PARIS, Jan 10 (AFP) - Australian gene engineers accidentally created a
mouse virus that kills every one of its victims by wrecking their
immune system, a discovery with the potential for making the ultimate
terrorist weapon, New Scientist reports.

The killer bug was invented quite inadvertently, while the researchers
were trying to create a contraceptive vaccine for mice as a pest
control, the British weekly reports in next Saturday's issue.

They inserted into a mousepox virus a gene that creates large amounts
of interleukin 4 (IL-4), a naturally-occurring molecule that produces
antibodies in the immune system.

The idea was to stimulate antibodies to destroy eggs in female mice,
thus making the rodents infertile.

Mousepox, a close relation to smallpox, normally only causes mild
symptoms among the type of mice being used in the study, and was only
being used as a vehicle to deliver the IL-4.

But when the IL-4 gene was inserted, the engineered virus ran amok,
attacking the "cell-mediated response" -- the part of the immune
system that fights viral infection. All the animals in the study were
wiped out in just nine days.

Worse, the engineered virus was astonishingly resistant to vaccines. A
vaccine that would normally protect these mice from mousepox only
worked in half of the mice exposed to the killer version.

Co-researcher Ron Jackson, of the Canberra-based institute CSIRO, said
the discovery was a frightening indicator of what could happen if the
human smallpox virus was similarly modified.

"It would be safe to assume that if some idiot did put human IL-4 into
human smallpox, they'd increase the lethality quite dramatically," he
told New Scientist.

"Seeing the consequences of what happened in the mice, I wouldn't want
to be the one to do the experiment."

"It's surprising how very, very bad the virus is," said Anne Hill, a
vaccine experts from Oregon Health Sciences University in Portland,
Oregon.

Smallpox has been eradicated as a disease thanks to a global
vaccination campaign, although two laboratories -- one in the United
States, the other in Russia -- still have ampoules containing the
virus, under an arrangement with the World Health Organisation (WHO).

The incident highlights how easy it could be for some with
bio-engineering knowledge to create a murderous virus for which there
would be no cure or effective vaccine, New Scientist said.

"Vast amounts of time and effort have gone into policing the
military's use of biotechnology. But the activities of civilian
biologists have been ignored," it said.

"Yet genetic engineering techniques are now so widespread that
potentially dangerous results are bound to emerge accidentally."

It suggests tougher vetting of research proposals; a greater effort to
train students in biological subjects about potential dangers arising
from lab work; and encouraging greater openness among biologists to
discuss the misuse of genetic engineering.

Military Advocate General Menachem Finkelstein has issued a legal opinion
stating it is permissible to kill Palestinian terrorists in exceptional
cases, to save human life and if there is no other alternative, IDF Chief of
Staff Shaul Mofaz told the Knesset Foreign Affairs and Defense Committee on
Tuesday.

Mofaz was responding to a question from MKs Naomi Chazan and Zahava Gal-On
(Meretz), both of whom oppose killing terrorists. Mofaz said the security
services are obligated to do everything possible to foil terrorist attacks.
One way to do it is to make clear that people who endanger the lives of
Israeli soldiers and civilians are under threat of a response.

Mofaz said when it is possible to arrest terrorists without endangering IDF
troops, that is the preferred method. But if making an arrest meant "real
danger to our forces, then it is permissible in principle to remove the
danger by striking at the hostile party after all other methods - as well as
the immediacy and gravity of the danger posed by the hostile party - have
been considered," he said.

"This is not routine, but an exceptional method whose goal is to save human
life in the absence of any other alternative," Mofaz said. "It is used
against people definitely identified as having worked, and are working, to
commit attacks against Israel.

Egypts ambassador to Israel, Mohammad Bassiouni, said if Likud candidate
Ariel Sharon becomes prime minister, it will be a disaster. Bassiouni was
speaking Tuesday in Cairo, where he has been since his government recalled
him in November to protest Is raels use of force against Palestinians. He
said unless Prime Minister Ehud Barak manages to forge an accord between the
two sides by the end of next week, there will be no agreement for two
decades.

1. Givon HaHadasha residents demanding bulletproof school buses
(BNI-JAN.11) The residents of Givon HaHadasha, near Givat Ze=92ev, are
continuing to keep their children home from school demanding bulletproof
school buses for those students being transported to Beit Horon. Following
the most recent shooting attack in which a 12-year-old youth sustained
moderate injuries while driving home during the evening hours with his
mother, residents insist they must have better protection for their
children.

The community is demanding that Benjamin Regional Council officials
furnish bulletproof buses for the children. Regional council government
officials explain that they oversee 420 transportation routesdaily but of
the total number, only 80 are done in bulletproof vehicles due to the lack
of recourses.=20

In response to the sharp increase in shooting attacks along the Givon
road, Route 443, the IDF has deployed tanks, armored personnel carriers
and ordered military patrols to regularly maintain a presence on the road
known as the Jerusalem-Modi=92in road. Nevertheless, the students are still
being transported in non-bulletproof vehicles.=20=20

2. Two injured in Bat Yam shooting
(BNI-JAN.11) Two persons were injured in a shooting in Bat Yam at about
3:00am. A 38-year-old man was very seriously wounded and a 24-year-old
female sustained light injured. The two were transported to Wolfson
Hospital. No additional details on the shooting are available at this

4. Explosive block neutralized in Jerusalem on Thursday morning
(BNI-JAN.11) A military explosive was found on Jerusalem=92s Shivtei Yisrae=

Street on Thursday morning along with detonation caps. The explosive was
discovered across the street from the Ministry of Education building.

The explosive was placed inside a carton but the detonation device was not
connected to it. Police bomb demolition experts removed the device and an
investigation has been launched.=20=20

5. Truck stolen in Tira
(BNI-JAN.11) At about 10:30pm on Wednesday night, four suspects arranged
to met a man from Tel Monde, to see his truck, presumably to close the
deal on purchasing the vehicle. The four then took the driver at gunpoint
to an orchard in Tira, tied him up and made off with the truck. Tire
police are investigating.=20=20

(BNI-JAN.11) An Israeli convoy of civilian vehicles escorted by soldiers
was attacked by gunfire on the Karnei/Netzarim route in Gaza on Wednesday

(BNI-JAN.11) Security troops arrested four residents of the Arab village
of Hussan in the Bethlehem area, on Wednesday night. The suspects are
alleged to have participated in attacks against Israeli motorists in the

1. Terror attack averted in Jerusalem
(BNI-JAN.11) An alert passerby averted a terrorist attack in Jerusalem=92s
Meah Shearim neighborhood a short time ago.=20

Police were summoned to Shomrei Yisrael Street where they found a pipe
bomb set to be detonated by a cellular telephone. The passerby saw=20
someone
throwing a =93bag=94 into a trash receptacle, deciding it was suspicious,
prompting the person to call police.=20

Bomb demolition experts are at this time still on the scene, neutralizing
the device.

