Barak will change some Camp David proposals

During his forthcoming meetings in Washington with U.S. President Bill
Clinton, Prime Minister Ehud Barak will ask that security arrangements
agreed with the Palestinians during previous negotiations be changed,
following the five weeks of violence in the territories.
Israeli diplomatic sources say the request will include the security
agreements in force for the interim period, which collapsed during the
fighting.
In addition to renewed negotiations on security, Israel is also expected to
raise the issue of Jewish neighborhoods in Jerusalem and provisions for their
safety. During the Camp David summit in July, Barak had agreed to grant
Palestinians control over the Arab neighborhoods on the "fringe" of the city
limits. However, as a result of the firing on Gilo from nearby Beit Jala in
recent weeks, Israel is now concerned about potentially new fronts being
opened around Jerusalem.
President Clinton invited Palestinian Chairman Yasser Arafat for talks in
Washington on November 9. The two are expected to discuss ways of
renewing the peace process between Israel and the Palestinians after some
period of calm.
Barak will meet Clinton next Sunday, although his trip to the U.S. may be
moved up to this Thursday. Barak is expected to ask that the talks be
resumed on a framework agreement toward a final status agreement, using
the bridging suggestions put forth by the Americans during Camp David.
The American administration is viewing these meetings as a way of returning
the two sides to the negotiating table and reaching some agreement before
Clinton's term comes to an end on January 20.
"Neither side improved its position during the past month of violence and both
sides understand they are going nowhere. Arafat knows what his chances
are with Clinton - he does not know what will come after him," said a senior
U.S. official.
However Israeli sources are dubious that any progress can be made now on
"an end to the conflict" or "an end to Palestinian claims."
Barak insists that for there to be diplomatic progress the Palestinian
leadership needs to implement the understandings reached at Sharm al-
Sheikh and in the talks between Arafat and Regional Development Minister
Shimon Peres in Gaza last week.
Israeli officials acknowledged that Arafat "is issuing orders to keep the
territories calm, such as he has not given in a long time, but he has not
called to put the fire out completely."
Security officials believe that although Arafat has ordered local Palestinian
leaders to keep the violence at a low level, the Palestinian interpretation of a
cease fire views the use of stones and firebombs as "legitimate violence."
The security officials also acknowledged there is a degree of quiet in the
Palestinian street, but there has been insufficient time since the Peres-Arafat
meeting to make a final judgment on whether Palestinian Authority action is
matching its promises.
In another development, a dispute between Israel and the U.S. on the one
hand, and the Palestinian Authority on the other, is holding up the
establishment of a committee to investigate the causes of the violence in the
territories.
Israeli diplomatic sources said yesterday that the disagreement emerged
from the appointment of former U.S. Secretary of State, Warren Christopher
to chair the committee. The Palestinians oppose the appointment, arguing
that Christopher represents well known "pro-Israeli" positions.
The rest of the committee members are acceptable to both sides. They
include former Senators George Mitchell and Warren Rodman, former
Turkish President Suleiman Demirel, Norwegian Foreign Minister Thorbojrn
Jagland, and European Union representative, Javier Solana.

More than 150,000 people gathered at Rabin Square in Tel Aviv last night to
mark five years since the assassination of former Prime Minister Yitzhak
Rabin, in an outpouring of hope for peace that exceeded organizers'
expectations.
Addressing the rally, Prime Minister Ehud Barak called on Palestinian
President Yasser Arafat on Saturday to halt violence and not let extremists
lead Israelis and Palestinians "on a path of pain and suffering."
Barak added, "From here, today and now, I call on you to end the violence ...
and extend your hand to the peace of the brave." Barak said he would likely
travel to Washington next week for a fresh attempt at talks. "We will not let
despair take the place of peace," he told the crowd. President Moshe
Katsav, Regional Cooperation Minister Shimon Peres and Rabin's daughter,
MK Dalia Rabin-Pelosoff, speaking on behalf of her mother, Leah, who was ill
in hospital, were among those to address the rally.
Peres, the chief architect of the Oslo interim peace accords signed by Rabin
in 1993, received the most enthusiastic applause when he told the crowd,
"Oslo is not dead, Oslo will not die."
Organizers' concerns that six weeks of Israeli-Palestinian fighting and fear of
possible terror attacks would severely dampen attendance at the
commemoration appeared unfounded, as Rabin Square filled to near
capacity. Security measures were unprecedented, with police conducting
individual checks on all those entering the square.
Some at the rally held up banners that read, "Fighting the violence, marching
toward peace." Others waved Israeli flags or held candles in Rabin's memory
as leading Israeli entertainers sang peace songs.

TEL AVIV, Nov 4 (AFP) - Up to 8,000 Israelis came out Saturday night to
mark the fifth anniversary of prime minister Yitzhak Rabin's assassination by
a Jewish extremist, in the lowest turnout yet for the annual ceremony.
Israelis gathered in Tel Aviv's Rabin Square and carried signs praising the
peace process, in an event coinciding with the worst violence between
Israelis and Palestinians since Rabin signed the 1993 Oslo accords with
Palestinian leader Yasser Arafat.
The size of the rally paled in comparison to the past few years, when tens of
thousands of Israelis came to the square to commemorate the
assassination. In 1997, at least 150,000 turned out in what is believed to be
the largest demonstration in Israeli history.
Police were out in force Saturday, closing off all the roads near the square
and searching everyone's bags.
Organizers handed out small Israeli flags with the inscription: "We have no
other country. Strong, united and proud."
"We are fighting violence and walking toward peace," read a banner.
Among those scheduled to address the crowd were Prime Minister Ehud
Barak, a Rabin protege, and Rabin's successor Shimon Peres, who shared
the Nobel Peace Prize with the late prime minister and Arafat.
Behind the podium read a sign: "Five years after the assassination, we
remember together and shall continue together."

Minister Shimon Peres repeated his new spin on Israel Radio's morning
news magazine (the achievement of Oslo is that now the Palestinians
"only" want a complete Israeli withdrawal to the 1967 lines and the
difference between that demand and what Israel is willing to give is
"only" 3% of the country).
The morning show host, Arieh Golan, pointed out to Peres that Arafat
calls for the implementation of UN Resolutions 181 and 194 - Israeli
withdrawal to the partition line (the division of Israel into three
small islands)and the 1948 Palestinian refugees return to within
Israel.
Peres replied, "so Arafat exaggerates. The Oslo agreements are based
on 242 and 338".
Peres also defended Arafat, explaining that he was "trying" to
control the violence.
While Peres was not asked if he supported Arafat's position that
rocks and firebombs are "peaceful protest", he did say on Saturday
that Israel should not let "some rocks" get in the way of the peace
process.

Traumatized children 'acting out' lynching

JERUSALEM (November 5) - There have been numerous cases of Israeli
children "acting out" the recent Palestinian lynching of two Israeli
reservists in Ramallah as an expression of the emotional trauma caused by
viewing films of the horrific murder.
This was revealed by Dr. Danny Brom, a clinical psychologist and head of
the Israel Center for the Treatment of Psychotrauma.
Brom said: "There is a tendency of children to replay the trauma in their
own games. There have been not a few cases in which youngsters have been
caught in school beating up other pupils. When asked why they were doing
it, they answer: 'We're lynching him.'"
Brom's center, which is located at and affiliated to Jerusalem's Herzog
Memorial Hospital, has launched a special project to fortify the ability
of children to grapple emotionally with the current unrest. The project
includes eight schools on border areas of Jerusalem and six schools in the
North.
The project was initiated after many educators and psychological
counselors expressed confusion over ways to help pupils deal with the
anxiety they feel due to the current violence. The demand for the sessions
is high, Brom said.
In Jerusalem, each group of pupils participates in three two-hour sessions
with psychologists Gafnit Agassi, Yoel Vardi, and Yvonne Tauber. The
participating schools are the Gilo Comprehensive School, Gilo's Haroeh
School, Rene Cassin High School in Ramot Eshkol, the Intermediate School
in Pisgat Ze'ev, Beit Shlomit in Neveh Ya'acov, the Bnei Hayil School and
Seligsberg School in East Talpiot, and Beit Hatzayar on Rehov Kaf-Tet
Benovember. In the North, sessions are organized by Prof. Mully Lahad of
the emergency center in Tel Hai.

