With CIA chief George Tenet threatening to pack his bags and leave,
Palestinian leader Yasser Arafat gave reluctant approval to the US
cease-fire plan in a late-night meeting. "We have accepted the American
document," said Palestinian Information Minister Yasser Abed Rabbo, adding
that Arafat had expressed reservations. Both sides say they see the plan
as a way to begin implementation the Mitchell report, which calls for a
cessation of violence followed by a cooling-off period and
confidence-building measures, including a freeze on Jewish settlement
activity in Judea, Samaria and the Gaza Strip. "The Palestinian side did
not sign this document today," Abed Rabbo said. "Palestinians will sign it
only when the whole package on the Mitchell recommendations is agreed,
foremost being a halt to all settlement activities. This paper is
considered a working plan as part of a whole package." He said the
Palestinians expected the US to work toward lifting Israel´s tight closure
of Palestinian areas and moving Israeli troops back to positions held
before the uprising. Israel says violence must cease before it makes any
concessions.

Despite the cease-fire, violence is continuing. While Arafat and Tenet
met, Palestinian gunmen opened fire on a car near the Jewish community of
Ma´ale Adumim outside of Jerusalem, killing a Greek monk. The car had
Israeli licence plates. Later, two Israelis were wounded in Palestinian
shooting attacks. A 21-year-old woman was seriously wounded while
standing
at a bus stop near the Jewish community of Ofra in Samaria. The army said
the shots were fired from the nearby Palestinian village of Ein Yabroud.
Near Palestinian-ruled Tulkarm, a member of an Israeli road construction
crew was wounded in the leg by shots fired from a nearby Palestinian
village. The shootings underscores sharp opposition to the cease-fire from
Arafat´s Fatah faction which has been leading armed attacks against Israel
during the intifada. Fatah leader Marwan Barghouti said that the United
States is trying to force the Palestinians to end their uprising without
guaranteeing them political achievements. In the Gaza Strip, leaders of
the Islamic terrorist group Hamas said attacks against Israel would
continue.

Tenet met today with senior Israeli and Palestinian security officials to
try to hammer out a timetable for implementing the cease-fire. Israel said
it considered the truce to have taken effect with the end of the three-way
meeting, at 3 p.m. (noon GMT), and Israeli media said the two sides would
begin carrying out some of the cease-fire provisions in the next 48 hours.
However, Palestinian officials described the meeting as a failure, saying
Israel did not commit to specific steps, such as easing the closure.
"There were no practical Israeli steps yet," said Palestinian security
chief Jabril Rajoub. "They are not serious about dealing positively with
the Tenet proposal." US officials said the meeting was productive and
constructive, but said there was no final agreement on implementation.
Both sides are extremely skeptical that the cease-fire will hold. A key
sticking point remains the demand that the Palestinians arrest Islamic
militants, something Palestinians officials say is not going to happen.
Each side expects the other to act first, so the feeling on both sides is
that, at best, the cease-fire will be an interval between the next round
of violence. However, if there is a cessation of violence, Israeli
officials promise prompt action. "When the fire stops completely, we will
be able to see changes on the ground within a short period of time,
regarding pulling back forces and returning life to normal," Cabinet
Secretary Gideon Saar told Israel radio.

President Bush welcomed the cease-fire today, calling on both sides to
build trust and move forward. At a news conference at NATO headquarters in
Brussels, Bush said he was "cautiously optimistic" that the agreement
would end the violence. "All the parties must now take additional steps
that will place them on the road to a just and lasting peace," Bush said.
"All the parties must build trust by demonstrating good faith in words,
but more importantly in deeds...This process is difficult but hopefully
it's now begun." Earlier, Bush spoke to Tenet by telephone while flying
aboard Air Force One from Madrid. White House spokesman Ari Fleischer
said
Bush told Tenet, "The United States is looking for progress, and so is the
world." Bush said he will not decide to visit the region, or send
Secretary of State Colin Powell there until "the cycle of violence has
been finally broken." "The wonderful news is that we've signed a document.
But the fundamental question is will parties take steps to peace," Bush
said. "It's important that these parties now take the document that has
been signed and implement it."

God's Perfect Storm Warning—John McTernan

June 13, 2001

>From June 8 to June 9, 2001, one of the greatest rainfalls in the history
of the United States happened in eastern Texas. In a 24-hour period, over
28 inches of rain fell in the Houston area. In fact, between June 4 and
11, three feet of rain fell on the area.

The rain was the product of Tropical Storm Allison, whose brief history
will go down in Weather Bureau records as “weird”—to say the least.
Allison formed within one day in the Gulf of Mexico, which is unusual.
This storm then headed into Texas east of Houston and broke up as a storm
system. The remnants drifted to the north of Houston and circled around
the city before sliding back south to the Gulf. The storm then re-formed
into a tropical storm, which began to unleash incredible torrents of rain
starting Friday evening and into Saturday.

The destruction in Houston was catastrophic. An estimated 20,000 homes
and
businesses were destroyed or damaged, along with possibly 50,000
automobiles and trucks. The city was closed for three days. Twenty-eight
counties in Texas were declared a disaster area along with 14 parishes in
Louisiana. The resulting damage will be well over $1 billion. This was an
incredible storm that did tremendous damage to southeast Texas.

Storms of this magnitude are usually connected to some national sinful
event involving abortion, homosexuality, or the pressuring of Israel over
her covenant land. This storm was no exception.

President George W. Bush sent CIA director George Tenet to Israel to try
and broker a cease fire between the Israelis and the Palestinians and to
implement the Mitchell Report. This was the Bush administration´s first
real involvement in the MidEast crisis. Tenet wanted Israel to stop
building in the settlement areas.

Tenet arrived in the Middle East on Wednesday. On Friday, June 8, the
Central Intelligence Agency director hosted talks between senior Israeli
and Palestinian security officials in Ramallah, while Assistant Secretary
of State William Burns met Palestinian President Yasser Arafat in the West
Bank city. This was at the same time Allison re-formed as a tropical storm
and began dumping this tremendous rain. The two events exactly coincided!
On the nightly news, the flooding and the meetings in Israel were reported
together!

Texas is President Bush´s home state. He was at his ranch in Crawford,
Texas at the time of the flooding. He declared the 28 counties in Texas a
federal disaster area while he was in Texas.

This was the third time since the Madrid Peace Process began that a
sitting president´s state has been the location of a powerful and damaging
storm, occurring at the exact time the president was involved with Israel
and the covenant land.

The first disaster literally destroyed President George H. Bush´s home in
Maine. This storm, which came to be known as “The Perfect Storm,”
happened
while President Bush was initiating the Madrid Peace process on October
31, 1991.

According to meteorologists, a “perfect storm” occurs once every 100
years. This storm formed in the North Atlantic and headed west for 1000
miles. The normal weather patterns in the United States are west to east,
not east to west.

This was one of the most powerful storms ever. It generated waves over 100
feet high, the highest waves ever reported in the North Atlantic Ocean. As
the storm moved west, it sent 30-foot waves smashing at President Bush´s
home in Maine. This storm actually struck while the President was opening
the Madrid Peace Process. When the President returned home, he had to go
to Maine to oversee the repair of his home.

In March of 1997, President Clinton invited Palestinian leader Yasser
Arafat to the White House to discuss his “problems” with Jerusalem. While
Arafat was en route, a powerful tornado storm ripped through seven states,
with the worst damage in Arkansas, Kentucky and Ohio.