Earlier in the day, an explosive was found close by on Shivtei Yisrael
Street, opposite the Ministry of Education. In that case as well, the
device was safely removed.=20=20

2. Burning tire rolled into Hebron=92s Jewish community
(BNI-JAN.11) A large burning tire was rolled into Hebron=92s Jewish Quarter
a short time ago. Fortunately, there were no reported injuries. Community
leaders are calling upon security officials to take more aggressive action
to restore order to the area.

3. IDF outpost near Rafiach attacked by gunfire
(BNI-JAN.11) An IDF position near Rafiach in southern Gaza, was attacked
by gunfire during the night. There were no reported casualties among
Israeli forces that returned fire.=20=20

4. Shahak says security cooperation with PA moving forward
(BNI-JAN.11) Minister Amnon Lipkin-Shahak on Thursday morning reported
that there were signs of a beginning of renewed security cooperation
between Israel and the PA. On Wednesday night, Shahak met with senior PA
security officials in the hope of bringing about a cessation of daily
shooting attacks and renewing security cooperation.

Accompanying Shahak were General Security Service (GSS/Shin Bet)=20
director
Avi Dichter and the IDF Major-Generals Shlomo Yanai, Yitzhak Eitan and
Doron Almog. Representing the PA were Security Chiefs Gabril Rajoub,
Mohammad Dahlan, and Toufiq Tirawi.=20

According to officials reports on Thursday, there was an oral agreement
reached that will result in the immediate renewal of some join patrols
involving officers on a senior level. Shahak told Israel Radio these joint
efforts are to get underway immediately.=20

In return according to Shahak, the PA is demanding a lifting of the
closure imposed on PA residents throughout Yesha. Shahak told Israel Radio
that the lifting of the closure would follow after an unspecified period
of time, once Israel sees the PA complying with the agreement.

PA officials on Thursday morning stated there would be no renewal of
security cooperation until such time they see Israel complying with the
agreements reached at the Wednesday night meeting.=20

The Wednesday night meeting was the result of a Tuesday night meeting in
Gaza between Shahak and PA Chairman Yassir Arafat, following which=20
Shahak
reported that Arafat is genuinely interested in bringing about and end to
the daily attacks and he (Shahak) was optimistic.=20=20

5. Israel eases restrictions on travel of PA VIPs
(BNI-JAN.11) Israeli officials have decided to ease restriction imposed on
PA officials holding Israeli-issued VIP cards. Following the January 1,
2001 car bomb attack on Netanya=92s Herzl Street, the free travel
arrangement to the senior PA officials were rescinded.

At this time, persons holding VIP cards may travel freely throughout Yesha
but still require permission to cross the =93Green Line=94 into =93Israel
proper=94.=20=20

6. Hunger strike enters it 13th day
(BNI-JAN.11) Professors for a Strong Israel, accompanies by other
supporters, are in day 13 of their hunger strike under the banner, "Yes to
Zionism, No to Irresponsible Opportunism."

The hunger strikers remain in downtown Jerusalem, at Safra Square, and are
determined to continue with their effort. Many supporters, including
public and elected officials have visited the tent in a show of
solidarity.=20

The hunger strikers oppose the government=92s willingness to make
concessions involving Israeli sovereignty in Jerusalem, as well as Barak=92=
s
insistence on continuing negotiations with the PA even though his minority
government no longer enjoys a mandate from the people of the parliament. =

1. More on averted bombing attack in Jerusalem
(BNI-JAN.11) A woman on Jerusalem=92s Shomrei Emunim Street in the Meah
Shearim section of town saw and Arab throw a black bag into a trash
receptacle. For reasons that remain unclear at this time, the woman who
promptly summoned her son deemed the act =91suspicious=92. The son, 32,=20
looked
inside the bag and saw an explosive device connected to a cellular
telephone. The explosive device was noticed at about 10:00am local time.=20

The son decided to separate the cellular phone from the explosive devices
and then telephoned police. While speaking on the phone with the police
dispatcher, the cellular telephone rang but the device did not detonate.
Several minutes later, when police arrived on the scene and the bomb
demolition team began neutralizing the devices. The explosives were
removed from the area in a protective bombproof container.

Police confirmed reports the device was connected to multiple explosive
charges. One suspect was taken into custody.

The device was reportedly similar to the one used in the December 2000
bomb attack on a Number 51 bus on Derech Petah Tikvah in Tel Aviv.=20

(BNI-JAN.11) The PA media is reporting that five Arabs suspected of
cooperating with Israeli security agencies, have been placed under arrest
and will be placed on trial for their crimes. According to the PA reports,
the five furnished Israeli authorities with intelligence information that
lead to the deaths of six PA residents.=20=20=20

(BNI-JAN.11) Israel Radio is reporting that Israel has reopened the

Vatikai: That is not a question you really expect an answer to.

IMRA: I do not know. I imagine that there is an answer.

Vatikai: It is within the matter itself. We are taking measures in order
to improve the cooperation and with the Palestinian commitment to reduce
the violence and we are taking all these measures within strict security
limits, inspections etc. That's it. What do you mean "enable"? We are
not doing it to enable them to move weapons.

IMRA: It is not a rhetorical question. Take for example in the Gaza
Strip. Now it is possible to move from north to south?

The High Court postponed yesterday hearings on petitions calling for Cabinet
Secretary Isaac Herzog's dismissal for his alleged involvement in the Barak
1999 election campaign funding controversy and his alleged refusal to answer
police questions about his relations with non-profit association
contributors to the campaign. Justices Shlomo Levin, Izhak Englard and
Yitzhak Zamir announced that discussion on the petitions will resume soon,
after the State Attorney's Office submits its report on the Herzog
investigation.