Scientists Say Asteroid Has 1-in-500 Chance of Hitting Earth in 2030
Just a day after astronomers warned that a near-Earth asteroid had a small
chance of colliding with the Earth in 2030, new data released Saturday
ruled out an impact but raised the possibility that the body could pose a
threat to the Earth in the future.

Asteroid 2000 SG344 already orbits close to Earth. This animation created

The new data came in the form of "pre-discovery" observations made in May
of this year by the Catalina Sky Survey in Arizona, four months before
University of Hawaii astronomers discovered asteroid 2000 SG344. The
observations were reanalyzed on Friday after the International
Astronomical Union (IAU) announced that the asteroid had a 1-in-500 chance
of colliding with the Earth in September 2030.
Those observations allowed astronomers to refine the asteroid's orbit and
more accurately determine its position in the future. The new orbit shows
that the asteroid will pass no closer to the Earth than 4.3 million
kilometers (2.7 million miles), or 11 times the distance of the Moon, in
2030, thus eliminating any possibility of an impact.
The new observations do not shed any light on the nature of the asteroid,
however. Based on its brightness astronomers estimate it is 30 to 70
meters (100 to 230 feet) in diameter. However, its unusual orbit leads
astronomers to speculate that it could be the spent upper stage of a
rocket booster dating back to the Apollo era.
While 2000 SG344 poses no risk to the Earth in 2030, astronomers have not
ruled out the possibility that is could collide with the Earth later in
the 21st Century. "While the new orbital calculations have ruled out the
2030 event, they have also increased the likelihood of encounters in years
after 2030." Don Yeomans, manager of NASA's Near-Earth Object office at
JPL, said in a statement Saturday. "For example, for the date September
16, 2071, current computations indicate roughly a 1-in-1000 chance of an
Earth impact."
Friday's announcement of the possible impact of 2000 SG344 based on
limited data - and the rapid retraction of that threat - may generate
controversy among astronomers still smarting from the 1997 XF11 asteroid
scandal of 1998. In March 1998 astronomers said that asteroid had a small
chance of colliding with the Earth in 2028. Additional data released a day
later eliminated the threat. That episode led the creation of new
guidelines by the IAU for reporting impact threats that were followed for
2000 SG344.

