NB: "Iraq News" is not in a position to comment on any details of the report
below. But is it possible? Yes. An extremely knowledgeable US expert on
nuclear arms, including Iraq's weapons programs, recently told "Iraq News"
that Iraq's nuclear bomb design is workable, and the Iraqis know it. They
would not have to test it.

Moreover, in addition to the threat to the region that would exist if Iraq could
deliver a nuclear bomb by missile, this expert also stressed that if Iraq
developed a bomb, the problem of nuclear terrorism was real. US borders are
so porous that it would be possible to smuggle in the components of a bomb
with minimal risk and assemble it here.

Saddam has made two atomic bombs, says Iraqi defector

SADDAM HUSSEIN has two fully operational nuclear bombs and is working
to construct others, an Iraqi defector has told The Telegraph. The
defector, a military engineer who fled Iraq a year after United
Nations arms inspectors left the country, says that he helped to
oversee the completion of the weapons programme. He is currently in
hiding in Europe. International nuclear officials are investigating
his evidence, which contradicts recent reports that the Iraqi
dictator's plans were still at a preparatory stage.

Saddam's efforts to build atomic weapons were delayed by the UN
Special Commission (Unscom) inspectors who were forced to leave in
November 1998, but scientists resumed the work immediately after their
departure.

According to the defector, who cannot be named for security reasons,
bombs are being built in Hemrin in north-eastern Iraq, near the
Iranian border. Last week, the defector said: "There are at least two
nuclear bombs which are ready for use. Before the UN inspectors came,
there were 47 factories involved in the project. Now there are 64."
The information has alarmed security experts, who were aware only that
the area around Hemrin was well-guarded.

The defector said: "The area is restricted to the Special Security
Organisation. Some of it is under the control of the military
industrialisation ministry which is in charge of building up Saddam's
weapons arsenal, but one area is entirely under the control of the
nuclear energy organisation. They are digging shelters there."

The nuclear programme is shrouded in secrecy. The chain of command
leads directly to the presidential palace and Saddam's closest aide,
Abed Hmoud, a Baath Party stalwart who runs the Iraqi dictator's
private office. According to the defector, General Raad Ismail, the
head of the Committee for the Use of Nuclear Weapons, answers directly
to a Dr. Khaled, the director-general of the al-Athir factory, who
oversees the final stages of construction of weapons.

The factory was attacked in air raids by Britain and the United States
in 1998, but has since been rebuilt. Also involved is Awad al-Benck,
who is responsible for procurement in the presidential office.
Involvement of such senior men means that the programme is top secret.
The defector says that apart from the scientists, only four or five
people know what is happening. One security expert said: "This is
vital information. The fact that General Ismail is involved can only
mean that the programme is complete."

Melissa Fleming, a spokeswoman for the UN-founded International Atomic
Energy Agency in Vienna, said that the IAEA was unable to confirm that
the Iraqi dictator was complying with Unscom resolutions. Mrs. Fleming
said: "I will bring this to the attention of the members of the agency
immediately. We want to investigate this as soon as possible."

The fresh evidence comes only a week after President George W Bush
took office. In his inaugural address, he promised to confront weapons
of mass destruction, without mentioning Iraq. Under Anglo-US policy,
any attempt by Saddam to build nuclear or biological weapons could
lead to military action.

Colin Powell, the US Secretary of State and a Gulf war veteran, and
Vice-President Dick Cheney are both known to favour a radical approach
in dealing with Iraq. General Powell said of Saddam last week: "His
only tool, the only thing he can scare us with are those weapons of
mass destruction, and we have to hold him to account."

The new White House spokesman, Ari Fleischer, said: "The President
expects Saddam Hussein to live up to the agreements he's made with the
UN, especially regarding the elimination of weapons of mass
destruction."

possession, and his loyal friend Susan McDougal, who was jailed for her=20
refusal to testify against him in the Whitewater scandal.=20

There was also a surprise name on the list, released to the public in Mr=20
Clinton=92s final act in office. It included the name Marc Rich, one of the=

world=92s richest men, a fugitive commodities trader who has spent the past=
=20
17 years in exile in Switzerland to avoid a possible 300-year sentence in=20
America on charges of racketeering, tax evasion and trading with the=20
enemy during the hostage standoff in Iran. Those who helped to plead Mr=20
Rich=92s cause with the President ranged from the conductor Zubin Mehta to=
=20
Israeli Prime Minister Ehud Barak, whose chief fundraiser is married to the=
=20
head of one of Mr Rich=92s charities.=20

Mr Rich=92s lawyer, Jack Quinn, served as Mr Clinton=92s White House=20
counsel and also as Al Gore=92s chief of staff. More controversial has been=

the role of his former wife Denise, an Emmy-nominated songwriter and=20
New York socialite who has raised hundreds of thousands of dollars for the=
=20
Democratic Party and counts Bill and Hillary Clinton among her friends.=20

Mr Clinton=92s pardon of Mr Rich and his partner, Pincus =93Pinky=94 Green,=
 has=20
provoked outrage. Prosecutors complained that Mr Clinton had failed to=20
refer the case to the Justice Department for review. Rudolph Giuliani, the=
=20
Mayor of New York, who led the case against Mr Rich while still a federal=20
prosecutor, called for a congressional inquiry. The Washington Post and=20

act. By Monday, Mr Clinton was declining to comment about the affair.=20

of money can buy a lot of friends. There were messages of support from=20
Zubin Mehta, the managing director of the Israel Philharmonic, 2 former=20
mayors in Israel, several museum directors and Shabtai Shavit, the former=20
head of the Israeli intelligence service, Mossad. Most prominent of all was=

Mr Barak, who discussed the pardon with Mr Clinton by telephone. Michal=20
Herzog, the wife of Mr Barak=92s top fundraiser, worked as director of=20

NEW LEGAL SYSTEM FOR VATICAN CITY-STATE=20

A new Fundamental Law for the Vatican City-State will take effect on=20
February 11 -- the anniversary of the Lateran accords between Italy and=20
the Vatican. After the Lateran Accords recognized the Vatican as a tiny=20
state, with the Pope as sovereign, Pope Pius XI promulgated a constitution=
=20
for the governance of the Vatican. This constitution has been periodically=
=20
amended. Since 1969, a "pontifical commission" composed of 5 cardinals,=20
each serving 5-year terms, has supervised the government of the Vatican.=20
That commission is currently headed by Cardinal Edmund Szoka, who is=20
assisted by a "special delegate": an Italian layman, Giulio Sacchetti.=20