The petitions calling for Herzog's removal have been submitted by the
Movement for Quality Government and MK Michael Eitan (Likud). The
petitioners argue that Herzog ought not to be allowed to hold a senior
public post due to findings contained in the State Comptroller's report that
point to his involvement in the NPO funding affair.

Attorney Eliad Shraga, counsel for the Movement for Quality Government,
stated yesterday that the movement's petition was filed about a year ago and
since then has been ignored. Were such suspicions of wrongdoing to arise in
the case of an ordinary citizen, he claimed, that person would be instantly
dismissed from his post.

elections. Mahameed issued a statement calling on voters to abstain so that
polls stay empty. Israe li Arab MKs are expected to meet today with Mohammed
Zeidan, chairman of the Higher Monitoring Committee for Arab-Israeli
Affairs, in an attempt to forge a united policy regarding the elections.
Many Israeli Arab leaders believe that the Monitoring Commi ttee should back
a no-vote policy; a small minority is pressuring the committee to support

A group of homosexual and lesbians says it will work as part of Prime
Minister Ehud Baraks re-election campaign team. Michal Eden, a Tel Aviv
municipality council member affiliated with the Meretz party, along with MK
Yael Dayan (One Israel), former MK Haim Oron and others organized this
section of Baraks campaign staff. Speakers told a news conference yesterday
at Labor Pary headquarters that it marks the first time Israels gay
community has organized politically, in contrast to other countries wher e

Ariel Sharon, the Likud candidate for prime minister, suggests solving the
problem of territorial contiguity for Palestinians by building a tunnel to
connect the Ramallah and Nablus regions.

Sharon raised the idea in an interview with the Arabic-language Nazareth
weekly Kol al-Arab, to be published tomorrow. Sharon told the paper he has
spoken with senior Palestinian officials and has presented them with plans
for a series of long-term interim agreements.

"I have recently had contacts with the Palestinian Authority, at the
Palestinians' request," he said, adding that the PA was interested in
talking to him because "with me they know exactly where they stand, what is
yes and what is no. I don't play games and I don't maneuver."

Sharon said he was willing to speak with PA Chairman Yasser Arafat, but not
to shake his hand. He said he was not looking for an "easy" or "flexible"
Arab partner, because there is no such person in the Palestinian leadership.
Furthermore, he said, he admired them for this.

"No has ever heard an expression of contempt for Arabs from me," he said.
"No one. I admire them. The Arabs will fight to the death ... Arab soldiers
have many advantages and positive traits."

He said Arafat did the right thing when he said he could not agree to
concessions in Jerusalem without the backing of the Arab world. "It's is a
pity that Prime Minister Ehud Barak did not do the same." Instead, said
Sharon, he agreed to concessions without consulting the cabinet, the
Knesset, or the international Jewish community.

"Arafat conducts negotiations superbly," Sharon said. "He never comes and
says what he will give up ... In negotiations, you shouldn't say what you're
willing to give up before the talks start."

Sharon said he believes in a series of long-term interim agreements because
so many problems, such as Jerusalem and the refugees, appear insoluble just
now. He calls his proposal "a multi-stage plan, since the steps that will be
taken are irreversible. A long time is needed, so that we can monitor
security cooperation and the PA's handling of terrorism."

Sharon also tried to reassure Jordan where worries are expressed about his
past support for turning it into a Palestinian state.

"When I spoke of this, I meant a Palestinian state east of the Jordan," he
said. "But meanwhile, something has happened here, there is a Palestinian
state in the making. Today, in my opinion, the Hashemite Kingdom is a
stabilizing factor of the highest magnitude." He praised Jordan for being
the only Arab country that has tried to absorb its Palestinian refugees.

Sharon said he "regretted" the 1982 Christian Phalangist massacre of
Palestinians in Sabra and Shatilla refugee camps. The Kahan Commission found
that Sharon, then defense minister, did not do enough to prevent the
disaster. "In my eyes, this was a terrible tragedy," he said. "But we were
not responsible for it." He said he is unwilling to apologize for the
massacre because it would be taken as an admission of responsibility.

Asked if he would honor any agreement Barak might sign, he was evasive,
saying only "Barak said the elections would be a referendum."

Sharon said he was against letting Israeli Arabs serve in the IDF as long as
Israel was at war with its Arab neighbors.

Red moon eclipses expectations

Eager astronomers set up telescopes on Tuesday hoping for a glimpse of a
blood-red moon caused by a three-hour lunar eclipse.

Europe and Africa, the Middle East and most of western Asia had the best view
of the eclipse caused by the Earth moving between the sun and the moon. From
1950 GMT, the shadow was total for 62 minutes.

In much of Asia - including Hong Kong - only a partial eclipse was visible.

In Teheran, tens of thousands braved freezing weather to gather in the capital
to watch the eclipse as state radio and television called on Iranians to
perform ayat prayers, a Muslim ritual designed to marvel at God's powers.

The eclipse occurs because at umbra, or full shadow, the Earth's atmosphere
refracts light from the sun, filtering all sunlight colours except those tints
in the orange and red parts of the spectrum. The depth of colour depends
mainly on pollution in the upper atmosphere caused by volcanic eruptions.

In much of northern Europe though, cloudy skies and a dank chill dulled the
show.

spouses to sue unfaithful partners for damages, according to a draft
of a hotly debated law released Thursday. The release of the
proposed law was only the seventh time in 19 years that the National
People's Congress has circulated draft legislation for public
comment, the Xinhua News Agency said. But the display of openness
seemed fitting for the revisions to China's 20-year-old marriage
law. For the past 2 1/2 years, as legislators and legal scholars
reworked the law, the proposed changes have stirred a public debate
rarely seen in China's carefully circumscribed politics. State-run
media have carried frequent reports airing opposing views and legal
hot lines have been abuzz with queries. The changes are intended to
curb a soaring divorce rate that conservatives blame largely on a
growing sense of sexual freedom. In particular, they have decried

southeast for shooting at the moon during an eclipse, daily Hurriyet
reported Thursday. The men, who fired their rifles in the streets of
the town of Kahramanmaras on Tuesday night, told police that it is
traditional to shoot at the moon during a lunar eclipse, Hurriyet
said. But Mehmet Baris, the chief mufti or religious official in
Kahramanmaras, said there was no such tradition and said the men
shot out of fear. "But they can't scare the moon by shooting at it,"
he said. The newspaper said that police were also on alert in the
southeastern city of Batman where others shot in the air during the
lunar eclipse. The predominantly Kurdish southeast is one of the
most traditional areas of Turkey.

