Tenet proposes that PA hold onto missiles and mortars - Illegal militias
allowed to keep guns, bombs and infrastructure inside PA

[IMRA: Once again it appears that the Palestinians are going to be rewarded
by
the "grandfathering" of violations.

+ The illegal militias can hold onto their weapons and bombs and even
command post and other support infrastructure inside the PA.

+ There is no restriction on membership in the illegal militias.

+ Missiles and mortars are to be held by the PA for safe-keeping [the
proposal, as reported, does NOT provide for the destruction of the weapons
or their transfer to a third party such as the US for destruction. (Whoever put
together the proposal had a sense of humor - the PA itself has been behind
the
production of most of the mortars - Tenet proposes that the PA confiscate
them
and hold onto them!)

Instead of closing down the terror bases, Tenet proposes a rule that will be
the
source of endless meaningless study:

" The Palestinian Authority will prevent movement, in their territory, of
militant activists intending to carry out attacks against Israel, and will
prevent the activists from taking shelter in Palestinian territory after
such attacks."

Consider the following:

(1) Weapons and bombs warehoused inside the PA can be moved to Area B
and C and
then used by "activists" as long as these "activists" did not come from the
PA
with the intent to "carry out attacks against Israel".

(2) Since Tenet proposes to keep the illegal militias armed to the teeth and
not
to hurt their infrastructure all Israel can do is engage in endless arguments
over whether or not there is sufficient proof that a specific "Activist X"
carried out an attack and thus should not be afforded sanctuary inside the
PA.

This would be the equivalent of the United States agreeing that South
American heroin producers continue without restriction except that they
promise not to let heroin runners leave their countries IF they think they
are running heroin at the time.....Right.]

Additional security meeting scheduled for Sunday in Ramallah
Ha'aretz Service - Ha'aretz 9 June 2001

A senior Palestinian official said Saturday that an additional security
meeting between high ranking Israeli and Palestinian officials, and
including CIA chief George Tenet, will be held Sunday in Ramallah. The two
sides are to present their respective answers to suggestions for
implementing the recommendations of the Mitchell report as put forward in a
document by Tenet at the previous security meeting held Friday, Israel Radio
reported.

United States special envoy to the Near East, William Burns, is meeting
Saturday with Palestinian officials in an attempt to seek ways to implement
the
findings of the Mitchell Committee. In addition, CIA chief George Tenet will
meet with Egyptian President Hosni Mubarak and will brief him on the results
of
Burns' meeting, Israel Radio reported.

Following a meeting Friday with Arafat, Burns said he expected Palestinian
actions to back their declaration of a cease-fire.

A European Union delegation is scheduled to arrive in the region Saturday to
assist with mediation efforts. Chief negotiator Javier Solana and Swedish
President of the EU Goran Persson will be part of that delegation. United
Nations Secretary-General Kofi Annan is due to arrive in the region next
week.

The following are the suggestions put forth by Tenet:
* The Palestinian Authority will arrest Hamas and Jihad activists whose
names are known to both sides, and will transfer the names to a joint
Israel-Palestinian security council.
* The Palestinian Authority will cease incitement and assistance to attacks
against settlements in the West Bank and Gaza Strip. * Israel will cease to
initiate attacks against Palestinian targets. * The Palestinian Authority will
confiscate all mortars and missiles which are located in Palestinian territory,
and will report such findings to the joint security council. * Israel will
withdraw its forces to the positions which were held prior to December 28th,
2000 [the beginning of the al-Aqsa Intifada]. * Israel will make efforts to
minimize all damage to the Palestinian public and property in response to
Palestinian acts of violence. * The Palestinian Authority will prevent
movement,
in their territory, of militant activists intending to carry out attacks against
Israel, and will prevent the activists from taking shelter in Palestinian
territory after such attacks. * Both sides will exchange information on
suspected targets of terrorist activity, and the targets' whereabouts prior to
any attacks. * The joint security council will meet on a weekly basis. * The
resumption of joint Israeli-Palestinian patrols

RIYADH (AFP) - Saudi Interior Minister Prince Nayef Ben Abdul Aziz on
Thursday described last month's border attack by Iraq on Saudi Arabia,
which Iraq has categorically denied, as "unacceptable."

"It is a serious contravention (of international law), which is totally

unacceptable," Prince Nayef said, quoted by the official SPA news agency.

But he also played down the impact of the incident. "I think that has been
exaggerated," he said, adding that border incidents "happen from time to
time."

According to Saudi ambassador to the UN Fawzi Ben Abdul Majeed
Shobokshi, an Iraqi patrol crossed the border May 23 and travelled about 400
metres into Uwayqilah in Saudi territory, opening fire on the border patrol.

The Saudi troops retaliated, according to the letter released Tuesday, and in
the exchange of fire "a number of Saudi soldiers were wounded." An Iraqi
soldier found wounded was hospitalised and died a short time later of his
injuries.

Mohammad Al Duri, Iraq's representative to the UN, replied in a message

to UN Secretary General Kofi Annan Wednesday that "the Saudi message
has no foundation. No violation can be proved, as Saudi authorites claim."

The Saudi newspaper Al Riyadh, however, rounded on Iraqi President
Saddam Hussein.

"In the case of Saddam, no one can predict his actions, managing power like
a head of a gang of criminals," the paper said. "It is not surprising that he
attacks the Saudi border and transgresses accords and conventions. The act
of inventing pretexts to launch lost causes shows the mentality of his
regime," it added.

Israel Radio correspondent Yoni Ben Menachem's reported this morning of
the
Tenet proposal is that the Palestinian Authority confiscates illegal weapons
INCLUDING mortars and missiles. The earlier report mentioned only the
mortars
and missiles.

It would appear that under the Tenet proposal, the PA would hold onto all
the illegal weapons within the autonomy rather than either hand them over to
a
third party or destroy them.

Ben Menachem also reported that when the mini-cabinet of Sharon, Peres
and
Ben-Eliezer met US envoy William Burns last night, the mini-cabinet told
Burns "in one voice" that Israel will not carry out any measures in the
field or engage in diplomatic negotiations or the implementation of the
Mitchell Report until there is complete quiet in the territories.

Sharon warned Burns that recent praise for Arafat's behavior will only cause
an
increase in terror as Arafat will believe that terror pays. Sharon termed
Arafat "our Bin Laden", noting that the US would not negotiate with arch
terrorist Bin Laden.

