Before the miracle of the feeding of five thousand, we have:

Mark 6:34
And Jesus, when he came out, saw much people, and was moved with
compassion toward them, because they were as sheep not having a
shepherd: and he began to teach them many things.

Many things? What things? Why aren't His teachings to shepherdless
people recorded here? All we have in the next passage is the number
of loaves and fishes in a boy's lunch (recorded seven times in the
New Testament) of five loaves and two fishes and the number of twelve
leftover baskets.

After the second miracle feeding with four thousand,

Mark 8:12-21
And he (Jesus) sighed deeply in his spirit, and saith, Why doth this
generation seek after a sign? verily I say unto you, There shall no
sign be given unto this generation. [13] And he left them, and
entering into the ship again departed to the other side. [14] Now the
disciples had forgotten to take bread, neither had they in the ship
with them more than one loaf. [15] And he charged them, saying, Take
heed, beware of the leaven of the Pharisees, and of the leaven of
Herod. [16] And they reasoned among themselves, saying, It is
because we have no bread. [17] And when Jesus knew it, he saith unto
them, Why reason ye, because ye have no bread? perceive ye not yet,
neither understand? have ye your heart yet hardened? [18] Having
eyes, see ye not? and having ears, hear ye not? and do ye not
remember? [19] When I brake the five loaves among five thousand, how
many baskets full of fragments took ye up? They say unto him,
Twelve. [20] And when the seven among four thousand, how many
baskets full of fragments took ye up? And they said, Seven. [21] And
he said unto them, How is it that ye do not understand?

Again, what is it that we do not understand? Again we miss the point
about the numbers concerning the loaves and fishes causing Jesus to
sigh deeply in His Spirit. Apparently there are many things we don't
yet understand and perhaps the number pattern presented in these two
similar miracles holds the key to many things we have missed. The
numbers seven and twelve are found in many Bible stories. Satan has
used people to misinterpret numbers with superstition and through the
false use of numerology. I appreciated BPR post on 10/1/01
titled ....On Numerology. As Christians we need not fear what Jesus
has to teach us using number patterns. For more see:

Is Chocolat a remedy for what ails Christianity?

and Connecticut and has served as a chaplain at Princeton University.
He is the organizing pastor of the First Church of Cyberspace and is
the author of numerous articles and books including God and Science
(Hypertext Edition, in progress). Henderson is currently executive
director of the Association for Religion and Intellectual Life which
publishes the magazine, Cross Currents. This summer he will be
teaching a course on religion and the internet at the Iliff School of
Theology in Denver, Colorado. ]


I doubt that Lasse Hallstrom's Chocolat will break any box office
records, but it may garner an Academy Award nomination or two. This
would be one of my picks for Best Picture of the Year. If you were a
fan of "Babette's Feast," you'll love Chocolat. It's a feast for
body, mind and spirit.

To be sure there is enough eye candy in this one to please those who
go to the movies for pure visual pleasure: the sensuality of Juliette
Binoche and Johnny Depp, the picturesque French village of
Lansquenet, and the assortment of characters who move in and out of
the village church, chocolate shop, medieval castle and surrounding
countryside where most of the action takes place. There is a strong
story line that begins when Vianne Rocher and her daughter Anouk
arrive in the village to open up a "chocolatier." No ordinary cook,
Vianne draws upon some prodigious intuitive powers to discern the
thoughts and feelings of those that surround her and suggest exactly
the right combination of candy and counsel to address their deeper
hungers. Vianne is part French and part Mayan, but it is her Mayan
blood and near magical powers of perception that seem to color her
very being, making her the perfect alter ego to the film's chief
protagonist. Presiding over Lansquenet is the overly pious Comte De
Reynaud. He rules over the political, social and religious life of
the village like a benevolent despot. The Comte's main vehicle for
exerting his will over the townspeople is the young priest of the
village church who is so anxious to please that he allows the Comte
to rewrite his sermons. Lansquenet is, then, a miniature theocracy.
Imagine an America ruled by an all powerful Jerry Falwell.

As it happens Vianne opens ups her chocolatier during the middle of
Lent and in a variety of ways succeeds in "tempting" a number of the
villagers to break their Lenten fasts and indulge in both chocolate,
and the more powerful sensual pleasures that it unleashes. Vianne,
it is clear, functions as a kind of earth mother, offering a taste of
the passionate life that the Comte finds so powerfully unsettling.
Vianne's charms are powerful enough; when she teams up with the gypsy-
like Roux (Johnny Deep) who arrives by river boat, it is clear that
events in Lansquenet are beginning to spin dangerously out of
control.

Chocolat functions as a parable. It's the repressive Christianity of
the Comte and his church, locked in combat with the passionate
paganism of Vianne and her growing community of liberated misfits and
outcasts. This movie seems to be suggesting that the remedy for a
repressive Christianity is exposure to the warmth, charm, and sensual
beauty of paganism. It's the cold hearted and immovable Father God
of the Comte's Catholicism thawed by the passionate Earth Mother of
pantheism. But is this recipe for the greening of Christianity as
much of a cure all as Hallstrom and crew seem to believe? I have
some major reservations. A casual, feel good Christianity may prove
to be far less durable than the strong minded orthodoxy it seeks to
replace. The warming up of the faith can also be its dumbing down. In
truth, this movie is not so much a prescription for what could be, as
it is a description of what already is.

I must report from the frontlines of change within churches all
across America and, indeed, the world, that this film's program for a
post-modern Reformation is already well underway. One sees it
everywhere as worshippers come to church in casual dress, participate
more actively in worship, and sing praise songs that borrow
expansively from pop music genres of every kind. Today a good number
of priests and ministers no longer feel it necessary to hide their
personal interests, like the Elvis loving prelate in this movie; they
are now unabashed in their embrace of many features of popular
culture, from rock to rap. Likewise, many churches have long welcomed
women into leadership positions, affirmed gay and lesbian persons as
legitimate members of the body of Christ, and joined with
environmentalists to save the planet. And while I share the view that
Father God has a lot to learn from Earth Mother, and would welcome
the news of a more permanent union between them, still, it is crucial
to remember that the Holy One remains above and beyond our
understanding, and at the same time, is closer to us that we will
ever know. Hence, even Chocolat, however delicious and delectable,
does not provide a cure all for the ailments of institutional
religion, let alone the larger woes that afflict the human family on
the face of this troubled planet.

Subject: [bprlist] Number of generations prior to the Noahic flood

It is usual to see it written that there had been ten or eleven generations on earth when the Noahic flood occurred, this being based on Noah's geneaology, he being the tenth from Adam.

In population predictions for the earth the number is based on eleven generations (I stand corrected if what I am about to type is commonplace thinking when it comes to population determinations for the pre-flood earth) but this number is logically way out for the following reason: Noah sired his first son when he was 500.

People of Noah's generation would have had children at 30 or so. Using 40 years for a generation, 40/500 = 12 generations. This would suggest that there had been at least 22 by the time Noah was 500, and 25 by the time of the flood, when Noah was 600.

This larger number, 25 rather than 10 or 11, allows for far larger populations to be determined while also allowing for large but conservative estimates.

And no I'm not going to try and determine the population size, except to say 100s of billions are possible given the long lifetimes and the plausible likelihood for very large families at least during the first few generations (we know that Adam and Eve had Abel, Cain, Seth, other sons (2 or greater) and daughters (2 or greater) giving 7 as a minimum).

The amount of knowledge during the later years of the pre-flood world must have been awesome.

One additional line of thought: there is a reason for the tenth and eleventh generations of humanity being saved during the flood, that of genetic stability. Arthur Custance points out somewhere in his work, the title doesn't come to me right now, that animal genes begin to break down after the tenth generation. Obviously by the 25th generation there are going to be more errors in the population than with the 11th.

There is lots of fruit for the sideboard in the above, particularly in terms of our physical and mental capacity now as compared to then. I think we are far dumber and weaker now than we have ever been. Why else would people believe that life evolved from a rock?

Re: Jerusalem march

Monday evening, January 8, there is slated to be a march to the Temple
Mount in Jerusalem. By the time all is said and done, they plan to form
a "human-chain" around the Temple Mount. This event seems to be a grass
roots uprising of Israelis that I've been reading about for a couple of
weeks, now, in protest against the 'dance-around-the-peace-table'
antics of the "Clinton Plan" with Barak and Arafat. The 'plan' which
would give away God's land and sovereignty to those who would wish to
make Israel 'disappear'. Clinton seeks a "legacy". How does "man of
sin" fit?

In an e-mail this morning (1-6-01) it appears that the Christian
Embassy in Jerusalem is going to get into the act, as "christians" are
also being called upon to support and participate in this "rally".
Their purpose seems to be to "show solidarity" with Israel, since,
after all, Christianity has its "roots in" Israel. It has been their
goal to "demonstrate worldwide Christian support for a united Jerusalem
under Israeli sovereignty and open to all faiths."