The new Fundamental Law, composed of 20 articles, makes some new=20
distinctions between the legislative, executive, and judicial powersof the=
=20
Vatican government. It also sets up the position of Secretary General, who=
=20
will be charged with studying the Vatican's relations with Italy in the=20
context of the recent changes in the European community. Cardinal=20
Lorenzo Antonetti, a member of the pontifical commission, observes that=20
this is "the most significant change, in a document that is very technical =
and=20
does not have any great concrete consequences."=20

The Secretariat of State will remain in charge of relations between the=20
Vatican and other states, working directly with the Vatican government.=20

The crowds chant "Arik, King of Israel"when Ariel Sharon appears. They=20
wave copies of Warrior, the memoirs of his military career. They proclaim:=

"Sharon knows how to deal with the Arabs. If they fire a bullet, he'll=20
respond with a missile." At 72, a veteran of all of Israel's 5 wars, the=20
warrior is returning to claim his reward. Mr Sharon is fighting his last=20
campaign, a political battle to replace the discredited Ehud Barak.=20

Barring a miracle, he will be elected in 10 days' time, capping an=20
extraordinary career as soldier and politician. For the Israeli Left, a=20
nightmare is taking shape. An Israeli Caesar, regarded as a war criminal by=
=20
the Arabs, is about to take power. For decades the Israeli establishment ha=
s=20
regarded Mr Sharon as a loose cannon whose extraordinary military talents=20
and well-focused aggression were useful in war but dangerous in peace=20
time.=20

Mr Sharon has been buried more times than any other Israeli public figure:=
=20
in 1973, when he was forced to leave the army; in 1983, when he was=20
dismissed as defence minister in the wake of the massacre of hundreds of=20
Palestinians in the Sabra and Shatila refugee camps; and last year, when he=
=20
suffered a double tragedy, the death of his wife, Lilly, and a fire at his =
farm=20
in the Negev.=20

But opinion polls put the Right-wing leader 18% ahead of Mr Barak, who=20
forced the pace of the peace process until it exploded in his face, leading=

almost 4 months of Palestinian uprising and 400 dead. The warlike cries of=

Mr Sharon's supporters are an embarrassment to his campaign managers,=20
who have repackaged the old soldier as a benign grandpa. [Yes, just like=20
John Paul II -- good ol' grandpa John!] The official slogan is: "Sharon - a=
=20
leader for peace." Posters show him as an intellectual in pensive mood.=20

During his military career Mr Sharon never dodged a battle. His victories=20
were accompanied by fierce arguments with his commanders but this time=20
he is sauntering mouse-like to victory, refusing interviews and avoiding=20
confrontation. His strategists have decreed that the election is his to los=
e, so=20
he should keep his mouth shut and concentrate on attracting the centre.=20
This often disappoints the Likud party faithful.=20

On Thursday night in the resort of Netanya his supporters hissed and jeered=
=20
when he said that, in the interests of national unity, he would invite Mr=20
Barak to join him in a grand coalition. The Barak campaign is trying to=20
present Mr Sharon as a militarist who will lead the country into war with=20
the Arabs. The only issue before the electorate is Mr Sharon's character: i=
s=20
he still the man who led Israel to war in Lebanon in 1982, costing 1,500=20
dead, or is he a wiser character whose ferocious reputation will strike fea=
r=20
into the Palestinians?=20

Akiva Eldar, the Leftist political columnist, said: "Labour is trying to ma=
ke=20
the electorate's fear of Sharon overcome their disappointment with Barak.=20
So far, there is no sign of this tactic succeeding." It is not hard to find=
=20
disaffected Barak supporters who will vote for Mr Sharon. The polling=20
figures are so clear that Yasser Arafat has been forced to open lines of=20
communication with the man who refuses to shake his hand and calls him=20
"a liar and a murderer".=20

Mr Sharon said: "I can negotiate with the Arabs. They know me and I=20
know them." It is true that the Arabs know Mr Sharon, but not as a=20
negotiating partner. In their view, he has more Arab blood on his hands tha=
n=20
any other Israeli politician. The face of Israel today is that created by h=
im.=20
His friend of almost 50 years, Uri Dan, said: "Ariel has done the dirty wor=
k=20
that others did not want to take responsibility for. The Left see Israel as=
 a=20
Club Med of cafes and beaches. They enjoy the benefits but don't want to=20

West Bank:

This afternoon IDF forces rescued an Israeli citizen who was attacked by
Palestinians after he entered the Kalandia Refugee Camp north of Jerusalem.
The forces that arrived on the scene pushed back the rioters and saved the
Israeli without him being hurt. The Israeli was then sent to a check-up in
an army clinic.

Shots were fired towards Camp Ofer south of Ramallah. There were no
casualties or damage. IDF forces returned fire towards the source of the
shooting.

Gaza Strip:

IDF forces that were involved in operational activity on the Karni-Netzarim
Axis Road north of the Gaza Strip identified and neutralized a string of
explosive charges, preventing an explosion targeted against civilians and
soldiers travelling on the road.

Following the discovery, Palestinian Police opened fire towards a heavy
engineering vehicle of the IDF that acted in the area of the explosive
charges. IDF soldiers returned fire toward the sources of the shooting. The
exchange of fire ended after a short time.

In an investigation of the area it was discovered those responsible for
placing the bombs were acting from a Palestinian Police position near the
junction. The IDF removed the position and closed the Netzarim Junction to
Palestinian traffic.
Fire was directed against the Southern D.C.O., engineering vehicles
operating close to by, IDF posts close to Neveh Dekalim, and armored
vehicles near the area of Rafah.

A number of grenades and Molotov cocktails were thrown this afternoon
against engineering vehicles working near the Israel-Egypt border.

In the last hour, fire was opened against IDF soldiers in the Netzarim
community.

There were no casualties in any of the incidents. IDF soldiers returned fire
in every incident in which they identified the source of the shooting.

IRAQ PLOTS ANTI-ISRAEL ALLIANCE

Saddam Hussein's youngest son, Qusay, visited Syria earlier this month to
discuss military co-operation in the event of a war with Israel, intelligence
officers in Tel Aviv have warned. The Syrian army is also said to have
redeployed anti-missile batteries, despite a message of peace conveyed to
Damascus on Israel's behalf by Martin Indyk, the American ambassador to
Israel. . . . One remaining option (for Barak) may be to precipitate a crisis
that would allow him to use the military. It is a scenario the Syrians and
Iraqis have anticipated.