Clinton´s home state of Arkansas bore the brunt of the storm with 13
counties declared a disaster area. This storm brought record flooding to
the Ohio River. Clinton met with Arafat, and the headline of a New York
Times front page article on March 4, 1997, read, “President Clinton
Rebukes Israel.” The headline of the adjacent article read, “In Storms´
Wake: Grief And Shock.” The report of Clinton´s home state being
devastated by tornadoes was on the front page of the N.Y. Times right next
to the one of Clinton verbally attacking Israel.

The home states of all three of these presidents were affected by severe
weather patterns simultaneously to their diplomatic dealings which were
putting pressure on the covenant land agreements for the nation of Israel.

The enormous damage to President Bush's home in Maine by “The Perfect
Storm” was eerie, coming just as he was directly responsible for
initiating the Madrid Peace Process which affected Israel´s land.

All three of these storms were ferocious and record-breaking. Both George
W. Bush and Clinton had to declare disaster areas in their own states at
the very time they were dealing with land giveaway in Israel.

A clear pattern has developed here. Are these presidents being warned by
God not to interfere with the covenant land of Israel? Can all of this
just be a coincidence? Or is the hand of God signaling a perfect storm
warning?

NEHEMIAH'S WALL

7 And he said to me, Son of man, behold the place of my
throne, and the place of the soles of my feet, where I will
dwell in the midst of the people of Israel for ever; and the
house of Israel shall not profane my holy name any more, not
they, nor their kings, by their harlotry, nor by the
carcasses of their kings in their high places.

8 In their setting of their threshold by my thresholds, and
their post by my posts, and only the wall between me and
them, they have profaned my holy name by their abominations
that they have committed; therefore I have consumed them in
my anger.

9 And let them put away their harlotry, and the carcasses of
their kings, far from me, and I will dwell in their midst

(My readers will be surprised that I quote from a prophet as
I have maintained a policy of not dealing with faith but
only with evidence. However, there is no question that
historical nuggets can be found in such writings. For
example one does not need to debate whether or not Jesus
actually prophesied about the destruction of the Temple. The
important fact is that the Gospels written AFTER the
destruction mentions that no stone would lie upon another.
If that had not been the case, it is doubtful if it would
have been included.)

I digress. What is the importance of the above quote? It
does more than imply that the tombs of the King's of Israel
are close to the "House of the Lord" or "The Temple".

We know the general location of the Tomb of King David. It
is described in Nehemiah Chapter 3. It is at the southern
end of the City of David. A great distance from "The Temple
Mount" where "The Temple" is supposed to have been built. It
is however very close to the position of the Temple in its
more logical place, over the Gihon Spring.

>From such small clues, a new adventure and expedition
begins.

I decided to try and draw the walls of Jerusalem from the
time of Nehemiah now taking into account that the Temple was
NOT on the Temple Mount, but in the position we have
described. This is the result.

Two major discoveries emerged.

1) The answer to where the protection for the North of the
City of David was to be found.

2) The EXACT location of the Sepulcher of David. (we shall
go there with modern sub-surface investigation equipment to
confirm the hypothesis very soon.)

We have seen in past lectures that The City of David was
impregnable on three sides, the south, the east and the west
because of the valleys that separates them from the
surrounding hills. Only in the North would it be vulnerable.

The question has always been, "what was that protection"?

Now we have answers not only to what protected the East
Hill, but when the population expanded to the West Hill and
what was its protection.

The highest point on the East Hill of course is "The Sakhra"
on which the Dome of the Rock was built. Until now it was
believed to be the site on which Solomon built the Temple,
but it is much more logical that it was the site of a
fortress to protect the Northern end of David's small city.

There are two reasons for that.

1) Why would Solomon build a sacred place in the most
vulnerable spot of "The City of David", its unprotected
northern border?

2) In fact the later travelers to Jerusalem described the
Temple as being in the CENTER of the City, in its more
logical place. One builds the center of ones religious and
cultural life in the CENTER of ones City not its most
vulnerable suburb.

We now know in fact what protected the northern border. Two
fortresses. One for the east hill built over the Sakhra and
called The Tower of Sammeah or just "Meah" (hundred).
Probably named because 100 guards were stationed there. The
Tower protecting the Western Hill was therefore the Tower of
Hananeel. Both are found on Nehemiah's wall and
archaeological evidence for that wall in that position is
also available. It is called by archaeologists "The Ancient
North Wall" but they were never sure what it was for. Now we
know.

We can also make more sense regarding who lived on the West
and East Hills and when. Essentially the East Hill, The City
of David was just that. It was the place where the King and
his immediate household, the tabernacle and then the Temple
and the members of the Temple court lived together with
their guards. The rest of the people lived on the West Hill.

As we stated above, we can now pinpoint the exact spot of
King David's Sepulcher from the archaeology and the
historical writings of the Old Testament. Next week we shall
publish the map that explains all.

Palestinian Reactions to Tenet's "Work Plan"

On June 12, 2001, PA Chairman Yasser Arafat agreed
"conditionally" to CIA Director, George Tenet's "Work Plan"
for establishing the cease fire. The American
Administration refrained from officially revealing the
details of the document, but the Palestinian dailies
published ample information about the document and about
the negotiations that preceded it.

A Verbal and Conditional Palestinian Acceptance

The Palestinian media emphasized that Arafat had not signed
any document. Palestinian Minister of Information, Yasser
Abd Rabbo, told the Al-Quds daily that Arafat's agreement
was delivered verbally to Tenet and was accompanied by a
letter, from Arafat to Tenet, stating three Palestinian
reservations. Abd Rabbo explained that "President Arafat
emphasized he had not signed, nor would he sign, any
security document because such a document should be an
integrative package that includes all the political and
security aspects for the implementation of the Mitchell
Commission recommendations, and first and foremost,
stopping settlements."(1)

According to the Jerusalem daily Al-Quds, Arafat's
reservations were ultimately accepted by Tenet, who entered
amendments into the document. The three reservations
related to the establishment of buffer zones between Israel
and the PA territories, the timetable for the lifting of
the Israeli closure, and the Palestinian refusal to carry
out arrests.

The Arrest of Terrorists

The Israeli demand to arrest 'Hamas' and 'Palestinian
Islamic Jihad' activists, that was included in the original
Tenet proposal, has encountered a total Palestinian
rejection. However, it seems that eventually, the
Palestinians and Americans have reached an understanding
that paved the way for reaching the "Work Plan."

The American document stated, according to the Palestinian
daily Al-Ayyam, that both sides will pass to each other
information regarding threats, "terror" operations, or such
movement of people to areas belonging to the other side
that form a threat, in addition to the halting, detaining,
and questioning ["tawqif, hajz, wa-istijwab"] of the
planners of attacks, as well as reporting this matter to
the joint Palestinian-Israeli security committee, in which
the Americans will participate.(2)

Al-Quds, on the other hand, quoted a Palestinian source
saying that in Tenet's document "there was no mentioning of
the need for a PA campaign of arrests among the leaders and
cadres of 'Hamas' and the 'Islamic Jihad'". Palestinian
Minister of Information, Yasser Abd Rabbo, told Al-Quds
that the third article in Arafat's letter of reservations
refers to the issue of arrest demanded by Israel and it
states: "the Palestinian side is committed to the
implementation of the Mitchell report in its entirety and
any breach of this agreement, partially or wholly, does not
obligate the Palestinian side."(3)