Well, such a statement is not a "Christian" statement, is it. "All
faiths" is not of the God Most High. Such support for such a rally is
not "Christian" (Godly) support, is it. They claim to be supporting
Israeli sovereignty over the Temple Mount "based on Biblical
principles". Thing is, the Scripture says that the Temple is to be a
"house of prayer for all nations" (Is56:7) ...not, 'for all faiths'.
There is only -One- God (Deu6:4) and when Messiah comes to rule, "..the
LORD shall be King over all the earth. In that day it shall be-
'Jehovah is one', and His name one." (Zech14:9) Thus, the "house" in
question is "My house" (Is56:7). "My" == "Jehovah"

Another example of the sad state of UNBELIEF regarding those who pledge
support to Israel and Jerusalem... Recently we observed the Temple
Mount's reliance upon the "spirit of the Maccabees". They went to
commune with the spirits of the Maccabees, and to "take" this -spirit-
to the Temple Mount area recently during Chanukah. In an e-mail from
Gershon Salomon since then, telling about how that Chanukah march went
and what they did, he quotes from Zechariah, "and they shall look
towards me, regarding those whom the nations have pierced; and they
shall mourn for him, as one mourns for an only son.." (Zech12:10)

Again, notice the misquoting of Scripture. That passage says, "..-THEY-
will look on Me whom -THEY- have pierced.." This was the jist of
Peter's message at Pentecost, "Jesus...WHOM -YOU- CRUCIFIED.." (Ac2:36)
They are yet in unbelief regarding their True Messiah. Until they
acknowledge Him, Whom they blank out by typing "G-d", whose work is a
"forbidden chapter" to read, Isaiah 53, they will continue striving in
futility.

We might encourage them to not negotiate away what God gave them, with
false treaties. But if they are yet in unbelief, none of these rallies
will be of any benefit. They will likely only cause to spark more
unrest, eventually leading to the prophesied war.

Dear Believer: do not despair at Israel's blindness, nor be deceived by
that which calls itself "christian". In fact, it is rather 'fitting'
that Israelis and false-christians should join together in such futile
efforts...-IN- Jerusalem. That is the focus of prophecy. Israel is
about to be "refined" (Mal3:3) and Laodicea is about to be "vomited
out" (Rev3:16)

Amen!

by the sight of the Palestinians wounded by IDF fire in the riots and
volunteered to hospitalize scores of them.

When they were brought off a plane the cameras filmed the wounded
Palestinians on stretchers and in casts. Yet once they reached the
hospital they removed their casts and were on their way, as healthy
as their doctors.

I do not know, wondered the foreigner, if this was just a propaganda
ploy, or if under the casts hid wanted Palestinians who got away from
Israel.

U.S. Under Secretary of State Thomas Pickering telephoned Syrian President
Bashar Assad this week and asked him to fetter the activities of Hezbollah
in the Sheba Farms area, near Har Dov on the Israel-Lebanon border.
According to a western diplomat quot ed yesterday in the Al Hayat newspaper,
Pickering told Assad that it would be a mistake to encourage Hezbollah to
attack targets inside Israel.

During 2000, the Israel Lands Administration released lands for the
construction of over 2,800 housing units in the West Bank and Gaza Strip
12.5 percent of the land made available by the ILA for about 22,500 housing
units around the country. The figures, based on ILA reports, were disclosed
Friday by MK Mussi Raz (Meretz). Raz noted that in a year when the
government had invested considerable effort in attaining a final status
accord with the Palestinians, one-eighth of the countrys housing units were
built beyond the Green Line. He demanded that the construction of
settlements in the territories be suspended immediately. The Yesha Council
said that the figures proved public concern for housing projects in Judea
and Samaria.

Israel has altered its official designation of the situation in the
territories, arguing that under new conditions of violence it should be
exempted from responsibility for paying compensation for damages caused by
necessary military action.

Until recently, Israel defined the situation in the territories as
"belligerent occupation," in accord with section 43 of the Hague Convention.
Under this classification, the army commander in a region is authorized to
take steps deemed necessary to ensure that life goes on as normally as
possible. Yet the occupying power is responsible for compensating for any
damage caused by actions undertaken for military purposes, such as the
seizure of property belonging to a resident in a conquered area.

Responding to months of violence in the territories, Israeli authorities
have changed the legal designation of circumstances there. Instead of
"belligerent occupation," Israel describes conditions on the West Bank and
Gaza Strip as "hostilities." By making this designation, Israel claims
exemption from compensation requirements.

Israeli legal authorities believe that the stand-off in the territories now
involves armed confrontation between two sides, rather than a popular
uprising against conquest. Distinguishing between the first Intifada of
several years ago and the current violence, they point to the current
Palestinian use of firearms, autonomous PA government control and the use of
PA para-military groups.

CLINTON WEIGHS INTERNATIONAL PEACE CONFERENCE: US President
Bill
Clinton is considering convening either an international conference or a
White House summit to issue a presidential statement formalizing his
Middle East peace proposal. Clinton would then seek endorsement for the
draft from world leaders as a basis for future negotiations, diplomatic
sources in Washington said Saturday. Israeli negotiator Gilead Sher
delivered a six-page document to Clinton on Friday evening that formalized
Israel's acceptance of the president's peace proposal and listed Israel's
reservations. Israel has expressed concerns about all elements of the
Clinton proposal, including how to divide control of the holy sites in
Jerusalem, the Palestinian 'right of return', and the positioning of an
international force in the Jordan Valley after Israel redeploys from 94-96
percent of Judea and Samaria.

EVEN THEIR OWN 'LEADERS' DO NOT WANT THEM: Here is a riddle: The
lives
of how many families - out of a total of 420,000 residents of the Gaza
Strip still living in refugee camps - have been improved with the large
sums of money that the PA/PLO has received from donor states, since the
signing of the Oslo agreement in 1993? Answer: None.This fact proves that
the Palestinian leadership is basically no different from the leaders of
the Arab states who, for several generations, have placed at the top of
their respective agendas the desire to perpetuate the plight of the
Palestinian refugees, but not the desire to end or even alleviate their
suffering. The only difference is that the refugees living in the PA are
the Palestinian leaders' own flesh and blood, and are living under their
regime. However, the essentially indifferent attitude of the PA's leaders
towards the plight of the Palestinian refugees does not, of course, stop
Palestinian representatives at the multilateral conference on refugee
affairs that was set up after the Madrid peace conference from demanding
more and more contributions in order to "help improve the lives of the
refugees."

Here is another riddle: What is the total amount that the Palestinians are
demanding as an overall compensation payment for the refugee situation
that was created by the War of 1948? Answer: Approximately $550 billion!
This sum, which is targeted at a number of different issues, was arrived
at by representatives of leading Western nations at a multilateral
conference on the refugee question after they had calculated the
Palestinians' claims. But the story does not end here. Recently, Arafat's
economic adviser, Dr. Mahar Al-Kurd declared that, in addition to
compensation for the refugees, the Palestinians would demand
"compensation
for damage incurred by the [Israeli] occupation since 1967." This separate
"bill" even includes compensation for the "exploitation" of both the
Palestinian beachfront on the Dead Sea and the underground water that
Israel has pumped out, as well as the return of direct and indirect taxes,
including those related to tourist activity, that Israel has collected
from the Palestinians. Although this additional list of demands sounds
like a joke, Al-Kurd claims that he and several of his colleagues heard
Israeli experts give their indirect consent to it.

Regarding the matter of experts, one should beware of Israeli "experts"
who make promises but have not been authorized by anyone to do so -
because the problem of the Palestinian "right of return" is not really a
problem. These experts rely on their own common sense, not on that of the
Palestinians. It would be a good idea to compare what Palestinian leaders
say today with what they said after the signing of the Oslo agreements.
After the Oslo agreements had been signed, these leaders said that the
refugees were not really interested in returning to Israel and that the
issue was merely the granting of the right to return, and not the
exercising of that right. Thus, the only demand Palestinian leaders made
regarding the Palestinian refugee issue was that Israel issue a
declaration recognizing its responsibility for the creation of the refugee
problem. No credence should be given to these ingratiating words. In
private conversations, responsible Palestinian leaders say - off the
record - that nobody really knows how many Palestinian refugees want to
return to Israel. According to these responsible leaders, a very large
percentage of the refugees in Lebanon, where successive governments have
never been interested in their remaining there, will undoubtedly want to
return to Israel's Galilee region.

Regarding the Palestinian settlement in Lebanon, Lebanese President
Lahoud passed on his negative stand against the matter. According to him,
Lebanon continues to maintain its earlier decision on rejecting any
negotiation through which would approve the Palestinian settlement in
Lebanon.

