Hi folks...

Re: my request on biographical data on Alexander Hislop. I'm looking
for any information on Hislop's life (birth, death, etc.) not where
the book can be found. (We have a copy of The Two Babylons at our
site -- http://philologos.org/__eb-ttb). My thinking on asking if
anyone had an updated or modern version was that sometimes editors or
the person writing the Foreword will include some background
information about the author. Perhaps even a photo of Hislop may be
included?

Anyway, thanks to all who replied...

BANFF, Alberta =97 A cougar stalked and killed a cross-country skier in=20
Banff National Park, the park's warden said Wednesday.=20

The 30-year-old woman died Tuesday when attacked on a cross-country=20
skiing trail near Lake Minnewanka, about six miles outside the town=20
of Banff. Park officials found the cougar, also known as a mountain=20
lion, over her body and shot it immediately.=20

"Indications were that the animal actually stalked the victim," said=20
Ian Syme, the park's chief warden. "She may not even have been aware=20
that this was taking place."=20

Syme said that cougar attacks on humans are extremely unusual, and=20
that this fatal attack was a first for the province of Alberta, in=20
which Banff is located.=20

Four or five cougars in the area had been coming in closer than usual=20
to feed on elk because they were competing with a wolf pack that had=20
settled nearby, he said.=20

He described the cougar that attacked the skier as healthy, about 132=20
pounds and well-muscled. An autopsy found no abnormality that might=20
explain its unusual behavior.=20

Another cougar was involved in confrontations in the Banff area in=20
recent days, including an incident in which the cougar approached a=20
woman walking her dog, Syme said.=20

Park officials have warned Banff residents to keep pets inside, to=20
walk only on streets and to take dogs out only on main roads in=20
daylight hours. Hikers and cross-country skiers should travel in=20
groups, they say.=20

ELECTRONIC AGE PAPER
Startup E Ink has introduced a prototype for electronic paper, a
substance that resembles paper but has the capacity to change the
content it presents. The electronic paper consists of plastic
sheets between which globules of black ink and chips of white
paint reside. Electrical charges then determine whether black or
white appears, which allows the page's appearance to change. By
reflecting natural light rather than generating its own, E Ink's
prototype is not difficult to read, even in bright sunshine. E
Ink is just one of several companies developing electronic paper.
Among the competing firms are Hewlett-Packard, Xerox spinoff
Gyricon Media, and Siemens. Although books and newspapers using
electronic-paper technology are still at least five years away,
according to those in the industry, flat-screen electronic signs
using E Ink's system are already in use by J.C. Penney and other
retailers. Analysts expect that the market for electronic paper
could be big, especially as several major publishers, including
Hearst and Gannett, have invested in E Ink.

ANTI-PIRACY DEVICES IRK SOME DESKTOP USERS
The Content Protection for Recordable Media (CPRM) technology
developed by major electronics firms to prevent music piracy over
the Internet is sparking a backlash among Internet activists. If
CPRM is ultimately installed on desktop computers, the technology
could restrict users from making copies of their own files,
activists say. CPRM's creators, which include Intel, IBM,
Matsushita, and Toshiba, say the technology will not be installed
on desktop computers, which is a problem in itself because users
could still make illegal copies of music files on their PCs.
However, activists believe that CPRM will eventually make its way
onto the desktop at the insistence of the movie industry and
other CPRM supporters. CPRM is designed to install a serial
number in disk drives and flash memory. A digital music player
would use the serial number to produce an encryption key for all
data files on the device. The technology could be configured to
prevent all attempts to copy files stored on the device.

Friday, January 5, 2001, is the Tenth of Tevet -- a Jewish fast day
commemorating Nebuchadnezzar's siege of Jerusalem 2,500 years ago. In
Jewish consciousness, a fast day is a time of reckoning, a time to correct
a previous mistake. What happened on the Tenth of Tevet that we have to
correct?

Actually, when Nebuchadnezzar began his siege of Jerusalem on the
Tenth of Tevet, there was little damage on that day and no Jews were
killed. So why is this day so tragic? Because the siege was a message, to
get the Jewish people to wake up and fix their problems. They failed, and
the siege led to the destruction of King Solomon's Temple.

Today we are also under siege. Much of the Jewish world is ignorant of our
precious heritage. Children whose Jewish education ended at age 13 now
carry that perception through adulthood. The results are catastrophic:
assimilation in the diaspora, and a blurring of our national goals in Israel.

So what's the message for us? Wake up and understand. What does the
Almighty want? If there's a siege, hear the message now. Don't wait for the
destruction.

If the Jewish problem today is a lack of appreciation of our heritage, then
the solution is clear: increased love of Torah, love of Jews, and love of
Israel and Jerusalem. The Almighty is telling us: The siege will not be lifted
until you correct the mistake.

"Globes" has learned that the Israeli Ministry of Defense will pay ImageSat
International about NIS 61 million ($15 million) for the exclusive rights to
all the photographs of Israeli territory taken by the Eros-1 civilian
satellite. ImageSat International is controlled by Israel Aircraft
Industries (the satellite manufacturer), El-Op (developer of the camera), US
company CST (operator of the photography receiving station), and foreign
investors.

The exclusive receiving rights include not only Israeli territory, but also
the area within a 2,000 km radius. A map of the area obtained by "Globes"
shows that Israel is at the center of an area including all the countries in
a state of war with it, including countries referred to as "the third
 circle".

The area extends to Libya in the west, Sudan in the south, the Gulf of Oman
in the east, and CIS countries in the north. The entire territory of Iraq,
Iran, and Syria is included in the area, as well as almost all of Libya and
most of Sudan and the Muslim republics of the former Soviet Union.

Eros-1 will therefore function as a military satellite for the defense
establishment. According to foreign reports, the launching of Ofek-4, one of
a series of Israeli military satellites, failed a number of years ago.
Eros-1 flies over every point a number of times per day, and it can be
diverted and directed on demand. The satellite is capable of providing
images of objects the size of 1.8 meters (the average size of a missile
carried by an airplane).

ImageSat defines the Ministry of Defense as a preferred customer, in the SOP
category, in which the regular customer reserves the satellite for its needs
and receives command capability for the camera. ImageSat president Dr. Moshe
Bar-Lev said that most of the satellite's income will come from such
customers signing multi-year agreements.

The Eros-1 civilian imaging satellite's orbit testing process was
successfully concluded on Friday.

SUMMARY AND ANALYSIS

    Without saying so in so many words, the Palestinian Authority signaled
to its citizens very strongly that the White House spokesman's announcement
of Yasser Arafat's "YES" to American parameters was at least premature, if
not inaccurate.
   Arafat's broadcast arm, the Voice of Palestine, emphasized and
re-emphasized that Arafat was awaiting discussion inside the Arab League
before making any binding response to the United States. The Thursday
morning news opened with two items stressing this point.

Throughout the day Wednesday and into Thursday morning, VOP aired comments
by senior PA officials to the effect that it was premature to expect results
from the Washington talks. VOP featured Arafat spokesman Nabil Abu Irdeineh
and Minister Nabil Sha'ath as well as re-broadcast comments from
Presidential secretary Taib Abdel-Rahim (the latter two taking particularly
hard lines and asserting the need to act in concert with other Arab
parties).

    The Palestinian Authority is also at pains to show that it is not being
pressured by HAMAS, an indication that the PA is concerned about the home
front but has also probably reassured the HAMAS leadership that it has not
made far-reaching concessions.

   In its midnight news round-up VOP quoted Israeli Foreign Minister Shlomo
Ben-Ami saying that he had big doubts that any agreement would be worked out
with the Palestinians before the Israeli elections on February 6, and its
Thursday morning news round-up it quoted Ben-Ami as saying "it would take a
miracle" to achieve an agreement before Clinton's term expires.

the initiative. WE CANNOT ACCEPT (the initiative) WITHOUT THEIR (the
reservations) ACCEPTANCE OR LEAST AFFTER NEGOTIATIONS CONSIDERING THESE
PALESTINIAN RESERVATIONS. WE CANNOT BE OBLIGATED TO ACCEPT ANYTHING WITHOUT
THE LEGITIMATE RIGHTS OF THE REFUGEES TO RETURN ON THE BASIS OF RESOLUTION

These are among the prominent points in the Clinton plan. I think there's
mutual understanding with President Clinton regarding Palestinian demands.
But in the last analysis, President Arafat has come to the Arab foreign
ministers meeting..to consult with our brother Arab ministers, and
afterwards, President Arafat will announce his stance on this initiative and
the continuation of the peace process."

Burak Wall of the haram al-Sharif. Is there complete assurance about

Q: "Israeli leaders have started threatening a regional war if the
Palestinian leadership gives a final refusal to the American proposals. What

A: "That is instigating (or inciting) war, and it is something the Arab
minister meeting will condemn. And it is a threat to regional peace and to
world peace."

A: "On the contrary, pressure tactics only make us stronger."

Mohammed Dahlan, head of Palestinian Authority security in the Gaza Strip
said this morning the Palestinian security apparatus will not renew security
cooperation with their Israeli counterparts.