"There is definitely a closer relationship between Baghdad and Damascus,"
said Dr Ofra Bengio, of Tel Aviv University. She and other observers
believe co-operation between the armies has reached a level that has not
been seen since the 1973 war, when Iraqi divisions were sent to assist the
Syrians. Qusay and his Syrian counterparts are said to have agreed to set
up a joint command and control centre, with 2 Iraqi armoured divisions
primed to cross into Syria should the Israelis attack across the Golan
Heights. In the meantime, both the Syrian army and Israel's elite 36th
armoured division remain on a state of high alert. (The London Times)

SADDAM'S SECRET WEAPONS EXPORTS

(Editor's note: As reported in the New York Times recently, Saddam
Hussein is rebuilding factories that produce weapons of mass destruction

Moreover, Salaam described in intimate detail the Iraqi biological and
chemical weapons programs and their connections to Russian and Chinese
military advisers -- experts on biological and biochemical war.

Chillingly, Hassan also documented that Saddam's top weapons henchman --
 a certain Dr. Hassan Izbah -- is entertaining members of Japan's Om Shin
Rikyo cult, which was found guilty of conducting the infamous nerve-gas
attack in Tokyo a few years ago. Izbah is the point man Saddam uses to
work with various cults and terror groups around the world. Now, a few
months after arriving safely in Denmark and having been debriefed by
Interpol and the Danish Intelligence Service, Salaam has told
WorldNetDaily about Saddam's weapons shenanigans -- thanks to the
courageous help of the Danish Red Cross.

"The U.N. Security Council does not want to know the truth about Iraq's
weapons. Consider that Russia and China are Iraq's allies -- and that
France maintains close relations with Iraq. They all sit on the Security
Council opposed to the U.S. and British bombings and sanctions against
Saddam," said Salaam. "When I was conscripted into the Iraqi army's
biological weapons unit, I learned a lot about their military technology in this
regard. Artillery shells loaded with toxins and poisons: botulism, anthrax --
you name it, he's got it. What Saddam and Dr. Izbah don't have on hand,
they get from the North Koreans or the Russians ... or others."

"Iraq is a major connecting point for global criminals and outcast regimes,"
Salaam continued. "Eastern European communists, the murderous
Algerians -- and Libya -- had military officers visit our unit. Sudan as well.
We worked diligently in labs that were set up by the Russians -- mobile
units like domes the Eskimos live in, but bigger. The security around the
workstations was incredible. The firepower and caliber of the soldiers was
like a Special Forces operation.

"We worked with many toxins, preparing them for shipment out of Iraq. We
had to work at odd hours, too, because the Iraqis were aware of the times
the American satellites would be passing by overhead. I know these
biological weapons were headed for Sudan, Libya, Algeria and possibly to
some underground movements in Egypt, Saudi Arabia, and Afghanistan.
And, of course, the PLO can't wait to get their hands on them. But Saddam
wants to use them on Israel himself so, as long as Saddam is alive, the PLO
won't get any biological weapons from Iraq."

Asked how he could go along with participating in preparing these weapons
for export, Salaam added, "It was very difficult for me -- until they put a
gun to my head when I protested. I wanted to live to see my wife and
children again." The doctor's family was being held in an Iran-based
refugee camp under the watchful eye of Iranian agents. He eventually
managed to escape the Iraqi army and find safety in Iran, then Turkey, and
finally asylum in Denmark.

"I know I can't undo what I've done, except to tell the intelligence agencies
and the media what Saddam is up to," Salaam explained. "Even if the Iraqi
assassins hunt me down and kill me off, I will have fulfilled my duty before
both Allah and mankind."

Piecing together Saddam's exports is tricky business. As WorldNetDaily
has reported, Saddam's own company -- Asia -- is a billion-dollar
enterprise.Asia exports oil, water, toys, food and baby needs to Turkey,
Jordan and other states in the region. Even the Kurds get a piece of this
action. America, the UK, Jordan and Turkey allow Asia to operate
unencumbered, feeling that such trade is beneficial to the Kurds.

More problematic, however, is the fact that Saddam and his regime have
constructed weapons plants in Sudan and smuggled weapons of mass
destruction into Algeria. Moreover, Iraq built a biological-warfare
laboratory complex in Libya 240 miles southwest of Tripoli. Another
biological warfare complex built to produce botulism and anthrax was set up
under the innocuous name of "General Health Laboratories."

The U.S. Defense Department has publicly stated that it has "no non-
nuclear (method) to take out Libya's underground biological weapons
facility at Tarhunnah." A conventional attack, says the Pentagon, will only
stop production at the facility for one month or so. The Tarhunnah plant
was built as a sideshow to Gadhafi's "Great Manmade River Project," built
with the help of a giant South Korean construction firm. Former CIA
director John Deutch has called this plant "the largest underground chemical
weapons plant in the world."

Gadhafi has denied the existence of the Tarhunnah plant. Few, if any, in the
West believe him. Meanwhile, the Bush administration is holding secret
talks with Libya's ambassador to the UN. The talks center on the
impending verdict in the Pan Am flight 103 bombing trial. Some 259 people
were killed in the Dec. 21, 1988, bombing over Lockerbie, Scotland. The
men on trial are 2 highly trained Libyan intelligence agents. The conclusion
of the trial reportedly will pave the way for Libya to restore "normal" ties
with the U.S. and the EU.

In light of the Khartoum government's use of biological and biochemical
weapons against the black south-Sudanese Christians, one may wonder:
What are the conditions inside Sudan? South African missionary Peter
Hammond of Frontline Fellowship is just one of many Westerners who
have documented this horrendous holocaust.

According to a House Task Force on Terrorism and Unconventional
Warfare, in the early '90s, the "Iraqis moved into the area of the Red Sea
mountain range -- in Madabay in Khawr Ashraf, Port Sudan, in the region
of Dalawat on the Red Sea near Hala'ib and the city of Tawker in the
region of Karnakanat. The Iraqis brought into these installations high-tech
equipment and computers, missiles, defense systems, anti-aircraft systems
and radar systems.

"By late 1993, the regions surrounding these installations were experiencing
strict security measures and 24-hour armed patrols roam around it. In some
areas, such as in the Port Sudan area, shepherds and nomads were
completely removed from security zones within a 60-kilometer
circumference. Meanwhile, teams of Iraqi intelligence, military and
commando officers arrived in Khartoum in the summer of 1995 to assist the
Sudanese armed forces against what the Iraqis now called 'foreign
intervention in Sudan.'"