(BNI-JAN.7) A fragmentation grenade exploded in a home on Netzach Yisrael
in Hod HaSharon on Saturday morning. There were no injuries but there was

Neighbors first thought a hot water boiler may have exploded but soon
learned the explosion was from a grenade. Police are investigating.=20=20=20

8. Garbage trucks stolen from Tel Monde area parking facility
(BNI-JAN.7) Four Arab men on Friday night tied up a night watchman at a
parking facility for garbage trucks near Tel Monde Prison. At knifepoint,
they forced the guard into a garbage receptacle.=20

The four then stole garbage trucks and the private car of the watchman.=20

On Saturday morning, the watchman managed to extricate himself from his
bondage and he called HaSharon District police.=20=20

9. 26-year-old stabbed to death at Rehovot nightclub
(BNI-JAN.7) A 26-year-old male died following a predawn stabbing attack on
Saturday at the entrance of the Condom Night Club in Rehovot. The victim
of the attack which is under investigation died about an hour following
the attack in Kaplan Hospital. Police later in the day closed the
nightclub. Police have indicated they believe the attack was =91criminally=

(BNI-JAN.7) There were heavy exchanges of gunfire on Friday night
emanating from the PA autonomous area of Khan Yunis, aimed at the Jewish

11. Gunfire aimed at Netzarim late Friday night

(BNI-JAN.7) Stone-throwing attacks were reported on the Hussan bypass=20

attacks. Soldiers fired rubber bullets at the attackers.=20=20

14. Serious shooting attack on Shchem (Nablus) bypass road
(BNI-JAN.7) Shots rang out for a period of about two minutes on the Shchem
bypass road, near the northern Samarian community of Elon Moreh, on=20
Friday
night. There were no injuries. Soldiers did not return fire since they
were unable to locate the exact origin of the attack. The attack occurred
at about 7:30pm.

Later in the evening, automatic weapons fire was directed by IDF soldiers
at the village of Salim =96 the point of origin of the earlier gunfire

15. Shots fired at Givat HaDagan in Efrat Friday night
(BNI-JAN.7) At about 7:30pm, shots were directed at Efrat=92s Givat HaDagan
neighborhood on Friday night. Soldiers stationed in the Gush Etzion

16. Beit Chaggai outpost attacked on Friday evening
(BNI-JAN.7) Shots were directed at an IDF position in the Southern Hebron
Hills community of Beit Chaggai not long after the start of the Sabbath.
There were no injuries to soldiers or community residents. Soldiers

PA sources report a 19-year-old was killed by IDF fire and another teen
injured.

The area IDF battalion commander expressed his sorrow over the death;
explaining that when persons permit gunfire from inside a home, everyone
inside that building is in danger from the return fire.=20

The IDF officer stated that the collateral damage was a risk taken by
persons who permit attacks to be launched from their homes.

The 19-year-old was laid to rest in Hebron on Saturday with over 1,000
persons participating in the funeral.=20

(BNI-JAN.7) IDF soldiers at Ayosh Junction in Samaria were attacked by

19. Tourism still hurting due to regional violence
(BNI-JAN.7) The PA orchestrated Al Aqsa Intifada has hit the economy hard,
including a powerful blow to the tourism industry. Some 1,00 hotel
industry employees at the end of the week were placed on unpaid leave due
to the sharp decline in visitors to the southern port city.

To date, at least 15,000 hotel employees and tour guides are reportedly
without income due to the situation.=20=20

1. Stone-throwing attacks in Mevaseret Tzion area
(BNI-JAN.7) Stone-throwing attacks were reported on Sunday morning in the
northern Mevaseret Tzion area in the Jerusalem corridor. This was the
third such incident in past days.=20

The attacks emanated from the nearby Arab village, targeting border police
forces operating in the area. There were no reports of injuries. Several
persons were placed under arrest while dozens fled to the nearby Arab
village of Beit Sourif. Those arrested were attempting to take over the
water tower in the area. Border police were compelled to fire rubber
bullets.=20

Mevaseret, which is located off the Jerusalem-Tel Aviv Highway, is
considered a suburb of the capital.=20=20

2. Two firebombs thrown in southern Jerusalem during the night
(BNI-JAN.7) Police report that two firebombs were discovered on Sunday
morning in Jerusalem=92s Armon HaNatziv neighborhood, indicating they were
most likely hurled during the night. There were damages to a building on
Meir Nakar Street.

It is believed the incendiary devices were thrown from the nearby Arab

On Thursday night, a passenger bus and vehicle were attacked by gunfire

operating in the area.

Shilo section of Samaria, on Route 60, the area=92s main north/south road.=

5. Three injured and one fatality in gas leak in Lower Galilee
(BNI-JAN.7) Three persons were injured on Sunday morning from a gas leak
in Yavniel, in the Lower Galilee. All of the injured and the one fatality
are from the same family.

Israel Radio reported that the father, 34-year-old David Abu-Chatzera, who
was seriously overcome by gas, died of his injuries. His wife and other
family members were transported to Poriah Hospital in Tiberias.=20=20

6. Explosive devices located in Nahal Oz area of Gaza

Two explosive devices were discovered by IDF soldiers on Thursday night in
the Nahal Oz area of Gaza near the border fence. The devices were
neutralized without incident by bomb demolition experts on Sunday morning.
The decision to wait to neutralize the bombs was related to inclement
weather conditions in the area as well as other military operative
considerations.

The discovery of the devices prevented another attack against Israeli
forces operating in the area.=20=20

7. Israeli Embassy in Rome remains close due to security threats
(BNI-JAN.7) Israel=92s diplomatic facility in Rome, Italy, remains closed
for the second consecutive day due to threats against members of its
staff. No additional details have been released by official Israeli
sources.

A senior American security source in Italy, quoted by Israel Radio,
explained that there is a high alert against terrorist attacks surrounding
the ongoing conflict between Israel and the PA or by Islamic
fundamentalists associated with Osama bin-Laden.=20

8. Fatal MVA on Aravah road near Eilat
(BNI-JAN.7) An occupant of a motor vehicle involved in an accident at
about midnight was killed and the driver gravely injured on the Aravah
road at kilometer 29 from Eilat. Police report the vehicle overturned for
reasons that remain unknown at this time.

The gravely injured driver was transported to Eilat=92s Yossef-Tal Hospital
and from there he was taken to the trauma unit of Beersheba=92s Soroka
Hospital.=20

Police have reported the two are resident of the center of the country but
their names are not being released at this time pending notification to
their families.=20=20

9. Police rescue taxi driver
(BNI-JAN.7) Police during the night rescued a taxi driver who was attacked
by a foreign resident during the night on the Aravah road. When the
vehicle was near the Paran Bridge, the foreign resident began to smash the
contents of the taxi and threaten the driver. Police who happened to be
passing saw what was talking place and intervened, placing the attacker
under arrest.=20=20

10. Stabbing in downtown Jerusalem on Sunday morning
(BNI-JAN.7) A man was stabbed and moderately wounded in a Sunday=20
morning
brawl in downtown Jerusalem, on Havatzelet Street. A second man was
stabbed and lightly wounded in his shoulder. The moderately wounded man
was transported to the nearby Bikur Holim Hospital.

Three suspects in the attack are in police custody. Police have indicated
they believe the attack was =91criminal=92 and not =91 terror=92 in nature.=
=20=20

11. Firebomb attack against Ranaana Municipality office
(BNI-JAN.7) A firebomb was thrown at approximately midnight at a Ranaana
Municipality office responsible for collecting taxes from residents.
Firefighters extinguished the blaze which resulted in minimum damages to

12. Sunday Times: Saddam Hussein increases military preparedness for war
(BNI-JAN.7) According to a Sunday Times report, Iraqi dictator Saddam
Hussein has increased the level of preparedness of his military forces to
enable an attack against Israel, Israel Radio reported on Sunday morning.
It was also reported that Hussein has established a new unit that would
assist the PA in an armed conflict against Israel.=20=20=20

there was almost no hope of reaching an agreement with Israel by the end

Erekat canceled his planned trip to Washington for a Sunday meeting,
explaining the differences between the sides on the key issues that remain
outstanding was significant and he was not optimistic that any of the
parties involved would achieve a mutually acceptable solution before the
inauguration of President-elect George W. Bush.=20=20=20

(BNI-JAN.7) Four Arabs suspected of having participated in stone-throwing

3. Man loses legs in mine explosion in southern Lebanon
(BNI-JAN.7) A Lebanese man lost his legs in a landmine explosion in
southern Lebanon, in the Marjayoun area, in the former IDF security zone.

The 24-year-old man is hospitalized in a Nabatiyeh hospital. According to
a =91Ynet=92 report, since Israel unilaterally withdrew from the security z=

on May 24, 2000, one person was killed and 62 injured by landmines.=20=20

On December 8, 2000, 39-year-old Rina Didovsky was shot and killed in an
Islamic terror attack. In accordance with the law and their job
descriptions, agents of the NII are to have visited the Didovsky family to
assist them during their mourning as well as making arrangements for
financial and other assistance. Instead of activating the support system
that all citizens receive during such a difficult time period, the
Didovskys received a telephone call while observing the seven-day =91shiva=
=92
mourning period. They were told that the NII would do all it can to assist
the family but the agents would not make the trip to the Southern Hebron
Hills community because they were afraid to do so. Being told that there
are bulletproof buses that travel to the community did nothing to persuade
them.

