Arafat´s cease-fire is killing us!

Minutes before Colin Powell spoke here in Jerusalem, the Moslem
Palestinians were burning the American & Israel Flags along with
effigies of Powell in many of the Palestinian towns. At the same
moments a Palestinian sniper shot and killed an Israel women wounded
another in their car while driving home. Before Powell came here he
stopped off in Egypt and there among the hugs and kisses he seemed to
be having a good time with those who agree that Israel must cease to
be a nation. To add insult to injury he stood with Yasser Arafat and
agreed that Israel must accept observers on the ground, putting more
pressure on Israel to give up more of its sovereignty. (But later with
Sharon he sound quiet different) With Sharon in Washington (part of
the plan) Powell meets with Shimon Peres knowing that he can make a
deal behind Sharon´s back, or at least he thinks he can.

With Israel under the threat of murder, violence and death, the US is
trying to force Israel to give into Terrorism. I started looking
around today to try to understand this man a little better. In every
case I can find in Africa where Moslems are killing Christians, Powell
is on the side of the Moslems. Where Moslems are killing the Christian
men and taking the women as sex slaves and selling them to the Arab
Countries, and then making the children laborers. In every case the US
is on the side of the Moslems countries. There is something terribly
wrong with the policies of the United States around the world, and the
people of the US are being fed lies and more lies about those policies.

Is this the same man who when taking his office spoke so strongly for
Israel? No it´s not the same man, something has changed and it is very
obvious. And you better know something else he is not doing or saying
anything without the permission of George W. Bush. A member of the CFR,
and like his fathers a Skull & Cross-Bones from Yale. And by the way
you will find Colin L. Powell on the membership list of the CFR as
well. I have a copy of it right here in front of me. I know this is
not what many want to hear, and I admire patriotism, but not missed
placed. I have friends who get upset when they hear something like
this. They served in the Second World War, Korea, or Vietnam, but they
need to wake up, this is a new and very different world than the one
they served in. The N.W.O., and the One World Government, and the
Globalist are and have taken over.

We are seeing the Prophetic Word of God coming to pass, and His
timepiece is Israel. We are seeing very evil men, who have attained
high places in governments all over the world (including Israel)
bringing about prophecy. You see, even the Devil must obey God when He
speaks.

The near future for Israel and our safety here in Israel does not look
very promising to say the least. And to think that the US can get away
with what they are doing and trying to do to Israel, would be to
totally disregard God´s Word. They say they are Israel´s friend yet
they arm and train the Egyptians and Jordanians, they make deals with
Syria behind everyone backs, and they sell arms to those who are known
to supply the Hizbullah.

Powell will be here for only 48 hours, then he is off to Jordan to
meet with King Abdullah and then on to Paris to meet the Prince of
Saudi Arabia, who both are also planning the destruction of Israel and
Jewish people. And it will be hugs and kisses all over again, and a
lot of deal making. And most of this done at the expense of the Jewish
people and Israel.

I will close with this, I just heard that Arafat´s word has already
been broken, Palestinians are shooting at IDF troops in Gaza and
Nablus. So far we have not shot back, I think that is an order that
should be resented right away. Our son is out there, and I want him to
be able to shoot back, or not be out there.

Daily now we are laying more Jewish bodies on the altar of world
public opinion and knowing that the cease-fire of Yasser Arafat is
killing us. That Powell has made a very dangerous mistake, both for
Israel and for the coming days for the USA. God will not be mocked.

Pray for the peace of Jerusalem and for our son Joel in the IDF, and
for this ministry and your part in it. And I might add we are really
hurting, and need to hear from you as soon as possible. Shalom, jerry

MAJOR IRAQI TROOP MOVEMENTS REPORTED

SPECIAL BULLETIN from the WORLD TRIBUNE

Iraq continues to redeploy thousands of troops as well as tanks and
artillery near the borders of Jordan, Syria and Turkey. U.S.
officials said the White House and Pentagon were closely monitoring
them.

Iraqi opposition sources said the military has been placed on alert
around Baghdad and in northern and southern Iraq. They reported the
activation of anti-aircraft batteries and the opening of weapons
storehouses, Middle East Newsline reported. The troop movement, the
sources said, appears to reinforce major routes that lead from Iraq
to Syria and Jordan.

So far, thousands Iraqi troops and tanks have arrived over the last
72 hours to the Irbil area just south of the Kurdish autonomous zone
near Turkey. Iraqi troops were also seen arriving at the large
military base in Rutba near the Jordanian border as well as positions
near the Syrian border.

"We have seen reports that Iraq is moving troops towards the Kurdish
areas," State Department spokesman Richard Boucher said. "We are
trying to establish the facts on the ground. We are watching the
situation closely."

U.S. officials said Iraqi troops and tanks have also returned to Al
Qaim, site of a suspected Iraqi chemical weapons plant in western
Iraq. Iraq has acquired 200 of a planned 1,300 tank transporters from
Russia. The transporters are meant to overcome Iraq's shortage of
spare parts.

Arab intelligence sources have confirmed the preparations. They said
Baghdad is preparing for a military conflict with U.S. and British
forces. Late Monday, an Iraqi military spokesman said U.S. and
British warplanes conducted 32 sorties over northern and southern
Iraq. The spokesman said Iraqi anti-aircraft fire forced the allied
planes to return to their bases in Kuwait and Turkey.

The Iraqi military preparations has concerned Kurdish separatists in
the north, who have established an autonomous zone. Kurdish leaders
are concerned that President Saddam Hussein, with the blessing of
Iraq's northern neighbor, Turkey, will launch an attack on Kurdistan.
Kurdish leaders have warned the United States that the regime of
President Saddam Hussein plans to crush the Kurdish autonomous zone
in a so-called Arabization policy. They said this includes the
expulsion of Kurds from key oil-rich areas in the north.

We'll keep a close eye on this situation and keep you informed,
especially since it is not being highlighted on regular news
programs. Iraqi troop movement is, of course, of critical
significance to Israel as well as to the United States, against whom
Hussein has vowed vengeance for the "humiliation" of the 1991 Gulf
War.

1) Martin Fletcher of NBC dared to show clips of Palestinian television
incitement on May 8, including TV commercials directed at Palestinian
children. The commercials praised martyrdom and called on children to
“put down their toys and pick up stones.” In response, the Palestine Media
Center issued a broadside, charging Fletcher with “forgery and
manipulation.” But they could not deny the commercial´s existence.

This week, Fletcher broadcast a sensitive and moving interview with Daniel
Mandell, the younger brother of Kobi Mandell, the 14-year-old from Tekoa
who was bludgeoned and brutally murdered in a cave last month.

2) Jack Kelley of USA Today received HonestReporting´s Award six
months ago for two ground-breaking stories. The first described how rock-
throwing Palestinian children were integrated into the battle strategy of
Palestinian gunmen. The second was an expose of incitement on
Palestinian radio.

Kelley returned to the region this week to write a chilling account of how
Palestinian society honors suicide bombers. The article details the training
of Palestinian children to hate, to kill, and to be killed. Here´s an excerpt:

“In Hamas-run kindergartens, signs on the walls read: 'The children of the
kindergarten are the shaheeds (holy martyrs) of tomorrow.´ The classroom
signs at Al-Najah University in the West Bank and at Gaza's Islamic
University say, 'Israel has nuclear bombs, we have human bombs.' ..."I will
make my body a bomb that will blast the flesh of Zionists, the sons of pigs
and monkeys," {11-year-old] Ahmed says.

assignment this year, I had the students each find one article in a widely
read daily newspaper that showed media bias against Israel, and then write

they came away with a new understanding of what media bias really

The quake machine

The Earth needs a good massage to release all that pent-up tension
and prevent catastrophic quakes. But do we dare try it? Nicola Jones
reports

YOU can count yourself lucky if you don't live in an earthquake zone.
When I was growing up in Vancouver we watched newscasts of quakes
that had devastated California, and were told that when our time came
it could be worse. We scrambled under our school desks during
practice drills while our mothers stockpiled bottled water. There
wasn't much else we could do. We held our breath and waited for the
city to be flattened.

Vancouver is still standing but others aren't so fortunate. Every
year quakes kill or injure about 10,000 people, yet researchers seem
to come no closer to predicting them. In fact, geologists have all
but given up trying to tell when, where, and how badly quakes will
hit. "More and more experts agree that prediction is impossible,"
says Valerio De Rubeis, a seismologist at the National Institute of
Geophysics in Rome.

But is there another way to avert destruction and death? If you can't
predict the "big ones" or brace against them, then how about stopping
them in the first place? De Rubeis is coordinating an international
team of geologists who think they may have found a way to do just
that. They want to gently ease the stress out of the Earth a little
at a time-by skewering the ground with artificial lightning and
triggering their own mini-quakes.

This radical plan is not without its risks. Their earthquake machine
has a switch labelled "start", but so far it doesn't seem to have one
labelled "stop". Legally, too, they are on shaky ground. If you lost
your home or family to a man-made mini-quake gone wrong, who could
blame you if you sued? But these could be risks worth taking. If De
Rubeis and his colleagues can massage the strain out of the planet's
shoulders early enough, they hope there will be no build-up of
pressure to trigger a deadly tremor. Every year they could save
billions of dollars and thousands of lives.

The first hint that it might be possible to control earthquakes came
in 1966, when geologist David Evans noticed a cluster of tremors near
the Rocky Mountain Arsenal in Denver, Colorado. Staff were pumping
waste water into the Earth, and Evans suspected that this was
triggering the quakes. It turned out that the fluid was squeezing
into a fault line below the base and the resulting pressure was
pushing the two plates on either side of the fault apart. With less
friction, the plates could slip past each other more easily.

A year later, three geologists from the US Geological Survey put that
theory to the test. They pumped water into the ground at an oilfield
in Rangely, Colorado, and recorded seismic activity in the area. They
found that within a kilometre of the injection site the water
triggered an average of 28 mini-quakes per month. When they stopped
pumping it in, the quakes dropped to 1 per month. For the first time,
earthquake control seemed possible.

This idea was particularly appealing in the late 1960s, when
geologists were beginning to suspect that it was impossible to
predict quakes. Things haven't changed much. Over the years, people
have tested a thousand ways of predicting quakes, from measuring
radon concentrations in well water to watching animals for signs of
bizarre behaviour. But nothing has proved reliable.

Today most seismologists simply throw their hands up in despair at
the thought of predicting quakes, which is why the concept of
releasing the pent-up energy in the crust in a controlled fashion is
so attractive. But fluid injection probably isn't the answer. For
starters, it only seems to work over a small region. To control
something like the San Andreas-with over 1200 kilometres of fault
lines-the cost of drilling wells and pumping water would be huge, and
a logistical nightmare. And even drilling the holes might trigger a
quake.