Statements by anonymous American Administration officials
to the American press, reveal that there is some truth in
the Palestinian claims that the US withdrew from the
original demand to arrest 'Hamas' and 'Islamic Jihad'
activists. A senior State Department official told The
Washington Post that the US endorses the Israeli demand for
a roundup of Palestinian militants, but in contradiction to
the Palestinian statements he added that "such a commitment
was implicit in Arafat's agreement to renew security
cooperation."(4)

The New York Times reported that "the sticking point"
regarding the arrest was "massaged". It quoted American
Administration officials saying "Mr. Arafat had promised
Mr. Tenet to arrest Islamic fundamentalists, [but only]
those who were planning [new] terrorist attacks, rather
than those whom Israel accuses of previous attacks." It
seems that this logic was ultimately accepted by the US,
since the American official added that, "The issue that is
most important is to go after those who in these very days
are planning terrorist operation. That's the challenge."(5)

It seems that Israel also agreed, albeit tacitly, to this
formula that relieves the PA from the need to make
post-factum arrests. The Israeli daily Yediot Ahronot
reports that Tenet was accepting "an Israeli request" when
he emphasized the article referring to immediate arrest of
'Hamas' and 'Islamic Jihad' terrorists. "In the modified
document, the demand talks about an immediate arrest of
"ticking bombs" in accordance with Israeli lists that will
be passed to the Americans. Israel claims that there are at
least twenty such terrorists in different stages of
executing suicide bombings. Tenet's modified document does
not specify the names of the terrorists."(6)

The Buffer Zones

The first article in Arafat's letter of reservations to
Tenet referred to the establishment of buffer zones between
Israel and the PA territories. "The Palestinian side
completely rejects the establishment of buffer zones
between the two sides "whatever they mean", Arafat's letter
read.(7) Al-Ayyam reported that "the President [Arafat]
strongly emphasized his total rejection to the
establishment of buffer zones to prevent attacks from the
Palestinian territories and said this unacceptable idea was
not part of the Mitchell Commission recommendations."(8)

The Timetable for Lifting the Closure

The second article in Arafat's letter of reservations
related to the timetable for lifting the closure, or in the
Palestinians' language, "the siege". "The US is called
upon to fulfill its role in order to end all forms of siege
and irregular measures and return to the situation prior to
September 28, 2000, in accordance with what was agreed upon
in the Sharm Al-Sheikh summit and in the agreement with
Israeli Foreign Minister, Shimon Peres, which stated that
the siege and other measures must end within forty-eight
hours at most."(9)

Tenet's document calls upon both parties to hold a meeting
of the joint Palestinian- Israeli security committee within
a week, in which American officials will participate.
Forty-eight hours later, Israel will begin "steps for the
tangible withdrawal of its forces and heavy weapons from
the posts they have taken since September 28."(10)

In Tenet's original proposal, a two month cooling-off
period was set, but it seems that the Americans have agreed
to the Palestinian demand to include political elements,
such as the freeze on settlements, simultaneously with the
implementation of the security agreement, rather than after
a long cooling-off period, as was demanded by Israeli PM,
Sharon. A senior American official told The New York Times
that "a push for some diplomacy would probably be made
despite Mr. Sharon's desire for a cooling-off period of at
least two months between a complete halt to violent
incidents and negotiations."(11)

The Security Cooperation and Coordination

Al-Ayyam reported at length about the components of the
renewed security cooperation, as was set in Tenet's
document: "The American document talks about renewing the
daily operation of the Palestinian-Israeli District
Coordination Office [DCO] offices, in accordance with the
criteria that existed prior to September 28; it also stated
that the walls that were built between the Israeli and
Palestinian sections should be removed in the coming
stages."

"Security coordination meetings will be held at least once
a week... disagreements will be solved via the joint
Israeli-Palestinian security committee, in which American
security official will participate.
"The American document refers to the supply of video
conference apparatuses by the US in order to facilitate the
dialogue between the heads of security on both sides."

"The documents call on both sides to specify major points
of friction in which security forces of both sides will
deploy. Each side will report to the other side the names
of security personnel deployed in these areas. Both sides
will agree on actual measures to strengthen
demonstrations-free zones. In addition, both sides will act
to specify emergency communication measures." (12)

Additional Measures to be Carried out by Israel

Al-Ayyam also mentions additional measures to be carried
out by Israel: "The Israeli authorities shall begin lifting
the internal closure from the Palestinian territories, the
external closure, the opening of the Gaza airport and
seaport, the crossing points, the internal roads, and
reducing the number of check points as much as the security
situation allows."

"The Israeli government will refrain from attacking targets
that belong to the PA, whether military or civilian.
Palestinian institutions or residential areas. Israel will
refrain from provocative actions against civilians."

"According to Tenet's document, Israel shall release all
the Palestinians it arrested during its raids that are not
connected with "terror" activities. The American document
obligates Israel to conduct military and police
investigations of incidents in which Palestinians were
killed by the Israeli army."

"The document obligates the Israeli government to avoid the
use of lethal ammunition and adopt non-lethal measures in

"The Israeli officials will take measures against Israelis
who incite to or plan violent actions against the
Palestinians. The Israeli authorities will report to the
joint security committee on such actions. In addition, the

Additional Measures to be Carried Out by the PA

Al-Ayyam reports additional measures to be carried out by
the PA: "The collection of mortar shells and unauthorized
weapon, [the destruction of] explosive factories and
exerting efforts to prevent weapon smuggling. The
Palestinian side will report to the joint security
committee regarding this matter."

"The document called to refrain from incitement, and stated
that the Palestinian officials will refrain from incitement
or from supplying cover to Palestinian elements who carry

Scientist: former USSR has up to 500 hidden chemical weapons
dumps

MOSCOW (AP) Russia and other former Soviet republics have
about 500 hidden dumps containing old and undeclared
chemical weapons, a scientist and ecological activist
asserted Wednesday. The government dismissed the claims as
"delirium."

Lev Fedorov, president of the Union For Chemical Safety,
called on the Russian government to announce the alleged
sites' existence and begin destroying the weapons, which he
says contain mustard gas and other chemicals produced
between 1915 and 1946.

"Our country is not answering its international
obligations," Fedorov said at a news conference. "Our
country is not answering its obligations to its own
citizens."

Signatories to the Chemical Weapons Convention, ratified by
Russia in 1997, agreed to destroy all chemical weapons
stores.

Fedorov said he found information on the dumps in military
archives. Some have already been partially excavated, he
said, including one in the Moscow district of Kuzminki. He
estimated that up to 22,000 tons of the weapons could have
been "forgotten" by the military.

Officials at the Russian Munitions Agency, which is
responsible for destroying the nation's chemical weapons
stores, vehemently denied Fedorov's claim. When Russia
signed the agreement, they said, it opened the country to
inspections to verify its chemical weapons stores.

"It's obviously delirium," said Alexander Gorbovsky, deputy
director of the agency's department for Convention-related
chemical and biological weapons problems.

He said there were seven sites when Russia ratified the
chemical weapons document. "There were more stores earlier,"
he said, "but that's history that is 60-70 years old."

However, Gorbovsky acknowledged that there could be cases of
environmental contamination resulting from former chemical
weapons storage sites.

The Russian Cabinet meets Thursday to discuss a draft
program for destroying the 44,000 tons of chemical weapons
it has officially acknowledged, including deadly nerve
agents, stored at seven storage sites. Russia is far behind
schedule in eliminating the weapons, and has appealed
repeatedly for foreign funds to speed up the effort.

The government has estimated the cost of destroying the
weapons at $7 billion, though Munitions Agency head Zinovy
Pak has said costs could be cut in half.