DUBAI, United Arab Emirates (AP) - Suspected terrorist Osama bin
Laden was shown on satellite television Thursday reciting an ode to
Jerusalem at his son's wedding, saying Israel's hold on the city
holy to Christians, Jews and Muslims was "burning him from within."
Bin Laden was shown on Qatar's Al-Jazeera reciting the poem at his
son's wedding in the southern Afghan city of Kandahar. The wedding
was Tuesday. "The wound of Jerusalem is making me boil. Its
suffering is making me burn from within," an emotional bin Laden
said during the ceremony. The sovereignty of Jerusalem is one of the
most explosive issues between Palestinians and Israelis.

genetically modified primate, a baby rhesus monkey whose name ANDi
stands for "inserted DNA" spelled backward. Born in October, the

researchers at Oregon Health Sciences University said. Researchers
hope they now can introduce other genes in rhesus monkeys that could

to leave at short notice. "There could be a large eruption in the

people crammed onto an island the size of Cuba.

thousands. The county is about 125 miles south of the capital,
Taipei. Tens of thousands of aftershocks and small tremors have
rattled the island since the 7.6-magnitude quake devastated parts of
central Taiwan. A 5-magnitude quake can cause considerable damage.

NASA BALLOON RESEARCH RIDES TO THE EDGE OF SPACE

     The countdown is underway for the launch of a
revolutionary research-balloon designed to fly higher and
longer than anything before it, and the flight could open a
new era in scientific research.

NASA's new Ultra-Long Duration Balloon (ULDB) is scheduled to
lift off Jan. 16 from Alice Springs, Australia, and will
carry the hopes of many scientists who see balloon technology
as an economical means of studying the Earth and space.

"Although balloons have been flying for more than 200 years
and scientists have long used them for a variety of research
missions, the length of time balloons can stay aloft has
always constrained their efforts," said Steve Smith, Chief of
the Balloon Program Office, NASA Goddard Space Flight
Center's Wallops Flight Facility, Wallops Island, VA. "Thanks
to greatly enhanced computer technologies, high-tech
materials and advanced designs, longer-range balloons are
poised to open a new frontier for high-altitude research".

The balloon is expected to float over the Southern Hemisphere
at an altitude of approximately 115,000 feet (35 kilometers),
3 to 4 times higher than passenger planes. While the test
flight is expected to last only about two weeks and
circumnavigate the globe, the ULDB is designed to support
missions for up to 100 days.

"Balloons provide cost-effective platforms for near-space
observations," said Dr. Vernon Jones, Office of Space
Science, NASA Headquarters, Washington, DC. "This January
flight provides an excellent opportunity to test the newly
designed ULDB system."

The full-scale ULDB is the largest single-cell, super-
pressure (fully sealed) balloon ever flown. At launch, the
balloon is partially inflated with helium and expands as it
rises. When fully inflated, the massive ULDB would barely fit
inside a domed football stadium.The ULDB floats above 99
percent of the Earth's atmosphere and can carry a 3,500-pound
(1.588-kilogram) payload. The balloon system comes down in a
controlled descent. It may be visible from the ground with a
telescope and, in some cases, with the naked eye.

The ULDB's unique pumpkin-shaped design and its novel
material, a lightweight polyethylene film about the thickness
of ordinary plastic food-wrap, were successfully tested
during a prototype flight from Ft. Sumner, NM, last June.

"Recent development of new balloon materials and associated
technologies will enable challenging, important
investigations to be done at relatively modest cost," said
Jones. He added that the ability to fly balloons for months
or years at a time would create a multitude of scientific and
business opportunities.

Conventional high-altitude, scientific balloon flights
typically last a few days to a week because temperature
changes from day to night ultimately cause the balloon to
lose altitude. The ULDB is completely sealed, so gas is not
vented to relieve pressure. The new super-pressure balloon
will maintain lift, size and shape, and will not lose
significant altitude due to atmospheric influences.

Future science missions for the ULDB will study the source of
cosmic rays generated from shock waves emanating from
supernovae and will perform surveys of X-ray emiting objects
in the universe, search for planets around other nearby stars
and will study other objects in space, including the Sun.

The Wallops Flight Facility manages NASA's scientific balloon
program for the Office of Space Science. Launch operations
are conducted by the National Scientific Balloon Facility,
Palestine, TX, which is managed for NASA by the Physical
Sciences Laboratory of New Mexico State University, Las
Cruces. Australian operational support to NASA is provided by
the Commonwealth Scientific Industrial Research Organization.

1. EXPLOSION AVERTED IN ME'AH SHE'ARIM
A miracle in Me'ah She'arim: An alert woman and her brave brother helped
prevent a possible tragedy this morning. Moshe Bik of Me'ah She'arim, in
an exclusive interview, told Arutz-7 what happened:
        "My sister saw someone putting a large bag in the trash bin. She called
me over and asked me to look at it. I thought maybe it was a stolen bag,
that someone had taken out the money and thrown the bag away. I took it
out, and saw that there was a bomb in it, attached to a cellular phone. I
detached the wires, and then called the police."
        Arutz-7: "Weren't you afraid that it might blow up?"
        Bik: "Well, it was already in my hands... It was attached in a fairly
simple way, just like a square battery is attached to a radio."
        A-7: "What did the policemen say to you afterwards?"
        Bik: "Some of them said to me that I was stupid for even getting close to
it, but others said that I did a great thing, that I saved many people in
the neighborhood, and that I should recite the HaGomel blessing [for one
who was saved from danger]."
        A-7: "Many people owe you a great thank you today.
        Bik: "The thanks go to G-d, not to me."

Police sappers who arrived on the scene meticulously dismantled the
bomb. During the process, the cellular phone rang - the "call" which was
designed to detonate the bomb. Earlier this morning, another explosive
device was safely dismantled in the same area, near the Education Ministry.