But a new look at a series of experiments in Tajikistan in central
Asia in the mid-1970s is bringing fresh hope. A team of Soviet
geologists were shooting intense pulses of electromagnetic energy
more than 50 kilometres into the ground to measure the electrical
conductivity of the crust, hoping to better understand how and why
quakes happen.

To create these pulses, they used an exotic machine called a
magnetohydrodynamic generator, originally developed by the Soviet
military as an energy source for advanced weaponry. The machine is
powered by rocket engines that blast exhaust gases between the poles
of an extremely powerful magnet. Just as moving a wire through a
magnetic field creates a pulse of current, this jet of charged gas
creates an intense but short-lived electric field.

By sticking two electrodes four metres into the ground a few
kilometres apart, the geologists directed the electromagnetic pulses-
effectively a blast of artificial lightning-into the Earth.
Throughout the years of trials the mountains rumbled with weak
tremors, but no one thought that unusual in an area prone to quakes.

That changed in 1993, when Nikolay Tarasov, a seismologist at the
Institute of Earth Physics in Moscow, began a study to pin down how
nuclear explosions influence earthquakes. He had developed a
statistical method to determine whether seismic activity in a given
area had gone up or down after a blast. To get some background data
he turned to seismic records from his colleagues in central Asia.
Much to his surprise, Tarasov realised that the seismic activity
following these electromagnetic pulses was no fluke.

In fact, the results were staggering. The electromagnetic pulses were
brief-lasting 10 seconds at most-and the total energy input was a
modest 10 million joules, about the power of a single flash of
lightning. But the total seismic energy released afterwards was up to
a million times greater than the energy they had put in.

Tarasov delayed publication while he searched for other explanations.
Nothing turned up. Then in 1996 he looked at records from a site in
northern Tien Shan, where the same kind of generator had been fired
between 1983 and 1990. He found exactly the same effect. About two-
thirds of the pulses were followed by a significant increase in
rumblings-on average, seismic activity in the region increased three-
fold.

His first results came out in 1997 and by 2000 all of the work was
published (Volcanology and Seismology, vol 21, p 627). By then
Tarasov had teamed up with other geologists and, led by De Rubeis,
they began to study this phenomenon. Last year, De Rubeis secured
£50,000 from the European Union to explore the effect with Vladimir
Zeigarnik from the Russian Academy of Sciences' Institute for High
Temperatures in Moscow, Gennady Sobolev of the Academy's Institute of
Physics of the Earth, and other Georgian, Greek and Israeli
colleagues.

Their first task is to figure out what is going on. It is already
well established that quakes can be triggered by all kinds of events
such as nuclear tests and dam construction. But triggering quakes
with electromagnetic energy is a far sketchier proposal.

In the past, a few researchers have claimed that a spate of
earthquakes in the early 1900s could be attributed to an increase in
sunspots. The Sun was going through a spell of intense
electromagnetic activity at that time, which they believed was
somehow triggering quakes. But most geologists are sceptical. "The
physics would argue that this is pretty much impossible," says
Malcolm Johnston, a seismologist at the US Geological Survey in Menlo
Park, California.

Geologists assume that if electromagnetism is doing anything at all,
the most likely mechanism would be the "electrokinetic effect" in
which electric and magnetic fields force polar liquids such as water
to move about. If this mechanism is responsible, the physics behind
these mini-quakes would be much the same as that behind quakes
triggered by fluid injection.

But the currents required to move liquids in any substantial manner
are huge: "of the order of hundreds of amps", says Johnston. Not the
kind of input you can get from a solar storm, but just the jolt you
could get from a magnetohydrodynamic generator.

Johnston has seen the electrokinetic effect in action-but only in the
crust near the surface, not tens of kilometres down where the Russian
earthquakes originated. So could there be another explanation?

Alan Jones from the Geological Survey of Canada in Ottawa suggests
that the pulses could be striking a chord with rocks in the crust and
making them vibrate like a tuning fork, thanks to what's known as the
piezoelectric effect. These vibrations could trigger seismic
activity. But the piezoelectric effect only occurs in well-ordered
structures, like the aligned atoms in a crystal-not in the jumbled
mess of rock more typical of the Earth's crust. "There is some
evidence that rocks deep in the mantle-about 45 to 150 kilometres
down-might be ordered," says Jones. But he can't believe that this
ordering would survive the crushing forces at a fault.

Electromagnetic pulses could influence rocks in other ways, says De
Rubeis. Some seismologists suggest that the crust can act as a giant
capacitor, with huge multilayered sandwiches of water and solid rock
just micrometres thick storing up charge. It's thought that these
zones of charge tend to become aligned as stress builds up just
before an earthquake. The Russian generators could be helping to
align the charges, suggests De Rubeis, speeding that process. Or the
energy could be heating water trapped in the rock, raising the pore
pressure and-like fluid injection-reducing friction along the fault.
Eventually, De Rubeis thinks they will find several causes. "There is
not one mechanism-it is a combination," he says.

To put their theories on more solid ground, Sobolev and his crew have
begun to explore the problem in the lab. In their first tests they
applied pressure to a concrete block and recorded changes as they
passed a pulse of electricity through it. A blast of 0.9 joules
seemed to increase the rate at which cracks spread by between 2 and 5
per cent. And a burst of almost 150 joules increased the cracking by
up to 15 per cent. More experiments are needed, they say, using
realistic rock samples which contain water. The mechanism is still a
mystery, but at least they've confirmed that electromagnetic pulses
can actually affect rock.

"Sobolev is one of the leading experimentalists in the field," says
Carl Kisslinger, a seismologist from the University of Colorado who
is familiar with artificially induced quakes. But he's never heard of
electromagnetic quake triggering, and has little idea how it might
work. "It's just weird," he says. "But you have to keep an open mind
about anything that doesn't violate the basic laws of physics."

"To be honest," admits De Rubeis, "when I first saw this project I
was sceptical-I thought this argument was a little crazy." But the
more he learns about it, the more convinced he becomes. "Sometimes
good results come out of strange research."

Not surprisingly, De Rubeis and his team are treading carefully. They
say they need to work out the mechanism and put their statistical
data through a more rigorous analysis before they attempt more
experiments in the field. But some day they hope to address the most
important question of all: can these induced quakes be controlled?

In the US, it was the fear of runaway earthquakes that halted the
fluid injection experiments. Some level of control can be achieved by
pumping water out of surrounding areas before pumping the water in,
says John Booker, a geophysicist from the University of Washington in
Seattle, but there are no guarantees. And in a state where people sue
because their coffee is served too hot, trying to crack the spine of
the San Andreas would be a risky business. "As a seismologist, I
wouldn't turn a garden hose on up there," says Kisslinger. "I might
spend the rest of my life in court."

Even if you could relieve some of the crust's stress, you might end
up transmitting it elsewhere: triggering one quake could make
neighbouring stretches of a fault more likely to blow. "By triggering
thousands of small events, odds are that one of them would grow into
a damaging event," says Ellsworth. "I doubt that even Lloyds of
London would be interested in covering this bet." But De Rubeis and
his team hope that their technique will prove reliable. The tests in
Tien Shan were in highly earthquake-prone areas and, in retrospect,
firing pulses into the ground might not have been the brightest idea.
But, says Zeigarnik, the lack of any catastrophic event during the
years of trials might be more than good luck. It might mean that
something restricts the induced quakes to mini-tremors.

If, as he suggests, electromagnetic radiation has a built-in safety
brake that stops triggered quakes from getting too big, then that
will make it far more useful than any other method of earthquake
induction-regardless of logistical problems.

But it would come at a price: almost constant rumbling. To release
the energy stored in a potential magnitude 7 quake, for example,
would take about 30 earthquakes of magnitude 6. Or 10,000 magnitude 4
quakes. Or a million magnitude 2s. "Since even magnitude 4 events can
cause damage, you wouldn't want to stimulate events much larger than
this," says Booker. But playing it safe with magnitude 2s would mean
triggering 10 quakes a day for 300 years to drain off the stress.

Sobolev's colleague Alexey Nikolaev admits that they will probably
never stop quakes altogether. But in places such as California, Japan
or Central America, even a small reduction in their magnitude could
make all the difference. "If, for example, an earthquake would
normally have a magnitude of 7, we could reduce it to 6.7 by using
earthquakes of magnitude 4 or 5. Reduce the magnitude by 0.3 and
damage will be reduced by 2 times." That's half as many fallen
bridges, flattened buildings and lost lives. And if you live under
the constant threat of a deadly quake, any-thing that improves the
odds has got to be good news.

Is it possible that the Intifadah was planned from the beginning as a
way to break down Israeli resolve to divide Jerusalem, and accept a
foriegn presence? Joshua Waul makes some penetrating observations...

COMMENTARY

Greetings from Jerusalem,

I have been and mulling things over, and it seems to me that we may
be witness to a massive deception taking place.

I have suspected all along that the desired end goal for this
Intifadah was the presence of foreign "peacekeepers" which would
ultimately yield authority over the Israeli government and allow for
the division of Jerusalem as an "international" city.

While it is no secret that Arafat is not Pro-Israel, it is disturbing
to see the reality of an Israeli government, and populace divided
against itself.

Leader after leader seems to make in effect, the same decisions, even
though the rhetoric appears to come from opposite sides. It is
interesting to note, that Netanyahu, Barak, and Sharon, have all had
close ties with the Council on Foreign Relations, and while each of
them is considered an Israeli Hero and Patriot they make moves that
would seem designed to undermine long term Israeli interest, and even
Israeli sovereignty.

If we can look at the facts from an analytical rather than emotional
point, we may see that a great ruse is being foisted on the public in
order to get them to accept something that was previously unthinkable.

Back to the Negotiating Table

Land for Peace has been a divisive issue at the least, and one in
which many think is the undoing of the Middle East balance as a
whole. It is certainly undeniably against the will of God, as stated
over and over again in the Holy Bible. In fact, God has plenty to say
about it, and has some rather dire plans for those who carry it out.
Perhaps our world leaders would do well to remember this prior to
drafting their plans for "peace".

Throughout this entire Intifadah, it has been heard over and over
that the desired effect of a cease fire and end to the violence is to
go back to the negotiating table. The assumption is that we pick up
where Barak left off. Which if you remember was giving up 95% of
the "West Bank", half of Jerusalem, and at least a majority of the
Temple Mount area. There was of course even more that I won't restate
here. At the same time, Arafat turned his nose up at Camp David, and
started shooting.

At the time this was all so unacceptable to the Israeli public that
they ousted Barak and put Sharon in office. "Now" they thought, "we
will have Arafat for lunch, the Lion Sharon is in the drivers seat."
Well... that hasn't happened, even to the extent that Sharon just
yesterday said it was not in Israel's authority to decide who should
be the leader of the Palestinians, and therefore it was not our place
to take him or his regime out of power.

