Yall all know the news, I'm sure.

I've gotten several emails since last night asking me what I think. Is there
going to be an escalation of the conflict due to Israel's more aggressive
stand against terrorism and targeting the PA and Arafat's Force 17 directly?

As the counter-attacks were ongoing last night, I spoke with several friends
whose opinion, judgment and "sources" I trust. And last night I took the
matter to Hashem.

Here is the thought I woke up with this morning.

In Jerusalem's Mea Shearim, (an area known for its religious fervor and
PRAYER ongoing virtually around the clock in dozens of shuls and yeshivas),
two terrorist incidents have occurred since the escalation of car bombs.

The first was near a yeshiva in the Beit Yisrael community. The car bomb
exploded almost straight up into the air and the fragments struck NO ONE! An
elderly woman was apparently thrown to the ground by the force of the blast
and received minor injuries. This happened in an area that is usually busy
with pedestrians.

The second, last week, was a car packed with explosives that was illegally
parked on Mea Shearim Street in a taxi only zone. An alert parking warden
spotted it, noticed wires running from a cell phone inside, cordoned off the
area and summoned the bomb squad. Some controlled detonations followed and
again NO ONE was injured -- although traffic was backed up for more than a
mile in every direction for hours.

Both incidents were "celebrated" in Mea Shearim as each being a NES
(miracle).

What I'm getting at is that PRAYER seems to have made the difference between
fatal car bombs or other "packages" that did not go off as planned. What you
don't hear outside of Israel is the number of bombs which are detected and
safely detonated every week. There are many more of these than the ones
that cause loss of life and limb. The exception was yesterday when the world
media was "bomb" conscious and added as a postscript two other bombs were
detected in other areas of Israel and safely dealth with -- one in Petah
Tikvah and the other in Netanya both targeting Israeli civilians. And I
believe PRAYER made the difference in those incidents or at least that is
the surface impression.

The fact that terrorism tagets the civilian population, I have written
before, reflects the modus operandi of AMALEK, Israel's TRUE arch-enemy, as
those who view this conflict with spiritual eyes are able to see. And, as in
the case of Joshua's battle with Amalek, it was the PRAYERS of Aaron and Hur
on a mountain-top above that influenced the outcome.

I believe it is also PRAYER which has brought Ariel ("lion of God") Sharon
into power as the Prime Minister of Israel. Some people here believe this is
the biggest NES (miracle) of all, when you think about it. After Hashem's
"lion" was loosed in Lebanon and devoured his prey, he was put back into a
cage, that few thought he would ever leave. And Sharon, I believe, himself
realizes this, as we mentioned earlier, he was the first Israeli Prime
Minister to request that he take his oath of allegiance to the office by
swearing on a Bible.

The fact that Hashem has seen fit (and heard our PRAYERS) to place another
GENERAL with a military record and the heart and soul of a LION, in control
of the country should tell us something. True, the Doves don't like it. But
even a few of my Dovish friends believe something NOW has to be done about
the security of Israel. And I have not heard one negative word about the
attacks against the Force 17 headquarters in Ramallah and the Gaza last
night, (except that the emergency meeting of the security council tipped
them off so they were able to evacuate or that Israel should have hit them
even harder).

The security council last night invested the "old lion" with the element of
surprise in future attacks. No longer will Sharon be mandated to convene a
security cabinet meeting before ordering helicopter strikes or taking any
security-related actions. The "lion" can pounce at will from now on. I
believe freeing him from his "cage" is also a result of PRAYER and AMALEK
had better take note that he is now no more than a good meal.

Meanwhile, there is this ARMY of PRAYER WARRIORS who Hashem has raised up
for this hour and declared time of Jacob's trouble. I hope that ALL of you
on this email list have allocated some part of your day to take up this
gauntlet. There is great reward in coming to the aid of Israel and the
Jewish people in PRAYER, and now is the time to do so.

And at this juncture, the only comment I feel free to make is to encourage
all who love Hashem, Torah, Eretz Yisrael and the Jewish people to PRAY.
There is a LOT more to add but Heaven forbids me to do so until after
Passover.

Israel Threatens More Attacks Against Palestinians

JERUSALEM (Reuters) - Israel attacked Palestinian targets in the West
Bank and the Gaza Strip on Wednesday and signaled that more attacks
were on the way.

For their part, Palestinians denounced the air strikes as ''state terrorism'' and
said they had destroyed chances of peace.

Two Palestinians died and dozens were wounded when Israeli forces carried
out the air strikes on the West Bank city of Ramallah and the Gaza Strip.

Helicopter gunships rocketed bases of Palestinian President Yasser Arafat's
security forces in retaliation for the latest Palestinian suicide bombings
which killed two Israeli teenagers.

A senior political source, speaking after Israeli Prime Minister Ariel Sharon's
security cabinet met to decide on the raids, said more was to come.

``There will not be a policy of reaction to attacks, rather a consistent and
stable policy over time of a war on terror initiated by Israel,'' the source said.

``A decision was taken for the carrying out of more attacks in the coming
days,'' he added.

Witnesses said helicopter gunships fired missiles on Gaza and Ramallah,
setting ablaze buildings and cars, knocking out electricity and damaging
Arafat's Gaza home.

A Palestinian Red Crescent official said the two fatalities were a member of
Force-17 and a Palestinian civilian.

Israel said the strikes were punishment for the spate of bomb attacks and
vowed to hit militants whenever necessary.

Israeli army spokesman Ron Kitry said: ``We shall decide upon the time,
place and certainly the means by which we will strike at terrorists and those
responsible for terrorism.''

The army said it had hit the Ramallah headquarters of Arafat's Force-17
security force, which it says has been behind a number of bomb attacks
during six months of a Palestinian uprising against Israeli occupation in
which at least 356 Palestinians, 69 Israelis and 13 Israeli Arabs have died.

In Gaza, an arsenal, a training camp and other installations used by Force-
17 were hit, the Israeli army said.

Chances For Peace Dwindle

Aides to Arafat promptly denounced the assaults.

``This is a dangerous escalation and it destroys the last chances of peace,''
Nabil Abu Rdainah told Reuters. ``We hold the Israeli government fully
responsibly for this deterioration.''

Earlier on Wednesday, Sharon had reserved the right to take action against
assailants.

``We all live in our native land here and this is the only place where we have
the right and the power to defend ourselves by ourselves and I am realizing
that thing (right),'' he said.