2. IDF BEGINS TO REMOVE RESTRICTIONS ON PALESTINIANS
The IDF has begun once again removing the closure from the autonomous
areas, beginning with Kalkilye, Shechem, and Jenin. Arutz-7 correspondent
Haggai Huberman reports that the Karni and Erez checkpoints, and the
Allenby and Rafiach border crossings, are now open to the passage of
permitted Palestinian traffic and goods. In addition, Palestinians with
VIP cards are once again being allowed to travel unrestricted between the
Palestinian and Israeli areas.

The easing of the restrictions were agreed upon last night in a meeting
with Minister Amnon Lipkin-Shachak; representing the PA were Muhammad
Dahlan, Tawfiq Tirawi, and Amin El-Hindi, who have been responsible for
most of the murderous terrorist attacks against Israelis over the past few
months. Huberman reported that the Palestinians promised to significantly
cut down on attacks. "The ease-ups do not apply, so far, to the more
southern areas, such as Al-Hader and Bethlehem, where attacks continued
intensely as recently as yesterday," he said. Lipkin-Shachak said that the
reduction of shooting incidents in the past 24 hours is "an encouraging sign."

Israeli officials said that the PA has already issued orders to reduce the
violence, and that the true test will be this coming weekend. PA official
Saeb Erekat said that the meeting last night was "very disappointing," and
that the only results were "the same measures that Israel takes every
time." Palestinian figures said that efforts are being made to hold
another meeting with Shachak. Tanzim sources in the autonomous areas
said
that nothing has changed, and that the intifada will continue. Fatah
leaders said, "Whoever thinks that a few gestures by the Israelis will
change the situation is day-dreaming."

Aharon Tzur, head of the Gaza Coast Regional Council, told Arutz-7 that the
residents are, once again, "vehemently opposed to the opening of the main
north-south road to Palestinian traffic." As of late afternoon, the road
had not yet been opened for traffic, and the army was reported to be
"unenthusiastic" about opening the road. "There still continue to be
immediate and urgent warnings of terrorist attacks in this area," Tzur
said, "and this decision will be paid for in blood. The CIA head dictates
to us what should be given to the Palestinians! This cannot continue."

3. PALESTINIAN VIOLENCE CONTINUES
Palestinian shooting targets last night included the community of Einav in
the Shomron, Psagot north of Jerusalem, the Ayosh Junction near Beit El,
and at Israeli cars outside Elon Moreh and Kadim. Four more
terrorist-activity suspects were arrested in the Arab village Husan near
Beitar.

Other Palestinian violence today included rock-throwing, roadblocks, and
rioting in several locations in Yesha, as well as a grenade in Kalkilye, an
explosive at Adam Junction, and a shooting on the Alon Highway. No one
was
hurt.

4. ELECTION NOTES
Binyamin Netanyahu last night endorsed Ariel Sharon for Prime Minister of
Israel, and called upon all Likud members to vote for him. Netanyahu said
he does not plan to serve as a minister in Sharon's Cabinet. At the
official gala opening of the campaign in Jerusalem's Binyanei HaUmah,
Sharon said that there will have to be "compromises for peace, but we will
preserve our most basic national assets. Our capital Jerusalem will remain
eternally undivided. We will also make sure that the other side keeps its
commitments."

David Levy, a former Foreign Minister in two Likud governments, is not
happy with the Likud's choice of a slogan for Ariel Sharon's
campaign: "Only Sharon Can Bring Peace." Levy, who participated in a
meeting of pro-Sharon groups in Likud headquarters at Metzudat Ze'ev last
week, said that the motto is inaccurate and will be harmful to the
campaign. He said:
        "Many people will not vote for Sharon in any event, so let's not waste
time on trying to attract them. We have to talk about security, because
that's the main problem today. When Sharon says he will bring peace,
people ask him what his plan is, and how he thinks he can bring peace if
he's planning to make fewer concessions... Sharon should concentrate on
his image of 'strength' and not turn too much to the left."

Sharon seems to have taken this advice seriously, especially in his recent
famous interview with Kfar Chabad magazine. He told that publication that
when he talked of "painful concessions" required for peace, he was
referring to the fact that Shechem and Jericho would not be re-conquered,
that he would not agree to the evacuation of any Jewish communities in
Judea and Samaria, and that the Oslo Agreement was "dead."

Regarding the campaign motto, Likud MK Danny Naveh told Arutz-7, "The
words
are not that important."

Some of the most recent polls show that the gap between Ariel Sharon and
Ehud Barak is shrinking - while others do not. According to polls
commissioned by the daily newspapers, and by the respective campaigns,
only
13% may be separating between the two. Geocartographic and Smith polls
of
last night, however, show that Barak is still trailing Sharon by some 20%.

Shimon Peres, who returned from a visit in India today, dismissed reports
that he would replace Barak in the Prime Ministerial race. He said today
that he has not discussed this possibility with either Barak or with other
interested parties.

5. RABBI DRUCKMAN: VOTE FOR SHARON
Rabbi Chaim Druckman, a Knesset Member from the National Religious
Party,
took part in the Likud's kickoff for Sharon's campaign last night, and said
today,
        "I have absolutely no doubt in my mind for whom we must vote in the
upcoming election [Sharon]. There are those who say that we should
abstain
in the election - but this is nothing more than support for Barak. Even
forgetting about Sharon himself, all you have to do is look at the national
catastrophe that Barak wished to bring upon us - including even just today
[referring to the intention to re-open the main north-south road to
Palestinian traffic, despite the many terrorist attacks that have occurred
on the road and the continuing warnings of more]."

Rabbi Druckman was an MK for several years until 1989, and was asked to
join the NRP list in the 1999 election. When asked if he was not worried
about the withdrawals that Sharon himself may carry out, he said, "Our
Sages have taught us that Sanctification of G-d's Name is greater than and
offsets the Desecration of G-d's Name. We are not like [those who wish to]
set themselves off from the Jewish State; we believe in taking part in
what is going on. But the enemy of 'good' is 'best,' and sometimes we have
to choose that which appears to be the better of two choices... I am sure
that with Sharon as Prime Minister, there will be an advancement of our
interests."