The Settlements, another capitulation?

To the dismay of many, Sharon is now making more sounds like he is
going to give up the settlements, and the settlers are really feeling
under intense pressure for their very survival. Settlers in Israel
are brave and undaunted souls who believe in the right of Israel to
live in all of its land, not just some chopped up imaginary version
of it. They know as should the world, that if you remove these people
from their villages which they have carved out of rocky hillsides at
great personal risk, that the enemy will move in like water over a
broken dam and set up points of attack, and claims to land rights
ever closer to the heart of Israel and Jerusalem. The enemy has
Israel surrounded now, they reason, and giving them even more of a
foothold is simply outrageous. Now, and I believe that this could be
part of the game plan, there are people within the YESHA (settlement)
enterprise trying to convince the others to give up and move out.
Here is part of a statement by one of the settlers angry with what he
perceives as a traitor or infiltrator in the ranks.

"The residents of YESHA are not only fighting for survival on two
fronts, namely against Arafat and his gang of terrorists and the
inability and refusal of the Sharon government to defend YESHA
residents, but now a third front has reared its ugly head. A
disgruntled and media crazed group urging YESHA residents to leave
their homes and return to within the "green line."

"It is true that we are living in dangerous and uncertain times.
Instead of having people encourage others to leave YESHA, we must
encourage more people to move to YESHA. Our lives depend on it! We
must go to all ends to discourage those that want to leave. We must
further our efforts to persuade the government to offer us more
supports. Without redoubling our efforts, YESHA will become victims
of Sharon's "agonizing compromises" that he is referring to
repeatedly.

"Now is the time to take action. Our existence is in more danger now
than when Barak was Prime Minister. There is still a chance for
surviving today. However With people like (Name Deleted), tomorrow
may be in doubt."

These settlers were until recently considered brave heroes who were
willing to risk all to help secure Israel's future and borders, and
now they are being threatened, harassed, and treated as enemies to
peace. They will not give in easily. This has made them targets of
Arafat, The Media, but more peculiarly, the Israeli Government. The
even stranger thing is that while it was expected from the left, no
one expected it from a right wing Sharon.

Once again the facts begin to emerge as something different from the
rhetoric. We find ourselves asking if there really is a Right and
Left, or if they are just different sides of the same coin being used
to manipulate people into a desired end. Playing on their emotions in
order to psychologically wear them down.

Wearing Down Resistance

Life in Israel is a roller coaster. A dear friend told me yesterday
that in 49 years he has never known a time when Israel wasn't at war.
It is in the spiritual realm always, and in the physical realm most
of the time, even in times of so called peace. This kind of existence
wears you down like a river smoothing a rock over time. When you add
to that the kind of daily destruction being delt with daily through
this war they call an Intifadah, then you can see nerves becoming
frazzled to the breaking point. This is exactly the desired effect of
the terrorist, and if my suspicions are correct, the people who are
really behind the PA outbreak of violence.

In a taxi ride the other day into East Jerusalem, the taxi driver
said he had lived in East Jerusalem for over 60 years. He said he can
never remember a time when it was worse than this. We think that all
past conflicts were somehow the big ones, but folks, this is the big
one! This taxi driver said he has never seen the level of hatred that
is in the hearts and minds of the Arabs here presently.

Both sides of this conflict have been supercharged in their emotions
to the point where they cannot hardly stand the tension in the air.
Waiting for something to break. War... anything... just bring an end
to it. Mothers cry out. Men feel as though they are handcuffed while
watching their families suffer and endure more pain. The media
continues to blame the victims, until SOMETHING IS ABOUT TO SNAP !!!!

And all the time... the world keeps saying....we must return to the
negotiating table. We must give negotiation another chance.

So what happens this time?

What They Wanted From The Beginning

Israel goes back and listens to the demands of the world to bring
In "International Observers" to keep the peace, Jerusalem hits the
Chopping block and is now no longer even considered part of Israel.
The settlement communities are forced to dismantle, while more land
is given away, and the Israeli public, so tired of war and conflict,
and children being blown apart finally say, OK, let's give this peace
a chance.

And that was, it would appear, the desired effect of the Intifadah
from the beginning.

Just some additional observations

Before Barak was elected I warned several people who planned to
support him of what I saw as the inevitable devastating consequences
of his plan for peace, and their response was, "Arafat is our only
peace partner. We don't like him, but he is all we've got. We are
tired of 50 years of sending our children off to wars. We just want
peace."

The public was already worn down to start with, and this action was
the needed straw to break that camels back. MAYBE! Israelis are not
so easy to break.

It would not surprise me however to see an agreement that Israel is
asked to endorse, and that requires all of the things I mentioned
above. It is very possible that we will see an all out war necessary
to bring this desired effect about.

Sharon is meeting as I write this with President Bush. Colin Powell
is doing a waffle dance, and the PA continues to do exactly what they
have done for the last nine months. Shoot Up, Blow Up, and Throw Up
(threats I mean).

The U.S. has put all of its defenses in the Middle East on its
highest state of war alert in reaction to threats from Osama Bin
Laden, and Sadaam Hussein. There are threats against Israel, the U.S.
and Britain. This is certainly nothing to sneeze at, and I pray that
the U.S. does not undergo a major terrorist attack at home. I know
that some day we are likely to see this breaking headline, and it
will be the start of a major downward spiral when we do. I have had a
sense this was coming, so prepare your hearts in the event that it
does happen.

The Kingdom Of The Lord Is At Hand

I cannot stress enough, and I know I sound like a broken record, that
TODAY is the day to get serious about your walk with the Lord. If you
or anyone you know is happily walking along with one foot in the
world and the other in the word, then it is time to make a whole
hearted decision to get that other foot out of the world!

God is about to erase all idolatry from the earth. Idolatry takes
many forms that you likely haven't even considered before. But I can
narrow it down into a small but mighty phrase, "everything we think,
desire, and do that is not in the direct will of God, IS idolatry!"
When we lift our thoughts above the thoughts of God we have replaced
Him on the throne, and we can do that even when we think we are doing
what is good. Who is in charge? Really? If it isn't easy to answer
that God is 100% in charge, then there is some dying to oneself that
needs to be done.

The greatest thing that man can lose is his relationship to God. ANY
idolatry, the smallest amount of it, takes us out of that
relationship. This is why He demands that we surrender 100% of who we
are to Him and let Him purge idolatry from our self, so that we can
be reconciled to Him and gain back our eternal lives. Yes He will
take you where you are and save you. But He is just getting started
at that point in His work to reshape you into His image, and He will
accept nothing less than complete transformation. You don't work for
it, it is all grace, the work of the Holy Spirit, but you can read in
John Chapter Six about what happened when the people weren't ready to
go through that transformation process, all but twelve turned and
walked away. They left! They gave up! Today may not be so difficult,
but the heat is being turned up and soon you are not going to be able
to take things as easy as you can now. I know that history repeats
itself, that most will take the wide path to destruction, and few
will enter thought the narrow gate to eternal life. It is not easy to
bear the thought of this, but the bible says it.

I am but a watchman on the wall. God has called me to Jerusalem to
stand on His word and proclaim His truth. I am in a constant breaking
process to lose myself, and in that process comes the blessing of
knowing the Father, and being able to see Him as Jesus saw Him. This
requires a pure heart, and that is something none of us can produce
in ourselves. Only God through His holy Spirit can produce that, and
only when a person is willing will He produce it.

Only the Pure of Heart will see God!

The days are winding down, the coming of Jesus is near, and we have
only the present moment in which we can be sure to follow Him, for
the next may never come. Lets not be foolish and let this moment pass
without devoting ourselves to Him, fully and completely.

Who is Shimon Peres really? He has never been elected to office, and
yet has been a constant presence in positions of high power. Shamir,
Dyan, Rabin, all had very worrisome opinions of him, and dire
warnings about him. Several writers have tied him to the Rabin
murder, and yet today he wields tremendous influence in the Sharon
government.

Noted novelist and commentator Gary Showalter gives a brief and

"The Most Dangerous Man in the Middle East"

As of June 20th ´01, Shimon Peres, and not Ariel Sharon, controls
the "kitchen cabinet" of Ariel Sharon's government. This is the group
that decides how and when Israel reacts to attacks by Arafat's
terrorists. Note this well Shimon Peres now has veto power over Ariel
Sharon.

In 1990, Peres pulled his original "dirty trick", when he schemed
with the haredi parties to destroy the unity government of Yitzhak
Shamir.

Secret negotiations held in Oslo between members of the PLO and of
the Israeli government (Shimon Peres and Mahmoud Abbas) led to a
mutual recognition in September 1993. Due to the agreements reached
there, in secret and without the knowledge of Yitzhak Rabin, Peres
was able to replace the decisions made in Madrid with the de facto
agreements made in Oslo. With this dirty trick, Shimon Peres damned
the people of Israel (both Arabs and Jews) with the presence of
Yasser Arafat and his murderous terror gangs.

During the bloody years since the signing of the Oslo Agreement,
Shimon Peres has traveled the world to raise money for the PA.
Through his Shimon Peres Center for Peace, he was worked to develop
the infrastructure of the PA, to bring in industry and investment
money into the PA.

Time and again, Shimon Peres has forced the government of Israel and
the Israeli media to avoid any statements that would reflect badly on
Yasser Arafat, since it would not look good to embarrass our "partner
for peace".

It has been the policy of both the Barak and the Sharon governments
that there will be no "international observer force" deployed in the
West Bank and Gaza. Yet, on November 9, ´00, Mabat on Channel One
reported that Ehud Barak believed that Shimon Peres was behind these
proposals. On June 12th of this year, the IDF radio reported that
Shimon Peres worked with the EU to put just such an observer force in
place. Needless to say, the Sharon government was furious with this,
and the force has since been removed.

It is the stated policy of Ariel Sharon that there will be no
negotiations with the PA while under fire, and yet that is exactly
what Peres is working toward, in cooperation with the EU.

The above represents a short list of the machinations of Shimon
Peres. This man, who has never been elected to any position in the
national government, has once again managed to maneuver himself into
a position of power contrary to the will of the people of Israel. The
people of Israel specifically voted against a Peres-led government
when it voted in the last national elections. Yet, that is exactly
what we have today.

Shimon Peres, has dedicated his life to building the State of
Palestine for Yasser Arafat. He has worked diligently to ensure that
Arafat has the political and financial support of the nations of the
world. He has worked to suppress anti-Arafat reporting, and to
suppress resistance to his policies by the people of Israel. This man
is once again in control of the government of Israel.