Last week, Russian officials and foreign diplomats traveled
975 miles southeast of Moscow to Shchuchye, a town in the
Ural Mountains region where the biggest chemical weapons
destruction facility is planned.

The U.S. government has set aside $888 million to help
Russia destroy chemical weapons stores, but Congress has
withheld funding for construction at Shchuchye for two years
to prod Russia and European nations to increase their share
of funding.

Some members of Congress are also skeptical of the security
threat the weapons pose to the United States. The real
danger, they contend, is potential leakage and environmental
damage in Russia.

VATICAN BACKS TRIBUNAL FOR CRIMES IN EX-YUGOSLAVIA
But It Abstains from Voting for Judges

NEW YORK, JUNE 13, 2001 (Zenit.org).- The Vatican has given its support
to an international tribunal prosecuting human-rights violators in the former
Yugoslavia.

Because of the Holy See´s special nature, however, it has decided to abstain
from casting its vote on the 27 individual candidates to the Office of Judge
"ad litem" of the tribunal, said Archbishop Renato Martino, the Vatican
permanent observer at the United Nations. "Ad litem" judges support the
tribunal´s 14 permanent judges.

The full name of the institution is the International Criminal Tribunal for the
Prosecution of Persons Responsible for Serious Violations of International
Humanitarian Law Committed in the Territory of the Former Yugoslavia since
1991.

Headquartered in The Hague, it was established by the U.N. Security
Council in 1993, during the Balkans War, to prosecute those responsible for
the massacres, tortures, mass expulsions and other violations of
international humanitarian law.

Archbishop Martino said the Holy See "appreciates the fact that it is invited
to participate in the election of judges ad litem to the tribunal in the same
manner as the member-states of the United Nations," despite the fact that
the Vatican status is that of permanent observer.

On behalf of the Holy See, Archbishop Martino renewed "its confidence in
the choices that will be made by the international community and extends its
sincere best wishes to the judges ad litem who have been elected to serve
the cause of justice and peace in the world."

The "ad litem" posts were created in November too speed up the trials,
especially of the accused who are still detained.

The 27 judges elected, among 51 candidates from 34 countries, will form part
of a nine-man group for each trial, and will serve for a maximum period of
three years.

BUSH MAY END CONTRACEPTION COVERAGE FOR FEDERAL
WORKERS

WASHINGTON, D.C., JUNE 13, 2001 (Zenit.org).- A U.S. court ruled that
birth control prescriptions must be covered under a company´s employee
health care plan, but the Bush administration is giving indications that it may
take away such coverage for federal workers.

"The president has a budget now that calls for removal of the provision of
contraception coverage for federal employees," Judith DeSarno, president of
the National Family Planning & Reproductive Health Association, told
reporters today, Reuters said. "The federal government is the largest
employer in the world, they really set the standard."

Her statement came a day after a federal judge in Seattle, Washington, ruled
that Bartell Drug Company must cover birth control prescriptions in its
employee health care plan.

DeSarno said that for three years, federal employees, retirees and their
dependents have had comparable coverage, but this could end next year
under a White House budget proposal that eliminates the requirement for
birth control coverage.

A spokesman at the Office of Personnel Management said President George
W. Bush´s 2002 budget rescinded the requirement for birth control
prescription coverage. The spokesman, who declined to be named, said this
proposed change was the president´s decision and he did not know Bush´s
specific rationale for it.

In the United States, 80% of employers who offer health maintenance
organization plans to their employees include some form of contraception as
part of the plan, according to the Kaiser Family Foundation.

Wednesday, Yugoslavia's current president, Vojislav Kostunica said a
law to extradite war crimes suspects such as Milosevic to U.N.
tribunal in the Netherlands is likely to be approved by the Cabinet
and then go to parliament. The mass grave, believed to contain the
remains of ethnic Albanians slain in Kosovo in 1999, is in the
Belgrade suburb of Batajnica, Police Capt. Dragan Karleusa said. The
bodies were at first dumped into the Danube River in a freezer-truck
near the Romanian border in April 1999, hundreds of miles outside
Kosovo, the Interior Ministry has said.

companies doing business in Sudan from selling stock or other

D-Calif. The legislation, passed on a 422-2 vote, also would
prohibit companies that operate in Sudan outside the oil industry

the northeast African country would have to disclose in the SEC
filings details of their commercial activities, including any

The cease-fire plan aims for joint Israeli-Palestinian patrols and easing of the
closure

Palestinian-Israeli Security Implementation Work Plan The security
organizations of the Government of Israel (GOI) and of the Palestinian
Authority (PA) reaffirm their commitment to the security agreements forged
at Sharm el-Sheikh in October 2000, embedded in the Mitchell Report of April
2001.

The operational premise of the work plan is that the two sides are committed
to
a mutual, comprehensive cease-fire, applying to all violent activities, in
accordance with the public declaration of both leaders. In addition, the joint
security committee referenced in this work plan will resolve issues that may
arise during the implementation of this work plan.

The security organizations of the GOI and PA agree to initiate the following
specific, concrete, and realistic security steps immediately to reestablish
security cooperation and the situation on the ground that existed prior to 28
September.

1. The GOI and the PA will immediately resume security cooperation.

A senior-level meeting of Israeli, Palestinian, and U.S. security officials will
be held immediately and will reconvene at least once a week, with mandatory
participation by designated senior officials.

+ Israeli-Palestinian District Coordination Offices (DCOs) will be
reinvigorated. They will carry out their daily activities, to the maximum
extent possible, according to the standards established prior to September
28, 2000. As soon as the security situation permits, barriers to effective
cooperation - which include the erection of walls between the Israeli and
Palestinian sides - will be eliminated and join Israeli-Palestinian patrols will
be reinitiated.

+ U.S.-supplied video conferencing systems will be provided to senior-level
Israeli and Palestinian officials to facilitate frequent dialogue and
security cooperation.

2. Both sides will take immediate measures to enforce strict adherence to
the declared cease-fire and to stabilize the security environment.

+ Specific procedures will be developed by the senior-level security
committee to ensure the secure movement of GOI and PA security personnel
traveling in areas outside their respective control, in accordance with
existing agreements.

+ Israel will not conduct attacks of any kind against the Palestinian
Authority Ra'is facilities: the headquarters of Palestinian security,
intelligence, and police organization; or prisons in the West Bank and Gaza.

+ The PA will move immediately to apprehend, question, and incarcerate
terrorists in the West Bank and Gaza and will provide the security committee
the
names of those arrested as soon as they are apprehended, as well as a
readout of
actions taken.

+ Israel will release all Palestinians arrested in security sweeps who have
no association with terrorist activities.

+ In keeping with its unilateral cease-fire declaration, the PA will stop
any Palestinian security officials from inciting, aiding, abetting, or
conducting attacks against Israeli targets, including settlers.

+ In keeping with Israel's unilateral cease-fire declaration, Israeli forces
will not conduct "proactive" security operations in areas under the control of
the PA or attack innocent civilian targets.

+ The GOI will re-institute military police investigations into Palestinian
deaths resulting from Israel Defense Forces actions in the West Bank and
Gaza in incidents not involving terrorism.

3. Palestinian and Israeli security officials will use the security
committee to provide each other, as well as designated U.S. officials,
information on terrorist threats, including information on known or
suspected terrorist operation in - or moving to - areas under the other's
control.

+ Legitimate terrorist and terror threat information will be acted upon
immediately, with follow-up actions and results reported to the security
committee.