Sailing Noah's Ark into the present

KARABALA, Turkey -- In Stephen King's epic novel, "The Stand," 99.6
percent of America and the world are killed off by a biological weapon
unleashed from a U.S. Military installation in California. God's people,
"the remnant," come together in the "Free Zone" in Boulder, Colo., under
the titular leadership of a 108-year-old, black-Bible fundamentalist
named Abagail Freemantle. The evil people left from the Super Flu come
together in Las Vegas around Randall Flag, the Antichrist. When Mother
Abagail speaks about the main philosophy of the remnant in their battle
with the Antichrist, she immediately calls to mind Noah, his Ark, the
Great Flood and the remnant of that day.
"I don't know what happened after the Flood went down," she says. "But I
am sure that there must have been a tussle for their minds ... for their
way of thinking."
And so, after I conducted my own private search for Noah's Ark in recent
weeks, and spent time on Mount Ararat and the surrounding region, I have
come to the conclusion that the remnant of this latter day -- be they in
Texas or Thailand, Denmark or Djibouti -- must similarly steel their
minds against the wiles of the Adversary.
Mass insanity?
It is a common theme I hear as I travel around the world. "Is it just me
or am I losing my mind? Do others too know that Western Judeo-Christian
civilization, and the world -- is dying?" Surely the future of Christian
civilization is in the hands of the saints in Sudan and China -- after
2,000 years of European domination. And it hurts to acknowledge the
squandering of that greatest of legacies. But that's OK. Jesus wasn't
blonde. In fact he probably looked more like Saddam Hussein than Troy
Aikman.
"I must be going crazy!" Yes, I hear it from Cambodians who can't seem
to even convict a single Khmer Rouge soldier for the genocide at the
Killing Fields. I hear it from the Hmong of Laos, Christian Montagnards
in Vietnam. The cries of the righteous standing in the gap in Thailand,
the Karen of Burma, The Zulus and Afrikaners of South Africa, from UNITA
in Angola, in Israel, Jordan, Lebanon, Denmark, Holland, Greece, Cyprus
and Turkey.
Can all of these people, from such diverse cultures and religions and
backgrounds be wrong? The answer is simple. No, they are not.
Jesus told us that the events surrounding the Second Coming would
resemble the world situation at the time of Lot and Sodom and of Noah
and the Ark. This is spoken plainly in Luke 17. We don't know much of
what happened back then. Only that Lot was "just" and "vexed on all
sides at the evil which surrounded him." Noah preached righteousness and
built an Ark while being mocked, since, up until that time, it had never
rained. The Bible says that the reason for the Great Flood was that,
"the earth was filled with violence." Also there is the cryptic and
troubling reference to the Nephelim, the great "Sons of God" who married
with the daughters of men. The offspring they produced was so terrible
and evil that God had to destroy the world.
So now let me pose this question: Do you feel your sanity under attack
on a daily basis? Are you vexed on all sides like Lot by the evil which
surrounds you, your family and community?
And is it just me or has it been mounting steadily since 1993? Was it
OJ? Or Rodney King receiving millions after driving stoned and drunk
over 100 mph through a residential neighborhood? The L.A. riots and the
plight of Reginald Denny? Or the PC eco-freaks? Or the FBI crime lab
manufacturing evidence? Or Waco or Ruby Ridge? Or Elian? Or Clinton
paying off comrade Yeltsin -- he who once ran the Siberian gulags --
with IMF billions? No money for food, but plenty to build the Kursk,
Akula, new ICBMs and stealth bombers! Or are you somewhat troubled about
the Chinese cleaning house at Los Alamos while both they and the
Russians threatened America with nuclear war?
Or does Al Bundy get to you on "Married with Children"? Or is it the
burn- down-the-theater filth of "South Park" that's got your dander up?
Don't forget cute freckle-faced Neve Campbell and "The Craft," directed
by a radical homosexual man who uses the film to teach young teens how
to worship Satan and slit their wrists "the right way"? Or is it Winny
Mandela and Father Aristide with their tires filled with petrol set
afire around the necks of their enemies that gives you indigestion? Or
Nelson Mandela and his Church Street bombings of babies at rush hour and
the Shell House massacre of unarmed Zulus that has confused you about
his acceptance of the Nobel Peace Prize?
Or that a known-womanizer and alleged rapist was elected not once, but
twice to the presidency of the United States -- all the while the
general public knew of his misdeeds? Or is it the pathetic Republican
opposition and their globalist agenda? Or the bogus impeachment over sex
instead of gross treason vis-a-vis Red China?
Concerned about the Balkanization of the United States and Europe? Did
you know that by the time Rome fell to Attila the Hun (who had been
educated in tactics and paid off in gold while being schooled in Rome's
finest military academy) there were more slaves than Romans in Rome? In
those days, the Romans threw unwanted children to the dogs (before fetal
tissue research) and hard work was considered unworthy, fit only for
slaves. Of course Jesus redeemed the idea of work with his carpentry.
Is it just me, or is it hard to find decent, honest workers to come into
your home and get the job done right these days? Are people happy in
their work? Or do Americans in general seem an incredibly unhappy
people.
And while we are on the subject, are you bothered by the new slaves --
the Third World workers, many of them Christians laboring in Chinese
gulags to make your toys? Do you like using items stained with the blood
of the saints? Do you ever feel like Pontius Pilate? Unable to wash that
blood off of your hands?
Do you get sick when you go to the mall and look at the youth, their
baggy gang pants, body piercings and tattoos? Or is it the public
schools and the New Age violence that goes on inside its walls? Or is it
the graffiti "artists" who assault your senses on the walls outside of
the schools near your home, community and place of business? Or is it
how America spends more money than any industrialized nation, yet has
the lowest test scores in math and science?
Perhaps what is bothering you is a system of advancement based on race
and gender, rather than merit and what that has done to 1) your career,
happiness and children's future and 2) our military and intelligence
community. Not to mention the blue-orange rage it has engendered into
the new victims of political correctness -- this, despite the scolding
we received from Gen. Colin Powell at the 2000 Republican Convention.
Does this man think we're that stupid? Or is he that out of touch with
reality? Perhaps Jesse Jackson was right after all; maybe we should
"Stay out the Bushes" after all.
You, of course, understand that no amount of White House spin,
Republican greed or high-tech stock binges can undo the reality. Our
leaders may well be acting like children, closing their eyes and
pretending that they can somehow change reality by getting the masses to
participate in the same mass delusion. Don't buy it.
The end of sanity
Tired? Confused? Bewildered? Demoralized? Feel alone? Odds against you?
Feel like Caligula with a microwave? I understand. I hear you howl like
the Alaskan wolf. They took your tundra and Northern Lights and tossed
them into the depths of the ocean. And now you paw away at the concrete
jungle until the blood drips from your balled-up fists.
You stopped watching sports, the Olympics and television long ago. You
get strange looks from people when you try and articulate your feelings.
I know. I know who you are. You are black and white and Arab and Indian.
You are Aborigine and English. You are Afrikaner and Puerto Rican. You
are not alone. You have more friends than you know. You are not losing
you mind. Don't worry about your sanity. Lot would understand you. Noah
would understand you. Mother Abagail would understand you.
Yes, we have seen the vision of the elite, as Thomas Sowell -- perhaps
the greatest political and cultural thinker in modern times -- has
called it.
It goes like this. Women in the army being raped by their own drill
sergeants, not to mention the enemy POW camps of the future. Every child
having sex and the Sodomite agenda rammed down their throats. Every
teen-ager sexually active, and many burdened with disease, abortions,
AIDS, and broken minds, dreams and emotions. No two-parent family. No
security. No home. No savings and lots of credit card debt -- including
stocks purchased on credit at 20 percent interest. No babies, no
marriage. Just one great big MTV rock video.
But that is only the beginning -- because you need to have an "election"
in which the truth-speaking mavericks like Pat Buchanan and Ralf Nader
get almost zero coverage, in U.S. and abroad as the Ministry of Truth
flexes its collective muscles. Something gnawing at your insides tells
you that we can't pull out of this moral nosedive in the way that Reagan
and Thatcher managed to temporarily stay the course in the U.S. and the
UK in the early 1980s. As Chuck Baldwin has stated, perhaps America has
"passed the point of no return."
Now comes the hard part. I call it the new guard dogs of Birmingham. In
the 1960s, the German Shepherds were sent out to bite mostly Christian
black Americans who just wanted to be treated like ordinary citizens who
loved God and country. It was an evil and wrong and shameful time. Yet
today the German Shepherds are still biting. And they sink their teeth
into you in the following manner:
They bite you when they attack your sanity. You can't understand why
watching people suffer injuries on America's Funniest Home Videos isn't
funny. You can't understand why the economy booms when both morals and
educational standards are in decline. But it's the machines and the
button pushers and electronic money pushers of debt who are running this
version of the Monopoly game. They follow their guru, the British
economist John Maynard Keynes who, in the 1930s, told the world's
leaders that it is the responsibility of Western governments to deficit
spend their way to prosperity. When it was pointed out to him that this
system was, in the long run, unsustainable, Keynes simply replied, "In
the long run we are all dead anyway." Keynes was right, perhaps when the
rockets which took us to the moon to play nine holes come tumbling down
from North Korea, China, Russia and Iran with their nuclear and
biological payloads.
Selling mankind
But before that day comes -- and I pray it doesn't -- we have to grab
onto a slice of unreality. And that unreality says that a system with
lower educational standards and weaker morals is actually more
economically productive. We need a permanent underclass to fight our
wars and languish in our courts and prisons. We need the underclass to
play NFL football for us in brand new sports stadiums while people sleep
in cardboard boxes in the parking lot. We need the bread and circuses
because once the people lose their virtue, they no longer care who rules
them -- just keep the food stamps, credit cards and government subsidies
coming.
We need a human-based bioeconomy complete with aborted fetuses for
multi-billion dollar eugenic tissue research. We need organ harvesting,
even though, like the Barbie Doll you bought for your niece, it is
stained with the blood of the saints. And this bloody path slapped you
across the face when you saw Christopher Reeve -- Superman, the man who
sought "Truth, Justice and the American Way" -- lobby in Congress on
behalf of abortion at nine months for fetal tissue research.
Superman has now become Neitzsche's "Uberman." Can there be any single
element of the total meltdown of Western Civilization more ironic, more
pathetic, more heart-breaking and more terrifying that that one? A close
second was watching the world fawn over the death of Princess Diana --
she of the colonics, shopping, self-mutilation and adultery -- while
ignoring Mother Teresa's passing.
The Book of Revelation says that the Kingdom of the Antichrist will
traffic (trade?) in the bodies and souls of men. Could that mean the
sale of the human genome? Genetic engineering? Will you be able to
attach electrodes to your body one day soon and have virtual reality sex
with Claudia Shiffer, or perhaps feel what it was like for Troy Aikman
to play quarterback in the Super Bowl? If so, do you want to live to see
it? Or do you really believe God will allow things to get that far --
man creating a "new man' in man's own image? If so, is this what the
Nephelim did? Were they perhaps mental and scientific giants? After all,
God said he struck down the Tower of Babel, for if he didn't soon, man
"would be able to accomplish anything." Might not the definition of
"anything" include genetic engineering?
But we're just getting warmed up, and you can't cover your face and ears
and say, "This isn't happening! This isn't happening!"
It's been happening for a long time -- since Marx and Hegel and Darwin
and Freud dropped their thought bombs on Western man so long ago. World
War I and World War II destroyed the European Colonial system which
ruled the world for so many centuries -- the eventual fruit of Noah's
"fair" son Japheth. And now Western civilization has decided to
substitute that grand era for you with our high-tech, fast-paced,
Madison-Avenue, Hollywood-cleavage, NAMBLA-loving, overly-tolerant,
perversion-preferred, modern-day U.S. society. And you just can't take
it.
You are just waking up to the fact that it took thousands of years to go
from the slavery of Pyramid building in Egypt to the Magna Carta and
then to the Declaration of Independence and the Emancipation
Proclamation. And now it has taken only 50 years or so to march right
back to the Pyramids, this time building them for the transnational
corporations.
But honesty speaking, didn't you realize by the end of the Cold War,
there were far more committed Christians living in Russia and China than
in the West? Yes, you are living under Caligula with a microwave. And
Caligula knows that men can never be free. Because they are weak,
corrupt, worthless and restless. Caligula appeases your conscience. And
if he can do that, he can take away your freedom. Caligula gives you
happiness and you give him authority. He rules over you in God's name
while taking away your freedom under the guise of mob rule/democracy.
As my brilliant and erudite colleague J.R. Nyquist has pointed out,
Caligula has made billions of dollars while destroying the national
morals and intelligence of our people. And We the People can't see there
is a real wasteland born of nuclear fire waiting just beyond the moral
wasteland. We the People don't know because we can't know. We are no
longer spiritually or intellectually fit enough to comprehend the bend
in the road. Many of the stars you watch at night burned out millennia
ago, but they are so far away that their light is still traveling to us.
God might have pulled the plug millions of years ago, and no one would
know it. Similarly, Caligula has pulled the plug on our civilization,
but his minion running the "New Economy" aren't ready to pull back the
curtain of night, and show you that the brilliant stars you called your
IRA and mutual funds were just empty pinholes
An Ark for the 21 century
As you internalize all of the evil and the madness, don't forget to take
refuge in Noah and his Ark. He understands your concerns. They are
legion. Yes, Al Gore wants to eliminate your gas-powered lawn mower, but
won't ask the Russians to stop dumping entire nuclear reactors into the
Arctic sea. Noah understands that a bizarre cult like Aum Shinrikyo or
even an earthquake in Tokyo could collapse the global economy -- keeping
in mind it has crashed three times in the past four years, only to have
been artificially pumped up by the Greenspan Clan.
Noah understands why the top dramas on the major networks like to
portray the born-again black preacher as a child molester and murderer.
They want the righteous black preacher, just like they took down Reggie
White and Dieon Sanders. Noah understands why Caligula wants to soak
himself in the blood of the patriot, home-schooler and gun owner.
Caligula wanted those living in the catacombs 2,000 years ago, and now
he wants you -- the Judeo Christian soldier. The sole bearer of sanity.
The fiercest enemy is the man with nothing left to lose. I've been
around the entire world now. And, everywhere I go, the resistance
movement grows and focuses like a laser. Don't lose heart. The hour of