Shimon Peres, more than any other, is today the most dangerous man in
the Middle East. He has brought Yasser Arafat and his murder gangs
within the borders of the State of Israel, and all that has happened
since has brought the entire region to the verge of war. All of the
warnings of the "Lebanonization of Israel" by military experts since
before the Madrid Conference, studiously ignored by the left-wing
press in Israel, have now come true. The non-stop bloody murder of
Israelis (and the pillaging and murdering of the Arab population at
the hands of Arafat's many militias) since the signing of the Oslo
Agreement can, and should be, laid at the feet of Shimon Peres, and
no other.

Every demonstration, every article, every political event, every
contact with any Member of Knesset from now on should focus on this
man and his deadly policies, with the stated goal of forcing him out
of political life. Such a stench must be raised that the Labor Party
will have no choice but to disassociate itself from this man.

Ariel Sharon must be forced to go to the Labor Party and demand a
replacement for Shimon Peres in his government. This will only happen
if the people of the State of Israel make its voice heard in very
angry protest against the presence of this man in the Sharon
government.

I ask you to keep in mind these words from the personal diary of
Moshe Sharett, a former Prime Minister of Israel: "I have stated that
I totally and utterly reject [Shimon] Peres and consider his rise to
prominence a malignant, immoral disgrace. I will rend my clothes in
mourning for the State if I see him become a minister in the Israeli
government."

1) RESCUE EXCAVATION AT MODI'IN UNCOVERS JEWISH SETTLEMENT,
          A rescue excavation conducted by the Israel Antiquities Authority
(IAA) has uncovered remains of a Hasmonean period (1st century BC) Jewish
settlement that survived the Great Revolt but was destroyed by the Romans
following the Bar Kokhba Revolt (2nd century AD). The Hasmonean period
buildings are characterized by a good number of rooms with large
courtyards, water holes, oil-presses and agricultural installations.
Remains of a 2nd Temple period synagogue with a side entrance were found in
the center of the settlement. Four benches surrounded the central hall with
two rows of four columns on each side. A nearby courtyard with two exits
leading to a hiding complex was dated to the 2nd century AD. The synagogue
walls were covered with shades of red, orange and white plaster, pieces of
which were found on the synagogue floor. The synagogue was destroyed in the
early 2nd century by the Romans, as suggested by the pottery, coins and
signs of fire on the site. Alexander Onn, Director of the excavation on
behalf of the IAA, reports that the synagogue is similar in plan to those
found at Gamla, Masada and Herodion.
          Several unique artifacts were discovered, amongst them two stone
inscriptions - one bearing a relief of grapes and the second, a Greek
inscription; stoneware typical to 2nd Temple period Jewish homes based on
the belief that stone utensils remain ritually clean and could not be
defiled; Hellenistic and Roman period glass, and about 20 Roman bronze and
silver coins.
          The excavation was conducted by IAA archaeologists Alexander Onn,
Shlomit Wexler and Yehuda Rapiano, aided by about 90 workers, recruited via
the Israel Labor Exchange.
          Based on the IAA's recommendation, the Ministry of Housing will
divert the planned road. The IAA is interested in enlisting the Ministry of
Housing and the Modi'in Regional Council in an effort to convert the site
into an archaeological park open to the public. (By Osnat Goaz, IAA

2) MITCHELL TIMELINE ANNOUNCED
          Prime Minister Ariel Sharon and US Secretary of State Colin
Powell announced a timeline for implementation of the Mitchell Plan on June
28 which consists of seven days of quiet, followed by a six-week
cooling-off period, and then confidence-building measures that will
continue for what is as yet an undefined time period.
          Powell said that this timeline, which will ultimately culminate
in the renewal of final-status negotiations, was discussed with Palestinian
Authority Chairman Yasser Arafat during a three-hour meeting earlier in the
day in Ramallah.
          The announcement was made at a press conference in Jerusalem that
followed Powell's meeting with Sharon, Foreign Minister Shimon Peres, and
Defense Minister Binyamin Ben-Eliezer.
          After affirming Israel's commitment to the Mitchell Committee's
report, Sharon said that "We see the continuation in the following way: A
total and complete cessation of terror, violence, and incitement. When
there will be complete quiet, there will be a seven-day testing period to
see how the PA stands by its commitments."
          This period, Sharon said, will be followed by a six-week cooling
off period, during which there must be complete quiet. "If there is
complete quiet, we will go to the next stage, the confidence building
measures, which we will not spell out at this time."
          In contrast to the recent Bush-Sharon press conference in
Washington, where differences between the US and Israel came to the
surface, Powell confirmed Sharon's detailing of the timeline.
          Regarding when the seven-day period will start, Powell said it
will begin "at some point in the future, when quiet occurs, when we will
measure the chairman's actions." He said that the timeline is consistent
with what was discussed in the afternoon with Arafat.
          Peres told reporters after the press conference that this
seven-day period could start immediately if there is a day of quiet.
          As to when the cooling off period begins, Powell said that Sharon
and the government would have to ultimately make the judgement "as to
whether there is a cease-fire, because they are party to the agreement. It
is the two parties who will have to decide together that they can move
forward into the cooling off period - both the Palestinian and Israeli
sides."
          If there is violence during the seven-day period, Powell said,
"then we don't have seven quiet days." And once the cooling off period has
begun, Powell said, the goal will be to "slowly build up the level of trust
and confidence through these measures where the sides will feel they have
developed enough trust and confidence that they can go back to final-status

         PRAYER FOCUS: Thank God that the US has agreed with Israel that
there must be a complete cessation of violence before the Mitchell Plan can
be followed. Pray with us that God will guide this nation just as He did
in days of old. May they look to Him as their ancestors looked for the
cloud by day and the pillar of fire by night. When the cloud/pillar moved
so did the Israelites led by Moses. Pray that Prime Minister Sharon and
the people of Israel will follow God.
          SCRIPTURE: "At the Lord's command the Israelites set out, and at
His command they encamped. As long as the cloud stayed over the
tabernacle, they remained in camp…At the Lord's command they encamped, and
at the Lord's command they set out. They obeyed the Lord's order, in
accordance with His command through Moses" (Numbers 9:18,23).

3) ARAFAT FREES DOLPHINARIUM TERRORISTS
          "There is no better example of the cynical attitude of the
Palestinian Authority," and of Arafat himself, to acts of terror than their
handling of the Dolphinarium suicide slaughter that claimed 21 young lives.
So wrote military correspondent Ze'ev Schiff in Ha'aretz (June 22). He
recounted that Israel's General Security Services quickly found out the
names of two people who had dispatched the bomber, and although they
presented their names to Palestinian security leaders and requested that
they be arrested, this did not happen. Instead, the two were summoned for a
conversation with PA security agents, admitted their involvement in the
massacre, signed their consent not to carry out similar activities in the
future - and were sent home! This, despite the Tenet agreement stipulation
that the PA arrest those responsible for terrorism.
         Voice of Israel Radio reported on June 24 in the name of German
media sources that Arafat had written a letter of congratulations to the
family of the Dolphinarium suicide bomber. Arafat reportedly wrote that the
killer's self-sacrifice is worthy of admiration.
         German TV reports that Palestinian Authority Chairman Yasser
Arafat praised the suicide bomber who killed 21 people when he blew himself
up outside Tel Aviv's Dolphinarium at the beginning of the month as a
"wonderful example of a hero" in a letter obtained by the German television
program Weltspiegel. The program displayed the letter, which was signed by
Arafat, in a broadcast on June 23. Arafat's office called the letter a
"clear forgery." (Arutz 7, Jerusalem Post, June 24 and 25, 2001)

4) POLLS SHOW PALESTINIANS WANT TO DESTROY ISRAEL
          Results of the latest poll conducted this month to examine
Palestinian opinions on relations with Israel were published this week by
the Jerusalem Media Center, headed by Rassan al-Hatib. It is the 41st such
poll carried out by the center.
          There is no good news in the results of this poll, although 38.1
percent said they still support future peace agreements with Israel. Like
many Israelis, most Palestinians (53.9 percent of those polled) oppose the
Oslo Accords. A very high percentage of Palestinians - 79 percent -
continue to support the Intifada (uprising) representing a rise from 70.1
percent in December 2000. Furthermore, 68.6 percent say they now support
suicide attacks against Israelis, compared with 66.2 percent in April, and
only 26.1 percent in March 1999.
          These figures naturally reflect a high level of frustration among
Palestinians, who now believe that only the use of force will enable them
to achieve national goals.
          But most troubling is the way in which the Palestinians polled
see the goals of the current Intifada. One could assume that a vast
majority would have replied that the aim of the current conflict is to end
"the Israeli occupation" and set up a Palestinian state, as declared by the
Palestinian leadership.
          But only 45.6 percent gave that answer, while 41.2 percent said
that the goal of the current Intifada is a "complete liberation of
Palestinian land" - "complete liberation," in other words the destruction
of the state of Israel.
          Some 9.2 percent believe that the Intifada's goal is to achieve a
tactical improvement in conditions for negotiating with Israel.
          An additional expression, which effectively means an end to the
state of Israel, was used in another question included in the survey. In
that question, participants were asked to express their opinion about the
possibility of solving the conflict and military confrontation by setting
up a "binational state" on the entire territory of Palestine.
          This tendency toward expanding the goals of the current Intifada
is also apparent in the attitudes exhibited toward the Jewish settlements
in the territories. On this issue - which is a central goal of Palestinian
propaganda - the Palestinians have already clinched a significant
achievement, in the Mitchell Committee's demand to freeze all settlements,
even with regard to their natural growth needs. Furthermore, this freeze is
supposed to be only part of confidence-building measures, while the future
of the settlements is left by the Mitchell Committee to the final status
negotiations.
          Yet, even if an end is put (to use the terminology of the
pollsters) to the settlements in general - 67.1 percent say that they do
not agree to stop the Intifada. Only 25.1 percent say that if "the Jewish
settlement" is stopped, the Intifada can come to an end.
          In light of these answers - specifically the view which sees the
goal of the current Intifada as the liberation of the entire territory of
Palestine - the Palestinian claim that Israel is responding to the Intifada
with too much force and causing undue suffering is surprising.
          It is strange that the Palestinians on the one hand wish to bring
an end to the state of Israel, while on the other hand complain about its
anger and response.
          Finally, the Palestinians have a clear answer to one question
troubling many Israelis. Is Arafat in control of what is happening in the
Palestinian Authority? Some 71.6 percent believe that he has full control.

motivations of the PLO, its leadership and the Palestinian people. We pray
that the Palestinian people would have their eyes opened to see the truth
of God's Word and understand the futility of fighting against God's plans
for the Jewish people and the nation of Israel.
          SCRIPTURE: "They will say, 'This land that was laid waste has
become like the garden of Eden; the cities that were lying in ruins,
desolate and destroyed, are now fortified and inhabited.' Then the nations
around you that remain will know that I the Lord have rebuilt what was
destroyed and have replanted what was desolate. I the Lord have spoken,
and I will do it" (Eze. 36:35-36).
   