Didovsky told Israel Radio last week that this discrimination by civil
servants was unacceptable. He told BNI that on one hand, the government
does nothing to stop the daily terror attacks and on the other, the state
agencies responsible for assisting victims fall short of their obligations.

In another situation, a school nurse in Samaria was shocked to learn that
state health officials would not be making routine visits to a school due
to the recommendations of the ministry=92s security officials.

A nurse who is employed in a school in Samaria, whose name is not being
reported to protect her anonymity, documented that in her correspondence
to state officials, it was made clear to her that physicians who normally
visit schools would not be doing so in her area in light of
recommendations to refrain from traveling to Yesha schools by security
officials.=20

The nurse explained that since the schools she works with have a total of
about 500 students, they are entitled to 5-6 days of man hours by
physicians who are responsible to check the facility and deal with school
nurses and other health officials.=20

In her letter to health officials, the nurse explains, =93The residents of
Yesha are not second class citizens. Despite the logistical difficulties
involved in providing safe transportation for officials, the students are
entitled to proper healthcare, as are students in other Israeli schools.
There are bulletproof transportation means available. One may not abandon
these children. The system is not even seeking an acceptable alternative

9. Terrorists apprehended on their way to an attack
(BNI-JAN.7) Two terrorists were apprehended on Friday night in Gaza as
they were on their way to carryout a terrorist attack. The two were
apprehended in a joint effort by security agencies and are currently in
the custody of the General Security Service (GSS/Shin Bet).=20=20

Two Israelis were also apprehended and are suspected of assisting the Gaza
residents in the perpetration of an attack.=20

10. Skolnik release delayed by High Court of Justice =96 again
(BNI-JAN.7) The High Court of Justice on Sunday issued a restraining order
blocking the release of Yoram Skolnik. The three-justice panel decided
that the petition filed to block the release would be heard by the same
size panel as the one which dealt with the case six months ago, namely
seven justices.

Skolnik was sentenced to life in prison for the shooting death of a bound
Arab terrorist. His sentence was commuted twice by former President Ezer
Weizman, once to 16-years and then to 11-years.=20

Skolnik was to have been released last spring in accordance with the
customary reduction of one=92s sentence by one-third for good behavior but
the release was blocked by the High Court in response to an appeal from
left-wing MK Zahava Gal-On.

On Sunday, Chief Justice Aaron Barak instructed the prison parole board to
continue processing Skolnik=92s release for this week but the actual releas=
e
will now once again be contingent on the nation=92s highest court.

Many public officials recently stated that Skolnik should be released as
is the case with many Arabs who were convicted of murder, adding that this
was a decision made by the government to pardon them and release them=20
from
behind bars. Proponents of the release add that Skolnik was pardoned by
the president of Israel and is entitled to the same treatment under the
system of due process as other prisoners and he should not be singled out
since he is a resident of Yesha.=20

Opponents of the release explain that is was unconscionable for a
convicted murdered to be released after seven years and while they reject
the presidential pardon, it is a reality of life. Nevertheless they add,
they will continue to oppose all efforts to release Skolnik before the end
of his 11-year term.=20=20

movements of persons who will be attending the pro-Jerusalem rally in

Police explain the decision is based on security considerations and as
such, they will not permit participants in the anti-government rally to
approach the Flower or Damascus Gates of the Old City.=20=20=20

In a press conference Jerusalem Mayor Ehud Olmert stated that event
organizers would adhere to all requests made by police. MK Natan
Sharansky, another organizer of the event, stated the rally would be
apolitical; adding that elected officials would not be addressing the
expected 250,000 persons. Sharansky added that persons addressing the
event will not address either candidate in the upcoming elections for

5. Shahak will not attend Cairo security meeting
(BNI-JAN.7) Prime Minister Ehud Barak has decided that Minister of Tourism
Amnon Lipkin-Shahak would not be attending the trilateral security summit

IDF Chief of Staff, remain in Israel to participate in a meeting of the
Security Cabinet.=20

Shahak was to have met with security officials of the PA and the United
States. He was to be accompanying Cabinet Secretary Yitzhak Herzog to the

6. Arab shot near Maale Levona by Israeli motorist
(BNI-JAN.7) An Arab was reportedly shot from gunfire emanating from an
Israeli vehicle in the Gush Shilo area of Samaria, near the Arab village
of Sinjel.

According to a Haaretz on-line report, the attack was in retaliation for
increased Arab attacks against Israelis in the area.=20=20

A security official in the Gush Shilo area told BNI that an Israeli
motorist who was attacked by stone-throwers from the Arab village of
Sinjel and apparently fired his weapon when he felt his life was in
danger. The motorist continued driving and police are currently searching
for him.=20

The security official told BNI that he was uncertain of the condition of
the wounded man.

8. PA sources: Arab child seriously injured in clashes at Ayosh Junction
(BNI-JAN.7) Soldiers stationed at Ayosh Junction in Samaria were attacked
a short time ago by stone-throwers from the nearby PA autonomous city of
Ramallah. Soldiers fired rubber bullets in response to the attacks.

Israel Radio quoting PA sources reported that a 10-year-old Arab who was
participating in the unrest was seriously wounded by the IDF fire.=20=20

the body of the deceased showed signs of violence. All motives are being

the bomber responsible for the January 1, 2001 bus bombing on Derech=20
Petah
Tikvah on December 28, 2000 was a Jordanian citizen.=20

The terrorist, who was identified as Abdullah Awed Abu-Jabed, was residing
in Israel illegally and was apprehended by a joint effort between Israel
Police, General Security Service (GSS/Shin Bet) and other agencies.
Security officials report he admitted to placing the pipe bombs on the
number 51 bus and reenacted his actions for police.

Two others involved in the attack, one being a resident of the Jaffe
section of Tel Aviv, are in custody as well. One of the suspects in
custody works as a security guard in a Bat Yam building.=20=20=20

According to an Israel Radio report, the terrorists received orders from
the PA intelligence network operating in the autonomous city of Shchem
(Nablus). The bombs were detonated by a cellular telephone and the attack
was officially attributed to the Fatah faction which is aligned with PA
Chairman Yassir Arafat.

It has also been learned with the lifting of the gag order that at least
one of the explosive devices failed to detonate as planned.=20

According to official Israeli reports, the attack marks the first that was
perpetrated by Fatah.

Companies Using Tracking Devices to Monitor Employees

N E W Y O R K, Jan. 4 - Memo to American workers: Many big employers
admit they are watching you with cameras, reading your e-mails or listening
in on your phone calls. And now a growing number have gone a step further.

At the University of California-San Francisco Medical Center, pediatric
nurses are required to wear electronic locators that monitor them wherever
they go.

"Every time a nurse goes into a room, it records that," says Inez Wiegig,
head nurse at the center.

Some employees think the monitor, which also records how long a person
stays in a room, makes their job easier.

"Things that need to be accomplished right away, you can actually find the
nurse and get those things accomplished," says nurse Nicole Hodgebloom.

Helps Increase Productivity

The city of Aurora, Colo., has put tracking devices inside its sweepers and
snowplows to make sure they're being used as taxpayers intended.
Supervisor and project engineer Lynn Center says it's working.

"We have seen an overall increase in productivity for our units, about 15
percent, just by having the units in the vehicles," Center says.

And truck driver Maria Coleman is also under constant surveillance while
working. She says she doesn't mind it, but she doesn't kid herself about it,
either.

"It's Big Brother. It's watching you, making sure you do what you're
supposed to do, but if you are doing what you're supposed to be doing then
you shouldn't have a problem," Coleman says. All sorts of industries are
using tracking devices, among them security guards, casinos and restaurant
workers and miners - often with no problem.

Invasion of Privacy?

But lots of employees and civil libertarians do have a problem with workers
being asked to wear electronic tracking devices, especially devices originally
designed for felons on parole. They say the technology is easily abused.

Officials at Wyckoff Hospital in Brooklyn say they require nurses to wear
personal tracking devices to improve care, but the local nursing
representative calls the practice a clear violation of privacy.

"These badges are worn every place they go," says Christine Terranova of
the New York State Nurses Association. "If they take their break, if they go
to the bathroom, it reads out on a computer-generated real-time screen and
it's logged."

The nurse's union filed a grievance against wearing the sensors but lost that
battle in arbitration.

The pressure on nurses to account for every moment is a threat to patients,
too, says Terranova.

"[Patients are] crying cause they just found out they have cancer, and I can't
stop for five minutes and hold their hand because I know the schematic is
going to say that I spent 35 minutes there instead of five," says Terranova.

The American workplace is trading privacy for efficiency, say employee
advocates, and the costs are high. "It can stifle all kinds of activity," says
Jeremy Gruber, legal director of the National Workrights Institute. "It can
stifle union organizing, it can stifle whistle-blower activity, not to mention the
lack of privacy that employees will have when they have absolutely no ability
to have some individual time for themselves."