wanted a king, even a king who would tax them, take their sons for
soldiers and steal their daughters as concubines. And those kings gave
way to nations, who in turn have now given way to Union Carbide,
Microsoft and Ford.
Daniel wrote that the Lord, speaking of the End Times said, "I shall
raise the basest of men to rule over you." And Revelation claims that
these men "will be of one mind." Yet you are not a part of the Great
Delusion spoken of in II Thessalonians 2, nor the character of man in
the end times spoken of in II Timothy 3. And you are not a part of the
lifestyle spoken of in Galatians 5 which states clearly who will NOT be
saved.
The war
Who will put the dogs -- the ones who are busy biting you -- to sleep?
Or do you want to keep letting them bite you until the rapture comes?
Who will put the chains and orange coveralls on the criminals who are
presently running the United States of America? Who will shut down the
transmitter which sends MTV's filth to the ends of the earth? Who will
take on the globalists? Who has the mind to visualize the way things
really should be?
But first you must see it as the ordered future. For the justice of the
righteous is the future. The victory is ours if we would only claim it.
We are soldiers in a great war, like it or not. And as you know, war is
the central organizing principle of every society. And yes, we have a
new world to build. We need to get busy building, like Noah, because
this world is dying.
Noah and his Ark represents all that is good in God and man. We must
remember that we must become like children to enter the Kingdom. Have
you noticed the way that children naturally take to animals? In our
hearts we hold onto the rainbow -- which tells us that judgement, not by
water, but rather by fire is to come. Until then, we are in the world,
but not of the world. We recall that the Bible tells us that Lot has sex
with his daughters, and that Noah was possibly sexually abused by one of
his sons, leaving us open to the notion that perhaps even the very best
of the remnant -- then or now -- can't help but be tainted by the evil
of the world we live in.
Still yet, we hold onto a timeless God, who by the existence of the
shark and crocodile, unchanged for time immemorial, shows us that He too
us unchanging, and that we surely did not evolve from apes, but rather
all of us, white, black, brown yellow and red, are all brothers and
sisters, fearfully and wonderfully made in his image.
So during my recent expedition in Turkey, I may not have discovered the
Ark but I did rediscover the concept of Judgement Day and seeking
righteousness so as to stand firm on that day. Standing at the Durupinar
site and at the summit of Mt. Ararat made all of my days of struggle as
a journalist worthwhile. Even the times when I had to sell my blood and
plasma just to buy food.
And when I speak of such things, no doubt I might well be speaking Farsi
to the Lost World. Just as Noah couldn't get across his point. Rain?
Flood? Until that day, it had never rained a single drop in all the
world. Hank Williams Jr. sang of it, "The preacher man says it's the end
of time!" President Reagan officially inquired of it.
It is said that great minds focus on ideas. Mediocre minds focus on
events, and poor minds focus on people. This may well be true. But then
phrase "Noah's Ark" embodies all three -- an idea, an event and people.
Judgement Day and Noah and his Ark are an important topic. Perhaps the
most important of all topics, for they show us the need for
righteousness and hope. And we know that hope is perhaps the best of all
things.

Q: Why Do the Moslems Feel so strongly about the Temple Mount?
A: This is an important question that few have bothered to investigate.
The answer is simple. The Temple Mount is important to Moslems only
because it is important to Bible believing Jews and Christians. This is
true because one of the most important tenets of Islam is that it must be
demonstrated "superior" to any other religion. The mosque and the shrine
coupled with Moslem sovereignty on the Temple Mount demonstrate that
Islam is superior to Judaism and Christianity. The Moslem cry is "Allah Akbar".
Most naive reporters translate this as "God is Great". Actually, the term
means "Allah is greater" - Greater than the God of Israel, Greater than
the God of Christianity.
No geographical site in the world has the Biblical significance of the
Temple Mount. Indeed, it is virtually the only real "holy" site. Abraham
called it the place where God will see (Genesis 22:14). David saw it as
the site of house of the Lord and the altar of burnt offering for Israel
(1 Chronicles 22:1). The first and second temples were built here. God
declared that His name would be established at this site forever (2
Chronicles 7:16). It is the site where Jesus worshiped. It is the site of
His death, resurrection, ascension and of His promised return. It will be
the site of His reign in the age to come. We must conclude that this site
has enormous significance for any Bible believer. Obviously, Moslems
understand this better than most Jews and Christian do. Only by control of
this site can Allah be demonstrated "superior" to the God of the Bible.
Again we must establish the crucial point, the Temple Mount is important
to Moslems only because it is important to Bible believing Jews and
Christians.
Q: Is this Conflict the Preparation for Armageddon?
A: The leadership of the United States is in one of its most uncomfortable
positions when faced with this issue? Righteousness demands that the
United States should be squarely allied with Israel in this conflict.
However, this nation has allowed itself to become more and more dependent
on OPEC oil. We received a wake-up call through the oil embargo following
the "Yom Kippur" war of 1973. We failed to heed that call. Instead of
developing energy independence, this nation has become increasingly
dependent on Moslem controlled oil. The lure of short term, economic
growth and prosperity is more than any U.S. administration can resist. As
a result, policy will be determined not on the basis of righteousness but
on the basis of whatever is necessary for the promise of continued
economic prosperity. We may hear empty official statements which appear to
support Israel, but in reality, the nation will act in response to Moslem
demands. The major media sources of this country will follow suit, and
together with government sources, will deceive the American people.
It is in this way that I believe God is calling the United States down into the
valley of Judgment (Joel 3:1-2). It is happening now. You will have to exercise
great discernment to avoid being drawn into this judgment. It is your sons
and daughters that will fill up that military array marching up to Har Megiddo
(Armageddon). Believers must take a stand on a solid Biblical position and
clearly announce that position now.