5) CLINTON TO ARAFAT: "IT'S ALL YOUR FAULT"
          Nearly a year after he failed to achieve a deal at Camp David,
former president Bill Clinton gave vent to his frustrations this week over
the collapse of peace in the Mideast. And Clinton directed his ire at one
man: Yasser Arafat. On June 26, Clinton told guests at a party at the
Manhattan apartment of former U.N. ambassador Richard Holbrooke and his
wife, writer Kati Marton, that Arafat called to bid him farewell three days
before he left office. "You are a great man," Arafat said. "The hell I am,"
Clinton said he responded. "I'm a colossal failure, and you made me one."
          Clinton said he told Arafat that by turning down the best peace
deal he was ever going to get - the one proffered by Israeli Prime Minister
Ehud Barak and brokered by Clinton last July - the Palestinian leader was
only guaranteeing the election of the hawkish Ariel Sharon, the current
Israeli leader. But Arafat didn't listen. Sharon was elected in a landslide
victory on Feb. 6 and has gradually escalated his crackdown on the
Palestinians despite a shaky ceasefire negotiated two weeks ago by CIA
chief George Tenet.
        Clinton has refused most interview requests since he left office
Jan. 20. But at the party Clinton captivated guests for nearly an hour with
an insider's tale of the Camp David talks. Among the listeners, who
gathered around the former president as he cheerfully downed Diet Cokes and
hors d'oeuvres, were Holbrooke, former NATO commander Gen. Wesley Clark and
John Negroponte, who has been nominated by President Bush to replace
Holbrooke as U.N. ambassador.
         Clinton said, somewhat surprisingly, that he never expected to
close the deal at Camp David. But he made it clear that the breakdown of
the peace process and the nine months of deadly intifada since then were
very much on his mind. He described Arafat as an aging leader who relishes
his own sense of victimhood and seems incapable of making a final peace
deal. "He could only get to step five, and he needed to get to step 10,"
the former president said. But Clinton expressed hope in the younger
generation of Palestinian officials, suggesting that a post-Arafat
Palestinian leader might be able to make peace, perhaps in as little as
several years. "I'm just sorry I blew this Middle East thing," Clinton said
shortly before leaving. "But I don't know what else I could have done."
        Clinton also revealed that, contrary to most conventional wisdom
after Camp David ended on July 25, 2000, the key issue that torpedoed the
talks in their final stages was not the division of East Jerusalem between
Palestinians and Israelis, but the Palestinian demand for a "right of
return" of refugees to Israel. On Jerusalem, he said, the two sides were
down to dickering over final language on who would get sovereignty over
which part of the Western Wall. But Arafat continued to demand that large
numbers of Palestinian refugees, mainly from the 1967 and 1948 wars, be
allowed to return - numbers that Clinton said both of them knew were
unacceptable to the Israelis.
         Clinton said he bluntly contradicted Arafat when, in one of their
final conversations, the Palestinian leader expressed doubts that the
ancient Jewish temple actually lay beneath the Islamic-run compound in
Jerusalem containing the holy Al Aqsa Mosque and the Dome of the Rock. This
was a critical point of dispute, since the Western Wall, a remnant of the
temple's retaining wall, is the holiest site in Judaism and one the
Israelis were intent on maintaining sovereignty over. "I know it's there,"
Clinton said he told Arafat. The so-called Al Aqsa intifada began after
Ariel Sharon made a controversial visit to the disputed compound on Sept.

6) US HOUSE: PLO CAN BE PENALIZED FOR NOT FIGHTING TERROR
          The Bush administration's US $15.2 billion 2002 foreign-aid
request advanced through a key subcommittee on June 27, but not before
legislators attached a provision that obligates the president to assess
whether the PLO is fighting terrorism and to impose sanctions on the
Palestinians if he determines it is not.
          Specifically, the president must check whether the PLO, in
accordance with signed accords with Israel, is renouncing the use of
terrorism and taking disciplinary action against any PLO personnel that are
determined to be involved in acts of terrorism or violence.
          If the president cannot determine that the PLO is in compliance
with its commitments, he must impose one or more of the following sanctions
for a time period of at least six months: Close the Palestinian information
office in Washington; designate the PLO, or one of its constituent groups,
as a terrorist organization; limit assistance provided to Palestinians to
humanitarian aid.
          The bill, however, says that sanctions can be waived if the
president determines that it is in the US's "national security interests."
A similar waiver is included in the Jerusalem Embassy Act, which instructs
the US to move its embassy immediately from Tel Aviv to Jerusalem. Bush
invoked that waiver earlier this month to delay the move.
          The bill still needs to be approved by the House Appropriations
Committee before it goes to the full House. The committee vote will not
come before July 10, when legislators return from recess. (By Janine

7) US JEWS DECLARE DAY OF PRAYER FOR ISRAEL
          Declaring July 8, Shiva-Asar -Betammuz, a day of prayer and
action for Israel, the Orthodox Union and the Rabbinical Council of America
(RCA) are urging nationwide prayer and action programs. "This year, with
Israel under attack, North American Jewry must come together to demonstrate
our commitment to our fellow Jews in Israel, to pray, and to learn how each
one of us can make a difference," said RCA president Rabbi Hershel Billet
in a release. (Melissa Radler, Jerusalem Post, June 24, 2001)

          PRAYER FOCUS: We encourage all Christians who love Israel and
want to stand with the Jewish people in their time of need to join with our
Jewish brothers and make July 8 a day of united prayer for the State of
Israel.
          SCRIPTURE: "If My people, who are called by My name, will humble
themselves and pray and seek My face and turn from their wicked ways, then
will I hear from heaven and will forgive their sin and will heal their
land" (II Chron. 7:14).

8) THE WAR AND THE ECONOMY
          How is Israel's economy faring during this mini-war? A recent
report by the Ministry of Industry and Trade (MOIT) finds that it's doing
quite well, thanks. Among some of the data: There are around 4,000
high-tech companies in Israel, the highest concentration outside
California. The Israeli shekel was one of the strongest currencies in the
world last year, appreciating 2.87% compared to the dollar, and almost 11%
compared to the Euro. Exports rose in 2000 by 24.4%, while foreign currency
reserves reached an all-time high of US $22.93 billion. The Tel Aviv Stock
Exchange (TASE) was the 6th-best performing market, according to Merrill
Lynch's year-end report, and Israel's zero inflation rate was the lowest
level since 1951. Ratings companies such as Salomon Smith Barney and
Moody's have, as recently as last month, reaffirmed Israel's credit rating.
Exports for the fourth quarter of 2000 were $7.7 billion, up by 16.3%
compared to the same period the year before.
         What has been affected, asks the MOIT report? Agriculture and
construction, industries that rely on Arab employment, have experienced a
slowdown; Palestinians comprise only 1% of the Israeli industrial
workforce. The Bank of Israel estimates that the disturbances have resulted
in a once-off cost to the economy of approximately 1% of GDP, still leaving
a healthy 5.9% GDP figure for 2000 - a per capita growth rate of 3.4%. The
Federation of Israeli Chambers of Commerce estimates the total cost to
Israel at US $2 billion: US $1 billion in tourism, US $750 million in
construction, and US $250 million in exports to the Palestinian Authority.
During the first nine months of 2000, tourism arrivals increased by 25%,
but during the remaining three months, it dropped 54% compared to the same
period in 1999. The International Monetary Fund Report of May 2001
concludes, "The exchange rate, inflation, and market-based inflation
expectations have exhibited remarkable stability. This is no doubt a
reflection of the authorities' success in establishing credibility, on both
the fiscal and monetary policy fronts, for which they should be highly
commended. [There is] optimism that the Israeli economy will emerge from
the current downturn with financial stability intact, and poised for a
resumption of rapid, sustainable output growth… The Israeli economy is
mature, stable and strong. Barring an unlikely serious deterioration of the
situation, the effects on the economy will be relatively mild and should
not affect fundamentals." (Arutz 7, June 25, 2001)

          PRAYER FOCUS: Pray for the Lord to continue to bless the nation
of Israel with a good economy. Pray for the sectors (and the families who
depend on income from these sectors) which have been negatively affected by
the current unrest: tourism, agriculture and construction.
          SCRIPTURE: "Proclaim further: This is what the Lord Almighty
says: 'My towns will again overflow with prosperity, and the Lord will
again comfort Zion and choose Jerusalem'" (Zech. 1:17).

9) ACCESS TO JORDON RIVER BAPTISM SITE TO BE MADE EASIER
          Kasr l-Yahud, the traditional baptism site at the Jordan River
near Jericho identified as the place where John the Baptist baptized Jesus,
will be more accessible to tourists in about six months, according to the
Tourism Ministry.
         The ministry announced that Tourism Minister Rehavam Ze'evi had
ordered that renovations at the site - including clearing land mines - be
continued. The ministry said that the work would be carried out in
cooperation with the Christian communities that maintain churches and
monasteries in the area. Kasr al-Yahud is recognized by the Catholic and
Orthodox churches. Another baptism site, the Yardenit, at the Jordan near
Lake Kinneret (Sea of Galilee) is used mostly by Protestant visitors. In
addition, Jordanian authorities have developed another location, East of
the Jordan, which they maintain is the original baptism site. (By Haim

10) NEW WATER PLANT AND PLANS
          A new installation for recovering and recycling drainage water
was launched today near Netanya. It will produce five million cubic meters
of water a year, which will be used for agriculture in the nearby Hefer
Valley area. Mekorot Water Company head Amos Epstein said at the dedication
ceremony, "Israel is one of the world's leading countries in water
recovery, and has not yet reached its full potential in this area." The
Knesset established a parliamentary investigative committee on June 26,
headed by Likud MK David Magen, to investigate why the water crisis began
and what can be done to solve it. (Arutz 7, June 26, 2001)

11) OPERATION JOSHUA LAUNCHED IN THE US
          A new initiative has been launched to send one or two members of
every synagogue in the United States to Israel in the coming months. Dubbed
"Operation Joshua," the campaign is the latest effort to show solidarity
with the Jewish state. It is being organized by the Israel Government
Tourist Office, with the assistance of the Conference of Presidents of
Major American Jewish Organizations. (Jerusalem Post, June 24, 2001)

Fathers with doubts put paternity to secret test

A COMPANY offering a quick and easy mail-order paternity test that can
be carried out in secret by either parent without the other's knowledge
has been flooded with orders since it began advertising on the internet.
The test, by the German company Papacheck, costs the equivalent of £200,
less than a tenth of the cost of rival DNA tests, and is so simple that it
can be carried out with nothing more than a few strands of hair or the
genetic material contained in the saliva left on a cigarette stub.

The parent needs only to wipe a swab over the inside of their mouth and
that of the child and send it to the Papacheck laboratory near Hamburg. If
for any reason a swab is not possible, an alternative such as a minimum of
10 hairs is accepted. Seven days later the results are posted back.