Hours earlier, a suicide bomber killed himself and two Israeli teenagers at a
bus stop in central Israel near the border with the West Bank. Sappers
defused two other bombs.

In the West Bank and Gaza Strip, Palestinians said an old woman died after
inhaling tear gas fired by Israeli troops and that a child aged about 12 was
killed by an Israeli booby trap.

The Israeli army denied knowledge of the first case and flatly denied
responsibility for the second.

Before the latest bloodshed, Arab leaders called at a summit in Jordan for an
international force to protect Palestinians.

In a blow to the Palestinian cause, the United States used its veto on
Tuesday to kill a U.N. Security Council resolution backing dispatch of an
observer force to the West Bank and Gaza.

After the Israeli action, the United States said it saw no military solution to
the conflict and urged all sides to end the bloodshed. State Department
spokesman Richard Boucher said Israeli Foreign Minister Shimon Peres had
called Secretary of State Colin Powell to brief him about the strike.

The military wing of the militant Islamic Hamas movement claimed
responsibility for the bus attack and said it had seven more suicide bombers
lined up. Hamas also claimed responsibility for a suicide bombing which
injured at least 30 people in Jerusalem on Tuesday.

After Wednesday evening's air strikes, senior Hamas leader Mahmoud al-
Zahhar told Reuters in Gaza: ``Our program of resistance will go on
regardless of the Israeli assassinations and bombardments.''

In the southern West Bank city of Hebron, Jewish settlers set fire to
Palestinian shops and Israeli tanks fired on a Palestinian area on a hill
overlooking the city.

The Palestinian public security chief said a Palestinian child was killed and
three were hurt when they picked up booby-trapped boxing gloves which he
said were planted by Israeli forces in the Gaza Strip. All were aged about 12.
 

The army said it completely denied the charge and said Palestinians had
unleashed a barrage of gunfire and grenades at its troops in the area. It said
it replied with gunfire.

Israel criticized resolutions agreed on Wednesday at the Arab summit
convened largely to back a Palestinian uprising, calling the session's final
communique ``an obstacle to peace.''

Procter & Gamble "Satanism" Rumor Back In Court

(CHARISMA) -- The hard-to-kill rumor that Procter & Gamble (P&G) is linked

to satanism has resurfaced - in court. The company has won the right to sue

Amway for not working hard enough to stop some of its distributors from
perpetuating the myth that P&G profits go to the Church of the Satan and th e
company92s historic "man in the moon" symbol was the devil.

A federal appeals court in New Orleans has resurrected a P&G suit filed
against Amway, reported "The New York Times." It relates to an Amway
distributor who in 1995 forwarded the rumor to other distributors, some of

whom circulated a flyer to consumers with the message, "We offer you an
alternative." The distributor retracted when he learned the allegation was

untrue, but P&G says it has lost millions of dollars in sales and other
damages, the "Times" reported.

The rumor dates back to the early 1980s and has reappeared several times
through the years. Reports circulated among Christians have said that a
P&G executive even appeared on a TV talk show - variously said to be that o f
Johnny Carson, Phil Donahue and Sally Jesse Raphael - boasting "there
aren92t enough Christians" to stop the company.

Billy Graham and Jerry Falwell are among the Christian leaders who have
issued statements debunking the rumor. Fourteen previous lawsuits relating

to the rumor were all "concluded in our favor," P&G said.

Foreign Minister Shimon Peres, the senior Labor member in Prime Minister
Ariel Sharons coalition government, ruled yesterday that Transportation
Minister Ephraim Sneh and Science, Culture and Sport Minister Matan Vilnai
will join him and Defense Ministe r Binyamin Ben-Eliezer as the partys
representatives on the security cabinet. The two will be replaced in a year
by Industry and Trade Minister Dalia Itzik, and Agriculture Minister Shalom
Simhon.

Opposition leader MK Yossi Sarid (Meretz) yesterday lashed out at
Palestinian Authority Chairman Yassar Arafat and warned him he was playing
an extremely dangerous game.

In a speech to the Knesset plenum as part of the debate on the national
budget, Sarid condemned the current wave of terrorist attacks and directed
his comments at Arafat personally - "The time has come for you to cease
these grotesque, pathetic appearances of yours at summits and other
meetings."

Sarid said: "Maybe it's time you stopped flitting from one country to
another. Settle down in Gaza and Ramallah and start bringing order, because
this anarchy is going to bring a terrible disaster upon our people as well
as on yours. Many victims will die on both sides and this blood must be
spared. Do not make us suspect that you prefer the rarefied air of summits,
that you care more for an armed and violent struggle for a Palestinian state
than for the Palestinian state itself."

Sarid continued: "Even you, Arafat, must finally realize the only place to
settle conflicts is at the negotiating table. But it will be very difficult,
perhaps even impossible, to come to the table in the near future while it is
covered in blood and those sitting around it are covered in blood. Mutual
recriminations will not help - only mutual responsibility will help. The
rope is drawn very tight and can break at any moment, and after it has
snapped, everything we have tried to build here together will collapse, and
you too, Arafat, will find yourself under the ruins along with us."

Sarid also assailed the performance of Syrian President Bashar Assad at the
Arab League summit as "repulsive and grotesque" for claiming that Israeli
public opinion is more racist than the Nazis. "It was a childish
performance," snapped Sarid.

Knesset Speaker Avraham Burg sent urgent letters to the heads of parliaments
in the world's democracies, asking them to use the parliamentary tools at
their disposal to condemn and fight terrorism. Burg listed the terrorist
attacks Israel - including the death of the baby girl in the Jewish quarter
of Hebron and of the high school students on their way to school. He said
the terrorist attacks are undermining any chance of peace and reconciliation
in the Middle East. He called on his parliamentary colleagues to condemn
Palestinian terrorism and to act resolutely to stop it.

Palestinians claim booby-trapped' toy kills PA boy

The Palestinian Authority (PA) yesterday told the Israel Defense Forces
(IDF) and the Shin Bet Security Services that, on Tuesday, it had arrested
the Fatah activist who used a sniper rifle to kill a Jewish infant in Hebron
and wound her father.

Also yesterday, an explosion in Rafiah killed a 12-year-old Palestinian boy
and injured three others, Palestinian sources said. The sources claimed the
blast occured when a booby-trapped toy exploded. They alleged the IDF
planted the device.