The Floodwaters Around Us
Each month of the Hebrew calendar year has it own significance. Jewish tradition instructs us that every month possess its own special character, and a unique spiritual essence as well. It is this essence that reverberates through the daily events that unfold and challenge us. The current month, MarCheshvan, is singular in that it is the only month of the year that features no holiday or special observance. Yet this unusual exception is itself the source of this month's distinct, unparalleled quality. For MarCheshvan is laden with historical patterns, replete with Divine appointment, and ripe with potential. Perhaps a deeper understanding of the importance of this month, can aid in a better understanding of the challenges we are currently facing.
According to our sages, Moses completed construction of the Tabernacle in the month of Kislev, yet G-d commanded him to wait until the month of Nisan - the month in which our forefather Isaac was born - for its dedication. But the month of Kislev was "embarrassed" at the slight, so G-d paid it back its reward during the days of the Second Temple, when the Chashmonaim rededicated the Temple at Chanukah.
King Solomon built the First Temple and finished it during the month of MarCheshvan, but was guided by Divine inspiration to postpone its dedication until the following Tishrei. As in the case of the Tabernacle, the sages relate that the month of MarCheshvan was "embarrassed" at being passed over, and so the Holy One promised to pay it back in the future...He pledged that the dedication of the Third Temple will take place in this month. Thus we are assured that MarCheshvan's lack will be restored, and it will be transformed from a month without holidays, to the time of the greatest celebration of all.
So much for the Divine appointment and potential of this month. But what of the historical patterns ?
The accepted name of the month is actually "Cheshvan." However, the prefix "mar" is added, and it i s known as "MarCheshvan" - "bitter" Cheshvan, not only because there are no celebrations or festival days of rejoicing, but because much travail and suffering befell Israel and the world during the se days. Firstly, this is the time of the great flood. In the time of Noah, it was during this mont h that G-d brought the floodwaters to rage on the world, until all existence was obliterated. On the fifth of the month, the Chaldeans slaughtered the sons of King Zedikiah in his presence, and blin ded his eyes before putting him in chains and bringing him to Babylon.
The Torah testifies that this was also the month in which the people of Israel rebelled against the Kingdom of David, by placing Jeroboam as king over them: "For he rent Israel from the house of David, and they made Jeroboam the son of Nevat king, and Jeroboam drove Israel from following the L-rd , and made them sin a great sin." (Kings II 17:21). On the fifteenth of this month, Jeroboam contri ved a new festival, and aroused Divine wrath against Israel: "even in the month which he had devise d of his own heart" (Kings I 12:33).
It is taught that because the month of Cheshvan was stained by this rebellion against David, the ha ters of Israel have traditionally sought to use this month to pass new edicts and decrees, intensif ying their campaigns of persecution.
And thus we can understand the significance of the ultimate rectification of MarCheshvan, and why t his month holds the promise of the eventual dedication of the Third Temple: Since it was during thi s month that Israel sinned and declared "What portion have we in David? Now see to your own house, David" (Kings I 12:17), it will be in this month that the House of David will reign and bring the w orld under the sovereignty of the Al-mighty, with the dedication of the Holy Temple.
For so long, we have emphasized that the struggle that is now being waged in Israel is a spiritual struggle over the destiny of Israel and her land. The center of that struggle is Jerusalem, and the center of Jerusalem is the Temple Mount. Thus the center of this struggle is the fate of the Temple Mount. The Palestinians have been consistently honest about this. Almost daily they make pronounc ements about continuing their struggle until Jerusalem is the capital of Palestine.
So, while we have discussed our hopes for this month's potential, and what could be achieved, in th e meantime, no one is even pretending that "the Temple Mount is in our hands." The Moslem Wakf auth orities have closed the Mount to all Jewish (and Christian) visitors since the violence began, and there is no sign that it will be reopened in the near future. Even in better days, before the viole nce began, the only place in the world where it is forbidden for Jews to pray is the Temple Mount.. .the only place in the world that is holy to the Jewish people for prayer. Now, in the month of the Third Temple, the Temple Mount is off limits to Jews altogether, even to visit. Have you seen this on CNN?
And there would appear to be many parallels between our present situation, in this month of MarChes hvan, and situations in this month during ages past. Just as Israel rebelled against David in those days, today her leaders still emulate Jeroboam, striving to bring the people away from G-d. The I sraeli left, stubbornly clinging to Arafat as savior and deliverer, can only be pitied. Devoid of f aith and devoid of either historical perspective or any sense of Jewish destiny and Jewish values, it simply has no alternative but to go on believing in the idolatry they have created out of Arafat and his promises. For them, there is nothing else to believe in...there is no plan. Think about it : There is no plan.
Thus no matter what, Barak extends his deadline for Arafat's compliance. At this hour, as in past w eeks, Palestinians continue to confront IDF troops with violence. Settlements and drivers are fired upon during the night. Israelis are murdered. All-out war is waged against Israeli soldiers and ci vilians, but the soldiers are instructed not to return fire...for in front of the armed fighters, t he Palestinians strategically place their own children in the front lines (the Palestinians' own ve rsion of Molech, child sacrifice...except they pay each family compensation for the dead children, to encourage their poor constituents to keep on sending the children). And while Arafat assures Per es that he accepts Israel's positions, he won't say it; publicly, he and his officials call for the continuation and encouragement of "peaceful protests"(so do Arab knesset members, who have sworn " loyalty" to the State of Israel but who incite Israeli Arabs to violence) until statehood with Jeru s! alem are achieved. Bombs may explode in Jerusalem's market, Jews may die, but Arafat, who has broke n every cease-fire agreement he ever signed, is in favor of negotiations (accompanied by violence) and so after the funerals, it's back to business as usual.
Yesterday we read the Biblical portion of Noah. G-d told Noah that He planned on destroying the world, and He commanded him to build an ark to save a representative of all life. Our sages teach: G-d had many ways to accomplish His plan. Why did H e bother with the construction of this ark? They answer that this way, when the people of Noah's ge neration saw him building the ark (it took him 120 years to do it), they would ask him what it was all about. When he would tell them that G-d was planning on bringing a flood to destroy the world, they would have a chance to repent...if they were interested. They weren't.
If we are looking for parallels, what is the ark of our generation? What could it be that G-d arran ged for us to see and question, in order for us to change our ways, if not reality itself: The uneq uivocal and unchanging declared intent of the Palestinians to destroy Israel, to destroy the Jews, at all costs, no matter how long it takes, no matter how many children they have to sacrifice, and no matter how many agreements they have to sign.
"Afterwards the Children of Israel shall return, and seek the L-rd their G-d, and David their king; and shall come trembling to the L-rd and His goodness in the latter days" (Hosea 3:5)

Men rush to divorce wives before
China's census
Chinese men who have cheated on their wives for
years have been rushing to divorce them in the run-up
to the country's largest ever census.
State media says the reason why is that adulterers
want to make sure children they have had out of
wedlock with mistresses get officially registered as
theirs and so enjoy benefits such as proper schooling.
The Hainan Daily cites one case of a woman in the
southern city of Guangzhou, who was stunned to be
asked for a divorce by her husband who had been
unfaithful for years and had a three-year-old child she
knew nothing about.
The census takers, all six million of them, have 10 days
to gather their information on China and five more to
check the results. Initial figures are expeced in
February and full results by the end of 2002.
The census has been met with distrust in large parts of
rural China, where many people are suspicious about
what the government plans to do with the information.
It has already yielded a few surpring results, reports the
South China Morning Post.
In the south-western city of Chongqing preparatory
work for the census showed that 130,000 people
registered as alive were in fact dead, although their
relatives or workplaces had never got around to telling
the authorities.
Officials also found 68,000 children who had been born
in violation of the country's strict one-child policy had
gone unreported.