Papacheck's laboratory director, Henrietta Tewes, said: "We have been
amazed by the response. This test has demonstrated that there is clearly a
huge demand. Men who have been wondering for years if their child is
really their own have now been offered the chance to do something about it
in a cheap and easy way.

"We offer fathers the chance to put their minds at rest without having to
say a word, because we don't need a sample from the mother. It also avoids
any unpleasant rows or the crockery getting smashed up."

She added that although the test was aimed at men, the firm had been
surprised at the number of women applying to find out who really was the
father of their baby.

The number of women asking for the kit has grown to such an extent that
the company's website now also gives hints on how to collect the necessary
DNA secretly from a man, for example through shaving stubble or lip prints.

Mrs Tewes said: "We make it clear that it's better if all parties are
informed but we do not insist. We assume that the man or woman signing the
contract will have informed the other partner. But we respect the client's
privacy and know that in some cases it is not possible for them to discuss
it."

She said that the test was fast and accurate and that it had not been
difficult to develop because the technology was already in existence; it
was simply a question of adapting it to provide a quick and affordable
service. "It is based on genetic fingerprint technology that has been in
use for years and the results are very reliable. It is the same technique
as the police employ when carrying out mass DNA testing in rape or murder
cases."

Ian Mackay, a spokesman for the London-based organisation Families Need
Fathers, which fights for a man's right to maintain a relationship with
his child after a split, said: "The need for such a test is certainly not
ill-founded. One in five children born inside a relationship is fathered
by someone outside the relationship. In most cases, the man knows nothing
about it." He added that the knowledge brought by the DIY paternity tests
was not always easy to deal with. "It can be very traumatic for the child
if the information is not handled correctly," he said.

Papacheck maintains that its kit can not only spare families unnecessary
stress, it can also save them time and money. A German man who has
already
paid more than £230,000 in maintenance and gifts to a teenage daughter
discovered through standard DNA testing last week that the girl he
believed was his daughter had been fathered by someone else. He was
nevertheless ordered by the courts to continue paying. Karl-Heinz Tietz,
38, from Berlin, was ordered to maintain payments because the court
decided he had left it too late to challenge the matter.

*** Jordan allows return of Hamas chief

AMMAN, Jordan (AP) - King Abdullah II reversed his order exiling
Ibrahim Ghosheh after the senior Hamas leader promised to cut ties
with the Islamic militant group, the government said Thursday. The
1999 expulsion order was issued at the urging of the United States
and Israel. The official Petra news agency carried the text of what
it said was a handwritten letter by the 65-year-old Ghosheh in which
he pledged to "freeze my political, information and organizational
activities with Hamas." The agency said Ghosheh sent the letter from
Bangkok, Thailand. He flew there Wednesday night after holding a
two-week vigil in the Amman airport in hopes of being allowed to
enter Jordan. The king's move puts an end to a dispute between
Jordan and Hamas over Ghosheh and three other senior leaders whom
the kingdom exiled to Qatar under Israeli and American pressure in
November 1999. Ghosheh was a Jordan-based spokesman for Hamas.

*** N. Korean asylum-seekers leave China

BEIJING (AP) - Seven North Koreans who took refuge in a U.N. office
in Beijing asking for asylum in South Korea left China on Friday for
an unidentified third country, a U.N. official said. The family - a
couple, two teen-agers, two grandparents and a nephew - had holed up
for four days in the Beijing office of the U.N. High Commissioner
for Refugees, saying they faced persecution in their homeland. China
in the past has forcibly returned North Koreans under similar
circumstances but agreed to let this family leave, said Colin
Mitchell, head of UNHCR's China office. "China had no objection to
their departure. There were some health concerns in the family that
could be more adequately addressed elsewhere," he said. There had
been no mention of health problems in the family before. That raised
the possibility that the arrangement was a face-saving way for China
to exit a tough diplomatic spot.

PONTIAC, Mich. (AP) - Grammy-winning rapper Eminem received one year
of probation Thursday for a weapons charge authorities say stemmed
from a dispute with a rival Detroit rap group. The 28-year-old star
could have gotten up to five years in prison. Eminem, who has been
criticized for his violent and anti-gay lyrics, was accused of
pulling a 9mm semiautomatic gun in a Royal Oak parking lot during an
argument last June with associates of the rap group Insane Clown
Posse. Witnesses said Eminem did not point the gun at anyone, and
the rapper said it was not loaded. He pleaded no contest to charges
of carrying a concealed weapon and brandishing a weapon.

Nelson said Wednesday. The 50-year-old rock star announced the news
to the tour party the night before the wedding, saying there would

he told them. On June 21 the couple did it again; Little Richard
married them at their Malibu home in front of about 40 friends and
family members. "This time it's for spiritual reasons," Petty said.

still great friends. It happened awhile ago." A spokeswoman for
Bratt in New York, Ina Trecioka, also confirmed that the two were no
longer together. Bratt, 37, who co-starred on the NBC legal drama
"Law & Order," was at Roberts' side when she won a best-actress
Oscar in March for her performance in "Erin Brockovich." Roberts,
33, co-stars in the film "America's Sweethearts" with Catherine
Zeta-Jones, John Cusack and Billy Crystal, which opens July 20. Her
love life has been tabloid fodder for years. She broke up with
Kiefer Sutherland in 1991 on the eve of their wedding and was

*** Sweden to protect animals on road

STOCKHOLM, Sweden (AP) - A new highway in southern Sweden will
include tunnels to allow wild boars, moose, and other animals to
cross the road safely, the government said Thursday. Eight tunnels
will be built under the 18-mile, four-lane highway at a cost of
about $1.4 million, spokeswoman Gunilla Andersson of the National
Road Administration said. Each tunnel will be 33 feet wide and 15
feet high and will be located along stretches frequented by
wildlife, she said. To encourage the animals to use the tunnels,
bushes and fences will be placed at the entrances to shield them
from light and noise from the highway. Construction of the tunnels
is scheduled to start during the second half of next year.
"Naturally, people will also be allowed to use the tunnels,"
Andersson said. The road administration has previously built two
smaller tunnels for frogs and toads in southwestern Sweden, and a
bridge for moose outside the west coast city of Uddevalla.

Varuna points way to 10th solar planet

PARIS: A large asteroid, named Varuna after the lord of the cosmos in Hindu
mythology, has been spotted in the outer fringes of the Solar System, a
discovery which suggests the Sun may have more than nine planets,
astronomers say.

Varuna was detected last November by Arizona-based astronomers in the
Spacewatch Project, a scheme aimed at scouring the asteroid belts to look,
in part, for rogue rocks that could be a potential threat to Earth.

The spherical object is 900 km in diameter, which makes it only a tad
smaller than Charon, the tiny moon that orbits Pluto, the most distant of the
Sun's nine known planets.

The discovery, by a team led by David Jewitt of the Institute of Astronomy in
Honolulu, is reported last week in Nature, the British science weekly. Until
1992, Pluto and Charon were the only known objects in the Kuiper Belt, an
ancient ring of icy bodies believed to be have been formed from the outer
reaches of material that swirled around the infant Sun billions of years ago.

Since then, more than 400 other Kuiper Belt objects have been discovered
by powerful telescopes. But astronomers suspect the belt could hold
hundreds of thousands of rocks 100 km across, and possibly billions of
others 10 kms across. The biggest handicap to identifying them has been
the poor reflectivity of these objects.

They are so far from the Sun that solar rays are terribly weak, and many of
the objects themselves are dark, which means that they reflect very little
light to enable astronomers to identify and measure them.

In Varuna's case, the asteroid was easy to spot because it shone brightly,
thanks to its reflective surface. In a commentary, US-based astronomers
Stephen Tegler and William Romanishin said they were excited by the
discovery of Varuna.

It could vindicate the US astronomer Clyde Tombaugh, who in 1930 found
"Planet X," the long-suspected ninth planet of the Solar System, and named
it Pluto, but continued his search of Kuiper Belt in the belief that other
planets were still to be discovered, they said.

"Their work raises the possibility that Pluto is not the only Planet X, but
perhaps one of several," said Tegler and Romanishin. "We can now imagine
that bodies even larger and more distant than Pluto will be found."

Other discoveries could come with the launch of a space-based telescope in
2002 to measure the infrared emissions of distant objects, something that is
difficult to accurately achieve from the Earth because of the filtering effect of
our planet's atmosphere, they said.(AFP)

A senior member of the Al Aqsa Regiment, a group linked to Palestinian
Authority Chairman Yasser Arafat's Fatah movement, said the organization
would continue to carry out attacls against Israelis in Areas B and C, which
are not under Palestinian security control, Army Radio reported.

His remarks were made in an interview published Friday in Kol Ul-Arab, an
Israeli-Arab weekly, and come in opposition to declarations made by Arafat,
who stated that the cease-fire applied to all areas, including areas B and C
and the Jewish settlements.

The senior member of the Al Aqsa Regiment was interviewed prior to the
shooting attack Thursday near Jenin in which Katya Weintraub was killed.
He said that in the coming days revenge attacks would be carried out
against Israel for the death of Fatah member Osama Jawarbe, who was killed
when a public telephone booth he was using in Nablus exploded.

Unborn Cloned Calf From Iowa Sells at Auction

CEDAR RAPIDS, Iowa (Reuters) - An unborn calf cloned from a Grand
Champion Holstein cow was sold at auction on Thursday for $100,000 to a
40-member syndicate from Iowa, officials said.

The buyers said they planned to house the cloned calf, due to be delivered in
January 2002, with its duplicate, Grand Champion Holstein Deborah, at the
Regancrest Farms of Waukon, Iowa.

Over the past nine months, just two other cloned calves have been auctioned
off, the first in Wisconsin for $82,000 and the second in Maryland for
$49,000.

Deborah's owner was approached about cloning after she had difficulty
producing calves. The process began in March at Cyagra, a Worchester,
Massachusetts, biotechnology firm.

DNA from the Deborah's cells was implanted in 20 surrogate cows but so far
half the embryos have died.

Cyagra said the buyer would be refunded if none of the clones survive. If more
than one lives, they will be sold to Regan's farm at $5,000 apiece.

``It's a duplicate, an exact replica and it will be normal in every way and its
going to have the same DNA as Deborah,'' said Cyagra spokesman Ron
Gillespie.

The value of a two-time Grand Champion Holstein like Deborah may be
diminished by her inability to reproduce, but cloning allows her to pass on
her ``exceptional'' genetic traits, Gillespie said.

Deborah's owner, Frank Regan, said he discussed with his partners the
ethics of cloning their prized heifer.

``In livestock I think it's probably all right, but I don't believe in it for humans,''
Regan said.

Meat from cloned animals for consumption has yet to gain approval from
U.S. federal regulatory agencies, though the Agriculture Department and the
Food and Drug Administration (news - web sites) are conducting testing.