Jibril Rajoub, the head of the Palestinian preventive security mechanism,
yesterday confirmed the arrest of the Fatah man responsible for the murder
of 10-month old Shalhevet Pas on Monday in the Jewish neighborhood of
Avraham Avinu in Hebron.

But the Palestinians said the gunman' arrest did not owe to his involvement
in the child's murder, but was due to internal Palestinian matters, and
plans by certain elements to challenge Tawfiq Al-Tirawi, head of security in
the West Bank.

The Palestinian Authority (PA) in the past has arrested individuals involved
in attacks against Israelis, especially if they drew world attention and
condemnation. For example, the murder of two Israeli restaurateurs in Tul
Karm in January sparked the quick arrest of those responsible. But the PA
has also been quick to release those it arrests several days later.

In another development, Israeli police arrested five settlers suspected of
attacking Palestinians and causing damage to Arab property in the Hebron
area. The suspects allegedly burned cars and shot at homes in the
Palestinian neighborhood of Abu Sineina in Hebron on Monday night.

Israel Radio senior diplomatic correspondent Yoni Ben Menachem reported this
morning that sources in Prime Minister Ariel Sharon's office say the IDF
activities against sources of terror inside the Palestinian Autonomy can be
expected to take "months".

Ben Menachem explained that Sharon's policy is not to carry out the attacks
as a response to Palestinian terror but instead as attacks that are
themselves justified because of their value in their impact on Palestinian
terror capabilities.

Minister Efraim Sneh, who is a member of Sharon's Security Cabinet and also
served in Barak's cabinet, told Israel Radio this morning that he sees no
difference between the targeting policy of Sharon and that of his
predecessor Barak. Sneh noted that almost all of the targets hit last night
had been hit in an attack during the Barak administration. Sneh explained
that the attack last night represented the outer envelope of the scope of
attacks Israel can carry out given concern over international reaction.

Both Ben Menachem and Israel Radio military correspondent Carmela Menashe
mentioned this morning that the IDF has developed a list of a series of
targets inside the Palestinian Autonomy.

In summary:

+ The IDF has a series of targets on a list that both the IDF and Sharon
apparently believe should be taken out NOT as punishment or retaliation but
because it serves Israel's security interests that they be hit.

+ Rather than hit these targets in a concerted effort, it appears that the
plan is to attack these targets over the course of many months.

+ The above is the recipe for a prolonged war of attrition.

The puzzle:

+ There is almost no difference between the media coverage and world
response to a 24 hours period of attacks against 6 targets or 600 targets.
Why endure months of bad press with daily attacks when the same damage can
be done to the PA in a few days at only a fraction of the bad press?

+ As Israel learned in the technology/technique race against Hizbullah in
Lebanon, the Palestinian "learning curve" is not flat. Months of attacks
against Palestinian targets will enable them to learn how to defend against
them - or at least minimize the damage they cause. Months of low level
attacks will become progressively less effective. To make matters worse, in
the case that the situation ultimately spills over into regional conflict,
it will be that much harder for the IDF to easily suppress Palestinian
forces after treating them to months of "training" unless live fire.

+ A long, drawn out, series of attacks puts pressure on the Arab world to
respond AND with the Sharon policy of advising the U.S. before each attack,
it is only a question of time before the U.S. feels compelled to exercise a
veto of sorts over the operations.

+ If the targets are in fact targets worthy of hitting because they have a
role in terror, letting the targets stand for months means, by definition,
that there may be terror attacks during Sharon's war of attrition that could
have been prevented had the targets been taken out earlier.

Conclusion: Either Ariel Sharon has put up a smokescreen so that the
Palestinians and rest of the Arab world will be surprised by IDF actions
against the Palestinians in the next few days OR Sharon's critics who warned
that Sharon's advanced age and eye on the history books would seriously
impair his judgement were right.

Following is an unofficial translation of the final communiquC8 issued at the
conclusion on Wednesday of the Arab League's 13 session held at the summit
level in Amman, under the presidency of His Majesty King Abdullah:
l. Upon the invitation of His Majesty King Abdullah of Jordan and in
implementation of the extraordinary Arab summit resolution held in Cairo on
Oct. 21-22, 2000, the Arab League held its meeting at the summit level at
the annual ordinary level in Amman, capital of the Hashemite Kingdom of
Jordan on March 27-28, 2001.

2. The Arab leaders express their appreciation to the Hashemite Kingdom of
Jordan for its care and attention and preparations for the summit and the
deep meanings contained in the opening address of His Majesty King Abdullah ,
the summit's current president, and decided to consider his address as an
official summit document.

3. The Arab leaders express their appreciation to Egyptian President Hosni
Mubarak for his effort during his chairmanship of the extraordinary summit
of October 2000.

4. The Arab leaders regard the meetings in Amman today as the first regular
conference representing a new move in the march of common Arab action and
has taken several resolutions and initiatives required by the Arab situatio n
and tackling the nation's vital issues. In this light, the Arab leaders sai d
restoration of Arab solidarity constitutes the basic support and the source
of power for the nation and for safeguarding its security and fending off
dangers posed to this nation and as an embodiment of the nation's
aspirations towards integration and solidarity.

This conference constituted a prominent event and an opportunity to renew
the pledge of commitment to the basic principles on which Arab common actio n
is based, the respect for the principles that govern inter-Arab relations
and safeguard Arab countries' vital interests and the attainment of
inter-Arab agreements and national security.

5. With respect to the Arab League Charter and its objectives, and in an
atmosphere of brotherly understanding, the Arab leaders studied the present
prevailing situation and the challenges the nation is facing and the genera l
situation in the region. They conducted a comprehensive assessment of the
current circumstances at the regional and international levels, focusing
their attention on strengthening Arab solidarity, reviving the work of
institutions towards joint Arab action for the defence of the nation's
interests and rights and Arab national security.

6. The Arab leaders reviewed the dangerous situation facing the Palestinian
people in light of the aggression of Israeli occupation forces against the
Palestinians, employing all forms and means to repress the Palestinians
using internationally prohibited weapons and clamping an economic blockade
on the Palestinians, pursuing the policy of building settlements, the polic y
of assassinations and demolition of Arab homes and pollution of the
environment.

These actions have been flagrant violations of all agreements and principle s
of international law and norms.

7. The Arab leaders take pride in the steadfastness of the Palestinian
people and their heroic Intifada in the face of fierce aggression waged by
Israel, and their resistance to the brutal oppression exercised by the
occupation authority.