The House report is filled with troubling information. The Iraqi units were
deployed to guard Saddam's weapons of mass destruction -- or WMD
inside Sudan -- to train the Sudanese in intelligence gathering and to
restructure the Islamic Sudanese Army in the same manner as the Iraqi
Republican Guard. Iraqi troops fought in south Sudan near Pibor against the
black Christian SPLA army in the fall of 1995. About 120 Iraqi crews
arrived in Pibor with tanks and uniforms marked with the insignia of the
Iraqi Republican Guard. Iraqi artillery forces shelled SPLA camps in Torit
with napalm bombs and wounded or killed over 250 people.

The Iraqi air force dropped chemical bombs on Kadugli and the Namang
mountains in southern Sudan. Eyewitnesses reported that "deaths and
injuries occurred among residents" and that "there was a big change in the
color of the corpses and of animals and trees." Chemical warfare of this
type has been well-documented in Afghanistan and Southeast Asia. Other
biological and/or chemical attacks were carried out at Nimule and at Kuya -
- near Juba, Sudan's southern capital. The Tulushi-Tulus mountains area
was also similarly attacked.

By the summer of 1997, Khartoum completed the building of a new and far
more sophisticated chemical weapons production factory in the region of
Kafuri, north of Khartoum on the banks of the Blue Nile. The Kafuri
facility includes laboratories, testing and prototype production sites for both
chemical weapons -- including nerve agents -- and biological weapons, as
well as storage sites for bulk chemicals and weapons loaded with both
chemical and biological payloads. Among the chemical weapons tested in
Kafuri are 122mm and 152mm artillery shells, as well as rocket and tactical
missile warheads.

The Yarmook Industrial Complex is another area of concern for the West.
This military-controlled strategic installation covers an area of 10 by 20
kilometers in southern Khartoum. There are over 300 small buildings and
sheds in 7 clusters in the compound. The complex includes a production line
for chemical agents, as well as production facilities for military equipment
and weapons connected with the use of chemical weapons. These include
warheads, bombs and canisters, as well as protective gear and special
modifications to combat vehicles carrying these weapons.

The Sudanese military has recently begun training pilots and artillery
officers in maintaining and using chemical weapons in a special school set
up in the Wadi Seidna military compound. Osama bin Laden is building his
own chemical weapons facility near the Islamic Center in Khartoum.

Just as the American and British bombing of Iraq has continued since 1991
out of the media spotlight, so too has Saddam's transfer of WMD out of
Iraq occurred below the radar of UN weapons inspectors. In fact, it was
not until 1994 that Germany's intelligence service became the first
international spy agency to take inventory and document Saddam's WMD
programs. The Iraqi dictator had even purchased needed items from
Austria, Switzerland and Germany to upgrade those programs.

Where will this game end? Salaam believes he has the answer: "America
and the West must acknowledge that the continued bombing of Iraq is not
the answer to curtailing Saddam's WMD program. As you say in English,
`the cat's already out of the bag.'" (WorldNetDaily)

HILLARY "BOUGHT" JEWISH VOTES WITH FRAUD PARDON

Hillary Clinton has been forced to lie low this weekend amid a growing
storm over allegations that her campaign "bought" Jewish votes in exchange
for a White House pardon for 4 Hasidic men convicted of fraud. The
former First Lady, now a Senator, abruptly cancelled a series of public
appearances as details began to emerge of the deal struck on the last day
of the Clinton presidency. Mrs Clinton captured virtually 100% of the votes
in the Hasidic community of New Square, 20 miles outside New York, even
though neighbouring areas went strongly for Rick Lazio, her Republican
opponent.

Mrs Clinton was given an enthusiastic reception at New Square during the
Senate race last summer, with promises that a street would be named in her
honour. Republican campaigning in the village stopped after it became clear
that the 1,500 votes were locked up for the First Lady. It emerged last
week that representatives for the 4 men, who were convicted in 1998 of a
$40mn swindle in which government funds were channelled into a non-
existent religious school, met the Clintons in Washington only weeks before
the inauguration of President George W Bush. Their names were
subsequently added to a list of nearly 200 pardons and sentence

Israel Defense Forces suspect that a merchant ship dropped a load of barrels
carrying rocket propelled grenades into the sea off Gaza last week, and when
the barrels were washed up on shore, Palestinians carried them off to the
Palestinian Authority security services.

The merchant ship managed to slip away without being detected by the navy,
and so far, the security forces have no idea who was behind the smuggling.

The incident buttresses IDF and Shin Bet suspicions that the Palestinians
are using sea routes to smuggle weapons into the territories, as part of
their effort to ready for what they expect to be an escalation in the
confrontation with Israel.

The IDF suspects that in addition to RPGs, weapons smuggling includes
anti-tank missiles, as well as weapons that can be used against aircraft,
such as Stingers and Strella missiles.

The sources say that as many as several dozen anti-tank missiles may be in
the hands of PA security forces, with some of the arsenal coming in through
tunnels between Egypt and Rafiah.

The sources say that the Intifada kept IDFtroops too busy to maintain
patrols to watch for such tunnel development, and that during that time,
arms could have been stockpiled for future use.

TRYING ONCE AGAIN

After four months of a vain and criminal attempt to force an unjust solution
upon the Palestinian leadership by waging war against its people, and on the
eve of elections where the chances of the outgoing Israeli Prime minister to
regain power look very dim to all observers, the Israeli and Palestinian
negotiators have come out of Taba with an as yet undefined form of
agreement. It is indeed not a treaty, nor a full-fledged agreement; it is
not a framework agreement, nor a declaration of principles, even though it
looks more or less like one; it is not a new interim agreement, nor is it a
final status accord. It embodies general guidelines for further
negotiations, if and whenever they resume, and bears witness to the
achievements of the negotiators until now, while delineating the remaining
gaps between the parties about the core issues of the conflict. For it is
not only time that is lacking to achieve a full agreement. The fragile
legitimacy of an Israeli government whose days are so tightly numbered and
the imminent prime ministerial elections have also weighed heavily on the
chances of success. But, and in spite of significant advances on several
issues, we are still facing the evergoing attempt, on the part of the
Israeli government, to depart from the referential character of
International Law and move into the realm of subjective needs backed by the
military imbalance of power. Vague formulations do not always mean
"constructive ambiguity". Some ambiguities, have we have learnt from more
than seven years of unimplemented agreements, can be quite destructive. The
will to pursue negotiations, however, is a positive sign, and the narrowing
of the gap inherited from the Camp David talks of last summer shows that
progress is possible. There is, however, no certainty that this will be
enough for Israeli voters to give the Taba negotiators a new mandate, and
the whole exercise may very well move abruptly from the sphere of live
diplomacy to that
of past history, if a confused and de-stabilized electorate decides to lend
an ear to the sirens of war.