6. ARMY ECHELONS FAULTED FOR KIDNAPPING OF SOLDIERS
The Peled Committee findings, released yesterday, has found that severe
operational lapses on almost all levels of the Northern Command helped lead
to the kidnapping three months ago of three Israeli soldiers along the
Lebanese border. No fault was found in the behavior of the kidnapped
soldiers themselves or in that of the intelligence wing, which had issued
the appropriate alerts. IDF Chief of Staff Lt.-Gen. Sha'ul Mofaz reacted
gravely to the findings: "Based on the evaluations, if the actions that
were indicated would have been carried out, the kidnapping could have been
avoided." The three missing soldiers are Adi Avitan, Binyamin Avraham and
Omer Souad.

7. TRAFFIC STOPPED IN AND FOR JERUSALEM
Zo Artzeinu - the grassroots organization on behalf of Eretz Yisrael - has
returned to the streets. No one knows the exact number, but hundreds of
drivers stopped their cars at exactly 5 PM this afternoon all over the
country for two minutes, honked their horns, and then began driving slowly
towards Jerusalem carrying signs reading, "Barak, Stop." They then
gathered for a "half hour of silence" opposite the Temple Mount.

8. BEILIN HELPS PREVENT SABBATH DESECRATION
Prime Minister Ehud Barak had planned to begin partial implementation of
his "secular revolution" as early as next week - but was stopped in his
tracks by top government ministers. Barak met two days ago with Ministers
Beilin, Ben-Ami, Ramon, and Ra'anan Cohen, and told them that he would
like
to activate several bus routes on Sabbath. Beilin and others warned him
that such a move would lead the hareidi public to come out en-masse to vote
for Sharon.

9. RALLYING, PRAYING, AND SUING FOR SKOLNICK
A demonstration will take place outside the Supreme Court tomorrow
morning,
while the Supreme Court deliberates over the Parole Board's decision to
release Yoram Skolnick. Skolnick was to have been released three days
ago,
but the Court - for the second time - blocked the release. The GSS, which
had objected to a similar Parole Board-approved release six months ago, did
not object this time. Dr. Aryeh Bachrach, whose son Ohad was killed by
Palestinian terrorists in Wadi Kelt several years ago, has submitted an
appeal to the Court on behalf of Skolnick yesterday. Dr. Bachrach noted
that in the past, petitions filed with the High Court against the release
of Islamic terrorists were rejected because the Court refused to involve
itself in the political situation; Bachrach asked that the same reasoning
be applied in this case. Psalm-recitation efforts on behalf of Skolnick
have also been organized.

10. DAY OF PRAYER AND STUDY
Rabbis all over the world have declared the 4th of Shvat - Jan. 28, 2001 -
as a day of "Prayer and Torah Study" on behalf of the Jewish People. Rabbi
Mordechai Eliyahu, Rabbi Yitzchak Kaduri, Rabbi Sha'ul Kassin, Rabbi
Eliyahu Ben-Chaim, and others have agreed that this day should be set
aside
for special prayers and Torah sessions in synagogues throughout the world,
dedicated exclusively for the redemption of the Jewish nation.

11. IN BRIEF
        Binyamin Region Commander Col. Gal Hirsch presented an evacuation
order
this morning to the new Ofrah outpost established ten days ago near where
Palestinian terrorists murdered the Kahane parents. The town of Ofrah
called on the public to come and object to the evacuation. Travelers on the
road say that ever since the outpost was placed there, and especially since
the Beit El outpost was also erected several days later a bit further
south, very few Arab vehicles have been noticed on the main highway, and
the Jewish motorists feel much safer. As of early this evening, the
outpost was still in place...
        Chief Rabbi Yisrael Meir Lau has asked the Safra Square hunger strikers
to
call off their strike. The strikers, who are into the 12th day of their
strike, said that on Sunday, they will "seriously consider" the Rabbi's
request. Their demands: no negotiations while Palestinian violence
continues, and no giveaway of Jerusalem. Rabbis Yehuda Amital and
Yehuda
Gilad of Meimad visited the strikers last night, and expressed support for
the struggle against Barak's withdrawal plans...
        HaTzofeh reported this week that the Palestinian Authority recognizes
the
economic difficulties of its residents, and has therefore decided to --
reduce the license fee for those who drive stolen Israeli cars. For only
2,000 shekels ($488), instead of 3,000 shekels, a Palestinian can obtain a
PA-recognized license for his stolen car, valid for one year. The new fee
will apply "until the end of the current intifada," according to the PA
decision, which was explained as coming "in response to the difficult
economic situation..."

Clarification:
Several readers asked for a clarification of the dates given in yesterday's
report regarding the Temple Mount. The Mount became holy during the
Binding of Jacob in the year 2085 to the Creation of the World, while the
Al Aksa mosque was built on the Mount in 711 C.E., or 4471 to the creation
of the world - almost 2,400 years later. In other words, the Mount has
been holy to the Jews for almost 3,700 years, and holy to the Moslems for
about 1/3 of that time.

Staff Shaul Mofaz told the Knesset Foreign Affairs and Defense Committee
yesterday. Mofaz presented the committee with the Israel Defense Forces'

Barak Goes After Security Deal With Palestinians Off On His Own

According to late Wednesday reports from Washington, President Clinton
has said he is not looking for any photo-ops on the Middle East and has
nothing to add to his address Sunday to the Israeli Policy Forum in New
York, in which he called on Israelis and Palestinians to share the land
and divide Jerusalem between them.

The State Department spokesman explained that the president was after
an Israel-Palestinian agreement on "parameters" to hand on to the next
administration and that he believes it is possible "to reach agreement
between the parties in the time available".

US Middle East Negotiator Dennis Ross's mission to the region had not
been called off, he said, but put on hold. The most urgent thing now
was to act in the "security context", diplomatic jargon for a reduction
in the violence now in its fourth month. "Encouraging contents" had
emerged from the contacts thus far, he said. The reference was to
Sunday's (Jan. 7) quadripartite meeting in Cairo between Palestinian,
Israeli and Egyptian security chiefs, with CIA director George Tenet in
the chair.