Dahlan added, however, that he was prepared to meet with Israelis in order
to stop the violence.

Dahlan made the comments in an interview with Palestine Radio.

He said "The intifada would continue separate of any negotiations, and the
Israeli policy of assassinations would not deter the Palestinians from the
battle."

Dahlan went on to say that the PA security forces area assisting Fatah
activists who have gone underground fearing Israeli undercover killings,
according to an Israel Radio report.

King Hussein of Jordan requested an Israeli air strike on Syrian troops
during the 1970 Black September uprising by Palestinian guerrillas, but the
British government refused to pass this request on to Israel, according to
British documents declassified on Tuesday.

The British cabinet held an urgent meeting on September 20, 1970 to discuss
the situation of the Jordanian regime, which was in danger of collapse in
the face of the armed Palestinian onslaught. In addition, a Syrian tank
column had massed on the Jordanian border and was about to invade the
Hashemite kingdom.

Cut off from direct contact with the United States and Israel by the attack,
Hussein therefore sent his plea for air support against Syria via the
British Embassy in Amman.

However, the British cabinet decided not to transmit this request.

The cabinet concluded that Hussein's regime was likely to collapse and be
replaced by a Palestinian regime headed by Yasser Arafat, and it would be
therefore be better for Britain to stay on the sidelines and await
developments.

Hussein also appealed for the moral and diplomatic support of the United
Kingdom and the United States, coupled with the threat of international
action.

But the cabinet decided that under no circumstances would it agree to
British military involvement, despite Britain's historical commitment to the
Hashemite kingdom.

A few days later, Jordan succeeded in reestablishing direct contact with
Israel and the U.S., and it transmitted its request for military aid from
Israel directly. The next day, the Syrian army invaded Jordan. Though Israel
never carried out the requested air strike, it did mass forces along the
border and threaten to do so. This, combined with the success of the
Jordanian air force against the Syrian column, tipped the balance in favor
of Hussein in the two-week civil war, which ended with the expulsion of
Arafat and his people from Jordan.

Though Israeli and other regional radios had broadcast the Jordanian request
for Israeli military aid at the time, both government officials and the late
king himself had refused to confirm or deny these reports.

The Black September crisis was sparked by a series of airline hijackings by
Palestinian militants. Palestinian forces, initially allowed by Hussein to
shelter in Jordan, began taking control of parts of the country, and some
2,000 people died in the ensuing civil war.

Britain also maintained secret intelligence contacts with Arafat's
guerrillas during this period. These contacts focused on efforts to free
British citizens in a plane hijacked by the Popular Front for the Liberation
of Palestine. In exchange, Britain agreed to release Leila Khaled, who was
arrested in London during an attempt to hijack an El Al plane, in defiance
of an international treaty against air piracy.

Japanese cloning researchers believe they are close to reprogramming male
cells so they can produce eggs, London's Sunday Times reported.

It would mean two men could produce the egg and sperm, with a woman
needed
only for nine months to carry the child.

One man's sperm could be combined with his male partner's artificially
created egg in the laboratory, and the embryo inserted into a host mother.

Both men would be biological fathers of the child.

But the child would have no biological mother, only a birth mother.

Gay rights groups are expected to welcome the optimistic predictions, but
ethicists are appalled by the prospect.

Fears have been raised that tinkering with cells could lead to deformities
in unborn children.

Catholic church ethicist Nicholas Tonti-Filippini said the procedure would
be illegal under Victorian surrogacy laws, and would also break laws
regarding altering cells.

But the double-dad birth could be done legally over the border, Mr
Tonti-Filippini.

"Nothing's illegal in NSW," he said. "Anything goes in this field in NSW.

"There's no reproductive technology legislation."

But Mr Tonti-Filippini raised serious doubts the scientists, from the
Mitsubishi Kasei Institute of Life Sciences, would succeed.

"I think this would be impossible," he said.

"There are components of an egg that are not in sperm that are essential to
create an embryo. Unless they are going to add a lot more to the cells, they
won't be able to do it."

Peter Stokes, executive officer of Christian family group Saltshakers, said
the proposal was bizarre.

"My immediate reaction is, whose leg are they pulling?" Mr Stokes said.

"I don't think you will ever be able to override God's system, though we are
getting close to it with IVF.

"Every child deserves the opportunity of having a mum and dad.

"No mum can make a good dad and no dad can make a good mum."

The scientists made their prediction after revealing they had created the
world's first laboratory-grown sperm.

That feat paves the way for infertile men to produce genetic offspring.

The technique, involving cloning embryo cells and turning them into sperm,
is set for trials in humans.

It was disclosed at a Japanese biologists conference and will be detailed in
an international science publication this year.

The Israeli peace cabinet decided last night (Jan 3) to agree to
President Clinton's proposal to establish a trilateral Israeli-
Palestinian-American apparatus chaired by senior officials which will
deal with the prevention of terrorism and the reduction of violence.

The peace cabinet also decided to dispatch Gilead Sher to the United
States in order to consolidate parameters for the establishment of
this apparatus, and to receive an update on additional details on the
talks held there earlier today with Palestinian leader Yasser Arafat.

Following various erroneous media reports, the Prime Minister's Media
Advisor would like to specifically clarify that no decision has been
made regarding the dispatch of teams for talks with the Palestinians.
All efforts are now being focused on the reduction of violence, and
the elucidation of additional details from Arafat's meetings. Israel
will consider the prospect of working with the United States to
narrow the gaps, only after the aforementioned matters have been
clarified.

sign any document which transfers sovereignty over the Temple Mount to
the Palestinians.

US President Clinton, the Palestinian Authority and all those involved
in the negotiations are aware of this position.

Behind the Berlin Wall, radioactive tags were used to track dissidents=20=20

EAST GERMAN dissidents probably didn't spot the plain-clothes agent with=20
the vibrating armpit. But agents could track suspected political opponents=
=20
without even seeing them. They just followed a trail of radioactivity shed =
by=20
their unwitting quarry.=20=20

In the 1970s and 1980s, the German Democratic Republic's secret police--
the Stasi--frequently labelled suspected dissidents with highly radioactive=
=20
chemicals so that agents wearing concealed Geiger counters could keep=20
tabs on them, according to a paper by Klaus Becker, a leading radiation=20
protection expert.=20=20

So that targets would not hear the clicking of the counter at close range,=
=20
Stasi agents wore the detector strapped under one arm, while a vibrating=20
alarm was slung under the other arm. Bizarrely, this 30-year-old invention=
=20
mirrors the vibrating "silent ringers" on today's pagers and cellphones. =
=20

Evidence of the radioactive tracking exercise was found in the vast Stasi=20
archives by officials of the Berlin-based Gauck Commission, a government=20
agency investigating the former secret police. "It is a remarkable story. I=
t's=20
the first well-documented case of such a thing," says Becker.=20=20

It has long been suspected that the Stasi used radiation as a weapon.=20
Becker reports that "unusual non-medical X-ray machines" in former politica=
l=20
prisons could have been used for covertly irradiating inmates. Large doses =
of=20
X-rays are thought to be behind the deaths from cancer of a number of=20
prominent dissidents. "I wouldn't be surprised if it was true, but I suspec=
t it=20
will never be officially proved," says Becker.=20=20

But no one knew about tracking people with radionuclides. "It really is the=
=20
stuff of James Bond movies," comments Barrie Lambert, a radiobiologist at=20
St Barth-olomew's Hospital in London. "It's an unpleasant thing to do. The=
=20
risk is not limited to the person being tagged. You'd be exposing other=20
people, such as a spouse."=20=20

The Stasi files reveal that dissidents were labelled with radioactive=20
substances in a number of ways. If people could not be sprayed with a=20
radioactive solution the spies would label their cars, documents or paper=20
money, Becker reports. A favourite radio-nuclide was the beta and gamma=20
emitter scandium-46. If floors in dissident meeting rooms were treated, he=
=20
says, the Stasi could follow anybody who attended. And the Stasi also=20
developed an airgun that could fire radio-labelled silver wire into a car t=
yre=20
from 25 metres away.=20=20

While victims received radiation doses of around 150 millisieverts per acti=
on,=20
the Stasi looked after its own, ensuring that its agents were not exposed t=
o=20
any more than the internationally recommended maximum--1 mSv per week=20
at the time.=20=20

But Michael Clark, spokesman for Britain's National Radiological Protection=
=20
Board, says that there would be "inherent uncertainty" in any dose=20
calculation and that actual doses could have been anywhere between 50 and=20
500 mSv.=20=20

Becker left East Germany in 1951, aged 18. He later became head of=20
radiation dosimetry at the J=FClich Nuclear Research Establishment in West=
=20
Germany.=20=20

He says that while doses were usually below what would seriously harm or=20
kill, there were mishaps. "The Stasi marked West German deutschmarks=20
with large amounts of scandium to see how they circulated, to whom and for=
=20
what purpose. While they expected to retrieve them, they didn't and the=20
notes disappeared without trace," he says. The Stasi later calculated that =
if=20
more than one note was in a man's pocket, the effect on his fertility "came=
=20
close to castration," Becker says.=20=20