An increasing number of workers have no choice but to wear the devices. In
the hospital industry alone, 55,000 employees now wear an electronic
monitor as a condition of employment. That means the cost of objecting to it
may be their job.

Fox Kids Worldwide CEO Alleged To Have
Aided Barak in Campaign Fund-Raising Plot

(Jerusalem) A law suit has been filed today in Israel's High Court of
Justice calling for criminal charges to be brought against Prime Minister
Ehud Barak and Los Angeles television producer Chaim Saban. The court
papers allege that on March 25, 1999, a month and half before Israel's
national elections, Saban hosted a campaign fund-raiser in his Beverly Hills
home for then prime minister candidate Barak in violation of Israeli
election laws. The 35 to 40 guests who attended the parlor meeting were
each asked to donate $10,000 to benefit the Barak campaign.

Invitations sent by Saban to his guests noted his concern that former Prime
Minister Netanyahu might win the May 1999 elections and called on members of
the Hollywood community to support Labor's Barak in his bid for the prime
minister's office. Saban promised to match each donation to Barak, dollar
for dollar. On the evening of the fund-raiser Barak flew into L.A. and
spoke before the parlor meeting held in Saban's home and contributions were
solicited.

Israeli law sharply restricts the amount of money that individuals are
permitted to donate, limiting it to a few hundred dollars a year.
Non-Israeli citizens, such as the majority of the guests at the fund-raiser,
  are not entitled to donate at all. Violations of these campaign
regulations are punishable by up to one year in prison.

One guest at the fund raising event, businessman Daniel Dilbort, the
president of L.A.'s Nu Image productions, admitted to Israel's leading
daily Yediot Aharanot, that the participants understood that they were
donating to Barak's campaign: "We knew we were donating to Barak's election
campaign, but we did not know where the money was going exactly," Dilbort
says he wrote a check for $10,000 that evening.

Israeli police have been investigating allegations for over a year that the
Labor party boss illegally raised millions of dollars in funds for the 1999
campaign which brought him to power. Several of Barak's closest advisers,
including his chief of staff and his brother-in-law, have been named as
suspects in the widening scandal. Both have refused to cooperate with the
police investigation citing their right to remain silent. It is alleged
that Barak's campaign employed as many as 18 not-for-profit organizations to
illegally channel funds to his election team. Several of these
organizations were revealed to exist on paper only. Law enforcement agents
in England, Canada and the United States have joined with Israel in the
investigation of the Barak campaign.

Tel-Aviv attorney Nitsana Darshan-Leitner, who brought the High Court
petition stated: "We have been waiting almost a year as the Attorney General
drags his feet in this matter. Barak's assistants and brother-in-law are
stonewalling the police and not one indictment has yet been handed down.
This Beverly Hills cocktail party is the smoking gun that directly ties
Barak to illegal campaign donations and fake front organizations. We insist
that the Prime Minister be indicted before Israelis go to the polls and tens
of millions of shekels are wasted on new elections."

Chaim Saban, an Israeli who resides permanently in the United States, is the
chairman of Fox Kids Worldwide, a television company he co-owns with Rupert
Murdoch's media conglomerate News Corp. Saban is well known as the producer
of the popular television programs the "Teenage Mutant Ninja Turtles" and

that race.

NSA abandons wondrous stuff

Surprises: Astronomers who took over an abandoned spy base find
remarkable, expensive and often incomprehensible stuff at every turn.

            TRANSYLVANIA COUNTY, N.C. - Along the long,
            twisting
            road through the Pisgah National Forest, the first sign
            that something is out of the ordinary is a line of giant
            transformers. Then, around the bend, a barbed-wire
            fence, guard shack and surveillance cameras protect what
            looks like nothing more than another hill of trees and
            dense shrubbery.
              
            It is anything but.
              
            This is the entrance to one of the National Security
            Agency's former spy stations, a place shrouded in secrets
            and denials, the source of local lore that seems right out
            of "X-Files."
              
            What is inside that giant geodesic dome that looks like a
            golf ball? Where do the tunnels snaking beneath the
            202-acre site lead? Why are the rugs welded to the floors
            of the windowless buildings?
              
            Few people have been beyond these gates, deep inside
            the Appalachian Mountains, 50 miles southwest of
            Asheville.
              
            The NSA abandoned the site to the U.S. Forest Service
            five years ago, leaving behind a deserted minicity in the
            middle of nowhere. Now, some of the secrets are being
            revealed.
              
            Last year, with the base boarded up and close to
            demolition, the property was transferred to a group of
            astronomers in exchange for a piece of land in western
            North Carolina. Over the past year, they have begun
            piecing together the site's past.
              
            "There are things on this site you will never see
            anywhere else," said site manager Jim Powers. "I've
            never had someone come here that wasn't blown away."
              
            The astronomers, who formed the Pisgah Astronomical
            Research Institute, were attracted by two 85-foot
            satellites dishes on the site - some of the largest in the
            country - which could be repositioned to catch
            deep-space radio signals and allow them to study the life
            and death of stars.
              
            When the group arrived in January 1999, they expected a
            basic, albeit large, government facility, but as the weeks
            passed they realized little about the site was what it
            appeared.
              
            As they began to install their computers, they found
            hundreds of miles of top-of-the-line cabling running
            under every floor. They discovered that the
            self-contained water and sewer treatment plant could
            handle tens of thousands of gallons of water at a time and
            the generator could produce 235 kilowatts of energy -
            powerful enough to light up a small city.
              
            In a basement room of one of the larger buildings, they
            found the entrance to a 1,200-foot tunnel system that
            connects two of the site's main buildings.
              
            Every inch of floor in more than four buildings was
            covered with two-by-two-foot squares of bleak brown
            carpet. When the astronomers tried to replace it, they
            discovered it was welded with tiny metal fibers to the
            floor. The result, they eventually realized, is that the rugs
            prevent the buildings from conducting static electricity.
              
            Even the regular lighting looks different, covered by sleek
            metal grids that prevent the light bulbs from giving off
            static interference. The few windows are bulletproof.
              
            But what fascinated the astronomers was the
            still-operable security system that, among other things,
            sounds an alarm in the main building any time the front
            perimeter is crossed. The group can watch on monitors
            as cars approach from miles away.
              
            Inside the site, the agency had taken further measures.
            One area is in a small, sunken river ravine surrounded by
            barbed wire and an additional guard post. Steps, with
            reflective metal paneling to shield the identity of those
            walking beneath, lead down a small hill and wind their
            way to two small buildings with conference rooms inside
            - both of which once emanated "white noise" to prevent
            electronic eavesdropping.
              
            What Powers and several others in the group find
            remarkable, though, is not just the expansive network of
            buildings and security, but the extraordinary cost of all
            they items they have found - items the agency discarded.
              
            He said the extensive fiber optic cabling that runs for
            miles under the floors and through the tunnel system is
            the most expensive on the market.
              
            When a state regulator came out to issue a permit for a
            massive underground storage tank with a double lining,
            the astronomers said he told them he wished he had a
            camera. He wanted to take a picture to show his
            co-workers because he had never seen a system so
            sophisticated.
              
            And the agency didn't just install one water tank; it
            installed two. In a basement room, beneath a system that
            pressurizes wells, is another system just like it.
              
            "You see this kind of thing everywhere here," Powers
            said. "They never have just one of something."
              
            Even most of the heavy bolt locks - which every door
            has - are covered by black boxes locked with padlocks.
              
            Despite the site's stark appearance, there are some
            human - and humorous - vestiges. A bright happy face is
            painted on the smallest of the four satellite dishes on the
            site, something one former employee said was done so
            that they could "smile back at the Russians."
              
            Inside the tunnels, too, are chalk drawings of animals and
            warriors resembling those found in caves thousands of
            years ago.
              
            Aside from the rustling of deer and the wild turkeys that
            run rampant across the hundreds of vacant parking
            spaces, everything about the place is now eerily quiet.
              
            Paperwork in the guard shack is held in place by a stapler
            though no one has been inside the small building in years.
            Security cameras still work and alarms all still sound,
            though no one is listening.
              
            When the agency withdrew in 1995, some of the 300
            workers, especially those who grew up locally and got
            hired on as groundskeepers and mechanics, returned to
            the nearby towns, though many say they are still
            forbidden to talk about their work.
              
            Most of the others - the security officers, military
            personnel and cryptologists - left the area for their next
            Department of Defense post.
              
            The site dates back to the early 1960s, when a
            scaled-down version was carved out to support the space
            program. It was operated at first by the National
            Aeronautics and Space Administration, and scientists
            used the early satellite dishes to track the flights into
            outer space and kept the door open for school groups and
            visitors who wanted to learn more about space missions.
              
            But suddenly in 1981, the NSA took over from NASA.
            Local hikers and hunters who stumbled onto some of the
            agency's acreage would be suddenly surrounded by
            armed guards who appeared as if from nowhere to escort
            them out of the woods. Vans with darkened windows
            shuttled past the local coffee shops, fueling rumors.
              