The Arab leaders salute the martyrs of the Intifada, praise the spirit of
sacrifice and steadfastness of the Palestinian people who have, with
unrelenting determination and unlimited sacrifice, confronted the Israeli
oppressive measures and aborted the de facto situation which the Israeli
authority has tried to impose on the Palestinians and the Palestinian
negotiators by force.

The Arab leaders declared their support for the Palestinian people in their
heroic struggle and their Intifada, and the right to resist occupation unti l
all national and just demands for the right to return, for the right to
self-determination have been attained. The leaders declare that they stand
beside the Palestinian people in their heroic struggle and support their
Intifada and their legitimate right to resist the occupation until they
achieve their just national rights including returning to their lands,
determining their future and establishing an independent state on their
national land with Jerusalem as their capital.

8. The Arab leaders salute the steadfastness of the Syrian people in the
occupied Syrian Golan Heights and their adherence to the national identity.

9. The leaders condemn Israel's continuing aggression against the
Palestinian people and its massive violation of human rights, especially it s
collective punishment, its breaking up of the Palestinian territories and
its continued attacks on vital utilities... which are tantamount to war
crimes and crimes against humanity.

10. The leaders express their extreme indignation at the United States' use
of its veto in the Security Council against the draft resolution about
protection for the Palestinian people... and express their complete
rejection of the American justifications. This position does not conform at
all with the United States' responsibilities as a sponsor of the peace
process.

The leaders call for a meeting of the parties to the 1949 Geneva Convention
as soon as possible to take measures to guarantee the protection of the
Palestinian people.

11. The leaders renew their demand for the Security Council to take
responsibility for providing the necessary international protection for the
Palestinian people suffering under Israeli occupation and to set up an
international force to that end.

12. The leaders demand that the Security Council try Israeli war criminals
who have committed massacres and crimes against Arab citizens throughout th e
Arab occupied territories and elsewhere.

13. The leaders welcome the decision by the high council for Al Aqsa and
Intifada funds to respond urgently to support the budget of the Palestinian
National Authority (PNA) with a payment of $15 million from a $60 million
approved soft loan.

They also commission the council to respond favourably to the demand of the
PNA to extend an additional amount of $180 million to support the budget
over the next six months. The leaders welcome the Republic of Iraq's
designation of one billion euros from its oil export sales, in accordance
with the (UN agreed to oil-for-food) memorandum of understanding, to secure
the food and medical needs of the Palestinians and other essential supplies .

They commission the Arab permanent representatives in New York to follow up
on this and facilitate Iraq's request (to supply the funds) with the
Security Council.

14. The leaders "demand that the countries of the world not move their
embassies (in Israel from Tel Aviv) to Jerusalem. In this context, they
renew their emphasis on decisions made by Arab summits in Amman in 1980, in
Baghdad in 1990 and Cairo in 2000 regarding breaking all relations with
countries that relocate their embassies to Jerusalem or recognise Jerusalem
as the capital of Israel.

15. They stress again that a just and comprehensive peace in the region
initially requires a complete Israeli withdrawal from all the occupied
Palestinian lands including Jerusalem, as well as from Syria's Golan Height s
to the borders of June 4, 1967, and from Lebanese lands still under
occupation, to internationally recognised borders, including the Shebaa
Farms.

16. The leaders warn the Israeli government of the consequences of turning
its back on the bases and principles on which the (Middle East) peace
process was launched in Madrid in 1991.

They warned Israel against "proposing alternatives to peace that do not
conform with international resolutions" such as Security Council Resolution s
242 and 338 stipulating an Israeli withdrawal from occupied Arab land.

The Arab leaders emphasise that the Syrian and Lebanese tracks are
concurrent and are linked to the Palestinian track, and they warned the
Israelis against dealing with individual tracks separate from the others.
They stress again that a just and comprehensive peace in the region
initially requires a complete Israeli withdrawal from all the occupied
Palestinian lands including Jerusalem as well as from Syria's Golan Heights
to the borders of June 4, 1967, and from Lebanese lands still under
occupation to internationally recognised borders, including the Shebaa
Farms.

The leaders stress that commitment to the peace process requires that Israe l
implement the agreements and obligations made... and the resumption of
negotiations on all tracks from where they stopped.

17. Arab leaders hold Israel responsible for the Palestinian refugee proble m
and they reject Israel's attempts at settling the refugees outside their
national homeland.

18. The Arab leaders "demand reactivating the Arab boycott against Israel b y
holding regular boycott conferences which the Central Office of the Boycott
(in Damascus) has called for with the aim of preventing any dealings with
Israel.

The leaders decide... to continue to stop all steps towards, and activities
of, regional economic cooperation with Israel.

The leaders renew their decision at the Cairo summit in 2000 to firmly
challenge Israeli attempts to infiltrate the Arab world in any form, and
from now on to stop opening relations with Israel.

They hold Israel responsible for any steps and decisions made by Arab state s
regarding relations with Israel, including their cancellation.

19. The Arab leaders emphasise their solidarity with Lebanon and Syria and
they reject Israeli threats against the two countries, and the threats
against Arab countries and the Palestinian people and leadership. They
condemn the use of force, stress the need for studying this dangerous
situation and call for a pan-Arab strategy that would expose Israel's plots
and plans that threaten peace and security in the region.

20. They stress their support for Lebanon to complete the liberation of its
lands still under Israeli occupation to internationally recognised borders,
including the Shebaa Farms. They praise the role of the Lebanese resistance
and demand the release of Lebanese people jailed in Israel.

21. The Arab leaders stressed that peace and security requires that Israel
join a treaty for the non-proliferation of nuclear weapons and subject its
nuclear installations to international inspection. They also stress that th e
Middle East region should remain free of weapons of mass destruction.

22. The leaders stress that commitment to the peace process requires that
Israel implement the agreements and obligations concluded... and the
resumption of negotiations on all tracks from where they stopped.

23. The Arab leaders appeal to all countries concerned with the peace
process, including the European Union, to play an effective role in removin g
obstacles in the path of peace.

24. The Arab leaders urge the United Nations to play a greater role to help
implement Middle East resolutions.

25. The Arab summit asked King Abdullah to undertake further consultations
and contacts to improve relations between Iraq and Kuwait.

26. The Arab leaders congratulate Bahrain and Qatar for the settlement of
their border dispute and they consider the settlement as a strengthening of
inter-Arab solidarity.