+ The PA will undertake preemptive operations against terrorists, terrorist
safe houses, arms depots, and mortar factories. The PA will provide regular
progress reports of these actions to the security committee.

+ Israeli authorities will take action against Israeli citizens inciting,
carrying out, or planning to carry out violence against Palestinians, with
progress reports on these activities provided to the security committee.

4. The PA and GOI will move aggressively to prevent individuals and groups
from using areas under their respective control to carry out acts of
violence. In addition, both sides will take steps to ensure that areas under
their control will not be used to launch attacks against the other side nor be
used as refuge after attacks are staged.

+ The security committee will identify key flash points, and each side will
inform the other of the names of senior security personnel responsible for
each flash point.

+ Joint Standard Operating Procedures (SOP's) will be developed for each
flash point. These SOP's will address how the two sides handle and respond
to security incidents; the mechanisms for emergency contact; and the
procedures to deescalate security crises.

+ Palestinian and Israeli security officials will identify and agree to the
practical measures needed to enforce "no demonstration zones" and "buffer
zones" around flash points to reduce opportunities for confrontation. Both
sides will adopt all necessary measures to prevent riots and to control
demonstration, particularly in flash-point areas.

+ Palestinian and Israeli security officials will make a concerted effort to
locate and confiscate illegal weapons, including mortars, rockets, and
explosives, in areas under their respective control In addition, intensive
efforts will be made to prevent smuggling and illegal production of weapons.
Each side will inform the security committee of the status and success of
these
efforts.

+ The Israeli Defense Forces (IDF) will adopt additional non-lethal measures
to deal with Palestinian crowds and demonstrators, and more generally,
seek to
minimize the danger to lives and property of Palestinian civilians in
responding
to violence.

5. The GOI and the PA, through the auspices of the senior-level security
committee, will forge - within one week of the commencement of security
committee meetings and resumption of security cooperation - an agreed-upon
schedule to implement the complete redeployment of IDF forces to positions
held before September 28, 2000.

+ Demonstrable on-the-ground redeployment will be initiated within the first
48 hours of this one-week period and will continue while the schedule is
being forged.

6. Within one week of the commencement of security committee meetings
and
resumption of security cooperation, a specific timeline will be developed
for the lifting of internal closures as well as for the reopening of
internal roads, the Allenby Bridge, Gaza Airport, the Port of Gaza, and
border crossings. Security checkpoints will be minimized according to
legitimate security requirements and following consultation between the two
sides.

+ Demonstrable on-the-ground actions on the lifting of the closures will be
initiated within the first 48 hours of this one-week period and will
continue while the timeline is being developed.

The parties pledge that even if untoward events occur, security cooperation
will
continue through the joint security committee.

Israel would not withdraw its forces or lift restrictions in areas in the
West Bank and Gaza where shooting continued, Prime Minister Ariel Sharon
told European Union ministers in a meeting Thursday morning in Herzliya.

Reuters reported that the IDF withdrew tanks and removed a roadblock near
the isolated settlement of Netzarim in the Gaza Strip on Thursday. A
Reuters TV
cameraman at the scene said there were no tanks in the area - only army
jeeps -
and that Palestinian traffic was flowing freely in an area that has been a
flashpoint of Israeli-Palestinian fighting during the Intifada.

The ceasefire officially began at 3 P.M. on Wednesday after U.S. CIA
Director George Tenet held talks with Israel and the Palestinians to iron
out a final timeline for its implementation.

Background: Definition of "terrorist" in Mitchell report - the Palestinian
loophole

"Terrorism involves the deliberate killing and injuring of randomly selected
noncombatants for political ends. " The Mitchell Report

The Mitchell Report definition of terrorism does not include attacks against
Israeli security forces or attacks against "noncombatants" who are NOT
chosen at
random.

The Tenet plan uses the term "terrorist" without definition.

As a result of this definition of "terrorism", PA Minister Abed Rabo noted
yesterday that there was no commitment to arrest Hamas or Islamic Jihad
members, only that the "Palestinian Authority is committed to the full
implementation of the Mitchell Report recommendations, which include the
arrest of terrorists, but which also defines terrorism in a manner that
ensures that this clause is not abused." [see complete text below]

It should be note that there is also no definition of "violence", thereby
leaving open the question of the status of rock and firebomb throwers - or
for that matter any activity.

The Tenet plan says that "Israel will release all Palestinians arrested in
security sweeps who have no association with terrorist activities."

Since trying to kill or even killing security forces does not, according to
Mitchell, constitute "terror" - the plan apparently provides for the wholesale
release of Palestinians involved in such activities.

It should be noted that while the Tenet document specifically states that
"In keeping with its unilateral cease-fire declaration, the PA will stop any
Palestinian security officials from inciting, aiding, abetting, or conducting
attacks against Israeli targets, including settlers," a similar statement does
not appear with regards to the prevention of Palestinians who are NOT
security
officials from attacking settlers. This would be consistent with a radical
interpretation of Mitchell that holds that settlers do not qualify as terror
victims since they are not "chosen at random but instead chosen because
they are
settlers.

It is important to note that there is a fundamental difference in the
treatment of "violence" and "terror" in the Tenet document. While efforts
are to be made to prevent "violence" the nuts-and-bolts of actually taking
steps to stop activity is limited to action against "terror".

Sixth graders to get lessons in table manners and romance

Starting next year, a new lesson will be slotted into sixth graders' timetables:
manners. The course will teach 12-year-olds the importance of polite
behavior in daily life, including table manners - how to use a knife and fork
correctly - how to nurture personal style, and awareness of body language.

The children will also learn about love: how to propose a romantic
relationship and what a relationship means.

"We are a brutal and impatient society, and the delicacy learned through
these lessons may reduce our society's violent tendencies," said the director
general of the Education Ministry, Ronit Tirosh. She said she set up the
course in line with Minister Limor Livnat's guidelines to incorporate values
into the curriculum.

The pupils will also be taught the art of debating and discussion. "Children
will learn how to present an opinion and argue it without using physical or
verbal violence, as well as how to negotiate and reach compromises through
non-violent means," Tirosh said.

Tirosh added that because of budget limitations, the lessons will be provided
only for sixth graders, but in the future she intends to incorporate them into
the timetables of tenth graders as well. She noted that "because junior high
school students (seventh to ninth graders) will be receiving, in accordance
with Livnat's orders, a new lesson in basic Jewish terms and values, they will
not be burdened with the lessons in manners.

Pioneering paralysis treatment allows woman to move legs again

A woman whose legs were paralyzed in a car accident has regained feeling
and some movement in response to a course of injections of white
corpuscles last year at Sheba Medical Center at Tel Hashomer Hospital,
near Tel Aviv.

The same treatment has been given to two people who were completely
paralyzed in an attempt to renew their central nervous systems. They have
also experienced an improvement in their condition.

The procedure is a cooperative effort by the neurosurgery ward at Tel
Hashomer and Professor Michal Schwartz of the Department of Neurobiology
at the Weizmann Institute of Science in Rehovot. Schwartz conducted
similar experiments on rats and found that in 70 to 75 percent of cases, the
nerves renewed themselves and resumed neurological functioning.

Ha'aretz reported the use of the pioneering injection in July last year. The
patient who received the treatment, Melissa Holly, now 20 years old, is an
American woman who was paralyzed in car accident last year. She was
found to be a suitable candidate for the procedure after six Israeli patients
were rejected.