Hubble Finds Mysterious Saturn-Sized Objects

Throw another log on the fiery debate as to what makes a planet: Six
Saturn-sized objects that neither shine like stars nor orbit like planets
were recently discovered by the Hubble Space Telescope (news - web sites).

Scientists at the Space Telescope Science Institute unintentionally
discovered the enigmas while trying to measure the size of stars in the M22
globular cluster, about 8,500 light years from Earth. The cluster lies a
third of the way between Earth and the center of the Milky Way and is home to
some the oldest stars in the universe.

The measurements the team came away with, published in this week's issue of
the journal Nature, revealed dark objects with masses at least a quarter the
size of Jupiter. The objects did not appear to be orbiting with any stars
though.

That means the objects are not planets, at least according to recently
released guidelines drafted by the International Astronomical Union.

To Kailash Sahu and the other scientists that made the observations, they
have found objects that by all definitions are planets, albeit lost and
wandering.

"We explored every other possible explanation," said Sahu. "We asked, 'Maybe
it’s a cosmic ray? Something wrong with the data processing, or the data
itself?' But this may be the only possible explanation."

Mark McCaughrean of Germany's Potsdam Astrophysical Institute said there are
other possible explanations for objects like these, albeit speculative.

"These objects might well be the equivalent of the free-floating
planetary-mass objects recently discovered in the star-forming Sigma Orionis
region," he said. "Those objects apparently formed in the same way in which
stars form, but ended up with less mass than brown dwarf stars, and so I have
suggested that they be called "sub-brown dwarfs" (stars).

"In the case of M22's objects, the mass seems to be at least another factor
of 10 lower than the Sigma Orionis sub-brown dwarfs, which might be explained
by the much lower metallicity in stars in a globular cluster. The earliest
stars are metal-poor, as they were some of the first stars to form," he said.

The STScI scientists and McCaughrean agree that the latest observations are
intriguing enough to warrant further investigation. The data was recorded
every three days for four months starting in February 2001.

"We are going to make more observations that last at least a week," said Nino
Palagia of STScI. "That way it is highly probable that the planetary bodies
will be perfectly characterized."

McCaughreen, though, is more skeptical of the possibility of making accurate
measurements with Hubble again, as the planet-esque bodies will have moved on.

"A key thing is to make much more frequent measurements… [They] say they're
going to do this with the Hubble for seven days continuously, but it's not
clear that's enough," he said. "After all, they only saw six events in four
months of sporadic monitoring, and so the chances of seeing one in seven days
are low."

NAKED-EYE COMET: Comet C/2001 A2 (better known as "Comet LINEAR") makes its
closest approach to Earth on Saturday, June 30th. Glowing at visual
magnitude 4, Comet LINEAR is not spectacular like, e.g., Comet Hale-Bopp of
1997, but it will be easy to spot with the unaided eye. Astronomers have
watched this comet intently in recent months as it repeatedly crumbled and
brightened. The capricious snowball from the outer solar system could yet
hold surprises for observers in the days and weeks ahead.

Mother God' worshipped at group's gathering for CBF annual meeting

ATLANTA (BP)--With songs and prayers to "Mother God," an auxiliary
organization of the Cooperative Baptist Fellowship opened its annual meeting
at the CBF General Assembly Thursday with a clear message -- the current
controversy is about more than women pastors. The annual Baptist Women
in Ministry breakfast was rife with stridently feminist God language,
culminating in a litany read by BWIM members about their discomfort at
calling God "Father," "Lord," and "King."

The CBF promotes Baptist Women in Ministry as a partner in missions and
ministry and will give BWIM $30,000 from the 2001-02 CBF operating budget.
 

The BWIM breakfast was promoted in the CBF national magazine,
Fellowship, and in the official program of the General Assembly. Participants
included CBF Coordinating Council member Carolyn Weatherford Crumpler,
a BWIM board member, and new BWIM president Karen Massey, a
professor at the CBF-sponsored McAfee School of Theology at Mercer
University.

The group sang a hymn to "strong mother God," whom the song praised as
"working night and day, planning all the wonders of creation, setting each
equation, genius at play." The hymn went on to designate the Deity as the
"old aching God" and the "young, growing God" who is "eager, on the move."
 

During the litany, participants chanted in unison that they "can say" the
words Jesus Christ and Holy Spirit, "no problem." God the Father, however,
is an altogether different story. The litany continued:

"But what of you, O first person of the Trinity?

If I don't pay attention during church

I can roll through all those names without a hitch:

Father, Lord, King.

But when I hear myself, or focus on the words upon the page,

I falter, resisting human baggage of human fathers, lords, kings

But human baggage cannot weigh you down."

The litany went on to assert that this reticence to call God "Father" or "Lord"
might be because "we know instinctively that to name something is to
control it as Adam named the animals."

Radical feminist theologians have long insisted that terms such as "Father,"
"Lord," and "King" are oppressive to women because they represent a male-
dominated patriarchy.

Feminist language for God continued throughout the two-hour long business
session and worship service. BWIM treasurer Sally Burgess told the crowd
she believed more SBC women would be ordained to the pastorate "because
I believe God is good, and She knows what She's doing." Speakers also
referred to the Trinity as "Creator, Redeemer, Sustainer," language promoted
by various feminist theologians in mainline Protestant denominations to
replace the "patriarchal" language of "Father, Son, and Holy Spirit."

Randy Stinson, national director of the Council on Biblical Manhood and
Womanhood, attended the breakfast meeting, interested in the CBF's hearty
opposition in recent years to SBC confessional stands on male leadership in
the home and in the church. Stinson said he was "aghast" that the women's
group had adopted so explicitly the theological agenda of liberal feminist
theology. Stinson said the abandonment of God's self-revelation as Father,
Son, and Holy Spirit has far-reaching implications.

"I was expecting some statements in support of women pastors along with
some bashing of the 2000 Baptist Faith and Message, but I was not
prepared to hear worship of 'Mother God,'" Stinson said. "This is not just a
'kinder, gentler Christianity,' this is an entirely different religion."

The meeting included CBF women sharing in a round-robin "dreaming"
session about the future of Baptist women in the pulpit. Outgoing BWIM
president Raye Nell Dyer said she dreamed that "a new generation will have
the freedom to come up with a variety of inclusive images for God." Other
"dreams" included the hope that "the 2000 Baptist Faith and Message was
just a bad dream" and the hope for "men who will marry Baptist women in
ministry." One participant noted that her dream was for Baptists to "stop
singing the hymns that make us second class citizens."

The CBF exhibit hall bookstore displayed a new Methodist "gender inclusive"
hymnal with numerous songs describing "mother God" as the "womb of
creation," along with a hymn written from the point of view of the earth
entitled, "I am your Mother."

The meeting ended with a communion service, blessed by Dyer who prayed
that participants would "spread our wings and flap toward You." Bread and
wine were received, with the bread said to represent diversity as the varieties
of grains were gathered into one loaf of bread. No mention was made of the
wine representing the shed blood of Jesus. Along with the traditional
elements of the Lord's Supper, each communicant was given a mirror "which
symbolizes your reflection of God in this world and God's reflection of you."

Three messages were given by what the BWIM program designated as
"proclaimers," although none of the women expounded a biblical text.
Speaker Len Sehested reminisced of the people who had "been God" to her,
since "the only place I can see the face of God is in the face of other human
beings." As a keyboardist played background strains of "How Great Thou
Art," preacher Elizabeth Clements read a sermon about her spiritual
experiences in the presence of starry skies, winding rivers, and "trees older
than Jesus."

1. YESTERDAY'S MURDER: CONVOY SHOT AT, AMBULANCE
DELAYED, MEDIA BIAS
Katia Veintraub, 27, of the northern Shomron town of Ganim, will be buried in
the Afula cemetery this afternoon. She was shot and killed by Palestinian
terrorists at a junction near her home yesterday; her 4-year-old son, who was
also in the car, was not hurt. Another woman from Ganim, traveling in a
separate car nearby in accordance with army instructions to travel in pairs,
was
also shot; she is listed in moderate condition. The two vehicles were at the
entrance to the local bypass road intended to provide Israeli motorists a safe
travel route, but which has now become almost a "sure shot" for terrorists
who
realize that most cars traveling there are of Jews.

Officials admitted that an ambulance was delayed in arriving at the scene; the
army held it up because it was not bulletproof. The Yesha Council reports
that
there are only three bulletproof civilian ambulances operating in all of Yesha;
Council spokesman Yehoshua Mor-Yosef says the situation demands 18
armor-plated
ambulances, but there are no funds available to acquire them. An armored
IDF
personnel carrier had been stationed at the junction until ten days ago, when
it
was removed as Israel began its one-sided implementation of the Tenet
ceasefire
agreement. Ganim residents plan to demonstrate this Sunday outside the
Prime
Minister's office and demand that the government liquidate terrorism.

The Reuters news agency took advantage of the murder to report that it
"brought the toll to seven Israelis and eight Palestinians killed since the
ceasefire took effect on June 13." Media expert Yisrael Medad notes that
Reuters thus did not distinguish between those who were killed while
engaged in
life-threatening activity against Israeli soldiers, and the Israelis who were
all murdered in cold blood while either driving to and from home or while
offering help to an Arab they believed to be in distress.

2. YESHA TAKES OFFENSIVE AGAINST DEFENSIVENESS
Residents of Yesha have begun a campaign against the army's
recommended
defensive measures, saying that they will lead the Arabs to further their
offensive actions. A petition making the rounds of many Yesha towns today
calls
upon the population not to invest in bullet-proof cars and vests nor to travel
in convoys, as the army recommends. Signatories on the petition so far
include
Lt.-Col. (res.) Rabbi Moshe Hager, head of the military preparatory yeshiva in
Yatir, Kedumim Mayor Daniella Weiss, and Col. (res.) Moshe Leshem. Their
position is that the bulletproofing policy broadcasts a feeling of cowardliness,
will cause the attacks to increase, and is designed to enable the army to
evade
its responsibility to fight the terrorists.

Residents of Ma'aleh Hever, just southeast of Hevron, blocked the main
north-south highway to Arab traffic for two hours this morning. They
demand that the closure on Hevron, which was removed, be immediately
reinstated. The grassroots Cities of Israel organization reports that its
members - hi-tech workers, Technion students, and other concerned citizens
-
have held several pro-Yesha rallies and events over the past two weeks, in
Haifa, Jerusalem, Raanana, and elsewhere throughout the country.