Tuesday, Jan. 9, Israeli Tourist Minister Amnon Shahak called on
Yasser Arafat in Gaza. Wednesday, Jan. 10, an Israeli-Palestinian
military meeting took place for the first time in a month at the Erez
crossing of the Gaza Strip on Wednesday, Jan. 10. It was a
high-level session, attended by four Palestinian security chiefs,
Mohamed Dahlan, Jibril Rajoub, Amin al-Hindu and Tawfiq
Tirawi, as well as peace negotiator Saab Arikat.

The Israeli team was led by Shahak and consisted of the OCs of Israeli
Army Southern and Central Commands and Shin Beth Director Avi
Dichter. They even got results: practical steps were promised for
Thursday, Jan. 11, to reduce Palestinian violence.

DEBKAfile 's Washington and defense sources explain the turnabout:
Following the failure of the Sunday conference in Cairo led by CIA
director George Tenet, Israeli prime minister Barak,
determined to curb the escalating confrontation, took matters in his
own hands. He sent Amnon Shahak to Gaza to offer Arafat a deal: the
gradually easing of the closures and blockades Israel threw up around
Palestinian territory after a series of terrorist bombings in Israeli
cities and persistent Palestinian gunfire. Arafat, in is turn, must
give orders to cut down the shooting and the terrorism.

The understanding reached between them led to Wednesday's officers'
meeting at Erez. Shahak was also briefed by Barak to try for a measure
of concurrence with Arafat on a declaration of principles. This initiative
went down badly in the White House, Clinton having meanwhile turned
away from his previous aim of a declaration of principles in favor of
an agreement on principles.

Dennis Ross's departure for the Middle East was held up because the White
House has no intention of taking the back seat in a revived Israeli-
Palestinian initiative. Barak has begun moves to placate the Americans,
primarily by presenting Sunday's Cairo meeting as a success, from which
the later steps emanated.

Anyway, the direct Israel-Palestinian track has proved ephemeral.
Wednesday, hours before the officers' meeting at Erez, two leading
Palestinian Council members, Yasser Abd Rabo and Hanan Ashrawi, called a
news conference in which they branded prime minister Barak a war criminal
who ought to be tried before the international war crimes tribunal in
The Hague, together with Israeli army commanders of whom they had drawn
up a list.

There was no Israeli reaction to this announcement, possibly out of
disbelief. A senior army officer said to DEBKAfile: "We have only ourselves
to blame for sitting down and talking on equal terms with notorious
terrorist chiefs while they continued shooting, and keeping up the
fantasy that they had changed their ways. There was nothing to stop them
from turning the tables on us. Now it is we who are to be labeled the
war criminals. How about that?"

by 2 important events that took place during the presidency of the elder=20
George Bush. The first was the Gulf War, which cemented US alliances with=20
key Arab states like Saudi Arabia, Egypt and Kuwait, and isolated Iraq. The=
=20
2nd was the secret peace talks held under Norwegian auspices in Oslo=20
between Israeli and Palestinian negotiators. The last 8 years of Oslo was=20
accompanied by intense US diplomatic efforts to secure a lasting regional=20
settlement. In Clinton's 1rst term, Secretary of state Warren Christopher=20
made 23 trips to Damascus to seek an Israel-Syria peace-- in vain. In the=20
2nd term, Clinton invested an extraordinary amount of time in the heroic bu=
t=20
finally fruitless pursuit of the elusive 'peace of the brave'.=20=20

So the new president is faced with a Middle East that has reverted to its p=
re-
Oslo permafrost. But for 3 reasons, the situation that George W Bush now=20
faces is considerably bleaker than the one which frustrated his father. 1rs=
t,=20
the facts on the ground have changed. A new rash of Israeli settlements hav=
e=20
been built on the West Bank and in Gaza, and the Barak government has=20
already begun the process of building the walls and new security zones that=
=20
will define the cold peace of separation between Israel and the scattered=20
Palestinian statelets. The separation is more than simply physical and=20
military. Israel still shares the same ancient and contested geography as i=
ts=20
Arab neighbors, but its economy now inhabits in a different century. 2nd on=
ly=20
to California's Silicon Valley as a high-tech concentration, Israel was=20
throughout the 1990s the fastest-growing economy in the developed word,=20
with the highest proportion of engineers (135 per 1,000, almost double the=
=20
proportion in the US or Japan), and the world's highest Internet penetratio=
n=20
after Finland and the US. Israelis already have incomes 15 times higher per=
=20
head than their Arab neighbors, a gap that seems likely to widen.=20=20

Second, the Arab world has changed and the old Gulf War coalition barely=20
exists any more. Saddam Hussein has now broken out of isolation, and Iraq=20
is again a factor to be reckoned with in Arab summits. The recovery in the =
oil=20
price has restored Arab finances and their self-confidence, and Iran & Iraq=
=20
are now back as good customers in the world arms markets.=20=20

A new generation of younger Arab leaders has emerged in Jordan and Syria,=20
who may understand the Internet and the dictates of globalization, but in t=
he=20
case of Syria's Bashshar al-Asad, seems even more keen on improving=20
relations with Iraq. And even as Arafat sought to grow beyond his militant=
=20
past in the PLO to be a serious statesman, a new generation of militant=20
Islamic terrorists has formed around veterans of the afghan war like Osama=
=20
bin Laden.=20=20

Third, the US faces peace process fatigue. A vast amount of diplomatic and=
=20
political effort has been expended for little return, and Vice President-el=
ect=20
Dick Cheney has already told visiting Israeli politician Nathan Sharansky t=
hat=20
the Middle East peace process is going to the back burner, relegated from=20
the White House to a State Department regional concern. Washington has=20
every reason to wait and see what emerges from the Feb. 6 election in Israe=
l,=20
which on the current opinion polls seems likely to replace Ehud Barak with=
=20
ex-Gen. Ariel Sharon as the new prime minister. The term hard-liner seems=20
too tame for Sharon, whose home, boasting a giant Israeli flag, is in the h=
eart=20
of Jerusalem's old Arab quarter, as if to assert his insistence that this=20
ancient city who is holy to so many faiths is first and foremost the capita=
l of=20
Israel.=20=20

Some hope that maybe a hard-liner like Sharon can deliver a peace=20
settlement without illusions. Others fear that a new and wider Middle East=
=20
war may be brewing, despite the peace treaties Israel has signed with Egypt=
=20
and Jordan. The incoming Bush administration may have to shift the new=20
Middle East back to the front burner sooner than they think.=20=20

Sweden OKs arms for Mideast despite earlier ban=20=20

Church groups condemned the play, which was nearly axed from Broadway=20
in 1998. The Manhattan Theatre Club continued with it despite threats to=20

famine judging by the condition of refugees pouring into Pakistan every day=

drought, and also to escape the deprivations of civil war in the NE since=20
fighting again broke out there in July, ruining homes and lives. The new=20

makeshift plastic shelters, with no food, water or sanitation.=20=20

"I think the situation in Afghanistan is becoming a famine -- it's not just=

SUMMARY AND ANALYSIS
   The Voice of Palestine denied Israeli reports of progress in security
talks held Wednesday night, and it reported extensively on Palestinian
diplomatic efforts and public demonstrations to have Israeli leaders and
officers "tried as war criminals."