The Palestinian leadership, which is committed to peace as a basic strategic
option, will of course negotiate with whatever Israeli government is
elected, as it has done in the past, particularly in Wye River. But
Palestinians hear the electoral discourse, the speeches and the debate in
Israel, and cannot be detached, neutral or uninterested in the outcome,
which may shape the coming months, and maybe years, and determine whether we
can preserve the hope of moving towards a just possible peace, with all the
difficulties and hardship on the way or whether we are heading towards
another chapter of bloodshed and suffering. For let there be no
misunderstanding: the Palestinian popular upheaval provoked by Barak's
misguided belief in the virtue of force will not stop if Sharon comes, and
it will only escalate if he tries to carry out the military threats he aired
during his election campaign.

One of the surprising features of the last Taba talks, however, has been the
low profile of the new US administration. Hardly an impetus. No mediator, no
moderator. While an official spokesman clarified that it was not involved in
the promotion of former US President Clinton's proposals, the validity of
which had vanished with the formal end of his mandate, it was clear that the
new residents of the White House had decided to wait and see the results of
next week's elections before moving. But it was also clear that the style of
Presidential involvement was undergoing a drastic change. And given that
Clinton's proposals are no longer on the table, now that their alleged
author is out of the White House, it is legitimate to wonder what is it,
then, that kept both sides running, at such a late hour?

For the Israeli side, there has certainly been a will to appear, both in
front of the Israeli "left" and the Arab electorate of Israel, as well as at
the eyes of Western countries, as peace-searchers and peace-lovers. The hope
to achieve some agreement of principle that could transform the imminent
Israeli elections into a referendum for Peace. The will to create conditions
allowing for a significant decrease in the quantity and intensity of violent
clashes.

For the PLO and the PNA, the attempt to reach some form of common stand,
even in vague terms, reflects the need to prevent a total regression of the
negotiating process into an open-ended process of renegotiations of all the
principles affirmed in the Interim agreements. It is also an attempt to
draft the agreed upon bases on which all future negotiations will start
again, once the sound and fury of Sharon's military threat fall back.

It is in this context that Palestinian media and personalities have recently
engaged in retrospective assessments of the Clinton years in regards to the
Middle-East conflict, and it has now become fashionable to blame Clinton for
the failure of the Peace-Process, the so-called "failure of Oslo", which is
in fact the failure to implement the "Oslo" and subsequent interim
agreements. This simplified version of events does not only injustice to the
former President's personal involvement and dedication, which went all the
way to intensive group therapy, Wye-River or Camp David style, sleepless
nights and relentless harassment of the parties. It also overlooks some of
the unfortunate, but constant parameters of US policy. After all, the US
"peace team" Dennis Ross and Co., was an inheritance of the old Bush-Baker
administration. Let us also not forget that it is the Republican majority in
Congress which passed the infamous resolution to move the US Embassy to
Jerusalem, and the Clinton administration which set up the postponing
mechanism today utilized by the new administration.

True enough, Clinton was not capable to raise over the climate of
overbidding which always characterizes US elections, and in the aftermath of
the Camp David talks of last summer, did not hesitate to violate his own
commitments and lay the blame squarely on the PLO for the failure to reach
an agreement, and this support to Barak probably encouraged him in his
military miscalculations.

True enough, there must have been some measure of cultural short-sightedness
in Clinton's failure to grasp the Arabic and Islamic connection to Jerusalem
in general and to the Haram El Sharif in particular, and in his naive
belief, constructed by his ill-advised advisors, that once cornered between
himself and the Israeli Prime minister, Yasser Arafat could not but accept
whatever flawed deal he would be offered. No doubt that this biased
perception did a lot to encourage Barak and his staff to engage in the test
of force and coercion which started with Sharon's provocation on September
28th, lighting the fuse of the current confrontation.

But this in no way sums up Clinton's performance over the eight years of his
legislature. He is, after all, the one who established the status of the PLO
in US and world politics, and he is, above all, the one who introduced the
Palestinian State in American official discourse. Many of us still vividly
remember his appearance in Gaza, before Palestinian legislators, and the
strengths and conviction of his empathy with Palestinian national
aspirations. For all this, we are grateful and admirative, even though it is
obvious that all these efforts were ultimately not crowned by success.

Behind those misperceptions, there are gross distortions and myths as to the
nature of Israeli-US relations.

One consists in believing that US policy is decided in Tel-Aviv (as though
it was the tail that waved the dog) while the other consists in imagining
that the White House has an unlimited power to tell Israel what to do, when
to do it, and how to do it. Reality, of course, is as usual more complex.
Not that one should underestimate the effective weight of the "lobby" in the
shaping of US Middle-East policies, or of the prevalent climate in US
mass-media. But one must also face the fact that the "lobby" concept has for
a long time functioned as an alibi, convenient in US-Arab relations, masking
imperial designs and cultural prejudice.

This prejudice undoubtedly feeds on various Old Testament theologies, which
still produce "Christian Zionists", in the same way as the Dutch Reform
Church had once given theological backing to apartheid in South Africa, and
it underlies the bizarre alliance of the Protestant fundamentalists of the
so-called "moral majority" and the Zionist Ultra-Right. It is also probably
grounded on the pattern of settlement colonization which has presided over
the historical formation of the USA, and makes the Zionist state a mere
re-enactment of the American model, with our Palestinian Arab people in the
role of the indigenous Americans. We should therefore understand that we
have a problem, as the whole world has, with American society at large,
instead of transforming this or that President, or this or that
administration into a scapegoat for our inability to transform their
attitude.

In the meantime, however, escalation continues on the ground. In spite of
its semi-spontaneous and sometimes disorganized character, Palestinian armed
struggle, a sporadic harassment of settlers and occupation forces, imposes a
state of siege upon the Israeli war machinery. Thus have Israeli military
and legal experts been busy, in the course of the last week, redefining the
conflict: low intensity conflict, armed conflict, or outright war. The
importance of those categories does not lie in their descriptive accuracy,
but in their legal implications.

In this context, and without forgetting for a second the suffering of the
Palestinian victims of Israeli state-terrorism, the PNA and Fateh leadership
have condemned the killing of Israeli civilians in Tulkarem, by a group of
militants who organized themselves as a vengeance unit. Killing of civilians
on the basis of their sole ethnic identity is both a political mistake and a
war crime. Terror cannot be the response to terror. Not only are we not
formally at war, but even if we were, or if we considered that we are, we
would still be bound to respect the laws of war, and in particular the IVth
Geneva convention (1949) on the protection of civilians in times of war.