Before this meeting the technical team from the Prime Minister and Foreign
Minister's offices met with Burns and made clear that the cooling off period of
the Mitchell Report, that should be at least 6 weeks, can only start when the
terror stops and that terror attacks ZERO OUT the counting of the cooling off
period.

The team also said that during the stage of confidence building measures of
three to four months, the Palestinians will be required to fulfill all of the
security commitments including the collection of illegal weapons AND their
destruction, the arrest of wanted Palestinians, reduction of the size of the
Palestinian security force, etc.. The negotiations will resume ONLY AFTER
these
commitments have been fulfilled.

reported by Israel Radio diplomatic correspondent Yoni Ben Menachem
today:

Background: All rifles held by Palestinians who are not in official
security forces are illegal

A review of the Israeli-Palestinian Interim Agreement on the West Bank and
the Gaza Strip signed in Washington on September 28, 1995 finds that any
rifle held by any Palestinian who is not in the Palestinian Police is by
definition an illegal weapon. The agreement only provided the licensing of
PISTOLS for Palestinians.

There was no such restriction on Israelis.

The following is the relevant text:

"Except for the Palestinian Police and the Israeli military forces, no other
armed forces shall be established or operate in the West Bank and the Gaza
Strip. [Interim Agreement, Article XIV, Paragraph 3.]

"a. Each side shall enforce upon civilians, Palestinians or Israelis, in the
West Bank and the Gaza Strip, in accordance with their security
responsibility,
a prohibition on possession or carrying of weapons without a license.

b. The Palestinian Police may grant licenses to possess or carry PISTOLS
(emphasis added) for civilian use. The modalities for granting such
licenses, will be agree upon in the "JSC".

c. Upon the assumption of security responsibility, and in accordance with
the Palestinian law, the Palestinian Police shall declare a period of grace of
one month, during which period holders of unlicensed weapon will be required
to
declare that they hold such weapons and to apply for licenses. The
Palestinian
Police may grant such licenses in accordance with subparagraph b. above,
and
will enforce the Palestinian security policy set out in Article II, paragraph 1
of this Annex, against persons who hold unlicensed weapons.

d. Israelis may carry weapons licensed in accordance with subparagraph a.
above."

IDF Spokesperson: Summary of the Weekend's Events (8-9 June) in the
West Bank and the Gaza Strip as of 20:30 9 June 2001

9 June 2001

West Bank:
Five (5) shooting attacks were recorded this weekend in the West Bank.

An Israeli citizen was wounded moderately-to-seriously yesterday (8 June)
by an
ambush set against his car as he rode on the Ramallah bypass road, south
of the
village of Bet El. The citizen was treated on the spot, and later evacuated to
continue medical treatment in a hospital.

A bomb was found by an IDF reserve force this afternoon (9 June) on the road
leading to the Hamam El-Maliah base in the Jordan Valley. Demolition
experts
exploded the bomb in a controlled manner.

Shooting attacks were recorded yesterday (8 June) in a number of locations
throughout the West Bank, such as:

· An IDF post in Tel E-Ras, near Nablus

· An IDF post in the Ayosh junction near Ramallah

· The "Bezek" IDF base near Jenin.

There were no casualties from any of the above attacks.

IDF forces returned fire towards the sources of the shooting in those cases in
which they were identified.

Civil disorders, during which rocks and firebombs were thrown, took place in a
number of locations, such as the Ayosh junction and the village of Surda
(both
near Ramallah) and the Jewish Quarter in the city of Hebron. IDF forces
responded with crowd-dispersal means.

The Gaza Strip:
Seven (7) mortar bombs were fired during this weekend, and seven (7)
shooting attacks were recorded this weekend in the Gaza Strip.

A foreign citizen working in Israel was slightly wounded on the morning of 9
June by a mortar bomb that Palestinians fired into agricultural fields near the
village of Atzmona. The worker was given treatment on location.

Palestinians fired (7) mortar bombs this morning (9 June) at Israeli
villages in Gush Katif. Five (5) mortar bombs were fired at the village of
Atzmona. One of the mortars, as previously stated, injured a foreign worker,
and
another mortar bomb hit a building in the village. In addition, another mortar
bomb fell in the agricultural fields of the village of Selav, and another fell
within the territory of the Palestinian Autonomy.

Fragments of three (3) mortar bombs fired Thursday (7 June) night were found
Friday morning (8 June) in the village of Gane Tal in Gush Katif.

On Friday (8 June) shots were fired at a number of areas:

· At the industrial area in Neve Dekalim

· At an IDF post near the above industrial area, and at an additional IDF
post near the village of Neve Dekalim

· At an IDF post near the village of Gadid

· At an IDF post and an IDF force on the Israel-Egypt border

IDF forces returned fire towards the sources of the shooting in those cases in
which they were identified. There were no casualties from any of these
attacks,
with the exception of the incident at Atzmona.

During this weekend Palestinians gathered near the industrial area and the
village of Neve Dekalim, in the vicinity of the IDF post near Gadid and on
the Karni-Netzarim road.

Ha'aretz: EU tries to boost presence with cease-fire observers

[IMRA: Israel Radio's military correspondent Carmella Menashe reported this
story this morning, saying that the observers continue to function and that
Israeli military sources warn that Israel must take action on this issue before
it finds itself stuck with European facts on the ground in the form of a network
of EU observers acting as a human shield protecting Palestinian targets.]

The European Union is trying to set up a network of observers whose job
would be to supervise any cease-fire between Israel and the Palestinian
Authority. It is being done without Israel's approval and in coordination
with the Palestinians.

The EU even set up an "operations room" in Bethlehem which it later closed
after pressure from Israel. EU envoys have asked that observers also be
deployed to the Rafiah and Netzarim areas. Israel sees such moves as
especially serious since they were not coordinated with or approved by the
government.

If a cease-fire agreement had been concluded between the two sides, some
here might support the idea of allowing EU representatives to also supervise
the
such an agreement. The defense establishment is adamantly opposed to the
EU's
moves since it means its representatives enter areas where terrorist attacks
and
military operations are frequent. Critics say the volunteer observers are being
put at risk by those who approve such a project.