U.S. Agencies Seek to Turn Radioactive Metals into Consumer Items=20=20

WASHINGTON, DC, January 3, 2001 (ENS) - The manufacture of consumer=20
products out of radioactively contaminated materials discarded from=20
commercial nuclear power plants and government bomb factories could=20
become a fact of American life. In an extraordinary move, the U.S. Nuclear=
=20
Regulatory Commission today asked the National Academy of Sciences to=20
sanction the controversial practice.=20=20

Dr. Richard Meserve, chairman of the Nuclear Regulatory Commission=20
(NRC), made the request during the public portion of a special National=20
Academy of Sciences committee meeting in Washington.=20=20

Meserve asked the National Academy of Sciences (NAS) panel to examine=20
the practice of releasing radioactively contaminated solid waste materials=
=20
into everyday commerce. He said this type of recycling is necessary to=20
insure the continued viability of the commercial nuclear power plant indust=
ry=20
and the Cold War decommissioning activities of the U.S. Department of=20
Energy.=20=20

"There has basically been no guidance as to how those problems should be=20
addressed," Meserve said to the panel of NAS scientists. "It is our hope th=
at=20
we will get your findings and recommendations as to how we should proceed=20
in a timely manner."=20=20

Meserve's request of the NAS panel is the latest development in a long=20
standing government and industry led effort to establish a consistent syste=
m=20
governing the release of solid materials from NRC licensed facilities.=20=20

The nuclear power industry and the Department of Energy (DOE) are=20
currently saddled with tens of thousands of tons of solid materials=20
contaminated with low levels of radioactivity, which they once disposed of =
in=20
specially designed nuclear waste disposal facilities.=20=20

That practice changed beginning in the 1970s, when the NRC, its licensees,=
=20
and the DOE began searching for a more cost effective method of disposing=20
of the enormous volume of steel girders, pallets, machinery and other solid=
=20
materials tainted with tiny amounts of radioactivity.=20=20

The NRC and the DOE now allow their licensees and contractors to recycle=20
some solid materials, but there is currently no national health based=20
standard or generally applicable criteria governing the release of solid=20
materials from commercial nuclear power plants or government nuclear=20
weapons facilities.=20=20

Meserve said that the current "ad-hoc" recycling system is not sufficient f=
or=20
the NRC and its licensees, which he noted must spend large amounts of=20
money to dispose of their low level solid wastes.=20=20

Meserve said that the DOE has encountered the same costly solid waste=20
disposal problem "in spades" as it proceeds with decommissioning a number=20
of Cold War nuclear weapons facilities.=20=20

"That's why we're here - to seek your advice on these matters," Meserve tol=
d=20
the NAS panel.=20=20

At the NRC's request, the National Academy of Sciences' panel has agreed=20
to examine the question of whether or not there are sufficient technical ba=
ses=20
to establish a consistent system for controlling the release of what it is=
=20
terming "slightly contaminated" solid materials.=20=20

The panel is expected to evaluate a number of factors in making its=20
recommendations regarding the release of these materials, including studies=
=20
of critical groups, exposure pathways and scenarios, and individual and=20
collective doses.=20=20

Meserve asked the panel to consider a number of other factors in reaching=20
its conclusion, including rulemaking actions taken by federal agencies,=20
states, and the European Union.=20=20

Meserve outlined four conclusions that he said the NAS panel could=20
reasonably reach.=20=20

*Permitting the release of radioactively contaminated solid materials if th=
e=20
potential dose is less than a specified level.=20
*Restricting the release of such materials for only certain authorized uses=
,=20
which could prohibit recycling.=20
*Prohibiting the release of materials that were stored in areas where=20
radioactive materials were present.=20
*Segregating reused materials for public and nonpublic use.=20=20

Meserve added that his list of alternatives was not intended to "constrain =
[the=20
NAS panel] from being more inventive" in its recommendations.=20=20

Meserve acknowledged the controversial nature of the solid waste recycling=
=20
initiative, which environmental and public health groups have vehemently=20
criticized.=20=20

"This is a difficult issue where the emotional currents run strong," he sai=
d.=20=20

Still, Meserve implored the NAS panel to resist putting a "spin" on its=20
findings to address - or to avoid - the controversial nature of the NRC's s=
olid=20
waste recycling initiative.=20=20

"Call it the way you see it - we'll worry about the political fallout," Mes=
erve=20
said. "We want your best advice - give it to us straight."=20=20

Some members of the NAS panel did just that, as they wasted little time in=
=20
peppering the NCR chairman with a host of probing questions.=20=20

Dr. Robert Budnitz, president of the California based Future Resources=20
Associates, wanted to know why the NRC had requested the panel's=20
recommendations at all.=20=20

"Where did this come from? What's going on?" Budnitz asked Meserve.=20=20

Budnitz, a former NRC official, said he suspects the request came about=20
because the agency could no longer deal with the myriad individual recyclin=
g=20
cases that it is currently juggling.=20=20

Meserve acknowledged the point, saying that "it's a licensee need," and tha=
t=20
it is "extraordinarily expensive" for nuclear power plant operators to disp=
ose=20
of their radioactively contaminated solid materials through other means. =
=20

Meserve added that, "There's a lot of decommissioning underway [at DOE=20
nuclear weapons facilities] that we need to deal with somehow."=20=20

Bunditz pressed the point, asking Meserve if the Energy Department has=20
"formally or informally" approached the NRC about pushing for a national=20
standard for the recycling of contaminated solid materials.=20=20

"Is that part of this or not?" Bunditz asked.=20=20

Meserve acknowledged that he did "personally meet" with Energy Secretary=20
Bill Richardson about this problem, and that Richardson had encouraged the=
=20
National Academy of Sciences' involvement in the matter.=20=20

Andrew Wallo, director of the DOE radiation division's office of environmen=
t,=20
safety and health, was on hand Wednesday to report the agency's=20
perspective on the contaminated solid materials disposal problem.=20=20

Wallo noted that there are hundreds of tons of metals and other slightly=20
contaminated materials at DOE nuclear weapons facilities that must be=20
removed if the sites are to be cleaned up and closed down.=20=20

"It's a valuable commodity excepting the radioactivity in it," Wallo said o=
f the=20
materials.=20=20

Wallo told the panel that most of the scrap metal that has been released=20
from DOE facilities is either not contaminated at all, or has surface=20
contamination well below the agency's current standard. However, the pubic=
=20
and the steel industry has not been accepting of those very low exposure=20
risks, Wallo acknowledged.=20=20

Wallo recalled the furor that erupted when the DOE allowed contractor Briti=
sh=20
Nuclear Fuels Limited (BNFL) to release 110,000 tons of radioactive metals =
-=20
including 6,000 tons of volumetrically contaminated nickel - from the DOE's=
=20
K-25 nuclear weapons plant at Oak Ridge, Tennessee.=20=20

Public health and environmental groups vehemently objected to the contract,=
=20
saying that there was no law prevent the metals from being used to make=20
silverware, orthodontic braces, hip joint replacements, and even intrauteri=
ne=20
devices.=20=20

The steel industry also opposed the release of the contaminated scrap=20
metal, saying that it would erode public confidence in the industry and cos=
t=20
steel companies tens of million of dollars should radioactive materials=20
somehow find their way into production furnaces.=20=20

The public outcry forced Energy Secretary Richardson to block the sale of=20
the radioactive nickel. Richardson later issued a moratorium restricting th=
e=20
release of such materials until a national policy could be devised.=20=20

Gary Visscher, vice president of the American Iron and Steel Institute,=20
watched with interest on Wednesday as the NRC and the DOE asked the=20
National Academy of Sciences to sanction the practice of recycling=20
radioactively contaminated metals.=20=20

"Anything that diminishes the public's confidence in the safeness of steel =
is=20
going to hurt our companies," Visscher told ENS.=20=20

Lisa Gue, a policy analyst with the consumer advocacy group Public Citizen,=
=20
was also on hand on Wednesday to keep tabs on the two federal agencies=20
and their industry contractors.=20=20

"We have an ongoing concern with federal agencies that appease industry by=
=20
setting rules that facilitate the release of radionuclides into the environ=
ment,"=20
Gue said. "If the nuclear industry cannot afford to protect the public and =
the=20
environment from its waste products, then it's not a viable industry."=20=20

Gue and other observers said they are concerned with the large block of tim=
e=20
that was devoted to closed sessions during the three day meeting.=20
According to the official agenda, a total of 12 and a half hours of meeting=
=20
sessions are to be closed to the public, though officials pledged to post a=
=20
summary of the private sessions on the Internet.=20=20

GERMANY ACTS ON E.U. ORDER TO LET WOMEN INTO=20
MILITARY=20

The German military opened all branches of the service to women on=20
Tuesday, and the first 244 female recruits entered boot camps across the=20
country, ending a 50-year ban that had limited women to medical and=20
orchestral corps. In an interview with DeutschlandRadio, Brigitte Schulte, =
a=20
parliamentary state secretary in the Defense Ministry, said the 320,000-
strong German armed forces had taken the first step "on the road to=20
normality."=20

