IDF Spokesperson: A Summary of Today's Events in the West Bank and Gaza
Strip 5 November 2000

The West Bank:

An Israeli youth was lightly injured today, from a stone thrown at his
vehicle near the Jewish settlement of Kadim. He was treated at the
settlement's infirmary. Stones were also thrown at an Israeli vehicle near
Al-Hader.

An IDF officer was lightly wounded from a stone thrown at him, in the course
of disturbances near the Jewish settlement of Tekoa. He was treated on site.

Shots were fired at the Offer IDF base, near Ramallah, IDF forces did not
return fire since the source of the shooting was not identified.

Shots were also fired at the IDF base in Mount Eibal, at an IDF force in Tel
Ares, and at IDF soldiers at the "Pharmacy" junction in Hebron, from the
direction of Abu-Snina.

There were no casualties in any of these incidents.

Petrol bombs were thrown at the following sites:

At a military vehicle on the Jericho bypass road; at an IDF patrol near the
Jewish settlement of Vered Yericho; toward IDF forces at Ayosh junction; the
Shallala street in Hebron; Rachael's Tomb; the Berech bend (near western
Tekoa); Beit Anun junction; Mevtarey Otzrin in Samaria. In all of these
incidents, IDF forces responded with measures for dispersing demonstrations.

The Gaza Strip:

As of the morning hours, Palestinians rioters gathered to throw stones and
firebombs in the area of the Erez cross-point. In one incident, Palestinians
even tried to set flame to the IDF position at the site, using burning car
tires. IDF soldiers responded with measures for dispersing demonstrations.

Dozens of the Palestinians arrived in the late morning at the border fence
between the Gaza Strip and Israel, in the area of the Bsor river, and
attempted to infiltrate into Israeli territory. An IDF force fired a single
shot at the legs of one of the Palestinians and thwarted the infiltration
attempt.

During the afternoon, shots were fired and rocks were thrown at a military
convoy, makings its way along the Israeli-Egyptian border near Rafah. Also,
shots were fired at an IDF patrol south of the Kisufim cross-point. In both
these incidents there were no casualties.

Rocks were thrown at an IDF patrol near Kfar Darom and toward a civilian
vehicle. The vehicle was heavily damaged.
Palestinian rioters threw stones in the area of the border fence between the
Gaza Strip and Israel in the area of the Bsor river.

Throughout the day, Palestinians threw petrol bombs and stones at IDF forces
and Israeli convoys making their way on the road between the Karni
cross-point and Netzarim. IDF soldiers responded with measures for
dispersing demonstrations.

In the last hour, Palestinian rioters threw stones at IDF forces at the Erez
cross-point. IDF soldiers responded with measures for dispersing
demonstrations. There were no casualties.

The IDF is adhering strictly to its obligations of the Peres-Arafat
agreement. However, so far there has been no considerable decline in the
level of violence from the Palestinian side.

IDF Spokesperson: Summary of Last Night's Events in the West Bank and Gaza -
November 6, 2000

The West Bank

Shots were fired at the settlement of Psagot from the directions of El Bireh
and at the Jewish community in Hebron from the direction of Harat A-Sheikh.
The IDF forces did not return fire, as they could not identify the source of
the shooting.

There were exchanges of fire in Tulkarm between Palestinians and Israeli
border policemen. There were also exchanges of fire between IDF and
Palestinians at the settlements of Kadim and Ganim.

There were also repeated incidents of firing on IDF troops near Kalkilya,
and at an IDF force near Tel Aras. The IDF returned fire; there were no
injuries or damage in all these incidents.

The Gaza Strip

An explosive charge was activated near IDF soldiers at an outpost south of
Gush Katif. Another device was thrown at an IDF outpost, near Neveh Dekalim.

Shots were fired at an IDF outpost on the Egyptian border, at outposts near
Neveh Dekalim, and at and IDF force near Kissufim. IDF soldiers return fire.
In all the incidents there were no injuries or damage.