Some see the EU initiative as another one of recent attempts to increase
international involvement in the territories without Israel's approval. The EU
is deemed to have taken advantage of the fact that it has a permanent
defense-technical team stationed in Israel when it sent its people into
Bethlehem. An apartment was rented there and maps of the area were hung
on the
walls. The Palestinians were told the envoys intended to monitor the cease-
fire
in and around Beit Jala, Bethlehem and Beit Sahour. A British man with a
rich
background in intelligence was placed at the helm.

The EU's request to place observers in Rafiah and Netzarim where clashes
with Palestinians are frequent was shot down by the defense establishment,
and the government objected to the EU's political and military involvement
in the area. Mounting pressure from Israel forced the closure of the
Bethlehem "operations room" and the EU has been prohibited from deploying
observers to other trouble spots.

Some western European countries are said to still be transferring money to
the PA, which is used to pay the wages of Palestinian security officers. The
British are financing the Palestinian's security negotiating team as well as
advising them how to negotiate with Israel on military matters.

Washington - Foreign Minister Shimon Peres requested $800 million in
supplementary U.S. aid for Israel in a letter he sent to U.S. Secretary of
State Colin Powell two weeks ago. In the letter, Peres justifies the request by
alluding to strategic threats posed by Iran and Iraq.

Though the aid boost was promised a year ago by the Clinton administration
to then prime minister Ehud Barak, the new Bush administration decided to
review the matter. Peres and Prime Minister Sharon raised the issue during
visits to Washington in past months, but Israel did not furnish its official
request for the money until two weeks ago.

The rationale underpinning Israel's request has changed. Under Barak's
government, Israel asked for more U.S. aid to offset the cost of withdrawing
forces from Southern Lebanon. Israeli officials have decided that it is too late
to try to claim more U.S. dollars by alluding to security on the northern
border, since the Israel Defense Forces pull-out has been completed. The
new formulations in Peres' recent letter accord with the strategic preferences
and sensitivities of the Bush administration - the need to fend off missile
threats posed by Iran and Iraq is likely to be well understood nowadays in
Washington, where devising anti-missile systems is a top strategic priority.

The Bush administration began unofficial consultations on Capitol Hill last
week about Israel's request for more money.

THE SHAKY SECOND 70 DAYS

The Lord is attempting to get the attention of the Bush
Administration.

But before elaborating on what I mean, let me explain
that—especially in my role as White House Correspondent for
Koenig´s International News—I pray for the President and First Lady
frequently.

No American president in history has had more prayer lifted up in
his behalf. Without doubt, the prayers of millions got him elected,
and President and Mrs. Bush have publicly indicated that they are
aware of this.

I like the Bushes a lot; they are good folks, and they treat people
well.

I also very much like the Bush Administration´s staff. They are
nice people, and they take their work seriously. They also treat
others well, and they are truly trying to do the best that they can
for our country.

My four days in Midland, Texas, this past week were a real blessing
to me. I had the opportunity to appear on television and radio, and
to speak at numerous places in the area.

This visit gave me the opportunity to meet friends of the Bush
Family. Midland is home to many of their family and friends, and
they listened with great interest to the message I had to share
with them.

It was a burden on my heart to share with the Midland audiences
about how the second 70 days of the Bush Administration were
distinctively (and ominously) different than the first 70 days.

Most importantly, I encouraged their continued prayers for George
W. Bush, his wife Laura, and the challenges which lie ahead for
them.

In John McTernan´s book, “God´s Final Warning to America,” we were
shown how the Lord responds in America when the following happens:

*Israel is asked or forced to give up her land.
*Pro-abortion legislation becomes law, or major pro-abortion
events take place.
*Pro-gay legislation becomes law, or major pro-gay events take
place.

Documented below are some of the major challenges faced by the Bush
Administration in the second 70 days. As most readers know, the
first 70 days went by very smoothly.

However, the second 70 days—with the pro-gay appointments, the gay
outreach, and the renewed role of the United States in the Israel
land giveaway—have already exacted a huge price on President Bush
and his administration. Please read on.

ISRAEL'S LAND

President Bush declared in the early days of his term that he
wanted to become a facilitator, not an active participant, in the
Middle East peace talks.

In an attempt to change the President´s mind, Egypt´s President
Hosni Mubarak and Jordan´s King Abdullah II both visited Washington
during the first ten days of April. They asked the President to
become more involved in the Middle East talks and to endorse the
Egyptian-Jordanian Initiative, which called for Israel to freeze
further settlement construction and to give up more of her land.

Additionally, the Mitchell Report was completed on May 22 (a report
commissioned by former President Clinton in October of 2000),
calling for an Israeli settlement freeze and for the Palestinians
to stop their terrorism. Again, the ultimate plan was for Israel to
give up her land.

The settlements are the destination for many newcomers to Israel,
those Jews who are are continuing to emigrate (return) to “The
Chosen Land” from around the world. As I have mentioned before, the
Lord responds very harshly when these settlements are hindered.

Following are some examples of actual events that have coincided
with matters having to do with Israel´s land play.

March 31: On the day Egyptian President Hosni Mubarek arrived in
Washington, a Chinese fighter jet “bumped” into one of our EP-3
reconnaissance planes, forcing it—along with the 24-person crew—to
make an emergency landing in China. The resulting crisis completely
overshadowed the visits of Mubarek and King Abdullah II.

April 10: Jordan´s King Abdullah II arrived in Washington earlier
in the week to speaks with Christian leaders, members of Congress
and others to get behind the initiative. He visits the White House
on April 10 and then returns home to Jordan. The next day China
agrees to release the “detained” airmen from the downed plane. The
extremely valuable aircraft remains behind in China, evidently to
be shipped home in pieces.

May 22: President Bush and Secretary of State Colin Powell publicly
endorse the Mitchell Report. Concurrently, Vermont Senator James
Jeffords is rumored to be leaving the Republican Party.
Vermont—already a pro-choice state—becomes the first to approve
same sex-unions. That same day, the Dalai Lama arrives in
Washington. This visit angers China, and the Chinese Premier calls
Bush “unfit” to be President.

May 25: Senator Jeffords leaves the Republican Party, becoming an
Independent, allowing the Democrats to obtain a majority in the
Senate, throwing judicial and diplomatic nominations into question.
On the same day, Daniel Kurtzer is nominated for Ambassador to
Israel and endorsed by pro-land giveaway Reform and Conservative
Jews, making up 85% of American Jewry.