1. WHO'S IN CONTROL?
It has now been almost six weeks - and four days after the Peres-Arafat
understandings - but still the Palestinian violence continues (see
below). A theme commonly heard today, by both Israeli and Palestinian
leaders, is that Yasser Arafat does not have total control over the
Palestinian public. Likud MK Michael Eitan rejects this argument on
three accounts:
"For one thing, Israeli security evaluations have shown conclusively
that Arafat is in direct control of the violence - he initiated it, and he
can stop it. Secondly, we were always told by those who sold us Oslo
that one of the main purposes of the agreements is that instead of us
having to endanger ourselves by chasing terrorists, Arafat and his
policemen will do it for us; if it is now claimed that he has no control
over them, then this shows that he is not our partner for peace. Third,
even if he is unable to stop his men from shooting, he is certainly able
to stop the incitement on Palestinian media. He can issue an order in a
matter of seconds, but he has not done so - and the Palestinian
incitement continues."
Marwan Bargouti, head of Arafat's Tanzim forces, called upon the
Palestinians today to "increase the intifada and bring it to every
street and Jewish settlement." Itim News Agency reports that Bargouti,
speaking to Bir Zeit University students north of Ramallah, said that
the purpose of the uprising is clear: to enable the return of the
refugees, to end the conquest, and to bring independence and Palestinian
sovereignty to Jerusalem. PLO senior Ahmed Abdul Rahman, speaking in
Gaza today, said that the current Palestinian attacks on Israelis
represent "the Palestinian people's response to the occupation and to
settlements." Rejecting Israeli calls for a ceasefire, Rahman asserted
that the war would continue until a Palestinian state is created with
Jerusalem as its capital.
2. TODAY'S SCORECARD
A Yitzhar motorist was shot upon late today, but was not hurt... A
six-year old boy from the Shomron community of Kadim was wounded by a
firebomb and rocks thrown at his family car on the Jenin by-pass road.
He is listed in light condition... A Bezeq phone company repairman was
attacked by a mob of Arabs in the eastern Jerusalem neighborhood of Ras
el-Amoud this afternoon; he had failed to obtain a police permit for his
entry. He ran away by foot, and a Border Guard unit recovered his
vehicle, which was not damaged... Earlier this morning, an Arab mob
rioted at the Erez Checkpoint in the Gaza Strip. IDF troops responded
with rubber bullets and with tear gas...
Five or six Palestinians, from the Palestinian village of Nachlin -
nestled in the valley between the Jewish towns Beitar and N'vei Daniel
(just north of Gush Etzion) - ran up towards Beitar this afternoon, shot
into the town, and ran back down. Eyewitnesses reported that the army,
units of which had left the area on Thursday, arrived on the scene about
15 minutes later.
An incident in Hevron this afternoon ended more fortuitously than it
could have. Following a night of heavy shooting between Arab terrorists
and Israeli soldiers, a small group of Israeli patrol soldiers
mistakenly entered the Arafat-controlled section of the city shortly
after 2 PM. They walked in the direction of the Arches Mosque, a
frequent source of incitement and shooting upon the Jewish
neighborhoods, not far from Beit Hadassah. Uniformed Palestinians began
shooting at the group, which was able to escape quickly to the Israeli
side of the city without injuries. Hevron Jewish Community spokesmen
report of warnings of imminent shooting attacks from the Abu-Sneineh and
Harat al-Sheikh hills.
For the second time in two days, the Palestinians falsely reported a
killing by IDF soldiers. Yesterday, the Palestinians claimed that a
child was killed by tear gas during the course of an Israeli dispersal
of a demonstration. The IDF examination of events showed that the child
was brought to the hospital early yesterday morning - before the
demonstrations. This afternoon, the Palestinians claimed that IDF
soldiers in Gaza killed one of their number; the IDF explained, after
investigating the incident, that a would-be infiltrator into Israeli
territory was indeed shot in the leg, but was only wounded. The IDF
calls on the Palestinian Authority to desist from false reporting, and
to implement the agreements reached at Sharm el-Sheikh.
3. ...AND LAST NIGHT'S
A summary of the Palestinian-instigated violent incidents that took
place last night shows that Arafat's alleged instructions to decrease
the level of violence have either been essentially ignored or were never
transmitted. The settlement of Psagot was the target of a two-hour
onslaught of machine-gun and light-weapons shooting last night, from
2:00 until 4:00 AM. The offensive continued even after the IDF returned
fire. Two roadside bombs were found in the Gaza Strip - near Morag and
on the road to Kfar Darom - and were detonated safely. A convoy on its
way to nearby Netzarim was attacked by gunfire; the convoy was
extricated, but a gun battle developed. Shots were fired during the
night towards IDF posts in Gush Katif and along the Egyptian-Israeli
border.
Further north, Vered Yericho was also the target of shots during the
night, as were the Border Patrol base in Tulkarm, the Bezek army base
near Jenin, the town of Nitzanei Oz [inside the Green Line] just west of
Tulkarm, the Ofer army base in Binyamin, and an IDF post at Mt. Eval.
In Hevron, an IDF soldier was wounded by rocks thrown at him. After
prolonged firing on the Jewish quarter there, the IDF dispatched battle
helicopters to the city, but they did not shoot. One of the buildings
from which the Palestinian firing originated was the municipal building.
There was also Palestinian shooting towards Givat HaCharsina in nearby
Kiryat Arba. In the majority of these incidents IDF troops refrained
from returning fire, as the source of fire could not be pinpointed.
Firebombs were thrown close to Elon Moreh, in the area of the Giftlik in
the Jordan Valley, and at an IDF force close to the village of El Arub.
There were no casualties in these incidents
The Peres-Arafat understandings did not prevent Palestinians from
opening fire at the Shomron community of Oranit and at the Binyamin
community of Ofrah last night. Jewish motorists travelling near Elon
Moreh, in the Shomron, were greeted by three post-Sabbath firebombs.
Earlier, Arabs hurled a home-made hand grenade into a parking lot
adjacent to the IDF Givati Brigade post near the Old City of Jerusalem.
No injuries were reported in any of the above attacks.
Despite the above, Ha'aretz headlined its relevant story today,
"Violence slows down in territories." The article, by Amos Harel and
Amira Hass, stated in its opening paragraph, "there has been a marked
slowdown in incidents of violence," but later elaborated, "On Saturday,
only one shooting incident was recorded during the day, at the Ayosh
junction near Ramallah. However, during the evening, shooting and
bombing attempts became more frequent" - and then proceeded to list two
of the above incidents. Ha'aretz also reported that "Palestinian
security officials requested from their Israeli counterparts not to
order the immediate return of fire, but to inform them of the incidents
first so that they could remove the shooters."
4. BACK TO CAMP DAVID?
It's now set: Yasser Arafat will meet with outgoing U.S. President
Clinton this Thursday, two days after the American elections, and Prime
Minister Barak will meet with Clinton a week from today - if there is no
"major escalation" in Judea, Samaria and Gaza, or "serious" attacks
inside "little Israel." So reported Barak's office last night. IMRA
notes that the office did not provide guidelines to indicate how many
dead/wounded would be considered a "serious" attack, nor the criteria
for what would be considered a "major escalation" in Yesha.
The Women in Green organization has in fact accused Prime Minister Barak
of setting a limit of 2-3 Israeli casualties a day. Nadia Matar,
co-chairman of the movement, says that Barak's stipulation that he will
meet with Clinton as long as there have been no large-scale attacks
means that he considers the murder of individual Jews to be acceptable.
Today's weekly protest by Women in Green highlighted this issue, as well
as the fact that the Barak government continues to transfer 50 million
shekels to the PA each month.
A "senior Defense Ministry source" says that a unilateral Palestinian
declaration of a state would be followed by protracted violence and the
danger of an all-out war - and he explains why: "A unilateral
declaration means that the coordination and communication mechanisms
between Israel and the PA no longer exist, and will lead to the
immediate collapse of the Palestinian economy. This will lead to mass
hunger, and hordes of Palestinians joining the Hamas and Islamic Jihad."
5. FREEDOM OF SPEECH QUESTIONED
Public schools in Israel, under an order given by the Ministry's
Northern Region Director, are forbidden to have teacher Yisrael Shiran
address their students. Shiran was found to have taken part in writing
the letter objecting to teaching the "Rabin legacy" in public schools.
The letter stated, "We now see that Rabin is the one who was responsible
for the catastrophic situation in which our State now finds itself