            The agency's presence was hard on the local employees
            as well.
              
            Don Powell began working on the site in 1967 as a car
            mechanic and spent the next three decades learning the
            mechanics of every inch of the satellite dishes for the
            Defense Department. He also learned to avoid questions
            about his work and to lie to his neighbors.
              
            For 15 years people would approach him and the few
            other local workers, asking what was out there, what
            they did and, of course, what is that golf ball?
              
            "The kids would always ask, what's in [that] giant
            dome?"
              
            He would tell them it was "filled with chocolate pudding,"
            he said. "I couldn't even tell my wife. I couldn't tell
            anyone."
              
            The 1995 closure appears to have caught the agency by
            surprise. It had recently cleared several more areas and
            laid the foundations for additional smaller satellite dishes
            that were never built. One newly built satellite dish,
            which one insider says was never turned on, was
            dismantled and shipped to England.
              
            The Forest Service tried unsuccessfully to engineer a land
            trade for three years, hampered by a site that posed
            many problems for the few interested parties - from the
            remote location to the expense of removing satellite
            dishes embedded 80 feet into the ground.
              
            The agency was about to return with a bulldozer when
            the astronomers group, headed by benefactor J. Donald
            Cline, a scientist and former computer executive, offered
            to buy and trade 375 acres along the French Broad River
            in North Carolina for the spy station.
              
            What made the site, shielded from interference in a
            natural bowl-shaped terrain, so perfect for the NSA made
            the site perfect for the astronomers as well. They plan to
            use the satellite dishes to read the characteristics of
            elements given off by dying stars.
              
            "This area is free of light pollution," Powers said, as he
            stood in the middle of a vast, empty parking lot. "It's also
            clean in terms of electromagnetic interference like cell
            phone towers or things that create electromagnetic noise.
              
            "And we can be sure there won't be any in the future
            because the Forest Service owns everything around here.
            ... It's easy to see why they liked this place."
              
            Recently, in one of a dozen large empty rooms in one of
            four mostly empty office buildings where the group
            decided to set up shop, four scientists stood around a
            portable panel of monitors and computers, watching the
            results of a test appear on a screen.
              
            "It's stardust," said the site's technical director,
            astronomer Charles Osborne. "This stuff is just floating
            around out there. It's the building blocks of life."
              
            In order to use the satellite dishes, they had to spend
            months trying to slow them down. Both of the 85-foot
            dishes swing on two axes, an extravagance the
            astronomers suspect allowed the agency to swing the face
            around swiftly to catch up with satellites orbiting Earth.
            The astronomers need the dishes to move no faster than
            the speed of Earth itself.
              
            But there is much on the site that the astronomers don't
            know what to do with, such as the paper-shredding
            building up on one hill, the large helicopter pad on top of
            another, and down in a valley of well-manicured grass,
            that giant golf ball, similar to those seen at NSA
            headquarters at Fort Meade.
              
            Close up from the outside, the ball is a circle of triangles,
            no two identical, that feel like Gore-Tex to the touch.
            When one triangle at the bottom is pushed, several
            triangles around it gyrate, letting off a low grumbling
            sound of bending metal echoing throughout the ball.
              
            Inside, past a small door less than 4 feet tall, the ball
            glows white, lighted by the sunlight outside reflecting and
            bouncing inside from one triangle to another.
              
            In its center is a 40-foot satellite dish, cleaner and
            smoother than any of the others. It looks new, though it
            has been there for years. There are unusual numbered
            patterns on the dish's white panels, laid out like a cheat
            sheet to a jigsaw puzzle. The astronomers believe that
            the triangles vary in size as a clever way to minimize the
            effect of interference that comes from patterns.
              
            Enclosing the dish under such a surface, they speculate,
            would protect it from the weather, and prevent anyone
            else from seeing it or reading the direction it is pointed.
              
            For the astronomers, though, this curious dish is
            somewhat irrelevant. They need dishes with large faces,
            like the two bigger ones, to read the radio signals of stars
            millions of light-years from Earth.
              
            From far above on the perfectly level, perfectly painted
            helicopter pad with a view of miles of mountains and
            green trees, Powers laughed at the differences between
            the previous owners and the astronomers, a group short
            on staff and scraping for funding. He studied the golf
            ball.
              
            "You'll go a long way before you find anything like that
            around anywhere else," he said. " ... But nothing about
            this place is what it seems."

reported on the 7:30 PM news program that the Palestinian demands in
response to the Clinton plan include:

+ Western Wall under Palestinian control with Jewish access
[apparently in accordance with the 1931 Mandate Era Wailing Wall
Order] subject to the prohibition on the placement of benches or
partitions at the Western Wall.

+ No Jewish control of any area within eastern Jerusalem, including
the Old City.

+ No recognition of any Jewish connection to any holy site.

22- Rejecting any rights of Jews in the Aqsa Mosque that must not be
desecrated by the Zionist extremists.

23- Rejecting any rights for Jews in the Western Wall.. the Buraq Wall or
its extension, this matter was ratified by a British Commission, especially
after the Buraq Revolution in 1929 while its resolution came in 1931
regarding the right of ownership of the Wall to the Islamic Waqf and that
Jews cannot set up a table near the Wall and that their connection and

26- Rejecting the principle of sharing sovereignty over the Aqsa Mosque and
rejecting any Israeli sovereignty beneath the Aqsa Mosque.

27- Rejecting the principle of Israeli sovereignty over the sites that have
connection with the Jews within the borders of East Jerusalem, such as what
they call The Jewish Quarter, the Jewish Cemetery, City of David where
Silwan town is located...

28- The proposals ignored the Arab rights in West Jerusalem since 70% of
West Jerusalem is based on stolen Arab properties.

29- The proposals violate the core of the right of return since it expresses
a freedom of choice for the Palestinian human being so that return will be
to their homes and properties from which they were evicted and not to the
sites that they decide.

33- It is impossible to recognize the alleged right of return for the
so-called the Chosen People into the Promised Land after thousands of years
while at the same time it denies the Palestinian human being the same right
and they see their lands seized every day and they are evicted from it every

35- Rejecting the using of settlements blocs as a negotiation principle
according to the US proposal because they subject the most vital Palestinian

First: The Peace Process Terms of Reference
The process was launched on the basis of international legitimacy
resolutions 242 and 338 and the principle of land for peace, in addition to
the resolutions pertaining to Jerusalem no. 181, 252 and pertaining to the
refugees no. 194 and pertaining to settlements no. 486. The proposals
violated the terms of reference in the following areas, which stipulates
refusing them:

1- Non-implementation of full withdrawal from the occupied territories
according to UN Security Council resolutions 242 and 338, and the call for
cutting part of the land means dividing the Palestinian state into three
separated cantons; this prevents the geographic continuity that was
stipulated in the unfair Oslo Agreements.

2- Demanding the reaching to a full peace without full military and civil
withdrawal of the occupation army and the settlers from the Palestinian
territories occupied in 1967; this violates the principle of land for peace;
an incomplete withdrawal means an incomplete peace; this is a situation that
does not end the state of conflict, which is stipulated in the proposals.

3- The demand for dividing Jerusalem to the point of fragmenting it into
pieces without considering it an indispensable part of the occupied
Palestinian lands; this contradicts with the UN Security Council resolution
252 pertaining to East Jerusalem.

4- The call to cancel the right of return for the Palestinian refugees to
their homes and properties from which they were evicted and impose the cases
of resettlement and rehabilitation and some cases of return on a
humanitarian basis under the title of family reunification.

5- Impose the legitimacy of settlements through proposing a the annexation
of 5% of the area of the West Bank to absorb the settlers; this contradicts
with all resolutions issued by the UN Security Council and General Assembly
that consider settlements as illegitimate and an obstacle in the path of
peace.

Second: Sponsorship of the Peace Process
The peace agreements were signed under US and Russian sponsorship with
European and Arab participation and a UN representative. However, the
monopoly of the Zionist Clinton administration to the peace process,
especially after the end of the transitional phase without implementing it,
made the Palestinian position stress on the full international sponsorship
of the process. In addition to the reasons pertaining to the terms of
reference, we add the following reasons for rejecting the proposals:

6- Imposing the absence of the UN in order to make the international
legitimacy resolutions absent from any agreement.

7- The US monopoly means that the Zionist group of the White House and the
Zionist Lobby are controlling the future of the Palestinian people cause; in
many of the instances, they prefer the Israeli interest over the US interest
because of their ideological connection with the Zionist thought.

8- The absence of the international sponsorship means the absence of
guarantees towards the implementation of international legitimacy and making
room for maneuvering and evasion.

9- The US proposals talk about an end of a conflict at the time when they
propose a new declaration of principles that abolishes the terms of
reference of the peace process and do not deal with the final status of the
process that requires implementing decisions and not evading them. Accepting
the proposals even with reservations transforms the basic reference into a
Palestinian non-binding demand and releases the Israelis and Americans from
it.