June 8: Reuters News Service reports that United States CIA
director George Tenet and a special envoy from Washington have
spearheaded an international effort on Friday “to strengthen a
fragile Israeli-Palestinian cease-fire” plagued by fresh violence.
The Central Intelligence Agency director hosted talks between
senior Israeli and Palestinian security officials in Ramallah,
while Assistant Secretary of State William Burns met Palestinian
President Yasser Arafat in the West.

June 8: Catastrophic flooding overnight brings the Houston area to
a near standstill, with nearly 10,000 people left homeless and
3,000 homes and businesses affected, Gov. Rick Perry declares a
state of emergency in the Houston area and 28 southeast Texas
counties. More than two feet of rain fell at Bush Intercontinental
Airport causing flights to be cancelled until early Sunday
morning.

(Note from Bill: As a reminder—when Bill Clinton was President, he
catered to Arafat, and Arkansas felt the brunt of the storms and
tornadoes on the same day of land pressure. Now the Bush
Administration has met with Arafat and his people and over two feet
of rain falls in 24 hours, leading to emergency declarations for 28
Texas counties.)

GAY AGENDA

Here are a series of events which occurred over the last 70 days,
having to do with the endorsement of the gay agenda and the Lord´s
response.

April 9: Scott Everetz, a homosexual activist, is nominated by the
Bush Administration to head the White House Aids Office.

April 10: Massachusetts Governor Paul Cellucci, a pro-choice,
pro-gay governor, is nominated and later approved by the Senate, in
a late-night meeting, to become the United States Ambassador To
Canada.

May 30: The largest gay event in the United States begins at Disney
World in Florida, running through June 4.

May 30: Gay Activists Attack the Uniform Code of Military Justice.
Military sodomy prosecutions are “arbitrary and vindictive,”
according to the recommendations of the Cox Commission, a panel
headed by retired Federal Appeals Judge Walter T. Cox III. The
recommendations, now in the hands of Defense Secretary Donald
Rumsfeld, call for the repeal of Article 125 of the Uniform Code of
Military Justice (UCMJ), the service´s ban on consensual sodomy.
The report was released on May 30, the 50th anniversary of the
UCMJ.

June 1 – Gay Appreciation month begins (without an endorsement from
President Bush).

On May 31, the Concerned Women for America (CWA) released a 14-page
report entitled, “The Bush Administration´s Republican Homosexual
Agenda: The First 100 Days.” Please click here.

The primary influence on the Bush Administration has come from Vice
President Dick Cheney and his wife Lynne, both people whom I
greatly like and respect. However, the issue is that their daughter
Mary is a lesbian, which has to be tough for the Cheney´s.

I respect the fact that Dick Cheney is close to his daughter, that
his wife has been willing to be outspoken, and that they love their
daughter and have stood by her. However, the fact remains that
Mary´s behavior is Biblically unacceptable.

The CWA report stated, “During the 2000 presidential campaign, Mary
Cheney was her father´s senior policy advisor and described by him
as his “aide-de-camp.” She attended the GOP convention and the
presidential inauguration openly with her lesbian partner. Second
Lady Lynne Cheney—after initially reacting angrily to a question
posed by ABC newswoman Cokie Roberts about her daughter´s
sexuality—has begun to use rhetoric favored by homosexual
activists. She praised singer Elton John for supporting ‘equal
rights´ for homosexuals and defended the president´s appointment of
a homosexual activist as AIDS Czar.”

Mary Cheney´s lifestyle is totally against the Word of God, and the
Bible is very specific about unrighteousness and homosexuality.
Please read Paul´s Epistle to the Romans 1:18-32.

May 30: President Bush´s twin daughters have a run-in with the law
in Texas. Barbara Bush, a student at Yale University, was cited for
possession of alcohol; Jenna Bush, who just completed her freshman
year at the University of Texas, was cited for using somebody
else's identification to try to buy drinks.

It hurts to see the Bush girls exploited (although their behavior
has helped that to happen), but the President and First Lady need
to ask not, “Why us, Lord?” but “What are you trying to show us,
Lord?”

It´s my belief that the challenges the Bush girls and their parents
have faced in the last few weeks are an example of the Lord
attempting to get their attention. I believe the Lord is saying,
“If you want to legitimize the homosexual movement, there will be a
dear price to pay.”

Condoning this behavior does have a dear price, and you will find
yourself dealing with people with whom you are not accustomed. For
example:

June 4: Russian Vladimir Zhirinovsky, the flamboyant leader of the
Liberal Democratic Party, or LDPR, has taken on the role of “wise
old uncle” to the twin daughters of U.S. President George W. Bush
by writing them of his concerns and "disappointment" over their
recent behavior.

June 7: First Lady Laura Bush is furious at an upcoming “People”
magazine cover story on her daughters, top White House officials
said this week. Editors have designed a June 18 cover with this
headline: 'THE BUSH GIRLS' LATEST SCRAPE: 'OOPS! THEY DID IT
AGAIN'. "This is just wrong," the first lady told staffers, "where
will it end?"

June 7: It is reported that the “National Enquirer” is planning to
run quotes from a college student alleging that he has smoked pot
with both Bush daughters.

June 7: The reprobate publisher of Hustler Magazine, Larry Flynt,
offers $10 million for a naked picture of 19-year-old first
daughter Jenna Bush.

URGENT PRAYER REQUEST: We need to pray that President Bush will
respond quickly and positively to all this information in a manner
compatible with God´s Word. A lot is riding on the decisions made
in these last 70 days. There is so much riding right now on his
administration.

The President must remember that the Christian vote did get him
elected. However, he has said that he has to be sensitive to the
fact that he represents all the people. Ultimately, and in reality,
he must remember that he serves but one King and that King is Jesus
Christ.

Sun

Scientists have found an unusual way to prevent our planet
overheating: move it to a cooler spot.

All you have to do is hurtle a few comets at Earth, and its orbit will
be altered. Our world will then be sent spinning into a safer, colder
part of the solar system.

This startling idea of improving our interplanetary neighbourhood is
the brainchild of a group of Nasa engineers and American astronomers
who say their plan could add another six billion years to the useful
lifetime of our planet - effectively doubling its working life.

'The technology is not at all far-fetched,' said Dr Greg Laughlin, of
the Nasa Ames Research Center in California. 'It involves the same
techniques that people now suggest could be used to deflect asteroids
or comets heading towards Earth. We don't need raw power to move
Earth, we just require delicacy of planning and manoeuvring.'