                 Many outraged about Democrat
                 mailer signed by Bill Clinton

                 In California, where it is illegal in most cases to
                 ask voters for identification at the polls, there is
                 a growing uproar over a Clinton-signed mailer
                 urging Latinos to bring an unofficial paper
                 "voter identification card" to the polls,
                 potentially allowing non-citizens to vote.

                 First reported by WorldNetDaily yesterday in a
                 column by Editor Joseph Farah, the ID card is
                 attached to the mailer, which was paid for by
                 the California Democratic Party.

                 "While every election is important, the
                 November 7th election will determine our
                 future for the next decade, and beyond," the
                 letter reads. "The stakes are high for America's
                 Latino families. And California is the critical
                 battleground." It goes on to explain the purpose
                 of the "voter identification card" attached to the
                 letter. "Here is your personal Voter
                 Identification Card. Sign your name, then detach
                 your card. Bring your card with you to your
                 polling place on Election Day. It will help your
                 voting go more smoothly."

                 Bob Mulholland, campaign adviser for the
                 California Democratic Party, at first denied the
                 party sent mail targeted at certain racial groups.
                 After he was read the letter, however, he
                 acknowledged that a computer program is used
                 to sort information obtained from voter files by
                 category. In this case, newly registered Latinos
                 were targeted for the mailer received in many
                 households over the weekend. Voter files are
                 accessible to campaigns, political parties and
                 recognized research groups that request the
                 information from county registrars.

                 But at least one recipient of the letter in Los
                 Angeles County is not a U.S. citizen and so is
                 not eligible to vote, despite the president's letter
                 and ID card. The 20-year-old recipient and her
                 mother, both from Guatemala, have spent
                 several years haggling with the Immigration
                 and Naturalization Service over obtaining their
                 citizenship, but have not yet been successful.
                 And she insists she has never registered to vote.

                 "It is absolutely illegal for a non-U.S. citizen to
                 register to vote or vote in an election," said Shad
                 Balch, spokesman for California Secretary of
                 State Bill Jones. "The voter file is accessible for
                 political purposes, so it is possible the
                 Democratic Party was able to obtain the voter
                 file."

                 However, if a recipient of the president's letter
                 is not a citizen, questions arise as to the source
                 of the California Democratic Party's information,
                 since, as Balch indicated, the California
                 Secretary of State's office would not have any
                 information on the woman.

                 The Guatemalan woman does have a driver's
                 license, but Department of Motor Vehicles
                 records are sealed, thus preventing the
                 California Democratic Party from obtaining
                 personal information from that agency. It is
                 possible the woman inadvertently registered to
                 vote when she obtained her driver license, as
                 voter registration information is included in that
                 paperwork. But she claims she obtained her
                 license from Sacramento -- not Los Angeles --
                 using special forms due to her status with the
                 INS, thus decreasing the likelihood of an
                 accidental registration.

                 WorldNetDaily is in the process of verifying the
                 20-year-old's registration status with the Los
                 Angeles County Registrar's office. Should the
                 woman turn out not to be registered, Balch said
                 he does not know how the Democrat Party
                 obtained its information.

                 The spokesman, who indicated the secretary of
                 state's office is aware of the Clinton mailer,
                 confirmed that should any non-citizen take the
                 paper ID card to a polling place, he or she
                 would not be able to cast a vote since there
                 would be no record of the person on the voter
                 registration lists maintained by poll officials.

                 Nevertheless, there is a scenario in which votes
                 may be cast with the aid of the Clinton card.
                 According to Charles Bell, general counsel for
                 the California Republican Party, if a voter has
                 recently moved to a new precinct and attempts
                 to vote at the polling place for his new location,
                 he is required to show identification, as his
                 name will not appear on the new location's
                 voter registration rolls.

                 Such is the case with Clinton's paper ID cards.
                 Were the young Guatemalan woman to appear
                 at her polling place with the card, she may
                 indeed be allowed to vote -- regardless of
                 whether her name appears on the list of
                 registered voters for that precinct.