The dangerous and slippery descent into community ethnic-confessional
strife, with its popular passion for vendetta and retaliation, which has
characterized the ever self-reproducing conflict pattern, indeed tends to
blur the distinction between military and civilian, between the fanatic,
trigger-happy terrorist settlers and ordinary Israeli civilians within the
Green Line. This amalgam serves the attempt to portray the conflict as a
struggle for Israel's very existence, which is not threatened in any way by
the war of liberation in which our Palestinian people is engaged in order to
achieve its internationally recognized fundamental national and human
rights.

If the coming weeks were to witness a predictable collapse of the
negotiating process, there would once again be no alternative to the
dramatic escalation of colonization, repression and aggression but the
intervention of the international community. There must be zero tolerance
for Israeli state-terrorism against a civilian population taken hostage, and
failure to take action will only convince more Palestinians that they are
alone, and can only engage in desperate tactics. It may still not be too
late to avoid a new catastrophy in our area, but time is definitely running.

Allow me first, Mr. President, to convey to you, a special greeting on
convening this important economic forum. I would like to express to you, as
well, our sincerest thanks and our deepest appreciation for your kind
invitation to this gathering in this year. I highly appreciate the efforts
you have undertaken in the planning for and the organization of bringing
together this important number of experienced personalities and decision
makers the world over.

For years, we have participated in your Forum. We are doing it today,
because we believe that the Davos Forum is important and because it
contributes to comprehensive economic and social development on the regional
and international levels. It is a forum where the horizons of positive and
constructive cooperation as well as, the interaction among the economies of
the various countries take place. This happens through developing economic
and trade relations based on participation, exchange of experiences and
mutual benefit to the best of the common interests of the countries and
institutions participating in this Forum. This is done in a way that creates
a positive economic atmosphere among states, delegations and institutions.
This in turn, fosters the already existing economic and trade relations and
founds for new horizons of economic and trade cooperation and exchange, and
contributes, in a valuable manner, to the development and growth of the
world economy as a whole. It leaves good repercussions on the levels of
income for individuals and societies.

When we talk about economics, there is no way but to talk about politics
because of its great influence on economics. The relationship between the
two is a dialectical one. The influence of the political situation on the
life and economy of any nation, people or country is a huge one - indeed it
is quintessential and decisive.

You know, ladies and gentlemen, how many tiring efforts we have undertaken,
to raise our Palestinian economy that was handed over to us totally
destroyed by the Israeli occupation. There were no institutions and no
infrastructures. The whole economy of the Occupied Palestinian Territory
poured into the Israeli treasury. There was no existence of any projects or
institutions for the development of the Palestinian economy and society.
Israel was set on exploiting all of our economic and natural resources in
the interest of the economy of its occupation. This left negative
repercussions and destructive consequences on our economy.

Over seven years of hard and continues labor, we worked to create an
economic environment conducive to investment, development and growth.We made
big efforts to establish our institutions and the necessary infrastructures.
From here, I would like to thank all our brothers and friends, for the help
they have extended to the Palestinian people. It is a help that assisted us
in making the projects of economic development and growth succeed, despite
what we faced in terms of obstacles, impediments and difficulties, which
Israel had, and still does, put in the face of our developing economy.

Israel has delayed the operational functioning of the airport. It has not
allowed us to start building the seaport. As you know, these two, the
airport and the seaport, are important and vital institutions. In addition,
Israel has obstructed other projects, important to our economy and to our
people e.g. the electricity and water and other projects. The Government of
Barak, as well as the preceding Government of Netanyahu, practiced the
policy of economic strangulations, closures and siege, as well as starvation
and collective punishment against our Palestinian people.

The current Government of Israel is waging, for the last four months, a
savage and barbaric war, as well as, a blatant and fascist military
aggression against our Palestinian people. In this aggression it is using
internationally prohibited weapons and ammunitions that include in their
construction depleted uranium. In addition, Israel is laying against us
total siege, indeed, worse than that, it is imposing this siege against
every village and town. It is prohibiting the freedom of movement and travel
of our people. It is jeopardizing the basic human rights of our Palestinian
citizens, dismissing our workers, closing our factories, destroying a number
of these, so much so that 90% of our workers are forcibly unemployed,
destroying our farms and fruit trees and prohibiting export and import,
indeed it is forbidding us to receive, from brothers and friends, donated
provisions. All this is in violation of all resolutions of international
legality, the Universal Declaration of Human Rights, International Human Law
and the Fourth Geneva Convention relating to the Protection of Civilians in
Times of War.

Have you seen a more ugly policy than this policy of collective punishment
or more destruction in the contemporary age? Israel is putting all of our
people in confrontation with this dangerous military escalation, and its
occupational, settlement, aggressive and armed expansionism as well as in
confrontation with its dreams of achieving territorial and regional gains at
the expense of our people, in a manner, which is in contravention of
international legality and the rights of our Palestinian people to their
land, Christian and Islamic holy places and to their natural resources.

Mr. President,

Ladies and Gentlemen, leaders and members of the delegations,

Whoever wants really to achieve peace and seeks it with belief and
sincerity, does not resort to killing, persecution, assassination,
destruction and devastation as the Government of Israel and its army of
occupation are doing to our people these days and since four continuous
months. The number of Palestinian martyrs has exceeded the four hundred. The
number of injured persons has exceeded seventeen thousand, of whom 5439 are
children. These are the human losses and damages. The grand total, so far,
of the economic and financial losses in all sectors, as a result of
destruction caused by the Israeli occupational military machine, to the
infrastructures and to public and private property and other losses is US $
billion 2,4 including the heavy losses inflicted on the Palestinian farmers
as a result of cutting more than one hundred thousand trees and leveling of
10000 dunums of land (1 dunum = 1000 m2). This, of course, leaves
destructive consequences on the livelihood of the Palestinian citizens and
the Palestinian investment. Added to these losses should be those caused by
the Israeli shells, from tanks, artillery, planes and rockets, to the
buildings, establishments, installations and institutions, such as schools,
colleges, churches and mosques.

This is a very short resume? of what has befallen our society in terms of
dire human and material losses and as a result of the situation of total
siege and closure. As a result, the percentage of those who are living under
the lineof poverty has risen to 75% and general national income has
decreased sharply in millions of US dollars annually.

While we confirm to you, dear friends once more, our adherence to a
comprehensive, just and permanent peace, the peace of the brave, as a firm
strategic choice of our Palestinian people, we look up to you, and to the
United Nations and to all justice-, freedom-, peace- and democracy - loving
forces the world over, and to all brothers and friends, to approach the
vital and influential international forces in the world, so as to bear their
moral and human responsibilities in order to work in sincerity, objectivity,
neutrality and fairness, to find a quick and just solution to the Issue of
Palestine, in accordance with the spirit of right and justice and the
international resolutions related to Palestine.