The plan put forward by Dr Laughlin, and his colleagues Don Korycansky
and Fred Adams, involves carefully directing a comet or asteroid so
that it sweeps close past our planet and transfers some of its
gravitational energy to Earth.

'Earth's orbital speed would increase as a result and we would move to
a higher orbit away from the Sun,' Laughlin said.

Engineers would then direct their comet so that it passed close to
Jupiter or Saturn, where the reverse process would occur. It would
pick up energy from one of these giant planets. Later its orbit would
bring it back to Earth, and the process would be repeated.

In the short term, the plan provides an ideal solution to global
warming, although the team was actually concerned with a more drastic
danger. The sun is destined to heat up in about a billion years and so
'seriously compromise' our biosphere - by frying us.

Hence the group's decision to try to save Earth. 'All you have to do
is strap a chemical rocket to an asteroid or comet and fire it at just
the right time,' added Laughlin. 'It is basic rocket science.'

The plan has one or two worrying aspects, however. For a start, space
engineers would have to be very careful about how they directed their
asteroid or comet towards Earth. The slightest miscalculation in orbit
could fire it straight at Earth - with devastating consequences.

It is a point acknowledged by the group. 'The collision of a
100-kilometre diameter object with the Earth at cosmic velocity would
sterilise the biosphere most effectively, at least to the level of
bacteria,' they state in a paper in Astrophysics and Space Science.
'The danger cannot be overemphasised.'

There is also the vexed question of the Moon. As the current issue of
Scientific American points out, if Earth was pushed out of its current
position it is 'most likely the Moon would be stripped away from
Earth,' it states, radically upsetting out planet's climate.

These criticisms are accepted by the scientists. 'Our investigation
has shown just how delicately Earth is poised within the solar
system,' Laughlin admitted. 'Nevertheless, our work has practical
implications. Our calculations show that to get Earth to a safer,
distant orbit, it would have to pass through unstable zones and would
need careful nurturing and nudging. Any alien astronomers observing
our solar system would know that something odd had occurred, and would
realise an intelligent lifeform was responsible.

'And the same goes for us. When we look at other solar systems, and
detect planets around other suns - which we are now beginning to do -
we may see that planet-moving has occurred. It will give us our first
evidence of the handiwork of extraterrestrial beings.'

PICTURES of a pig-to-baboon heart transplant have been released for
the first time from Huntingdon Life Sciences (HLS), Britain's leading
animal research establishment, write Michael Burke and Lois Rogers.

The pictures show an adult baboon that has had its heart replaced by a
pig heart genetically engineered to prevent the baboon's body from
rejecting it immediately.

Images of the baboon, known only as X201M, taken a month after it
received the pig heart, show it apparently calm and healthy. The
baboon, which died last year, survived for 39 days at HLS's
laboratories in Cambridge, making it the world's longest survivor of
such a cross-species transplant.

Scientists hope ultimately to be able to modify pigs genetically to
make their organs compatible with humans. They hope that allowing the
public to see the research work, part of the "xenotransplantation" or
cross-species transplant programme, will help understanding of the
role of animal experiments in improving medical treatment for humans.

Animal rights protesters have besieged HLS, arguing that unnecessary
suffering is being inflicted on animals in the uncertain hope of a
breakthrough that will allow their organs to be used for humans.

Between 1995 and the beginning of last year, HLS carried out the most
extensive series of cross-species experiments ever undertaken. More
than 420 captive-bred monkeys and almost 50 baboons captured in Kenya
were used in these experiments. Thousands of pigs have also been used
in the project.

A film of the project, called Organ Farm, will be shown next Sunday on
Carlton TV.

Last week Brian Cass, managing director of HLS, welcomed the
television exposure of the project. He said: "It is crucial that
people speak out about animal research, the reasons why it is done and
its potential for saving lives."

Genes on a PDA? It's Possible

A few companies are trying to pack such complex genetic information in
a computer chip that you could conceivably diagnose your ailments by
storing your genetic code on a handheld device. Read how.

It's 3 a.m. and your infant son has an unnervingly high temperature.
But instead of waking your doctor or rushing to a hospital emergency
room, you rub his mouth with a cotton swab and run the sample through
your hand-held computer.

The device determines that your child has been infected with a type of
listeria that can cause meningitis. Your PDA computer then e-mails
your doctor the test results along with a recommendation to prescribe
an antibiotic other than penicillin, since the device knows your child
is allergic to that drug.

Sound farfetched? For now, maybe. But some high-tech companies believe
one day it can happen, thanks to the advances in genetics research and
microprocessor power.

Using DNA and microchip technology in laboratory tests, researchers
currently can identify some infectious agents in patients' DNA and
predict some potentially dangerous drug side effects. But the majority
of diseases and medication reactions still can't be identified or
predicted with DNA-based technology. As genetic knowledge grows,
though, experts say physicians will be able to routinely employ DNA
information in the diagnosis and treatment of disease.

"I'd say it's going to be in the doctor's office within five years and
in the home within 10," says Jodi Flax, manager of new business
strategies for Motorola Life Sciences, one of several companies
competing to commercialize the technology.

Book of Life — For Laymen and Docs?

If and when that happens, some believe they can turn the "book of
life" known as DNA into a digital chip that consumers can carry with
them everywhere they go.

"Some company has to make gene technology accessible," Flax says.
"Imagine if you have a chip that's going to have all of your DNA data
on it, plus all the viruses and bacteria DNA and RNA codes that could
possibly make you sick — you could put that chip on a pager, CD
player, genetic ID card, anything."

Not every player in the field has such consumer aspirations. The
biotech firm Affymetrix, which pioneered the research that merged
microchip and DNA technology, has its eyes set on products for
doctors' offices. The technology might one day save time in
pinpointing a patient's illness by allowing for nearly instantaneous
tests.

"They would be able to make treatment decisions based upon your
genetics," says Anne Bowdidge, director of investor relations for
Affymetrix. "I know when I go into a doctor's office right now,
they'll take a throat culture and it might take a couple of days. They
might prescribe something for you even though they might not know
exactly what you have."

Approval, Knowledge Needed

The technology will need Food and Drug Administration (news - web
sites) approval before it can be used on patients, however. And
knowledge of genetics also must be improved before it can be used for
more than laboratory testing.