3. CEASEFIRE VIOLENCE CONTINUES
Six mortar shells were fired at Jewish homes in Gush Katif last night and
this morning - five near Gadid and one near Netzarim... Shots were fired
from the PLO city of Rafiach at soldiers guarding Rafiach Yam, Israel's
western-most spot; the bullets passed right over their heads, but no one
was hurt. The local security coordinator told Arutz-7 sarcastically, "The
soldiers didn't fire back, of course. Because of the ceasefire agreement, we
just sit here, watching for the next shots, waiting for soldiers and civilians
to get hit…" Arab shots were also fired last night at an army jeep north of
Kiryat Arba in Judea, and at Chomesh in northern Shomron; no one was
hurt... A
Border Guard policeman was hit in the face by Arab-thrown rocks in Hevron...

Later this morning, five Palestinians were wounded - two or three of them
seriously - when they attempted to shoot a mortar shell at N'vei
Dekalim. Jewish homes in nearby Gan Or were also shot at.

4. AND NOW, THE POWELL PLAN
U.S. Secretary of State Colin Powell said last night that Israel and the
Palestinians had agreed to a ceasefire timetable, based on consecutive
periods of no-violence. "We see the continuation of this [process] as
follows," Powell said. "Complete and utter cessation of terrorist actions, of
violence and of incitement, and as soon as complete quiet exists, there will
be
seven days of trial or tests in order to see how the Palestinian Authority
manages to keep its undertakings. Then a period will start of six weeks, a
cooling-down period, and throughout that entire period complete quiet must
prevail," he said. If these obstacles are overcome, the sides will begin a
series of confidence-building measures - mainly a total Jewish construction
freeze in Judea and Samaria - that is supposed to lead to a resumption of
negotiations.

Foreign Minister Shimon Peres may meet today or tomorrow with Arafat at a
gathering of the Socialist International in Lisbon. Prime Minister Sharon is
not in favor of the meeting, and even vetoed a similar one a few weeks ago,
but
will not veto it. Former government minister and Oslo architect Yossi Beilin
met this week in Ramallah with senior PA leaders. He does not hold any
official
position, yet the meeting was approved by the Defense Minister's Office.

5. REFORM MOVEMENT CALLS ON ISRAEL TO "SHOW RESTRAINT"
A forum of 1,800 Reform rabbis in the United States called on Israel
yesterday to continue its policy of restraint and to freeze construction in
Judea and Samaria. Earlier this month, the Reform movement decided to
cancel
its youth summer trips to Israel due to perceived security dangers.
Transportation Minister Ephraim Sneh said at the time, "The behavior of these
Jews, who have talked to us for all these years over piles of bagels and lox
about unity and solidarity of the Jewish people, is disgraceful…" A Shas
party
statement noted that the bonds between the Reform movement and the Land
of
Israel are weak, and "Israel must remember the Reform's desertion of the
Jewish
front during these times of trouble."

Yesterday's resolution comes only a few weeks after Reform leader Rabbi
Eric H. Yoffie said that the Reform movement had been "wrong about some
very important things" regarding the Oslo process, specifying, et al, "We
were inclined to focus overly much on the hard choices we had to make, and
not
enough on the hard choices that our Palestinian neighbors had to make."

6. BARGOUTI'S SON RELEASED
Israeli security forces caught the 14-year-old son of Marwan Bargouti, head of
the Tanzim terrorist squads in Judea and Samaria, throwing rocks at soldiers
yesterday. The boy later admitted that he had done this several times, but
after his father complained that he was being held "hostage," the boy was
released. The Yesha Council, sharply critical of the release, says that it
could very well be that it was a 14-year-old boy, or one even younger, who
threw
the fatal rock that killed five-month-old Yehuda Chaim Shoham of Shilo three
weeks ago. The Council also recalls that a few years ago, a hareidi minor
was
held in extended custody for throwing rocks on Bar Ilan Blvd. in Jerusalem.

7. PEACEFUL WEEK FORESEEN
IDF Chief of Staff Lt.-Gen. Sha´ul Mofaz departed last night for a
seven-day working visit to the U.S. He will meet with American military
leaders, U.S. Secretary of State Colin Powell, and others, and will take
part in a number of events organized by American Jewry leaders and
representatives. In addition, Prime Minister Sharon, who returned
yesterday from a four-day visit to the U.S., will leave next Thursday for
two days of talks in Berlin and Paris.

8. SCHOOL'S OUT - FOR SOME
Over one million nursery, kindergarten, and elementary school children are
concluding their school year today. They thus join the 600,000 7th-12th
graders
who began their summer vacations ten days ago. Close to 200,000 other
Talmud
Torah students throughout the country are continuing their Torah studies until
the month of Av (three or four weeks from now).

9. WHO'S COMING TO ISRAEL
 The Sara Tugman Bais Chabad Torah Center of West Bloomfield, Michigan,
is
proceeding with its Israel trip as scheduled, and all 21 registrants will be
leaving for the two-week excursion on July 4. Also from Lubavitch: 11 out of
13 graduating seniors from Beis Chaya Mushka Girls High School of Oak
Park,
Michigan, will be going to study in Israel next year.
 Jewish Leadership Institute, a Jewish education program, has just
completed a month of study and touring in Israel with a group of 20 college
students. Another similar group will be arriving July 13.
 34 of the 39 graduates of Yeshiva Tiferes Torah in Staten Island, NY, will be
spending next year learning in Israeli yeshivot.
 Yeshiva of Shaarei Torah, in Monsey, NY, will be sending 15 out of 17
graduating seniors to Israeli yeshivot this coming year.

Israeli warplanes bomb Lebanese positions after Hezbollah attacks

SHEBAA, Lebanon, June 29 - Israeli warplanes bombed a hill in southern
Lebanon Friday following attacks by Lebanon's Shiite fundamentalist group
Hezbollah on nearby Israeli positions that wounded one soldier, an AFP
correspondent witnessed.

At 7:45 pm (1645 GMT), one hour after the Hezbollah attacks, two fighter
bombers rocketed a hill between the towns of Shebaa and Kfar Shouba, near
the Israeli-occupied Shebaa Farms that were the target of the attacks, the
correspondent said.

Ten minutes later, another plane fired at a target a little futher north.

There was no immediate word on whether there were victims.

In Jerusalem, a military source said one soldier had suffered "moderately
serious" wounds in the mortar attack and had been evacuated to hospital in
Israel.

Earlier, a second soldier was mistakenly reported to have been lightly
wounded.

In a statement received by AFP in Beirut, Hezbollah said its forces attacked
an Israeli army patrol on the perimeter of an Israeli position at Rueisset al-
Aaalam at 6:45 pm (1545 GMT).

It said it also fired mortar rounds at the Israeli position at Sammaqa.

In a second statement, Hezbollah said it fired on an Israeli Merkava tank that
was moving forward to support the patrol under attack.

The military source in Jerusalem said the first Israeli response was a heavy
artillery barrage on Lebanese hills facing the two positions, while helicopter
gunships flew over the sector.

An Israeli military spokesman said the Hezbollah attacks were "in violation of
UN resolutions and ... threaten regional peace."

The Lebanese police said Hezbollah fired more than 30 mortar bombs at their
Israeli targets, and that the artillery fire in response consisted of more than
100 rounds of heavy calibre munitions.

A Lebanese policeman said some of those shells hit near homes in Shebaa,
but that there were no reports of victims.

This was the first Hezbollah attack on Israeli positions in the Shebaa Farms
since May 14.

Israeli public television reported that military intelligence had been bracing for
renewed activity by Hezbollah.

The Shebaa Farms are located at the junction of the Israeli, Lebanese and
Syrian borders. Israel captured them from Syria during the 1967 Middle East
war. They are now claimed by Lebanon, with Syria's acquiescence.

US backtracks on Powell 'support' for UN monitors

COLIN POWELL, the US Secretary of State, raised hopes among
Palestinians yesterday by appearing to endorse one of their key demands in
the confrontation with Israel.

But soon after he seemed to support the idea of an international monitoring
force to oversee the faltering ceasefire, American officials swiftly dampened
suggestions of a breakthrough. They indicated that Gen Powell's idea of a
"monitoring function" might fall far short of Palestinian expectations of the
arrival of a United Nations military force.

After three hours of talks with the Palestinian leader, Yasser Arafat, Gen
Powell said he saw a "clear understanding of the need for some kind of
monitoring, observation function". The monitors would be needed to go to
points of friction and make independent reports on what happened, he said.

The Palestinians have long demanded an international protection force on the
lines of the Nato troops which went into to Kosovo last year to defend the
ethnic Albanian population.

A State Department official was quick to deny that Gen Powell had endorsed
the Palestinian proposal. He had spoken of monitoring by some "group" and
did not say that it would be either international or a force, the official said.

The mood in the region was further soured yesterday by a Palestinian
ambush near the West Bank town of Jenin in which an Israel woman was
killed and another injured. The attack brings the number of dead during the
two weeks of supposed ceasefire to seven Israelis and nine Palestinians.

Gen Powell held talks last night with the Israeli Prime Minister, Ariel Sharon,
who has staunchly resisted any suggestion of bringing international
observers to the occupied territories.

Israel rejects any international presence in the occupied territories, which are
mainly patrolled by the Israeli army, with larger cities under Palestinian self-
rule. An international force, especially under a UN mandate, would regard the
Israeli settlements and the 200,000 settlers in the West Bank and Gaza
Strip as illegal.

Gen Powell went to the Middle East with two messages: that the
Palestinians must enforce an end to the violence and that the Israelis must
not set the standard of a ceasefire so high that there is no chance to
proceed with the peace plan.

Mr Sharon is demanding 10 days of complete quiet before a six-week
"cooling off period" begins, followed by a series of confidence-building
measures. The most painful of these for the Israeli government is a complete
freeze on settlement building.

 LUXEMBOURG (Reuters) - European Union (news - web sites)
 telecoms ministers backed a proposal on Wednesday to bring the
 Internet to every citizen's house.

 Under the plan, operators will have to guarantee ``functional'' Internet
 access, even in remote geographical areas, which may not guarantee
 adequate economic returns.

 Such requirements update existing so-called universal service provisions
 for access to voice telephony and fax lines.

 ``We have agreed that everyone should be able to use Internet,
 telephone and fax,'' said Bjorn Rosengren, the Swedish minister who
 was chairing the meeting of EU telecomms ministers.

 ``We are not just talking of people living in remote areas but also people
 who find themselves in a weak social position,'' he told a press
 conference after the meeting.

 But the proposal fell short of calling for a universal provision for fast,
 broadband Internet access, which still has a very low penetration in the
 EU.

 European Commissioner Erkki Liikanen said the regulation would follow
 technological developments and did not exclude that the Commission
 would make proposals to change that.

 Ministers also agreed to ensure that cable operators would carry
 specific content programs of common interest, as those usually
 associated with state-owned television channels.

 The draft proposal leaves it up to member states to decide how to
 compensate operators for the capacity used as a result of such
 obligations.

 General financing rules for universal services obligations were also left to
 member states, which will be able to chose between public funding or