Schwartz discovered that in cases of paralysis, macrophages, which are vital
for renewing the nervous system, do not reach the injured area. She decided
to make the macrophages active in laboratory conditions by injecting white
blood corpuscles into the rats' nerves. She cut the rat's spine in two, and
after the macrophages were injected into the lower part of the spine, it began
to renew itself. New fibers connected the two parts of the spine, and some
weeks later, some rats regained some control over their tails and legs.

Dr. Nachson Kenoller repeated the same procedure on Holly; experts said
that the results of the operation would only be known after 6-12 months.

After three months, feeling had returned to Holly's lower body.

After five months, she could move her toes and today she can move her leg
from the knee down. Most importantly, say the doctors, she has regained
use of her sphincter muscles; one of the most common causes of death
among those with paralysis is blood and urine infections.

In November and December last year, two Israeli patients who were totally
paralyzed were operated on using the same method.

The recovery of one of the patients is said to be "very promising" while the
other is said to be advancing at a slower pace.

IN ARAB VILLAGE

Police Warn Against Possible Violence

For Immediate Release June 14, 2001

A mass protest has been planned for Tuesday evening outside the residence
of
  Israeli-Arab Knesset Member Azmi Bashara in the village of Beit Chanina.
This morning the attorney for the demonstration's organizers, Nitsana
Darshan-Leitner, met with Jerusalem police officials to formally request
permission for the protest to be held in the Northern Jerusalem town.

Although the police do not generally authorize demonstrations of Israelis
in Arab villages, the organizers requested special permission despite the
security situation, because of the importance of the issue. Earlier in the
week, Bashara appeared with Hezballah leaders at a memorial service in
Syria for the late President Assad. Speaking at the gathering in Damascus,
Bashara called on Arab nations to band together to destroy the Jewish State.

The purpose of Tuesday's planed demonstration is to demand that the
government remove the Arab Knesset member's citizenship on the basis of
his
treasonous comments in an enemy country. Under Israeli law an individual
can
be stripped of his citizenship for breaching his loyalty to the Jewish
State.

The organizers of the demonstration informed the police that they were
anticipating a group of up to 10,000 Israelis joining the protest. Prior to
the meeting, police officials warned attny. Darshan-Leitner that the Arab
residents of Beit Chanina and the surrounding villages would engage in the
sort of violent rioting that broke out in Nazareth this past October if Jews
entered Beit Chanina. The organizers claim, however, that since Bashara's
residence falls within areas under Israeli control the police must allow
them to exercise their democratic right to assemble and protest.

"The police are obligated to authorize the demonstrators to enter Beit
Chanina and protest across from Bashara's residence, " said attny.
Darshan-Leitner, "The same freedom of expression that Bashara exercised in
speaking to the international media, must be afforded to these citizens to
express their opposition to his anti-Israeli declarations in his village.
Despite the government's fear of violence, a means must be found to permit
the protest to go forward while safeguarding the demonstrators' safety.
There can be no `hecklers veto'."

The organizers have rejected the police officials' suggestion that an
alternative site be arranged. Attny. Darshan-Leitner has warned they will
institute legal action if a permit is not granted.

BILLIONS OF PEOPLE DON'T NEED THE WEB Billions of people say they
just don't need the Internet, according to a survey done in 30 countries by
research firm Ipsos-Reid. Forty percent of respondents said their primary
reason for not being online was that they had no need for what the Internet
had to offer, while 33% cited no PC, and lack of interest was claimed by
25%. The survey estimates that only 6% of the world's population are
currently online. "In the developed world, a substantial number of people who
could very easily go online have decided not to," said an Ipsos-Reid senior
VP. "They see no compelling reason to be on the Web. The hype and the
promise of the Internet clearly hasn't impressed them -- not yet at least."
About 400 million people use the Web daily, with 65% of Sweden's
population using the Internet frequently, followed by 60% in Canada and 59%
in the United States. In contrast, only 9% of urban India's population are
frequent Internet users, 13% of Turkey's citizens, and 6% of people in urban
Russia, where 83% of citizens said they had no Internet access. Areas
where citizens were eager to get online included South Korea, and urban

DICK ARMEY CONTINUES OPPOSITION TO CARNIVORE In a letter to
Attorney General John Ashcroft, House majority leader Dick Armey (R-
Texas) is urging the Justice Department and the FBI to consider abandoning
its DCS-1000 system (popularly known as "Carnivore"), which monitors large
amounts of Internet traffic in search of communications to or from the target
of an investigation. Armey noted that the Supreme Court has just ruled that
the police must discontinue use of thermal-imaging technology to look inside
a suspect's house, and argued that the same privacy principles apply to

COORDINATING BOARD FOR INFRASTRUCTURE PROTECTION
Rejecting the idea of having a single security czar, the Bush
Administration is planning to create a coordinating board to manage the
government's initiatives focused "critical infrastructure protection"
(CIP), which guards information systems that are critical to national
security. The board's chairman will report directly to the national
security adviser, currently Condoleezza Rice. Paul Kurtz of the National
Security Council explains: "We can't have a single government agency or
single government entity handling this problem. The idea is a dispersed
solution that allows coordination across agencies... We can't fight for
each particular agency's needs. We can help, but we need to have each

1. GSS AGENT ISRAEL'S LATEST TERROR VICTIM
An Israeli General Security Service agent - 45 year-old Col. Yehuda Edri of
Ma'ale Adumim - today became the latest victim of the ongoing PLO mini-
war
against Israel. Traveling with his bodyguards this morning along on the
Tunnels Road in Gush Etzion, Edri was on his way to meet with an Arab
contact with whom he had worked for some time. At the northern tunnel, a
vehicle stopped and the contact, Hassan Abu Sha'ayra, got out. The Arab
approached Edri's vehicle, drew a handgun, and fired at Edri and the
passengers at point-blank range. Col. Edri died immediately while one of
his bodyguards was injured moderately in the neck and
jaw. Informant-turned-terrorist Abu Sha'ayra then began to flee the scene,
but an alert second (uninjured) guard accompanying Edri pursued the
terrorist and shot and killed him. Abu Sha'ayra had previously spent
approximately two years in a Palestinian Authority prison for collaborating
with Israeli security agents.

2. REACTIONS
The political establishment was quick to respond to today's
murder. National Religious Party leader Rabbi Yitzchak Levy said "Less
than 24 hours after the PA's official declaration of a cease-fire, another
Jewish person has been sacrificed on the altar of 'the policy of
restraint'..." Minister of Tourism Rechavam Ze'evi called upon Prime
Minister Sharon to immediately announce the end of the Tenet cease-fire.
Continuing with the cease-fire, Ze'evi asserted, would only lead to the
additional spilling of Jewish blood.
Minister of National Infrastructures Avigdor Lieberman said: "There is no
cease-fire and no cessation of attacks. It is impossible to achieve any
type of peace agreement until the other side realizes who is in charge here."

Prime Minister Ariel Sharon did not seem to accept the advice of his
government colleagues; he was content to announce that today's murder of
Col. Edri has simply "re-set" the 48-hour countdown required to implement
the cease-fire. According to the Tenet-brokered deal, the Arabs must take
a 48-hour hiatus from their round-the-clock attacks before Israel withdraws
its forces and military hardware from key areas in Judea, Samaria and
Gaza. Sharon added that while restrictions were being relaxed in many
areas, there would be no troop withdrawals from regions in which attacks
continue. He cited the Ramallah, Shechem and Rafiach areas as examples
of
the latter.