27. The Arab leaders congratulate Saudi Arabia and Qatar for the settlement
of their border dispute between them.

28. The Arab leaders reiterate their support for the United Arab Emirates i n
it struggle to regain sovereignty of islands occupied by Iran in the Arabia n
Gulf and urge Iran to end its occupation of the islands. They entrusted the
Arab League secretary general to follow up on the Iranian occupation.

29. The leaders "demand that the Security Council lift sanctions imposed on
Libya immediately and permanently, based on Libya's compliance with the
demands of the Security Council, because there is no longer any
justification for their continuation under any guise.

The Arabs consider themselves free from any commitment to the sanctions in
the event that they are re-implemented because Libya has fulfilled all its
obligations as required by the Security Council.

The leaders "demand the immediate release of Libyan citizen Abdul Basset Al i
Al Megrahi (found guilty in January of blowing up a Pan Am jumbo jet over
Lockerbie, Scotland in 1988) who was convicted for political reasons.

30. The Arab leaders welcome that the leaders of the Republic of Somalia
carry on and complete efforts for strengthening national unity, and they
pledge to extend support for Somalia's security and stability.

31. The Arab leaders express their support for Sudan's territorial integrit y
and sovereignty and support the Sudanese government's efforts to achieve
peace and call on the United Nations to lift sanctions imposed on Sudan.

32. The Arab leaders reaffirmed their keenness on supporting the national
unity of the Comoros Islands and welcome efforts for achieving national
reconciliation.

33. The Arab leaders express their deep interest in achieving economic
integration among their countries and common Arab action in order to protec t
their national interests and strengthen their national economies.

34. The Arab leaders express their appreciation and support for the steps
taken towards establishing a pan-Arab free trade zone and have decided to
remove all customs restrictions. The have decided that each country should
treat all Arab countries' goods as national products.

35. They stress the importance of speeding up the process of merging
commercial services within the framework of a free trade agreement. They
entrust the Arab Economic and Social Council to follow up on this issue.

36. The Arab leaders commend what has been achieved in the process of
improving the climate of investment and they urge Arab financial
institutions to finance infrastructure projects.

37. The Arab leaders entrust the Arab Economic and Social Council to tackle
the transport issues by land, air and sea and to report to the next Arab
summit meeting about this question.

38. The Arab leaders welcome an invitation by the United Arab Emirates to
host the first Arab forum on information technology to help promote
telecommunications and information technology services.

39. The Arab leaders call on the concerned authorities in the Arab countrie s
to speed up the process of linking the electric grids.

40. The Arab leaders underline the importance of the tourism sector and urg e
the concerned authorities to take measures towards promoting the tourism
industry.

41. They voiced support for the Abu Dhabi Declaration on joint Arab action
on the protection of the environment.

42. The Arab leaders welcome Egypt's initiative to hold the first economic
conference in Cairo in November 2001 with the participation of Arab
governments, the Arab and foreign private sectors as well as regional and
international economic institutions.

43. The Arab leaders entrust the Arab League secretary general to work in
conjunction with the Arab Economic and Social Council in following up the
process of joint Arab economic action.

44. The Arab leaders underline the importance of enhancing relations with
Iran and Turkey in view of historic relations with the Arab world and the
Arab countries' common interests with the two countries.

45. The Arab leaders emphasise the need to pursue efforts towards
strengthening Arab-African relations and carry out joint Arab-African
projects.

46. The Arab leaders underline the importance of developing relations with
European countries and reviving the Euro-Arab dialogue.

47. The Arab leaders discussed the affairs of the Arab expatriates living i n
foreign nations, especially in Europe and America, and welcome the growing
role played by these Arab communities.

48. The Arab leaders pay tribute to the outgoing Arab League Secretary
General Esmat Abdul Meguid for his past services.

49. The Arab leaders are unanimous in their choice of Amr Musa, foreign
minister of Egypt, as the secretary general of the League of Arab States,
praising his diplomatic wisdom.

50. The Arab leaders entrust the new Arab League secretary general to refor m
the different institutions of the Arab League and carry out a restructuring
programme in order to enable the Arab League to cater to regional and
international developments.

51. The Arab leaders decided that the Arab League committee should consult
with Arab leaders about issues of concern to Arab countries and organise
monthly meetings at the ministerial level in the process of its agenda.

52. The Arab leaders decided to convene the 14th session at the summit leve l
in Beirut in March, 2002.

53. The Arab leaders expressed their appreciation of the hospitality
accorded to them by the Hashemite Kingdom of Jordan during the summit
meetings and express their deep appreciation of His Majesty King Abdullah
for his efforts to ensure the summit's success.

It is too early to assess the results of the strike. I can say, however,
that we hit one target in Ramallah and four targets in the Gaza Strip. Among
these targets were a weapons depot, a Force 17 installation, a training base
of the Presidential Guard, and several armored vehicles.
Our attack was a well-organized strike carried out by Israel Air Force
attack helicopters against objectives belonging to Force 17/Presidential
Guard.

We have hard evidence that Force 17 bears direct responsibility for the
bloodshed, both by perpetrating and supporting terrorist attacks. The
Palestinian Authority, which is directly responsible is for the Force, is
thus responsible for the wounding of innocent civilians and the escalation
of the situation.

This week there were 18 attempted terrorist attacks, of which four were
"successful." Three people lost their lives and 47 were wounded. This price
can not go overlooked. We are sending a message to Force 17, their
superiors, and those responsible for them that we will not tolerate any more
terrorist activities. We have the obligation to protect the safety and
security of the citizens of Israel.

We shall decide upon the time, place, and certainly the means by which we
will strike at terrorists and those responsible for terrorism. We are not
conducting a drawn out campaign against the Palestinian Authority, and
certainly not against the Palestinian people whose safety we are interested
in protecting. However, whoever engages in terror and perpetrates terrorist
activity will feel our long-arm as this evening has proven.

Israel Air Force attack helicopters attacked targets of "Force 17" and the
"Palestinian Presidential Guard" in the West Bank and the Gaza Strip this
evening, March 28th, 2001.

In Ramallah the Force 17 headquarter was attacked. In the Gaza Strip the
following targets were attacked:
A8 * A Force 17 installation close to Jebalia.
A8 * A Force 17 weapons depot near Ansar Camp close to Gaza City.
A8 * A training camp of the Palestinian Presidential Guard and a Force 17
installation in the south of the Strip.
A8 * A Palestinian armored vehicle.

