel.