The opening of the army to women, including the ability to serve in combat=
=20
and special forces, was forced on Germanyafter the European Court of=20
Justice ruled early last year that its constitutional provision restricting=
 the=20
military role of women violated European Union rules on sexual=20
discrimination. Women, however, will still not be subject to compulsory=20
military service, which 22,000 young men just began. Of the 244 women,=20
151 joined the army, 76 joined the air force and 17 opted for the navy. The=
=20
first female officer candidates will begin training in July and a spokesman=
=20
for the Defense Ministry said it is expected that there would be about 1,00=
0=20
women in the armed forces at the end of the year.=20

The case against Germany was brought to the European Court by Tanja=20
Kreil, an electronics engineer, who applied for a job in electronics weapon=
s=20
maintenance in 1996 but was turned down because of her gender. "It made=20
me feel like I was living in the Middle Ages," said Miss Kreil when she=20
brought her case to the court. But after her legal victory, she withdrew he=
r=20
application this summer without explanation.=20

Germany's armed forces has fewer women than most NATO members,=20
with about 4,400 medical staff members and some 60 musicians. The=20
country's rules on women soldiers were among the most conservative in the=20
alliance.There were many more opportunities for women, for instance, in=20
the militaries of Britain, France and Denmark, although they exclude=20
women from some front-line positions. And the court suggested that those=20
exclusionary practices could continue "where sex constitutes a determining=
=20
factor to access to certain special combat units."

To prepare for the change, Germany's military has been conducting=20
sensitivity training for its reportedly reluctant male ranks, cautioning of=
ficers=20
against everything from sexual harassment to sexist paternalism. An=20
internal survey conducted this summer found that older soldiers in particul=
ar=20
resented the idea of women in uniform. "The way they see themselves as=20
male fighters is shattered," said the report. Nor has the country as a whol=
e=20

According to a US Army analysis, if there are only 20% women in a mixed=20
unit the men tend to be overprotective, reducing fighting competence. If=20
there are more than 50% women in a unit, the men tend to slacken and are=20

GERMAN BANKS TO BEAR EURO'S COST=20

The German government has rejected requests from its banking and retail=20
sectors for financial help with the cost of next year's switch to euro note=
s=20
and coins. In a statement that runs the risk of increasing resentment withi=
n=20
Germany to the euro's arrival, the government said that while it recognised=
=20
there would be extra costs, it was up to individual banks and businesses to=
=20
foot the bills. "The view of the government is that the costs should be bor=
ne=20
at the point where they arise," said a statement issued by the finance=20
ministry in Berlin.=20

German banks estimate that the changeover, including adapting cash=20
machines, will cost more than =A32bn. This amounts to about=20
=A345,000 for each branch in the country. In the first weeks of 2002=20
an estimated 48bn mark and pfennig coins and 2.6bn hmark notes will be=20
exchanged for euros; 17bn euro coins and 4bn euro notes will go into=20
circulation on Jan 1. Marks and national currencies in the other 11 nations=
=20
adopting the euro will be valid until Feb 28, 2002. Some opinion polls have=
=20
shown 2/3 of Germans to be against the introduction of the euro. Most of=20
them see the mark as the symbol of their country's post-war economic=20

CLINTON COURTS TROUBLE=20

Bill Clinton has blown hot, cold and hot again on the International Crimina=
l=20
Court (ICC). First, he supported a UN body to try those responsible for=20
crimes such as genocide who would otherwise not be prosecuted.=20
However, when in 1998 it came to adopting a convention on its=20
establishment, he declined to sign, citing fears that American soldiers=20
serving abroad might become vulnerable to politically motivated=20
prosecutions.=20

Now, in the final days of his presidency, he has acceded to the convention,=
=20
meeting the New Year deadline for signature. Seeking to justify his latest=
=20
switch in direction, he argues that, as a signatory, the US will be in a be=
tter=20
position to influence the evolution of the court than if it were not. He al=
so=20
claims to have extracted several significant concessions, among them that=20
US servicemen could be prosecuted only in the unlikely event that=20
American courts had taken no action against them.

Mr Clinton's earlier refusal to sign was motivated by a wish not to=20
antagonise the Republicans unnecessarily; at the time, he was in the throes=
=20
of the Monica Lewinsky impeachment case. That crisis being past, he feels=20
free to change tack. By so doing, he has at once appeased the liberal core=
=20
of the Democratic Party and spited his successor. George W Bush will be=20
saddled with a decision that most Republicans oppose. Indeed, the incoming=
=20
defence secretary, Don Rumsfeld, has aligned himself with Senator Jesse=20
Helms, chairman of the Foreign Relations Committee, in outright opposition=
=20
to the ICC.=20

The President's mischievous politicking becomes even more apparent in his=20
unusual recommendation to the Senate not to ratify the convention until=20
"significant flaws" have been addressed. Among these are failure to clarify=
=20
the status of alleged war criminals from countries that have not signed.=20
Nothing has transpired since the convention opened for signature more than=
=20
2 years ago to justify Mr Clinton's latest zigzag.=20

As the world's only superpower, America is better served by the=20
establishment of special tribunals on an ad hoc basis, as has been done for=
=20
former Yugoslavia and Rwanda, than by a permanent court that could be=20
used to undermine its hegemony. Having taken office, Mr Bush should=20
inform the UN that the American signature to the convention is being=20
withdrawn. The foreign policy legacy vaingloriously sought by Mr Clinton at=
=20
the 11th hour deserves decisive rejection. (The London Telegraph -=20

THE DEBATE OVER I.C.C. RATIFICATION CONTINUES=20

At the end of November both South Africa and Germanyannounced that=20
the ratification of the statute for the creation of the International Crimi=
nal=20
Court. Even though 121 nations have signed the treaty the number of=20
ratifications is only 25. A total of 60 is needed before the court can come=
=20
into existence. From the beginning there has been opposition in the United=
=20
States to the tribunal. As the AP reported, Senator Jesse Helms has=20
recently intensified his campaign against the ICC by promoting legislation=
=20
that requires the US personnel be "immunized" from the court's jurisdiction=
=20
before the US participates in any UN peacekeeping operations.=20

Helms plans to make passage of a bill barring U.S. cooperation with the=20
court a top priority next year. He is supported in this by the Republican=20
majority leader in the Congress Tom DeLay. The move has also won=20
backing from a bipartisan group of a dozen former U.S. administration=20
officials from Henry Kissinger to ex-CIA director R. James Woolsey. "This=20
court will circumscribe the United States' ability to project force ... to=
=20
defend not only its (global) interests but humanitarian interests as well,"=
=20
Helms spokesman Mark Thiessen said.=20

The ICC, which supporters predict will start operating in 2 years, was=20
created to deal with the world's most heinous crimes -- genocide, war=20
crimes, and crimes against humanity. It would step in only when countries=20
are unwilling or unable to dispense justice themselves.But since the treaty=
=20
establishing the court was signed in Rome in July 1998, the U.S. has been=20
campaigning to exempt U.S. soldiers and government officials from=20
prosecution, so far without success.=20

The U.S. objects to the idea that American citizens could be subject to the=
=20
court's jurisdiction if a crime is committed in a country that had ratified=
 the=20
treaty, even if the U.S. is not a party. Washington says that would leave=20
U.S. troops and citizens vulnerable to politically motivated prosecutions.=
=20

As the New York Times reported, some countries have suggested that a=20
limited exemption given to France in 1998 when the treaty establishing the=
=20
court was approved in Rome should be extended to the U.S. and other=20
countries who sign. That exemption gave France 7 years of immunity for=20
war crimes in return for a promise to sign and ratify the treaty, which=20
France subsequently did. The French said they needed time to align their=20
military training and laws.=20

The U.S. poses a different problem, however. It is arguing for a permanent=
=20
exemption for itself and for countries that do not sign. The Pentagon has=20
demanded guarantees that no American soldier or official on duty abroad=20
could ever be tried by the court, a stipulation that President Clinton, whi=
le=20
professing to support the court, has shrunk from overruling. Pressure in=20
favor of a ratification by the US has come from a New York Times=20
commentary by Robert McNamara, defense secretary under Presidents=20
John Kennedy and Lyndon Johnson, and Benjamin Ferencz, a prosecutor at=20
the Nuremberg war crimes trials. The Times also published an editorial in=20
favor of ratification.=20

The criticisms of the ICC can be divided in 2 categories. An example of the=
=20
first is an article in the Sydney Morning Herald where Padraic P.=20
McGuinness observed that this treaty on the face of things seems a good=20
idea. Who can object, he asks, to the idea of the punishment of those who=20
perpetrate crimes against humanity. However the matter is not so simple.=20
McGuinness asks "who defines what is a war crime?" And he also objects=20
that there is a real danger that the ICC "will be as biased in its operatio=
ns as=20
the UN Human Rights Commission or the UN General Assembly".=20

This could lead, says McGuinness, to a situation where the ICC will be=20
formed of a number of dubious appointees from various "left wing" and=20
"post-colonial" states, where they will be joined "by the do-gooders from t=
he=20
real democracies who see international law as a great way of exercising=20
power without having to bother about democracy". The consequence will=20
be that those put on trial will not be Serbian murderers or African warlord=
s=20
but the U.S. military and their commander-in-chief, the President.=20

The second category of objections is exemplified by Mary Jo Anderson, in=20
an article published in the October issue of the magazine Crisis. Anderson=
=20
noted that the ICC will have the power to enforce the controversial social=
=20
policies of the UN. The UN Secretary-General Kofi Annan greeted the=20
ICC as "a giant step forward in the march towards universal human rights=20
and the rule of law." But Anderson asked "which rights are universal=20
human rights?" She observed that the UN's Beijing+5 Review followed the=20
formula, "Women's rights are human rights." Moreover the term "health and=20
reproductive rights" is part of the UN understanding of women's rights and=
=20
the "rights of the girl child."