The IDF Spokesperson emphasizes that the action this evening is part of the
IDF's initiated activity. Their purpose is to strike directly at those
responsible for terrorism, following the recent days during which the
Palestinian Authority was directly responsible for striking innocent
citizens and for the escalation of the situation.

The IDF will not allow the harming of the citizens of the State of Israel,
and the soldiers of the IDF, and will act with all means at its disposal in
order to protect their wellbeing and security and to annihilate the terror.

Force 17 is the security apparatus entrusted in the protection of Yassir
Arafat and preserves the stability and order within the Palestinian
Authority. The organization is comprised of 3,500 operatives and is headed
by Faisel Abu-Sharch, permanently positioned in Gaza. The organization is
equipped with light weapons and BRDM-2 armored vehicles and conduct
patrolling activities on the streets of Palestinian cities and along the
line with Israel.

During the recent confrontations, a terror apparatus operated in the area of
Ramallah which consisted of activists of Force 17. These activists in
conjunction with terrorists from opposition organizations to the Palestinian
Authority, conducted more than 25 shooting attacks in the area of Jerusalem,
Ramallah, Nablus and Jenin, resulting in the death of eight Israelis and
wounding more than 22.

This apparatus's activity was directed by Mahmud Damarah "Abu-Us"',
commander of Force 17, in Ramallah. He supplied the members of the
organization with armaments and set the policies for terrorist attacks.
Recently members of this terrorist cell were involved in a string of several
roadside bombs in the area of Ramallah and Jerusalem.

The cell was responsible for numerous terrorist attacks. The most prominent
among these are:

+A shooting attack in Jerusalem, in which a security guard was killed and
another wounded (30 October).

+A shooting attack near Neveh Tsuf, in which an Israeli woman and two
soldiers were killed (13 November).

+A shooting attack in which the Kahane couple were killed and five of their
six children wounded (31 December).

In addition, a terrorist cell comprised of Force 17 members, and coordinated
by Hizballah related elements in Lebanon, was responsible for the mortar
bomb attacks on Netzarim during the month of February.

I am in the Israeli coastal town of Ashkelon tonight, where I have been
listening for several hours to the sound of Israeli fire striking at
Yasser Arafat's "Force 17" security headquarters in the nearby Gaza Strip.
Other Palestinian sites in Ramallah, north of Jerusalem, have also been
hit by Israeli fire this evening.

Many of you have written to me concerning various news reports saying that
Israel is on the verge of going to war against the Palestinians and/or
Hizbullah forces in Lebanon. I have not commented before now on reports
from a web site called "Debka" that is apparently being reprinted by
several major pro-Israel web sites. I was still in the United States when
Debka reported on February 22 that Israel was on the verge of going to war
against Syria and Iraq. Upon returning to Israel in early March, I could
find no evidence that the reports had been true. What I did learn was that
Saddam had moved troops toward the Syrian and Jordanian border, as he had
several times before, but that no special Israeli response had taken
place.

This past Sunday, the site reported that Israel would strike at Hizbullah
positions in south Lebanon "within 72 hours" to take out new Iranian-manned
missiles that can hit central Israel. Now that this deadline has passed, I feel
freer to comment. Please be VERY CAREFUL about accepting any reports
on supposed Mideast events that do not originate in the region! It is certainly
true that we are on pins and needles at present but it does not help to have
such reports spread abroad by people who are not based here in the Middle
East. All of us who work as journalists in Israel realized immediately that the
reports were false, since there was ABSOLUTELY NO CHANCE that the
new Sharon government would take offensive action against Hizbullah forces
in the run-up to the Arab summit meeting in Amman, which is ending today.
The last thing the new government needed was to hand the Arab leaders a
fresh reason to bash Israel. With all due respect, reports that originate from
outside this region often show ignorance of the realities of the Israeli political
and military situation.

However, now that the Arab summit has ended, and more than this, in light
of the extremely sharp escalation of terror attacks aimed at Israeli civilians--
nay children--in recent days, there is no doubt that we are in A VERY
SERIOUS SITUATION AT PRESENT. PM Sharon basically said today that
the Palestinians have declared full-scale war on Israel in recent days by
means of their outburst of terror attacks. As tonight's Israeli strikes on Force
17 outposts demonstrate, the new Israeli leader will respond, make no
mistake about it. However, he will do so in an intelligent manner, in
cooperation with his coalition Labor party colleagues. A sign of what lies
ahead was given today by the head of the opposition, Meretz party leader
Yossi Sarid, who sharply attacked Yasser Arafat for allowing terrorism to
explode (we have had six attacks in just the last 48 hours). When Israel gets
to the point where the head of the most left-wing Israeli party is condemning
Arafat, the political path is open for a very strong response to the escalating
Palestinian terror war. The missiles in Lebanon--manned by Iranian forces--
are an obvious threat as well, and Israeli action against them in the coming
days is altogether possible.

In a nutshell, the Israeli public has had it. The shooting death of a baby
in her mother's arms on Monday in Hebron, the twin terror attacks in
Jerusalem yesterday (which miraculously did not kill any of the intended
victims, but did leave some seriously wounded) and today's bestial
slaughter of two teenage Israeli teenage boys near Kfar Saba northeast of
Tel Aviv has left Israelis angrier than I have seen them in many
months--really since the lynching of two soldiers in Ramallah last
October. The Palestinians have clearly gone too far in their goading of
Sharon and his Jewish citizens, and the new leader--who won the February
election on a pledge to enhance the security of the average Israeli--will
surely respond. Sharon is aware that Arafat wants him to act with great
force in order to prod the UN to send an "international protection force"
to the disputed territories in the coming weeks. Since he does not want
such a force to come here, he will take Arafat's aims into consideration
as he responds to the orgy of terrorism. Yet he cannot ignore the fact
that it is HIS civilians who have been the targets of repeated and
unprovoked deadly attack in recent weeks, not Arafat's people.

Indications are growing that a "significant response" (i.e. one more
severe than tonight's helicopter bombings of Force 17 headquarters) is
imminent, especially after the "Land Day" demonstrations scheduled to take
place on Friday. PM Sharon is not likely to do too much before then in
order not to reopen the internal wounds that occurred when 13 Israel Arabs
were killed during riots last October. However, next week is another
matter. It is assumed that Arafat's strategy is indeed to force Sharon to
act before Friday in order to "draft" Israel's 1,000,000 plus Arab
citizens into his "holy war" against the hated Jewish state. Labor party
leaders and some in the Likud are warning Sharon not to fall into this
trap. However, one or two more terrorist attacks before Friday against
Israeli citizens--especially children--may be enough to force his hand.