Jewish residents of Gaza are already alarmed with the reopening of many
roads to Arab vehicular traffic; these routes once again permit PA
residents to drive dangerously close to Jewish communities in the
area. Kfar Darom resident Efrat Badicihi said today that members of her
community are also perturbed by the removal of concrete barriers and other
protective devices around Kfar Darom. Until now, the objects have prevented
Arab motorists from coming within proximity of Jewish homes there.

3. ZO ARTZEINU RETURNS TO THE STREETS
Zo Artzeinu ("This is Our Land") activists took to the streets today in a
determined act of non-violent civil disobedience. At exactly 5 pm, the
organization's members observed one minute of silence in memory of each of
the 62 civilian victims of Arab terrorist attacks since the start of the
PLO mini-war last fall. Organizers hope that their protest will succeed in
closing down ten major intersections for a total of 62 minutes.

Zo Artzeinu leader Moshe Feiglin told Arutz-7 today that he is prepared to
be arrested: "If this is the price we must pay, then so be it," he said. "I
call upon all Israelis capable of joining in to do so, in order to raise
the level of awareness. This in turn, I hope will lead to the government
abandoning its restraint policy and begin fulfilling its promises of
restoring peace and security to Israel." Although today's grassroots effort
is a peaceful demonstration, witnesses at one intersection report hearing a
police commander instructing his officers to use physical force to scatter
the demonstrators.

4. CEASEFIRE ROUND-UP
Israel announced that the cease-fire agreement officially began on
Wednesday, June 13, 2001, at 3:00pm. Since the official start of the
cease-fire, however, nothing much has changed for Yesha residents. In
Gaza,
the mortar rockets continue to rain down on Jewish communities. Overnight,
Arabs continued to attack IDF positions with gunfire and grenades.

According to Avigdor Shatz, chief of security in the Benjamin Regional
Council of the Shomron, the cease-fire "is certainly being discussed by the
politicians but has little basis in reality." Major-General Giora Eiland
of IDF Policy and Planning said that the events of the past 20 hours are
"far from the required minimum to actualize the cease-fire." Eiland added
that "Israel would not grade the PA's performance every two or four hours"
but that there would be a meeting following the 48-hour implementation
period. As mentioned earlier, Prime Minister Sharon has announced that -
following today's murder - the 48-hour period has been restarted.

Senior PA official Saeb Erekat told reporters today that although the PA
would "attempt to comply" with the latest US initiative, Yasser Arafat
never signed any cease-fire agreement. Arafat has already declared that his
forces will not capture Hamas or Islamic Jihad terrorists.

5. SHARON TO DISMANTLE OUTPOSTS
Ariel Sharon's ceasefire commitment apparently also includes the
dismantling of Yesha security outposts. Defense Minister Binyamin
Ben-Eliezer today confirmed a report that Sharon issued verbal commitments
to foreign leaders that he would dismantle 15 encampments established over
the past months. Sources in the Prime Minister's Office say that Sharon
made the decision based on "security and other considerations" - but
vehemently deny that the pledge is part-and-parcel of the ceasefire
agreement.

Yesha officials are opposed to the uprooting of outposts, which, they note,
increase security for Israeli motorists traveling the roads of Judea and
Samaria. The officials asserted that if any civilian outposts are in fact
uprooted, they must be replaced by military posts.

6. GAO WORRIED ABOUT USE OF F-16'S
The United States General Accounting Office - the equivalent of Israel's
Office of the State Comptroller - has launched an investigation into
Israel's alleged violation of agreements pertaining to fighter planes
supplied to Israel by the United States. The initiator of the
investigation is Congressman John Conyers Jr. (D - Michigan), who charges
that US manufactured F-16s were used by Israel against the PA. Conyers
maintains that such usage is in violation of the agreement between the US
and Israel, a deal that permits the planes to be used only for "legitimate
defense". Since the May 18 employment of the F-16s on PLO targets in
Ramallah, Israel has not used the planes.

7. PA INTERFERED WITH ISRAELI ELECTIONS
The GSS has announced the arrest of a Palestinian intelligence officer last
week in the Negev. The officer, who was armed with a pistol at the time of
his arrest, intended to kidnap an Israeli in the south of the country. PA
officer Ahed Haj Ahmad Mohammad Al-Akbi, in charge of "Bedouin Affairs"
for
the PLO, told the GSS that he planned to kidnap and Israeli citizen and
bring him to the PLO's intelligence interrogation facility in Dahariya.

Al-Akbi told his interrogators that in line with his position, he would
routinely interrogate members of the Negev Bedouin community to remain
abreast of affairs in that community. He also told the GSS that he was
ordered to gather intelligence information dealing with Israel's 1996 and
1999 national elections. Al-Akbi said that in one case, a senior PA
official offered a large unspecified sum of money to a candidate to
persuade him to withdraw from the Knesset race to clear the way for another
candidate.

Al Akbi added that he was also appointed by a senior PA figure to gather
information among Israeli Arabs in connection to the elections. In
addition, the same senior PA figure also started an initiative to
"convince" a candidate for Prime Minister to drop out of the race because
of the PA's interest in the victory of a different candidate.

8. BRIEFS
        Gaza residents protested today while a meeting was taking place in an
IDF
Gaza headquarters between O.C. Southern Command Maj.-Gen. Doron
Almog and a
PLO military official. The two met to review details concerning the
implementation of the US brokered cease-fire agreement.
        President Moshe Katzav met today with Russian Foreign Ministry envoy
Andrei Vdovin. He told Vdovin that if Arab attacks do not stop
immediately, Israel would have to start responding militarily.
        It was nothing less than a miracle that 21 year-old Shlomit Binyamin was
only lightly injured in the Wednesday morning shooting attack at the
entrance to Ofrah. Terrorists fired some 30 bullets at her. Binyamin told
doctors on Wednesday that she "ran between the bullets." Hospital
physicians treating her say the bullet that did hit her barely missed her
heart.

 a display case of dusty Egyptian death masks, explaining:
 "They're possessed by trapped ancient spirits. I must release

 It was only when staff at the Egypt Centre in Swansea
 explained that these particular demonised artefacts were the
 modern creations of local students that the freelance exorcist
 made her excuses and left.

 The episode is just one in a Pharaonic plague of mummy
 worship that is sweeping the Egyptian sections of the nation's
 museums, as the obsessed, haunted and hexed prostrate
 themselves in the aisles. Bearing testimony to an enduring
 fascination with Egyptology, workers in the Egypt Centre at the
 University of Wales are being offered training on how to deal
 with their more eccentric visitors.

 But just what is attracting the cultists to South Wales and
 central London is unclear. Such is the extent of the activity that
 fear of a new mummy's curse is even rife among museum
 warders. Some temporary staff at Swansea have been so
 frightened that they have actually left their jobs.

                  DigitalAngel.net, a subsidiary of ADS, told
                  WorldNetDaily the device will send a signal
                  from the person wearing Digital Angel® to
                  either his computer or the e-merchant with
                  whom he is doing business in order to verify his
                  identity.

                  But e-commerce is only one field to which
                  Digital Angel® applies. The device's patent
                  describes it as a rescue beacon for kidnapped
                  children and missing persons. According to
                  Zhou, the implant will save money by reducing
                  resources used in rescue operations for athletes,
                  including mountain climbers and skiers.

                  Law enforcement may employ the implant to
                  keep track of criminals under house arrest, as
                  well as reduce emergency response time by
                  immediately locating individuals in distress.

                  The device also has the ability to monitor the
                  user's heart rate, blood pressure and other vital
                  functions.