conclusion is that Rabin and his 'way of peace' are that which brought
us to this intolerable situation... The man Rabin and his legacy are no
longer of interest for the Israeli public and especially not for
educators and their pupils. On the anniversary of his death,
commemoration ceremonies should not be held."
MK Michael Eitan said that while he probably does not agree with most of
what Shiran thinks, "the witch-hunt against him must be stopped. How is
it possible that the same left-wing which defends the right of Arab
Knesset Members to incite against Israel and call for an increase in the
intifada, wishes to shut the mouths of Israeli Jews who say far less
than this?" Yisrael Shiran himself told Arutz-7 today that his letter
was clearly not an endorsement of the murder itself, "but only a request
that Rabin's legacy not be forced on us and our students."
Shlomit Amichai, Director-General of the Education Ministry, was asked
by Israel Radio today how the ban on Shiran jibes with his right to
freedom of speech. She said, "It is totally inconceivable that during
the week in which we remember our murdered Prime Minister, Yitzchak
Rabin, that such things will be said. It is a totally correct decision
to not let this man into our schools and have him discuss these issues
with our students..."
6. EMERGENCY EVACUATION PLANNED
The commander of an IDF missile boat today confirmed a Reuters report
regarding a possible naval evacuation of endangered Gush Katif
residents. Israel is reportedly considering an evacuation using either
Israel Navy or Israel Air Force vessels, if Arab violence reaches a
point where Israeli civilians' lives are endangered.
7. CHILD-PAYMENTS INCREASE PUT OFF FOR TWO YEARS
The government, at its weekly meeting today, decided to postpone by two
years the implementation of the new law calling for an increase in
child-allowance payments. The bill, which significantly increases such
payments and birth-grants to families with five children or more, was
supported last week by the hareidi and Arab parties, as well as some
Likud Knesset Members. Harshly criticized by Finance Minister Avraham
Shochat as an unfair use of public money, the bill was defended by its
supporters as helping thousands of families escape poverty.
8. PARENTS OF CAPTURED SOLDIER CRY OUT
The following letter, entitled, "Help Needed," has been circulated over
the internet by the parents of one of the three Israeli soldiers
kidnapped by Hizbullah terrorists four weeks ago. It reads, in part:
"On October 7th 2000, while on a regular military patrol along the
Israeli-Lebanese border, our son, Benny Avraham, and two other soldiers,
Adi Avitan and Omar Souad, were kidnapped. They have been held ever
since then in captivity by the Hizbollah movement. Many days have
passed and we have not yet received any sign of life. Nor do we have
any information regarding their mental or physical state of health. We
have no information as to where they are. International Red Cross
delegates have not been allowed to meet with them and to examine them.
"The days pass. We worry. The constant fear for the fate of our son and
his friends is constantly preying on our minds. Thoughts of what they
may be going through, the treatment they are receiving and whether
maximum effort is being made in order to release them, do not allow us a
moment's rest.
"The responsibility for the fate, health and safe return of our sons
rests
on the shoulders of the Israeli government, the Israeli Army and the UN.
As the days pass and we hear no news, we become more concerned and fear
for their physical and mental well being.
"We call upon all the International Humanitarian Organizations to act
towards the safe return of our sons and to put pressure on the
International Red Cross, the UN and any other involved parties to do
likewise. Anyone who feels that he/she may have any kind of influence or
who can assist in any other way, please do not hesitate: act
immediately. Any help will be accepted with love and gratitude. Our

9. IN BRIEF
A synagogue was desecrated at the B'nei Akiva branch in Petach Tikva
yesterday. Members of a Satanic cult broke into the synagogue, set fire
to a bench, and painted the cult's symbol on the synagogue walls...
Both the police and the General Security Service have intensified
security around Shas spiritual leader Rabbi Ovadiah Yosef. Police even canceled
some of his slated appearances due to the death threats issued Friday by
Hamas terrorist leader Sheikh Ahmed Yassin. The reason for the death
threats: the Shas decision to provide the Barak government with a
parliamentary safety net for the next few weeks...
What was it about last night's rally that made it so difficult to count
the participants? Observers of last night's memorial rally for Yitzchak
Rabin in Tel Aviv seemed to have difficulty coming up with an accurate
count of the participants. Reuters announced, "Thousands of Israelis
Rally to Mourn Rabin," CNN reported, "20,000 gather to remember Israeli
peacemaker Rabin," and AP quoted Prime Minister Barak speaking to "more
than 50,000 Israelis at a peace rally..." Ha'aretz, on the other hand,
was somewhat more generous: "150,000 attend rally in Rabin's memory and
in support of Oslo..."

COUNCIL OF EUROPE MOVES TO ABOLISH DEATH PENALTY
Council of Europe ministers meeting in Rome adopted a unanimous
resolution Saturday for the Europe-wide abolition of the death penalty both
"in times of war and in times of peace." The resolution, adopted during a
meeting to celebrate the 50th anniversary of the European Convention on
Human Rights, also condemned torture, the use of systematic rape and
summary executions by terrorists or in times of crisis or conflict in Europe.
"The prime objective of the Council of Europe and the European Union is to
totally eradicate the death penalty from the European continent," said Italian
Foreign Minister Lamberto Dini, the acting head of the Council's ministerial
committee. A "solemn declaration" to this effect will be made at the next
ministerial meeting in Strasbourg on November 9. Ministers from the 41-
member Council of Europe made no distinction between the death penalty
applicable in times of war and in times of peace. In both cases the council
argues the punishment is unacceptable because any judicial failings --
arbitrary or discriminatory -- are irreversible and irreparable.
Albania, Russia and Turkey are the only Council members where capital
punishment remains in force during peace-time, though they currently have
a moratorium on public executions. Albania and Russia have both signed
the protocol abolishing the death penalty and were put under pressure
during Saturday's conference to ratify it. Poland has also yet to ratify the
protocol, even though it has introduced legislation abolishing the death
penalty.
Two other Council of Europe members, Cyprus and Malta, retain the death
penalty on their statutes for acts committed in times of war. Budding
Council member Yugoslavia, which still uses the death penalty but has not
made any executions for at least 10 years, will require "a period of time
which will not be brief," before joining the Council of Europe, said Dini,
adding that candidate countries first have to fulfil a number of common
norms.
However, Yugoslavia's admittance to the UN and the Organisation for
Security and Cooperation in Europe (OSCE) will be faster, the Italian
foreign minister said. But Dini confirmed that new Yugoslav President
Vojislav Kostunica will be attending the next ministerial meeting in
Strasbourg on November 9, when Yugoslavia is expected to give a formal
request for membership.
For his part, Council of Europe Secretary General Walter Schwimmer said
the organisation "welcomes any country prepared to respect our values."
"Yugoslavia's transition will be long and hard, but we are ready to assist,"
said Schwimmer, adding that talks had already begun in Belgrade.
According to the human rights group Amnesty International 105 countries
worldwide have totally abolished the death penalty. 70 countries have
abolished capital punishment for all crimes, while 13 others have done the
same except for criminal acts barring extreme cases such as war crimes.
23 countries have abolished it per-se having carried out no executions in the
last 10 years. But 90 countries both retain in law and continue to carry out
public executions. Together, China, the Democratic Republic of Congo, Iran
and the United States are responsible for 86% of all capital executions