                 Generally speaking, it is illegal in California to
                 require voter identification and proof of
                 nationality at polling places. In fact, no one can
                 bring evidence of any kind to a polling place
                 challenging any voters' eligibility. Such
                 challenges can be made only to the registrar of
                 voters and only after registration has taken
                 place, Bell said.

                 In other words, there is no mechanism in
                 California to prevent non-citizens from
                 registering.

                 That system has led to rampant abuse, resulting
                 in blatantly fraudulent registrations uncovered
                 by the Institute for Fair Elections, a non-profit,
                 non-partisan citizen group dedicated to
                 exposing voter fraud. Karen Saranita, president
                 of the corporation, decried the failures of
                 California's voter registration requirements.

                 "There are no verification requirements. The
                 only thing election officials are required to
                 verify is that it is an actual address," she said.

                 Saranita's institute investigates elections
                 nationwide and reports its findings to
                 government officials and the media. The group
                 has found registered "voters" named
                 "Absolutely Nobody," "Lot O. Money," "Boy
                 Toy" and "Punk Rock Freddie," to name just a
                 few. Specific to the Golden State, "God" is
                 registered in North Hollywood, and "Jesus
                 Christ" is a voter in Santa Monica.

                 Unfortunately, according to Saranita, "Nobody
                 cares." She appeared on "60 Minutes" the
                 Sunday before the 1996 election, but the story
                 generated little response from the public.

                 "I think until there is a big race -- a high profile
                 race where the results have actually been
                 changed by fraud -- nothing will change," she
                 predicted. "The government is not good at
                 taking preventative measures."

                 The activist said she gives credit to California
                 Rep. Steve Horn, who attempted to pass
                 legislation in Congress several years ago that
                 would have required the use of Social Security
                 numbers for voting. The measure failed.

                 Saranita described the farcical treatment of
                 elections by the government compared to other
                 regulated activities.

                 An election, she said, is "the only
                 government-conducted activity where the
                 citizen is not only not required to provide ID,
                 but it is against the law to ask them for ID when
                 they register to vote. You can't pay your taxes,
                 you can't apply for a farm subsidy, you can't
                 apply for a federal student loan -- in LA County,
                 you can't get a license for your dog -- unless you
                 show ID. Yet, the government does nothing
                 about it, the people seemingly don't care and
                 nothing changes, except it gets worse."

                 Saranita said her group is watching today's
                 election closely.

               According to Palestinian Authority official Yasser Abed
               Rabbo, the PA is trying to stop children under the age of
               16 from participating in demonstrations against Israel so
               that they will not get hurt.

               In a letter to the human rights organization, Betselem, he
               said the PA is carrying out an information campaign in its
               schools against the participation of children in
               demonstrations, Israel Radio reports.

 No Beard, No Service, Citizens Told

 KABUL (Reuters) - Afghanistan's ruling Taliban will not provide any services
 to men without beards, residents of the capital Kabul said Monday.

 A decree issued by Taliban's reclusive leader Mullah Mohammad Omar,
 copies of which were pasted at the gates of various government ministry
 buildings, said citizens without beards would not be considered for jobs or
 any other services.

 ``Growing beard is the tradition of Islam's Prophet Mohammad that must be
followed by Muslims,'' the decree
 said.

 The latest decree from the Taliban, who rule 95 percent of the war-battered
country, is part of its efforts to turn
 Afghanistan into the world's purest Islamic state.

 Soon after sweeping to power more than four years ago, the Taliban
announced that beard-growing was
 compulsory.

 The radical movement, which sprang from religious schools mostly in
Pakistan, has drawn criticism from the
 international community, including some Islamic countries, for its hardline
policies, including restrictions on the
 activities of women.

November 15 "final" date for declaring Palestinian state: official

AMMAN, Nov 7 (AFP) - November 15 is the "final" date for declaring a
Palestinian state, the deputy speaker of the Palestine National Council
(PNC) said in statements published Tuesday.

"The Palestine National Council will declare a Palestinian state during its
meeting in Gaza on November 15," Taysser Qub'a told the Jordanian
economic daily Al-Aswaq.