10- The vagueness of the text of the proposals requires international
sponsorship that can impose clarity instead of the destructive vagueness so
that interpreting the texts of the articles will not be in the hands of the
US lobby and will not be subject to the hegemony of the Israeli force.

Third: The Palestinian Lands
In addition to what we have mentioned in terms of non-commitment to the
resolutions of full withdrawal 242 and 338 and the land for peace principle,
there are additional reasons pertaining to the land:

11- The proposals are launched on the basis that the conflict is around the
occupied territories in 1967, which is 23% of the Historical Palestine area;
they are trying to ignore the historical and natural right of the
Palestinian people on all of the Palestinian territories; they ignore UN
General Assembly Resolution 181, which divided Palestine into a Jewish state
that controls 52% and an Arab state which controls 44% and a separate entity
for Jerusalem of 2%: it transformed the Palestinian lands into the
Compromise of Partition, then into a Compromise of Forceful Occupation of
half of the lands of the Palestinian state and half of the entity of
Jerusalem. Now, they want to impose a new compromise of partition on the
remaining 23% of the land.

12- They play tricks in the ratios they talk about; we have to stress that
we reject in the field of modern negotiations to talk about ratios of land.
The basic matter is the principle of full withdrawal. Despite this, when
Clinton says that Palestinians talk about 100% of the land and that Israelis
talk about 90% of the land, which means they want to annex 10% only, but
Clinton exerts pressure to reach a middle-road solution of 95% of land to
the Palestinians. This figure is considered a profitable bargain to some
under the shaking balance of powers. When the secret of figures was
revealed, many realized that the real ratios are otherwise; they realized
that these figures would shred the Palestinian entity into cantons. The 95%
will not be calculated from the total area of the West Bank occupied in
1967; it will be calculated after deducting Jerusalem which was annexed, and
the no mans land in Latron and the Dead Sea, which equals to 18% of the West
Bank; this means that the withdrawal from 95% of a total area of 82%, which
means withdrawing from 77% of the total area of the West Bank.

13- Out of the remaining 77%, the proposals demand cutting 5% in addition to
leasing 3% for 999 years "until Dooms Day"??? which leaves 69%, which is 15%
of the historical and natural right of the Palestinian people in the lands
of their homeland.

14- The proposal that demands keeping 80% of the settlers in their
settlement sites despite its illegitimacy; this proposal gives them land
equal to four times the land where settlements are located now; all
constructed settlements are located on 6.1% of the total area of the West
Bank while giving them 5% to 6% is three or four times its area.

15- Despite our absolute rejection to the land exchange principle as a
precondition and not a result of negotiations between two independent
states, the proposals included the exchange of 5% of the Palestinian lands
in return for 1% to 3% of occupied lands in 1948. Instead of having it of
the same value and size, the proposals suggest cutting the most important,
fertile and populated parts of land and includes the basic water basin for
the Palestinians and besieges Arab Jerusalem while they suggest in return
desert land that are used as dumpsite for nuclear waste.

16- Proposing the leasing of Palestinian lands for a long period of time is
a state of annexation under tricky titles; we do not know for what purpose
these lands will be used. Is it an attempt to cancel what has been agreed
upon regarding the safe passage as a basic part of the peace process in the
"Gaza Jericho First" Phase which has been stalled for now.

17- The proposals give continuity of land to be annexed or rented by Israel
so that it will lead to disconnecting the Palestinian lands.

18- The image of the Palestinian homeland according to the proposals gives
an idea about the future conflict between the points of the intertwining and
overlapping triangles which disrupts the future life of the Palestinian
people because of this geographical overlap instead of geographical
separation; the joint borders between the Palestinian lands and Israel after
the amendments according to the proposal will be ten times the length of the
existing Green Line and that the settlement blocs and concentrations will
become areas for future conflict.

19- Looking at the map according to the proposals gives a preliminary vision
that the Palestinian state is unsustainable and cannot grow and absorb the
refugees. Therefore, we reject using the settlement blocs as a negotiation
principle that imposes itself on the ground.

20- Annexing an unpopulated area under the pretext of security reasons is
rejected because it reduces the Palestinian sovereignty and makes the
aspired state a subordinating entity, especially on the eastern borders
along the Jordan River.

Fourth: Jerusalem
Clinton proposed a general principle that Arab regions go to Palestine and
Jewish regions go to Israel. Clinton also appealed to both sides to draw up
maps that secure the maximum extent of geographic continuity to both sides
along with rights of both sides in Aqsa Mosque and the Western Wall. The
proposals pertaining to Jerusalem bring more substantial reasons to reject
the proposals, mainly the following:

21- Rejecting the principle of Judaization and annexation since Jerusalem
occupied in 1967 and anything in it belongs to Palestine and no one can
accept the measures of Judaization and annexation that were exercised by
Israel and violating the international legitimacy resolutions.

22- Rejecting any rights of Jews in the Aqsa Mosque that must not be
desecrated by the Zionist extremists.

23- Rejecting any rights for Jews in the Western Wall.. the Buraq Wall or
its extension, this matter was ratified by a British Commission, especially
after the Buraq Revolution in 1929 while its resolution came in 1931
regarding the right of ownership of the Wall to the Islamic Waqf and that
Jews cannot set up a table near the Wall and that their connection and
proximity to the Wall will be upon a permission by the Moslems.

24- Rejecting the talk over the so-called Wailing Wall which is 58 meters
long and reject its extension to include all the Western Wall which is 485
meters long since the whole wall is part of the Aqsa Mosque and there won't
be any fragmentation of sovereignty over it.

25- Rejecting any recognition of the Jews rights in the Tunnel beneath the
Western Wall since the mere opening of this tunnel in 1996 during Netanyahu
reign erupted the Aqsa Uprising that did not calm down until the Hebron
Protocol was imposed on Netanyahu and the withdrawal from important parts
in Hebron.

26- Rejecting the principle of sharing sovereignty over the Aqsa Mosque and
rejecting any Israeli sovereignty beneath the Aqsa Mosque.

27- Rejecting the principle of Israeli sovereignty over the sites that have
connection with the Jews within the borders of East Jerusalem, such as what
they call The Jewish Quarter, the Jewish Cemetery, City of David where
Silwan town is located. This means once again yielding to the idea of
dispersing the city into mosaic streets that contradict with the sanctity of
the city that Zionists claim they want tit unified. They want it also under
their absolute sovereignty. The future of the Holy City is that it should be
open to all worshippers and religious people so that each can reach to his
holy site under the Palestinian Islamic and Christian sovereignty and that
does not contradict with any religion, including the Jewish religion.

28- The proposals ignored the Arab rights in West Jerusalem since 70% of
West Jerusalem is based on stolen Arab properties.

Fifth: Palestinian Refugees
The launching of the Palestinian armed revolution in 1965 under the title of
(The Road of Return, the Road of Unity), at that time, the return was not
meant as the return according to resolution 194, which means return under
the Zionist entity but return under the liberation of Palestine. Then, the
total occupation of the Palestinian lands came in 1967 to become the
political program that coincides with the balances of powers that accepts a
Palestinian state in the West Bank and Gaza Strip. A concession was made on
the area of the land. But the sacred right of return could not be
surrendered. The issue of the refugees is the core of the Arab-Israeli
conflict. The refugees have a right. They are residing in various Arab
countries, whether they have citizenship of these countries or if they are
living in the refugee camps. They all refuse the idea of resettlement in
general. They demand their right of return as a principle. This sacred right
was ratified by the international legitimacy resolution 194, which was
violated by Clinton's proposals. In addition to this blatant violation,
there are other reasons to be added:

29- The proposals violate the core of the right of return since it expresses
a freedom of choice for the Palestinian human being so that return will be
to their homes and properties from which they were evicted and not to the
sites that they decide.

30- The right of return must guarantee also the right of compensation for
all who desire to return because o9f the sufferings and eviction and for the
years in which the occupation used these properties.

31- The formula in the proposals imposes on Arab countries to absorb
Palestinian refugees as citizens in them and this is a rejected matter since
it is a decision of collective punishment without giving the individuals
freedom of choice.

32- The proposals that demand a formula of both Palestinian and Israeli
sides recognizing the right of return of refugees to historical Palestine or
to their homeland show that the agreement must clarify that there is no
specific right for refugees in return to the regions that are located now
within Israel. This deception rises from the fact that Israel cannot absorb
the right of return but it allows the unlimited return of any Jew in the
world at any time. The slogan of Zionism remains immigration and it affects
the Israeli policy which absorbed in a short period of time more than one
million Russian immigrant from the former Soviet Union, where many of them
were not Jews, but there is room for them in Palestine at the expense of the
Palestinian people.

33- It is impossible to recognize the alleged right of return for the
so-called the Chosen People into the Promised Land after thousands of years
while at the same time it denies the Palestinian human being the same right
and they see their lands seized every day and they are evicted from it every
day.