SYRIA CALLS FOR ARABS NOT TO ATTEND EURO-MED
CONFERENCE
Syria called on Arab countries Saturday not to attend this month's Euro-
Mediterranean conference, which Israel plans to attend. Syrian Foreign
Minister Faruq al-Shara said Damascus would push its position at
Wednesday's meeting in Qatar of Organization of the Islamic Conference
foreign ministers. The EuroMed conference, which gathers countries that
border the Mediterranean Sea, is scheduled for November 15-16 in
Marseille, France.
Shara said Syria's position was in line with measures adopted at last
month's summit of Arab leaders in Cairo, which called for an end to
multilateral meetings that include the Jewish state. "Our problem as Arabs
is that certain among us don't respect these decisions. But Syria and
Lebanon are the first to respect resolutions of the Arab summit and the
United Nations," said Shara, whose country is the main powerbroker in
Lebanon. (Agence France-Presse)
IRAN LEAVES OPEN QUESTION OF ATTENDING ISLAMIC
SUMMIT
Iran remains highly critical of the stance taken by Arab states, Qatar in
particular, toward Israel, and has hinted it may boycott the upcoming
summit of the Organization of the Islamic Conference (OIC) in Doha. As
rotating head of the OIC, Iran is scheduled to pass the torch to Qatar at the
summit, scheduled for November 12-14. Qatar has drawn the ire of
hardline Arabs and Muslims by not closing down an Israeli trade office in
Doha, or Qatar's trade representation in Tel Aviv. Iran, non-Arab but
fiercely Islamic, has called for the Palestinian issue to be not just an Arab
cause but one for all Muslims. Tehran has dubbed the violence "the sacred
intifada of Al-Aqsa."
"Iran is letting it remain uncertain whether it will attend the summit, at least
at the highest level. It is upset about the persistence of ties between Qatar
and Israel ... and the lack of support by Arab countries for the intifada
(uprising)," an Arab diplomat in Tehran said. Iran "does not rule out asking
that the meeting be held somewhere other than Doha. ... The entire Islamic
world is expecting Qatar to close its Israeli representative office before it
assumes the presidency of the OIC," he said. An Iranian official said
Tehran has not yet made a decision on any action it may take.
After the summit of Arab countries in Cairo in mid-October, Tunisia and
Morocco agreed to shut down interests sections they exchanged with Israel
-- the most basic form of diplomatic representation. Iranian President
Mohammad Khatami sharply denounced Arab leaders after their summit
ended, saying they did not show support with the Palestinians. "I, as a
member of an Islamic nation, the head of state and the head of the OIC,
have serious complaints against the brothers in the Arab summit. You have
not fulfilled the expectations of an Islamic nation. Open your ears! Which
nation, except the innocent Palestinian nation, has suffered from the
injustice brought upon it?"
Iranian analyst Iraj Rashti said Tehran's anger was 2-fold. "First, Iran is
denouncing the lack of firmness on the part of Arab countries. But it is also
furious that an urgent meeting of OIC foreign ministers Khatami had been
proposing since October 4 did not take place. This meeting was a point of
honor for Iran, which wanted to regroup Muslims on the Palestinian issue.
But the initiative was short-circuited by the Arab summit. The fact that the
OIC foreign ministers meeting in Doha will be devoted to Palestine is no

FINAL RESTING PLACE FOR THE LION OF JUDAH
Many ghosts are walking in Addis Ababa this weekend, as the capital
prepares for the reburial of Emperor Haile Selassie in St Trinity Cathedral
tomorrow, a day or two after the 70th anniversary of his coronation in
November 1930. The Emperor himself has haunted this capital since his
overthrow by Marxist military officers in 1974 and his death in dark
circumstances a year later. His remains had allegedly been buried under a
lavatory in the Imperial Palace. Now they are to be translated to a tomb
long in readiness for him, close to his family's private burial ground in the
cathedral.
By contrast with the coronation in 1930, tomorrow's reburial will be
relatively subdued, though it is clearly going to attract big crowds, both for
the procession between the old palace and the cathedral and in the
cathedral itself. It has been organised unofficially by the Emperor Haile
Selassie 1 Memorial Foundation, which has raised enough money for the
ceremony and other modest memorials to the Emperor.
Emperor Haile Selassie was the only African to become Knight of the
Garter. That is why Sir Conrad Swan, Garter King of Arms, is here. We
have always been close to the late Emperor. But our closest association, I
reflected as I left the cathedral, is to be found on a memorial plaque, on
which is inscribed: Dedicated by His Imperial Majesty Haile Selassie I
Emperor of Ethiopia in memory of those British officers and other ranks
who together with Ethiopian patriots sacrificed their lives for the liberation
of Ethiopia 1940-42. As they move the Emperor's remains tomorrow to his
last resting place, we should remember them. (The London Telegraph)

Israel Television: Clinton team asking Israel to consider international
observers in territories

Israel Television's senior correspondent Ehud Ya'ari reported on the
evening Mabat news program that for the first time members of the
Clinton team are asking Israel if it would consider the presence of
international observers in the territories. Ya'ari noted that this
would be a major victory for Arafat as it would be a move towards the
internalization of the conflict.
The Clinton team says that such an observer force could be along the
lines of the TIP group in Hebron.
It should be noted that the TIP team appears to works under the
working assumption that it is permissible for Palestinians to try and
kill Israelis with rocks and firebombs.
Shimon Peres, the mastermind behind the latest Peres-Arafat
agreement, has declined to say anything against the Palestinian
insistence that the agreement permits "peaceful" struggle that will
continue until the liberation that includes such "peaceful"
activities as attempts to murder Jews with rocks and firebombs.
It appears that the only comment Peres has made so far relating to
the value of an agreement that allows for the Palestinians to
continue and try to kill Jews is his call that Israel "not let rocks
get in the way of peace."

Media adviser Moti Morel was appointed by the Israel Defense Forces last
week to head a special team which will defend Israel against media attacks
following the violent events in the territories. The team was formed by the
IDF as part of an information campaign initiative to deal with the IDF's
image, which is portrayed negatively by the world media.
Morel was enlisted last week for reserve duty to head the team that includes
other public relations professionals. The team will also launch a media
attack on the Palestinian Authority.
The new information team was formed by the IDF after Israel's information
policy was vehemently attacked. Communication Minister Binyamin Ben-Eliezer
said that he does not understand "why Israel's prime ministers were willing
to pay millions of shekels to media advisers abroad, and when it comes to
matters of life and death the state does not invest even a tenth of the
budget allocated [to media advice]."
Morel was the election campaign manager for Yitzhak Rabin in the 1992
elections, for Benjamin Netanyahu in the 1996 elections and worked with
Yisrael b'Aliyah in the 1999 elections.

Palestinians on Saturday night vandalized and destroyed 110 greenhouses
growing herbs and flowers near Moshav Ro'i in the Jordan Valley. The damage
is estimated in millions of shekels.
Four Palestinians "wreaked vandalism far worse than in the darkest days of
the Intifada," said Giora Sela of the moshav. "Plants were pulled and
trampled, plastics on over 100 dunams of greenhouses were ruined, water
pipes were slashed, and irrigation computers were destroyed."
Sela complained that the IDF does not allocate additional manpower to guard
the towns in the area. The townsmen have to patrol the streets themselves
and so cannot also protect their outlying fields and greenhouses. "Security
is the pits. We are being pelted and shot at along Road 90, women and
children don't leave the houses. Palestinians don't come to work because of
the closure, and the Israeli government will not issue visas for foreign
workers, which would have made things a little easier. The damage is
twofold - there is the vandalism, and there is no one to pick the produce,"
Sela said.
This is not the first instance of vandalism connected to last month's riots.
At the Mount of Temptation in Jericho (Karantal), Palestinians have
similarly vandalized the Israeli farming enclave. Tens of thousands of
shekels worth of equipment were stolen from the packing houses at Moshav
Tomer. In all the packing houses in Moshav Beka'ot, all the electricity
cabinets and systems were pulled from the walls. Vines were uprooted in
Moshav Netiv HaGedud. Many thefts occurred at the various palm plantations,
which are now in season.
Last Thursday, Ilan Iluz of Moshav Ro'i was injured by shots fired on the
trans-Samaria highway. Iluz is still in hospital. Residents of the region
complain that between Ma'ale Efrayim and Ariel there is scarcely any IDF
presence, leaving the road open for stone throwing and shooting. Morale is
very low, Giora Sela told Ha'aretz on Sunday. "We can live with the security
problems, but losing our livelihood is very detrimental."
The transformer that powered both the casino in Jericho and the Jewish
township of Vered Yericho is now out of order after being hit by IDF fire.
The Israel Electricity Corporation now supplies the town - which was under
fire again Saturday night - with electricity from different lines.