"There will be no delay in declaring the state and this is final," he said.

Palestinian leader Yasser Arafat has repeatedly vowed to announce the
borders of an independent state in the year 2000, even unilaterally in the
absence of any peace accord with Israel.

Arafat said last week the central committee of his Palestine Liberation
Organisation would meet before November 15 to discuss the creation of a
Palestinian state.

"I do not know what the central committee will decide," Arafat said. "We are
democratic, and what the central committee decides will be respected."

The Palestinian leader threatened to proclaim an independent state on
September 13 but delayed the announcement after he received no suppport
for this action from world leaders.

September 13 was the target date for a final accord with Israel which failed to
be met.

November 15 is the anniversary of the PLO's 1988 declaration of
independence, made in Algiers during the intifada or popular uprising against
the Israeli occupation of the West Bank and Gaza Strip which ended with the
Oslo accords of 1993.

The Palestinians want to set up the capital of their state in east Jerusalem,
the mostly Arab sector of the disputed city annexed by Israel in 1967.

Arafat's Palestinian Authority currently has full or partial control over some 40
percent of the West Bank and total control of around 70 percent of the Gaza
Strip.

Qub'a meanwhile said that the current anti-Israeli intifada that erupted in
September "will continue until the liberation of all the land in accordance with
international legislation".

Israeli Prime Minister Ehud Barak's principal adviser, Danny Yatom, warned
Saturday that Israel would hit back militarily, politically and economically if
the Palestinians unilaterally proclaim an independent state.

The Voice of Israel and the Jerusalem Post reported this morning that the
Palestinian Authority had informed the B'tselem Movement (that monitors
Israeli human rights abuses) that it would try to keep children under 16
years of age from participating in demonstrations that might turn violent.

   Btselem told Voice of Israel that PA Information and Culture Minister
Yasser Abd-Rabbo assured B'tselem that the PA had begun a campaign to
prevent children from being drawn into violent confrontations.

HOWEVER, ON VOICE OF PALESTINE RADIO THERE WAS NO SIGN WHATSOVER OF THIS
CAMPAIGN.

   VOP DID NOT MENTION EVEN ONCE THE PROBLEM OF CHILDREN GETTING WOUNDED AND
SOMETIMES KILLED.

   INDEED, MINISTER YASSER ABD-RABBO, WHO APPEARED IN A LIVE INTEVIEW WITH
VOP THIS MORNING AT 7:40 AM, DID NOT MAKE ANY COMMENT AT ALL ABOUT THE
CHILDREN IN VIOLENT DEMONSTRATIONS OR RIOTING.

Jebarin, whose residents are citizens of Israel, encourages active

Vienna] quoted the Financial Times' expert analysis, who wrote: "It may be
that as regards Europe, Israel is a testimonial to Historic Sin, but as
regards the Palestinians and the Moslems she adheres to a colonialist
settlement scheme which will lead to the same end as that of the Crusader
Empires which were swallowed by the sands."

Altamimi berated the "European Solution for the Jewish Problem" of causing
the Jews to emigrate to Palestine, saying "let them give [the Jews] half of
Austria or part of Germany or let them throw them to the far corners of
America. However, our land, they must leave it, and if they shall not, they
will thus justify the observation of the [Israel daily] Yediote Aharonote
writer from some days ago: "we are now defending our existence with our very
lives, and there is nothing behind us, only the sea."
Altamimi explained his comments thus: "Indeed, they have nothing before or
behind them except the sea. Either they sail on it in ships back to whence
they came, or drown in it. That is the fate of Israel."

Dr. Tamimi, director of the Institute of Islamic Thought in London, says:
"Perhaps our brothers, in engaging in the [current riots crowned the] Al
Aqza Intifada, found in the great victory of the Islamic Resistance
[Hezbollah] in southern Lebanon a magnanimous incentive to say no to this
humiliation brought about by the peace process..."