Thus we could be led to a situation where the ICC enforces a system of=20
international rights that includes the rights to abortion, sexual orientati=
on,=20
and homosexual marriages and rights of the earth to be protected from=20
"human parasites," thus leading to UN population control programs. It=20
should be noted that nations have agreed to ratify the ICC before crucial=20
terms have been defined or implementation procedures have been clearly=20
drawn. Anderson sees in this typical UN bureaucratic tactic in which a=20
humanitarian concept is proposed and governments agree on the principles,=20
but radical groups control the definitions and implementation.=20

Lest these fears be considered exaggerated, Anderson goes on to explain=20
the nature of an accusation against the Vatican lodged by the European=20
Network of the International Planned Parenthood Federationon June 24. At=20
the close of the Beijing+5 Special Session at the UN, radical NGOs and the=
=20
coalition of western nations had again been halted in their drive for=20
universal abortion rights. Two weeks later, in an open letter to Pope John=
=20
Paul II, Planned Parenthood outlined its conflict with the Holy See: aborti=
on=20
and rape, condoms and AIDS, sex education, and homosexuality.=20

The letter claimed "...we are deeply concerned that you do not seem to=20
recognize that the opinions and actions of the Holy See...are seen by many=
=20
as...war...that contributes to...suffering and deaths....". Anderson asked=
=20
"Could the Pope conceivably be held responsible by the ICC (once it is full=
y=20
ratified) for millions of AIDS deaths because the Church prohibits the use=
=20
of condoms?" Without doubt, an international tribunal capable of pursuing=20
violations of fundamental human rights could do much good. However given=20
the track record of the UN in redefining the concept of rights to include=20
profoundly anti-Christian conceptsthere are very good reasons to be wary=20
of how the ICC's power will be used. (Zenit)

1. Gaza DCO Attacked with gunfire
(BNI-JAN.4) Late Wednesday night, shots were fired at the IDF=92s southern
District Coordinating Office in Gaza near Gush Katif. There were no
reported injuries.

Soldiers stationed at the northern Gaza position near Erez were also
attacked with gunfire. No injuries. Soldiers returned fire in both cases.

2. Ashdod teen seriously injured in stabbing attack
(BNI-JAN.4) An 18-year-old Ashdod teenager sustained serious injuries in a
stabbing attack at about midnight. He was transported to Kaplan Hospital
in Rehovot. The motive for the attack is under investigation.

3. Ganei Tal comes under fire during the night
(BNI-JAN.4) There were several incidents of shooting attacks against IDF
forces and Jewish communities in Gaza during the night.

Shots were fired into Ganei Tal. No injuries. Soldiers stationed in
southern Gaza at the border to Egypt in the Rafiach area were attacked by
gunfire. No injuries.=20

Shots were fired into the community of Neve Dekalim. No injuries.=20

In all cases, soldiers returned fire.

4. No deal with PA before elections
(BNI-JAN.4) Senior government officials involved in the Oslo process are
indicating that it would be most unlikely that any peace agreement will be
signed with the PA prior to the February 6, 2001 elections for prime
minister.

On Wednesday, PA Chairman Yassir Arafat told US President Bill Clinton
that he was accepting the White House=92s bridging proposals with some
modifications, but sources in Jerusalem, including Foreign Minister Shlomo
Ben-Ami indicated that a deal prior to the elections would be a miracle.

Senior aide to the prime minister attorney Gilead Sher is being dispatched
to Washington as a special emissary to Prime Minister Ehud Barak, to
convey Israel=92s position in light of the PA=92s acceptance of the bridgin=
g
proposals. Israel is also seeking clarification from the White House
regarding the PA=92s position.

Mr. Barak spoke with Clinton on the phone twice on Wednesday and the=20
Peace
Cabinet convened to discuss the new developments.

Senior aides to the prime minister rejected reports that negotiations were
resuming, repeating the prime minister was not planning to return to the
talks prior to Arafat bringing an end to the daily terror attacks.

1. Over 1,000 Bet El residents converge on PM=92s office
(BNI-JAN.4) Over 1,000 residents of the community of Beit El, in Samaria,
on early Thursday afternoon converged on the Prime Minister=92s Residence i=

the Rehavia section of the capital. The action was one of many taking
place daily =96 objecting to reported government plans to make wide scale
land concessions to the PA including areas of Jerusalem and holy sites.

2. Gun battle continues in Tul Qarem area
(BNI-JAN.4) IDF forces have been engaged in a gun battle near the PA
autonomous city of Tul Qarem. Fighting is reported to be heavy. There are
no reported IDF casualties.

The battle is taking place west of Tul Qarem at the factory area over the
past several hours. In addition to the gunfire, soldiers are being
attacked with stones and firebombs.

3. IDF forces come under fire near Harbeta
(BNI-JAN.4) IDF forces operating near Harbeta, in the western sector of
the Benjamin Regional Council of Samaria were attacked by sniper fire. No
injuries to IDF forces that returned fire. The gunfire was north of Beit
Horon, in proximity of the Jerusalem =96 Modi=92in road, the site of recent
terrorist attacks.

As a result of the increase in shooting attacks on the road, Egged has
announced it will be ceasing bus service on Rout 443 at 4:30pm daily,
before sunset.

4. Roadside bombs in Gush Shilo were poisoned
(BNI-JAN.4) Several explosive devices that were placed opposite the Arab
village of Luban a-Sharqiya in the Gush Shilo area of Samaria on Wednesday
were doused in a toxic pesticide to make them increasingly lethal.

As was reported on Wednesday y BNI, the placement of the explosive=20
devices
resulted in the closure of Route 60 in the Gush Shilo area for a five-hour
period while bomb demolition experts neutralized the devices.

Army officials reported the devices were encased in 105-millimeter tank
shells and were set to be detonated by cellular telephones.

Last week BNI reported that bomb demolition teams have received special
instructions in dealing with suspected explosive devices, especially if
soldiers hear cellular telephones ringing in the area. Two IDF soldiers
were killed last week when one such blast was detonated while they were
dismantling a second device near Gaza=92s Sufa Checkpoint.

5. PM: Israel not relinquishing sovereignty over Temple Mount
(BNI-JAN.4) In a letter sent to Chief Rabbis Yisrael Meir Lau and Eliyahu
Bakshi Doron, Prime Minister Ehud Barak denied reports that he planned to
turn over control of Jerusalem=92s Temple Mount to the PA. The prime
minister added that any decisions pertaining to the holy site would be
discussed with the chief rabbis.

Rabbi Lau recently issued a statement that Israel may not turn the control
of the holy site to a foreign nation.=09

6. Two persons injured in King George Street roof collapse
(BNI-JAN.4) Two persons sustained light-to-moderate injuries in Jerusalem
on Thursday afternoon when a roof in an ice cream store at 7 King George
Street collapsed. No additional information is available at this time.

7. Marchers attacked with stones from Hizme
(BNI-JAN.4) Members of the protest march from the community of Ofra were
attacked by stone-throwers from the Arab village of Hizme, near
Jerusalem=92s northern Pisgat Ze=92ev neighborhood. There were no reports
pertaining to injuries.

8. Three injured in Maale Adumim gas explosion
(BNI-JAN.4) Three persons sustained light-to-moderate injuries at about
3:00pm Thursday in an explosion in a Maale Adumim home. Police indicated
they believe the blast was the result of a gas leak. The injured were
transported to hospital for treatment.

 Thank you, again, my friend, for leading me to some additional
considerations of the book of Genesis. In your response to John of NZ,
you wondered if the reversal of order implied a predominance of the
spiritual in Genesis 1 and a predominance of the physical in Genesis 2.
I think the spiritual precedes the physical in the first part of Genesis
1, however, once the spiritual requirements were satisfied, I think the
physical come to the fore.

"In the beginning God…" We know God is a spirit so the beginning is
spiritual, this preceded "…created the heaven and the earth." which, I
think, is physical. The heaven being physical space and the earth being
physical matter. ‘The earth was without form and void´ is a real
conundrum. I have my ideas about it but they could be wrong. However,
I think, the darkness on the face of the deep was spiritual darkness and
the light of 1:3, was spiritual light.