However, the technology itself is helping researchers broaden their
genetics knowledge because it can evaluate numerous genes
simultaneously, rather than looking at just one at a time, as with
past methods.

Affymetrix, which holds commercial patents for use of the brand name
"Gene Chip," a term sometimes used to generically describe these types
of biochip products, already markets devices to research labs. The
products "look at human genetic information [as well as] rats, mice,
yeast, fruit flies, many different types of things," Bowdidge says.
They can fit "about 12,000 genes," or "400,000 unique pieces of
information, on a single chip the size of the dime."

What's more, the chips can match the 400,000 pieces of stored
information up to a million times each, Bowdidge says. By doing so,
they can detect not only the individual components of a sample —
perhaps indicators for a couple of viruses — but the amount of each
component relative to the others.

Such capabilities were unheard of before the popularization of such
technologies several years ago, and the rapid development offers hope
to one analyst.

"Every year, the number of diagnostic tests that can be run on gene
chips will increase," says Michael Barrett, health/biotech analyst for
Forrester Research. "So as more genetic markers are discovered, the
value of genetic chip technology will grow and consumers will benefit
from that."

But will consumers accept the technology? Vivian Weinblatt, president
of the National Society of Genetic Counselors, wonders whether
consumers will want to have their entire DNA data at hand on a disk or
PDA.

"It will be interesting to see what level of interest people will have
in the entire genome, given the fact that some people now are
reluctant to know about single genes," she says.

Like the Wizard of Oz granting Tin Man a heart, a small Quebec
software company claims to have made a breakthrough in the science of
"emotional modelling" that will allow companies to "create machines
that really seem to care."

I and A Research of Saint-Sauveur says it has developed a software
technique -- Emotional Modelling for Intelligent Response -- that can
synthesize data received through weather monitors or computer search
engines and express "feelings" that mimic a human's reaction to the
information input.

The technique, says company president Charles Guerin, has already
produced applications to help pilots make decisions on whether to fly
in poor weather, to effectively alert someone when a refrigeration
system is malfunctioning, and to help online researchers locate
photographs or texts that capture certain moods and emotions.

"Industry research has shown that humans respond to social cues
presented by interactive technology in much the same way they respond
to other people," says Mr. Guerin.

"Our technique takes this concept to a new level. It allows software
to change moods quickly and intuitively based on live data sources in
ways that make most people nod and say, 'Yup, that's what I'd be
feeling.' "

I and A's EMIR software, which was recently granted a provisional
patent in the U.S., is part of an industry sector dedicated to
creating "smart" consumer products and other electronic devices that
communicate better with their users.

EMIR was developed by Mr. Guerin in co-operation with UCLA psychology
professor Albert Mehrabian, a pioneering researcher in nonverbal
communication who has developed a mathematical model for plotting the
co-ordinates of 259 different "emotion terms" -- such as bored,
hungry, angry, elated, puzzled -- on grids with axes of pleasure and
displeasure, arousal and nonarousal, and dominance and submissiveness.

"This really is a breakthrough," says Mr. Guerin. "The ability to make
our interaction with electronic products a more human experience
offers fantastic new opportunities to software and hardware designers,
to create machines that really seem to care."

Among the applications Mr. Guerin's company foresees for EMIR are
"search engines that find music, video and images based on emotional
content, appliances that chat with you, worry about you and interact"
and "emotion-laced terrain-warning systems to warn pilots who are in
imminent danger of flying into terrain."

Translation: "Oh, My God! You're going to hit the ground!!!"

The example Mr. Guerin uses to illustrate the concept is the
EMIRThermostat used to control the temperature of a refrigerator. The
device is programmed in such a way that it "feels frustrated when the
door is left open, happy and in-control when the temperature is in
range, and a full range of emotions on situations in between."

A description of this kind of "emotion simulation technology" on I and
A's Web site tells how a warehouse thermostat that detects an open
refrigerator door could issue an initial voice command such as "Could
someone please close the door?" Then, if more time elapses, it could
begin pleading: "Please, someone close the door, the temperature is
rising!"

Then, as a last resort, the device could "scream for help on all
channels of its intercom," automatically call management at home, and
"rattle on endlessly over the PA about the danger of leaving doors
open."

Says Mr. Guerin: "We've found a way to add emotion response to just
about any software situation. Incorporated into search engines, EMIR
has the ability to search for information for the first time, by
'feelings.' "

Daily life in the future could include angry words from machines upset
if you pound the keyboard, miss an oil change, or forget to close the
doors.

And there will be words of praise for a job well done, Mr. Guerin
points out.

"What if the computer didn't just report something, it reported it
with an attitude?" he says. "What if it said 'Hey, do something now!'
with a bit of anger."

Mr. Guerin said if a computer screamed at its owner for attention,
people would listen.

"Let's say you have missed the oil change in your car consistently,
eventually the car will start to get a little frustrated," he said.

But industry watchers say technology like Mr. Guerin's takes a long
time to catch on.

Anne Coulombe, president of SciPlan Systems Inc., an Ottawa consulting
firm, said people who habitually adopt new technology will want to use
it, but most people aren't interested in smart machines.

"People just aren't grabbing these ideas that quickly," she said.

Yet developments in artificial intelligence (AI) are happening
worldwide.

The Massachusetts Institute of Technology has been working on a
computer system that even toys with people's emotions.

The computer will play a game and cheat, or mix up the way the game is
played. After the player is sufficiently frustrated, the computer
offers an apology.

NASA is trying to create an AI system to perform psychological
examinations on astronauts.

With a computer-generated psych profile, controllers can determine
whether an astronaut is physically, mentally and emotionally fit to
continue flying.

Before AI can become that advanced in space, small technological
breakthroughs like A and I's will have to keep happening here on
earth, says Mr. Guerin.

"We are one piece of a huge puzzle," he said. "I look in the future
and I see my refrigerator talking to my microwave and I wonder what
kind of conversations they will have."

No one can guarantee that the Palestinian- Israeli talks under the US
supervision will succeed, but the Israelis are embarrassed because the
Palestinians fulfilled all their obligations towards the ceasefire they
declared, while the Israelis continue their shooting, establishing new
roadblocks, imposing siege and trying to change the geography of the area.

We are not sure that the US will not continue wasting time, in Israeli false
maneuvers and time wasting attempts, because we are dealing here with the
Palestinians daily life, threatening his living ,freedom and dignified life.