Deputy Mayor of [the Galilean Arab city] Um El Fahm, Sheikh Taher Ali
Jebarin, spoke of the new intifada of the Palestinian People and of its
spread into the occupation of 1948 Palestine [pre-1967 Israel -ed], and
noted their 14 martyrs to date. Jebarin cited with pride the stance of the
Palestinian child in the face of armed [Israeli] occupation forces, an
Israeli soldier crouching to [shoot and] kill him. He praised the courage of
today's Palestinian woman, who encourages sons to battle the occupiers and
fall as martyrs in the name of Allah, as he put it.

Um El Fahm's deputy Mayor said that the Al Aqza Intifada is causing
extensive harm to Israel's economy, and the Palestinian stone spreads fear
and the atmosphere of defeat within Israeli society, which is experiencing
growing mental crisis.

Jebarin did not hide his concern for the dangers engulfing the blessed Al
Aqza Mosque stemming from the Israeli designs on it, and underscored that
defense of Jerusalem preoccupies the residents of the West Bank, Gaza Strip
and of the land conquered in 1948.

Those present emptied their pockets and contributed all they had with them
to the Al Aqza Intifada.

Putin's Power Base Deepening, Widening

Summary

Ahead of Russia's gubernatorial elections, incumbent governors have been
banned from running, accused of corruption and brought in for
questioning. The Kremlin is finding excuses to remove governors of
questionable loyalty and replacing them with men loyal to President
Vladimir Putin. In this way, Moscow will gain a stronghold over key
regions, and Putin will control federal administrative bodies such as
the Federation Council and the newly formed State Council.

Analysis

With upcoming gubernatorial elections in 32 of Russia's 89 regions,
Moscow has targeted certain incumbent governors for replacement by men
loyal to President Vladimir Putin. By replacing governors who have
questionable alliances, Putin will indirectly secure control over some
of Russia's most economically and politically lucrative regions.
Furthermore, Putin will directly control the overall administration of
the country.

In the first days of August, several military and security officers
announced they would run for governor of various regions in upcoming
November and December elections. Some Russian newspapers claimed to have
been provided with leaked documents outlining Putin's support for these
officers and listing the incumbent governors to be replaced: Alexander
Rutskoi, Aleksander Nazarov, Leonid Gorbenko, Ivan Shabanov, Pyotr
Sumin, Eduard Rossel, Yuli Goryachev and Vyacheslav Lyubimov.

The Kremlin has denied any involvement in the gubernatorial
elections. Yet government agencies have targeted at least three of
the listed governors, and one incumbent has already been banned
from participating in the elections.

The 89 regional governors also make up the Federation Council, the
upper house of Russia's parliament. By January 2002, the governors
will not sit on the Federation Council but will have the option to
join the newly created State Council, chaired by Putin. If Putin's
allies replace his enemies in the gubernatorial elections, he will
effectively control Russia's administration and economy.

In his press to impose order and regain control over the regions,
Putin is using a democratic forum to consolidate his power.

While some regional governors have openly supported Putin and his
initiatives, others have histories or philosophies threatening to
his ability to rein in regional authorities. Governors who do not
support Putin have been subject to tax raids, corruption scandals
and court injunctions in the weeks preceding the gubernatorial
elections.

The targeted governors preside over some of the more important
regions in Russia. For example, Alexander Rutskoi was incumbent
governor of the Kursk region. Kursk sits on one of the world's
largest iron-ore deposits, has eight oil and gas pipelines running
through it and produces one-sixth of Russia's total electrical
power. Rutskoi was banned from running in the Oct. 22 elections on
a technicality failing to register his car.

Rutskoi has a history of disloyalty and a reputation for acting
independently of the Kremlin. As vice president, he staged an
attempted coup against President Boris Yeltsin in 1993. He is also
friendly with Boris Berezovsky, a Russian oligarch and a Putin
enemy.

Since Rutskoi was banned from participating in the elections, Maj.
Gen. Viktor Surzhikov and Alexander Mikhailov participated in the
Nov. 5 run-off to be the governor of Kursk. Surzhikov is an officer of
the Federal Security Service (FSB), successor to the KGB, while
Mikhailov is a local Communist Party leader who is reportedly loyal to
Putin. Mikhailov won the election though Putin, a former KGB officer,
faced a win-win situation in Kursk.