All this to say that the situation here is very serious. I do not share
this special report to scare you, but to urge you to pray for us at this
critical time. Israel's leaders need divine wisdom to cope with the
present situation. Please pray that they will receive the same. And don't
forget that the LORD REIGNS!

1. REACTIONS TO ISRAELI ATTACKS
Norway announced today that it recognized the Palestinians' right to throw

rocks and open fire against Israeli forces in Judea and Samaria. The Yesha

Council calls on Foreign Minister Shimon Peres to recall Israel's
Ambassador in Oslo immediately, as they render the blood of Israeli
soldiers and residents in Yesha "worthless."

U.S. President Bush said this morning that there must be an end to the
circle of violence in the Middle East, but that "the U.S. will not force a

solution on the sides, and this is why we vetoed the proposal to send
international observers." Earlier, the White House had again called upon
Yasser Arafat to issue a public statement condemning terrorist attacks in
Israel, and to take the necessary steps to apprehend terrorists and end the

ongoing wave of terrorism. The Americans also called upon Israel to 'act
with restraint' and relax restrictions imposed on PA residents.

Egypt and Jordan were also reportedly notified of the Israeli bombings in
advance. The PA correctly guessed that the attack would occur, and began
evacuating its Force 17 forces yesterday afternoon. The Prime Minister's
Office later announced that the U.S. was not notified before the attack.

Yesterday evening's Israeli attack on Palestinian targets included combat
helicopter fire at a Force 17 facility in Ramallah and four Force 17
stations in Gaza. Contrary to false PA reports, there was no assault
against targets in Hevron. The four Gaza targets included a storage
facility, a training base, and an armored vehicle - all of Arafat's
personal Force 17, which has been behind much of the Palestinian terrorism

of recent weeks. Government spokesmen said that last night's attacks were

just the beginning of a long campaign of warfare against terrorist
targets. The IDF Spokesman said, 93We believe that the time has come for

Force 17, which has an official standing in the PA, to take responsibility

for acts of terror perpetrated by its forces or attacks planned and
endorsed by its commanders85 This is a signal to anyone with eyes in his
head and the ability to understand that we are unwilling to endure this
wave of violence85 We endured eight attacks in the period of a week that
resulted in three fatalities and 47 injuries. We believe this is enough!"

Commentator Alex Fishman of Yediot Acharonot was not very impressed with
Israel's attack last night. His front-page byline today explained,
         "The government yesterday broke its policy of restraint by
launching missiles of silk, that were aimed primarily at domestic public
opinion. These missiles will not stop the next suicide bomber or car
bomb. If this almost sterile 'first course' has any significance, it is
mostly symbolic in nature - of transition from a policy of restraint to one

of attack. And this too is an accomplishment85 The terrorist attack
yesterday in which two yeshiva students were murdered, the anger in the
streets, the frustration and fear gripping the public, and the concern for

losing control over groups of 'settlers' - pushed the Prime Minister to cut

short his policy of restraint and order the army to carry out an
alternative military action with moderation85 [It] fell far from shocking

the other side and failed to project to the Arabs a sense that there are
new rules and a new policy. Thus even after the air strikes Arafat was able

to smile to reporters: Sharon has entered onto the trail that Arafat has
pulled him to, without the 'Palestinians' needing to pay too high of a
price. They got off relatively easy: 60 injured, 2 dead and two armored
vehicles burned."

2. BATTLES IN HEVRON AND ELSEWHERE
IDF forces shot two armed Palestinian snipers in Abu Sneineh in Hevron this

afternoon. The two were detected on their way into a building from where
shots have frequently been fired onto the Jewish community down
below. After a short battle involving IDF tanks, the two were shot, and
their condition is not known. In a second incident, as well, IDF fired
shells and tank fire when armed terrorists were seen entering a house in
Abu Sneineh.

Arabs rioted this afternoon at the Erez Checkpoint in Gaza, throwing rocks

and firebombs at IDF soldiers. Hundreds of rioters attempted
unsuccessfully to overrun an IDF post.

A Benjamin Regional Council passenger bus was attacked by terrorist gunfire

this afternoon between Sinjel (Arab) and Maaleh Levonah (Israeli) in the
Gush Shilo region of the Shomron. Two bullets struck the armored passenger

vehicle. No one was hurt, but all roads in the area were closed as a resul t

A Force 17 terrorist was killed during the night by IDF forces as he was
trying to infiltrate the Jewish town of Netzarim in Gaza. Palestinians
fired mortar shells at IDF targets during long battles with Israeli forces

last night near Gadid and elsewhere in Gaza. National Infrastructures
Minister Avigdor Lieberman is visiting the Jewish towns there today. He
said that the public would soon see the basic differences between the
Sharon government's response to terrorism and that of the previous
government. Lieberman also said that the army has more freedom of action
now than under the Barak government.

Arab rock-throwers hit the wrong target last night. Instead of hitting a
Jewish car, the Palestinians near the Jewish town of N'vei Tzuf in Binyamin

hit a car in which a Jordanian citizen was traveling. He was hit, and is
now listed in moderate condition.

3. INFANT'S FATHER EXPLAINS DECISION
Prime Minister Ariel Sharon called the parents of Shalhevet Pass last night

and asked them not to delay her funeral any longer. Shalhevet was the
ten-month-old baby who was murdered in cold blood by a Palestinian sniper
on Monday afternoon, and her parents refuse to bury her until the
government orders the army to reconquer the Abu Sneineh hills in
Hevron. These hills overlook Jewish neighborhoods, and have been used for

months as a base for shooting attacks against Jews.

Shalhevet's father, Yitzchak, who was wounded in the fatal attack, told
Sharon that he would not accede to the request until Sharon gives the above

order. A short time afterwards, the Avraham Avinu neighborhood was
attacked by terrorist gunfire once again from the Shalhevet (Abu Sneineh)
Hills. Hevron resident Moshe Ben-Zimra explained today, "Bodies are
sometimes used for science and for other uses. This is a much more
important issue. People's lives are at stake. If those hills are not
retaken, other Jewish babies, children, and adults of Hevron are in danger

of being shot to death from there."