The Palestinians do not trust the Americans, because they always supported
the Israelis, and they might want to please Israel on the Palestinian
expense, and then the main issue will be lost and no agreement will be
reached.

The US and the EU must be notified that no more time must be wasted,
because
every waste of time is in the favor of Israel, and the Palestinian suffering
grows all the time.

The world witnessed many occupations, but none of them prevented
education
or work from the occupied people, except Israel, and the last days events
and clashes with the students and pupils prevented them from attending their
final exams are the proof, and here rises the question : what would happen if
a
Jewish boy was prevented from attending school?

The Jews and the US mediator must understand the Palestinian needs of
immediate measures on the ground in order that the Palestinians can breath
and continue their life and if not, Mr. Burns and Mr. Tenet will be caught
and burned in the fire they tried to extinguish.

Saudi Crown Prince Warns of New War In Middle East
Saudi Arabian Crown Prince Abdullah was quoted on Saturday of warning of
the possibility of a new Middle Eastern war, blaming the violence of recent
months on Prime Minister Ariel Sharon . "We are all sitting on a powder keg
that can go up at any time," Abdullah, who was in Germany for talks this
week, told the country's Der Spiegel magazine in an interview released
ahead of publication on Sunday. "Such a war would not only affect the
Israelis and Arabs, but many parts of the world," Abdullah said. "The toll of
lives is reaching a scale that we can no longer accept. The Israeli war
machine is directed daily on unarmed people who throw stones at the very
most," he said. "Sharon's policies are destroying Israel's future." Ha'aretz

Russians To Fly US Spy Plane Home
A Russian air cargo company said Saturday it has been picked to fly a
dismantled US navy spy plane out of China. Leonid Shirobokov, a
spokesman for Polyot, told the Interfax and ITAR-Tass news agencies that
his company had won the contract, which was announced last week by the
U.S. Defense Department.

He said a Russian Antonov 124-100 will take the EP-3 spy plane from the
military airfield on the Chinese island of Hainan, but he did not give a date for
the operation.

A Pentagon spokesman could not immediately confirm the Polyot contract.
Last week, the Defense Department said it was looking to hire two Antonov
aircraft for the job.

The U.S. aircraft collided with a Chinese fighter during a reconnaissance
flight on April 1. It made an emergency landing on Hainan Island off southern
China, and the crew was detained by the Chinese for 11 days. Washington
originally wanted to repair the plane and fly it home, but China refused to
allow it. newsday

Millions Face Starvation in Afghanistan -
UN Millions of people are facing starvation in Afghanistan in the worst
drought in 30 years, United Nations aid agencies said on Friday.

A very poor 2001 harvest, combined with the decimation of livestock and
soaring grain prices, have reduced many people to eating grasshoppers and
animal feed, according to the World Food Program (WFP) and the Food and
Agriculture Organization (FAO).

The two agencies issued a "special alert" after their recent month-long
mission to assess deteriorating crop and food supplies in the war-torn
country. Agriculture experts from the two U.N. agencies visited 18 of the 31
provinces.

"Given the scale and magnitude of the food crisis facing Afghanistan, the
(U.N.) mission urges the most urgent international response to cover this
large gap to avert an imminent catastrophe," their jointly issued report said.

They warned that unless international aid was forthcoming, poor Afghan
farmers might be forced back into cultivating opium poppies to make heroin,
which is banned by the ruling Taliban. abc news

Hundreds Lose Homes After Earthquakes Rock Papua
About 200 people were reported homeless and one person injured after two
earthquakes rocked Papua New Guinea and officials said on Thursday they
expected aftershocks and landslides to last weeks. The first quake
measuring 6.4 on the Richter scale hit the town of Mumeng, 186 miles north
of Port Moresby, on Tuesday night, said an official at the Geophysical
Observatory. The second, measuring 6.2 struck six hours later. The extent of
destruction caused by the quakes is not yet known as the remote, jungle-
clad mountainous area is accessible only by dugout canoe or helicopter.

Australia Tested Nukes On Bodies
Australia's radiation safety authority has confirmed that the bodies of
thousands of children and adults were used in scientific nuclear tests without
parental consent. Scientists say the experiments lasted 20 years and
involved reducing the bones of dead children to ash.

The Australian Radiation Protection and Nuclear Safety Agency (Arpansa)
has confirmed that autopsy samples from Australian children who had died
were used in studies in the United States, Great Britain and Australia.

With the approval of the Australian Government, bone samples were taken
from the bodies of children from across Australia before being reduced to ash
and sent overseas for analysis. The practice ran from the 1950s up until

U.N. Pushes For 'Child Rights'
Country delegates gather at the United Nations Monday to finalize their
negotiations on a document to be presented at an upcoming "World Summit"
that will focus on the sexual exploitation of children in Asia, boys
conscripted as soldiers in Africa, children the world over sold into forced
labor and other grave injustices. The U.N. General Assembly's Special
Session on Children is scheduled for Sept. 19.

Although world leaders have agreed that all children must be protected from
exploitation, their concern is driving a controversial movement to redefine
rights for children.

For instance, legal scholars have asked whether those legitimate protections
require that children also have rights to "assembly" and rights to legal,
psychological and medical services without parental consent? Such
sweeping "rights" make children masters of their own lives and thus
vulnerable to everything from pornographers to abortion providers to

Postal Service Has Its Eye on You
Remember “Know Your Customer”? Two years ago the federal government
tried to require banks to profile every customer´s “normal and expected
transactions” and report the slightest deviation to the feds as a “suspicious
activity.” The Federal Deposit Insurance Corp. withdrew the requirement in
March 1999 after receiving 300,000 opposing comments and massive
bipartisan opposition.

But while your bank teller may not have been snooping and snitching on your
every financial move, your local post office has been (and is) watching you
closely, Insight has learned. That is, if you have bought money orders, made
wire transfers or sought cash cards from a postal clerk. Since 1997, in fact,
the window clerk may very well have reported you to the government as a
“suspicious” customer. It doesn´t matter that you are not a drug dealer,
terrorist or other type of criminal or that the the transaction itself was
perfectly legal. The guiding principle of the new postal program to combat
money laundering, according to a U.S. Postal Service training video obtained
by Insight, is: “It´s better to report 10 legal transactions than to let one illegal
transaction get by.”