The Kursk region was the first of several areas targeted in the
upcoming elections. FSB and military officers who are loyal to
Putin and accustomed to taking orders are running against the more
independent incumbents of economically important regions like
Voronezh and the Urals regions.

Putin allies also seek to gain control of regions of strategic
rather than economic importance. Kaliningrad is a geographically
independent region of Russia, west of the Baltics, and secures
Russia's presence in Europe. The Kremlin has blamed Leonid
Gorbenko, Kaliningrad's incumbent governor, for the region's
economic decline and has accused him of corruption. His opponent,
Adm. Vladimir Yegorov, is the Baltic Fleet commander and supported
by Putin.

If Putin's allies gain control of these regions, then Putin will
indirectly control regional policy. By securing gubernatorial
allies, however, Putin also gains direct control over a potentially
powerful federal administrative body, the State Council. The new
Federation Council would consist of regional envoys appointed by the
governors.

In its present form, the State Council is supposed to function only as
an advisory body to the Kremlin. The Federation Council, however, can
vote to change the constitution to transfer functional power over to the
State Council. Several targeted incumbent governors have been opposed
not only to the transfer of powers, but also to the creation of the
State Council entirely.

If Putin can assemble his allies into the Federation Council, he
may be able to change the constitution to give the State Council
real power. Putin, as chairman of the State Council, would have
direct control over the council's proposed powers to review laws
and the federal budget. Putin would also control the governors who
appoint the representatives to the new Federation Council. At that
point, Putin would consolidate his power over two federal bodies
and economically or strategically important regions.

        WHAT 30 WOMEN (from HEVRON) ACCOMPLISHED!!

Today, Monday, November 6th, a bus with 30 women and children from
Hevron went to the Gilo-Betlehem intersection with the purpose of
praying there and asking that Kever Rachel (Rachel's Tomb)be opened to
Jews.

When they got to the army checkpoint they simply started to walk,
past the soldiers, in the direction of Kever Rachel.
A miracle happened: nobody stopped them and they simply walked the 500
meters straight to Rachel's Tomb.

The IDF soldiers at Kever Rachel could not believe their eyes: 30
Jewish women with toddlers and babies in carriages had arrived at
Rachels's Tomb and asked that the soldiers open the doors. The soldiers
brought the keys and let the women and children in. This was the first
time since Rosh Hashana that Jews had come to pray at Kever Rachel.

The women immediately understood a miracle had just happened,
and decided to stay. They announced that they would stay till
Thursday, to make sure that the Kever would indeed be open to Jews on
Rachel Imeinu's yahrzeit.

They stayed there from 10:00 to 2:30pm, when the army and police
forcibly evacuated them. But the highest echelons in the army
promised that on Thursday Kever Rachel will indeed be open to Jews.

Their action this morning accomplished a lot:
1) Finally somebody did something to bring up the issue of Kever
Rachel (their action got press coverage).
2) A promise was made - not only to the women - but to different
politicians and public figures who were very involved this morning in
trying to let the women stay (like MK Rabbi Benny Elon and Rabbi Chanan
Porat) that it will be open on Thursday. 3) The women made an oath to
come once a week to Kever Rachel or, if G-d forbid they will close it
again, to the intersection and put pressure, demanding to come in. 4)
They are asking that different groups of women to take different days of
the week and do the same. Come to Kever Rachel. Even if Rachel's Tomb is
closed again, it is important that women come to the army checkpoint
every day, demanding to be let in. That will put tremendous pressure on
the authorities.

Let's remember that there was a time Me'arath Hamachpela was closed for
a few months and thanks to the relentless efforts of different groups,
it was reopened. It is easy to blame Barak. We have to also look in the
mirror and ask: are we doing enough for Kever Rachel?

Let us go in the footsteps of our heroic sisters of Hevron who opened
the gates to Kever Rachel today. Thursday we will all go en masse.