34- rejecting the right of return means the continuation of the struggle
indefinitely and blocking the path for any possibility for coexistence
between the Palestinian Moslem and Christian people and the Israelis. This
coexistence can realize in the future democratic relations within the
context of the historical Palestine that can secure peace and security. The
right of return does not aim to destroy Israel as Zionist claim; the right
of return seeks to help Jews get rid of the racist Zionism that wants to
impose their permanent isolation from the rest of the world.

Sixth: Settlements:
In addition to the principle position pertaining to rejecting settlements,
the proposals tried to engage in details that confirm the US saying at the
beginning of the Madrid Conference that settlements are illegitimate and
constitute an obstacle in the path of peace. If we realize that most of the
settlements were constructed or expanded during the reign of Clinton's
sponsorship of the peace process, we conclude that he was with the Zionist
Dennis Ross planning what they are offering now, which adds more reasons to
reject the proposals:

35- Rejecting the using of settlements blocs as a negotiation principle
according to the US proposal because they subject the most vital Palestinian
interests, mainly the geographic continuity of the Palestinian state and
control over the Palestinian natural resources, to the Israeli greedy
interests.

36- The principles inside these proposals oppose each other since the
principle of annexing the settlements contradicts with the principle of
reducing the impact of this on the Palestinian land and the Palestinian
people.

37- The proposals demand the Palestinian approval to the violation of
international legitimacy resolutions which means legitimizing the process of
settlements that constitute a dangerous cancer in the Palestinian body on
land and people.

Seventh: Security
The Israelis and the Americans understand that security achieves peace.
Therefore, the US proposals within this context transforms the land for
peace principle into security for peace formula and sometimes security for
security and that the most important point for them is to make the land
absent from any formula. There are new reasons for rejecting the US
proposals because of the security aspect of these proposals:

38- The proposals stipulate that withdrawal takes place within a period of
three years and handing over to international troops is to be done gradually
and that Israeli military presence in the Jordan Valley remains for three
more years. These proposals seem to be suggested to be rejected. They give
the justification not to replace the Israeli occupation through a compound
occupation with international troops and cancel the eastern borders of the
state of Palestine. It is natural based on the capacity of Israel, which
withdrew in a matter of a few hours from South Lebanon, can make the
withdrawal within one month and not years.

39- The US proposes that Israel should have three early-warning stations and
bases for weapons warehouses for ten years, in addition to its right to
deploy its troops in the Palestinian lands during an emergency state to be
defined by Israel; they want us to be occupied psychologically forever,
which is the worst level of an autonomy.

40- The proposals give the Palestinian people a state with sovereignty but
without arms, which means a state with a violated sovereignty, which cannot
be accepted by any sane human being; the Palestinian people realize that the
Israeli arson did not stop the Palestinian people from moving in their
revolution and Intifada. However, seeking peace must carry with it the
meanings of justice, respect, freedom and not subordination.

41- The proposals demand arrangements through which the state of Palestine
accepts the violation of its air space under the title of Israel's needs in
the area of training and operations, which violates blatantly and
complicates the relation between the Palestinian state and the neighboring
Arab countries.

42- The peace imposed through these proposals does not guarantee ending the
conflict but will escalate it in the future since the outstanding issues
between the aspired Palestinian state and Israel will appear very clearly,
especially on the issues of water, environment and the future economic
relations, which cannot be stable under these proposals.

43- The proposal to end the conflict in the region as soon as the
Palestinian leadership accepts Clinton's proposals is the biggest trick
because accepting these proposals after the above-mentioned reasons means
moving the conflict into an internal Palestinian-Palestinian conflict that
will destroy the Intifada and into an Arab-Palestinian conflict; this
reveals that the golden opportunity that Clinton offers in the overtime of
his term as president is nothing but a poisonous opportunity and what is
most dangerous about it is to find people who can deal with them because
these proposals will be the grounds for the new US administration.
Therefore, the rejection must be clear and honest.

44- Ending the conflict in the region is an Arab-Palestinian cause and
cannot be done through an imposed deal because it is rejected by our people
and by our Arab and Islamic nation. Ending the conflict requires reaching a
comprehensive peace in the region where the peace process becomes mature
enough with its accepted goals achieved on all Syrian and Lebanese tracks
alongside the Palestinian track. All the above-mentioned reasons that aim to
reject surrendering and rejecting the stopping of the Intifada can be
summarized in one reason. If the new US administration decides to play an
important role in a comprehensive and just peace in the region, it must
abide by the implementing of the international legitimacy resolutions.

The basic matter regarding all the complexities is that President Clinton
did not honor his commitment and his signature to achieve a just peace based
on international legitimacy resolutions. We only demand the implementation
of these resolutions. This makes us all say in Fateh Movement that we will
not accept any proposals that violate international legitimacy resolutions
which are in favor of our cause under the title of escaping and surviving
the war threats of Clinton and Barak. The continuing Intifada with the will
and determination of our people will have the answer for the future.

          Clinton Divides Jerusalem

WASHINGTON =97 Two weeks before leaving office, Bill Clinton is frantically=
=20
scrambling to patch together his claim to a legacy by undermining Israel's=
=20
security and dividing Jerusalem.=20=20

Four weeks before facing ejection from office by irate Israeli voters, a=20
desperate Ehud Barak has turned himself into a diplomatic doormat, making=20
hitherto inconceivable concessions so that he can get past Election Day on=
=20
the pretext of having achieved a truce.=20=20

In negotiations that will probably resume now and conclude on the Friday=20
before inaugural weekend, these two men in political extremis represent=20
nobody but themselves.=20=20

Clinton needs a hubricity stunt so badly that he cannot be said to represen=
t=20
America's national interest. Barak, regarded with dismay by the majority of=
=20
his compatriots and repudiated by the Knesset, no longer speaks for Israel.=
=20
His own attorney general doubts the "moral authority" of his negotiating af=
ter=20
his resignation.=20=20

And yet Yasir Arafat has his lame ducks in a row: the lost leaders are=20
pleading with him to accept sovereignty over the Temple Mount, splitting=20
Jerusalem into unmanageable pieces, inviting the Palestinian takeover of=20
Jordan and placing essential West Bank air space in Palestinian hands.=20=20

Arafat's answer is "No, but . . ." Not only does he please West Bank=20
militants by insisting on the sovereign right to control who shall throw st=
ones=20
down at Jews praying at the Western Wall, but he maintains diaspora=20
contributions by holding out for a "right of return." He wants to occupy Is=
rael=20
with millions of resentful Arab refugees whom Arab nations want no part of.=
=20=20

After the failure of Arab armies to strangle the Jewish state in its cradle=
 in=20
1948, some 600,000 Arabs fled the country. Arab nations have kept them=20
and their descendants in camps of poverty and degradation ever since,=20
fanning the flames of hatred.=20=20

In stark contrast, the 600,000 Jews who were driven out of neighboring Arab=
=20
states were welcomed into Israel, where their grandchildren are now free an=
d=20
productive citizens.=20=20

Although the Palestinian demand to "return" is a retreat to unreality, Araf=
at=20
has been using it to extract a surrender of Israeli security. Clinton and B=
arak=20
are cooperating in the deception: by striking the stern pose of refusing to=
 turn=20
vast areas of Israel over to the five million descendants of the Palestinia=
ns=20
who fled, the Clinton "bridging proposal" professes to be evenhanded in=20
caving in to every other Arab demand.=20=20

It is merely unseemly for Clinton, in payback mood as he departs, to appoin=
t=20
midnight judges or change ethics regulations that will enable his aides to=
=20
profit as lobbyists in a revolving door; those are the last twitches of his=
=20
permanent campaign. But it's downright dangerous for this president to=20
saddle his successor with a lopsided proposal that voters in Israel are dut=
y=20
bound to reject.=20=20

What good does it do to present the world with an agreement, grandly signed=
=20
at a White House ceremony with Arab potentates and European leaders=20
applauding, that is bound to be repudiated by aroused Israelis? Thanks to=20
Clinton-Barak, Israel will then be labeled intransigent and isolated.=20=20

In his zeal to be remembered as peacemaker =97 at whatever cost to the=20
security of Israel and the sanctity of its religious identity =97 Clinton i=
s raising=20
unfillable Arab hopes and passing on to his successor the increased risk of=
 a=20
Mideast war.=20=20

Silence from George W. Bush is assent. Jewish Americans, about the only=20
ethnic group not represented in his cabinet choices, voted overwhelmingly f=
or=20
his opponent and earned no political call on the president-elect. But all=20
Israel's friends here deserve better than a one-president-at-a-time brushof=
f.=20=20

It is the new presidency that will soon have to face the crisis that this f=
renetic=20
history-hunt is precipitating. Just a hint of Bush dissociation from Clinto=
n's=20
blatant electioneering near the Israeli polls would be comforting to a=20
democratic ally and its American supporters.=20=20

Assume that Clinton's ill-advised brinkmanship and Barak's unending=20
concessions are not driven by legacy lunacy or political desperation, but a=
re=20
intended only to end unending conflict. Ascribing to them even the best of=
=20
motives, these two lame ducks are doing Israel irreparable harm.=20=20