Many privacy advocates see similarities in the post office´s customer-
surveillance program, called “Under the Eagle´s Eye,” to the “Know Your
Customer” rules. In fact, in a postal-service training manual also obtained by
Insight, postal clerks are admonished to “know your customers.” insight

CALIFORNIA´S HOMOSEXUAL AGENDA BILLS

The following bills are making their way through California´s state legislature.
To contact key legislators who Capitol Resource Institute believe may be
possible swing votes, go to targeted legislators. To see how legislators voted

 THE BILLS:

AB 25 (Migden-D-San Francisco) reintroduces a variety of expanded rights
for “domestic partners.” It seeks to undermine the will of California voters who
passed last year's Prop. 22. AB 25 gives numerous marriage and other
benefits to same-sex couples. In Migden´s letter soliciting co-authors for her
bill she wrote, “In 1999, I authored California´s first statewide domestic
partners statute … This new law finally recognized the needs of same sex
couples and families. However, these families are still denied many of the
legal protections other California families take for granted.” She then
explained that her new bill corrects this “injustice.” The truth is that nothing
short of homosexual marriage will satisfy those with this extreme activist
agenda.

Note: AB 1338, which grants homosexual marriage is waiting for
reintroduction next year. If AB 25 passes, it will give same-sex couples the
same status as married couples without calling it marriage. Next year the
author of AB 1339, Koretz (D-West Hollywood), will be able to claim, “Same-
sex couples already have all the rights, this bill just gives them the name.”
California will then have homosexual marriage, even though 62% of the voters
said that marriage is only between one man and one woman.

STATUS: Passed through the Assembly on Wednesday, June 6. Is awaiting
Committee assignment in the Senate.

AB 194 (Longville, D-Current law allows a transgender to file a new birth
certificate. This bill will also allow a person who has had a sex change
operation to file a new birth certificate in the county where the person was
born.

STATUS: Inactive file by request of author. (CRI is monitoring this bill to see
if it becomes active.)

AB 1434 (Wayne, D-San Diego) requires funding to "one or more
organizations" to develop Civics/Social Policy and Visual Arts programs for
schools that "foster an appreciation" for "gender," "diversity and acceptance
of diversity." Click here for press release about this bill.

You can rest assured that "acceptance" will not include those who disagree
with homosexuality. Instead, people of faith who voice their opposition are
often referred to as "hate mongers."

STATUS: Dead this year.

AB 1475 (Liu, D-Pasadena) applies discrimination and harassment laws to
religious organizations that are not performing religious duties, such as
hospitals, etc. Current law exempts religious organizations from anti-
discrimination laws. This bill encroaches on religious freedoms.

STATUS: In Senate Judiciary Committee.

AB 1649 (Goldberg, D-Los Angeles) is a revival of last year's "Heh, Mister,
Nice Dress" bill. It requires employers to "permit employees to dress in a
manner consistent with the employee's gender." Under California's Penal
Code “gender” is described as the victim's actual or perceived sex, “whether
or not that identity, appearance, or behavior is different from that traditionally
associated with the victim's sex at birth.”

This means an employer will be considered to be sexually discriminatory if
he or she doesn´t allow an employee to come to work dressed in a manner
that the employee feels best expresses his or her “gender.” This could mean
that if a 200 pound, bearded employee feels his gender can best be
expressed in a dress and high heels, the employer can´t object.

STATUS: Passed Assembly 41-34. Six Democrats joined all 28
Republicans in voting against the bill. Five Democrats abstained, were
absent or didn't vote. Now in Senate awaiting committee assignment.

SENATE BILLS:

SB 143 (Murray, D-Culver City) This is a dangerous bill. Called the
Community Intergroup Relations Act, it requires the Attorney General (Bill
Lockyer), the Governor, and “existing networks” to establish standards for
law enforcement, schools, and others to follow with regards to "hate crimes."
The bill requires "aggressive reporting" of the designated offenses and
allocates funds to ensure that "community-based networks" have the money
needed to "provide counseling, legal representation, and other assistance to
victims of hate crimes and incidents," conduct programs to "educate the
public," train "faith-based and community-based organizations," and create
partnerships with law enforcement agencies, including school and housing-
authority police."

This bill has far-reaching consequences. Remember that "sexual orientation"
is a protected minority under current California law. This bill gives taxpayer
money to a "network" of agencies to "train" the general public, schools and
"faith-based" organizations. What happens if those people and/or
organizations disagree with the training? Will they be "aggressively reported"
as potential hate mongers?

STATUS: Dead this year.

SB 225 (Kuehl, D-Santa Monica) Under the guise of anti-discrimination, this
bill extends hate crimes laws to the California Interscholastic Federation
(CIF), a voluntary organization comprised of school and school-related
personnel.

STATUS: Passed the Senate and is now in the Assembly awaiting
assignment to a committee.

SB 257 (Kuehl-D, Santa Monica) This bill adds "hate crimes" to the list of
school crimes listed in all "safe school programs" and requires a
"comprehensive" plan for harassment and discrimination. Crimes that must
currently be listed include vandalism, drug and/or alcohol use, gang
membership and gang violence. This bill continues the trend of including
harassment, even certain speech, as a crime.

CRI believes in equal protection for all persons. However, when laws, rules
and regulations elevate crimes committed against one person or persons
above the same crimes committed against another person(s), then those
laws and rules give unequal status to crimes committed against certain
people. Hate crimes legislation is unfair and may be unconstitutional.

STATUS: Passed the Senate and is now in the Assembly awaiting
assignment to a committee.

SB 381 (Chesbro, D-Santa Rosa) expands the categories and groups over
which human relations councils can intervene to "foster mutual esteem,
justice, and equity." The expanded groups include "gender and sexual
orientation." Remember, in California law, "gender" does not mean male or
female; it is defined as "actual or perceived" and includes gays, lesbians,
bisexuals, transsexuals, and transgenders. SB 381 will allow a city human
relations council to determine whether residents are exhibiting correct
attitudes toward homosexuals.

During the Proposition 22 debate a church in Redlands posted a sign on their
property that said, "Same-sex marriage, no, no, no..." That city´s human
relations council took the sign down and reported the church to the city
council. They wanted sanctions and/or fines levied against the church and to
prohibit the church from posting similar messages on the church´s own
property. Talk about infringement on freedom of speech! SB 381 will
encourage this type of abuse.

STATUS: Passed the Senate is now in the Assembly Judiciary Committee.