You know, ladies and gentlemen, that we have made great concessions and
sacrifices in order to achieve comprehensive, just and permanent peace. Yes,
indeed, we have accepted less than one quarter of the total area of historic
Palestine. We accepted, at the Madrid Peace Conference, the principle of
land for peace on the basis of [UN] Security Council Resolutions 242 and 338
which call for the withdrawal of Israel, the occupying power, from all Arab
and Palestinian occupied territories, including Holy Jerusalem, to the
fourth of June border lines; the dismantling of every thing the occupation
has built in terms of settlements and settlement structures that have no
basis of legality; and the implementation of [UN General Assembly]
Resolution 194 on the Palestinian refugees. We have achieved, as well, peace
agreements with my late partner Yitzhak Rabin, in making the peace of the
brave, which guarantees us the establishment of our independent Palestinian
state, with holy Jerusalem as its capital.

We look forward to the whole international community, the United Nations
Organization and the vital and influential international forces, to work for
ending this Israeli war and aggression against our unarmed people; a war and
an aggression which constitute a flagrant and blatant violation of the
Fourth Geneva Convention relating to the Protection of Civilians in Times of
War. We ask for the provision of international protection for our people
immediately, the lifting of the siege and closure and the ending of this
escalating military aggression.

Our Palestinian people, ladies and gentlemen, look up to you to help them in
realizing their inalienable legitimate national rights so as to be able to
march forward on the road of development and construction of their homeland,
to catch up with the developed and advanced course of international economy,
and to live with dignity, freedom, sovereignty and independence in their
homeland, Palestine, like all other peoples and states in the region and the
world, in a framework of confidence, mutual respect and good neighborliness
with their surroundings.

Finally, we reiterate our thanks to you, Mr. President, for inviting us, and
for giving us the opportunity to address this august Forum. We wish you
success and good luck in realizing the noble aims of this meeting. We
express our sincere hope and firm desire to have the honor to invite you all
on a very close day, God be willing, to convene your Forum in Holy
Jerusalem, the capital of the independent State of Palestine.

'125,000 MISSING IN QUAKE ZONE'

ISRAEL LEARNS NEW TRICKS IN TURKEY NAVAL EXERCISE
Israel's navy has acquired new capabilities during its recent naval
exercise with Turkey and the United States. Israeli military
officers said the navy learned how to coordinate with much larger
vessels as well as how to combine land and sea missions. The skills
were honed during the Reliant Mermaid exercise in the Mediterranean
earlier this month. Although the exercise was termed as search-and-
rescue, Israel's navy participated in maneuvers that could be used in
wartime.

Court rules pharmacist can object to dispensing abortion-related
pill

WASHINGTON (BP)--An Ohio pharmacist, fired for refusing to fill a
prescription for the emergency contraceptive pill known as
Micronor, may continue with her lawsuit after a federal judge
refused to dismiss the case, according to CNSNews.com.

In a case that could have implications for the recently approved
abortion pill RU 486, U.S. District Court Judge Herman Weber
ruled that an Ohio law designed to protect persons who refuse to
perform or participate in medical procedures resulting in an
abortion also applies to pharmacists.

Weber reasoned that "what is critical is the undisputed fact that
Micronor does prevent implantation of a fertilized egg in some
cases and the plaintiff's asserted belief that this process
results in abortion and is morally wrong."

Both sides said they were pleased with the ruling.

"This is a major victory for the rights of conscience [and] has
enormous implications for the growing practice of chemical or
drug-induced abortions," said Francis J. Manion, senior counsel
for the American Center for Law and Justice, the public interest
law firm suing the pharmacist's former employer, Kmart.

The retailer had argued that the state law in question did not
apply to pharmacists. If the suit is not settled out of court,
the only matter left for the jury to decide, other than damages,
will be, "was she fired for her refusal to do this?" said Manion.
Both sides already agree she was.

"We're pleased with the judge's ruling," said Susan Dennis, a
spokeswoman for Kmart, CNSNews.com reported. "The judge dismissed
four of the five charges, so we're pleased with that," she said,
after an initial review of the decision Jan. 25.

Forty-four states have a conscience law to protect medical
practitioners who refuse to perform abortion-related medical
procedures, Manion said.

"Now, with the American Medical Association approving the
'morning after' pill for over-the-counter sales, I think we're
going to see a lot of this," Manion predicted. He also believes
the ruling will make it easier for pharmacists to refuse to fill
prescriptions for RU 486.

Though the Kmart case involved a state law, it was brought in
federal court, in part because the plaintiff is a resident of
another state. However, Manion believes federal law offers
similar protection to employees. "Title 7, in the federal
employment statutes, at least we argue, would cover this issue,
too, if the person said this was a religious belief," Manion
said. The federal law has yet to be tested in this regard.

"I think in some cases, there's an even stronger argument to be
made than there is under ... these [state] conscience laws,"
Manion said. Under federal law, "all you have to show is that you
have a religious belief that prevents you from doing a particular
job task, and the employer has to at least try to accommodate
you."

The trial is scheduled to begin in May, but both sides are trying
to negotiate a settlement.

Pro-choice groups like Planned Parenthood and the Guttmacher
Institute object to conscience laws, arguing that they interfere
with a consumer's ability to get timely access to contraception
and abortion pills and procedures.

In a 1998 report, Guttmacher Institute analyst Shannon Criniti
stated that "while everyone has the right to their opinions about
reproductive health care, including emergency contraception and
abortion, it is important to remember that the conscience that
matters most belongs to the patient.

"Health care providers have a professional, ethical, and, in some
instances, legal obligation not to impede access to reproductive
health care," Criniti wrote. "Health care providers who object to
providing certain services still have an obligation to respect
the rights of their patients and to enable them to access the
health care they need. This includes providing complete
information about their condition and all possible treatments,
and making a referral to an accessible and appropriate health
care provider who is willing and able to provide the treatment
without undue delay."

Others, like John O. McGinnis of the Cardozo School of Law,
object to conscience laws on the grounds that they limit the
freedom of contract between employer and employee.

To those critics, Eric Treene, director of litigation for another
public interest law firm, the Becket Fund for Religious Liberty,
responds that that principle has long since been compromised by
other issues, like race and gender discrimination. "It's kind of
a red herring, because we accept that all the time for important
public purposes," Treene said. "It's a highly regulated
profession already and the government is recognizing how deeply
divided the public is on the abortion issue ... that this doesn't
seem an undue intrusion on the right to contract."