Shalhevet's father Yitzchak Pass, speaking with Arutz-7 today, said that
the Prime Minister did not tell him clearly whether he plans to order the
re-taking of the hills. "Sharon just said that the policy against
terrorism has changed, and things will be OK," recounted Pass, who will
begin sitting shiva [the seven-day mourning period] only once his baby is
buried.

"When they gave away Hevron," Pass continued, "we all said that it was just

a matter of time before the Arabs use their towering height advantage over

us and start shooting. Over the last six months they have shot thousands
of bullets. We have had many miracles, but these apparently stopped with
our baby... When a husband sees his wife pick up her baby and have the
baby die from a bullet wound in her arms, the only thing we can think about

is to make sure that no one else ever goes through this again85 We are no t
using her for political means; we are talking about life and death. If
Shabbat can be violated in order to save lives, then certainly the
commandment of Halanat HaMet - not to delay burial - has the same
status85 We very much salute the brave stand of Rabbi Dov Lior [Kiryat
Arba's Chief Rabbi], and others who followed him, who ruled that this was
the right thing to do... Our faith in G-d is strong. This might sound
strange, but if it turns out that the death of Shalhevet will help the
People of Israel, then may that be our small consolation."

4. TWA SUDDEN END STRANDS PASSENGERS
Travelers to and from Israel ten days before the Passover holiday found
themselves totally stranded this week when TWA suddenly ceased flying to
Israel, effective immediately. Would-be passengers on the Tuesday night
flight from New York had been informed earlier that day that everything was

on schedule. When they arrived at the airport, however, they found that
the flight had been canceled. Frantic calls to TWA offices produced vague

answers. Only after travel agents consulted their on-line flight schedules

did they find that all TWA flights to and from Israel had been canceled.

Wednesday night, most passengers were still not aware of the situation, and

the frantic airport situation repeated itself, in both New York and Tel
Aviv. Finally, on Wednesday night, TWA announced that service to Israel
"has been indefinitely suspended," and that the company was "contacting
ticket holders in the United States and Israel so they can make other
arrangements" - but there was no word on refunds of tickets that TWA sold
almost up to the last minute.

In the statement, TWA said the Tel Aviv route "will not be a part of the
acquisition" by American Airlines. The statement also noted that the TWA
employee group in Israel had gone to court to seek liquidation of TWA's
Israeli assets for benefit of Israeli creditors, and that TWA therefore
"had no choice but to move quickly to protect its assets." This was
interpreted in Israel as meaning that TWA canceled its flights for fear
that Israel would confiscate the plane.

Other travel industry sources said, however, that this was an unrealistic
fear. These sources said that American Airlines' refusal to purchase the
Tel Aviv-NY route was rooted not in political considerations, but rather in

the expensive labor agreements TWA made with its large staff of 100
employees in Tel Aviv.

TWA ticket-holders on both ends of the New York-Israel route are advised to

call TWA in order to make alternative flight arrangements. In Jerusalem:

5. YESTERDAY'S 2ND HIGH-SCHOOL TERRORIST VICTIM BURIED
Naftali Landskorn, one of the two Yeshivat Bnei Chayil students murdered by

a Palestinian suicide terrorist yesterday, was buried in Petach Tikva this

morning. Thousands of people took part in the funeral, including Education

Minister Limor Livnat. Eliran Rosenberg, the second victim of the
murderous attack, was buried yesterday. Shai Inger, who was also wounded
in the attack yesterday, is still in critical condition, although doctors
say his condition has stabilized. A fourth victim, Netanel (ben Perla)
Hershovitz, suffered severe injuries to his eye. The extent of the effect

on his vision is not yet known.

6. ESKIN PARTIALLY CLEARED
The State Prosecution has dropped charges of "incitement to violence"
against Avigdor Eskin. He had been convicted of performing a Pulsa D'Nura

Kabbalistic ceremony against the late Prime Minister Yitzchak Rabin and of

distributing bumper stickers reading, "He will redeem [Yigal, in Hebrew]
us." He served the four-month sentence in 1997, but the conviction has now

been dropped in light of last November's Supreme Court ruling that "support

for a terrorist organization" applies only if a specific terrorist
organization is mentioned. Eskin placed a "curse" on Rabin approximately
four weeks before the Prime Minister was assassinated.

The November ruling acquitted journalist Mohammed Jabarin of incitement to

violence for writing, "Whenever I [cheered] and threw a rock, I felt that
the victory was calling to us, 'Keep on throwing!'85 Whenever I threw a
firebomb, I felt that I was enveloped in glory and splendor85" The same
day, the Court found Binyamin Ze'ev Kahane - who was murdered in a
terrorist attack, together with his wife Talya, five weeks later - guilty
of "incitement to rebellion" for distributing flyers during the 1992
election campaign calling on the IDF to bomb the Israeli-Arab town of Um
el-Fahm.

Eskin, originally from the Soviet Union, is serving a 30-month sentence for

conspiring to throw a pig's carcass on the grave of an Arab terrorist, and

for incitement to torch a Dor Shalom movement office. He was disciplined
last week by the Prison Service for broadcasting from jail to a radio
station called "Radio Kahane." His supporters claim that he is being
unjustly singled out for punishment because of his political views.

7. PERES: "ARAFAT STILL PARTNER, HE JUST MAKES MISTAKES"
Foreign Minister Shimon Peres stated this morning that Israel has no plans

to go after the leaders of the PA, but rather only the terrorists. When
asked if Arafat is an enemy of Israel, Mr. Peres responded, "No, he is a
partner who is making serious mistakes." He added that Israel is not
looking for additional bloodshed and said, "If the terrorism and attacks
cease, there will be no need for additional military action by
Israel... It is in the hands of the PA to determine the future course of
events"

8. POLICE FAIL TO MAKE CASE, KAHALANI CLEARED
Former Public Security Minister and Yom Kippur War hero Avigdor Kahalani
was totally cleared of all wrongdoing this morning in the Tel Aviv
Magistrates Court. He had been accused of leaking sensitive information on

the Nimrodi investigation. The Court, in an unusual move, declared
Kahalani innocent even before his defense had begun. The judge thereby
accepted the claim of the defense that the Prosecution had not succeeded in

making a case against him, and that there was therefore nothing to
defend. Kahalani, who cried for joy upon hearing the decision, said later

that the entire case was based on the personal interests of individuals in

the police department who wished to make a name for themselves.