    VOP specifically denied reports that Israel had agreed to allow a free
flow of workers and goods by the end of the week. The VOP report said the
Palestinian side-represented by negotiator and PA Home Rule Minister Saeb
Erikat-demanded that Israel end its hostilities against the Palestinian
people as well as withdrawing forces. VOP made no mention of Israel's
security demands, nor did it mention any Palestinian concessions.

    Various Palestinian sources denied that there had been any overtures by
the PA to Canada or vice versa regarding the settlement of Palestinian
refugees in Canada.

    In its morning news shows as well as its afternoon news panorama show,
VOP said Israel had agreed only to a partial lifting of a small bit of the
closure of Palestinian territories

   The Palestinian Authority continues to hint-very broadly-that it is badly

   The PA's short honeymoon with Ariel Sharon is over. Once again this
morning, in several news items, VOP called the Likud leader "the extremist
Ariel Sharon," and Arafat's spokesman, Abu-Irdeineh criticized Sharon's
campaign speech comment that the Oslo process "is dead."

    It appears that Palestinian officials are also troubled by Sharon's
comments to the Habad newspaper (in which he noted his concessions were not
trying to re-conquer Nablus and Jericho), and PA Minister Nabil Amr
indicated that the PA might take an active voice in the Israeli elections.

   VOP also had a feature this morning on an Arab-American-run "Intifada
radio network" in the United States, with stations in Detroit, Chicago and
Washington, among others. The network's organizer, Hikmat al-'Aini, said the
network was trying to balance the pro-Israeli tilt in the American media, in
the House of Representatives and the Senate.

    *--"The newspaper Al Hayat al-Jadida (the official PLO newspaper in the
Palestinian territories) reports according to a Palestinian source that the
Palestinian-Israeli meeting held last night was devoted to security, and the

it agreed to open the transit crossings at Rafah, Karni and Karameh as well
as the airport, along with opening the closure on Qalqilya, only.
      *--Ten citizens were wounded in a variety of ways in clashes

  A: "Last night the committee discussed recent developments, the nine
states and the General Secretary of the Arab League, Dr. Esmat Abdel-Mejid
(also Meguid) under the leadership of Egypt.listening to the report of
President Abu Amar (Arafat).the subjects that were discussed at the Arab
summit only a small portion of which were executed..Unfortunately, only a
small part has been carried out, sponsorship, the call in Switzerland for
international protection, for international observers. The billion dollars
that have been promised of which only seven million dollars has arrived.
All of that was discussed in a serious way.

Q: "What is the reason that these monies have not yet reached the
(Palestinian) National Authority?"
A: "It has to do with the instructions that the sponsoring nations have
given to the banks..it has to do with liquid cash funds available in these
banks..
Q: "The Foreign Minister of Canada .says there are contacts to settle the
refugees in Canada?"

A: "Absolutely not. The Canadian Prime Minister Chretien raised it during
his last visit. This is not the time or the place. We are not studying any
such initiatives unless Israel recognizes the right of return as a complete
solution to the refugee problem. The question of the refugees rest on
international legitimacy, resolution 194."

Q: "Where are the negotiations (with Israel) standing now?"
A: "The negotiations are not going anywhere. The negotiations deal with
political fluctuations. They are concentrating on the results of
confrontations. They are being struck by the change in administrations in
the United States. They are being struck by the election fever in Israel,
and the election fever makes the political stance unstable because Israel is
in this election fever..Also we see a linkage between the political
situation and the security situation, and all of that is linked to the
internal political situation inside Israel..

Q: "Ariel Sharon began his campaign yesterday and said Oslo cannot serve as
the basis for peace. What in your opinion is Sharon's idea of peace?"
A: "Sharon is trying to apply talking about peace. Sharon is trying to use
the language of peace for a few days , and he is trying to demonstrate that
he will concretize peace. He is sending various messages to the Arabs,
speaking in several voices..All that, the strange thing about it is that it
has no substantive connection to peace. The substance is that he says he
will not return to Ramallah again, which for him is a concession and that he
will not dismantle any settlements under any circumstances. And he says NO
concessions in the Jordan (Ghor) Valley and Jerusalem and all these matters.
In my view, this is illogical and even immoral..This will lead after a while
to war and not to peace..
   We will not stand still for something like that. .We remember that he
brought us Sabra and Chatilla. We have to have a clear agenda..We are
gathering information on Sharon and others beside Sharon, and it has to be
clear, and (then) we will build a policy based on that."

SUMMARY AND ANALYSIS
   The Voice of Palestine denied Israeli reports of progress in security
talks held Wednesday night, and it reported extensively on Palestinian
diplomatic efforts and public demonstrations to have Israeli leaders and
officers "tried as war criminals."

    VOP specifically denied reports that Israel had agreed to allow a free
flow of workers and goods by the end of the week. The VOP report said the
Palestinian side-represented by negotiator and PA Home Rule Minister Saeb
Erikat-demanded that Israel end its hostilities against the Palestinian
people as well as withdrawing forces. VOP made no mention of Israel's
security demands, nor did it mention any Palestinian concessions.

    Various Palestinian sources denied that there had been any overtures by
the PA to Canada or vice versa regarding the settlement of Palestinian
refugees in Canada.

    In its morning news shows as well as its afternoon news panorama show,
VOP said Israel had agreed only to a partial lifting of a small bit of the
closure of Palestinian territories

   The Palestinian Authority continues to hint-very broadly-that it is badly
in need of donations from the Arab states.