                  "Your doctor will know the problem before you
                  do," said Zhou, noting peace of mind is possible
                  for at-risk patients who can rest in the
                  knowledge that help will be on the way should
                  anything go wrong.

                  Indeed, peace of mind is Digital Angel®'s main
                  selling point.

                  "Ideally," the patent states, "the device will
                  bring peace of mind and an increased quality of
                  life for those who use it, and for their families,
                  loved ones, and associates who depend on them
                  critically."

                  Referring to the threat of kidnapping, the patent
                  goes on to say, "Adults who are at risk due to
                  their economic or political status, as well as
                  their children who may be at risk of being
                  kidnapped, will reap new freedoms in their
                  everyday lives by employing the device."

                  Digital Angel®'s developer told WND demand
                  for the implant has been tremendous since ADS
                  announced its acquisition of the patent.

                  "We have received requests daily from around
                  the world for the product," Zhou said,
                  mentioning South America, Mexico and Spain as
                  examples.

                  One inquirer was the U.S. Department of
                  Defense through a contractor, according to
                  Zhou. American soldiers may be required to
                  wear the implant so their whereabouts and
                  health conditions can be accessed at all times,
                  said the scientist.

                  But for critics, military use of the implant is not
                  at the top of their list of objections to the new
                  technology. ADS has received complaints from
                  Christians and others who believe the implant
                  could be the fulfillment of biblical prophecy.

                  The Book of Revelation states all people will be
                  required to "receive a mark in their right hand,
                  or in their foreheads: And that no man might
                  buy or sell, save he that had the mark." (Rev. 13:
                  16-17)

                  In an increasingly cashless society where
                  identity verification is essential for financial
                  transactions, some Christians view Digital
                  Angel®'s ID and e-commerce applications as a
                  form of the biblical "mark of the beast."

                  But Zhou dismisses such objections to the
                  implant.

                  "I am a Christian, but I don't think [that
                  argument] makes sense," he told WND. "The
                  purpose of the device is to save your life and
                  improve the quality of life. There's no
                  connection to the Bible. There are different
                  interpretations of the Bible. My interpretation is,
                  anything to improve the quality of life is from
                  God. The Bible says, 'I am the God of living
                  people.' We not only live, we live well."

                  Sullivan, responding to religious objections to
                  his product, told WorldNetDaily no one will be
                  forced to wear Digital Angel®.

                  "We live in a voluntary society," he said.
                  According to the CEO, individuals may choose
                  not to take advantage of the technology.

                  Zhou alluded to some Christians' objection to
                  medicine per se, adding such opposition wanes
                  when the life-saving, life-improving benefits of
                  technology are realized.

                  "A few years ago there may have been
                  resistance, but not anymore," he continued.
                  "People are getting used to having implants.
                  New century, new trend."

                  Zhou compared Digital Angel® to pacemakers,
                  which regulate a user's heart rate. Pacemakers
                  used to be seen as bizarre, said Zhou, but now
                  they are part of everyday life. Digital Angel®
                  will be received the same way, he added.

                  Vaccines are another good comparison, said the
                  scientist, who noted, "Both save your life. When
                  vaccines came out, people were against them.
                  But now we don't even think about it."

                  Digital Angel®, Zhou believes, could become as
                  prevalent as a vaccine.

                  "Fifty years from now this will be very, very
                  popular. Fifty years ago the thought of a cell
                  phone, where you could walk around talking on
                  the phone, was unimaginable. Now they are
                  everywhere," Zhou explained.

                  Just like the cell phone, Digital Angel® "will be
                  a connection from yourself to the electronic
                  world. It will be your guardian, protector. It will
                  bring good things to you."

                  "We will be a hybrid of electronic intelligence
                  and our own soul," Zhou concluded.

WASHINGTON –– The Senate voted Thursday to withhold federal funds from
school districts that deny use of their facilities to the Boy Scouts because of
the organization's exclusion of homosexuals.

The vote was 52-48.

The amendment to a major education bill was offered by Sen. Jesse Helms,
R-N.C., in response to a Supreme Court ruling last year.

The court ruled that the Boy Scouts' national policy banning gay members
and leaders is constitutional, citing the right to freedom of association
granted to private groups.

A bill similar to the Senate provision passed the House last month.

Denmark ready to challenge USA in Autumn 2002

The Danish government has launched an ambitious project that should
enable the EU to challenge the USA's position as the world's number one
and instead make the EU the centre of rotation on the global arena, writes
Danish paper Politiken. "It is evidently a part of the vision that the EU should
play a stronger part in the world - also in relation to the USA," says Danish
Minister for Foreign Affairs, Mogens Lykketoft, to Politiken before Thursday's
Summit between USA's president Bush and the EU.

Mr. Lykketoft's goal is that the EU should be godfather to a ‘global pact',
comprising environmental policy, development aid, and trade policy,
according to Politiken. The fundamental idea is that the developing countries
should be obliged to work for an environmentally sustainable development
and accept social demands in their trade policy in return for market access
to the rich countries and more development aid.

This ‘global pact' is the Danish contribution to the Global Summit in Pretoria
in South Africa in September 2002, when Denmark will be holding the EU
Presidency. According to Mr. Lykketoft, the 'global pact' should have the EU
as a leading force, as the Americans have retracted from this position by
rejecting the Kyoto Agreement and by president Bush's signals about
"America first". But Mr. Lykketoft is also aware of the importance of an
American engagement.

According to Politiken, the EU Commission and the other member
governments are at present considering the Danish project. And, according
to Politiken, a centrally placed Commission civil servant says that it
corresponds very well with the Commissions own thoughts on the subject.

But even the perspectives for the internal Danish debate is important. "It
should be used to show the Danes that the EU might serve sensible
purposes," says Mogens Lykketoft, according to Politiken.

The leading Danish opposition figure, Anders Fogh Rasmussen from Venstre
(Liberals) guarantees that the project will be continued, even if he will be EU
President in the Autumn of 2002.

"Is sounds right to connect environment, trade and development in a global
agreement, and I am in absolute agreement that the EU should play a
stronger part in the world. If the EU succeeds in heading a global agreement
of that kind, it would be the first demonstration of the EU as a factor of power
in world politics. And that is something that I should most willingly co-
operate on," says Anders Fogh Rasmussen to Politiken.

Prime Minister Ariel Sharon said Thursday would not be included in the six-
week cooling off period prescribed by CIA director George Tenet´s proposal,
due to violent incidents in the West Bank and Gaza Strip, Israel Radio
reported Thursday.

Sharon, speaking during a meeting of Likud ministers, said he had made it
clear to Tenet and U.S. Secretary General Colin Powel that if the cease-fire
was violated, the days on which the violations occurred would not be
included in the cooling-off period.

Sharon also said the IDF would not begin redeployment in areas in which the
cease-fire had been violated. The IDF will therefore not move forces in
Ramallah, Nablus and Rafah.

ITALIAN PLAN WOULD PAY WOMEN TO FORGO ABORTION


ROME, JUNE 14, 2001 (Zenit.org).- A draft law proposes to give financial aid
to women to encourage them not to have abortions.

The Christian Democratic Party, a member of Silvio Berlusconi´s Italian
coalition government, presented the legislation Tuesday. The proposal,
presented by seven CDU senators, would grant $423 a month for a year to
women who decide not to abort.

Abortion is legal in Italy during the first three months of pregnancy.

"We wish to help [the woman] to assume the responsibility of becoming a
mother," said CDU national secretary Rocco Buttiglione, who has just been
appointed Minister of European Policies.