God then ‘divided the light from the darkness and He called the light
Day and the darkness He called night´. This dividing, I think, was
similar to the dividing of the waters from the waters by a firmament
which God called ‘heaven´ but the division of a spiritual nature, the
divider of 1:4, between the Day and the Night, is the ‘firmament of the
heaven´ of 1:13 & 14. At this point, therefore, there was a ‘heaven´
between the heaven of 1:1 and the earth, with spiritual light being in
the first heaven and spiritual darkness in the heaven surrounding the
earth.

Next, Genesis 1:6-8 tells us, God made a firmament in the midst of the
waters. The waters were on the earth so this firmament, or heaven,
moved part of the waters into the ‘second heaven´, and the ‘firmament in
the midst of the waters´ became another heaven, surrounding the earth.
I think this is predominately physical.

 Finally, God set lights in the firmament of heaven, the intermediate
heaven, to give light on the earth and ‘for signs, and for seasons, and
for days, and years´. He also made the sun to rule the day and the moon
the rule the night. I think this is also predominately physical.

The net result was three heavens which are, looking from earth: an upper
heaven, a physical space full of spiritual light, the seat of the
Father; an intermediate heaven, a physical space, where the ‘heavenly
bodies´ are located, filled with spiritual darkness and containing water
and, lastly, a lower heaven, a physical space surrounding the earth,
filled with spiritual darkness and with water covering the face of the
earth.

 From this point on, until God rests on the 7th day, I think the making
and creating are predominately physical.

Note - When God divided the waters from the waters, Genesis 1:7, He did
so by putting a firmament ‘in the midst of the waters´. He then called
the firmament ‘heaven´. The word for firmament is ‘raqiya´, meaning an
expanse, a space. The result was, I think, a physical space surrounding
the earth. God´s use of the word ‘heaven´ for this space, I think,
tells us both the upper and the intermediate heavens are space, also.
Praise the Lord!

As to the reversal of terms - Gen.2:4-6 "These are the generations of
the heavens and of the earth when they were created, in the day that the
LORD God made the earth and the heavens, and every plant of the field
before it was in the earth, and every herb of the field before it grew:
for the LORD God had not caused it to rain upon the earth but there went
up a mist from the earth, and watered the whole face of the ground."

 This is telling us, I think, that chapter 1 was the history of all that
went before, from the creation of the heaven and the earth, through the
‘day´ when He remade the earth and made the intermediate and lower
heavens. He also tells in that ‘day´ He ‘made´ every plant and herb,
before they were in the earth. This, I think, means God had made the
seed for the plants and herbs before the earth ‘brought forth´ in 1:11.
It would appear the seeds had been made earlier but the earth could not
bring them forth until they could be watered. Praise the Lord!

Rational - I think God created the heaven and the earth to provide a
place to which Satan and the fallen angels could be exiled from God´s
habitation, Eternity. It contained, initially, Satan and his followers
along with the darkness and evil God created to accommodate them.
(Isaiah 45:7) I think it was also a physical space in which the
physical earth could be located, where God could lay the foundation of
the earth. (Zechariah 12:1) We know, today, that God the Father is in
heaven and I think the Father, Son and Holy Ghost have been in the upper
heaven from ‘the beginning´. Praise the Lord!

The information highway is quickly becoming a religious fast lane as the
nation's faithful log onto the Web in large numbers to make prayer requests,
review missed sermons, communicate with other members and find new places of
worship.

In one of the first major studies of religious use of the Internet, a
Washington, D.C.-based research company has found that church and synagogue
members are turning to religious websites and e-mail to enhance their
spiritual lives.

In a look at 1,309 congregations that responded to a survey by Pew Internet &
American Life Project, researchers discovered that blacks were 65 percent more
likely than whites to seek religious information online.

Black women over 30 have the most loyal online spiritual diet. Some 38 percent
have surfed religious websites.

``People bring their interest and passion from the offline world into
cyberspace,'' said Lee Rainie, director of the Pew Internet Project. ``The
church is an enormous force in the African-American community. We have seen
consistently from the moment we began to do survey work that African Americans
are much more likely than any other racial or ethnic group to get spiritual
and religious information online.''

WEBSITES COMMON

With so much interest in religious websites, having a presence in cyberspace
is becoming as common as a Yellow Pages listing for most houses of worship.
Religious websites across South Florida offer everything from virtual tours to
a pipeline to the pastor.

Temple Israel of Greater Miami posts sermons on its website and offers links
to educational, social and religious clubs and the Union of American Hebrew
Congregations, the national branch of Reform Judaism.

``The whole reason for having the website is for people who want to look on
the Internet to find out about Reform Judaism. I hope that our site would pop
up for them,'' said Dorothy Raskin, who maintains the temple's site.

DAILY MESSAGES

Religious leaders across South Florida also use the web regularly. Rabbi Rami
Shapiro of Temple Beth Or in Kendall checks his e-mail throughout the day for
messages from his congregation.

With a simple click of the mouse, Shapiro sends a message with a prayer and a
Bible lesson six days a week to 400 people a day.

``I check the e-mail first thing in the morning after meditation,'' Shapiro
said. ``My website is very well known. We get hundreds of hits a day. If I
leave it for an hour or I miss a day, there are too many [messages]. It's
overwhelming.''

Like Shapiro, clergy responding to the Pew Internet & American Life study
reported that Internet work and research is a growing part of their duties. Of
471 rabbis and ministers who responded to the survey, 81 percent have gotten
information for worship services online and 57 percent downloaded information
on other denominations and faiths.

Some 83 percent of congregation members said the Internet helped
congregational life.

REACHING OUT

The most common uses for synagogue and church websites were to encourage
visitors to attend services, post mission statements or other information on
the faith, provide links to national denominations and list meeting schedules
and minutes.

The survey was not scientifically accurate because there is no single registry
of congregational websites from which to draw a random sample.

Ongoing research by the Project shows that 19 million to 20 million people
have used the Internet for religious information, some 21 percent of Internet
users. That's more people than have used online banking (18 percent),
participated in online auctions (15 percent) or have gone to dating services
on the Web (9 percent).

The Rev. Bryan Hobbs of Holy Sacrament Episcopal Church of Pembroke Pines said
the Internet helped add a family to his church. He once helped a family from
overseas relocate.

``They found our web page and got in touch with me in person. They wanted to
know about schools, housing and neighborhoods. I pointed them in the right
direction,'' Hobbs said. In 1999, ``they moved and became members of the
parish.''

EXPANSION PLANS

Black churches behind the technology curve in South Florida offer mostly basic
information on their websites, but many have plans to expand.

In Fort Lauderdale, Mount Olive Baptist Church, home to 7,500 members, plans
to use its website to evangelize someday. Currently it features most of the
basics plus a prayer room chat page for spiritual connection online.

``We are still in the process of getting it up to speed. We would like to get
[sermons] on live time,'' said the Rev. Anthony Burrell, minister of outreach
and pastoral care. ``We are blessed here at Mount Olive to have such a dynamic
pastor [the Rev. Mack King Carter]. He is the kind of person we believe ought
to have a wider audience out there.''

Universal Truth Center of Carol City gives visitors a CD-ROM to use in their
home computers. It's packed with information on church programs.

``Our hope is to get to the point where you can have as close to the church
experience as possible on the Web,'' said Will Cannon, church marketing
director.

Friday, January 5th, is the tenth day of the Hebrew month of Tevet. This is=
 a day of fasting for the destruction of the Holy Temple, called by the Bib=
le "the fast of the tenth:"=20

"Thus says the L-rd of Hosts: The fast of the fourth month, and the fast of=
 the fifth; and the fast of the seventh; and the fast of the tenth, shall b=
ecome times of joy and gladness, and cheerful feasts to the house of Judah,=
 therefore love truth and peace" (Zech. 8:19)

On this day, Jerusalem was surrounded by Nebuchadnezzer, king of Babylon. I=
t was this siege that eventually led to the breaching of her walls and the =
destruction of the Temple, three years later.=20

Jews the world over will mark this day with fasting and prayer, bearing in =
mind the dictum of the sages, "whoever mourns for Jerusalem will merit to s=
ee her joy."

However, we would do well to remember another important teaching, one with =
more relevance today than ever: "Every generation that does not rebuild the=
 Holy Temple is reckoned as the generation that destroyed it."