Television Channel Two, Yasser Arafat told Emanuel Rosen that he would
accept the recommendations of the "Shaw Commission" as the model for Israeli
access to the Western Wall. Arafat said this in reply to Rosen when Rosen
asked if he would allow Israeli sovereignty over the Western Wall (this
after Arafat explained that the term "Temple Mount" is not a Jewish term).

Rosen declined to either follow up on Arafat's remark OR to explain to the
audience what the ramifications are of Arafat's suggestion.

In August 1929, there was a serious outbreak of violence over the Western
(Wailing) Wall of the ruins of the ancient Jewish Temple, the holiest site
for Jewish worship, which is situated on the western edge of the Haram
al-Sharif, the holiest shrine for Muslims in Jerusalem. An international
commission was appointed by the mandatory British Power, with the approval
of the League of Nations, "to determine the rights and claims of Moslems and
Jews in connection with the Western or Wailing Wall". The Commission,
composed of experts from the Netherlands, Sweden and Switzerland, spent a
month in Jerusalem in 1930, hearing numerous witnesses on both sides. It
also attempted to promote a negotiated settlement between the parties.
Having failed in that endeavour, it issued the following verdict:

AT THE COURT AT BUCKINGHAM PALACE,
The 19th day of May, 1931.
Present,
THE KING'S MOST EXCELLENT MAJESTY IN COUNCIL.

SCHEDULE I.

A. To the Moslems belong the sole ownership of, and the sole proprietary
right to, the Western Wall, seeing that it forms an integral part of the
Haram-esh-Sherif area, which is a Waqf property.

To the Moslems there also belongs the ownership of the Pavement in front
of the Wall and of the adjacent so-called Moghrabi (Moroccan) Quarter
opposite the Wall, inasmuch as the last-mentioned property was made Waqf
under Moslem Sharia Law, it being dedicated to charitable purposes.

B. The Jews shall have free access to the Western Wall for the purpose
of devotions at all times--subject to the explicit stipulations hereinafter
to be mentioned, viz.:--

(1) The temporary instructions issued by the Palestine Administration
at the end of September, 1929, relative to "appurtenances of worship"
(See section 2, a, b, c) are-to be made permanent, subject however to
the one modification that it shall be permissible to place near the Wall
the Cabinet or Ark containing the Scroll or Scrolls of the Law and the
Table on which the Ark stands and the table on which the Scroll is
laid when being read from, but only on the following occasions, viz.:--

(a) At any special fast and assembly for public prayer that the
Chief Rabbis of Jerusalem may order to be held in the consequence
of some public distress or calamity, provided due notice shall have
been given by them to the Administration;

(b) on New Year's Day and on the Day of Atonement, and also
on any other special "holy days" that are recognised by the Government
as such days on which it has been customary for the Ark containing
the Scrolls of the Law to be brought to the Wall.

Save as provided in the articles of this Verdict it shall not be
permissible to have any appurtenances of worship in the vicinity
of the Wall.

(2) No objection or obstacle shall be raised to the Jews, in their
individual capacity, carrying with them to the Wall hand-books or other
articles customarily used at their devotions either as a general thing
or upon special occasions, nor to their wearing such garments as were
of old used at their devotions.

(3) The temporarily enacted prohibitions against the bringing to the
Wall of benches, carpets or mattings, chairs, curtains and screens,
etc., and against the driving of animals at certain hours along the
Pavement are to be made absolute, as is also the injunction as to
keeping the door at the southern end of the Wall locked during certain
hours. The right, however, for Moslems to go to and fro in an ordinary
way along the Pavement shall be respected and remain inviolable as
hitherto.

(4) It shall be prohibited to bring to the Wall any tent or a curtain
or any similar object with a view to placing it there--even though for
a limited space of time.

(5) The Jews shall not be permitted to blow the ram's horn (Shofar)
near the Wall nor cause any other disturbance to the Moslems that
is avoidable; the Moslems on the other hand shall not be permitted
to carry out the Zikr ceremony close to the Pavement during the
progress of the Jewish devotions or to cause annoyance to the Jews
in any other way.

SCHEDULE II.

2.--(a) The Jews may bring daily to the Pavement before the Wall a stand
containing ritual lamps, and may place on the stand a zinc case with glass
doors in which such lamps are lighted. They may bring also a portable
wash-basin and a water container on a stand. None of the objects above
mentioned shall be affixed to the Wall or to any wall of the adjoining Waqf
buildings.

(b) From sunset on Friday evening to sunset on Saturday, and from sunset
on the eve of any Jewish holy day recognised by the Government to sunset of
that holy day the Jews may place at the Northern end of the Wall a stand
containing prayer books, and at the Southern end of the Wall a table on
which to stand a cabinet or ark containing Scrolls of the Law and another
table on which the Scrolls are laid for reading. The tables and cabinet or
ark and the
stand shall be removed at the end of the Sabbath or holy day as the case may
be.

(c) On the two holy days of the New Year Festival and on the Day of
Atonement each Jewish worshipper may bring a prayer-mat which may be placed
on the Pavement before the Wall but so as not to obstruct the right of
passage along the Pavement.

3. No benches, chairs or stools shall be brought to or placed on the
Pavement before the Wailing Wall. No screen or curtain shall be placed on
the Wall or on the Pavement, for the purpose of separating men and women or
for any other purpose.

4. Between the hours of 8 a.m. and 1 p.m. on Sabbath days and Jewish holy
days recognised by the Government, and between the hours of 5 and 8 p.m. on
the eve of such days, and throughout the eve and Day of Atonement, save
between the hours of dawn and 7 a.m., no animal shall be driven along the
Pavement before the Wall.

blood cancer and the battle to succeed him in Baghdad is now out in the
open, an opposition leader alleged in a Tehran newspaper said.

Ayatollah Mohammad-Baqer Hakim, head of the opposition Supreme Council
for the Islamic Revolution in Iraq (SCIRI), told the Jomhuri-Eslami paper
Saddam collapsed during a recent military parade in Baghdad.

"He collapsed in front of about 70 politicians who were present and was
urgently transferred to hospital," Hakim said, adding that the "war of
succession is open" between his two sons Uday and Qussay.

The 63-year-old Saddam has held power in Baghdad for 30 years.

In September, Iraqi officials denied a detailed Arab newspaper story that he
was to undergo chemotherapy for lymph cancer.

Although we are still working very diligently along other lines with
Digital Angel, we ave determined at this time to not pursue any of the
applications for which an implanted chip would be required. Instead, we
are looking at areas where the chip could be worn close to the body.