Jerusalem is surrounded. From without, hostile Palestinian forces are ready=
 to pounce on her to tear her asunder. From within, the deceit and treacher=
y of her leaders spreads like a cancer. Ehud Barak is preparing to give the=
 Palestinians Jerusalem. In order to save his own political career,=20
Barak is desperate to sign the American-sponsored agreement, spawned by the=
 imagination of Bill Clinton out of his own desire to go down in history as=
 a peacemaker at all costs, moments before he leaves the White House. This =
agreement will divide Jerusalem and secede the Temple Mount.=20

Jerusalem is surrounded. A flyer prepared by the "One Jerusalem" organizati=
on, in advance of a massive demonstration to be held outside Jerusalem=92s =
Jaffa gate this coming Monday evening, points out unsettling facts: At leas=
t four major Jerusalem neighborhoods, home to over 100,000 Jews, will find=
=20
themselves located only a few hundred meters from the new Palestinian state=
, according to Barak=92s plan. This means that their security will be in th=
e hands of the Palestinian Authority, within shooting range of Arafat=92s g=
uns.=20

Jerusalem is surrounded. Barak=92s plan means that three other neighborhood=
s around greater Jerusalem will be completely cut off from the city. And in=
 addition to the Temple Mount, the Mount of Olives will be under Palestinia=

*** Court rejects suit against Yale

NEW HAVEN, Conn. (AP) - Four Orthodox Jewish students have lost
another court challenge in their claim that a sexually immodest
atmosphere at Yale University's coed dormitories violated their
religious beliefs. The 2nd U.S. Circuit Court of Appeals rejected
claims that Yale discriminated against the students or violated
federal antitrust law by requiring unmarried freshmen and sophomores
under age 21 to live on campus. The three-judge panel said the
students could have gone elsewhere if they didn't like Yale's
housing rules. Their lawyer, Nathan Lewin, said he may ask the court
to reconsider its Dec. 28 ruling, though all but one of the students
have graduated since they sued in 1997. Some of the students got
around the rule by living in off-campus apartments but still paying
Yale more than $6,800 for their unused dorm rooms. They sued to get
refunds and exemptions to the housing policy.

*** Anorexic student sues college

BOSTON (AP) - An anorexic student sued her college Wednesday, seeking
readmission after school officials turned her away because of her
condition. Keri Krissik, 20, suffered cardiac arrest while at home
in Milford, Conn., in April. She completed her spring semester
coursework, but administrators at Stonehill College, a Catholic
institution, refused to let her register last fall. The Rev. Mark
Cregan, the university president, said "we don't have the ability to
support her in the way she needs to be supported." Krissik, 5-foot-6
and between 97 and 100 pounds, has been anorexic since she was 8.
She now has a defibrillator implanted in her heart. She said she is
protected by the federal Americans with Disabilities Act. Anorexia
nervosa is marked by obsessive fasting. Its effects can range from
weight loss to delayed sexual development, heart problems,
depression and death.

*** Mercy killing advocate to give tips

MELBOURNE, Australia (AP) - Australian euthanasia advocate Dr. Philip
Nitschke said Thursday he plans to start teaching healthy elderly
people how to kill themselves so they can prepare for terminal
illnesses. Some senior citizens want to learn how to end their lives
- and which drugs they would need - while they are still in control
of their own destinies, Nitschke said. His euthanasia workshop on
the subject is scheduled for later this month in the southern island
state of Tasmania. "Better to (learn to) do it while you're well and
able rather than leave it 'til you become sick and unable," he said.
Nitschke is careful to do no more than present basic information
about euthanasia because it is illegal in Australia to advise or
assist someone to commit suicide. In the last two years, he has told
about 300 terminally ill people how best to commit suicide. He says
40 subsequently killed themselves. "Our defense is (that) giving
information doesn't direct people to do anything," he said.

*** Date to build Hindu temple mulled

LUCKNOW, India (AP) - A Hindu nationalist group said Thursday it will
announce the date for building a controversial temple on the site of
a demolished mosque later this month. The decision is expected to
whip up tensions between the majority Hindus and the minority
Muslims, who are opposed to building the temple on the site of a
demolished medieval mosque in Ayodhya, 345 miles east of New Delhi.
The demolition of the mosque in December 1992 by Hindu nationalists
sparked religious riots between Hindus and Muslims that killed 2,000
people across India. Hindu nationalists claim the mosque was built
at the site of the birthplace of Lord Rama, Hinduism's principle
deity. Muslims deny the birthplace claim.

*** Russia denies moving nuclear arms

MOSCOW (AP) - The Russian military on Thursday denied reports that it
moved short-range nuclear weapons onto one of its military bases on
the Baltic Sea, and Russian analysts said such a deployment would be
senseless. The alleged transfer of tactical nuclear weapons, first
reported Wednesday in The Washington Times, "doesn't correspond with
reality," said Anatoly Lobsky, a spokesman for the Baltic Fleet. Two
senior Clinton administration officials with access to intelligence
reports on the subject told AP Wednesday on condition of anonymity
that there have been recent indications of movement of Russian
nuclear weapons to a naval base in the Kaliningrad enclave.
Kaliningrad is sandwiched between Poland and Lithuania and provides
Russia with access to the Baltic Sea. They said some weapons may
have been there a year or longer.

*** Y2K computer glitch hits 7-Eleven

DALLAS (AP) - A Y2K-type computer bug hit cash registers in 7-Eleven
stores this week, causing them to read the new year as 1901 instead
of 2001 and inconveniencing customers who wanted to make credit-card
purchases. A spokeswoman said the problem was fixed late Tuesday
night and most stores were operating normally Wednesday. Officials
at the Dallas-based chain of about 5,200 U.S. convenience stores and
thousands more around the world thought they had nipped
calendar-related computer glitches a year ago when, like many other
big corporations, they geared up for an onslaught of Y2K bugs that
never came. 7-Eleven said it spent $8.8 million preparing its
in-store computer systems for the rollover from 1999 to 2000.

*** Rainbow stickers removed due to complaints

TRAVERSE CITY, Mich. (AP) - Rainbow stickers placed on police cars
and other city vehicles earlier this month are being removed because
of complaints that the emblem promotes homosexuality. City officials
said the stickers of a rainbow overlaid with human figures were
meant to endorse diversity. But they drew hundreds of letters and
e-mails to the City Commission because the rainbow emblem is a
symbol for acceptance of gays. Mayor Larry Hardy said he had "no
idea it had anything to do with the gay community." The decision
Tuesday to remove the stickers prompted some of the 100 residents at
a meeting to weep and leave the room. Others cheered. City
Commissioner Margaret Dodd, who designed the stickers, said the
design "was never in mind just a gay thing." She said the stickers
evolved as a result of a series of hate crimes in the community.

*** N.Y. police search for arsonists

MOUNT SINAI, N.Y. (AP) - Warning "If you build it, we will burn it,"
a radical environmental group opposed to urban sprawl has claimed
responsibility for the burning of three luxury houses under
construction on what was one of Long Island's last remaining farms.
A small explosive device was set off over the weekend, causing up to
$30,000 in damage to each home. No one was injured. "This hopefully
provided a firm message that we will not tolerate the destruction of
our island," the Earth Liberation Front said in a statement. Police
also believe the ELF is responsible for millions of dollars in arson
and vandalism to six other unoccupied homes on Long Island over the
past month. Police, the district attorney's office and the FBI have
formed a task force to investigate the fires and identify the
members of the loosely constructed environmental group,
headquartered in Portland, Ore. The environmental group said the
expansion project threatened lynx.

*** Texas search for convicts continues

DALLAS (AP) - Texas police were wearing bulletproof vests and
increasing their firepower Wednesday in the biggest manhunt in state
history - a search for seven escaped convicts believed to be using
stolen police scanners to stay a jump ahead of the law. In the three
weeks since they broke out of prison with a cache of weapons and
left a note warning, "You haven't heard the last of us yet," the
convicts are suspected of pulling off at least two robberies and
killing a police officer. Prison officials said the search has
spread across the Southwest, but is concentrated in the Dallas area.
Larry Todd, a spokesman for the Texas Department of Criminal
Justice, said all seven are still believed to be together. Todd said
they apparently have not tried to contact any close friends or
relatives, but he added: "Someone is obviously helping them. They
have the money and assistance to stay hidden." That the seven
appeared to be running as a gang and instead of splitting up has led
to suspicions they may be planning a showdown.

1. ARABS SAY NO
The Foreign Ministers of the Arab League decided unanimously today to
support the "reservations" expressed by Arafat about U.S. President
Clinton's proposals. The Arab League announced that the Arab "Right of
Return" to Israel is "holy" and can never be abandoned. Arafat had earlier
announced that he would wait until after the Arab League meeting before
announcing his final answer to the proposals. The negative Arab answer
came despite the fact that Clinton's plan "offered" the Palestinians more
than any other Israeli government had ever agreed to cede them:
* 95% of Judea and Samaria; before his election last year, Barak told
Arutz-7 today that he would not even give over as much as 50%.
* many Jerusalem neighborhoods and the Temple Mount; before and after his
election, Barak repeatedly promised that Jerusalem would never be divided
and would remain Israeli forever;
* the Jordan Valley and entry of 150,000 Arab refugees to Israel.

Palestinian leaders continue to talk about a possible Barak-Arafat-Clinton
summit meeting - but the Prime Minister's Office says that the diplomatic
process will not resume before the Palestinian violence in Judea and
Samaria is reduced. Minister Amnon Lipkin-Shachak, speaking with Arutz-7
today, surmised that although no agreement is likely to be reached in the
coming weeks - echoing public sentiments of Prime Minister Barak and
Foreign Minister Ben-Ami - "the continuation of talks serves the purpose of
lessening the violence."

2. P.A. RADIO PREPARING PUBLIC FOR "NO"
Michael Widlanski, of the Israel Resource News Agency, reports that the
Palestinian Authority has been strongly signaling to its public that Arafat
had not given an affirmative answer to the White House, and that no
decision would be made until the today's League meeting. Both yesterday
and this morning, Voice of Palestine aired comments by senior PA officials
lowering expectations from the Washington talks. Some of them
emphasized
the need to act in concert with other Arab parties. Nabil Shaath said, "We
cannot accept [Clinton's proposals] without the acceptance [of the
reservations expressed by Arafat] or least after negotiations considering
these Palestinian reservations. We cannot be obligated to accept anything
without the legitimate rights of the refugees to return... Nor (can we
accept) any splitting of the holy shrine [the Temple Mount] and the
complete Palestinian sovereignty upon it."

3. POPULAR PROTESTS PERSIST
The Yesha towns of Beit El, Elon Moreh, and Yitzhar were on strike today -
and many of the residents took advantage of the free time to establish a
new outpost along the main highway from Jerusalem to their homes. The
initiative was the continuation of a mass protest movement against the
continuing Palestinian shooting attacks - a protest started on Monday by
residents of Ofrah, after the double murder of two parents of six young
children, Binyamin Ze'ev and Talia Kahane, outside their homes the day
before. Hundreds of Beit El residents - men, women, students, and children
- marched several kilometers this morning, then built an outpost on the
Ofrah-Jerusalem highway, and then continued by bus to protest outside the
Prime Minister's home in Jerusalem.

In the Shomron area a number of settlements are also on strike. A group of
about 200 residents from Kedumim marched this morning in the direction of
the Arab village of Funduk; from there, they made their way by bus to
Jerusalem's City Hall. For the past five days, residents of Judea, Samaria
and Gaza, together with members of Professors for a Strong Israel, have
been holding a hunger strike at City Hall in protest against the
government's willingness to divide Jerusalem.

Residents of Kokhav HaShachar blocked a main Alon Highway intersection
to
Arab traffic this morning. Some four marches from Yesha and Ra'anana are
currently taking place towards Jerusalem, under the slogan, "Israel is
fighting for her soul." The marchers from Ofrah were attacked with a
barrage of large rocks near Hizme, outside Pisgat Ze'ev; Israeli forces
arrived on the scene.

4. BARAK TAKES RABBINICAL BAN TO HEART
Knesset Members of the National Religious Party met today with Israel's
Chief Rabbis, and asked them to issue an "emergency measure" allowing
Jews
to visit the Halakhically-permitted areas of the Temple Mount. The Chief
Rabbinate's position has always been not to distinguish between the
different areas, and to issue a blanket ban on Jewish entry to the holy
site. Last week, however, at a rabbinical conference on the issue of the
Temple Mount at Yeshivat Hakotel, a number of rabbis expressed regret at
not having taken a more active stance in favor of visiting certain areas of
the Mount. The Chief Rabbinate issued a ruling today stating that is
forbidden to cede Jewish sovereignty over the Temple Mount.

Barak wrote to the Chief Rabbis today that his government "did not cede the
Temple Mount to the Palestinians," and that he plans to ask Clinton for
"clarifications" on this matter. Clinton's position is that the Temple
Mount should be Palestinian. Barak wrote that he would consult with the
Chief Rabbis before any Israeli decision on the matter is made. The Rabbis
reacted with great disappointment to the letter, saying that Barak had been
much more categorical only a week ago in a discussion with them on the
topic. They said that he promised at the time that the Mount would not be
given to foreign sovereignty.

Barak's office later responded to the Rabbis' disappointing by issuing a
statement saying, "the Prime Minister has reiterated his position, which is
well-known to all, that he does not intend to sign any document which
transfers sovereignty over the Temple Mount to the Palestinians. U.S.
President Clinton, the Palestinian Authority, and all those involved in the
negotiations are aware of this position." It was unclear from the
statement whether Barak still intends to maintain Israeli sovereignty only
over the lower level of the Mount, or the entire area.

5. BARAK TURNS DOWN RECOMMENDATION TO OPEN TEMPLE MOUNT
The Police and Israel's General Security Service recommend re-opening the
Temple Mount to Jewish visitors. In a meeting this week at the Prime
Minister's Office, police and GSS leaders said that reopening the Temple
Mount to Jews would not cause renewed outbursts of tension there. They
reached this conclusion after holding meetings on the matter with the
Moslem Waqf. Jews have not been permitted to visit the holy site since the
beginning of the current violence, over three months ago. Prime Minister
Barak rejected the recommendation, and said that the Temple Mount would
remain closed to Jewish visitors at least until after the elections. The
Chai VeKayam movement, which is active on behalf of Jewish rights to and
on
the Temple Mount, said in response that the decision is "political" and
that they would petition the Supreme Court to have it revoked.

6. SHOOTING CONTINUES
Yasser Arafat reportedly agreed in Washington to take measures to reduce
violence against Israelis - but heavy shooting continued last night and
today in several locations throughout Judea and Samaria. This afternoon,
PA forces fired towards IDF positions in an industrial area west of
Tulkarm; the ensuing battle has been going on for several hours. Shots
were also fired at IDF targets near Nili, in the Modi'in region.

Last night, Palestinians shot from the village of Kalil, near Shechem, at
an IDF force in the area; the soldiers returned fire. In Gaza, Arabs fired
towards N'vei Dekalim; several bullets struck the Hesder Yeshiva building
and its Aron Kodesh (holy ark). Shots were also fired at an IDF post near
Nisanit in the northern part of the Gaza Strip; there were no casualties.

7. TO MARS IN TWO WEEKS
Scientists from Ben-Gurion University in the Negev claim that they have
developed a method of reaching the planet Mars in just two weeks, instead
of ten months. Prof. Yigal Ronen of the Department of Nuclear Engineering
and Masters student Eugene Schwagross say that it is possible to
considerably shorten the duration of the space journey by using a rare
compound called Americium M-242. The chemical causes continuous
nuclear
breakdown, which can be used to power and fuel extensive distances.

[IMRA: Dan Bitan of Peace Now told IMRA that "understanding the cause of
Palestinian violence is one thing, but that does not mean that violence can
be used as a negotiating tool. We consistently call on both sides to
refrain from using violence."]

Peace Now calls upon the Prime Minister and Defense Minister Ehud Barak
immediately to dismantle the new settlements recently established in the
West Bank. Two new settlement outposts were established in the Ramallah
district this week, one near Ofra (Monday) and another near Beit-El (today.)

Approving such illegal actions, which actually change the map of the
occupied territories, will cripple any chance for a peace agreement.
Inaction on the part of the government regarding these settlements means
that even if a peace agreement is reached, its implementation will be
impossible.

Professor Amiram Goldblum, head of Peace Now's Settlement Watch Team: "It is
impossible to conduct negotiations in Washington for a peace agreement, and,
at the same time permit the blocking of such an agreement by the
right-wing. The establishment of settlements is an act of violence,
producing violent reaction and bloodshed."

Note that the Barak government decided to dismantle only 8 of the 42

Russia Develops New Stealth Plane Technology

MOSCOW, Jan 4, 2001 -- (Agence France Presse) Russia has developed
new technology which will allow military planes to completely escape radar
and other tracking systems, researchers were quoted by Itar-Tass
Wednesday as saying.

The technology consists of a plasma field capable of absorbing the
electromagnetic waves emitted by enemy tracking systems, sending back
false signals on the plane's speed and position, the Keldysh research center
sources said.

The nascent Russian system would eclipse the finest of US stealth
technology, according to the report.

Russia's new fifth-generation MIG fighter planes will be equipped with the

Britain is developing its own version of a controversial hi-tech bomb, the =

of which by the Russians in Chechnya has sparked protests from human=20

The thermobaric munition uses a massive wave of heat and blast pressure=20
rather than high explosive to destroy buildings and kill humans over a larg=

The BBC claims the weapon is already in development by the Defence=20
Evaluation and Research Agency in Kent and may be in service by 2005.=20=20

However, a statement by the Ministry of Defence suggests that Britain's=20
plans may be less well-advanced.=20=20

It read: "We are currently investigating the possibility. It is possible th=
at this=20
might involve a thermobaric solution.=20=20

"We would, of course, ensure that this is fully in accordance with=20
international law."=20=20

But the BBC claims that Major Ian Orr, commander of the Army Urban=20
Warfare Training Team, has assured its reporter that development is already=
=20
under way at DERA.=20=20

The weapon - the effect of which has been compared to that of a tactical=20
nuclear bomb - has caused concern among the military because it renders=20
conventional body armour useless.=20=20

And it has sparked protests from human rights campaigners, who claim that=20
it is disproportionate and indiscriminate in its effects, as it causes mass=

internal injuries to anyone - including innocent civilians - within range o=

According to the BBC, Britain's version of the weapon will be less=20
devastating than the Russian devices used in the Chechen capital Grozny,=20
